Del Norte County Supervisor Bob Berkowitz died March 2, the county announced. Berkowitz, who represented District 5 since 2017, has missed supervisors’ meetings for the last few months, before the county announced his passing. Bob served the citizens of Del Norte County with great
dedication for many years and his contributions to making our community a better place will be sorely missed,” the county wrote in a press release. “The county extends our heartfelt condolences to his wife Bonnie, his family, friends, and all those who worked with him over the years.” Berkowitz was also a wellknown businessman in Del Norte County and is credited with bringing the first FM radio
station to Del Norte County. During the board of supervisors meeting this week, Board Chair Gerry Hemmingsen asked the community to keep Berkowitz and his family in their thoughts and prayers before the board took a moment of silence. Long before becoming a county supervisor, Berkowitz was active politically. He served as a field representative for Congressman Frank Riggs and
was a school board member in Del Norte County. He was first elected as supervisor in 2017 and re-elected in 2021. His term was to expire at the end of 2024. His replacement on the board of supervisors will be selected by Gov. Gavin Newsom. Del Norte County said the remaining four supervisors will be available to offer assistance to those living in District 5 until a new supervisor is named.

The Del Norte County Board of Supervisors voted unanimously to call for a special election to fill the seat of Supervisor Bob Berkowitz, who died last week. The vote gives those interested in running for the District 5 seat only days to collect signatures to get their names on the ballot. Due to state law, to be on the June primary election, signatures must be collected and all paperwork turned in by March 16. By state law, Gov. Gavin Newsom will appoint a replacement to fill the vacant seat, and that could still happen. The person who wins the special election will take over once a final decision has been made by voters and will serve through the remainder of Berkowitz’s term, which expires at the end of 2024. To make things a little more confusing, the special election will be in the existing boundaries District 5, not the new boundaries recently adopted by supervisors. County Counsel Joel Campbell-Blair told supervisors he was worked diligently to put together a resolution they could adopt. He said a special election would give voters a say in the fastest way. It is the earliest available time for people in District 5 to choose their own supervisor and shorten the amount of time for an appointment of the state to serve,” Campbell-Blair said. He explained if a candidate receives more than 50% of the vote in the June primary, that person could take the seat as soon as supervisor’s approve the vote count. If no candidate receives a majority of the vote in June, the top two vote getters would advance to the November 8 general election, after which the winner would be season. During public comment, four speakers voiced their views on the issue, two saying they supported the idea of a special election and two others saying they were opposed to a rushed vote. But the three supervisors at the meeting said they have heard overwhelmingly that the people want to decide who will take the seat. “I’ve personally been bombarded with folks in District 5 who want to have this decision and not leave it up to the governor,” Supervisor Chris Howard said. Howard also said the vote Tuesday was not rushed. “I’m not sure how rushed it’s been,” he said. “It’s been on our radars for months, given the frequency of Supervisor Berkowitz’ missing meetings. I know there’s a lot of interest out there.” Howard also said when discussing the issue with State Sen. Mike McGuire’s office, he learned the governor often takes quite a while before making an appointment.

Mask mandate to be lifted in Del Norte schools By DAVID RUPKALVIS The Triplicate
Del Norte County Public Health announced last week it was lifting mask mandates in schools beginning March 12. The move was the third time in a month that mask mandates have been eased as the threat of COVID-19 continues to ease in the county. On Feb. 16, California and Del Norte County lifted the indoor mask mandate for vaccinated people, but the masking requirement remained in effect for those not vaccinated as well as those in schools. On March 1, California eased the mandate even more, with
the unvaccinated no longer required to wear masks indoors. Last week, Dr. Aaron Stutz, the county’s public health officer, announced the mask mandate in schools would come to an end March 12, meaning when students return to school Monday, masks will be optional but not required. “Our goal at Del Norte County Public Health has always been to keep our community safe and healthy,” the health department wrote in a letter to the community. “We know masks aren’t always comfortable, but to keep our county safe, we continue to recommend masking, especially in times of high transmission in our community.”
Even with the easing mandates, masks will still be required in public transit, healthcare settings, emergency shelters, correctional facilities, homeless shelters and long-term care facilities. At Del Norte County schools, the school board voted 3-2 to retain the mask requirement until March 14, but changed the policy from exclusion to education. Superintendent Jeff Harris explained that the vote means students are still required to wear masks. Those who choose not to wear a mask will be offered one in class. Those who refuse, can stay in class, but information will be sent home to their family notifying them that their child
refused to wear a mask. Beginning March 14, the district’s policy will change with the district recommending students wear masks, but the mandate will be fully removed. Harris said he understands some families will be concerned about sending students to school without masks. If you have concerns, Harris said you can reach out to your child’s school or the district office at 464-6141. “Thank you, in advance, for supporting our students and our staff as we navigate this transition,” Harris said. “We all look forward to classrooms and interactions that help all of our students feel better connected and engaged.”
