New marijuana dispensary moving downtown By Diana Bosetti The Triplicate
Element 7, a company that owns several cannabis dispensaries as far south as Chula Vista near the Mexican border, will expand its reach into the upper most part of the state with the opening of a store in downtown Crescent City. The company is planning to lease a portion of a former restaurant located at 105 N. Street, and will sell dried cannabis flower, oils, edibles, topicals, lotions and other legalized products. The business received swift
approval for a conditional use permit from the Planning Commission in mid-October and plans to open pending renovations to the building. Retail hours will run from 10 a.m. to 8 p.m. Element 7 will occupy about 1,500 square feet of the 5,000-square-foot building, and will include retail and storage space, an office, utility room and restrooms. Improvements to the building will include the removal and installation of interior walls, display cases, security cameras, storage vaults, an air filtration system and interior
facade improvements. The dispensary will not be located within a 600-foot radius of the perimeter of a K-12 school or day care center, and will be required to comply with the regulations of the state cannabis regulatory agencies, including the Bureau of Cannabis Control. In the event Element 7 violates its agreement with the city or city staff receives complaints from the community that it determines needs further review, the Planning Commission has the option to hold another hearing, implement penalties and amend or revoke the use permit.

The Del Norte Association for Cultural Awareness presented the work of Julie Smiley and her multimedia exhibit entitled “We Are Worthy” at the Del Norte County Courthouse on Oct. 26. Standing in front of several
artworks that ranged from soft pastel-colored affirmation messages that people could tear and take away with them, to unpredictable and darker watercolors meant to convey acceptance, Smiley explained that each piece of art started with a 20-minute meditation as a way to capture and convey resilience.
Smiley’s work was inspired by her work with domestic violence survivors at Crescent City’s Harrington House. “When you put wet paint on wet paper, it’s fascinating to see where the colors go,” explained Smiley, while she pointed towards a vibrant and three-dimensional piece of art using different
hues of blue. “It’s reminiscent of ‘Where am I going next?’” The art piece that invited visitors to take a tug at it - allowing them to leave with a message of affirmation - will morph and change, reflecting a similar metamorphosis of the survivors Please see ARTWORK, Page A10

Uncharted Shores Academy, the only independent charter school in Del Norte County, has big growth plans - to the tune of $5.5 million. “Every year, more students are opting to come to our school, and there is simply no space,” said Margie Rouge, who as principal and executive director was a founder of the school when it opened in 2007 with 75 students. USA is still classified as a non-classroom based school, though about two-thirds of its roughly 300 students currently learn from inside a classroom. The charter school’s homeschool ‘Offshore’ option remains popular and structural changes won’t impact that offering. However, demand for inclass instruction grew substantially in recent years resulting in a public lottery system that relegated some families to a wait-list. “We expect the new campus to house about 300 Onshore students, but will continue to keep about 80-90 in our Offshore program,” said Rouge. Some of USA’s students currently learn from a school building located off E. Street in the heart of downtown Crescent City. Earlier this month, the Crescent City Planning Commission approved the necessary permits that will allow USA to consolidate to 11 contiguous undeveloped lots of what’s referred to as the “Roosevelt Subdivision.” The consolidation and expansion will allow more families to send their kids to the 1.8 acre-site at the corner of Northcrest Drive and Washington Boulevard. “We started with the goal of giving elementary homeschool students more support, offering classes for half the day, four days a week,” said Rouge. “However, we soon had working parents asking for a full day of classes, and when we moved to our present main campus we began offering the Onshore option, which has become our most popular option for schooling.” The $5.5 million to fund the project was garnered through a low-interest rate loan from the Rural Community Assistance Corporation, which Please see EXPAND, Page A2

Warriors go to 3-0 in the Big 4 with impressive second half at Eureka By Ray Hamill

