Past-due water fees could be waived By Diana Bosetti The Triplicate
Crescent City’s water and sewer customers who didn’t pay for their water over a 15-month period during the pandemic will likely have those delinquent notices waived. From March 4, 2020 to June of this year, there were 334 accounts past due, for a total of $71,984.60. The accounts include both residential and
business accounts in Crescent City, as well as customers in the Bertsch-Oceanview, Churchtree and Meadowbrook communities. On November 15, the city council authorized City Manager Eric Wier to apply for funding to pay off those bills. The funding will come from $985 million that the State of California received under the American Rescue Plan Act passed by Congress in March. The city will also request an additional $2,159.54 from the
program, to pay for administrative costs associated with contacting customers about the waiver, and cleaning up the account balances. According to city staff reports, the city manager will apply for the funding prior to the December 6 deadline, and there is no income limitation or other requirements for customers in order to be eligible for the waiver. For customers who have delinquent balances for either water or sewer services either
before March 4 or after June 15, payment plans will be offered. After funding is dispersed to pay off the water bills, the State Water Resources Control Board is also expected to create a second program that would focus on wastewater systems. Crescent City’s Sewer Fund is currently facing a $115,487.26 shortfall from residential and commercial accounts in the same 15-month timeframe, which may also be waived. However, whether there will be enough fund-

ing to cover the entire amount of the shortfall is uncertain. Shortly after the pandemic began, the city council directed staff to not shut off water services or charge late fees of customers behind on their water and sewer bills. In April 2020, Governor Gavin Newsom also issued an order that placed a moratorium on shutting off water for non-payment until September 30 of this year, which was later extended to December 31.

The Crescent City Council voted to postpone the selection of a new mayor and mayor pro tempore for a second time after two council members were unable to attend the Nov. 15 meeting. The mayor and mayor pro tempore are chosen annually by a majority vote of the council, and the offices are taken at the beginning of the following meeting. The mayor presides over meetings of the city council, and the mayor pro tempore takes on that responsibility in the mayor’s absence. Additionally, the mayor and mayor pro tempore are authorized signers on any bank or financial institution accounts held by the city, along with the city manager and finance director. The mayor also makes appointments to boards, commissions and committees with council approval, and signs all documents that require an official signature unless the city manager has been authorized to sign such documents. The Crescent City Council is scheduled to meet again on Dec. 6 at 6 pm, and will vote on the two positions if the entire council is present.

The 70-year-old Monterey Cypress trees in front of the Crescent City Public Library have bacterial and fungal infections and will be cut down soon. In September, an arborist was hired to evaluate the trees after city officials and a company that was fixing cracks in the pavement noticed the trees were shedding branches at an elevated rate. The evaluation revealed that not only were the tree trunks infected, but the crowns of the trees were unbalanced due to large cavities and nesting holes conditions that have put the trees at “imminent” risk of falling and hitting cars and buildings below. Crescent City-based Hemmingsen Contracting Company provided a quote of $38,005 to remove the trees and was awarded the contract by the city council November 15. Tickets on sale for virtual candlelight walk at Redwood National and State Parks A 32-year winter tradition at Prairie Creek Redwoods State Park will return as a virtual event for a second year. The Candlelight Walk in the Redwoods will be broadcast live from the park Saturday, December 11, at 6 p.m. as a fundraiser for Redwood
Parks Conservancy and the parks they support, including Redwood National and State Parks. The event features a nighttime walk down trails in Prairie Creek Redwood State Park lit by over 500 luminaria. The virtual event tries to capture the feeling
of other parts the in-person event as well. Local storyteller Ali Freedlund and other storytellers and musicians fill out the night with stories and songs of winter, the holidays and the redwood forest. Last year’s first virtual candlelight walk started as
an answer to the pandemic, and the response from local people and redwood lovers from all over the country was more than the non-profit organizers had imagined. “We had 1,000 families joining us from everywhere from Willow Creek to Boston and even from other countries,” says David Reed, RPC development director, “people in Africa and Europe were joining us to share the beauty of our ancient redwoods. It was an amazing experience.” RPC and their partners in California State Parks and
The National Park Service are going to use the video version of the event to show supporters a part of the park that they couldn’t with the in-person candlelight walk. Participants will get to virtually walk down one of the iconic park trails by (battery powered) candlelight that wouldn’t be possible in-person. Tickets are available online for the 32nd Annual Candlelight Walk through the Redwoods scheduled for Saturday, Dec. 11, at https://www.redwoodparksconservancy.org/candlelight-tickets. Family tickets are $25 and there are a lim-
ited number of Luminary Sponsor tickets available for $100 which include a care package with local foods and activities mailed to the sponsor. Proceeds from tickets benefit Redwood Parks Conservancy, a local non-profit organization that supports the interpretive, educational and preservation mission at Redwood National and State Parks, Smith River National Recreation Area, Tolowa Dunes State Park, Sue-Meg State Park, Fort Humboldt State Park, and other state parks along the north coast.

