COVID-19 cases increase in Tillamook County T

illamook County Health Department reported Friday, April 2, 37 new confirmed COVID-19 cases for March 26 – April 1, with 34 of those being positive and three presumptive. The health department is monitoring over 50 cases. Administrator Marlene Putman said during a community update April 2 that a person from Tillamook County is currently hospitalized outside of the area. “We’re keeping an eye on that Warning Week data,” Putman said. “Earlier this week reported that the

county was nearing the High Risk category. Looking at those positive cases for the period of March 21 through April 1, we have 57 cases.” The county is at risk of moving to High Risk with the 57 cases but data for Friday, April 2, and Saturday, April 3, will determine the risk level, Putman added. The announcement of the risk level will be available Tuesday, April 6, and effective Friday, April 9. “Please keep using precautions,” Putman said. “Wear a mask and keep 6 feet of distance when gathering with people outside of your household; limit those gatherings to no more than eight people.” To schedule a no-cost COVID-19

test, call the health center’s COVID-19 line at 503-842-3900. Adventist Health Tillamook President Eric Swanson said across Oregon, 155 people are hospitalized with COVID-19. In Region 1 – which includes Tillamook, Clatsop, Clackamas, Columbia, Multnomah and Washington counties – have 64 adult ICU beds available. “We have plenty of PPE,” Swanson said. Emergency Preparedness Coordinator Ed Colson said weekly vaccine distribution was 745 primary doses, 425 booster doses. A total of 7,620 Tillamook County residents have received one dose of the vaccine and 3,629 residents are fully vaccinated.

“These data totals are as of March 30 due to an issue on Alert, which is the state’s vaccine reporting site,” Colson said. “The data wasn’t accessible at this time for yesterday.” Vaccine partners are keeping a close eye on appointments and continue to hold vaccine clinics weekly, Colson added. Many users of the new online scheduling tool have reported how easy the tool is. “You must currently be eligible to book an appointment,” Colson said. “A part of the registration does ask this question.” If you are unable to utilize the online scheduling tool, call the health center’s vaccine line at 503842-3914. People are able to sched-

ule vaccines up to three weeks out. Phase 1B, Group 7 will be eligible for the vaccine Monday, April 5. This includes frontline workers as defined by CDC. Frontline workers include a long list of people, including those who work in food service, grocery stores and retail stores, colleges, U.S. Postal Service, and more. Jackie Edwards 74 years old Occupation: Having worked since age fifteen, I have had many working positions over the years. In my post-college years I worked for Dun and Bradstreet in their Los Angeles office. Later I worked as a buyer for Bergen-Brunswig Medical-

Surgical. I then worked for TRW aerospace corporation in Pricing, and later was an officer of a bank in San Fernando, CA. Over the years I also had a home editing/transcription business in which I served the colleges and law offices in the area. After I moved to the Pacific Northwest, I was employed as a facilitator in the prison system focusing on life skills and moral development. Later, after moving to Tillamook County, I worked for the Headlight-Herald as a reporter for several years, reporting on South County and Tillamook County Government. I have a wide financial background and an understanding of people and their concerns in all walks of life. Education: I attended Oklahoma College for Woman in Chickasha, OK; Antioch University in Marina del Rey, CA; Harbor College in Wilmington, CA and Valley College in Van Nuys, CA. While working in aerospace I took

many seminars in Contract Administration and Pricing. Family: My family consists of my son, Mana, Jr. and daughter, Kari, with their three children, Trent, Farah and Lauryn. Why are you running for Tillamook County Transportation District, Position 3? The Transportation District Board offers an opportunity to assist citizens of Tillamook County at a very basic and necessary level. Transportation is vital to the survival of families always, but especially in a rural area where job locations are many times a great distance from home and medical appointments can be impossible to attend without adequate (and specially assisted) transportation. In the seven to eight years I have been involved with the District, I have seen services to our residents multiply, addressing needs that had not been previously met.

Linda Adler 62 years young Occupation: Currently, I am the Property Manager at the Tillamook Port Storage and have a long work history in facility management, so i understand operations and budgets. Before Covid 19 I worked at Marie Mills Center, a work program for the developmentally disabled in Tillamook. I understand how important public transit is for people who are unable or can’t afford to drive a car. Education: I studied Social work at Portland State University, and computer

software at Wilbur Wright College in Chicago. Family: I grew up in the rural town of Lafayette Oregon and attended school in McMinnville. I graduated high school in a tiny town called Stanfield in Eastern Oregon. My extended family lives in South County; one of my cousins teaches special needs kids at Nestucca High School Why are you running for Tillamook County Transportation District Director, position 3? I am currently the only board member and the only candidate that lives in South County. The board tends to focus on services to the central part of the county, partly as a result of the imbalance in representation on the board. Outside of the City of Tillamook, South County has the highest year round population, the lowest median income and the most people who are “transit dependent”. South County ONLY has 4 Wave bus runs a day while all the other routes run at least 6,

with many more (needed) trips within the City of Tillamook. What experience/skills do you have that makes you the best candidate? I held a real estate license in Chicago for 30 years, and during that time managed high-rise buildings. I developed and oversaw budgets up to 5 million dollars. What is the district’s biggest challenge and how will you overcome it? Running a transportation District is a balancing act. There are many urgent issues that arise, plus yearly and long range needs and funding to address. All transit systems, especially rural systems in low density areas, are heavily supported by federal funding; directing that funding to where it is most needed is one of the responsibilities of the board. Most recently the Transportation District has been dealing with COVID: we had to retrofit the busses

