he Tillamook County Commissioners ultimately denied approval of the Oceansiders United petition for the creation of a new city of Oceanside to make the May 2022 Primary Election Ballot. The denial of the petition was frustrating for organizers but petitioners plan to pivot and move forward again in 2023. Jerry Keen of Oceansiders United said, “This May was an optimal time to get our petition on the ballot, we worked hard toward that date, hurdling obstacles along the way but we are going to remain positive and move forward with a new goal.” This was not the first public hearing for this topic; on February 2, 2022 the Tillamook Board of County Commissioners (BOCC) unanimously (3-0) denied the petition request Oceanside, Oregon. New needle exchange site added in Hebo T

he Tillamook County Commissioners met Wednesday, March 30 and approved the request from The Department of Health and Human Services of Tillamook County to work with Nestucca Rural Fire Protection District (NRFPD) for the purpose of providing access to harm reduction and needle exchange services to all Tillamook County communities regardless of ability to pay. The fire department will provide their location as a drop site for dirty needles to be disposed of properly, in exchange for clean needle syringes. Shelby Porter, the public health program representative from the Tillamook County Health Department said, “We’re excited to expand to Hebo, we’ve been trying to get these services to south county for a little while now and finally were able to find a good location.” According to Porter, in Wheeler last week they were able to take in 5,500 dirty syringes off the streets putting the total at 31,320 syringe exchanges since the start of this program in Tillamook County. The NRFPD Fire Chief, Jim Oeder, said the department was approached and asked to help with the program, they were looking to find an easy-to-access site in south county. Tillamook County Public Health, with support from OHA, Clatsop County and Columbia Pacific Coordinate Care Organization, Tillamook County began their harm reduction and syringe services program in Tillamook in April 2021. According to the agreement, the goals of the needle
exchange program are to reduce incidence of transmission of blood-borne infections through substance use, to provide free access to needles/ syringes and safe disposal of used needles/syringes, and to raise awareness about the risk of drug overdoses and associated fatalities. Upon the approval of this agreement in the meeting Commissioner Mary Faith Bell said, “I support this, I think this concept oftentimes can be misunderstood by the community but it is exactly as it reads, harm reduction.” The Tillamook health department’s harm reduction strategy is aimed at reducing negative consequences (i.e., negative health outcomes) associated with drug use and along with the needle syringe 1:1 exchange, they will be offering community resource information based upon need and recovery information when one is ready to take the step. They also offer wound care supplies, prevention kits, Naloxone/ Narcan kits and training, resources and more. “Recently, we have seen an increase in overdoses in our response area and if they are able to reach out to people struggling, provide education and give them a way to receive help, that’s all the better,” said Oeder, “Some of these people have hit rock bottom, we’ve seen in the past that if they get the right kind of help they can make big changes in their life.” This program was approved to be held one day per month with a May 11th start date for the south county location, proper disposition of used needles along with bilingual English/Spanish literature will be provided. According to the Tillamook County Public Health Department website, these services are bring provided anonymously and currently are being held 11a.m. to 1p.m. the 1st and 3rd Wednesday of each month at the Ivy Wellness Center (1105 Ivy Ave) in Tillamook and the 4th Wednesday of each month in Wheeler at the

