Oregon gasoline prices rise over $5 a gallon for the first time ever T

he price you pay for gasoline in most cities in Oregon has now jumped to over $5 a gallon. Last week in Tillamook, regular gasoline jumped up to 5.29.9 per gallon. Pump prices began rising significantly following the Russian invasion of Ukraine. The prices took another sharp jump, over 30 cents a gallon in some cities this past weekend surging to over $5 a gallon for unleaded. According to the American Automobile Association’s (AAA) price survey, the national and Oregon averages skyrocketed to new record highs after the price of oil jumped above $110 per barrel over the past week. Pump prices are setting new record highs again this week with the Oregon average climbing above $5 a gallon for the first time ever. The major
driver is the high cost of crude oil which is above $110 per barrel. For the week, the national average for regular jumps 15 cents to $4.52 a gallon. The Oregon average soars 21 cents to $5.06. “When we have high gasoline prices, they do trickle down to every part of the economy impacting all goods delivered by trucks powered by gasoline and diesel,” AAA Oregon/Idaho Public Affairs Director Marie Dodds said. “Everything we purchase and that we need transitions down to additional transportation costs.” Dodds said it’s not likely that there will be any price relief soon. “Unfortunately, crude oil
remains significantly elevated because of the ongoing war in Ukraine,” Dodds said. “Oil supplies were already tight before that.” The previous tight oil market is the result the COVID-19 pandemic, according to Dodds. “We saw demand for oil and gas fall dramatically during the pandemic,” she said. “The bottle fell out of the oil market, so production was reduced because of the loss of demand. It takes a lot of infrastructure, a lot of labor and a lot of time to ramp the supplies back up.” Following the Ukraine invasion, countries around the world ceased
ordering Russia crude oil, as a protest to the war. “So, Russian crude oil is no longer in place and that oil has to be replaced from supplies around the world and that is why prices are rocketing up,” Dodds said. Pump prices are fueled by the most part from the cost of crude oil. “On the average, abut 53 percent of what we pay for a gallon of gasoline is for the price of crude,” Dodds said. “Twelve percent is for refining, 21 percent is for distribution and marketing, and 15 percent is for taxes.” Dodds said the zooming gasoline prices are having a psychological impact on drivers. “People have done their best in dealing with $4 gasoline, but when you see $5-plus for a gallon posted on the service station signs, that does send shock waves,” she said.
Oregon wildfire season predicted to be challenging Hilary Dorsey Staff Writer