The Del Norte Warriors broke open a tight game with a big second-half performance at Eureka High on Saturday night, on the way to a 27-14 win. The victory was the fifth straight on the football field for the Warriors, who improved to 5-1 on the season and 3-0 in the Big 4 halfway through the conference schedule. With the game tied 7-7 at halftime, the visiting Warriors took control in the second half, piecing together three long, time-consuming touchdown drives with their relentless running game. “That was Del Norte Warriors football in the second half,” head coach Nick White said. It took the Warriors a little time to get going, with five of their six first-half drives stalling, including two on turnovers. Once they found their rhythm, however, they quickly took control and never looked back. Junior RJ Loftin was instrumental in the win, running in for two of the three second-half TDs and also making some big plays at linebacker. The entire defense had an outstanding night once again, nullifying a Big 4 opponent’s running game for the second straight week. “RJ really stepped up and ran really hard all night, and we needed him,” White said. “And he
played really well on D. Honestly, our whole D played outstanding. It kind of carried over from last week against Fortuna.” After the Loggers had opened the scoring on a TD pass from quarterback Hans Chalmers to receiver Payton Harbin early in the second quarter, Del Norte answered immediately, marching 60 yards on six plays and finding the end zone on a 44-yard TD pass from QB Cooper Maxwell to Giancarlo Desolenni. Neither team was able to add to their tally for the remainder of the opening half, with a series of quick three-and-outs following. The second half, however, belonged to the visitors, who scored on their first three drives of the half before running out the clock on their final possession. “They responded to the challenge,” White said of his players. “We asked them, what team are we? Are we the team in the first half, or do we want to be the team that played against Fortuna last week?” Loftin scored on a pair of short runs to cap long drives, before Isaiah Parsley closed out the scoring for Del Norte when he pulled in a 12-yard TD pass from Desolenni with just under three minutes remaining. The home team would add a second TD in the final minutes, but it was too little too late. “This was a grind-it-out, old school game of football,” White said. “But we like that kind of

of the Big 4 with three games remaining. “We’re on a roll,” White said. “We’re getting there and doing the things we need to do.”

Irvine and Yvonne E. Waters. Joan spent her early childhood years in Wisconsin before the family later relocated to Northern California. Richard James Running, the love of her life, in Carson City, Nevada. They made a home in Reno, Nevada where together they managed property until his passing in September of 1986. She later devoted much of her life to property management, in home health care, and volunteer work; all in which she found great reward and happiness. Joan was passionate about volunteer work and donated time to Veterans at the John McElroy VFW Auxiliary Post 1381, where she held numerous terms as both President and Vice President. She also volunteered at the Purple Cat Wild Feline Rescue/ Thrift Store along with local Senior Centers. Joan loved going to yard sales on the weekends with her sister and friends to find collectibles and gifts, long drives along the ocean, stopping by the local lighthouse, with bread in hand, to feed wild squirrels and other critters, and sharing fantastic stories about her life. Joan’s favorite stories to tell friends and family were about her encounters with Don Rickles and Dion Warwick while working as a waitress in Reno, Nevada. Most of all, Joan had a softest spot in her heart for animals. She would rescue any dog or cat that needed a home,
feed local strays and is why she volunteered time at the Purple Cat Thrift Store. Joan was preceded in death by her beloved husband Richard J. Running, father George G. Irvine, mother Yvonne E. Waters, sister Jennifer L. Basden, and brother Gary L. Irvine. She is survived by her brother Dean F. Irvine and many loving nieces, nephews and cousins who will honor her memory forever. The family will be holding a Celebration of Life which will be announced at a later time in Crescent City, CA. The celebration is for all family and friends to honor Joan’s extraordinary life and kind soul. Phase two will include the elementary and primary sections of the school - with an opening date sometime in 2025. Phase three has not been funded yet, but will include construction of a 2,400 square-foot library and 6,300 square-foot gym - accounting for 26% of the overall project. Though USA is a pre-K through 9th grade school, most of the expansion will occur at the pre-K, or what’s dubbed the early learning or TK level. “We are not planning to expand our high school,” said Rouge. “Our current 9th grade is only a ‘gap’ year offered as an online option for those students who would benefit from it.” The expansion of the school’s pre-K program will coincide with legislation that will continue to lower the entry age of students in the following
manner: To those who will turn 5 through February in 2022-2023; turn 5 through April in 20232024; turn 5 through June in 2024-2025, and then to all 4 year olds by the 2025-2026 academic year. “That lines up perfectly with our expansion plan,” said Rouge. “We plan to have our middle school students move to a new campus in 20232024 and move our first grade to the main campus at 330 E Street. That will free up space for more TK in 2023-2024, when we will have twice as many people who qualify for TK as we do now.” USA just recently renewed its charter agreement for another five years with the Del Norte Unified School District. “We want to be able to serve all students who want to attend, as we believe our school is a real benefit to this community,” said Rouge. “Our graduates attend Del Norte High, Castle Rock or Sunset, and have done well at all the schools. We are proud of the impact we have already made in the community.”

