Proposed conservation plan projects would decrease acreage allotted for timber harvests I

n February, the Oregon Department of Forestry (ODF) shared their draft of the Western Oregon State Forests Habitat Conservation Plan (HCP). It outlines a forest management plan to fight against the potential harm of endangered species living in the Oregon forests and a variety of other environmental issues; the proposed plan will limit timber harvest dramatically. The HCP draft is a 70-year proposed plan that will give protection to 17 endangered species protected under the Endangered Species Act (ESA), including the Northern spotted owl, the coastal marten, the red tree voles, and the Oregon coast coho. It also projects improvement upon forest conservation strategies, generating $1 million per year in funding for habitat conservation efforts for endangered species. In addition, NOAA Fisheries prepared a draft Environmental Impact Statement (EIS) evaluating the HCP draft’s environmental consequences of the National Marine Fisheries Service and U.S. Fish and Wildlife issuing incidental take permits and they provided five alternative ideas. Alternative 1: No Action, Alternative 2: Proposed Action, Alternative 3:
Increased Conservation, Alternative 4: Reduced Permit Term, Alternative 5: Increased Timber Harvest. The State of Oregon is legally obligated to support the environmental, economic, and social values of the forest greatest permanent value (GPV) meaning healthy, productive, and sustainable forest ecosystems that last. According to a question/answer sheet provided by ODF, “The Oregon State Forests Division is predominately funded by the sale of timber. Funding strategies are an important piece in developing the HCP and the process will include an analysis to determine if the funding for restoration and monitoring is sufficient.” According to Laura Wilkeson of Hampton Lumber, the Tillamook State Forest generated approximately $30 million in revenue for Tillamook, Washington and Columbia counties and their special districts in 2021. After reviewing the HCP draft, Tillamook County Commissioner and Chair of the Council of Forest Trust Land Communities, David Yamamoto is raising red flags; noting the decreased timber harvest numbers in this draft are far worse than originally projected 3 years ago. “State timber harvest revenue provides consistent income for
our community, maybe even more important than that, it provides high wage, fully benefitted jobs for Tillamook County,” he said, “Timber related jobs like logging average $52K per year with benefits, mill workers average $57K per year with benefits and all of the truck transportation jobs that haul logs from the forests to the mill and from mill to the market average about $49K per year with benefits.” The list of organizations that benefit from timber harvest revenue is long; and includes county schools, the county district, all libraries, ports, heath districts, fire districts and transportation districts. Jason Cox, Public Affairs Specialist for ODF said, “We are proud of the financial contributions that we make for the services provided to the counties in Oregon like Tillamook, but sometimes it’s easy to get caught up in our cultural corners. The goal is reliable and steady production for timber harvest and right now we are gambling, proceeding without a long-term plan for addressing future species listings is a large risk.” Conservationist Jennifer Witherspoon from the Wild Salmon Center said, “The HCP is a responsible

Olson’s long-term goals: To protect and uphold citizens’ rights, to continue to seek justice for victims of crime and to improve and progress along the way. According to Olson the primary objective of any District Attorney is to hold criminal offenders accountable for their actions. “The most vulnerable in our community, who are victimized, deserve to be part of the solution, communicated to with respect, and as closely as possible, made whole for the harm done to them,” she said. Olson’s short-term goals: To recruit and retain talented attorneys, to engage with community leaders and citizens, and to ensure efforts from her office meet changing community needs, and to improve collaborative relationships with public safety partners to meet challenges in law enforcement and rising crime. “First and foremost, I have sworn oaths to uphold and defend the constitutions of the United States and the State of Oregon. This means ensuring that all citizens’ rights are protected and they are treated equally. One of my goals in ensuring those rights are upheld, is to increase the DA’s involvement with law enforcement to inform and train them regarding changes in the law. I plan to take that responsibility to a higher level to ensure our local police are meeting the community’s expectations,” Olson said. Shawn Blanchard is running unopposed to be reelected as the Tillamook County Treasurer.

The difficulties we have faced in the past couple of years of the COVID pandemic, wildfires, floods and a cyberattack have honed my skills of leadership under pressure,” said Bell. In Bell’s second term she will be looking for opportunities to bring the community together to work on issues we all care about, and to promote unity. “I believe that we are stronger when we focus on what we have in common and demonstrate our care and compassion for our neighbors,” she said. Graydon Hallock is running for County Commissioner seat #3. Hallock’s goals: To get the government working for the residents of Tillamook County, to improve opportunities for small business owners and improve outcomes for families living here by providing safe housing, roads and buildings, to listen and gather input and feedback from the working-class community and work to not impose COVID
related restrictions. “I think my experiences as a businessman, a dairy farmer, a landlord, and a friend to many of those I’ve met is beneficial in understanding the struggles of our community,” he said, “As a longtime Tillamook county resident that personally has dirty boots, punched a time card and wrote paychecks, I think I can relate to many people of Tillamook County.” According to Hallock the top two issues facing the county are our county roads/bridges and our lack of housing for families. He thinks Tillamook is behind in looking for development of usable land and thinking outside of the box to come up with new areas of development and infrastructure. “Our master plan for the county growth is tourism and sustainable economic viability. We need to look and see which directions concerning these issues are most desirable for all involved,” he said. Governor Kate Brown signed new state legislative maps into law on September 27, 2021. n March 7, 2022, Tillamook City Council was presented with findings of a serious wastewater infrastructure problem existing on the east side of the City. The entire wastewater collection system east of Miller Avenue, which feeds into a twelve-inch sewer force main located near 12th Street and Pacific Avenue, is inadequate for further growth. “We need to fix the east side of town, man holes are actually popping up from time to time, it’s a concern,” said City Manager Nathan George. Engineering studies and calculations show that the capacity to add more wastewater has been met or exceeded. George said, “Development of this area of the city has not been

