Council approves bonus plan for police hires By DAVID RUPKALVIS The Triplicate
The city council in Crescent City unanimously approved a lateral hiring program that will pay experienced police officers a $10,000 bonus to move to the Crescent City Police Department. The vote goes hand-in-hand with a similar decision a week earlier to pay the cost of the police academy for recruits. “A lateral transfer is just as important to build that police department staff,” City Manager Eric Wier said. “Can we incentiv-
ize someone to laterally transfer? This program would not be unique to Crescent City. It’s just a sign of the times.” In fact, almost every police department and sheriff’s office in Northern California has similar programs with bonuses ranging from $5,000 to $20,000. Wier said Crescent City can afford the effort thanks to increased funding from Measure S. “This would work for us,” Wier said. “We would give the person $5,000 on their hire. They would receive $2,500 at the end of their FTO (field training) and they
would receive $2,500 at the end of probation. The entire program would be about a year.” Wier said the city was also proposing $2,000 in relocation assistance for any officer moving from outside Del Norte County. Police Chief Richard Griffin said the challenge of hiring police has made it necessary to think creatively when hiring. “This is the next step to complete our marketing plan that makes us a destination place to come,” Griffin said. “To have a program like this will allow us to be competitive with those agencies.
It is hard to be competitive with Humboldt, Eureka when they’re down there by the academy, and they have the bonuses. Hopefully this will allow us to find one or two people who want to move in from out of the county to here. “The pool of applicants for being police officers anymore is dwindling. To those that want to be police officers and want to stay in it, it’s a good time. They can move anywhere in the nation because everyone is hiring.” The resolution approved by the council would only kick in if applicants have finished the academy

Sunset High School student Kevin O’Sullivan is the newest Del Norte County Poetry Out Loud Champion. As champion, O’Sullivan will be competing in the California Poetry Out Loud state finals virtually March 11. Winners will be announced on Wednesday, March 16. Poetry Out Loud is a national competition for high school students to learn about poetry through memorization, performance and competition. Students are challenged to study, memorize and recite poems from a curated anthology of more than one thousand classic and contemporary poems found online at poetryoutloud.com. O’Sullivan progressed through classroom competition, school-wide competition and then to Del Norte’s fourth annual County Competition, held earlier this month. O’Sullivan will be reciting “Not Waving but Drowning” by Stevie Smith, “Amor Mundi” by Christina Rossetti, and “Acquainted with the Night” by Robert Frost. These poems can be viewed at poetryoutloud.com. “The goal for next year is to have even more students participate in the program,” said Brunsing. “The program is open to all high school students, including homeschooled students. Students whose schools are not participating, but who wish to participate in Poetry Out Loud, should reach out to DNACA so we can work with them as well.” DNACA, the California Arts Council, and the National Endowment for the Arts have brought Poetry Out Loud to Del Norte county since 2018. DNACA’s funding for Poetry Out Loud programs helps pay for program-related materials and allows teaching artists to coach participating students, help them understand the poems, and work on their recitations. CDFW Announces a Statewide Fleet Advisory for the Commercial Dungeness Crab Fishery The California Department of Fish and Wildlife issued a statewide fleet advisory for the commercial Dungeness crab fishery due to a recent humpback whale entanglement, approximately 5 miles west of Cypress Point near Monterey Bay (Fishing Zone 4). The entanglement was first reported in late January involving heavy line from unknown fishing gear and CDFW is encouraging the commercial fleet and all mariners to be on the lookout for any entangled whale in this area and across California waters. If anyone sights an entangled whale, do not approach or attempt to disentangle, but please immediately report it to the U.S. Coast Guard or call the Entanglement Reporting Hotline at (877) SOS-WHAL or (877) 767-9425. Based on recent surveys and historic migration patterns, overall entanglement risk remains low across California waters. CDFW is however issuing this fleet advisory for all fishing zones and reminds all in the commercial and recreational fisheries to implement best practices, as described in the Best Practices Guide. California is leading the way on the West Coast in its efforts to minimize risk of entanglement in our commercial fisheries. “These efforts are supported

Supervisors support plan to upgrade Saxton boat ramp By DAVID RUPKALVIS The Triplicate
