call was received at Tillamook 911 at 1:46 p.m. Saturday, May 16, of a capsized kayak in the ocean off Cape Kiwanda with a subject in the water. Three males: Nicholas Flud, 41, Salem; Brandon Aho, 39, Salem; and a minor, 16, Salem; had been kayak fishing. According to the sheriff’s office, while attempting to return to the beach, Flud and the minor experienced a problem by one of them being capsized by a wave. Aho made the beach but the male who had fallen into the water was unable to reenter his kayak and was holding on to the other’s kayak. Help was

t can’t rain on our parade. For 63 years the June Dairy Parade has graced the streets of downtown Tillamook, drawing thousands of people outside to watch this old-fashioned event that honors the dairy industry and its impact on our community. For over six decades this Tillamook tradition has marked the beginning of summer and a chance for our community to come together and celebrate. And while events are being canceled left and right in Oregon due to mandated orders from the state – the June Dairy Parade isn’t one of them. No, they aren’t breaking the law. They’re just going inside out this year. “We are flipping it on its head,” said Justin Aufdermauer, Executive Director of the Tillamook Chamber of Commerce, which manages the June Dairy Parade each year. “We will be operating under the restrictions of Phase 1; each entry will be staged along the parade route with enough space to hold up to 25 people, while maintaining a physical distance of six feet. Spectators will then be able to drive through the route to enjoy the floats from the safety of their vehicles.”

t River City Flower Farm, you’ll find cosmos, sunflowers, dahlias, snapdragons, sweet peas and everything in-between. Owned and operated by Autum and Zach Peyton, River City Flower Farms is a small family farm raising cut flowers in the lush Nehalem River Valley. “The majority of what we grow we do so from seed,” Autum said. “Our farming practices are focused on organic and sustainable methods. We operate out of our home in Nehalem where we have our greenhouse and we grow our finicky and early spring crops.” The two have been growing flowers at their home since their first summer together nearly eight years ago. “We were visiting the family in Nehalem for New Year’s weekend,” Autum said. “The weather wasn’t much for beach going or hiking so we went for a drive around the valley. After a few, for-sale signs we pulled up to our dream home! We didn’t miss a beat and we moved in 8 weeks later!” They knew they wanted to use a portion of the open, sunny land on the property to grow something besides grass. “So, we talked a lot about market needs and noticed that our little area didn’t seem to have any flower stands or even anywhere you could easily purchase flowers for delivery,” said Autum. “We officially broke ground just last year! We planned on growing the flowers first to see if we could be successful at that.” With three children under the age of three, the family began to see success with their flower business and
started selling a few bouquets at Wild in Manzanita. “Then we got a few restaurants and local business clients,” Autum said. “Word of mouth spread. We had a good base of retail clients throughout the three village area, a few restaurants, cafes, a book store. A few wedding clients and even a few prom florals were done. I would have a pop-up bouquet bar on Saturdays out front of Wild. I’d sit around and make bouquets and let people come make their own! It was really fun and I loved getting to know my community. We would almost sell out every weekend! It was fantastic!” Then Covid-19 happened. The family lost some of the side income and had to go all in on their flower farm business to survive. “We branded ourselves and set out on completely redeveloping our concept to do CSA’s [Community Supported Agriculture],” Autum said. River City Flower Farm’s CSA’s can be purchased in full or half seasons. “In our case the purchaser will receive gorgeous organically raised blooms from our farm weekly or bi-weekly,” Autum said. “Bouquets will be delivered to one of our convenient pick-up locations. Delivery direct to home or business is available for a small additional fee.” A full season CSA is 16 bouquets delivered weekly for $360, or a half season CSA with eight bouquets delivered every other week for $200. he Tillamook Board of County Commissioners voted on Wednesday, May 13, to open Steiner and Three Rivers boat launches in addition to the four county boat launches that were opened last week: Nehalem Bay, Memaloose, Netarts Bay and Pacific City at Sunset Drive. The boat launches will be open Monday through Friday, and close at 6 p.m. Friday. A maximum of three persons per boat will be allowed at this time in order to observe social distancing; boaters are requested to observe the guidelines set out by the Oregon Marine Board. Commissioner David Yamamoto said the commissioners understand that people need to recreate and it is time to start loosening up restrictions. “Do be aware, if things go wrong that the only solution the commissioners may have is to shut things back down again and we do not want to go there,” Yamamoto said. Additionally, the Hungry Harbor Drive boat launch at Cape Kiwanda will be open exclusively to the Pacific City dory fleet Monday through Friday. The dory fleet will park their trucks and trailers in the Cape Kiwanda parking lot, as the beach remains closed to parking. The parking lot at Cape Kiwanda remains closed to the public; dory fleet vehicles only will be allowed. Commissioner Mary Faith Bell said the resolution is a good way to move forward. “It makes me happy that people are getting out on the water because I understand how important that is to Tillamook County citizens, fishermen in particular,” Bell said. Bell said Lake Lytle County Boat Launch may be on the list for the next round of boat launches to open. Commissioners will consider the opening of additional boat launches in the coming weeks. “We all need to get out and enjoy nature as much as we can,” Chair Bill Baertlein said. “The reason we don’t have it open on the weekends is we’re trying to limit the out-of-towners that are coming in.” Yamamoto said if you are in a smaller fishing boat, be aware that you need to be able to maintain that six feet of distance. Sheriff’s deputies will be cruising the lots.
OSP, emergency personnel respond to fatal crash on Hwy 101 Sunday O
regon State Police Troopers and emergency personnel responded to a two-vehicle crash at 2:09 p.m. Sunday, May 17, on Hwy 101 milepost 63, just north of the Tillamook Cheese Factory. Preliminary investigation revealed that a BMW Z3, operated by Samuel Hacker of Scappoose, was traveling northbound when for unknown reasons veered into the southbound lane where it struck a Ford Explorer, operated by Julie Leonnig of Tillamook. Hacker sustained fatal
injuries and was pronounced deceased. A passenger in the BMW, Shayna Tacadena of Gresham, was transported by ground ambulance to Adventist Health Tillamook Hospital with serious injuries. Leonnig, driving the Ford Explorer,0 received minor injuries. Hwy 101 was closed for approximately 3.5 hours following the crash. OSP was assisted by Tillamook County Sheriff’s Office, ODOT and, Tillamook County Fire and Medical.

