Board transfers encampment resolution funding within budget Partnership on this project. Homelessness has exponentially grown in the state, including Del Norte County. Since the 9th District Court of Appeals decision, efforts to develop shelter beds in California have continued with little progress made in addressing the homeless problem. Transients continue to reside on public property and across a wide swath of forested public lands adjacent to our populated centers of commerce and residences. With a standing room-only audience observing at the Flynn Center, the Board of Supervisors approved the transfer of $10,823,724 identiﬁed as Encampment Resolution Funds. The transfer moves the funds to line-item accounts within the budget to cover the cost of upcoming development and consultant fees, an emergency shelter, a micro village, training for employees, and outreach and navigation services, as requested by Ranel Brown, director of Health and Human Services. The vote to approve the transfer was 4-1 with 4th District Supervisor Joey Borges dissenting. The transfer was necessary to pay for the project which is supported by the County Homeless Ad Hoc (two supervisors) Committee. The Honorable Robert F. Cochran will be stepping down as judge in the Superior Court. His departure leaves a judicial vacancy in Del Norte County. Two qualiﬁed candidates are seeking the black robes for a sixyear term. The primary election will take place, Tuesday, March 5, and your ballot Keith Morris will display both candidates. Keith Morris: CA Bar member 225835 was admitted to the State Bar on June 10, 2003. A product of Northern California, Keith earned his undergraduate degree from Weber State University in Ogden, Utah and graduated from the University of New Hampshire School of Law in May of 2002. Morris began his career as a deputy district attorney in Del Norte and Amador counties. Morris started his own private practice. In 2017, Morris returned to Del Norte County, Karen Olson working as a public defender and private attorney. He’s appeared before judges in 15 different California counties. An estimated 400 to 500 spectators strolled about the Crescent City Harbor, enjoying the Holiday Lighted Boat contest, decked out boats, great food and cheerful festivities Saturday evening. The annual Harbor Holiday Lighted Boat contest was merry and magical…jolly and joyous. 264 folks voted the People’s Choice award, which went to The Jeannie Marie. A special panel awarded the Judge’s Award to The Jennifer Anne. The winners each earned a $400 vessel moorage fee credit. All vessel entries received $100 credit on their electric power bill.

What did Westerners care about in 2023? BY BETSY MARSTON This past year, Writers on the Range, an independent opinion service based in western Colorado, sent out 52 weekly opinion columns. They were provided free of charge to more than 200 subscribing editors of publications large and small, each of whom republished dozens of the columns. Writers on the Range has a simple two-part mission. One of its aims is to engage Westerners in thinking and talking to each other about issues important to the region. The other aim is to entice readers to look forward to these fact-based opinions, with the hope that they’ll then want to keep their local journalism outlet alive and flourishing. This year, the focus of writers ran the gamut from A to W. Abortion bans, wrote Idaho-based Crista Worthy, caused women’s health to suffer severely, while wolves, wrote Story Warren, were unfairly blamed for killing livestock in Colorado. Several columns covered the depleted Colorado River, while longtime journalist Rocky Barker wrote that at last, four Klamath River dams would be demolished in the Northwest to help struggling salmon populations. Greg McNamee made an excellent case for paying wildland firefighters what they deserved for their hazardous work, and Pepper Trail, the renowned Oregon biologist, wrote several opinions, including one about his own efforts to save wildlife from fatal encounters with vehicles. No matter what Marjorie “Slim” Woodruff writes from her perch at the bottom of the Grand Canyon—insulting hikers for their lack of trail etiquette, mocking visitors for their Instagram obsessions— readers love how she slings her stings. Her pieces routinely run in 50 or more outlets. From the Yellowstone area, Molly Absolon was also a popular writer, telling about backcountry heroes—mostly volunteers—who extricate hikers, climbers and drivers of snow machines from dangerous situations they’d gotten themselves into. In Colorado, Erica Rosenberg detailed how federal land exchanges almost always serve the wealthy, and in Alaska, Tim Lydon wrote about his recreationally oriented town of Girdwood, so out of whack economically that teachers can’t find local housing. Ernie Atencio celebrated the work of two Westerners who died recently, the New Mexico rancher Sid Goodloe, who transformed ranching by promoting short-duration, rotational grazing, and Dave Foreman, founder of EarthFirst! who worked to save oldgrowth forests, wilderness and migration corridors for big game. The most-read award goes to Writers on the Range publisher Dave Marston, whose piece about the looming energy gap appeared in 67 publications. It also prompted an