I have been a supporter of TCTD since its inception. As the Office Manager for a large church, I was well aware of the difficulty of our elderly and veterans to get transportation to doctor’s appointments;

locally and in Portland. As a fledgling agency it was not without its challenges. I won a spot on the district board in 2005 and served 2 terms. Together with other committed board members we managed to smooth out the road for a fairly smooth ride. Now that I am retired, I have even more time to give in helping the district work with local agencies, riders and the public to provide as many of the identified, priority services possible at a reasonable cost. The district is fortunate to have a manager who is fiscally responsible and has built strong ties with agencies and folks in our community. What experience/skills do you have that makes you the best candidate? I have served two terms on the TCTD board. I regularly attend board meetings, serve on the Budget Committee and am Chairman of the Transportation Advisory Committee. I am especially pleased with the results of the Transportation Advisory Committee’s work. The committee worked with a consulting agency, and of the 209 responses to a questionnaire only 5 responses came back from out of county. I feel

A solid, functioning board is the greatest way of advancing the mission of any special district. I see some board members consistently treat other board members, some staff, and even guests in a biased and disrespectful way instead of keeping the district’s best interests in mind over their personal agendas. I am not advocating for total agreement! One board member is an extreme, fiscal conservative. The healthiest boards have members who can forcefully argue their position, respectfully disagree, and then come together on a solution. He fits that bill. I would join other board members in “publishing” board meetings live on Facebook and/or the local government access channel. Currently, unless a citizen does a public records request, they are limited to taking our word for any problems. Total transparency, would point out any unprofessional conduct by ANY board member, and allow for a more informed voter base.

My transit use has provided me with experience in what works and what does not work in public transportation, having relied solely on interconnected public transportation systems while in college and as I worked and traveled nationally and internationally. Having worked in the legal field for many years, I believe my experience in careful listening, viewing issues from different perspectives and researching solutions to difficult problems will enable me to be a dynamic and effective

What is the district’s biggest challenge and how will you overcome it? I have been listening to Tillamook County bus riders and their stories to learn what issues directly affect their ability to ride the Wave and use Dial-a-Ride. I have also listened to people in our county who do not use those services to learn why they do not. I found that frequent transit access to ALL communities in our county is a big challenge, as well as ensuring timely connections to transit services in our neighboring counties. I have begun reaching out to people in our community and in neighboring counties who have worked to address these issues to learn options that have been considered, and what options have been tried for resolution. I intend to continue the dialogue by being accessible to community members, to continue to explore innovative ways to approach the challenges, and to work collegially with the other District board members to implement positive changes.

with significant skin in the game. What is the school district’s biggest challenge and how will you overcome it? Most would likely say funding or new challenges around cultural shift. I would say it’s risk/time management. Understanding how to quantify the top risks facing parents, students, teaching staff, administrators, and school board members with the limited time available is critical. The ability to then act to manage/mitigate risks, be it new gym floors, medical treatment in the school, or shifting educational programs becomes manageable. If the risks facing our district can’t be quantified against each other, the district might find itself spending its limited time and resources on an area of lesser risk, while greater risk areas/activities are ignored. A functional documented risk management framework including operational and enterprise risk is a must. Utilizing twenty plus years of professional risk management skills, education, and life lessons. I would work to enhance any existing risk management practices, add quantification, documentation, and present them for transparency sake to the families of the school district.

According to Bill, the entire festival is a celebration, idea and method sharing experience for those who are fighting or have beat cancer. Slated for the event is a Elvis Presley contest with prizes awarded on April 17. the contest will also be broadcasted out of Carson City’s A to Zen. On April 18 there will be a Willow Disc Golf Tournament with prizes so sharpen up your throwing skills. Rockaway Beach was the only beach I ever knew growing up. 5 years ago, I made it my home. Why are you running for Neah-Kah-Nie School District Director, zone 4? I’m running, because I was asked to. It was a reasonable request and after considering it I said yes. I consider myself someone that advocates for Kids and providing opportunities for them. What experience/skills do you have that makes you the best candidate? I have no idea if I’m the best for this position. That is for others to decide. What I do know is I have no problem advocating for every kid. I believe I’m an effective leader, as well as, a

dedicated team player. I will approach each challenge with Kindness, Compassion and Honesty. My words will be matched with action and my actions will have accountability. I will demand accountability, to the kids, from those I will be working with. What is the district’s biggest challenge and how will you overcome it? I think if you asked 10 people what the biggest challenge for this school district is, you’d get at least 3or4 answers. There are always challenges, but it’s those obstacles that truly define us. To sit here and pick apart the school district would be futile and not necessary. But introducing new direction is important and cant be looked at as intimidating. If there is one challenge I might foresee, is convincing others, that I dont have an agenda. This is not some ego driven stepping stone. The students voice has to be heard and our actions have to back that up.

