Matthew Earl Rickner, 29, is a suspect in the murder of his mother Phyllis Jean Rickner, 68. Last week, Rickner entered pleas of not guilty to the murder charge and denied special allegations which would enhance sentencing guidelines. He also entered not guilty pleas for

Living on the magnificent Pacific can have its challenges, that’s for certain. Crescent City Manager Eric Wier declared “…it was a wet and wild weekend,” as he addressed the City Council last Tuesday for an update on the crumbling cliffs along iconic Pebble Beach Drive. In the interest of public safety, the city barricaded Pebble Beach Drive between 7th and 8th streets. The road will remain closed until further notice. Wier told councilors the collapsed bluff will require full buffeted support along the length of the bluff from the road down to the coastline, and deep into the earth. The slide covered a width

The city re-opened discussion on access to the Crescent City Jetty. Chief of Police Richard Griffin and Public Works Director David Yeager presented the current status of jetty safety for those who choose to walk out onto the harbor-protecting barrier, to fish, ride their bikes or walk their pets. The chief advised councilors the city’s responsibility is to respond and locate individuals who are either in the water or stranded atop the jetty. He referred to county search and rescue as the primary source of assistance in effectuating emergency life saving services. Griffin reminded the council the jetty is owned and maintained by the United States Corps of Army Engineers and the city has no jurisdiction to enforce a trespassing ordinance. Griffin stated most of jetty access problems come from non-locals and advised additional education, more visible signage and possible fine penalties as possible deterrents. Griffin underscored it is not illegal to access the jetty. USAC would have to grant approval to issues fines or enforce trespassing ordinance. Yeager underscored the public safety aspects of jetty access. Resistance to accessing the jetty was palpable. Public speakers and Zoom caller reactions were mixed. Some expressed opposition to a proposed ordinance. A Zoom caller shared a complete trespass ordinance would be unfair. He stated that most people act responsibly in accessing the jetty and a complete ban would punish those who enjoy the jetty and should not be punished by what the caller referred to as government overreach. The ensuing discussion on jetty access will continue later this month.

Del Norte wrestlers poised for postseason run BY RAY HAMILL For The Triplicate

The Del Norte Warriors have been a force in H-DNL wrestling for several years now and that doesn’t look like ending any time soon. As they enjoy another dominating winter on the mats, the Del Norte boys are favorites to repeat as league champions at the upcoming H-DNL championships, which will be held at Eureka High School on Feb. 10. This year’s team, however, is hoping to be remembered for something else. For the past four seasons, the Del Norte boys have placed second in the North Coast Section Dual Meet Championships — finishing runners-up to Ukiah all four times — and this year

Help moms with addiction When someone is struggling with addiction, they only care about one thing, getting their next fix. They lose sight of who they are, what their purpose is in life, and even lose touch with their family. One thing many mothers never do is give up. Being a mother is followed by endless love, devotion to keeping their child safe, and wanting to make sure they have the best opportunities. When they are faced with their addiction, things change. There is endless worry and many nights of lost sleep; constantly worrying whether their loved one will get sober and survive or whether they will receive the worst call a parent can get. Mothers know that to overcome addiction, an addict must be willing. It’s a constant battle that seems never ending. But they never give up. When your loved one becomes willing to go into treatment, it is important to act fast. Get them into treatment immediately. Because the willingness may fade, and getting an addict into treatment really is a life and death situation. Sadly, many mothers have lost their child to addiction and while they had always hoped they would get clean. The opioid epidemic has only proven to continue to worsen with Fentanyl taking the lives of many. Finding out your child or loved one is using drugs can be scary and overwhelming. I support Starkey I am writing in support of Valerie Starkey’s candidacy for re-election to the county Board of Supervisors. As supervisor of District 2, Ms. Starkey has implemented and supported several initiatives that have had positive impacts on our community as a whole. Most notable to me is her work that resulted in the Homeless Ad Hoc and her willingness to address the opioid overdose rate in our county. The volunteer work she did at the local animal shelter showed how deeply involved she is willing to become to get to the root of problems and her ability to find subsequent solutions. Supervisor Starkey went above and beyond her duties in regards to public communication during the Smith River Complex fires and ensuing power outage. Her diligent reporting of fire status and emergency information via social media was greatly appreciated. I believe Valerie Starkey’s dedication and commitment to making Del Norte County a safe and pleasant place to live is commendable. Her continued seat on the County Board of Supervisors will be a benefit to all of us in Del Norte County. Beverly Clensay Crescent City