Commercial crab fishing violations on the rise Wildlife officers from the California Department of Fish and Wildlife Marine Enforcement Division have noticed an uptick in the number of commercial Dungeness crab cases in North Coast waters since December 2021. Since December 9, 2021, there have been five cases out of Crescent City and two out of Eureka regarding possession of undersize crabs by commercial crab fishermen. The most common violation during this period has been commercial harvest of
undersized crabs. Commercial Dungeness crab fishermen are expected to measure their entire catch and keep only crabs that are equal to or greater than 6 ¼ inches, which is slightly more than the required 5 ¾ width required of recreational crabbers. There is a provision in the law to authorize possession of no more than one percent of the catch to be undersize. In all seven cases, citations were written, the loads were seized and the proceeds from the
sales of the crab were directed to the Wildlife Preservation Fund until the cases can be adjudicated in court. Collectively in the seven cases, there were 575 undersized crab discovered during inspections in the past few months. The illegal loads seized have ranged from 8 to 24 percent undersized, making them gross violations of the one percent undersized Dungeness crab allowance. During the investigations, wildlife officers discovered evidence that some boat crews

John Stanley Schock, age 86, of Harbor, Oregon passed away February 25, 2022, at Sutter Coast Hospital in Crescent City, California. John was born July 21,1935 in the Bronx, New York and moved to Tacoma, Washington at the age of five. He was proud to have attended Bellarmine Preparatory School where he excelled in the drill team. He attended Central Washington University and earned his degree in 1957 in geology which led to his love of colored stones and his becoming a gemologist. Also, at college he met his future wife, Areta, at the dining hall and they were married on January 25,1958 at St Andrew’s Catholic Church. They just celebrated their 64th wedding anniversary. A lover of lifetime learning, he got his teaching degree at Southern Oregon University in 1969, his Masters on Guam and graduated from the prestigious Gemological Institute of America in 1978. He had a love for teaching language arts and social sciences and that itch was scratched on Guam, Taiwan and Singapore, where he taught for seven years as well as being a world traveler. He also worked as a Gemologist and Jewelry Appraiser in Southern Oregon and Northern California. He retired in 1996 from Crescent Jewelry and Gifts, a store he owned with his wife in Crescent City, California. His eyes sparkled the most when he talked about
the service clubs and community outreach that he had been involved in. He was a member for 55 years with Lions Clubs International, beginning in Medford Oregon, Guam, Ashland Oregon and finally Brookings-Harbor. He started two clubs and was the 36-E District Governor for southern Oregon. While exceeding at mentoring others and holding Leadership positions, he still found his greatest joy in being the club tail twister. He received the Melvin Jones and Norman Ross Fellowship awards for his outstanding service. John was also a 29-year member of the Benevolent and Protective Order of Elks, being initiated in 1992. He held all the officer positions, as well as being a Past Exalted Ruler, a ritual coach, and a ritual judge. His recitation of the Elks ritual will be remembered by many as he loved the flow and dignity of the words. He was a 20-year member of the Brookings-Harbor Garden Club. He is survived by his wife Areta, his son John and wife Linda, and two brothers. He was preceded in death by his parents, Julius and Frances. A celebration of life will be held at 11:30 am, Saturday, March 12, 2022, at the Brookings Presbyterian Church at 540 Pacific Ave. in Brookings, Oregon followed by a reception in the Fellowship Hall. State funding for the CR’s GROVE program ending In the Fall of 2019, College of the Redwoods was included in a three-year, state funded pilot program that helped CR expand the Redwoods Room & Board Scholarship and establish the GROVE—an innovative program that offered many services, including short-term hotel vouchers, counseling, academic support, food security, transportation vouchers, and local agency referrals. Unfortunately, the state grant funding for the GROVE pilot project will sunset at the end of the spring 2022 semester. It has been our privilege to provide students opportunities for housing and food insecurity over
the last several years. However, hotel vouchers, rental assistance, and other financial contributions were always intended to be a short-term fix for students in crisis, not a long-term solution. Our long-term objective has always been to transition students out of the GROVE program and into permanent, stable housing and employment situations. It is our hope that this support, along with their CR education, will allow them to become self-sufficient, productive members of our community. Over the program’s three-year term, we were able to provide a total of