position 3? We need improved communications protocols to discern the difference between 911 calls for law enforcement, mental health, substance abuse, EMS, and/ or firefighters. Mental Health Counselors and Substance Abuse Counselors dispatched through local 911 can help reduce the unnecessary involvement of deputies, officers, firefighters, or EMS.I propose a name change for the board to “Tillamook County Emergency Communications District 911/988” when the new 988 number is implemented nationwide. Through the National Council for Behavioral Health, 911 dispatch operators can be trained in Mental Health First Aid ®, which would help in the dispatch of trained mental health professionals who can assist in matters that are not law enforcement related. I

also propose that 911 dispatchers become trained as Certified Alcohol and Drug Counselors so that trained CADC counselors can be dispatched for matters that do not involve law enforcement where necessary. A 6-Month Experiment replacing Denver Police with Mental Health Teams has been a recognized success. Matt Kelly, Age: 50 Occupation: I have worked for Tillamook County Sheriff’s Office for 20 years. I currently hold the position of Undersheriff and supervise all divisions of the Sheriff’s Office. Education: I graduated from Neah-Kah-Nie High School in 1988 and enlisted in the US Air Force in 1989. I’ve held and hold various certifications including 911 Telecommunicator certification, Emergency Medical dispatcher certification, and

Basic, Intermediate and Advanced police certifications. Family: I and most of my family have roots in Tillamook County. My mother, sister and several members of my extended family all reside locally. My partner of several years, Ahnie Seaholm and I reside together in central Tillamook County. Why are you running for Tillamook County Emergrency Communications Director, position 3? As a former 911 dispatcher, firefighter and current law enforcement officer the 911 system is extremely important to me and holds a special place in my heart. I want to maintain the quality of service that 911 has been and continues to provide to the citizens, visitors, and first responders of Tillamook County. 911 dispatchers are the first “First Responders”. They are the voices on the other end of the line in your time of need. I will do everything I can to ensure Tillamook 911 provides outstanding assistance and service to Tillamook County.

What experience/skills do you have that makes you the best candidate? After completing an eightyear enlistment in the United States Air Force, I came home to Tillamook County. I was hired by Tillamook County 911 as a 911 dispatcher in 1997. Since that time, my life has been devoted to public safety. I was a 911 dispatcher for two years then hired as a police officer for Tillamook City Police. In 2001 I was hired by Tillamook County Sheriff’s Office where I served as a Patrol Deputy, Detective, Detective Sergeant, Lieutenant, and now Undersheriff. Also, during that time, I was a volunteer firefighter for Netarts/Oceanside Fire Rescue. Because of my 24 years of experience in public safety, I can see problems and solutions from several different perspectives. I understand the challenges that 911 dispatchers face and what their essential roles are in public safety. What is the district’s biggest challenge and how will

you overcome it? The biggest challenges for the Tillamook County Emergency Communication District are hiring and retaining staff as well as keeping up with changes in technology. Hiring in public safety is very challenging. I want to ensure that Tillamook 911 hires and retains the best people to be dispatchers. It is important to ensure the women and men that choose a career as a 911 dispatcher can take 911 emergency calls, give lifesaving emergency medical instructions, and notify the correct public safety responders. I want to make sure that 911 dispatchers realize they are a essential part of the first responder family. I feel it is important to continue to evaluate compensation and working conditions so that we can hire and retain great people all while providing a positive working environment. I will work with the District to identify current technologies while being mindful to balance costs and needs.

A suspicious character had been recorded on a neighbor’s video camera; the police followed up on that lead and found that it was indeed the man who had stolen the vehicle. Perhaps it would be a good idea for more of us to install security cameras. While on the topic of crime, a gentle reminder that the speed limit in Cape Meares is 25 mph. We may have visitors who aren’t keenly aware of that, but those of us who live here could do a better job—yours truly included! It’s easy to get distracted by our pretty little village and forget to check the speedometer. A gentleman called the other day with an idea about how to permanently stop development on Bayocean Spit. He said that Cape Lookout has a sign on 8th Street denoting Netarts Spit as a

part of the National Wildlife Refuge system established in the 1960s under John F. Kennedy; therefore, no building is allowed on that spit. He wonders why Bayocean Spit can’t have a similar designation. Someone reading this column might know how to further his idea. Speaking of the spit, just a reminder that we are in the midst of the annual snowy plover nesting period, which runs from March 15 to September 15. A section of Bayocean Spit is roped off, indicating the sensitive nesting area. Please do not walk on the dry sand in this area; walk only on the wet sand. No bikes of any kind or dogs (even leashed) are allowed from the start of the marked snowy plover area to the jetty, as either might scare these small shorebirds. Please do your part to protect this threatened species.

