Last week, Del Norte supervisors joined the Rural Counties Representatives California (RCRC) Conference in Rohnert Park, for its Annual Meeting. The 40 counties group has special
needs and priorities which don’t necessarily relate to mega-Los Angeles/ Orange or San Francisco Bay area counties. 1st District Supervisor Darrin Short shared the fascinating story of the Rikuzentakata/ Crescent City-Del Norte Sister City relationship with Supervi-
sors from the 39 other counties. Short shared the gesture of donating a small gift basket for auction with the mayor of Rikuzentakata. Japanese Mayor Toba, co-Chairmen Ito and Murikami learned of the Basket of Love collection from Del Norte and decided to bolster it a bit.
All Del Norte supervisors extended the gesture to donate a gift basket to the Kamome Foundation. The Japanese delegation then stepped up its gesture to the Foundation which sponsors Del Norte High School students from the Japan Club travelPlease see KAMOME Page 3

Must Crescent City Have to Tolerate This?
Del Norte Sheriff Garrett Scott appeared before the Board of Supervisors, last week, making his case for more funding. Scott addressed supervisors with the chronic challenge facing his Department both in hiring deputies and more importantly, retaining those very deputies who work on the streets, in the jail and serve within the Courts.
The problem roots down to compensation. Scott presented a convincing power point presentation that while experience and training are valuable, many in his Department transfer to law enforcement agencies for better pay. The Sheriff is seeking to eliminate three long-term vacancies in patrol and raise compensation for patrol, Corrections and bailiff Staffing in the Courts. The proposed Please see FUNDING Page 7

A 52 year old Smith River woman, Shakiyla Bryant, was arrested by the California Highway Patrol and charged with Driving Under the Influence, Murder and Manslaughter for allegedly causing an accident that took the life of Winston Luttrell of Klamath Falls, 56. Luttrell was riding his motorcycle southbound on 101 ar Mouth of the Smith Road. The suspect has two prior DUI convictions. The incident took place, Monday evening, September 23 about 6:40 when, according to the CHP, Bryant made a left turn heading north from Mouth of the Smith Road to the 101, when Luttrell’s Harley slammed into Bryant’s Jeep Wrangler. The motorcycle attempted to brake but was unable to avoid the collision. The
CHP Release states alcohol was a factor in the arrest of Bryant. Traffic was diverted off 101 to Ocean View Drive for approximately three hours. Bryant made her first Court appearance in Del Norte Superior Court Thursday, September 26. Bryant is a Licensed Vocational Nurse(LVN) working locally in Del Norte County and is represented by Attorney David Cooper. In Thursday’s hearing the suspect was granted Own Recognizance(OR) no bail by Judge Robert Cochran. The Superior Court Judge implemented conditions suspect Bryant may not drive nor drink any alcohol. The arrest record for Bryant shows her blood alcohol level at the time of the accident was .18. The legal limit to operate a motor vehicle is .08.