invitation from Amory Lovins, the guru of energy efficiency, for Marston to visit his Rocky Mountain Institute and learn why his column was so wrong about small, modular nuclear power being an option. Marston accepted that invitation, and this January his opinion will reveal whether he’s seen the light, so to speak. Writers on the Range fields diverse reactions on its website, and some, to put it mildly, get personal. The column by Dana Johnson headlined “Mountains don’t need hardware,” enraged some technical climbers. The director of The Access Fund, which wants climbers to be able to put bolts into mountains in wilderness, vilified Marston, even accusing him of securing his position through “nepotism.” Marston, who wrote eight opinions this year, didn’t bother to point out that not that many people choose to work for free, no matter what their last name. There also emerged a healthy conversation about whether too many outof-area hunters crowded public land. Andrew Carpenter’s opinion prompted rancher Lesli Allison to reply that 80 percent of scarce winter habitat for big game is provided by ranchers, and that cutting hunting tags for outsiders threatened the ability of ranchers to make a living. Whatever retired landuse professor Rick Knight writes about—monster mansions polluting views or how much fun it can be to work like a dog restoring neglected land—readers love his message. They can tell he knows and cares about protecting the region’s open lands. But then, every opinion writer this year seemed to share his passion for the fascinating and often contentious West. Finally, opinions can have impact if they’re sent out at the right time. “Outrage in Wyoming,” by Savannah Rose, urged the state not to auction off 640 acres within Grand Teton National Park. Her piece helped raise the number of angry objectors to 9,000, with 7,000 comments coming in the last week. The pressure worked: Wyoming officials postponed a decision on an auction until sometime in 2024. We’ve got to have faith!

The Del Norte County Board of Supervisors recently engaged in a public discussion about whether to accept a $10.8 million grant that will start to address the problem of unhoused people in our community. I was alerted to this meeting by an email asking for people to come to the meeting to support this program. “A recent negative Facebook campaign has garnered a lot of attention in the past couple of weeks. We are concerned that it will generate a turnout of people opposed to helping the unhoused. We need your help tomorrow to ﬁll the board chambers in support of Del Norte Mission Possible and our tiny home village.”

People Came More than 100 people attended this meeting. Thirty-seven residents provided testimony, 22 people spoke in support and 11 expressed concerns. Four were not clear what they wanted. The most compelling witnesses described how Del Norte Mission Possible had helped them to get back on their feet through their ongoing programs. Some of the people who spoke out against this program, did not have a good grasp on the facts of this project. Facebook is not always the best source of information. This should have been a perfunctory vote to approve acceptance of a grant that the majority had already voted to apply for, but there seemed to be some confusion over what was happening. One person wanted to decline the grant because California has a budget deficit. Another suggested the funds should be used for education. The Encampment Resolution Fund has been allocated by the State for this specific purpose. If Del Norte County declined the grant, it would not reduce the deficit. It would be awarded to another applicant. This grant funding cannot be redirected to education or any other programs. It can only be used

for this purpose. Supervisors’ Questions There were reasonable questions about some of the issues that had not yet been resolved. One Supervisor asked if the proponents expected the Supervisors take a leap of faith that it will all work out. It wasn’t lost on me that they were asking this question to a faith-based organization. I say, “Yes. We’ve got to have faith.” Any complex project requires some faith that it will work out. Whenever a grant application is submitted, funding can be approved prior to nailing down all the details. The granting agency takes a leap of faith that the applicant will be able to use the grant funds to finalize plans and meet the performance criteria of the grant. The County has delegated portions of this grant funded project to very capable local partners and should trust that these partners will perform the duties they are assigned. True North Organizing Network brought forward the grant writer that secured this funding and Del Norte Mission Possible will implement the program. More Than Numbers It was a miscalculation to not have a more detailed overview of this project for the Board of Supervisors and the public, so everyone was on the same page. The staff report was brief and primarily the details included a list of dollar amounts that would be added to specific budget lines. I have heard about this project, but following the Board of Supervisors meeting I did further research to refresh my memory about the specifics. I wanted to equate the budget numbers with project outcomes to fully appreciate the objectives of this project. The primary goal is to reduce homelessness. A point in time study in February 2023 identified 656 individuals living in our community without homes trying to survive without basic shelter.