Tillamook School District employee has been arrested for alleged sex abuse involving a minor. On March 23, 2022, Tillamook County Sheriff’s Office Detectives arrested Briana Richelle Chambers, 28, of Bay City, Oregon. Chambers was booked into Tillamook County Jail on charges of Contributing to the Sexual Delinquency of a Minor, four counts of Sex Abuse 3 and Tampering with Evidence. “This investigation involves unlawful sexual conduct between the suspect and a minor teenaged male,” said TCSO Detective Sgt. Michelle Brewer. “The crimes alleged did not occur on school property and did not involve any students at the school where she worked.” This is an ongoing investigation. TCSO does not release victim information in cases of sexual assault or any cases involving minors. TSD9 administration was unavailable for comment as of press time. ednesday, March 30 a virtual town hall meeting was held to discuss House Bill 4053 which is the first step toward making improvements to Oregon Route 6. The bill passed through the Oregon state legislature and has been signed by Governor Brown. It requires the Oregon Department of Transportation (ODOT) to complete a study on Highway 6 and come up with a safety and reliability report; delivering the findings by no later than September 15, 2023. In the town hall sponsor of the bill, Representative Suzanne Weber said, “ODOT needed support to work on this and so I’m happy that this is going forward so we can finally get some sort of results.” She added, “We don’t know how much this will cost, it will be a major challenge to fund this once we know what the needs are, but I am sure once we find out we will be able to make decisions on how to do this.” According to Rep. Weber, this roadway has too few pullouts, guard rails or passing lanes, with more than a million people visiting Tillamook

TBCC Welding Technology Program partners with Tillamook Air Museum to replace the ‘Plane on a Stick’ with a WWII era blimp For 25 years a United States Navy A-4 Skyhawk aircraft on the corner of Hwy 101 and Long Prairie Road has greeted travelers and residents on their way into Tillamook, standing guard over the city. Now, the iconic “plane on a stick” is coming down. “It’s in fairly poor shape,” said Rita Welch, The Tillamook Air Museum Director. Welch has been advocating to take the plane down for the last few years. “It’s not sustainable and it’s not meeting the museum’s mission,” she said. “We want to bring it in inside, clean it up, and put it on display properly where it can educate people about Naval aircraft
during the Vietnam War era.” The A-4 Skyhawk was put on the stick in 1997 much to the dismay of the Navy, which owns the aircraft and several others in the museum. The Navy has said in order for it to stay on display outside it has to be painted to their specifications and properly taken care of. “The cost associated with keeping it maintained while it’s still on the stick is just too high,” Welch said, “whereas if it was inside the museum we can display it properly, appease the Navy, and meet our mission of preservation and education.” Originally, the Port of Tillamook Bay Board of Commissioners contemplated

Tillamook PUD 2022 Community Support Grants awarded recently Tillamook PUD is pleased to announce the local organizations selected to receive funding through the Community Support Grant Program in 2022. A total of 28 applications requesting a combined amount of over $199,000 in funding were received this year. With so many outstanding community projects submitted and limited funds budgeted towards the program, the selection decision was very challenging for the Board of Directors. Upon an extensive review process, the following not-for-profit organizations were awarded funds for their community projects:

TBCC is a backdrop to this community and one of our other goals with this project was the chance to highlight the great work that they are doing.” Ron Carlbom, the Weld-
ing Technology faculty at TBCC, jumped at the idea. His students have been steadily working on fabricating the metal rendering of a blimp for the last few months, and anticipate having it completed by the end of spring. “This is a pretty significant project for us,” Carlbom said. “It’s a fantastic feeling to get to work on something that will have such an impact on our community. It’s a wonderful town and it’s been very good to me, so this feels like a way that I can give back. And at the same time, we get to show off a little because we are showing the whole community that this is what our welding students are capable of.” Welch added that she was drawn to the idea of a blimp because the museum is housed in one of the last remaining WWII blimp hangars in the country, and the only one open to the public. Once completed, the blimp will measure 25 feet long, and six feet in diameter. Several of Carlbom’s stick and mig welding students have been working on the blimp project in some capacity for the last two years when Welch originally approached them with the idea. “The plane is so iconic, to replace it with this blimp is going to be a really big deal,” said Morgan Waldhart, a second-year welding student. While the Port of Tillamook Bay is aware there will be some community heart burn regarding the plane coming down, the Port Commissioners are in agreement that it is what’s best for the plane and the museum. “Bringing it down was not an easy decision,” said Port of Tillamook Bay Commissioner Sierra Lauder. “It’s been on our radar for a long time, but the struggle has been finding something equally iconic to replace it with and there couldn’t be a better outcome than what we’ve put together... And while we’ve anticipated that the community might not be overly enthusiastic about this decision, what we’re seeing instead is that people who have some affiliation with the military are coming forward and saying they really understand that the plane in its current location is not particularly respectful. So it’s been nice to hear from those veterans who recognize this move as being a way to actively honor that plane and its history.” “The number one thing to keep in mind is that we are here for education and preservation,” Welch added. “So we are choosing to be the best stewards we can be of the aircraft.” Welch said the A-4 Skyhawk will be on display immediately after it comes down while they refurbish it. “We have rehabbed several planes at this point, so I am confident we can do a good job in house that will please the Navy,” she said. “And it will be exciting for people to get to see it up close for the first time.” The project is being partially funded through Visit Tillamook Coast.