403 students with critical assistance in the areas of case management, hotel vouchers, rental assistance, Arcata House referrals, scholarships, and utility assistance. In the fall of 2022, many of the lessons learned, community and campus partnerships, and resources identified during the GROVE pilot project will be rolled in to a Basic Needs and Wellness Center on campus. In essence, it is an expansion of the current campus food pantries, which offer light meals to students while on campus, canned and bulk food staples to bring home, hygiene kits, help connecting to the state CalFresh food assistance program, and other resource referrals. Next door on the Eureka campus, students can also find clothing and other household supplies. For now, our immediate goal is a purposeful transition of students out of existing GROVE service provisions in a way that is consistent with existing campus and
community resources and that supports the student in maintaining the positive outcomes achieved in the program. In an effort to provide students with guidance during the transition, a series of workshop on important topics like financial planning, housing programs, employment, and medical and food assistance will be provided from on-campus and off-campus service providers. We are also committed to ensure all students are connected with the following resources before the end of the program: • Cal-Fresh • Medi-Cal • Housing Resources • Campus Special Programs (EOPS, Trio, and career Center Services) • The Room and Board Scholarship (if eligible) • A Personalized Transition Plan • A Crisis Management Plan (As Necessary) • An Exit Meeting with their Counselor

Grizzly bears have been rescued from a population free fall. Wolves were brought back by the Interior Department under Bruce Babbitt in the mid1990s, and the park’s bison population, which numbered just 23 at one point in the late 19th century, is at 5,000. Had Yellowstone not been created, had winter range beyond Yellowstone not existed, and had environmental protection laws not been put in place, it’s doubtful that those original species would have survived. Many biologists think most would have been lost. Not all are celebrating Yellowstone’s birth. Some have portrayed the park as an emblem of injustice that resulted in the removal of Indigenous people from native homelands. These critics see a park which non-white citizens say they have never felt invited to embrace as part of their heritage. This needs to be addressed by the National Park Service and remedied. What cannot be repaired, once broken, are the fragile threads of biological connections holding the ecosystem together. And those connections extend for miles outside the park boundaries, through migration trails and rivers. These days, the boom in outdoor recreation in the West has been crowding the park’s adjacent national forests. The high numbers rival public-land use levels around Moab, Utah’s Wasatch, and the Front Range of the Colorado Rockies, places that don’t

Such development is the biggest threat to the survival of grizzlies and other park species, warns Chris Servheen, who served as the U.S. Fish and Wildlife Service’s national director of grizzly bear recovery for 35 years. Wild animals always suffer when roads, houses and people move into their territories, Servheen says. Coexistence may be the goal, but humans always win any dispute with wildlife trying to survive. Five years ago, Dave Hallac, who managed the science division at the park, told me he was worried not just about the Yellowstone ecosystem suffering “death by 1,000 cuts,” but death by 10,000 scratches, as more people scramble for their piece of paradise. The trend has only accelerated. What is the most enduring “value” of Yellowstone? The park reveals that humans deeply appreciate this special place of wildness. But the park also has an urgent message to those same humans: Our consumption of wild places means we must deliberately decide to accept limits. This is a good thing—and an increasingly rare thing. THE DEPARTMENT OF HOMELAND SECURITY/FEDERAL EMERGENCY MANAGEMENT AGENCY HAS AWARED FUNDS UNDER THE EMERGENCY FOOD AND SHELTER (EFSP) NATIONAL BOARD PROGRAM TO THE DEL NORTE COUNTY LOCAL EFSP BOARD. The Del Norte County EFSP Local Board has been awarded $10,454 in Phase 39 and $32,312 in American Rescue Plan Act (ARPA) funding for a total of $42,766 to supplement emergency food and shelter programs in the county. The award was made by a National Board that is chaired by the U. S. Department of Homeland Security’s Federal Emergency Management Agency and consists of representatives from American Red Cross; Catholic Charities, USA; National Council of the Churches of Christ in the USA; The Jewish Federations of North America, The Salvation Army; and, United Way Worldwide. The Board is charged to distribute funds appropriated by Congress to help expand the capacity of food and shelter programs in high-need areas around the country. A Local Board made up of representatives from local agencies representing emergency services will determine how the funds awarded to Del Norte County are to be distributed among the emergency food and shelter programs run by local service agencies. The Local Board is responsible for selecting agencies to receive these funds and any additional funds made available under these phases of the program. Under the terms of the grant from the National Board, local agencies chosen to receive funds must: 1) be 501(c)3 private non-profits or units of government, 2) be eligible to receive Federal funds, 3) have an accounting system, 4) practice nondiscrimination, 5) have demonstrated the capability to deliver emergency food and/or shelter programs, and 6) if they are a private nonprofit organization, have a voluntary board. Carol Schach Memorial Art Exhibit on display at Del Norte County Courthouse DNACA presents: Sundae + Mr. Goessl in concert