Guest columns Telling the truth about the way we live now By Laura Pritchett Evonne lives in a fire lookout in Oregon, and since I meet with these graduate students on Zoom, we’ve all seen snippets of her life, including the dizzying moments when she leaps up to scan for fires while holding her tablet. At these moments, we’re treated to a rollercoaster tumble of trees and sky before she settles back down, unless, of course, her tablet overheats, in which case we are put into her fridge, and we get the view from there. Boring classes, these are not. Since this is a master’s program in Nature Writing, there are people Zooming in from the backs of vans and mountainsides, though plenty Zoom from homes in suburbs or cities too, and they hail from everywhere from California to Texas to Nebraska to Idaho. They have one thing in common, though: Given their self-identification as nature writers, on day one there is a shared emotional foundation, since they’re more aware than most about the devastating change they are encountering — megafires, decimated butterfly numbers, aquifers depleted for bottled water, extreme heat, drought, and flooding, to name just a few of the topics they’ve covered this past semester. Climate chaos is no stranger to anyone who signs up for such a program, and so they arrive with the grief, anger, moral injury and vulnerability appropriate to our times. Sometimes referred to as GenDread, many are also at the age when they’re faced with climate-related decisions that have long-term consequences too — whether or not to have children, for example. Others worry about this for their children or grandchildren. In this way, Evonne has come to embody the cohort in my mind, perhaps because she is literally looking for evidence of environmental disaster as we discuss environmental disaster and how best to respond to it via writing. Not all fires are bad, of course, but megafires could be, and when her lookout was evacuated this past summer, Evonne called to talk. That’s when I felt the problem more deeply than ever: How do I teach through such startling climate disruption? How do we focus not on loss — though bearing witness is important too — but on
kindling energy and options to envision a better world-to-come? How do prospective survivors get made, those who are honest enough to imagine and face the worst, and, more importantly, follow up with action and oomph? That is, in the end, what they bring me. Their very energy. And my only hope is that I am able to teach some specifics, such as the importance of solutions-based journalism, the evolution of nature writing, advocacy writing and lyrical writing, the techniques of fiction and nonfiction and poetry. And above all else, the power of a well-told story. The truest thing I can say, though, is this: We’ve been told some bad stories. Untruths and bald-faced lies about how to live on Planet Earth, perhaps even by nature writers. We’re in a mess and the answer is telling new stories. Brave stories. Complex stories that embrace our problematic history of unlocking fossil fuels, or in silencing voices, or in our communication with and about land. We need stories that fashion new narratives about ecological wisdom for our future. These students are capable of telling them. We all are. Likely, it starts with being better listeners. In the case of fire, for example, we need to deep-listen to scientists, not just for the sound bites, but for the nuance; also, we need to critically consider which stories about our relationship to fire aren’t working. Writing is an act of co-creation — we write; that story leaps back and creates some new awareness; we write again. We imagine what we have to lose, so we know what we can save. This is how cultures evolve. How humans grow up. We don’t need to capitulate to a doomsday future; we can try to write our way toward climate justice and wisdom. That is what teaching Evonne and everyone she stands for has taught me. We need to examine our old stories, listen well and deeply, and then begin to write new narratives. We need to help our new storytellers, even if it means being put in the fridge. I suspect he gets scammed for money on the internet. I know for sure it has happened twice. I have talked to him about it more than once. He routinely forwards me emails to check if they are legitimate. However, I think he falls for romance scams and