regon officials foresee another challenging wildfire season this year. Due to drought conditions, a large portion of the state could be affected by wildfires.
During a briefing Monday, May 16, Gov. Kate Brown said we are fighting fires of a new age and it is a different wildfire environment. Fires of the past have taught us that being prepared can be the difference between life and death. The time to prepare is now. “Oregon has one of the best wildfire response systems in the country,” Brown said. “We continue to lead the nation in this space, improving even further as we roll out requirements from Senate Bill 762, which passed in the 2021 Legislative session.” Brown said the state is asking all Oregonians to do their part to prevent
and prepare for wildfires. State Forester Cal Mukumoto said the majority of the wildfires that are responded to are caused by people. Chief Mike Shaw, of the Oregon Department of Forestry, said the cool, wet April and beginning of May has been a respite from what was seen in March. Oregon is in a significant drought pattern with exceptional drought covering the bulk of the east slope of the Cascades and extreme drought expanding across vast portions of eastern Oregon and into southwest Oregon. How long the weather stays in cooler, wet conditions will indicate
when wildfire season will begin. “In 2021, which was a very challenging season, the coverage of exceptional drought was significantly less than what you see for this year,” Shaw said. “This will likely translate to a very challenging fire season as the fires that begin in these areas will be very difficult to suppress over very significant portions of Oregon as we move into the fire season.” Travis Medema, chief deputy state fire marshal, said all conditions point to an active wildfire season. he results are unofficial until the County Clerk’s office certifies the election, but the numbers are released on the Secretary of State’s site late following the Oregon Primary Election held May 17. Of 20,844 active registered voters in Tillamook County, 9,375 ballots were accepted or 45% of the registered voters casting ballots. Winning the County Commissioner Seat pos. 3 was incumbent Mary Faith Bell with 74% of the vote or 5,985 votes. Challenger Graydon Hillock garnered 25% of the vote with 2,015 votes. Bell will retain her seat on the Tillamook County Commission for a second term. “I am grateful for the opportunity to continue to serve my community as Tillamook County Commissioner,” Bell said in an email after the election. “My sincere thanks to everyone who voted for me, and to the many people who helped me in my campaign. Tillamook County citizens come together to help one another in extraordinary ways, and this election was no exception. I am humbled and moved by all of the love and support, prayers and assistance I have received. Thank you!” Bell was also pleased to see the local levies supported in the election. “Beyond my race, I am thrilled that voters overwhelmingly supported the continued good work of Tillamook County Veterans Assistance, the Tillamook County Library system, and Tillamook Bay Community College,” Bell said “These esteemed organizations contribute significantly to the quality of life in our community and our yes votes speak to the bright future we are willing to invest in, for our neighbors and ourselves.” With the election behind her, Bell is ready to focus on the issues facing Tillamook County over the next few years. “In the days ahead Tillamook County Commissioners will work on policy about short term rentals that seek to preserve the livability of our residential neighborhoods and balance private property rights and economic opportunity; we will hear a second petition for the incorporation of Oceanside; we will undertake wage and compensation studies for our employees, and do everything in our power to retain the good people in our employ who provide essential services,” She said. “We will embark upon strategic planning for the county, which incorporates the values and priorities of its citizens. And if I have anything to say about it, we will fight the recent overturn of the Linn County class action lawsuit all the way to the U.S. Supreme Court if we have to. Tillamook bike shop gears up for summer Ashley Tike For the Herald
Boss Power Bikes, the only bike shop within 60 miles of Tillamook, is owned and operated by the father-son duo Huston Beené and Huston Beené Jr. They are heading into their busy season gearing up to handle bike repairs, part replacements, skateboard orders and repairs and custom electrical bike orders for all levels and ages of bikers this summer. They started their bike shop business in the Beené garage at the height of the
pandemic in 2020. “We went out on a limb and started it out. It’s difficult because Tillamook is really not the most bike friendly city but there’s a need for it in the summer when the sun peeks out for sure,” said Beené. “We are proud that we can provide bike services for so many different people,” said Beené “We do old bikes passed down through generations, new electric bikes, we even work on professional bikes that need an emergency tune up while trekking along the coast,” said Beené. “The inspiration to start all
of this came from mom,” said Beené jr. Roseana Beené, wife and mother, was experiencing some balance issues alongside her health challenges and wanted a bike that would work for her if ever she needed to escape a tsunami. “I made some manufacturing connections and we were able to make her a custom step through e-bike that she would be comfortable riding,” said Beené. Roseana Beené since passed away in May of 2021, but her idea for the “explorer” and “escape” bike designs live on through Boss
Power Bikes at the hands of her son and husband. “The business developed into something much bigger than I originally thought it would,” said Beené Jr. The duo is open for business and they are working on some fun ideas for expansion. On Tuesday May 17, 2022 at approximately 11:00AM, Oregon State Police Troopers and emergency personnel responded to the report of a two-vehicle crash on Miami Foley Road near New Miami River Rd. Preliminary investigation revealed that a southbound black Honda 500 motorcycle, operated by Adam Taylor
(26) of Warrenton, on Miami Foley Road crossed into the northbound lane, colliding with a Ford F55, operated by Jose Hernandez (32) of Portland. Speed and motorcycle inexperience are being investigated as contributing factors to the collision. Taylor sustained fatal injuries and was pronounced deceased. Hernandez sus-
tained minor injuries. A passenger in the Ford 55, Rosalio Herrera Morelos (54) of Vancouver, WA, was uninjured. Miami Foley Road was closed for several hours following the crash. OSP was assisted by the Tillamook County Sheriff’s Office, Garibaldi Fire, Tillamook Ambulance, and Tillamook County Public Works.

At 3:30 p.m.. on Sat.May 21, Nehalem Bay Fire and Rescue was paged to a report of an over turned kayak with a person in the water. The person was in the water in the middle of the bay for approx.. 30 min. when the Nehalem Bay Fire and Rescue reached him. He was put on a jet ski and transported to shore where the elderly gentleman walked up the ramp with some help. He will take on Boomer Wright, the republican in November. Cyrus B Javadi, from Tillamook won the republican 32 district race and will face democrat Logan C. Laity in the general election in November. here have been several recent sightings of cougars in Cape Meares. Carolyn Ollikainen saw two cougars by Cape Meares Lake as she came home from Tillamook one evening. Patti Smith’s neighbor stopped her on the road one day to tell her she had seen a full-grown cougar at the bottom of the Smiths’ driveway at 10 in the morning! A recent Nextdoor post shared a surveillance camera picture of a cougar/ mountain lion on the porch of a boat house on 7th St. NW in the early morning hours of April 30. On May 13, those neighbors took their dog