Democratic assembly candidates forum

When our current Assembly member Jim Wood decided not to run for reelection this created an open seat that has garnered a lot of interest. Our Assembly District stretches from Crescent City to Santa Rosa. Although every assembly district has roughly the same number of voters, the Second District is one of the largest geographically and includes the northern half of Sonoma, Mendocino, Trinity, Humboldt, and Del Norte Counties. Representing this diverse district is a challenge that has been met admirably by Jim Wood. Crowded Field There are seven candidates running to be our next Assembly member, including one Republican and six Democrats. This is a crowded field, but it is good that we will have choices. The Republican is local politician, Michael Greer. Though he was only recently elected to the School Board, now he is seeking higher office. The Democrats include Cynthia Click, Sales Manager and former Station Manager for KMUD Redwood Community Radio; Rusty Hicks, Chair, California Democratic Party; Ariel Kelley, Healdsburg Mayor; Frankie Myers, Yurok Vice Chair; Chris Rogers, Santa Rosa Councilmember and Ted Williams, Mendocino County Supervisor. This provides a regional assortment of options. Rusty Hicks and Frankie Myers live in Humboldt County. Cynthia Click and Ted Williams are from Mendocino County. Chris Rogers and Ariel Kelley reside in Sonoma County. The important question is whether they will be able to represent the interests of Del Norte County. Candidates Forum On Sunday, January 21 the Del Norte County Democratic Party sponsored a forum to meet the

Democratic candidates for Second District Assembly. There were two objectives of the forum, 1) provide an opportunity for local voters to get to know these candidates better, and 2) test to see if they would come to Del Norte. It is always a concern, because we are remote and have a small population that our issues will not be a high priority for them. If they don’t visit when they are campaigning, why should we believe they will come after they are elected. Until the day before the event, all six candidates had agreed to attend this forum, but Ted Williams had to cancel at the last minute due to illness. The forum was attended by more than 70 local voters. Head to Head I always find it informative to watch candidates go head-to-head in a debate or candidates forum. This makes it easier to evaluate and compare their responses to questions on issues that I care about. The candidates answered questions on topics including housing, education, health care, wind power, wildfires, energy resiliency and more. One attendee said, “I found it very helpful as I didn’t have a clue as to who any of these people were and my vote otherwise would have been a random selection based upon no data.” This candidate forum was recorded by KFUG Community radio and rebroadcast on kfugradio.org. Jessica Cejnar Andrews also wrote an excellent story about the forum for the Wild Rivers Outpost. Safe District The Second Assembly District is considered a safe district for a Democrat to win. The voter registration is predominantly Democrats and only twenty five percent of the voters are Republican. Because of this disparity, one of these six Democrats is certain to

win in November. The only wrinkle in this prediction is due to the nature of primaries in California. In California’s “jungle primary” the top two vote getters will advance to the general election. Though it is possible that the top two will both be Democrats, it is more likely that the six Democratic candidates will split the democrat vote. Since there is only one Republican in the race, if he gets all the Republican votes, that twenty five percent may be enough to carry him through to the general election. Nevertheless, this won’t be enough votes to prevail in the November general election. Senate Showdown I also watched a showdown on January 22 of the four candidates that are running for U.S. Senate. This included Democratic Congressional representatives Adam Schiff, Barbara Lee and Katie Porter and a former baseball player from Los Angeles, Republican Steve Garvey. This debate can be viewed on FOXLA.COM While the three democrats are well known and have run vigorous campaigns, Steve Garvey has been flying under the radar. I was curious to hear what this Republican had to say. After Garvey evaded most questions and answered without detail or specificity, Katie Porter had the best zinger, “Once a dodger, always a dodger.” Once again, the jungle primary rules may allow this baseball player to make it into the top two, because the three democratic candidates will split the statewide Democratic vote. However, it is highly unlikely we will have a retired baseball player as our next Senator. Experience Matters I attended the Board of Supervisors meeting (1/23) and was reminded how important it is to elect people who know how