is too embarrassed to tell me about it. He isn’t going to be unable to pay his bills or go into debt, but I’m still concerned. Should I do more, even though it may be very uncomfortable for us both? -- CONCERNED SON IN NOVA SCOTIA DEAR SON: If you think your father has fallen for romance scams in the past, you should have more discussions with him about how prevalent they are and what to watch out for. Do not personalize it if you think it might embarrass him, but do mention the danger of sending money to someone he might know only online. Do some research. If you think this is what may be happening, forward your findings to him after the discussion. DEAR ABBY: I am 60 years old and married. Every time we see my wife’s family, her parents pressure me to buy a car. (Our old one got totaled.) We don’t leave the house often except for exercise, and our daughter delivers our groceries to us. Because I got sick of the nagging, I purchased a 9-year-old vehicle. When I brought it home, my wife began griping incessantly about my choice. She didn’t like it and wanted to return it, so I did. Letter to the Editor No vape pens for kids I am a freshman at Del Norte High School and a member of the STORM youth coalition. I am writing to you about the dangers of tobacco products for children. On my first day at the high school, I saw a kid give another kid a vape pen right in front of me. I was shocked that they would do that right in the middle of class. Kids should not be smoking or vaping at all. Have you seen the different vape flavors? Do you know that the number two most popular flavor is gummy bear? Do you know who likes gummy bears? KIDS. There are a lot of candy flavor vape pens out there, and companies should not be making flavors that kids think would taste good. Advertisements also make vaping sound good but it’s not, and not just vape, it’s all tobacco. Even stores with pharmacies sell tobacco when they are places to get medicine. Tobacco is poison, a poison that might last your whole life. My mom stopped smoking 10 years ago, and she still gets the feeling of wanting a cigarette. It’s obvious that kids shouldn’t vape or smoke, but neither should adults. If you smoke, maybe think about quitting. If not for yourself, then think of your kids. Kids can be told not to do it as much as possible, but the parents have a big influence on whether kids use tobacco. If parents use tobacco, kids can be influenced to use it too which will eventually lead to health problems like cancer. Sincerely, Evan M. Even pharmacies, which are places where people go to get medicine and feel better, sell tobacco products. Crescent City Help the little guy, too Socialism is evil. On the TV or radio, one would assume that this type of government is an idea that sprang forth from the devil’s own dark imagination. Programs like Social Security, food stamps and Medicare are widely popular and are socialist programs. Yet, socialism is stomped on like a bug. I was curious, so I did a little research. On Merriam-Webster.com, socialism is “a way of organizing a society in which major industries are owned and controlled by the government rather than by individual people and companies.” Socialism is governmental control. They run the businesses and take care of its people. So far so innocuous. What seems to be the big deal? Well, one argument is that the government would be able to choose the winners and losers. Let me run something by you: bail-out. Our government already chooses the winners and losers. What about the control part of the socialist aspect of our government (yes, we are a blend)? There are things an individual is not allowed to buy if they are on food stamps like diapers and warm food. Is there any control in how a business is allowed to use the bail-out money? Nope. In 2008, the banks were bailed out to the tune of $700 billion (reportedly), $16.8 trillion (totally). Our government swooped in and rescued the banks that were “too big to fail.” Were there repercussions? Nope. Bank leadership patted themselves on the back and received raises and bonuses; essentially they were rewarded for their poor practices. When the government tried to dictate how the money should be used, the bank executives cried out “socialism” like it was a curse word. I’m OK with a blended government, so long as it is the same for the little guys as it is for the corporations.