Pacific City motel owners file suit against County Hilary Dorsey headlightreporter@ countrymedia.net Owners of Anchorage Motel and Pacific City Inn have filed a lawsuit against Tillamook County based on a what they claim in the suit is a violation of civil rights due to being shut down during the COVID-19 pandemic. Sam Mankins and Jeff Williams, owners of Anchorage Motel, said the county does not have the right to shut down business and that the county has discriminated against anything that could bring tourism. Ross Day of Day Law, P.C. in Salem filed the lawsuit on Wednesday, May 13 on behalf of the hotel owners. The suit reads that Mankins and Williams, who also owns the Pacific City Inn, have

been subjected to substantial restrictions by the county. Other counties are allowing lodging to open and operate with few or no restrictions. For both the Anchorage Motel and the Pacific City Inn, the months of May through September generate enough revenue to allow both hotels to operate year-round, according to the suit. The Anchorage Motel typically employs one person through the slow months and two people during the busier summer months. The Pacific City Inn typically employs 7-10 people during winter and 1520 people during the summer. “As a direct result of the county’s actions, the Anchorage Motel was damaged in the amount of $40,000 or an amount to be proven at trial,” Day said in the suit. “The Pacific City Inn was damaged
in the amount of $67,000 or an amount to be proven at trial.” On March 14, the county declared a state of emergency within Tillamook County. On March 22, the county adopted a resolution to close lodging facilities. “COVID-19 represents an unprecedented threat to public health the likes of which has not been seen in the past 100 years,” the board of commissioners wrote in a press release. “The severity of the threat to life, health and safety calls for extreme measures and immediate action.” Commission Chair Bill Baertlein responded to the Headlight’s request for a statement on the suit, stating that the county’s attorney has advised them not to comment.

Both Flud and the minor were wearing flotation devices and were plucked from the waters by US Coast Guard rescue swimmers operating out of a Helicopter. The sheriff’s office said the two were transported to the Pacific City Airport where they were treated for minor environmental exposure and released on scene. They were provided a ride back to Cape Kiwanda where local dory men had recovered their kayaks and brought them to shore for them. Deputy respond to teen on LSD In a separate incident on the top of the Kiwanda Dune, a call for assistance was received by a 19-yearold male from Salem at 2:45 p.m. He was reporting that his girlfriend and another female, both 18 out of Keizer, were experiencing a medical emergency from overdosing on acid. The Tillamook Sheriff’s Office, along with the Oregon State Police, Nestucca Rural Fire, Adventist Ambulance, and Pac West Ambulance responded to assist. Both 18-year-old females were transported to North Lincoln Hospital for treatment. One of the females had to be packed from the top of the dune by rescuers. The 19-year-old male and his 14-year-old sister reported that the females obtained the acid in Salem. Neither the 19-year-old or the 14-year-old were determined to be under the influence and denied use. The following agencies worked on these incidents, Tillamook County Sheriff’s Office, U.S. Coast Guard, Oregon State Police, Nestucca Rural Fire, Adventist Health Ambulance, Pac West Ambulance, and Tillamook 911.