hat a relief! Spring break in Cape Meares was back to normal. Unlike last year, when hordes descended upon us just before the state went into quarantine, this year had only the usual number of revelers. We liked seeing our full-timers, part-timers, and a few extra tourists enjoying the seashore, despite the somewhat rainy start to the week. On a personal note, it was like old times here in the Steen household. Our son, his wife and their two children, ages 3 years and 15 months, visited the first half of spring break. Our youngest daughter and her two girls, ages 15 and 12, visited the second half of

the week, with friends joining them for a day. We were up in the forest, on the beach, playing board games, shopping in town at Salty Raven and the Blue Heron, eating salmon, and making sundaes with Tillamook ice cream. It’s amazing how freeing COVID vaccinations can be! Unfortunately, spring break also brought out the opportunists. n days I work in Tillamook, I’m occasionally hungry on the drive into town. One morning last week, Hebo Market was out of the breakfast sandwich that I usually buy to eat on my way to work. I dropped by Yellow Dog, the coffee cart located just north of the intersection of U.S. Highway 101 and State Route 22. They offer breakfast sandwiches on bagels or croissants. I ordered ham and cheese which came with at least an inch of stacked ham slices, a layer of yellow cheese and a slab of scrambled eggs on a croissant for $5. It was prepared in a jiffy and perfect for a work day breakfast. Speaking of edible indulgences, Krispy Kreme donut franchises are offering a free glazed donut each time a fully vaccinated customer presents their immunization card in 2021, according to a post on Facebook. While we may not always share your opinion on issues, we applaud you for doing what your constituents elected you to do. Response the Krostikin column I am writing in regard to the March 2 Guest Column by Robin Kostrikin. The gist of this rant, as I understand it, is that the scientific, clinical, and public health community, and especially Dr. Anthony Fauci are part of a diabolical scheme to foist unproven and unsafe vaccines on the American people. Additionally, they are suppressing the availability of safe, effective, proven, and inexpensive treatments. I counted 23 statements of “facts” made. These statements are either flat-out untrue, irrelevant, or taken so far out of context as to be misleading/meaningless. I obviously cannot address all of these statements in 500 words, but I will address a few of the most critical in the current covid-19 context: 1. Ivermectin is not a “miracle” cure, at least not for covid-19. It is very efficacious as an anti-parasitic drug (not versus any known virus

infection). There is a tenuous scientific rationale for it in covid-19, but it is unproven. The clinical data on this drug in covid-19 is weak at best. https://www.covid19treatmentguidelines.nih.gov/antiviral-therapy/ivermectin/. The maker of Ivermectin (Merck) has put out a statement that there is “no evidence for efficacy in covid-19.” 2. Hydroxychloroquine (referred to as HCQ in the column), although originally touted as a “miracle” drug, has been proven in multiple controlled, scientifically credible studies to be ineffective vs covid-19 at any stage of the disease. 3. Kary Mullis developed in 1983 the polymerase chain reaction (PCR) test, for which he was awarded the Nobel Prize in 1993. I do not know when he was supposed to have said “it was not to be used for clinical diagnosis”. That may have been an appropriate statement at some early date in the development and validation of this technique. It is certainly an incorrect statemeLetnt in 2020, and has

hat have you done in your life that brought both terror and excitement? For me, driving the 28-foot bookmobile takes me WAY out of my comfort zone…but I actually kind of like the adrenaline rush! This column will give you a behind-the-scenes look at what it is like to drive an entire library through the major, minor, and barely-there roads of Tillamook County. Let’s talk about the perilous parts of the job first. The bookmobile is built as a school bus, but instead of rows of seats, we have bookshelves installed. One of the most often-asked questions we hear is, “How do you get all the books to stay on the shelf when you are driving down the road?” The answer is…sometimes we don’t! The shelves are actually angled back a bit so this normally keeps them on the shelf. But ask anyone who has ever driven the bus what happens when you hit a big pothole or accidentally go over a curb.