have been in Tucson, Arizona for over the past three weeks due to the birth of my granddaughter. Dahlia Joy decided to arrive three weeks earlier than expected, and my daughter was in need of assistance due to the unexpected surgery. weekend signals the beginning of the “101 Critical Days of Summer” when many accidents are more prevalent due to the influx of people on the roads, waterways, and outdoors. The restraints of the past two years may create some lapse in judgment. Plan to allow plenty of time to get to your destination. Hotter temperatures also create hotter tempers. If you are traveling by car, be sure to take the time to ensure your vehicle is ready for the trip (tires, oil, fluids, wipers, etc). A little prevention goes a long way to ensure you don’t experience a breakdown somewhere in Timbuktu with no cell service, or cause an accident and spoil your trip. Have a supply of flares, water and snacks for the road in case you are stuck in traffic. A first aid kit is also helpful. Safety first in all your activities! The Garibaldi Library will
be hosting the return of Oregon Reptile Man at the community room above city hall on Wednesday, June 1st, at 3:30 p.m. I know this is a real favorite of the kids in the community (moms, not so much!!). What a great learning opportunity for everyone to get close to reptiles such as a tortoise, lizards, snakes and more. Our very own June Ekborg will soon be moving to the Garibaldi branch library! She will be giving us the scoop on programs and events. She wanted me to pass on the Summer Reading Program, “Oceans of Possibilities” that runs from June 15th until August 10th this year. The main library in Tillamook will also have Grub Club kids lunch program weekdays from June 13th until August 26th. Garibaldi Days will be upon us in less than two months! As soon as I hear any updates, I will be sure to pass them along.

n this month’s Dispatch from the WAVE, I’m reporting that the District will have to postpone the reinstatement of the remaining services suspended last year until September 2022. After the District suspended services in September 2021, we were able to negotiate a driver hiring and retention plan with the driver’s union. This enabled the District to hire 9 new drivers near the end of 2021. In January we were in the process of completing these drivers training and were excited to reinstate the remaining services in May 2022. However, since January, three of the District’s longest tenured drivers announced their well-deserved retirements. These drivers tenure with the District were between 8 to 14 years, they will be missed. In addition, there were a couple of drivers who resigned. As a result, the District is concerned there won’t be enough available driver hours to fill all of the available
shifts. Also, in late January the Federal Motor Carrier Safety Administration (FMCSA) announced that effective February 7, 2022, all new drivers hired must complete a new training program called “Entry Level Driver Training” (ELDT). This new training requirement requires all new drivers be trained by a “Registered Training Provider” to receive their ELDT certificate. Once drivers received their certificates, they would become eligible for to drive for transit agencies such as TCTD. Since there were no Reg-
istered Training Providers in Tillamook County to provide this certification, it placed a temporary halt on TCTD’s ability to hire and train new drivers. Fortunately, the District was eligible to become a Registered Training Provider and subsequently completed the process for the District to register with FMCSA and then certify its driver training program. After becoming a Registered Training Provider, the District was able to begin recruiting a new class of drivers. At this time, the District has hired three new drivers who are enrolled in the TCTD training program. The District is also busy recruiting and scheduling interviews to hire additional drivers. Our goal is to have an adequate number of new drivers hired and fully trained by September 2022 so the District can reinstate the suspended services. The remaining suspended services that need to be reinstated are the two midday trips on the North County Route 3 and increasing the

It goes without saying that the management and staff of the Tillamook County Library have a “rather large amount of gratitude” for the voters who passed our operational levy last week. Every five years, we go before the voters to ask them to continue to keep us open by passing the levy measure. Librarians are basically optimistic people, but I would be lying if I said we did not hold our breath until the official results were revealed. I remember standing on the courthouse steps ten years ago and again the five years after that, waiting with other librarians to see if we had to go find a new job or not. But we must be doing something right because the majority of residents keep saying YES to library service. So, thank you from all of us for your vote of confidence. From Manzanita, to Rockaway Beach, to Garibaldi, to Bay City, to Tillamook, and to Pacific City...AND all the farms and communities in between,