Our four-year-old granddaughter and her mother each caught a fine trout out of Cape Meares Lake, and her father helped Grandpa bring home crab from Netarts Bay. Her little brother, age two, got to hang out with Grandma, but it won’t be long before he’s wielding a fishing rod and helping to pull up crab traps. The library of my youth was a special place, but oh, what the library of today provides! A levy will be on the May ballot and we should all be happy to vote for it. We are so fortunate in - Tillamook County to have d such a great, modern main facility along with all the other branches. Today’s om library is even more imporg tant for providing not just g free access to books, but act access to published artifacts - when there was a Headlight en AND a Herald. You can find books to take you to far-off lands or show you how to write grants; read about our history’s leaders through - biographies or read a movie star’s memoirs; watch a ng video of one of Shakespeare’s plays and see how politics is still remarkably similar. The library provides lanm guage learning opportunities through Mango. You can n- check out old movies or tv shows through Hoopla. Pac. perback books can be found p on a little kiosk next to the steps leading upstairs. All of

this for free. Want free help with your taxes? The library provides the space for the AARP to do that, for which I am grateful. Does your writing group need a place to meet? You can do that at the library. Want to have a townhall with a federal, state or local politician? The library provides a wonderful space for that. Speakers or musicians giving benefit performances? A day for children providing respite for Moms? That happens at our Tillamook County libraries. I have taken part in many of those things. Perhaps one of the best things about the library is the level playing field it provides for people of all economic levels. Simply come in and get a card and the world opens for you. Use the computers for work or school or keeping in contact with family if you are traveling. If you like to keep up with best selling books, borrow them from the library. It is easy to request a hold on them, get a notification from the library that it is there and go pick it up. Returning the books is easy as well. I love this feature. The bookmobile gets
books to those who have a more difficult time traveling. With this levy, the library will continue to provide this wonderful community treasure. It is there for all of us, regardless of ability to pay. A healthy and vibrant library is a sign your community is doing well. Vote yes for Library The May 17, 2022 ballot in Oregon includes a proposed library levy for Tillamook County that needs our YES vote. The five-year levy that funds over 95% of our library system’s total revenue will expire in June 2022. very year about this time, the calls start coming in. “Is the June Dairy Parade happening this year?” And every year the answer is the same as it’s been for the last six and a half decades: Yes, on the fourth Saturday in June. This year June Dairy Parade lands on Saturday, June 25. We are celebrating the 65th year of this beloved community tradition with the theme, “Cheddar Days are Here Again.” After two years of switching between an “inside out” parade, then a last-minute “regular” parade, we are happy to confidently say that this year’s event will follow a traditional process. Our spectators will grab a seat along the parade route as floats, dancers, horses and other parade staples head north up Main Avenue, around the junction of Highway 101 and Highway 6, down Pacific Avenue then east on Third Street. If you would like to be in the parade, please submit your parade entry application by June 6 at junedairyparade.