Kevin Hendrick things work. Joey Borges and Darrin Short insisted on keeping the prohibition on Tri-Agency involvement with offshore wind, because of their concern about the impact to fisherfolk. This is a reasonable concern but a bad approach. They do not seem to understand that the way to protect our fishing industry is to directly engage in the discussions on offshore wind. Simply stating that you support fishing is an empty gesture if you are not doing anything about it. Supervisors Short and Borges should also consider the other non-fishing residents of this county who may benefit from an offshore wind industry that will create jobs and economic development for our community. The best way to preserve fishing is to be at the table to negotiate mitigation of any negative impacts on fishing. There is an old saying, “If you are not at the table, you might be on the menu.” Your Vote Matters Ballots will be mailed on February 5 and soon California voters will be making their selection for all federal, state, and local races. Del Norte Mission Possible has withdrawn from the purchase of the property at 1070 Highway 101 North as a location for a homeless shelter. Complications with the owner’s existing obligations and community feedback made the property unsuitable, even though it is currently zoned to allow a homeless shelter to be located there. DNMP has spent the last two years attempting to secure a location for shelter facilities on its own. More than 38 different properties were considered. Three serious negotiations were started that ultimately fell through. DNMP is now working more closely with the County of Del Norte to find a workable site within the time frames allowed by our grant requirements. The shelter and other ser-

vices to resolve homelessness are still going to happen. As this work moves forward, it is important to talk about what effective services for the homeless are and what they are not. 1. They are not warehouses or holding places for unhoused persons. They are staffed and managed places to live for participants who are prescreened at an offsite location before admission and are assigned individual case managers to develop plans that empower them to take control of their lives. 2. They are not drop-in or hang-out spaces. They are gated facilities that limit access to those who are registered to be there. No one, including participants, will be allowed to loiter outside of the facility. 3. They are not a free ride. Shelter participants will be working daily on the

goals of their individual case plan. Yes, they will have access to showers, restrooms, laundry facilities and safe storage for personal belongings and basic meals. But this does not suggest hand-outs alone. These things are necessary for mental and physical stability. Once these are met, a person has the stability to take advantage of the hand-up approach to meet their goals. 4. They are not competing for other county monies. Homeless service facilities will be built with private, state and federal grants which have already been awarded to Del Norte County for very specific priorities. These grants must be used for the specific purposes for which they are designated. The funding will be spent somewhere on services to resolve homelessness. In fact, homeless services can save local tax money by reducing “hidden” expenses that the community is

Our county’s 2023 Point-In-Time Survey showed that more than 70% of the homeless surveyed had lived in Del Norte County for more than ten years. Common reasons given for homelessness were a sudden loss of income, family breakup, and domestic violence. These are our neighbors who have fallen on hard times. Priority is given to locals who will be properly screened and admitted. In fact, we have learned that many unhoused persons here are single women, veterans, foster children who have aged out, those recently discharged from the hospital, physically and developmentally disabled persons, and even students in elementary and upper grades.

The actual construction of the stabilization of the compromised bluff will follow CCC approval. Wier continued, “… City portion of the stabilization was $30 million back in 2020. Now, through inflation, the costs have risen approximately $3-4 million.” To date there has been no federal or state approval of funding from the tumultuous December 2016 storm surge and the application under the Coastal Stabilization Plan remains unfunded. The financing solution looms ominously. Wier spoke about advanced funding as an extremely remote and unfeasible option. This process involves the city up fronting all the funding and requesting reimbursement from the Federal Highway Administration at 88 percent, California Department of Transportation at 9 percent and the city’s portion would be 3 percent, But the city would be tasked to pay up-front costs, an option deemed unrealistic by the city manager. The county also faces bluff challenges on its portion of Pebble Beach Drive, North to Preston Island. That project is estimated to cost about $60 million. The city is meeting with engineering consultants to evaluate its options.