OBITUARIES Phyllis Louise Tedsen May 31, 1925 – September 5, 2021
Phyllis Louise Tedsen was born May 31, 1925, to Willis and Dolorosa Hight of Smith River CA.
She attended Smith River elementary School and graduated from Del Norte High School in 1943. A short war-time marriage produced three children. Frederick, (died at birth), Sharon and Becky Wheatley. In December of 1951, Phyllis married the love of her life, Harry Dean Tedsen. Harry began purchasing a dairy farm from his Mother and step father (Nis and Antonia Jepsen) in 1949. He built a home on the property to accommodate his bride and her two little daughters. It
is in that home that Phyllis lived out rest of her life on Earth, which ended September 5, 2021. As a “Farm Wife”, Phyllis’s job was to cook three large meals per day, serving up to fourteen workers and family members at a sitting. In between, she loved building a treehouse, sand box, slide or playhouse for her children, the cousins and eventually the resident dairy worker’s children. Her passion was local history. As a member of the Del Norte Historical Society, she enjoyed
volunteering in the museum and cherished the lasting relationships she developed through that membership. Phyllis had the honor of Joining longtime friend Bob Bolen, in the rescue, relocation, and renovation of Redwood School #2. She became curator for school tours and during the Del Norte County Fair. Mrs Tedsen was preceded in death by her parents, her husband and Son’s-in-law, Lawrence Evers (Sharon) and Raymond Sanders (Becky). Her sister and
Brother-in-law, Hollis and Maxine Rhodus and their son, Carl. She leaves behind her beloved niece, Myrna Rhodus Floyd. She is survived by daughters, Sharon Coppy (Jack) of Darby MT, and Rebecca Sanders of Meridian, ID. And her son and spouse, Robert and Linda Tedsen of Fort Dick. She had six grandchildren, and a large number of grand and great grandchildren. Just before Phyllis’s 96 birthday, an infection interfered with her shortterm memory. That and the recent loss of her sister,
nephew and sweet little Jack Russel, Taz, turned her desire toward Heaven. She was able to live at home with the incredible assistance of Robert and Linda Tedsen, Sharon Gillespie, and Cathy Kubirck. All that knew Phyllis, described her as a character. That will be the theme of a celebration (FUN-eral) of her life. Details and date will be announced in the near future. Donations in her name may be made to Del Norte Historical Society or Smith River United Methodist Church.