The second will be on Wednesday, May 11, also at 11 a.m. What is a Ukulele Jam? It is a time when ANYONE can gather with us as we play fun songs together. It doesn’t matter if you have never touched a ukulele before or if you have been playing for years. These events are for everyone! Don’t have a ukulele? We will have some available for you to borrow! Next question I get...why would the library be hosting a ukulele jam? As you know, the library is all about providing ways to educate and inspire our patrons and I believe learning to play a musical instrument is the perfect way to accomplish both of these goals. Mother Goose on the Loose will be held on Fridays for parents/caregivers and their 0-24-month-old children. And finally, on Saturdays, we will have Family Storytime. He would wait for a wave to come ashore, let it almost peter out, and then toss his board down before the water began going back out. He explained that you want one to three inches of water for skimboarding. I asked him how far he’d been able to ride his skimboard. He said his longest ride had been 50-60
feet. Wowzers! A reminder that it is snowy plover nesting season (March 15-Sept. 15). This means certain areas on Bayocean Spit are off limits to beachgoers. The restricted area is roped off and posted. You may walk or ride horses on the wet sand, but not up on the dry sand— and walking your dog, riding a bike, camping, and flying kites is off limits altogether in that area. Please respect the rules and do your part to help protect our shorebirds.

orchard into a top-notch grass-fed beef operation. Retirement came just in time for Keith, who was a man of many interests. In addition to the cattle ranch, he enjoyed restoring classic cars, tinkering for hours in his shop. He enjoyed golfing, skiing and hunting for good firewood along the Valley’s many backroads. For 35 years the Oregon coastal community of Pacific City became a second home for Keith and Jann, where he made many friends with whom he shared his love of fishing, piloting his classic dory boat “The Jannie K” from the base of of Cape Kiwanda. In 1998 Keith earned his pilot’s license and in the ensuing years he flew to many locations in the West. He was very interested in the history of the Valley and at the time of his death was president of the Methow Community Club, which operates the historic schoolhouse in the town of Methow. Keith was a kind person who walked softly on this earth. He had a wonderful sense of humor and was always willing to listen to different views on different issues, even if he disagreed. He believed most people were basically good and doing their best. He was a faithful father, husband and friend. He will be sorely missed by all who loved him. Keith was preceded in death by his parents and daughter Amy. Survivors include wife Janel Burelbach of Methow, son Brian (Leslie) of Portland, Ore., daughter Leah (Michael) of Tacoma, sisters Diane (Rick) of Bainbridge Island, Wash. and Merrilyn (Don) of Shady Cove, Ore. He is also survived by 8 grandchildren. In lieu of flowers, donations may be made to the Methow Community Club, PO Box 510, Methow, WA, 98834. A Celebration of Life will be held at a later date.

uanita Widmer, 79 passed peacefully on August 13th, 2021 at Marque Rehabilitation in Forest Grove, OR, after a nine month battle of complications from surgery. Juanita was a very strong willed woman who fought every ailment and downfall that came her way. Juanita was born at the Naval Hospital in Boston, Mass., on May 17. 1942. Juanita later lived in Washington, DC, where she later met and married Donald Burgett, who was stationed at Bethesda Naval Hospital in Maryland. They moved to Tillamook, where Juanita was working as a Postal Clerk in Lee’s Camp from her home. In 1977 she married Gene Widmer of Tillamook, where they ran a large Dairy Farm, taking active parts in the community, especially the Swiss Dairy Parade every year, where she was known to walk the entire parade with 5” heals on. Juanita enjoyed going home to Maryland visiting her family and friends. She also enjoyed making crafts, crocheting, and
knitting, cooking, spending time with her family, and gardening. She had a deep love for all animals and enjoyed being out in the sunshine. Juanita had been employed at Fred Meyers in Tillamook until she took ill. She truly enjoyed working there and was a friend to everyone. Juanita is was preceded in death by her parents, Max and Margaret, brothers, Buster and Richard, sister, Rena Belle, and first husband, Donald Burgett. She leaves behind her husband of 44 years, Gene Widmer, children, Terry Burgett, Melody Walker (David), Richard Burgett, Sabrina Burgett, and step daughter Linda Kay Widmer. She leaves behind grandchildren, Justin Burgett, Kaysha Smith, Felicia Smith, Sasha Burgett, Allen Hoffert, Emma Weiser, Richard Burgett Jr.,Lynn-Anne Burgett and numerous great grandchildren and a host of many friends. She was fondly known as Grammy to almost everyone. She also leaves behind her sister, Debbie Gibson and Mike Emery, and a host of nephews and nieces back home in Maryland. A celebration of life will be held on May 14th, 2022 at the Swiss Hall in Tillamook, at 3pm. We welcome all that loved her to come join the family to celebrate her life that she blessed us all with. Juanita was a kind and loving woman with a kindred soul, who is missed by many. She will forever be in our hearts.