It is like a game of 52 card pickup with books scattered all over the floor of the bookmobile! The next peril involves something we do a lot of… backing up! In fact, not only do we have to back the bookmobile into the library garage every night, but we also must back into many narrow driveways at some of our rural stops. As Peter Pan said, it takes a lot of “faith, trust…and a little bit of pixie dust” for me to do this without making a fool of myself. With rain-covered sideview mirrors and a distorted fisheye lens on the backup camera, the best advice is to take it slow and do not overcorrect on the steering wheel. I have left plenty of tracks on the road that make it look like a sidewinding snake had driven the bus! The only thing that makes me sweat more than backing up in the bookmobile is backing up while turning tight corners and dodging structures at Camp Tillamook Youth Transitional Facility. This was always the ultimate test for a bookmobile driver

Certainly it was not said in the context of Fauci’s work on covid-19, as Mullis died in August, 2019 5. I do not know the people cited by her as “well-respected sources” on covid-19, but American Frontline Doctors is certainly not a well–respected source. 6.-23. Etc. My usual spot to bottom out was on Slab Creek Road in South County, where the leafy trees created a sun-dappled effect on the road, camouflaging the potholes. Thank goodness, Slab Creek was resurfaced not long ago! One more anxiety-causing moment was when the selfdumping canopy on the side of the bookmobile would inexplicably choose the wrong moment to bail gallons of rainwater on an unsuspecting victim. At school stops, we left more than one student totally drenched when the mechanism let loose with a waterfall at just the wrong time. Maybe it is a good thing the canopy lost a battle with a telephone pole one day and was suddenly and permanently removed from the bus! It looks like we only got through the perilous parts of driving the bookmobile. Be sure to tune in next week when we cover the many joys of driving the big blue bus! Do your own independent research to make informed decisions.” Inherent in that advice, especially when dealing with complex and emotionally-charged subjects, is to obtain information from credible sources. I do not know Ms. Kostrikin’s scientific, clinical, or public health credentials. When someone addresses complex subjects in a Guest Column it would be helpful if the Editor of the Headlight Herald provided the author’s credentials in the subject matter. reetings Bay City! I have bad news; Bill Landau has retired as Library Manager for Tillamook County. But the good news is that Bill and his wife Peggy are not moving away and will continue to work parttime for the library. The very first thing I always read in the Headlight Herald is Bill’s “Tales from the Library” column and commentary. The many duties he was responsible for included supervising the bookmobile, the courier service, and the branch libraries. His talents go beyond his

library responsibilities. He is, and I quote, “The guy behind the ukelele classes and the book cart drill team”, and is also the very famous “Captain Book”, and may I add, a very gifted writer. Tillamook County has been very fortunate to have such a dedicated person managing our library services. Thanks Bill. On Saturday, April 3rd, The Bay City Arts Center partnered with Mana’s Kitchen to present a special live stream concert featuring gutsy-folk style singer-songwriter Amanda Stanaway and renowned guitarist and frequent collaborator, Stan Cassell. The performance focused on Ms. Stanaway’s original music and included some surprise arrangements by the two talented performers. In addition to being the founder/owner of Mana’s Kitchen in Bay City, Ms. Stanaway is a musician and concert and events promoter

with a resume of national performances, including a midwest tour with Peter Yarrow of the famous folk group “Peter, Paul and Mary”. THS Alumni Scholarship Fund has been helping students for decades Joe Warren

The Tillamook High School Alumni Scholarship Fund is embarking on it’s third decade of helping students offset the cost of furthering their education past high school. It all began in 1991 when 13 Alumni were visiting at a class reunion decided to set up a nonprofit and raise money for scholarships. In 1992 the group gave out their first $500 scholarship. Today that amount has

Photo by Joe Warren grown to five $3,000 scholarships to graduating seniors and one, $3,000 scholarship, to a post graduate each year. To honor the founding members, who none are alive today, having lost the last founding member, Jean Bailey, last September, planted a tribute tree, a pink flowering dogwood in the garden at the Tillamook PUD last week. Jean worked as a secretary for the PUD, so finding a spot in their flower garden seemed fitting. “We wanted to honor all the founding members and do something to remember them by and remember their contribution to our students and our community,” Debbi Reeves, president of the alumni scholarship board said while the tree was being planted. “The founding members wanted to help fellow Tillamook Hight School graduates and it’s always been based on need.” To date, the fund has donated $216,500 in scholarships since the first $500 donation in 1992 and grown to $18,000 given each year to five graduates and one post graduate student. According to Reeves, the fund has never been endowed by a single enormous donation, and the board of

directors doesn’t host fundraisers. Rather, the group relies on small donations from class reunions,memorials and individual bequests to fund the scholarships. The scholarship fund was born from a decision Bailey and a group of friends made and the THS Alumni Scholarship was born. The fund has grown over the years, today the board used the services of Brett Hurliman at Edward Jones and only spends the interest made on the account each year while adding in donations it receives throughout the year. “When we make more we add a scholarship or up the amount given each year,” Reeves said. “As you can see, we’ve come a long way since our first $500 scholarship to what we are giving today.” Any senior or past student ready to go back to school can apply. According to Reeves, applications open up each year around the first of the first of the year and are due around April 1. This year students have until April 9 to apply. All the information on how to apply is available at the guidance office at THS or on the alumni scholarship fund’s site. Any Tillamook High

School Alumni who are interested in helping see this tradition grow or want to help out can donate or become a member of the committee. “We are always looking for people who what to become a member,” Reeves said. “We meet eight times per year to take care of our business.” For more information about the THS Alumni Scholarship Fund, go to www.ths-asf.yolasite.com. OBITUARIES Robert Allen Royster July 19, 1955 - March 26, 2021