DNACA is pleased to present the award-winning duo Sundae + Mr. Goessl, Friday, March 11, at 7 p.m. at the Tolowa Event Center, 350 N. Indian Road, Smith River (inside the Lucky 7 Casino Complex). This retro-cool act encompasses jazz, pop, country, comedy, and vaudeville, with award-winning vocalist Kate Voss and virtuoso guitarist Jason Goessl, who has played with such jazz greats as guitarist Charlie Byrd. Sundae often surprises her audiences with a melodica solo and JazzTimes says “her voice nails the authenticity of this era.” Tickets will be available at the door at 5:30 p.m., and event doors open at 6 p.m. This show is appropriate for all ages. Nancy Bachman Solo Art Exhibit

Biologists present California’s ocean salmon abundance forecast At the annual Salmon Information Meeting held virtually last week, state and federal fishery scientists presented updates on the numbers of spawning salmon that returned to
California’s rivers in 2021 and shared the expected abundance for the upcoming fishing season. The 2022 ocean abundance projection for Sacramento River fall Chinook, a main
salmon stock harvested in California waters, is estimated at 396,500 adult salmon, higher than the 2021 forecasts. The Klamath River fall Chinook abundance forecast also
came in slightly above the 2021 value, with 200,100 adult Klamath River fall Chinook salmon predicted to be in the ocean this year, a value that remains well below the stock’s historical levels. During the meeting, recreational anglers and commercial salmon trollers provided comments and voiced concerns to a panel of fishery managers, scientists and industry representatives. Stakeholder input will be taken into consideration when developing three season alternatives
during the March 8-14 Pacific Fishery Management Council (PFMC) meeting. Final season regulations will be adopted at the April 6-13 PFMC meeting. Following several years of poor returns to the Klamath River Basin, Klamath River fall Chinook salmon were declared overfished in 2018 and have not yet achieved a rebuilt status under the terms of the federal Salmon Fishery Management Plan. The PFMC may decide to take a conservative approach when crafting 2022 ocean
salmon seasons to provide additional protective measures to this stock. Free virtual conservation lecture hosted by Sequoia Park Zoo & Foundation The Sequoia Park Zoo Conservation Lecture Series is virtual for 202122 and the next lecture is scheduled for Wednesday, March 16, at 6:45 p.m. Fernando Najera, DVM, MS, PhD will be joining from the Department of Animal Physiology and Faculty of Veterinary Medicine at Complutense University of Madrid. He will discuss disease surveillance during the reintroduction of the Iberian lynx in Southwestern Spain. Zoo updates and information will begin at 6:45 p.m. with the lecture starting at 7 p.m. promptly. Attendees can ask questions to the speaker at the end of the presentation via the chat box on Zoom. Logging in through a free, registered Zoom account is required. The Zoom link will be available at www.SequoiaParkZoo.net and on social media. This lecture will not be recorded or available on Facebook, so the zoo encourages
attendees to watch live on Zoom. The reintroduction of Iberian lynx (Lynx pardinus) populations in Extremadura (Southwestern Spain) has been carried out since 2014. One of the measures to ensure the success of this program is to examine the effects that diseases may have on reintroduction. Since disease may be prevalent at certain sites, reintroduced individuals may present a risk of infection after release. During the study, experts screened Iberian lynxes and sympatric carnivores against multi-host pathogens that cause morbidity and/or mortality in the Iberian lynx. During the study years, infectious diseases did not pose a threat to the steady population growth of the Iberian lynx in this region. Nevertheless, the low pathogen contact rates observed also suggest vulnerability and unpredictability to a disease outbreak, highlighting the
vital role that continuous disease surveillance plays in the Iberian lynx reintroduction program. Dr. Nájera received a conservation grant from the Sequoia Park Zoo in 2017 to fund aspects of this project. Dr. Nájera is a wildlife veterinarian who earned both his veterinary degree and Ph.D. in wildlife physiology at the Complutense University of Madrid. Before enrolling in his Ph.D. program, he worked in zoos and wildlife rehabilitation centers in Spain and Ecuador. During his pre-doctoral research, he served as field veterinarian for the Wildlife Conservation Research Unit, University of Oxford (WildCRU) leading the chemical immobilization of free-ranging Sunda clouded leopards in Malaysian Borneo. During this time, he also served as the veterinary manager for the Thailand Clouded Leopard Consortium, an ex-situ captive breeding program