We also have gratitude this week as we bid adieu to our library director for the past 16 months, Geri Godber. It is with extreme mixed emotions that we say farewell to our leader. Geri is following her heart by heading back to the Midwest to be closer to her family, and who can ever blame anyone for following their heart? One of Geri’s many accomplishments was to lead our library into being “fine free”. The paltry sum we collected for overdue books only resulted in guilt and embarrassment to our patrons, and that is the last thing we want our loyal customers feeling! We want to welcome every single person who comes through our doors, and those pesky fines were keeping some very good people away. But no more! The fines are history! Geri’s other ac-

n just about a month, Cheddar Days Are Here Again! That’s the theme for the 65th annual June Dairy Parade, which is set for Saturday, June 25, and sure to be a blast! I’m writing today to remind you of a few deadlines happening before the parade that you should be aware of, so you can help make this our best parade yet. The first is May 31, the deadline for nominating a Grand Marshal for the parade, or the individual who helps lead the lineup. In honor of June Dairy Month, the June Dairy Parade Grand Marshal is always a member of the dairy industry. Typically, they are also involved in the community as a leader and volunteer. The Grand Marshal is
selected from a pool of nominations made by you, the Tillamook community. So we encourage you to visit junedairyparade.com and submit your nomination by May 31. This is the first year we’ve had a Grand Marshal since 2019, so if you have any questions about the process, feel free to give us a call at 503-842-7525. We’re here to help. The next deadline is June 6 for parade entries. So, I will be serving as a temporary director until a new permanent director can be found. There is currently a nationwide search going on to find the ideal person to lead our libraries into the future. Interviews are happening soon, and before long, I hope to write a column to introduce you to our next fearless leader. Just like dear Piglet, we are in awe about how much gratitude our small hearts can hold. Every week when we pick up the Headlight Herald newspaper, the very first thing I read is my favorite columnist, Bill Landau, writer of “Tales from the Library.” He was reminding parents and grandparents that “it’s never too early to give children the experience of seeing, listening, smelling, tasting, and having books read to them.” His message to parents and grandparents? “Making sure your grandkids have a pile of books is one of the most important things you can do for them.” Spot on Bill! If you are lucky enough to be a grandparent, start today and plant the seeds for loving books. Speaking of grandchildren.... I have exciting life-changing news; I am going to be a great-grandma for the first time! Halleluiah, halleluiah, halleluiah! As for great-grandpa Kin...He has a proven track record for being the best grandpa in the world. Can you tell we’re over the moon at having a new baby in our family? You bet! Our granddaughter, soon to be mother, Annah, was a very outgoing little girl. Every

uthor Henry James used to say that the most beautiful words in the English language were “summer afternoon.” And while I must admit a partiality to the phrase “Pay to the order of,” I have to agree with James — especially this summer in Rockaway Beach. Most of our beloved summer activities are slated to resume, after two years without them. (Sadly, there is currently no plan to resume the Pirate Festival, due to the cost.) But Mayor Wilson has shared her excitement at the return of some of the activities we have so enjoyed, and so longed to see return. Topping the list: the Fourth of July fireworks. My first Fourth of July here was

person she met, big or small, she would call them her “New best friend” and add them to her ever growing list of “New best friends.” To this day, at 28 years old, she will still introduce someone to you as “My new best friend.” I thought of Annah the minute I met Merle Vine. The first time I met Merle, I was interviewing her about an event that involved her dog, RB. We met for coffee at Mana’s Kitchen, and I knew in the first few minutes that I had met “My new best friend.” She has an artist’s soul, kind heart, and sense of humor that I wish more people had. To say that I had a great time would be an understatement; And the number of people who warmly greeted Merle, as they came and went from Mana’s, makes me think in 2018, when I learned that Rockaway Beach is rated one of the top ten fireworks displays in the country. My wife and I walked to the Wayside, practically underneath the blossoming displays, and had our breath taken away repeatedly. Last year, our grandchildren joined us and we set out lawn chairs in front of our house, a few blocks inland from 101. It was a huge thrill for the kids, and they are looking to visit us again over the Fourth. One point that Mayor Wilson made about the 2021 fireworks: the pyrotechnic company had difficulty finding deep enough sand, at the side of the creek next to the Wayside, to mount the large mortars used to fire their highest rockets.