R

ob loved everyone that surrounded him; family, friends, and all of the customers and friends in the Sportsman’s family. He was the proud owner of the Sportsman’s Pub-n-Grub for 31 years. He felt very blessed being an active part of this community, and his charitable contributions were endless. He proudly served on many boards including the Dorymen’s Association. One of his proudest moments was In 2018 Rob was awarded “Outstanding Community service” by the Nestucca Rural Fire Protection District. Then once again being awarded “Citizen of the Year” in 2019 by the Pacific City Chamber of Commerce. Rob loved being the Grand Marshall in the Dory Days parade which he enjoyed being a part of. Rob was always a joy to be around, full of wisdom, and made people laugh. Rob was born in Vallejo, CA. July 19, 1955. In the summer of 1970, his father, Robert Charles Royster, brought his family from California to Pacific City, Oregon to dory fish with

close family friends. This experience became a family tradition for many summers and something he continued to do with his own family as an adult. In 1989, he bought the Sportsman’s Pub-n-Grub and made a life for his family in Pacific City. He accomplished so much in his life. Always living life to the fullest in the true meaning of the Royster name: “To engage in noisy, revelry without restraint, to carouse…” Rob had a sharp mind and quick wit. He visited many countries while working on Royal Vikings Cruise Lines in the early 80’s. He would proudly tell you, the only continent he hasn’t traveled to is Antarctica. In June of 1981, Rob received a bachelor of science with a major in food biochemistry, from University of California, UC Davis. Hence, the amazing culinary he produced. Rob loved to cook. Rob is survived by his wife Nicole, their daughter, Ryleigh, and children: Amy (husband Denver, Grandchildren: Ava, Azra, Aspen and Dean), Ashley (husband Justin), Charlie, Katylyn (husband Tanner). Along with extended family: 3 brothers, William (wife Diane, Nephews: Jim and Joe), Daniel (wife Marty, Nephews: Max, Sam, Jake and niece Kelly), Patrick Royster, and step mom Joanne Royster. He was preceded in death by his mother Barbara Haselow, his step father Ted Haselow and father Robert Royster in December of 2020.

haron Ann Epperly was born on 5/19/43 in Butte, Montana, the 5th of 6 children of Westley Allen Jacobs and Anne Marie (Grandovic) Jacobs. Her family moved to Rockaway OR when she was very young. She attended Rockaway Grade School, Nehalem High School, and Seaside High School. In June 1964 she married Clarence Richard “Dick” Epperly. They lived in Rockaway and had two daughters: Debbie in February 1965 and Darlene in 1968. They moved to Garibaldi OR in 1967, relocated to Portland OR in 1975, and to Vancouver WA in 1977. They were married for 56 years. While living in Garibaldi, Sharon worked in the local motels cleaning rooms, and after moving to Vancouver she worked as a senior caregiver for various agencies. She attended the Church of God of Prophecy in Tillamook, Vancouver and Camas Washington. She was a Sunday School teacher for many years. Sharon loved animals, especially horses, baby goats, cats, dogs, and seals.

She loved southern gospel music and was a big fan of the Gaithers. She also loved classic country music as well as 50’s rock and roll. She was a big fan of Elvis and has collected various memorabilia over the years. Sharon entered into Heaven 3/19/21 at 2:58 p.m. She was preceded in death by her parents, Westley and Anne Jacobs, sister Donna Allen of Garibaldi, brother Ron Jacobs of Vancouver, sister Shirley Frampton of Rockaway, and niece Laura Lane of Bay City. She is survived by her husband Dick Epperly of Vancouver WA, daughter Debbie Epperly of Vancouver WA, daughter Darlene Keener of Vancouver WA, and daughter Shay Davis of Scappoose OR, sister Linda Smith of Petersburg AK and brother Kenny Jacobs of Portland OR. Also surviving her are 7 grandchildren: Shontae Dominguez of El Paso TX, Dalton Davis of Clarkston WA, Danielle Keener of Vancouver WA, Dakota Davis of Sterling ID, Dosson Davis of Longview WA, Rebecca Keener of Vancouver WA, and Mikey Keener of Vancouver WA. She also has 2 great-granddaughters Alex Davis of Clarkston WA and Rosalie Keener of Vancouver WA, and a great-grandson Alaiekis Davis of Longview WA, as well as several nieces and nephews, great-nieces and nephews and great-greatnieces and nephews. She was an amazing wife, mother, grandmother and aunt and will be greatly missed. A memorial service is planned for sometime this summer.