Fernando is currently the Canid Conservation Initiative postdoctoral fellow at the Institute for Conservation Medicine and the WildCare Institute (Saint Louis Zoo), the Endangered Wolf Center and the Washington University at Saint Louis. devoted to the field of wildlife and zoological medicine with a special interest in free-ranging carnivore medicine and conservation. Tolowa Dee-ni’ Nation takes stand against MMIP crisis Last week, the Tolowa Dee-ni’ Nation Tribal Council passed a resolution addressing the Missing and Murdered Indigenous People (MMIP) crisis. The Tribal Council and Community and Family Wellness Department felt it was vital that we stand in support of the Yurok Tribe’s Declaration of Emergency on Missing, Murdered, and Indigenous Women. Dorothy Wait, Community and Family Wellness Director, shared, “we are laying down the framework for proactive responses in the future. Native Americans are overrepresented in more negative aspects of crime, especially women. This is a nationwide public health crisis.” Indigenous women and young girls are predominantly vulnerable as little to no data are tracked in Northern California. The United States Department of Justice found that American Indian/Alaska Native women face murder rates more than ten times the national average. Homicide is the 3rd leading
cause of death of indigenous people ages 10-24 and the 4th leading cause of death of indigenous people ages 25-34. The Nation will work to coordinate efforts across the Nation’s departments, federal agencies, Tribes and Tribal organizations, local law enforcement organizations, and community-based organizations to create a Tribal Community Response plan (TCRP) to increase the response to the disappearance or murder of indigenous people. We encourage other agencies, tribes, organizations, and community-based organizations to bring awareness to this critical topic. As stated by the Yurok Tribe, “the intergenerational impacts of years of violence, trafficking and murder through missions, massacres, forced relocation, boarding schools, widespread removal of children from their families through the child welfare system, disproportionate incarceration, police violence, and
high rates of gender violence are still playing out to this day, and directly contribute to issues like MMIW.” Violence against indigenous people is a severe violation of human rights. The effects range from immediate to multiple long-term physical, sexual and mental costs, including death for indigenous people. Advocating and investing in the protection of indigenous people sets a pathway towards equality, eradication of poverty, economic growth, and overall wellness in our communities. The Tolowa Dee-ni’ Nation is a federally recognized Indian Tribe of Tolowa Dee-ni’ People. The Nation’s headquarters are located 3 miles south of the Oregon-California border in the Pacific Northwest of California. The Tribe’s general membership consists of over 1,900 citizens. The Nation strives every day to make Del Norte County and Curry County a great place to live and work.

Russian divestment bill introduced with nearly half of CA legislators co-authoring Since announcing plans Monday to introduce legislation to divest state public funds from Russia and Russian-state entities following the unprovoked war against Ukraine, an overwhelming show of support has poured in resulting in nearly half of all legislators in California signing on to coauthor the bill. SB 1328 requires public pensions systems – including the two largest in America, STRS and PERS – to divest from Russian and Belarusian assets and companies. “The State of California has incredible economic power and strength and we must
use this clout for good. The people of California will not stand idly by while an autocratic thug attacks the innocent people of Ukraine and attempts to destroy their country,” Senate Majority Leader Mike McGuire said. “Democrats and Republicans alike are working together on SB 1328. The Golden State stands strong for Ukraine and we’ll do everything in our power to usher in debilitating economic consequences on Russia for this horrific and bloody war.” California is the world’s fifth largest economy and enhanced action taken by
the State can help the people of Ukraine by putting additional financial pressure on the already beaten-up Russian economy. It’s believed California has Russian investments approaching $2 billion, primarily in its pension funds. At this point there can be no excuse to invest in and support Putin, his oligarchs, and the Russian economy. Russia’s economy, not even in the top 10 of world economies, is one of their big pressure points, and California should use its power to exert influence where it can. “The free world has a moral obliga-
tion to help the people of Ukraine. This creates a legal one as well. By requiring California’s capital to divest from Russian assets, we can play a real role in helping defend democracy internationally,” said SB 1328 Coauthor Assemblymember Chad Mayes. SB 1328 also asks private companies based in California to divest their investments in the Russian economy. In addition, the legislation would block the awarding of state contracts to any company that is conducting business with Russia.