Sometimes, the simplest things can help wildlife By Richard Knight and Heather Dannahower “Oh, give me a home where the buffalo roam Where the deer and the antelope play Where seldom is heard a discouraging word And the skies are not cloudy all day” Sad to say, but that wide-open home on the range that Bing Crosby sings about in Brewster Higley’s “Home on the Range,” has been steadily diminishing with every passing decade as the Western landscape has been sliced and diced by roads and barbed-wire fences. Today, only an extremely savvy deer or antelope (or elk, moose or bighorn sheep) can move freely across private and public lands. Wild ungulates may have co-evolved nicely with carnivores on the top of the food chain, but they are overwhelmed by the “metallic carnivores” that roam highways. They also have little defense against the snagging attacks of barbs on fences. What to we do about it? As with every bit of technology we invent, humans can learn to adapt to their downsides. There are ways to make things safer for wildlife. With that goal, Colorado State University and Fort Collin’s Front Range Community College enlisted some of their students - with financial support from Colorado Parks and Wildlife - to take down gates and make road and fence crossings safer for deer, elk and antelope on the Roberts ranch in Larimer County, Colorado. The new gates result in less wildlife mayhem on highways and fewer cases of animals getting snagged on barbed wire, where they die painful deaths. Eliminating barbed wire gates is remarkably simple: Install posts 4 feet above the ground and 17 inches apart. Walla! Cows, horses and mules are too broad to pass through but ungulates easily slip past. Then take down the gates and count the comings and goings on a trail camera. An alternative model constructed by Colorado State University and Front Range and Front Range Community College places a log horizontally on vertical supports, 40 inches above the ground. That allows antelope to pass underneath safely while deer and elk can easily jump over. Cows are blocked because they have too much mass to make the jump. What’s amazing is that the fixes are inexpensive, costing just $100 in materials, and the students and their teachers who do the work come away enriched with the knowledge that
they have increased the ability of wild animals to move about safely. Since this opened with a lyric about freedom, here’s a fitting conclusion to this modest effort that makes the West safer for wildlife, written by Cole Porter: “Oh, give me land, lots of land under starry skies above, Don’t fence me in. Let me ride through the wide open country that I love, Don’t fence me in. DEAR ABBY: I have ALS, aka Lou Gehrig's disease, am wheelchair- or bedbound, and am unable to do anything for myself, much less around the house. My husband works, and aides come in four days a week for several hours to provide me with personal care. I have to ask my only sister to help once a month. (She's older than I am.) When I do, she always puts conditions on the time or complains about the traffic. (She lives an hour away.) I finally told her I'm tired of hearing it and I want her to WANT to help me. Apparently, she was offended, so she's giving me the silent treatment. She isn't lazy, but maybe self-centered and lacking in empathy. I have four older brothers, but only one who lives close -- an hour away. When I ask his wife for help, she never hesitates and comes bearing casseroles. The only difference between us three women is that my sister never had children and never experienced the challenges and sacrifices that come with parenting. I'm grateful for any help and always express thanks. Should I be grateful for whatever help she gives me or take her silence as unwillingness to help and move on? -- IN NEED IN PENNSYLVANIA DEAR IN NEED: Of course you should be grateful for whatever help your sister gives. It's unfortunate that she doesn't recognize the effect her constant complaints have on you. (You are ill, and she's a martyr.) Considering the challenges you face every day, it's a shame she doesn't have it in her to be more sensitive, but she doesn't. If her complaints add additional stress to your situation, you should definitely "move on" if it's feasible. From your description, your
sister-in-law is an angel on earth. DEAR ABBY: I have recently unearthed some of my old journals. In them I wrote honestly about my life -my kids, husband, pets, etc. They were a way to vent as well as to describe what my days were like as I kept a home, gardened, worked full time, cared for the kids, etc. A few of the entries concern my spouse who I'm still married to, and they are not flattering. They describe his refusal to help with the chores, his secretive drinking and almost bankrupting us more than once. There are also stories about my children (who are now in their 40s) as children. I would have loved to know more about my mother's life and that may be the case with my children. I'm unsure whether to leave them my journals upon my death. The journals might explain a lot of things: why we were always broke, never went on vacations or couldn't afford the same things their friends had. But I hesitate to make their dad look bad. They are also a tribute to the survival of what, at some points, may have been a tumultuous marriage. I am assuming that your husband is sober now and the two of you are financially stable. This rancher has radical ideas about water By Dave Marston
If Jim Howell, a fourth-generation rancher in Western Colorado, has a guru, he’s Allan Savory, the champion of intensive cattle grazing even on semi-arid land. Howell, 52, says Savory’s methods, which require moving cattle quickly from pasture to pasture, enable him to keep adding thousands more animals as the ground recovers. He says the method is so efficient he can even foresee leasing out irrigation water that he doesn’t need. If all this sounds unbelievable, Howell, who is ranch manager for Eli Feldman in Ridgway, Colorado, understands the skepticism. But he says the ranch speaks for itself. Western States Ranches is huge, a 213,000-acre spread that’s a mix of 3,000 acres of irrigated bottom land in Delta and Montrose counties, plus 210,000 acres of mostly leased federal rangeland that sprawls from western Colorado to eastern Utah. There’s forested, high elevation range, but half of the ranch is semi-arid. Rainfall can be a scant 10 inches per year. The herd is also large at 3,300 head, with 1,800 pregnant cows. What makes Savory’s approach effective, Howell says, is speed: In a day or two, cows eat fresh grass and weeds, then move on to new pasture before an enclosed pasture is damaged. Ten cowhands make the process work by moving miles of electric fencing, even though they’re traditionally loath to get off their horses. Feldman found Howell by consulting the Savory Institute, where Howell’s wife, Daniella Ibarra-Howell, is director. The man and the money behind this enterprise is Eli Feldman, whose Conscience Bay Company is mostly staked by lifelong friends, the Laufer family of Stony Brook, New York. East Coast money and Western knowhow might seem an odd combo, but Howell studies the land with total concentration. He says his rule of thumb is to make a grazing plan and then rip it up as changing conditions dictate. Howell has made dry, overgrazed range bloom before. Using Savory methods, he boosted the number of cattle on his former family ranch on Blue Mesa in Western Colorado. He went from 150 cows to 450, while also attracting herds of elk. But if demand management gets going - the controversial plan of leasing water temporarily and voluntarily to fulfill downstream obligations – Feldman and Howell are on board. Feldman asked Trout Unlimited to administer a demand management study on part of his ranch that lies in Eckert, Colorado, where ground is irrigated only until July 1. Howell derides programs that encourage leasing water for full seasons. “It’s going to be seen as socially untenable for