This project will create a continuum of care to help people move out of the encampments into supportive housing leading to permanent housing. What’s The Plan? There are three primary objectives. Outcome 1: Establish essential, currently nonexistent interim housing and navigation services. This will include complete development of an emergency shelter, navigation centers, storage facilities and a micro shelter village. The County will subcontract with Mission Possible for operations. Outcome 2: Assist 475 individuals to move out of encampments and develop individual pathways to permanent housing. The navigation centers will help guide clients to transitional services in order to move from encampments to the emergency shelter, then to interim housing and ultimately to permanent housing. Outcome 3: Assist 150 individuals to move into and maintain permanent housing. This will involve engaging landlords, developers, and government to increase availability of and access to permanent housing options. This includes ongoing case management and support to ensure longterm success in permanent housing. Who Gets What? The total grant award to the County is $10,823,724. A portion of this grant will be sub granted to Del Norte Mission Possible ($6,924,809) and the Arcata House Partnership ($468,000). The balance of $3,430,915 will go to the Del Norte County Health and Human Services Department, including $515,415 for admin and overhead. The funding to Del Norte Mission Possible will pay for personnel, start up, and operating costs for the emergency shelter and tiny homes village. Del Norte Mission Possible has a separate grant to develop the emergency shelter. Many of the concerns expressed at the Supervisors

meeting were regarding the location of this emergency shelter. This is an important detail that still must be worked through. The Arcata House Partnership will provide training and technical assistance for the emergency shelter and micro village stafﬁng and operations. In this way Del Norte County can beneﬁt from the experience and successes of an existing project. The portion retained by the County will pay for the development and construction of a tiny home village to be located on County owned property near the closed Juvenile Hall. This will pay for the purchase of 50 tiny homes, with shared bathrooms, a kitchen, storage and equipment for this interim housing micro village. Progress Achieved After more than two hours of public comments and discussion by the Supervisors, the vote was 4 to 1 in favor of accepting this grant. Since February, Supervisor Borges has consistently voted against this project because he does not like the location for the tiny homes village, though he has not suggested another location. I commend the County for making a leap of faith and moving forward with this viable project. I think that this faith will be rewarded, and progress will be made in reducing our community’s unhoused population. Nice is cheap! BY MICHELLE PIERSON YOUNG Guest Column

We are taught, most of us, and often women, to be nice, play nice, act nice. We teach our children, both boys and girls. What we could have been teaching them, should have been teaching them, in my opinion, was to be affective. We are socialized to be nice to other people, don’t make them feel uncomfortable. As a result, being unwilling to say facts, we can make things worse or even create problems. The truth, in my experience, can appear to be not that nice sometimes. Let’s break it down to fundamentals; Yes, sometimes that dress does make Barb look fat. And that’s not very nice, but it is true.

If Barb asks me if the dress suits her, and I lie, because she doesn’t look “nice”, am I being a good friend to Barb? If I’m a nice teacher, do I give every one of my students good grades because they’re good kids and that would make everyone feel good? I’d argue it’s not all that nice and we’d all have to agree it’s not necessarily effective teaching methods. It’s my opinion that our world could use a lot more evenings of sitting with uncomfortable facts that aren’t very nice, necessarily, but deﬁnitely need to be considered and then effectively addressed. One of the things I’d change if I could go back and raise my children again, or myself, would be to teach us all to be effective over “nice”.

The ﬁrst problem with nice is that it’s subjective and that means anyone at any time can deny that you’re nice. Only you can decide if you’re getting what you want. You get to decide if you’re being effective. When I look back on the times I was told to be nice, someone wanted me to comply with what they thought I should do. It didn’t have anything to do with me, but what would make things easier for them. Nice can be a real problem. Uncomfortable can be a place to grow. If that dress doesn’t suit Barb, there’s something out there that does, and not being willing to say the true thing may be what’s standing between Barb and her best, killer look. Is

While looking our best is important, the fact of being honest and effective in our relationships, in communication and especially when we’re concerned for someone, can be imperative. Do I want to go along with my friend that she’s living her best life, or do I ask what it is I’m noticing that she seems angry since her new relationship began? Look, someone can keep things to themselves, that’s their choice, but I can ask about what I’m noticing. It’s sometimes the reﬂection someone needs to tell themselves the truth too. Neither Cortese-Lambert nor Mazzei shared the source of those public monies utilized in this escrow other to say the emergency shelter is separate and distinct from the ERF funds directed to develop pallet homes off Williams Drive, east of Highway 101. Folks weighed in with comments and opinions on a possible future emergency homeless center on 101 North. The lot site is presently occupied by soonto-be exiting Sally’s by the Sea and Sticky Grove Cannabis Dispensary. Savanna and Logan Halliwell, owners of the popular bakery Sally’s, shared a Facebook post urging the public to attend last Tuesday’s meeting. Turnout was remarkably high. The Halliwells felt strongly in sharing their concerns with the public: • The Halliwells stated the process to acquire the property was not transparent with no apparent accountability to the public. • The decision to purchase the property was unfair to those neighbors directly impacted who reside near the proposed site. • Owner Halliwell shared its appreciation for those who supported its bakery these last several years by standing up for those, perhaps without voice, who supported Sally’s through the challenging Covid 19 pandemic. • Savanna Halliwell underscored, “100 percent, the location (of the shelter) is everything.” Logan Halliwell escort-