The Del Norte County Board of Supervisors voted unanimously to support a project that will repair the Saxton Public Boat Ramp on the Smith River. Supervisors also agreed to have Del Norte County take over maintenance of the public boat ramp after work is completed. Phillip Barrington, senior environmental specialist with the California Department of Fish and Wildlife, told supervisors the state is willing to pay for the upgrades at the location, but only if the county agrees to take over maintenance when the work is done. The Smith River is a popular destination for fishermen seeking trophy salmon and steelhead,” Barrington said. “As you know, the state record for steelhead, 27 pounds, came out of the Smith River.” The Saxton boat ramp is very popular because there is easy access from Highway 101 and it is the first location where motorized boats can enter the river. Access upriver from the ramp is off limits to motorized boats because of the wild and scenic rivers destination. Barrington told supervisors while the location is very popular, it does need a lot of work. The last significant investment in infrastructure at the boat ramp was in 1985. “It’s been a long time,” Barrington said. “It’s held up pretty well, but it does need a lot of repairs.” Barrington showed photos of the ramp, saying that the asphalt is degrading, parts of the actual boat ramp is falling apart and the restroom was permanently closed several years ago after a tree fell on it. The repair work is budgeted at $806,000 with work scheduled to begin in May 2023. The entire project should be finished by 2025. “In our concept of this, we have three picnic tables and a covered pavilion in case of inclement weather,” Barrington said. There would also be bear-proof trash cans, a new restroom facility, new signage as well as ADA compliant parking and trails. “We think this project is just a dandy project to upgrade a dilapidated facility and expand use of the facility to a wide range of participants,” Barrington said. Oregon lawamakers ask federal agencies to protect and restore old-growth forests U.S. Senators Ron Wyden and Jeff Merkley and U.S. Representatives Earl Blumenauer, Peter DeFazio and Suzanne Bonamici this week asked the U.S. Departments of Interior and Agriculture to follow congressional intent in the Bipartisan Infrastructure Law to protect and restore old-growth forests as well as protect other carbon-rich mature forests in Oregon and nationwide. The Oregon lawmakers wrote that the U.S. Forest Service’s climate plan and 10-year wildfire strategy of hazardous fuel treatments and prescribed fire to reduce wildfire risks also must recognize the climate crisis and expand to include plans for mature and old-growth forests. Their letter – also signed by 19 Senate and House colleagues -- noted the Infrastructure Investment and Jobs Act (IIJA) included historic investments in wildfire risk reduction and forest restoration on national forests and public lands, requir-
ing prioritization of funding for projects that fully maintain or contribute toward restoring the structure and composition of old-growth stands consistent with the characteristics of that forest type. “The important climate and biodiversity values of old growth forests that Congress emphasized in this provision exist throughout the federal forests, not just in those areas most subject to fire, and not just in old growth forests but also carbon-rich mature forests,” the lawmakers wrote Interior Secretary Deb Haaland and Agriculture Secretary Tom Vilsack. “Protection of these values for the long term is key to accomplishing the Administration’s commitments to climate and biodiversity protection.” In addition to Wyden and Merkley, other senators signing the letter are U.S. Sens. Alex Padilla (D-CA), Martin Heinrich (D-NM), Ed Markey (D-MA), Patty Murray (D-WA), Cory Booker (D-NJ) and Michael Bennet (D-CO). In addition to
Blumenauer, DeFazio and Bonamici, other U.S. representatives signing the letter are U.S. Reps. Nanette Diaz Barragan (DCA), Sara Jacobs (D-CA), Jared Huffman (D-CA), Ruben Gallego (D-AZ), Chellie Pingree (D-ME), Eleanor Holmes Norton (D-DC), Veronica Escobar (D-TX), Steve Cohen (D-TN), Mark Pocan (D-WI), Jerry McNerney (D-CA), Mike Levin (D-CA), Nikema Williams (D-GA) and Diana DeGette (D-CO). The lawmakers asked in their letter for answers to the following questions by March 31: 1. What specific steps do USDA and the DOI plan to take to follow this direction for implementing their climate plans, 10year wildfire strategy, and other agency planning processes? 2. What monitoring requirements and metrics will USDA and DOI use to analyze the progress of protecting and restoring these forests across the country?
Specifically, whatperformance measures do you intend to use to report progress to Congress given that “acres treated” does not incorporate old growth preservation or restoration? How do you intend to develop new, spatially-explicit, outcomes-based performance measures to track and report progress in restoring and preserving old growth forests? 3. What are the priority projects for restoring mature and old growth forests with IIJA fundsunder the 10-year plan? Which projects do you anticipate funding in the first two years of IIJA implementation and how to you plan on selecting projects in future years? 4. The 10-year strategy makes use of the concept of firesheds. How is restoration of old growth forests incorporated into the fireshed model? If it is not, how do you intend to ensure old growth is prioritized in your approach to funding allocation?