County’s leaders discuss reopening, updates Hilary Dorsey headlightreporter@ countrymedia.net In Tillamook County Leadership Team Teleconferences held Friday, May 15, and Monday, May 18, the county discussed reopening in the county and updates. Tillamook County was approved to enter Phase I of reopening on May 15. Adventist Health Tillamook President Eric Swanson said they have 2,000 KN95 masks they will be delivering to five dentals clinics in the community. Tillamook County Community Health Centers Administrator Marlene Putman said the county will remain in Phase I for at least 21 days before being able to enter Phase I of reopening. While the county is opening, it is opening slowly. “Everybody knows we’re
in Phase I reopening,” Putman said. “We will continue to monitor.” Monitoring includes looking at testing rates, contact tracing, hospitalization rates, personal protective equipment (PPE) and more. “There is not a reinspection requirement for restaurants,” Putman said. The hospitals are beginning to schedule surgeries and procedures. Putman said they have checked with local dental providers and have been assured they are ready to take patients. “Look for updated guidance on either the Governor’s website or on the Oregon Health Authority COVID-19 Update site,” Putman said. Putman said the center is continuing to schedule some in-person visits. If you need to make an appointment, contact your health provider to see if it would be appropriate
to come in for an in-person appointment. Jennifer Purcell, north coast region coordinator at the Governor’s office, is continuing to work with businesses about questions for Phase I reopening. State Sen. Betsy Johnson said fraternal organization want to be treated like restaurants. Purcell said fraternal organizations are prohibited from operating right now. “If a business does not open in Phase I, they are still eligible for those pandemic unemployment assistance benefits,” Purcell said. “For employees, if they are called back to work, they are no longer eligible for unemployment benefits.” Purcell said employers are to provide PPE to their employees and Gov. Rockaway beach cancels Fourth of July events T

he Rockaway Beach City Council met via teleconference on Wednesday, May 13, to continue discussion of the Fourth of July parade and fireworks show.
The council voted and agreed to cancel the Fourth of July events. A citizen, Zandra Umholtz, pitched an idea of a driveway barbecue that could promote singing the national anthem at a certain time. Councilor Nathan Beeman said it is his opinion that they
should follow suit with other counties and cancel the fireworks show and parade. “Nobody else is doing it,” Beeman said of Fourth of July event. “We could get inundated.” Luke Shepard, public works director and city manager, said Gov. Kate Brown

We need to keep Tillamook County closed and safe
Many of us really want to reopen our lives, but until we all get tested and find out if we are carriers, opening up at all is likely to keep us under lockdown for another school year. Adhering to the norm of September-June for students will make a truly significant difference to our children, to our workforce, and to making sure small businesses can remain in existence. I don’t believe Tillamook can recover from the lockdown unless we stay the course and remain separated until EVERYONE knows whether
they are carriers, or current and former survivors of the virus. We can’t afford to open early and let the virus loose again, and then have to go through the isolation all over again, but for even longer, and with casualties. What would help right now would be for EVERYONE to wear masks in public places (at the very least in grocery stores and in businesses that are currently open.) Evidently many locals think they don’t need masks, and they continue putting the rest of us at risk. If they haven’t chosen by now to cooperate, they likely will not pay attention to the milder restrictions of reopening. School busses won’t be safe until we have a vac-
cine, or 1 child per seat and lots of wipes. Day care won’t provide a safe place, more tourists will keep us guessing in restaurants, and all the impressive avoidance we have managed thus far will be undone and restartedin time to sabotage 2021. It would be reassuring if we all stepped back and listened too the people who are experts who have dedicated their lives to learning how to keep us all alive. All those deceased from this pandemic will have died for nothing if we cannot honor them by keeping each other alive. This is not as much a choice as a responsibility. It is unpatriotic to allow yourself the luxury of making others sick or spread-

his has been a very challenging period for all of us, including colleges and universities. Among all the uncertainty and stress, however, TBCC has been moving forward with its Facilities Master Plan (FMP) development. The College has grown rapidly in the last few years and continues to add new academic programs that prepare graduates for many career opportunities locally and beyond. We plan to continue growing to meet the educational needs of businesses and people in Tillamook County, but we have simply run out of room to do so. We started the FMP process over a year ago by holding brainstorming sessions with faculty, staff, and our Board of Education. We then connected with over 400 people throughout Tillamook County to ask how the College could better serve the communities over the coming 20 years. We spoke with business and industry and reviewed regional economic forecasts. All the feedback and suggestions were documented in our Community Engagement Report. The College FMP Committee then took all of the feedback and started considering options for what kind of facilities would be required to meet the needs that were identified. These included a ing death to those whose work and company sustains us. Let’s not pressure our officials to reopen Tillamook, or the parks and beaches, just because they fear losing the votes of those who don’t care; those who just want what they want. We are better than that, and we can sacrifice our pleasure for a little longer, even if only to honor the deaths of so many lost loved ones. No more loss of life need happen if we all can just be patient, responsible, and “Love thy neighbor as thyself.” It’s really not that difficult to show respect and wear a mask. critical need for classrooms, an improved student services area, office space, flexible student spaces, additional careertechnical education space and a much needed conference and meeting space for the College and community. With the help of an architecture firm from Portland, we evaluated options for how to meet these needs. The results, after eight months of work, is a final FMP that provides a vision for TBCC facilities that should serve the college for the next 20 years. There are three phases to reach this vision. First is an Industrial Technology building for the manufacturing, welding, and future industrial programs. This could involve the purchase of an existing building in the community or building a new facility on land the college owns next to the Partners for Rural Innovation Building. The second phase would be to construct a new 25,000 square foot building just south of the current main
campus on college land. This building would have six new classrooms and offices for staff displaced from the current building. It would also have a 500-seat auditorium that would be used for community and college events. The third phase would then be to renovate the current main campus building to expand our student support services area, library and tutoring area, and food pantry, create more faculty offices, and add an additional computer lab and student study spaces. The college has just now submitted a proposal to the State of Oregon to request State matching funds to help make this vision a reality. We will know if we receive the funding by next summer and would then start fundraising and grant writing to raise as much of the remaining costs as possible before asking the community to support the project with a bond. The timeline is to have the project complete fall 2024. As soon as we are able to meet again in groups, I will be traveling around the county to share the FMP with everyone. The College plans to remain an integral part of this county and to continue to meet the educational needs of people for many years to come. These new and renovated facilities will allow TBCC to continue to grow and support the economic vitality and livability of our county.