Howell believes his herds can thrive without using much water. ranchers in the upper basin to be over-irrigating hay fields when downstream users are running out of water.” Because Feldman is an outsider with a formidable operation, he says he’s been a target since the ranch got going in 2018. Shortly afterward, he recalls, a Delta County commissioner poked him in the chest with a finger, saying, “I’ve got my eye on you.” Feldman figures he’s been cast as a water speculator. “But when a ranch was auctioned off recently,” he says, “we passed on the irrigated land (with senior water rights) and purchased the herd and grazing permits only.” For both Feldman and Howell, one of their goals is to restore grass on ground that’s been ranched “old-school.” By that they mean trampled creek beds where cows for generations wallowed away the summers. Howell says he has all sorts of tricks to get lazy cows moving. Artificial watering holes are scattered across dry range, while gullied creeks are fenced off and left to recover. The payoff is growing grass-fed, certified organic beef, and Howell says it commands a 15-20% premium over cattle grown for the commodity market. Despite the ranch’s sprawl, it seems a lean operation. Howell manages it halftime from a small tent, which also doubles as his sleeping quarters. His cowhands are equipped with little besides horses, trailers and portable electric fence. Still, Howell has his share of environmental critics. The Center for Biological Diversity charges that grazing any cattle on marginal land leads to degraded water and spurs desertification. Howell shrugs off the charge. “These native rangelands evolved with hooved animals,” he says. “To say they are not meant to be grazed is total BS. The ordinance requires: a) its customers to comply with the district’s rules and regulations; b) to allow the district access to service the facilities; c) to install or have installed the required water meter; d) imposes the charge of the direct cost of installation and creates a property assessment on the benefited property if the district’s invoice is not paid; e) establishes time limtations for the election of whether the property owner or the district will perform the installation; f) finds the ordinance, if adopted exempt from CEQA; and informs its customers how to protest or object to the charge. If the District receives written protests against the proposed rates by a majority of affected property owners, the District may not impose the charge. “The Way I Felt” by artist Emmaline featured in Art in Public Places “The Way I Felt” Art Exhibit DNACA’s Art in Public Places program presents “The Way I Felt” by artist Emmaline (Mary Baker), who was featured in DNACA’s 29th annual Juried Art Exhibit. Emmaline’s award-winning art is created with a unique felting process to create bold and colorful images. College of the Redwoods hosts fall GVC cross-country conference championships College of the Redwoods will host the fall Golden Valley Conference cross-country championships on Friday, Oct 29. The women’s 5K race begins at 11 a.m., and the men’s 4-mile race begins at noon. Schools competing in the race are CR, Butte College, Shasta College and College of the Siskiyous.
“On the men’s side, CR has a good shot of contending for the top spot, but it will be a dog fight with longtime rival Butte. Shasta and Siskiyous will also present a quality challenge, which will make for a fun meet to watch,” said CR cross-country coach Reed Elmore. “On the women’s side, we will provide the only full team which is
a great testament to our students’ commitment. We want to continue to see how each member improves individually before the NorCal championships.” The race will be run on cement, grass and trails, and several course monitors will be present. “It’s a great course that will test all the athletes to their fullest extent while
providing them a unique experience of running in a coastal climate, instead of the valley where the meet is usually held,” said coach Elmore. An awards ceremony will be held immediately following the Men’s race. All race results will be posted on DirectAthletics. com within 24 hours after the race.