This week my husband Kin was telling me about a book he was reading by John Edwin Parkes titled “Annie of Houseboat Chinquapin.” It’s about a woman in the 1930’s who is destitute after losing her honor, family, and everything except what she can carry in a suitcase, but who pulls herself up through hard work and determination, starting at the most physically demanding and menial of jobs and working her way up to become a wealthy and respected business owner. Kin thought I would enjoy the detailed descriptions of how Annie cleaned and sanitized everything in the bakery where she had gotten a job as the cleanup “man”. She was hired after pleading with the owner that she could do the job, even though he thought that only a man could handle the heavy equipment that had to cleaned up every night. Kin was right; I really do enjoy the thought of things being clean and organized.

Last week I told you about the hugely successful community open house and barbecue put on by the Bay City Volunteer Fire Department and Bay City Emergency Volunteers (BCEV). I thought you might like to know who our volunteer firefighters are. Those currently on the roster are: Chief Darrell A. Griffith, Karl Anderson, Shannon Brennan, Joseph Carr, Danny First, Angela Franske, Darrell M. Griffith, Lieutenant Jacob Griffith, David Harris, Assistant Chief Jon Kapiniak, Sarai Naranjo, Mitchell Leipzig, Garibaldi Training Chief Blake Paulsen, Hannah Rosenbohm, Evan Saindon, Holly Saindon, Bridget Sigman, Lieutenant David Stacey, Greg Sweeney, and Rockwell Tegoseak. The hours volunteered by these individuals is amazing. For example, the May Fire Department report recognized Acting Assistant Chief Kalpiniak for volunteering 46 hours and covering an additional 108 hours as on-call duty officer. Lieutenant Jacob Griffith responded to 100% of the calls for service and logged 101 hours, followed by Trainee Gregg Sweeney
with 66% of the calls and 106 hours. Nine volunteers had more than 40 hours for the month. Thank you volunteers for keeping us safe! For you potential volunteers, a Fire Department brochure (available at the fire hall) lists the most asked questions from the public: Can women be volunteer firefighters? YES! Do I need experience? NO! Will I need to buy equipment? NO! Will I get training? YES! Classroom, online, hands-on. What is the commitment? Intensive training to start. Weekly drills. Can I volunteer without fighting fires? YES! In-station, safety/prevention education, recruiting, drivers, funding raising, etc. Watch for the announcement of a nonresponse volunteer academy. In Bay City we have a Volunteer Fire Department, Emergency Preparedness Volunteers, volunteers in the Boosters Club and the Oyster organization (Pearl and Oyster Music Festival), city council, mayor, and the list goes on. But I would be remiss if I didn’t recognize Pat Vining, the 2022 John Gettman Award recipient for his many years of service to the community. Got a classic car to show off? Baton-twirling skills? Juggling? Maybe even a flatbed truck full of ukulele players? (That’s so 2019… and was so much fun.) Parade for years, held in Pasadena as an irreverent alternative to the famous Rose Parade.) Parades are alwaysfun to watch, but if you really want to enjoy them, step up and walk the walk. One of my favorite traditional activities for the Fourth has to be the Firecracker Wiener Nationals, a fundraiser for the Tillamook Animal Shelter. Held at the same spot as in prior years, Seaview City Park between North Coral and North Falcon street just behind the Post Office, this event is full of laughs, thrills, and surprises. My wife’s family grew up with dachshunds, and we still have a “grand dog,” Rudy, who participated in the Wiener Nationals a few years ago. Rudy’s per-
formance was noteworthy for his stalwart refusal to run — dachshunds? Stubborn? Say it’s not so. There will be All-Dog races if you don’t have a dachshund. I’m thinking of seven adorable Corgis in my neighborhood who would be just about as awesome to see sprinting down the field as the dachshunds. Registration for the race is simple: show up with your dog at the park between Noon and 1 p.m. and look for the registration tent. (They ask kindly if you can register as close to noon as possible.) The races are free to spectators, and they ask a $5 donation to support the shelter. Now if only the weather will get the memo that summer is approaching…

have been writing “Gardening Matters” for almost 20 years and I realized the other day that I haven’t done a column on Scotch broom in all those years. Since it blooms in May, I thought this was a perfect time to explore this plant and what we can do to control it. First a bit of history. Scotch broom (Cytisus scoparius) is native to the British Isles (as
well as parts of North Africa and Europe, including the Ukraine) thus the common name. It was said to be introduced on Vancouver Island, British Columbia when a sea captain brought 3 plants over from Scotland to help the governor of the island feel more at home. Since it has no natural restraints in the Pacific Northwest, it has run rampant along the Washington and