allow any patrons to enter the library. Can I get books from other libraries? At this time, we are not transferring library material from Driftwood or Newport Libraries in Lincoln County. You can place holds on these items but they will not arrive until Lincoln County resumes their courier service. Items will be transferred between our Tillamook County Libraries for your holds. Can I return library materials at this time? Yes, but we are currently not charging overdue fines. If you do wish to return items, we will have a bin lined with a garbage bag for you to place your returns. When the bag is full, library staff will
quarantine the bag for one week to allow plenty of time for any virus to die out. These returned and quarantined items will remain on your card for one week until we can safely check them in and remove them from your account. What about copies or printing? At this time, we are not offering printing or copy services. Can I catch COVID-19 from library materials? Our current understanding is that the virus is viable, meaning it can infect others, for about 24 hours on cardboard or plastic. To be safe,
we are quarantining items for a period of one week before handling the items. Please be aware that returned materials will stay on your account for a week after you return them, but there will be no fines or overdues during this period. Yes, but what about the cruise ship that had virus in the cabins for 17 days? Detectable virus does not mean infectious virus. The CDC detected parts of the virus’ RNA on the cruise ship after 17 days, but the whole virus must be present to infect a new person. What about the Bookmobile? Is it offering delivery service, too? Because the Bookmobile visits many vulnerable populations, we are devising a new route that will be announced soon. When it is safe to resume the normal route, we will happily do so. When will the libraries
open back up like normal? We wish we knew. We are laying out plans for different phases. The next phase would be what we call “grab and go”, in which patrons will be allowed to come in and choose their items, but lingering will not be allowed. Chairs and other furniture will not be available. We certainly hope we will be able to relax those restrictions quickly, once the situation is safe for staff and public. So there it is! We are giddy with excitement at being able to get some physical library items into your hands. Of course, our virtual library collections of books, music, audiobooks, magazines, newspapers and more will continue to be available. Hope to see you soon picking up some goodies at one of our six physical library locations throughout the county!