eloved husband and father, Richard ‘Rick’ Flory, a 45-year resident of Tillamook, passed away at home on Thursday February 24, 2022, at the age of 75. Richard was born on November 8, 1946, in Spokane, WA., to Earl Leroy and Rose Marie (Racanelli) Flory. He graduated from South Salem High School in 1965 and Mount Angel College in 1970. Rick joined the United States Marine Corps and attended Officer Candidate School in Quantico, VA. He was selected to the 29 Palms Shooting Team, winning a bronze medal in the Western Division Match, earning selection to the US Marine Corps Shooting Team. Following his military service, Rick became a State of Oregon Parole Officer in Clatsop County and was selected to open the Oregon Parole & Probation office in Tillamook, where he served until his retirement in 1996.

he Methow Valley lost a fourth-generation son when Keith Wilfred Hole died March 17 after spending most of his life along the crystal shores of the Methow River. Keith was born March 30, 1946, in Redmond, Wash., to Maurice (Bill) and Leah Hole. Keith joined two older sisters and the young family returned to the Methow Valley (where Bill grew up) in 1953. As a valley boy, Keith grew up hunting in the hills, fishing the river and attending Pateros Schools. After graduation Keith married his high school sweetheart Nancy Brumbaugh and joined the U.S. Army, where he served three years, including 18 months in Korea. The young couple returned to the Valley, bought an apple orchard and had three children: Amy, Brian and Leah. Keith began working for the U.S. Forest Service during the 1970s, eventually working in timber administration in the Twisp and Winthrop Ranger Districts. He was part of the team that organized the timber removal after the eruption of Mt. St. Helens and In 1984 he joined the Naches Ranger District as the Timber Management Assistant. He also was the Recreation Assistant before retiring in 2001. In 1984 Keith married Janel Burelbach and she joined him on an adventure — along with friend and business partner Chuck Kisner — to turn Bill Hole’s former apple

uane Edgar Stephens passed away on Sunday March 20th, 2022 at the age of 69. He was born in Astoria, Oregon and was
the first-born child to Charles Edgar Stephens and Lorraine Katherine Luthe. Duane was raised in the Nehalem Valley, on the family dairy farm, near Mohler, Oregon. He attended Nehalem Elementary and graduated from Neah-KahNie High School in 1971. During his lifetime Duane spent many years as a Traveling Salesman for Wallace and K&S Paint Sundries Enterprises. He was a wellknown fishing guide on the Nehalem River and was self-employed as the owner of Stephens Painting Co.
His immediate family consists of his wife of 43 years, Debra Smith Stephens, and their daughter Abby Lorraine Stephens. Surviving family members include brothers Darryl and Gilbert Stephens and sister Victoria. Also half siblings Charles (Skeeter) and Kaylene Carder. Even when they were not open for walk-in visits, the libraries have provided us with books, e-books, movies, and online programs for students, including tutoring services. Here in Rockaway Beach, we have relied on all these services and have even used the library’s Wi-Fi from the safety of our cars in the parking lot. Tillamook County’s six library branches are located