Oregon coasts since the late 1800’s. It went from being an ornamental plant to one used by governments as erosion control. Scotch broom now covers an extensive area west of the Cascades and Sierra Nevada mountains from BC to California from those original 3 plants. This member of the pea family forms dense thickets that compete with natives for sunlight and water. Because it can spread to be so thick, it impacts nutrient levels and is toxic to livestock, although it is rarely grazed due to that fact. A single plant can produce up to 30,000 seeds and those seeds can stay viable in the ground for 30 years. It is now found on the east coast of the United States as well as along the Pacific Coast, Montana and Idaho. Now I will be the first to admit how pretty this plant can be from a distance. The bright yellow flowers that bloom this month stand out

OBITUARIES Joann Dolan Steffey Feb. 20, 1934 - May 6, 2022
J
oann Steffey was born February 20,1934 to Arthur Thomas and Hazel Dolan in Tillamook, Oregon and passed away May 6th, 2022 in Dallas, Oregon. She was raised in Tillamook in the home her father built along side his business, A.T. Dolan Construction on Main Street. Joann married Vern Steffey in 1955 and raised their family in California. In 1973, they moved back to Oregon where both accepted Christ as their personal

Sometimes the plants’ flowers have red or purple petals, making it even prettier. But beware. Once established this is a very difficult plant to remove. It has been placed on the noxious weed list in Oregon along with its relatives French, Portuguese and Spanish brooms and gorse (a particularly nasty plant with ferocious thorns). It is now also a “Category 3 widespread non-native weed” as designated by the Forest Service Department of the USDA. So we should try to keep it under control even if just on our own properties. Controlling Scotch broom takes a variety of methods. Mowing and cutting on a recurring basis can be effective as is applications of herbicides. Both have their own negative impacts, the first in time spent and the second in affecting other desirable plants and wildlife. When the area that is now Kilchis Point was in the beginning stages, we cut and pulled over 3000 Scotch broom plants out by their roots using a specialized levered tool. And we

Unless they are rooted in sand, Scotch broom seedlings can be tenacious, to say the least. An integrated plan of management and prevention is key to keeping this weed under control. Pulling the crown of the plant from the soil is imperative and if you are cutting them back, do so before they set seed. I did see some articles on using fire to control brooms, but they noted that the plant sprouted again from the base when only the tops were burned. And it was also noted that burning Scotch broom could be dangerous for surrounding plants as the intensity and spread of fire is increased in broom. Add to that the research that shows seeds of Scotch broom have increased germination after heat is applied, and I – for one – would rule out using fire as a control method. The bottom line: it is best to control Scotch broom if it is on your property and do so now rather than wait. Oregon State University’s Extension Service has an excellent brochure that gives tips to identify and control this weed. vis Fithian Greene, age 77, died peacefully at her home under hospice care in Portland, Oregon on April 11, 2022. In the last week of her life, Avis was--as always and as she loved--surrounded by family and friends. Avis was born in Hagerstown, Maryland on March 3, 1945 to the late William Taylor G. Fithian II and Avis E. Funkhouser. Avis graduated from Lincoln High School in San Jose, California in 1963, and earned a BA in Psychology at the University of California at Berkeley in 1967. Avis earned her MA in Psychology from Antioch University in Seattle, Washington in 1978. Avis began her postgraduate studies at the University of Washington as a pre-med student. But an internship with Professor Jennifer James, a cultural anthropologist working in the Psychiatry and Behavioral Sciences department of the UW Medical School, gave Avis experience interviewing women newly incarcerated at the Purdy Women’s Correctional Facility. Dr. James’

research at the time was on women in the criminal justice system, and Avis helped gather ethnographic data for what became known as the Female Offender Project, the first major research project centered on this topic. At the same time, Avis was a volunteer Patient Advocate at the Seattle-based Country Doctor Clinic. Country Doctor was founded by social justice activists in 1971 in an abandoned firehouse, where health care providers worked tirelessly to provide compassionate care to every patient regardless of their ability to pay. This work, along with Avis’s love of people, drew her to study Psychology and choose therapy as a profession. She was also a writer, mostly poetry, with work published in anthologies over the years. Later in life she found her faith in the community of Jehovah’s Witnesses in Tillamook, Oregon. She was a devoted member of her congregation and volunteered countless hours of service to her church and community. Throughout her life she was surrounded by the colleagues, friends, and family who loved her quick wit, curiosity, and her endearing spirit. Avis is survived by her brother, William Taylor Fithian III, and her three children from two marriages, W. Clinton Mainland, Sydney Ledford, and Blake Greene. She is also survived by three grandchildren, Ada, Matilda, and Lyndon. She will be missed by all who knew her.