OBITUARIES David Martin Minard Oct. 29, 1951 - May 11, 2020
D
avid (Dave) Minard, 68, of Tillamook, OR, passed Monday, May 11, 2020 from complications with cancer. Dave was born to Donald Eugene Minard and Opal Maxine Russell (Minard), October 29, 1951 in North Bend, Oregon. He graduated from Coquille High School in 1970 and served his country as a mechanic in the Army during the Vietnam War from July 20, 1970 to March 27, 1972. He received a Bronze Service Star; National Defense Service Medal, Republic of Vietnam Campaign Medal, an Army Commendation Medal and was recognized as a Sharpshooter. He received an honorable discharge. Dave met Donna Minard
while they both worked in food service. He married Donna Minard on June 11, 1988 in Hillsboro, Oregon. They later moved to Montana and then to Tillamook, Oregon. Upon retirement he fulfilled his passion for German Shepherd dogs by opening his own Dog Breeding Business in Tillamook called Majestic Kennels. To his grandchildren he was known as ‘Dog Man.’ Dave is survived by his wife, Donna Minard, his daughter, Tara Minard and two step children, Justine Gamble and Natasha Clear as well as eight grandchildren and a brother, Ron Minard, sister, Kay Minard and nieces and nephews. Preceding Dave in death were his parents, Don and Maxine Minard, brothers Gary and Jim Minard. The time line for holding a celebration of Dave’s life will be determined once gathering and travel restrictions are adjusted. amuel Allen Webb was born in English, WV on August 1, 1942 and passed to our Heavenly Father in Gilbert, AZ on May 6, 2020. After graduating from Piketon High School, Sam joined the military where his service took him all over the U.S. as well as multiple overseas assignments. He retired from United States Air Force in 1980 at his last assignment at Mt. Hebo, OR AFS with the rank of TSGT. Sam was a loving husband, father, grandfather, veteran and friend to all. When asked how he was, Sam’s favorite response was, ” It’s a Monday, but I’ll get over it!”, and he always did manage to
make the worst day easier to face. His idea of a good time was cruising flea markets and garage sales as well as BS-ing with his friends. He was preceded in death by his mother, Thelma Mae Thompson, father, Charles Hiram Webb and brother, Daniel Alvin Webb. He is survived by his Wife of 58 years and 10 months, Margaret (Maggie) Irene (Dean) Webb of Gilbert, AZ, daughters, Carlotta Webb and Patricia Jenkins, son, Samuel Webb, daughter in law, Melissa J Seil, daughter of his heart Mary D. Smith, sister, Sheila (Webb) Speight of Florida and brother, Harold Lee Webb, Sr. of Georgia, grandchildren, Brandon Webb, Christina Jenkins, Gina Jenkins, Mark Anthony Jenkins, Quinton Webb, Jonathan Smith, as well as countless friends. athryn Eleanor Mumford, 98, peacefully joined her Lord April 22, 2020 from the Twin Oaks Nursing Center in Tulare, California. Kathryn (Kaye) was born Kathryn Eleanor Link in St. Michael, Nebraska on February 27, 1922 to Carl William Link and Maria Vernice Taylor Link. Kathryn attended school in Nebraska before transferring to Commerce High School in San Francisco through her sophomore and junior years. She returned to Nebraska her senior year and graduated from Ravenna High School in 1940. Kaye married in 1942 and is proceeded in death by her husband of 47 years, Kenneth Marshall Mumford (1919-1989). Kaye also outlived her three siblings: sisters Helen (1914-2002) and Janette (1926-1971) and brother Harold (1917-2004). Kathryn will be remembered as a faithful servant of God. Her life was dedicated to spreading the word of the Lord by singing in her church choir, playing the piano and organ, volunteering, teaching Sunday School, going on mission trips, or sitting with a family member or friend to encourage and pray. Her faith also made her adventurous leading her to travel by plane, train, automobile, or especially motorcycle. Kaye and Ken were small
business owners of several restaurants--all involving donuts--where Kaye served in every capacity. For the last 20 years of her working life, Kaye was an administrator at the Hilldale Convalescent Center, receiving awards both personally and professionally; she retired in 1989. People will remember Kaye as an energetic, patriotic, historyloving storyteller. Kaye never met a stranger and was known by all the families and friends of her children and grandchildren. Kaye moved to Tillamook in 2007 to stay with son Matthew, she quickly declined and moved to Five Rivers Assisted Living where she remained until 2014 when she moved to Tulare, CA to a nursing home close to oldest son Marshall. Kathryn is survived by her three sons and their wives: Marshall Link Mumford and Kitty (Williams) of Tulare, California; Monte Hilton Mumford and Kathleen (Kennedy) of Tasmania, Australia; and Matthew Kenneth Mumford and Patricia (Kelley) of Tillamook, Oregon. She leaves nine grandsons (Jeremy Patrick, Adam, Marc, Myles G., AW, Myles W., and Michael) nine great-grandsons (Darby, Jacob, Adam Jr., William, Otto, Huw, Erich, Fynn, and Riley) three greatgranddaughters (Evie, Althea, and Alysia) and one great, great-grandson (Sawyer). Plus, nieces, great-nephews, and great-nieces in the Portland area. Kaye was interred next to her husband Ken at El Camino Memorial in San Diego, California on May 6. adine Janet (Hirsch) Calkins, 86, peacefully passed away May 15, 2020 in Bozeman, MT with her family at her side. Nadine was the second
child of Anna & Chester Hirsch of Portland, Oregon and arrived on July 16, 1933. She graduated from Parkrose High School in 1951. Nadine married Charles Holden and moved to Vancouver, WA where they raised four daughters (divorced in 1962). She was employed as a bookkeeper with Brock Restaurants until 1972. In 1973 she married Virgil A. Calkins and moved to Portland, OR where she worked in accounting and studied Real Estate. They later moved to Nehalem, OR and she began her real estate career as a salesperson with Pete Anderson Realty in Manzanita OR. Nadine was a top selling agent for many years until her retirement in 2008. Nadine was preceded in death by her parents, her husband Virgil, and her youngest daughter Patricia Abbett. She is survived by daughters Linda Padberg (husband John) of Hermiston, OR, Bonnie Holden (husband Lee Rinderknecht) of Bozeman, MT, Debra Hanson (husband Ted) of Vancouver, WA, sister Donna Casciato of Vancouver, WA, and brother Melvin Hirsch (wife Judy) of Bozeman, MT; seven grandchildren, thirteen great grandchildren and numerous nieces and nephews. A private family interment and celebration of life will be held at a later date in Vancouver, WA

eresa (Teddi) Darrah Cornish (Teresa Gillitzer) passed away Sunday, May 10, 2020, at age 75, from renal cell cancer in Rockaway Beach, Oregon. She battled the stage four cancer throughout the past couple of years. She is survived by her husband, Dennis Cornish of Oregon, her sister, Susan Wilson and her family of Utah, her 3 children and their families in Alaska, Dale Gillitzer, Brian Gillitzer, and Lynn GillitzerGrover, as well as Dennis’ 4 children and their families, Melinda Cornish, Cynthia Cornish, DJ Cornish, and Julie Overstreet. Teddi also had many loving grandchildren and some great grandchildren as well as nieces and nephews who adored her. Teddi lived in Alaska for many years of her