New partnership looks to boost regional capacity for public and private investment The Humboldt Area Foundation and its regional affiliate, the Wild Rivers Community Foundation (HAF+WRCF) and the Arcata Economic Development Corporation are partnering to launch the Public Investing and Innovation Project to grow our region’s capacity for public investment. Amplifying this new effort, The California Endowment also committed generous start-up funding for the PIIP. To guide the implementation of the project, AEDC has announced the corporation is accepting applications for a new joint executive position, the Public Investing and Innovation Initiative Director, with the position officially opening to applicants on Feb. 17, 2022. The PIIP is a partnership with HAF+WRCF, AEDC, and TCE to develop ways to build capacity within partner organizations to leverage stacked public and philanthropic funding opportunities, including unprecedented federal funding for pandemic recovery and increased California State resources. Future partnerships are envisioned to include organizations such as Tribal and municipal governments, educational institutions, healthcare institutions, and other mission-driven investors. The partnership aims to seek and blend these public resources with philanthropic and private funding for the greatest impact. Currently, the Redwood Region has no formal collaborative effort to prioritize,
develop a pipeline of projects, and leverage funding opportunities. In combining the experience of the region’s community foundation (HAF+WRCF) and the region’s largest community development financial institution (CDFI) through AEDC, the new partnership can make significant regional impacts as public funding for climate mitigation, economic development, and equity increases. “This new partnership with the Humboldt Area Foundation and The California Endowment is a great moment for our region. AEDC and HAF’s combined decades of experience providing funding to community projects can uniquely support this region as we grow our capacity to attract Public investment. Together, we can create a strong coalition to identify and fund critical projects in our Northern California Community communities,” says Ross Welch, executive director of the AEDC. The Public Investing and Innovation Project draws from Capital Absorption, a framework developed by the Center for Community Investment that measures and assists the ability of regions to attract and deploy capital in support of low- and moderate-income communities. Through the capital absorption framework, communities like the North Coast gather to articulate their priorities, establish a pipeline of feasible projects, and create an enabling environment that connects community investors with community needs. Moreover, a fundamental component of the framework is navigating
the policies, barriers, interests, and environments in which those projects will be implemented. Capital Absorption empowers communities to assess their own economic development needs. According to the publications from the Center for Community Investment, the framework positions communities to be ready to engage with potential investors, whether that’s public or private investors. The capital absorption framework also helps communities answer questions like: ‘where would we invest a large sum of money, who is equipped to manage it, and how does it support our community’s priorities?’ By using this framework, communities generate projects that are both ambitious and actionable because we know they are in support of community values and needs. “The Public Investing and Innovation Project (PIIP) can empower the region to attract significant public and private investment while providing the infrastructure to absorb funding and distribute its equitability into systems. By building a case for economic development that’s based on community values and input, the capital absorption framework centers issues of racial equity, just economic development, and environmental and climate remediation at the outset of major development projects,” says Bryna Lipper, chief executive officer of HAF+WRCF. As part of the partnership with The
California Endowment, AEDC and HAF+WRCF will develop a learning and reporting model as part of the project’s initial development. Early learnings and organizational changes from both the AEDC and HAF+WRCF will be shared with TCE and other funders and financial institutions to evaluate how the shared-executive and partnership model effectively support community development. “Investing in this project in Northern California is exciting. This innovative CDFI and Community Foundation partnership model has the potential to increase health and racial equity through a formal, values-based investment collaboration that generates an enabling environment for more just economic development. During this unprecedented time, we have an opportunity to reimagine how we can begin to address structural inequities that were laid bare over the course of the pandemic,” says Annalisa Robles, senior program officer for The California Endowment. “The multi-sector partnerships that focus on building and strengthening alliances that span racial, ethnic and socio-economic boundaries can identify the many opportunities for development on the North Coast and beyond, while also raising awareness to the barriers and systemic inefficiencies that hinder community investment. The Endowment is also eager to learn about this model and share its successes and learnings with the philanthropic and development communities,” she adds.
Huffman Calls for Immediate Action to Preserve Water Levels in Trinity Lake Ahead of Anticipated Drought This week, Representative Jared Huffman (CA-02) sent a letter to U.S. Bureau of Reclamation Commissioner Camille Touton requesting the BOR work to preserve enough cold water to sustain threatened fish populations in the Trinity River ahead of what is expected to be a severely dry summer. Additionally, Rep. Huffman called for significant infrastructure investments to the Trinity River Division to improve its ability to adjust the temperature of water released to the river. “Northern California is likely headed into another severely dry summer with grave consequences to tribal and coastal
communities and the fisheries they rely on. Without drastic measures to address overallocated flows from the Trinity River to the Central Valley Project, the U.S. Bureau of Reclamation risks depleting the cold-water threshold in the Trinity Reservoir necessary to sustain fish populations through the fall,” Huffman wrote in the letter. “Conditions in the Trinity and Klamath river watershed are too dire to risk business as usual for the Central Valley Project. I ask that you quickly and carefully weigh all available options to preserve the Trinity River’s cold water and the fish and communities that depend on it.”

Wood, Stone introduce bill to increase oversight of involuntary detentions Assemblymembers Jim Wood (D-Santa Rosa) and Mark Stone (D-Scotts Valley) recently introduced AB 2275, strengthening California’s efforts to support people with mental illness by increasing oversight and accountability of involuntary detentions while ensuring due process protections. Last year, Chairs Wood and Stone convened the Assembly Health and Judiciary Committees at a joint hearing, “The Lanterman-Petris-Short Act: How Can It Be Improved?” This hearing examined decades of implementation of the Lanterman-Petris-Short Act, specifically the involuntary detaining and/or conservatorship of individuals who have been determined to be, as the result of a mental health disorder, “gravely disabled,” or a threat to themselves or others. “The Lanterman-Petris-Short Act was monumental in its time, but after decades
of implementation, we see the inconsistencies in its implementation and believe now is time to provide new oversight and accountability so that the state can better plan for and forecast desperately needed mental health services and resources,” said Wood. “As the pandemic has made clear, protecting and supporting those in our community with mental illness must be a top priority,” said Stone. “Sadly, we’ve seen too many cases across the state where people with mental illness are denied community-based supports or are involuntarily detained and denied due process without getting the support and services they need.