Dianne Marie Jacob July 19, 1944 - May 17, 2022

ianne Marie Jacob was born July 19, 1944, in Vancouver, Washington to Cyril and Loretta (Fries) Jacob. Dianne passed away May 17, 2022 surrounded by family in Tillamook, Oregon, where she has spent most of her life. Dianne was loved by all who knew her. She was full of joy and always had a ready smile and hug for everyone. Dianne loved taking care of things - children, animals, helping others or tasks that needed to be done. She loved working with her mother - in the garden, and later at Helping Hands and in the art booth at the Tillamook County Fair. Dianne enjoyed keeping in touch with family and friends, cherishing their visits when in town.
Dianne lived with her mother until her death in 2006. After that, Dianne lived the last 15 years with her special “Mom and Dad” Charity Applegate and Ron Rawe, who loved her as much as she loved them. During this time she worked at Marie Mills Center shredding confidential papers for Tillamook businesses and later volunteered regularly at Kit & Caboodle. She enjoyed learning new things, reading, word search puzzles, embroidery, camping, traveling, and outings with family and friends. Dianne is preceded in death by her parents, Cyril and Loretta; siblings, Rosemary, David, Thomas, Andrew and Patrick. She is survived by brothers and sisters, Dennis, Joseph (Diana), Yvonne Townsend (Keith), Matthew (Ernestine), Cyril (Annie), Frances Cummings, Nancy Camper (Boyd); many nieces, nephews, great-nieces and great-nephews. Dianne is also survived by her special Mom and Dad, their children and several house sisters. In lieu of flowers, the families have requested donations be made in Dianne’s memory to Marie Mills Center, 1800 Front Street, Tillamook, Oregon.

M
ay marks the return of farmers market season to Tillamook County, and this year you can find even more markets dotting the coastline from Neskowin to Manzanita operating four days a week from mid-May to October. Each market offers its own personality and unique set of vendors, and several offer shopping incentives for seniors, youth, and SNAP customers. This year, markets that participate in the Double Up Food Bucks (DUFB) Program are increasing their SNAP match from $10 to $20. That means SNAP customers who spend $20 at a participating farmers market can receive an additional $20 to spend on fresh fruits and vegetables, nuts, mushrooms, and plant starts. Customers can only receive the match once per day, however the DUFB dollars can be spent at any market in the state that accepts them. Markets offering DUFB in Tillamook County include Neskowin, Tillamook, and Manzanita. Neskowin Farmers Market The Neskowin Farmers Market is returning to the Proposals Art Center for 2022, located at the corner of Hwy 101 and Summit Road - across the highway from
the Neskowin Beach Wayside. The market moved to this new location in 2021 as part of the Proposals For All project that is working to establish a sustainable, creative platform centered around art and experience along the rural Oregon coast in Neskowin. The Neskowin Farmers Market opens May 21 and runs through October 2. You can find them every Saturday from 9 a.m. – 1 p.m. This year their vendor lineup includes fresh fruits and vegetables, pastured meats, local cheeses, canned goods, and bakery items, fresh flowers and plants, wood-fire pizza, fiber arts, photography, jewelry and other arts and crafts. You can also enjoy live music while you shop. The Neskowin Farmers Market is enrolled in the Double Up Food Bucks program, and certain vendors can accept Farm Direct Nutrition checks. Pacific City Farmers Market The only Sunday Market in the county, the Pacific City Farmers Market opens June 12th and runs through Sept. 25th from 10 a.m. to 2 p.m. This quaint market is located in the parking lot of the Pacific City Library at 6000 Camp Street on the corner of Brooten Road. They’ve added several farms to their line up this year so shoppers will enjoy plenty of fresh fruits and vegetables,
as well as cheese, eggs, handcrafted soaps, jewelry, homemade pottery and delicious baked goods. Tillamook Farmers Market The Tillamook Farmers Market opens June 11th and operates every Saturday from 9 a.m. – 2 p.m. through Sept. 24th. The market is located on the corner of Laurel Avenue and Second Street - directly in front of the Tillamook County Courthouse. This season you can expect to find live music every Saturday, kids games, and plenty of hands-on activities. You will also find a wide array of vendors selling everything from outdoor furniture, homemade rugs, tie dye, smoked cheese, microgreens, fruits and vegetables, fresh-cut flowers, nursery trees, soaps and beauty products, photography and other art. The Tillamook Farmers Market accepts SNAP payment, and is enrolled in the Double Up Food Bucks Program. The market also offers $2 Kids Bucks for youth under age 12 to spend on fruits and vegetables, and certain vendors accept Farm Direct Nutrition checks. Garibaldi Night Market Located under the giant event tent on Tillamook Bay, the Garibaldi Night Market is hosted by the Port of Garibaldi once a month May through August. There is no charge to get in, and customers can enjoy live music, kids games, hot food and local
vendors selling a wide variety of products - including fresh-off-thedock seafood. The hours are 4 - 8 p.m. and the market will run May 26, June 30, July 21, August 11 and September 1.