The couple lives in Netarts and have two children, Miya a Freshman at Oregon State and Paige a Sophomore at Tillamook High School. Lucas, is an Ice Cream Production Manager at Tillamook County Creamery Association. He is originally from Cedar Rapids, Iowa. Lucas graduated from the University of Northern Iowa in 1999 with a BA in Economics. In his spare time, Lucas likes to golf, cooking and he has taken up crabbing. On Thursday, May 14, 2020 at approximately 12:22 p.m., Tillamook County Communications District 911 received a call regarding a capsized dory boat off Cape Kiwanda Beach in Pacific City, throwing the two adult male occupants into the surf. The Tillamook County Sheriff’s Office responded to assist. Prior to any emergency services arriving, two surfers, Gary Link and Taka Nakagawa, who had witnessed the event, paddled out and assisted the fishermen, bringing them to shore. The captain of the dory boat said he was trying to come back into the beach to land his vessel. The vessel got stuck on a sand bar and could not get to beach with enough force to clear the surf. The captain waited just off the

She worked as a receptionist, bank teller, and most recently before retirement and for the longest amount of time as a parts desk manager with NC Machinery in Fairbanks, Alaska. Teddi enjoyed being social and doing things with her family and friends. Engaging with others is when she was the happiest. We will always remember her smile and kindness as well as her sense of humor. Teddi is to be cremated and buried with her own parents, Gilbert and Clara Darrah of Clearfield, Utah.

beach so that one of the other dorymen could help. He could not keep the vessel steady enough to allow one of them to go retrieve the trailer and truck. Eventually the captain turned back toward the ocean so they could try another landing. They got stuck on the first sand bar which stopped the boat. The next wave pushed the transom of the boat into the sand bar and the following wave hit the bow of the boat, breaking the windshield and rolling the vessel over backwards. Both fishermen had been wearing personal floatation devices and were transported to North Lincoln Hospital by Adventist Ambulance for minor exposure injuries where they were treated and released. The boat was retrieved from the surf by several other dorymen. No hazardous material was deposited into the water. The sheriff’s office assisted Nestucca Rural Fire District, Adventist Ambulance, Oregon State Police, and Tillamook County Communications District 911. The Coast Guard had been summoned but cancelled after they were informed all persons and vessels had been removed from the water.

The virus will be with us until an approved treatment or prevention is available. We still need to practice physical distancing, wear face masks and practice enhanced hygiene. Leaders suggest that the most vulnerable members of the community should remain quarantined at home. Hospital and nursing homes must continue to limit visitors and the public should limit travel and keep gatherings to no more than 25. Those who can work from home should do so and everyone should remain at home whenever they are ill.

hat a fabulous Mothers’ Day I had. I hope all you ladies had as much fun as me. Normally, I would have had a picnic/ukulele jam at our house, but this year, well, you know, everything is a bit different. But, that’s okay. I will just appreciate everything in my life that much more, when this is over. Amber and I spent the entire day doing whatever I wanted. So, we played on our ukuleles! Almost all day, because we have to eat once in a while. Dale cooked spareribs, they were yummy! It was his first attempt, so we will try different recipes until we come up with the PERFECT ribs. After dinner, we played more ukulele. Now I can’t get Amber to join me when I play. She is so done, giggle. But I’m not. Our favorite store, Etcetera, opened on May 15th. The