Although this incident was not an emergency, as our customers you have a right to know what happened and what we did to correct this situation. We are required to disinfect our drinking water source which is classified as a groundwater system. On December 10, December 15, December 16 and December 24, 2023, we did not meet one or more of our treatment requirements. This was due to malfunctioning equipment leading to the inability to maintain the minimum required level of chlorine residual at the treatment plant influent for a period greater than four hours. What should I do? There is nothing you need to do. You do not need to boil your water or take other corrective actions. However, if you have specific health concerns, consult your doctor. If you have a severely compromised immune system, have an infant, are pregnant, or are elderly, you may be at increased risk and should seek advice from your health care providers about drinking this water. General guidelines on ways to lessen the risk of infection by microbes are available from EPA’s Safe Drinking Water Hotline at 1-800-4264791. What does this mean? This is not an emergency. If it had been, you would have been notified within 24 hours. *Inadequately treated water may contain diseasecausing organisms. These organisms include bacteria, viruses, and parasites which can cause symptoms such as nausea, cramps, diarrhea, and associated headaches. While we have not detected any evidence of contamination in, or other health threats to, our source water, we are still committed to restoring the required level of treatment to the water from the groundwater system to eliminate the threat of contamination. U.S. Senator Laphonza Butler (D-CA) joined Reverend Raphael Warnock (D-GA), U.S. Senate Majority Whip Dick Durbin (D-IL), Chair of the Senate Judiciary Committee, and 15 other Senators in raising concerns with the Department of Justice (DOJ) that funding facial recognition software, which can be inaccurate and unreliable, may lead to violations of Title VI of the Civil Rights Act, which prohibits “discrimination under any program or activity receiving Federal financial assistance.” The Senators also called for additional action and oversight from DOJ concerning these fallible technologies. The letter follows widespread reporting about Georgia resident, Randal Quran Reid, who was arrested in November 2022 while driving to his mother’s house for a crime

committed in Louisiana, a state Reid has never visited. Reid’s case is not an anomaly: there are at least five other publicly known cases of Black people falsely arrested based on nothing more than a facial recognition software match. “We are deeply concerned that facial recognition technology may reinforce racial bias in our criminal justice system and contribute to arrests based on faulty evidence,” wrote the Senators to the Department of Justice. “Errors in facial recognition technology can upend the lives of American citizens. Should evidence demonstrate that errors systematically discriminate against communities of color, then funding these technologies could facilitate violations of federal civil rights laws.”

In at least five other publicly known cases, Americans have been arrested based on little or nothing more than an incorrect facial recognition match. All six victims were Black people. We are concerned that the use of certain forms of biometric technology, such as facial recognition technology, may potentially violate Title VI of the Civil Rights Act of 1964, which prohibits “discrimination under any program or activity receiving Federal financial assistance” based on “race, color, or national origin.” The law prohibits intentional discrimination as well as discriminatory effects. Title VI thus restricts the ability of grant recipients funded by agencies like DOJ to deploy programs or technologies that may result in discrimination. Dear Attorney General Garland: We write to request information about the U.S. Department of Justice’s (DOJ) funding and oversight of facial recognition tools and other biometric technologies under the Civil Rights Act of 1964 and other applicable federal statutes and regulations. In recent years, facial recognition and other biometric technologies have become widely used in law enforcement. However, these technologies can be unreliable and inaccurate, especially with respect to race and ethnicity. An April 6, 2023 report in the New York Times provided a particularly vivid example of the consequences of misidentification. In 2022, Randal Quran Reid, a Georgia resident, was arrested while driving to his mother’s home outside of Atlanta the day after Thanksgiving. Under the guidance of longtime head coach Clinton Schaad, the Warriors have now not lost a league dual meet in seven years. “The boys and girls are working hard,” Schaad said. “And they make coaching easier when they show up with the right attitude day in and day out.” Last year’s boys team won four of the 14 individual league titles and had seven grapplers place second. This year’s team has been equally impressive through the regular season with some outstanding individual performances. Most notably, juniors Curtis Bartley and Colton Schaad and sophomore Chulhs Bates have been setting the tone for their teammates. Bartley won a league title as a freshman and placed second to Arcata’s NCS champion Joshua Hannon last year. But he appears ready to re-take the crown in 2024 and is the league favorite at 138 pounds. “He’s really driven,” the head coach said of Bartley,