Monroe Edward ‘Joe’ Vice

Oct. 2, 1937 - March 3, 2021

M

onroe Edward “Joe” Vice went home to be with the Lord on Wednesday, March 3, 2021, at the age of 83. Joe’s journey began October 2, 1937, when Virgil and Bertha Vice brought him into this world, on their farm in Snyder, Oklahoma. In his early years, he helped on the farm and later worked at the Tillamook Cheese Factory. Joe found he enjoyed working with wood and went to work for O & W Plywood, Louisiana Pacific Mill (LP), and later became a local carpenter. Joe served in the Army National Guard with Company M, 186th Infantry from December 19, 1955—December 18, 1958. During his service, he received a Rifle Marksman Badge and Perfect Attendance Award. He became a First Cook and discovered his flair for baking. Joe married his first love, Pearl Elizabeth “Sugar” Carpenter on August 16, 1958 in Bay City, Oregon. They began their family two years later and had two children, Kelly and Kathy. Thirty-six years later the Lord called Sugar home on April 27, 1995. Joe later married MaryAnn Carpenter, of Detroit, Michigan, on May 4, 1996 in Tillamook. They enjoyed traveling and participating in Corvette shows. Their original Route 66 trip was a definite highlight. Joe is known to his family and friends as “Pop.” His friends knew he had a sweet tooth and was quite the baker himself. Most meals included a glass of sweet iced tea and ended with a bowl of vanilla ice cream topped with milk and Nestle Quick (homemade hand-cranked vanilla was his favorite). Pop liked to watch a good old western, but when outside building or gardening, you would probably hear some toe-tapping gospel or country music in the background. Building was a big part of Joe’s life. He could work with any type of materials laying around, and built everything from Leprechaun Traps with his grandkids for school, to beautiful homes for friends and family. He started his own business in 1981, and his son Kelly joined him in 1983. Pop was never able to finish high school, since he was needed on the family farm, but he was one sharp cookie when it came to numbers! Joe now joins his parents Virgil and Bertha, brothers Bill, Jay, Henry, and first wife, Sugar, in heaven. Pop leaves behind:

She leaves behind a hole in the hearts of all of those she touched. Ashley enjoyed riding her quad, camping, spending time with family and friends. Pulling pranks and scaring anyone she could was one of her favorites.

Ashley lit up a room with her smile, kind eyes and caring heart. She loved her Kayso (son), stars & EVERYTHING rainbows. Leaving behind to continue life’s journey until we meet again, is her eight year old son Kayson Lee Clark, significant other Dennis (Dj) Damm, her parents Jamie and Wendy Neste, Steve & Shannon Zuercher, Brother James and Tianna Neste, niece Miriam Louise, brother Kyle and sister Alexis Zuercher. Lady Mooks drop heartbreaker to Banks in final match of the season Mike Weber For the Headlight Herald

The Tillamook High Cheesemakers girls soccer team had hoped to conclude the season with a win or tie in their final match. The Lady Cheesemakers nearly accomplished their goal too in a Class 4A Cowapa League match against the Banks Braves. For 78 minutes of the 80 minute contest, Tillamook (1-7-1) played Banks (5-3) evenly and it appeared that the game would end in a scoreless tie, which would’ve certainly been very good reults for the Cheesemakers. Unfortunately, Banks scored the game-winning goal with less than two minutes remaining for a 1-0 win at home over Tillmook Wednesday. A much improved Mooks squad, guided by

coach Hannah Snow Roberts and assistant coach Jhoany Mendez, had numerous scoring opportunities that could’ve easily produced a win against Banks, which beat Tillamook 3-0 on March 11. “There was lots of emotion for everyone today, since it was the last game for our seniors,” said Mendez, a first year assistant coach. “We had some scoring chances in the last few minutes too, but there was some little mistakes we made that hurt us near the end of the game. Everyone ran hard and we pressured well offensively and I’m proud of our team.” The Cheesemakers had lots of momentum and they were inspired by the emotion of trying to play their best to honor seniors Daisy Valencia, Kim Gomez Mendez, Crystal Hernandez, Angelica

Hood and Columbia River Gorge Regional Tourism Alliance, the U.S. Forest Service and Oregon State Parks are kicking off another season of the Trail Ambassador Program to equip Columbia River Gorge National Scenic Area and Mt. Hood visitors with information they need for a safe, informed and positive experience when hiking in the region. The Trail Ambassador 2021 season will kick-off on April 24 and Trailkeepers of Oregon is currently seeking volunteers. Volunteer Trail Ambassadors will be placed at some of the busiest trailheads in the Mt. Hood National Forest, the Columbia River Gorge National Scenic Area and trails on the North Oregon Coast. Volunteers will have the opportunity to table at trailheads and hike the trails on weekends during peak season. Volunteers will engage with the public to answer hiking and recreation related questions, promote responsible hiker ethics like “Leave No Trace,” and steer people to useful resources like OregonHikers.org and ReadySetGorge.com.

It was reported, pre Covid 19 at the March 19th 2020 meeting that South County ridership was up by 20%, everything has dropped over the past year. We are blessed to live in such a wonderful place. As a board member, I will work to improve transportation services and options for our community as well as our visitors.