They’re cute but don’t approach seal pups on beaches Seal pups venturing onto Oregon’s beaches this spring need some social distance too. Young seal pups are at risk from well-meaning people who mistakenly try to rescue them, said Oregon State University marine mammal biologist Jim Rice. “We’re in the peak of pupping season right now and this past weekend there were several incidents reported of people approaching too closely to seal pups on Oregon beaches,” said Rice, who coordinates the statewide Oregon Marine Mammal Stranding Network headquartered at OSU’s Marine Mammal Institute at the Hatfield Marine Science Center. Rice urges the public to refrain from touching or approaching the seal pups, which in most cases are not orphaned or abandoned. Seal pups are frequently left on the beach by their mothers, who are out looking for food. The harbor seal pupping season on the Oregon coast is generally March through June, with a peak in mid-May. “Newborn pups typically spend several hours each day waiting for their mothers to reunite with them,” Rice said. “Adult female seals spend most of their time in the water, hunt-
ing for food, and only come ashore periodically to nurse their pups. But the mothers are wary of people and unlikely to rejoin a pup if there is activity nearby.” Rice said concerned but uninformed beach-goers will sometimes interfere, picking up seal pups and taking them away from the beaches - and their mothers. A more common threat is hovering by curious onlookers, which can cause stress to the pups and prevents their mothers from returning to them. “It’s tempting for some people to attempt to ‘rescue’ these seemingly hapless pups,” Rice said. “A pup’s best chance for survival is to be left alone. A dependent pup that’s taken away from its mother will certainly die.” Bystanders should stay at least 50 yards away and keep their dogs leashed, Rice said. “After suckling for about four weeks, weaned pups are abandoned by their mothers, left to fend for themselves,” Rice added. “They will continue to come onto beaches periodically to rest as they grow and learn how to catch their own food.” Even with the best of intentions, Rice said, people can do a great deal
of harm. Additionally, people who disturb seal pups, even those who are just trying to help, risk being fined under laws intended to protect marine mammals. The Marine Mammal Protection Act prohibits human interaction with seal pups and other marine mammals on the beach. Anyone who observes incidents of seal pup harassment or animals in distress should call the Oregon State Police at 1-800-4527888, Rice said. 2020 Tillamook County Fair focuses on kids, livestock The Tillamook County Fair has been a shining star on the Northern Coast since its inception in 1891. For years, people have gathered in Tillamook in August to share agricultural knowledge, connect with neighbors and create lasting memories that span generations. The 2020 Fair scheduled for August 5-8 will be quite different than what fairs have become in the last decade. The coronavirus has impacted every
one of us in some way and now has made its mark on the way Tillamook County residents will participate and enjoy the fair. The Tillamook County Fair Board, staff, 4-H, FFA and Junior Livestock Auction Committee have been working on plans to ensure that the youth program participants will be recognized and showcased this year. On Thursday, May 7,
Governor Brown announced plans for the gradual reopening of Oregon. Large gatherings, including fairs, will not be allowed through at least September. While we cannot control the reopening process, we can, as a team with our community partners construct a solid plan to make the 2020 Tillamook County Fair a spectacular event for the entire community. Wheeler council announces reopening steps for Phase I In response to the Phase I reopening of Tillamook County, the City of Wheeler announced Monday, May 18, the following reopening steps: Wheeler’s boat ramp and Waterfront Park are now open Monday through Friday, every week. A porta potty will be provided at the park to protect the health of users. If reopening Waterfront Park goes smoothly, the city
will reopen Upper Park. City hall will reopen Monday, June 1. The public is encouraged to schedule an appointment with staff or call ahead, to assure appropriate distancing. Staff can provide non-latex gloves, masks and hand sanitizer. Per the Governor’s orders, shops and services reopened on May 15. They are expected to accommodate six-foot dis-
tancing between patrons and use personal protective equipment, per state standards. Businesses can also obtain pavement clings, window clings and posters to support safe distancing, from the Manzanita Visitors Center. Staff and council will continually evaluate Wheeler’s reopening, take public input and respond to state health indicators.

Kilchis House plans parking lot parade
O
rganizers at the Kilchis House in Tillamook have scheduled a drive by parade for their residents to see family, neighbors and friends and to have a little fun. The big event is slated for 11 a.m. on Saturday, May 23 at the Kilchis House at 4212 Marlof Place in Tillamook. Whoever wants to do a drive by is invited to join the parade. Organizers are asking those who participate to roll your windows down and give their wonderful seniors who will be watching a wave. Signs displayed by or on your vehicle are welcome. Organizers are asking to not throw candy, just drive by wave and say hello.