One of the largest crowds in recent history attended the contest last Friday versus the No. 19 ranked Vikings (10-16). The fans cheered the Mooks on to one of their biggest home wins in Tillamook High School history. The Mooks, guided by first-year Coach Matt Strang, meet the No. 3 ranked North Marion High Huskies (22-4) in a first round playoff game Wednesday May 25, at North Marion High School. If the
Mooks win, they’ll advance to the May 27 quarterfinals. The Cheesemakers, guided by first-year Coach Matt Strang, had the early momentum as they scored a run in the first, two in the second and three in the third for a 6-1 advantage. The tough Vikings fought back though and they capitalized on a Mooks error while making an impressive rally to tie it 6-6 in the fourth inning. “We hit pretty well throughout the game, but they (Vikings) are a pretty good hitting team too,” said Strang. “In some earlier games this season when teams went on a run like that against us, we’ve always kind of folded because we were either getting nervous or uptight and then we didn’t play very well. We didn’t do that against Siuslaw and we played with lots of confidence for the entire game.” Tillamook responded to
the challenge and scored two in the fifth for an 8-6 lead. Tillamook senior pitcher Junior Gonzalez relieved starter Parker McKibbin in the fifth. Gonzalez pitched the last three innings, while helping hold the Vikings to just one run as the Mooks held on for the close win. North Marion is very good and it will be a tough game, but it’s going to be a really good experience for us,” said Strang. “What we’re really looking forward to is next year. We have 12 juniors on our roster right now, so it’s nice for them to get the playoff experience. The game with Siuslaw was just like a playoff game, because if you lose, then your season is over. men’s championship. “Us, Banks, Valley and Astoria all had pretty even numbers after the first day,” said Head Coach Kye Johnson. “We knew it was going to take a really big effort to get into the top two on the men’s side. We pretty much needed a perfect day and we didn’t get that on Friday. But we competed hard, we’re sending some athletes from both groups to state to represent Tillamook and I’m proud of our team’s efforts this spring.” Tillamook Senior Makayla Tuiolemotu qualified for the state meet in Eugene (May 20-21) in all three throwing events. She took first place in the discus at the league championships with a 108 foot, four-inch throw. She also took second in both the Javelin and the Shot Put. 2021‐22 has continued to challenge educators beyond what we could have imagined only a few years ago. The global pandemic has continued, and with it there have been many difficulties including adapting to rapid and frequent changes to statewide and regional health and safety policies, national and local workforce shortages, the ongoing politicization of school governance, widening gaps in student learning and the social‐emotional wellbeing of historically and presently marginalized children, and all the resulting program and operational changes addressed by our teams almost daily. There has also been great joy as students returned to in‐person learning, educators reconnected with one another and with children and families, and ESDs have been re‐centered in the statewide response to many of the challenges faced in our communities. Our educators have often worked tirelessly, selflessly and with genuine care for the well‐being of the children and families they are committed to serving. This Proposed Budget has been produced with a focus on aligning available resources to the 2020‐25 Board‐adopted strategic plan, which directs the administration to elevate the tenets of equity, partnership, innovation, and student success in program design and implementation. While the ESD is experiencing a tightening in general funding, as the state school fund is not keeping pace with costs, we have conversely experienced significant growth in many of our targeted, contract/grant funds. As such, this proposed budget ‐ while constrained in our general operations ‐ contains exciting opportunities for the ESD to deliver on our mission: “In partnership with the communities we serve, Northwest Regional Education Service District improves student learning by providing equitable access to high‐quality services and support.”