Teresa Margo Copeland (Kent) was born January 29, 1959, in Crescent City, California. She spent most of her adult life in Crescent City before she moved to Sacramento California in 2002. Teresa went to be with her Lord and Savior, Jesus Christ, on November 2, 2021. Teresa passed peacefully
was Robby Eldridge of West Sacramento. He and Teresa loved riding motorcycles, going to movies, and sharing dinners with family and her black and white Chihuahua, Dexter. Teresa loved the outdoors and while in Crescent could often be spotted at the beach looking for agates and collecting driftwood. She also enjoyed playing games such as Yahtzee and Dice and attending to her yard and garden. To honor Teresa, we hope the next time you stroll down Pebble Beach looking for unique pieces of art or planting flowers (like bachelors buttons), you think of her.

The trees predate the library, which was constructed at the corner of Front and K Streets in 1965 after the 1964 tsunami. The area includes a 124-paved parking stall lot, streetlights, public utilities and landscaping. Originally, Hemmingsen Contracting was hired to repair the cracks caused by the trees, which have become so severe that water seepage has started to undermine the parking lot’s foundation and has created tripping hazards. “The council’s desire was to save these trees,” said Mayor Pro Tem Blake Inscore. “These trees endured the 1964 tsunami. We acknowledge the importance of history, but we also prioritize the safety of residents.” According to City Manager Eric Wier, once the trees are removed and the asphalt is repaired, some type of foliage will be considered as a replacement, but it probably won’t include trees. “Parked-based trees are more appropriate than trees in a parking lot,” Wier said. On Wednesdays, the local Farmer’s Market uses the parking lot in the mornings, and Tesla constructed three supercharging stations and six charging posts in 2016.

Film wraps up shooting in Brookings, Crescent City

A film about a minacious mermaid whose interactions with Oregon coastal residents are grim enough to live up to the “Bad Fish” persona, just wrapped up after three weeks of filming in Crescent City and Brookings. “People locally have been so supportive and have opened up doors for us,” said Brad Douglas, who wrote the script and is also directing and producing “Bad Fish” under Shanebrook Media. Douglas is no stranger to script writing or independent films. He also directed “Between the Trees” (Barbed Wire Films) and wrote “The Settling” (Shanebrook Media) - the latter of which gained official selection nods from the Ashland Independent Film Festival, Film Invasion Los Angeles and others. Co-producer Ray Nomoto Robison is also the production manager of “Bad Fish” and is known for feature length mov-
ies “Die Before I Wake” (Televista), “Sixes and the One-Eyed King” (Panorama Entertainment) and “Vampire Camp” (Indie Rights), as well as numerous shorts like “The Bag” which was written by long time television personality Marlyn Mason. Glimpses of the crew’s last day of filming on Friday, Nov. 12, included scenes across the street from Redwood Cinemas at the Curry Surgery Center building. The scene appeared to be the result of a mermaid interaction that sent bloodied local fisherman to the hospital, as well as an investigative visit from a distressed-faced marine biologist played by Jonny Lee - an actor, director and writer whose credits include “Drowning,” “Best Men” and “Monk.” “I play a good guy with a big heart, but someone who has a bit of a troubled past,” Lee said. Douglas said he wrote “Bad Fish” six years ago and even scanned the coast for location shots, but then had to set the script aside

for five years to work on other projects. “I’ve always been in love with the idea of a mermaid story on the Oregon Coast,” said Douglas. “Bad Fish” is not your average before bedtime story. Instead, assistant director Robinson likened the mermaid character played by actress Abby Wathen - to that of a black widow of the sea in a story line that includes twists, turns and a fair amount of gore. Marlyn Mason is playing the role of the mermaid’s mother. Locations used for the movie include Crescent City’s The Chart Room Restaurant and Ocean World (where Lee’s character is a former college professor turned besmirched tourist-destination marine biologist), as well as Brookings Harbor and Capella By The Sea. “This place is dark and foreboding,” said Douglas, explaining why he believed the two communities were the best choice for filming. “I said I need 20 days of gray and we’ve managed to get 20 days of gray.” “Yes we did,” said Robison with a laugh, adding that despite the melancholy feel of the film he hopes the movie will give both Brookings and Crescent City some positive exposure. “Badfish,” which is being produced for under two hundred thousand and leans on the use of steady camera shots, is expected to be released between July 1 and Oct. 31. Robison said he and Douglas are hopeful the film will gain strong distribution outlet traction, and conservatively will be released via Prime Video, Tubi, Apple TV and Vudu. “We are almost certain that we will get all those distribution outlets, and we are hopeful for more,” Robison said.