A
s the COVID-19 pandemic continues to unfold, food insecurity in Oregon and its rural communities is at an all-time high. Tillamook-based nonprofit Food Roots is partnering with Oregon Food Bank, Tillamook County Services (OFB-TCS) to utilize its FarmTable storefront as a food hub aggregator and institutional supplier on behalf of local farms. In the past four weeks, this partnership has generated close to $5,000 in local food sales to the Tillamook-based food bank in which supplies of local salad mix, braising greens, herbs, root crops, and ground beef have been made available to Tillamook County meal sites and pantry participants, and provided needed income for local food producers. Weekly purchases will continue until June 4. The COVID-19 pandemic has disrupted the food supply chain for the statewide Oregon Food Bank network, and in April Gov. Kate Brown allocated $8 million to OFB for the purchase of locally produced food throughout its regional branches across Oregon. “Thanks in part to the outpouring of support from the community and the recent $8 million dollar grant from State, Oregon Food Bank is purchasing more locally produced food,” said Mis Carlson-Swanson, Branch Services Manager at Oregon Food Bank Tillamook County Services. “With current safety
considerations, OFB and the Oregon Food Bank Network have had to adjust their food procurement procedures to shift resources to emergency response and distribution. As a result, accepting food donations from members of the public has been temporarily paused at Oregon Food Bank warehouses.” For updated procedures for other partners in the Oregon Food Bank Network, it is recommended to reach out to those agencies directly. Food Roots and OFB, Tillamook County Services stepped up immediately to fill the needs of both food insecure community members and of local farms who were impacted by restaurant closures, food-related event cancellations, and other local food buyer disruptions. “Meal sites were incredibly grateful to receive this locally raised ground beef to include in their hot, prepared meals...the fresh, local salad greens are so amazing! They are going so quickly through the meal sites and pantries,” Carlson-Swanson said. “We’ve seen an incredible increase in our community’s engagement and need for the FarmTable store,” said Lauren Sorg, executive director of Food Roots. “As a nonprofit program serving both our local food producers
and our community’s access to this local food, FarmTable has proven to be a huge asset for these stakeholders right now, and we have been extremely fortunate for the ability to increase the store’s capacity in response to the overwhelming need of our community.” Columbia Pacific CCO, TLC Fibre Federal and Northwest Farm Credit Services, and Double Up Food Bucks Oregon Food Bank partnerships, have provided COVID-19 response support for Food Roots FarmTable operations and food access programming. “We are investigating all opportunities for additional funding since we know we will need more long-term solutions to address continued food insecurity, food aggregation, distribution and farmer/food producer business development,” Sorg said. For those looking to purchase local food through Food Roots FarmTable, the storefront is located at 113 Main Ave. in downtown Tillamook and is currently open for phone orders and curb side pick up only, Monday through Wednesday from noon to 6 p.m. Food Roots is currently piloting an online ordering system with weekly Bounty Boxes, a week’s worth of local food items with vegetarian, meat, and pescatarian options. Food Roots provides 50 percent off the cost of a Double Up Food Bucks bounty box for SNAP/EBT customers.

Health care, emergency response, school and education programs, and roads and bridges are all impacted by the Census. The COVID-19 pandemic underscores the importance of census data and participation. As of May 1, the self-response rate statewide in Oregon is at 58.3 percent while Tillamook County is running at 29.6 percent. In 2010, Tillamook had a final rate of just 40.7 percent. Census results inform planning and funding decisions for communities for critical public services. These services include: hospitals, health clinics, and health care services; emergency and disaster response, fire and public safety services; schools, education programs, grants and more; roads, bridges and other public transit and infrastructure projects; business and economic development; housing services and programs for special populations; family and social services; and water and waste management. Emergency situations like the COVID-19 pandemic illustrate how important it is for health care facilities in our communities to have the funding and resources they need to effectively support the populations they serve. Together with data from the Census Bureau’s American Community Survey (ACS), census data allows scientists and health care experts to model the potential impact of an emerging health threat. 2020 Census results will determine the number of seats each state receives in the U.S. House of Representatives. Results also impact congressional and state legislative districts. Business owners use census statistics to create economic and employment opportunities. The statistics help determine where to hire new employees, open new locations and more. s stay-at-home restrictions begin to lift and the weather changes, people are ready to get outside. This reprint from a previous article on the health impacts of being outdoors gives us one more reason to celebrate where we live. Just remember to follow current guidelines when out and about with others. And keep washing those hands! “Earth and sky, woods and fields, lakes and rivers, the mountain and the sea, are excellent schoolmasters, and teach some of us more than we can ever learn from books.” - John Lubbock Fresh air offers a great benefit to our health. Living in congested city environments is associated with increased risk for many health complications; while those who live by bodies of water, like the ocean, rivers, and lakes, enjoy improved mood and sense of well-being. Outdoor environments around bodies of water and trees like evergreen and cedar have more negatively charged ions which research shows is good for health. Ocean air from the mid-Pacific contains significantly less particulate matter compared to air from large cities. Ions are tiny, electrified particles of matter. Ionization along with oxygen and
the absence of pollutants help to make “fresh “air, which has more negative ions. Negatively charged air has been shown to kill germs, decrease the survival of airborne bacteria and viruses, boost immune function and even improve symptoms of depression. Alternately, positively charged air is associated with feelings of unpleasantness and lethargy. (Links to research articles and additional information on this topic can be found at https://www.healthline.com/health/ negative-ions.) Fresh air is also dependent on trees. Trees draw particulates, ozone and pollutants from the air into their leaves cleaning the air. The University of Chicago studied the number of trees in
Toronto Canada and found a relationship to public health. Their 2015 study published in Scientific Reports showed that planting ten trees per city block related to increased perceptions related to a person’s health. People living on those blocks suffered less from obesity and hypertension as compared to neighborhoods with fewer trees and had the same health impact as being 7 years younger. People living in a neighborhood with less than 10% tree canopy were much more likely to have symptoms of depression, stress and anxiety a Survey of Health of Wisconsin found. Many other studies are examining how higher amounts of green space in cities leads to mental health benefits. Even outdoor exercise and community gardening, as explored by Harvard School of Public Health, are linked to mental health benefits such as recovery of mental fatigue, reduced stress and improved restoration.