The first public library in the United States dates to 1833 in New Hampshire. Your YES vote on the proposed library levy means that the American tradition of publicly-funded libraries can continue here in Tillamook County in 2022 and for the next five years into the future. It’s time to allow reusable containers for takeout food orders Ever since the pandemic began, takeout from restaurants has soared. That means that waste and pollution from plastic takeout containers has soared, too. In an effort to do my part, I tried taking a reusable container to my favorite eatery when I picked up my takeout order, but I was told by the restaurant that it was against the law for them to use my container! I got the same response when I tried to use a reusable salad box at the grocery store’s salad bar. Oregon has adopted U.S. Food and Drug Administration rules that ban customers from bringing their own containers to grocery stores and restaurants in an attempt to curb plastic waste. The rationale for this rule is to avoid “cross-contamination.” In adopting this rule, Oregon has failed to take into consideration the huge environmental impact that single-use plastics like takeout containers has. In 2019, a workgroup began to examine this rule and consider alternatives, to allow consumers to do their part to reduce the pile-up of tons of plastic waste by bringing their own reusable containers. That effort was derailed by the pandemic, but it is now back up and running. Beginning this year, the workgroup is again considering recommendations to modify or eliminate this rule. I want to encourage anyone who has ever gotten take-out and is as horrified as I am by all of the garbage that it generates to write to your state legislators and urge them to support any efforts to reject this rule and allow reusable food containers. Taking this step won’t require restaurant patrons and grocery store customers to bring their own containers – but it will give them the option to do so. This, to me, seems like an easy way to make a potentially big difference in the amount of plastic waste that we use and throw away every single day.
Please support the Library Levy The Local Option Tax celebrates our right to choose. It allows us to demonstrate our continued community history of demonstrated commitment to enhance our personal and children’s quality of life by providing opportunities for growth and learning that is literally not available in many communities. Supporting our Library with the Option Tax sets an example for our children and grandchildren of how important it is for each succeeding generation to renew their commitment to their community. This commitment provides a means for all of us to grow and prosper, not just as individuals but as an extended family who recognize and maintain their commitment to each other. As citizens, none of us relish the prospect of paying more taxes. We don’t like the idea of turning our hard earned money over to a politician, to do with our money as they please or whomever lobbies them the most. The beauty of the Local Option Tax is that it enables each of us be our own lobbyist and give their money to those public institutions that we truly value and support……our local Library! I still remember my first trip to the children’s section which was a large room in the basement of the building. I was in awe of the number and kinds of books there. Fruity French Toast Casserole Prep Time: 10 minutes Cook Time: 45 minutes Ingredients - 8 cups bread cubes; try whole-grain bread - 2 cups sliced or chopped fruit, fresh, frozen, or canned and drained - 4 eggs, slightly beaten - 1 cup lowfat milk - 2 teaspoons vanilla - ¼ cup sugar - ¼ cup margarine or butter, softened - ¼ cup sugar - ½ cup flour, all-purpose or whole-wheat Directions 1. Wash hands with soap and water. 2. Lightly oil an 8x8inch baking dish or 2-quart casserole. Add bread cubes and fruit. 3. In a medium bowl, blend eggs, milk, vanilla and sugar. Pour over bread and fruit. Stir gently to wet all bread with egg mixture.
Wash hands after handling raw eggs. 4. Cover and refrigerate until all liquid is absorbed, about 30 minutes or overnight. 5. Just before baking, remove casserole from refrigerator. Preheat oven to 350 degrees F. 6. Make the topping: In a small bowl, combine the softened margarine, sugar, and flour with a fork until crumbly. 7. Uncover the casserole and sprinkle topping over fruit. Bake until completely set and starting to brown, about 35 to 40 minutes or until the internal temperature reaches 160 degrees F on a food thermometer. A longer baking time is needed when the dish is chilled overnight. Serve warm. 8. Refrigerate leftovers within 2 hours.