Residents who wished anonymity expressed disapproval of the location but did not oppose the dire need of an approved shelter, elsewhere. Sally’s by the Sea operates on a month-tomonth lease and stated it was moving to Colorado early next year but felt compelled to share their concern and opposition on the placing of the shelter within the Northern gateway of Crescent City. Del Norte Sheriff Garrett Scott was not advised of the plan purchase of the site nor the development of an emergency homeless shelter/information kiosk. Upon very short notice, members of the public showed up at The Flynn Center onTuesday to weigh in on the transfer of these funds and the proposed housing shelter program. A total of 36 individuals spoke at the dais or via ZOOM on the issue of a homeless shelter in Del Norte County. The majority of those addressing the board supported the ERF funded project. A few expressed opposition and concern on

the impact of a homeless shelter near their homes and businesses. The question raised by many of the public speakers was where to place the facility within the county. Mazzei shared her Board’s frustration in finding a suitable location in Del Norte. Mazzei lamented, “The Coastal Commission’s long application process of over two years waiting discouraged selecting an appropriate site on the south end of Crescent City. 4th District Supervisor Joey Borges, who voted NO on the transfer, stated he wishes to see the process be public and transparent. Borges continued, “The Ad Hoc Committee speaks for only two of our board. No emergency homeless center has been approved by our entire board. By approving this transfer, neither supervisors nor the public has had the opportunity to study and discuss the site or details on how the public will be impacted. I seek transparency.” 5th District Supervisor Dean Wilson shared his support for a shelter but not at the gateway to the City. “The selection of the site was done by Mission Pos-

It was not a choice needing approval of the Board of Supervisors.” The retired Sheriff continued, “I’m not in favor of a 101 location, but it is also not my decision. I was voted in to resolve the homeless and crime issues. To that end, what is needed and what this money will go toward is an approved location where the homeless can rest and receive services. Once we have those in place, the board can pass local ordinances that will allow law enforcement to clear out the homeless camps from non-authorized locations. This is what I voted for… to give local government the tools to clear these homeless encampments. In turn, this will help reduce crime.” Mission Possible founder Cortese-Lambert shared her plan… “The ERF is a result of unprecedented collaboration of the county and community-based organizations, to bring funding into our community and to bring solutions to the long-standing problem of homelessness in our county. With the ERF funding, we will be able to hire staff, to keep the shelter-

ing environment safe and secure, provide individualized case plans and management, teach life skills, budgeting, job training and on-going support. “We will be partnering with community agencies to become a link to services to help our guest get back on his/her feet. A con-

tinuum of care including shelter, emergency sleeping cabins and permanent supportive housing with continued case management to ensure success are part of the Plan. All can agree, a shelter is needed in Del Norte County. The question remains…WHERE?

Martin vs. Boise anti-camping ordinance Martin vs. Boise was a 2018 decision by the U.S. Court of Appeals for the Ninth in Circuit in response to a 2009 lawsuit by six homeless plaintiffs against the City of Boise, Idaho regarding the city’s anti-camping ordinance. The ruling held that cities cannot enforce anti-camping ordinances if they do not have enough shelter beds for their homeless population. The decision was based on the Eighth Amendment prohibition on cruel and unusual punishment. In 2019, the U.S. Supreme Court declined to hear an appeal leaving the precedent intact in the nine western states including (California), under the jurisdiction of the Ninth Circuit.

Stephen (Steve) Hurt 6/4/1957 - 12/11/2023

Stephen (Steve) Hurt was born in Carmel, CA, on June 4th, 1957, to Leon Hurt and Barbara Shumway. He moved to Crescent City where he met, fell in love with, and married Peggy Sue Abrahamson. Soon after, they had two sons, Jason, and Kyle, whom they also raised in Crescent City. In retirement, Steve enjoyed cooking, playing

and coaching golf to children at Illinois Valley Country Club over the summers, spending time with his sons and granddaughters, and watching the Raiders. Everyone who knew Steve knew how special he was. Steve was full of life and joy, traits that were obvious to all after even just a single meeting with him. Steve is survived by

his wife, Peggy Sue, his children, Jason and Kyle, his daughters in law, Jolene and Aileen, and his granddaughters, Katie, Kelly, Kyrie, and Sophia, and an abundance of friends. We will miss him more than words can say. A Celebration of Life will be held to honor Steve’s life with friends and loved ones. Location, Date, and Time are TBD.