who is ranked No. 23 in the state in his weight class. “And he’s got a good shot at being a state qualifier.” Likewise with Colton Schaad, who is the defending league champion at 160 pounds and is looking as good as ever this winter with a couple of tournament wins under his belt. Freshman Remington Escobedo is having an immediate impact on the team at 150, including going 3-2 at a pair of big tournaments in January. “He’s been coming along all year and he’s earned the right to travel with the varsity team for tournaments,” Clinton Schaad said. “He’s been stepping up quite a bit and

Packed house watches Bad Fish debut Mission Possible The Triplicate

Last week, the Redwood Theatre in Brookings hosted a packed house for the premier showing of Bad Fish. The film was shot on location from Port Orford down to Crescent City. Many of those attending the debut were involved in the film. Applause rang out when favorite locations hit the silver screen. Director Brad Douglas was in the audience along with leading cast members Jonny Lee and Abby Wathen. Locals and familiar locations were featured, including the Crescent City Harbor, Ocean World, The Bank, Del Norte Ambulance, Brookings Harbor and Harris Beach. It was truly a celebration of our home and our people. The film will travel to Europe for showings in various film festivals. withdraws from purchase on 101 North In a prepared statement, Del Norte Mission Possible (DNMP) has announced its withdrawal from the purchase of a property at 1070 Highway 101 as a location for a homeless shelter. “Complications with the owners existing obligations and community feedback made the property unsuitable, even though it is currently zoned to allow a homeless shelter to be located there. DNMP has spent the last two years attempting to secure a location for shelter facilities on its own. More than 38 different properties were considered. Three serious negotiations were started that ultimately fell through. This is a community problem that needs to be addressed with a community solution. DNMP is now working more closely with the county of Del Norte to find a workable site within the time frames allowed by our grant requirements.

The shelter and other services to resolve homelessness are still going to happen. DNMP heard very clearly the support for giving those who have fallen on hard times a hand up even though the location was controversial. Humboldt Area Foundation + Wild Rivers Community Foundation is proud to announce its newest board member: Eli Pence, sociologist, trans activist, and academic advisor at Cal Poly Humboldt. “We are excited to welcome Eli as a new board member,” said Charlie Jordan, Chair of HAF+WRCF’s board of directors. “He brings his experience in education and sociology to the board and provides representation of the LGBTQ+ community, which furthers our ability to serve all within our area.” Pence, who grew up in Branscomb, California, earned a Bachelor’s Degree in Sociology and Anthropology from Mills College in 2005 and a Master’s Degree in Sociology from Cal Poly Humboldt in 2010. For the last 10 years he has worked as a lecturer at the university with emphasis on ethnic and women’s studies. He also serves as an academic advisor with Humboldt’s TRIO Student Support Services Program, helping low-income, first-generation students gain success in college and beyond. Before joining the university, Pence was the Student Research Program Director at the California Center for Rural Policy (CCRP), where he created a research program for low-income and indigenous middle and high school students that combined community service, college readiness and self-efficacy.

Del Norte Chamber hosts annual awards dinner The Crescent City/Del Norte Chamber of Commerce held their Annual Awards Dinner at Lucky 7 Event Center last Saturday, January 20. 184 community and business leaders attended the event which was emceed by Kevin Hawkins of Alder Point Real Estate. The highlight of the night was the presentation to Debra Stover of Del Norte Office Supply of the Lifetime Achievement award, presented by Kevin Hartwick, to a standing ovation.