While my skills are “work skills,” they are also “people skills.” Tillamook County is a caring county and I want to continue to be a part of it by serving the Transportation District. My abilities and experience are a good fit with the needs of the District and our community. What is the District’s biggest challenge and how will you overcome it?

The District is actually running very well. It is fiscally sound and is looking to the future with respect to upgrading vehicles for improved air quality, improving technology so people can access schedules and other services online, and identifying through surveys which transit investments should be made to make sure local residents have access to reliable transit services to get to medical appointments and jobs. So, most things are “covered.” The above said, there is a concern for the need to be competitive in our pay scale and affordable health care for drivers, maintenance technicians and dispatchers, and then to have affordable housing for those workers. The District will continue working with communities and community and county governments to address these needs for our employees.

I

n Tillamook County, OR, the problem isn’t finding a place to enjoy the outdoors but rather that there are too many places to choose from. With hundreds of beach access points, dozens of parks and day use areas, over 40 boat launches, and over 200 miles of trails, how do you find the right park or the right trail for you? Most people look for recreation information on the internet. However, in Tillamook County, it’s usually not that simple to find what you’re looking for. Multiple land management agencies, each with their own website and map, offer different types of recreation in different places. Anyone looking for a trail to hike must check 4 or 5 different websites to get a good idea of what is available. Trying to dig up all the facts on parking, entry fees, and restrooms could make anyone feel like they need a degree in investigative journalism. Even finding the local park in your own town can be difficult without a knowledgeable neighbor to share local information. In fact, this is a problem for more than just visitors and locals. It’s also a problem for the towns, the county, and even the state and federal land management agencies. The Access to Physical Activity Committee (APAC) was formed as part of Tillamook County Wellness to focus on bringing the benefits of movement and physical health to more people. The committee brought together a wide variety of community, industry, and agency partners to try to understand and overcome the challenges that people in Tillamook County face when they are trying to be more physically active. APAC recognized three major problems with lack of information in Tillamook County: 1. Recreation information was scattered and separated by type, land owner, and availability. Each agency or organization had separate websites and

separate maps. Trying to find a trail required searching through multiple sites. 2. Recreation information was incomplete and not available online. Local resources had never been added to websites. Details such as parking, restrooms, and pet-friendliness were not included in descriptions of parks and trails. 3. Recreation information is outdated and incorrect. Without regular updates, information on many websites was not always current. Tillamook County needed a comprehensive, interactive map that would show all of the recreation and trail resources in the entire county; including every agency, landowner, and land manager. The map would be an all-inclusive experience that would give visitors and locals all of the information they needed with a simple click; restrooms, parking, pet-friendliness, fees, amenities, and more. This map would have the most accurate and up-to-date information about the recreation opportunities available in Tillamook County. In the fall of 2019, TCW, together with Visit Tillamook Coast, The Northwest Youth Corps (NYC), and the USFS Siuslaw National Forest had put together the funding and the cooperative network necessary to hire an intern specifically to work on their ambitious mapping project for 6 months. In January of 2020, the Access to Physical Activity Committee welcomed me as their new intern to the project. I began

work on the project right away and together we planned to finish it in a year, an ambitious but achievable goal. The working theme of the map project was “More information is always better,” and it made sense to apply that to the data collection process. I had to consider what kind of information would be needed to make this map useful to outdoor enthusiasts as well as to agency land managers. What questions would people be asking when they looked to this new map for answers? Some things were easy to guess such as noting which recreation sites had a restroom, how much parking was available, and whether dogs were allowed. However, we decided to gather even more information about each site and to include high-quality pictures to help people know what to expect. In the end, the list of attributes to include in the data collection was long and encompassed every type of recreation we could imagine. Attributes included categories such as Status (open, closed, unknown, etc.), Features (ocean view, old growth forest, sand dunes, etc.), Facilities (picnic table, fire ring, bench, etc.), Activities, (camping, hiking, beach access, etc.) and many more. In the spring of 2020, I began identifying all of the recreation sites and trails located in Tillamook County. I would need to personally visit each one to gather data for the map project. Using the data I’d received from several

agencies back at the beginning of 2020 as a baseline, I added new trails, new recreation sites, and new information to the map. It was exciting to see the visual representation of how our knowledge about Tillamook County was increasing. The map had so much potential to help the county improve its recreation and trails projects and to improve access to outdoor recreation for everyone that APAC decided to advocate for a new full-time position to keep the momentum going; Outdoor Recreation Community Coordinator. This would create a dedicated position to manage and update the map, maintain and increase communication and coordination between the partners, and work towards creating a balanced and fully-realized recreation network in Tillamook County that would provide improved access to everyone. The future of the Community Coordinator role is still under consideration, but APAC is confident that it will go forward. The map will be fully transformed into its new web format and publicly available by early summer of 2021, just in time for everyone to get outdoors and enjoy the sunshine on the beautiful Oregon Coast in Tillamook County. The new map will be featured on the Tillamookcoast. com website soon.