identifying the problem areas, mapping out the necessary improvements, and generating a Capital Improvement Plan (CIP) to provide the city with funds to upgrade the city’s wastewater collection system as quickly as possible. George said, “We are confident that we will get this fixed, hopefully within the next 3-5 years or sooner.” The City of Tillamook has been working on a project to identify all the inflow and infiltration (I&I) issues, essentially rainwater or stormwater entering into the sewer lines. This includes both lines
belonging to the City of Tillamook and those that belong to the property owners (lateral lines). The City will eventually be notifying the property owners of any leaks that they have and those will need to be fixed by the property owners—this is both City Code as well Oregon State Code. Homeowners are responsible for these future repairs, and they can be expensive. Because of this potential repair bill making it’s way to the residents of Tillamook, the City Council approved a partnership between the City
that for every $1 generated in state forest harvest revenue, local communities gain $1.40 through employment opportunities and revenue for small forest-sector businesses like logging, hauling, sawmill employment. Mike McKibbin, the Director of Western Resources for Stimson Lumber Company said, “Stimson Lumber has a long history of participating in the ODF timber sale program to provide logs and jobs at three mills in Oregon. Under the current management plan the department sells 180 million board feet of timber per year in NW Oregon, which is essential to the long-term viability of the industry.” Stimson Lumber feels the ODF should restructure the current forest management plan without the HCP and continue to manage the land for the timber, recreation, and conservation. According to McKibben, early estimates find that once in place, the proposed HCP would reduce harvest as much as 50 million board feet per year and tie up roughly 60% of the forestland from timber harvest. The net results from this change will be a loss of
revenue to the counties of $13 million per year and a 50% budget deficit for the ODF. Michael Wilson, Deputy Division Chief of Policy and Technical Support at ODF said that the current forest management plan is inefficient in regards to timber harvesting. He added that as the list of endangered species continues to grow, the amount of available harvestable acreage would continue to be more and more unpredictable. “This draft of policy looks to the future, avoids lawsuits and problems with logging in areas with protected animals, allows for accurate planning and legally provides a great deal of assurance for everyone involved,” Wilson added. Public comments on the drafted HCP are currently being accepted from March 18 until May 17, 2022. Information on how to participate in this process is available on NOAA’s website and the ODF website. They will issue a final draft to the Oregon Board of Forestry for approval in 2023.

The values include drinking water derived in significant part from ODF-managed forests, habitat for valuable wildlife, and recreation opportunities that are increasingly important given the growing number of people seeking high quality outdoor experiences and of course timber harvest. In a public meeting held to discuss the HCP and EIS on April 6, Brett Brownscombe the special projects director for the Wild Salmon Center spoke in approval of the Alternative 3, which would increase conservation efforts in the forests and strengthen conservation for the fish. Bob Rees, a professional fishing guide and director of NW Guides and Anglers Association said, “Protecting the salmon streams from landslides is important and that’s why we need to have a proactive and balanced approach to managing our forests in Oregon. The Tillamook Rock Lighthouse, dubbed ‘Terrible Tilly’ by those who worked there off the northwest coast of Oregon, sits a mile from Tillamook Head between Seaside and Cannon Beach is for sale for $6.5 million. The Oregonian/Oregon-
Live reports investors had paid $50,000 in 1980 to buy the deteriorating lighthouse, Oregon’s only offshore light station. The island’s isolation, impossible boat landings and extreme weather as well as the lighthouse crews’ dislike of their months-long stays where they were cold, wet and constantly reminded of
their dangerous job, earned the tower the nickname “Terrible Tilly.” The 141-year-old Tillamook Rock Lighthouse is owned by Mimi Morissette. According to OPB reports, she once hoped to turn the lighthouse into a large columbarium, a place to store people’s cremated remains. There was room, she said, for up to 300,000 urns. But Morissette’s plan never took off like she hoped. Forty-two years later, the ashes of only 31 people, including Morissette’s parents, have been laid to rest at the lighthouse. Morissette, who is 77, has concluded it is time for someone else to take over.

A little history An intriguing and powerful testament of the will and determination of the human spirit, the story of Tillamook Rock Lighthouse began in 1878 when Congress appropriated $50,000 for a lighthouse to mark this section of the Oregon Coast. Originally, it was hoped that a lighthouse could be built at Tillamook Head, a 1,000-foot-high headland twenty miles south of the Columbia River, however, the top of the headland was often shrouded in fog, and as its sheer face offered no acceptable alternative, Tillamook Rock was considered instead. In June 1879, H.S. Wheeler boated out to the rock to determine if a lighthouse would be feasible there. Heavy seas initially made landing impossible, but after several attempts, Wheeler was able to clamber up the rock. After a careful inspection, he decided the rock could be conquered. The Annual Report of the Lighthouse Board carried the following forecast for the project: “Though the execution of the work will be a task of labor and difficulty, accompanied by great expense, yet the benefit which the commerce seeking the mouth of the Columbia River will derive from a light and fog-signal located there, will warrant all the labor and expense involved.”

LETTERS TO THE EDITOR I’m supporting the library levy
I am writing to urge the passing of the levy for the Tillamook County Library. My husband and I chose to retire and move to Tillamook for many wonderful reasons, one of the most important being the Tillamook library. As retired people the library has provided us with easy access to the latest books, magazines and movies, as well as help with our taxes through the AARP tax aide. Over the years, we have also enjoyed many interesting speakers, d classes and workshops, not to mention free seeds for our garden. As a retired teacher, it s always delights me to see e. young children making use of , the excellent children’s seche tion, be it to listen to stories or borrow books. Nothing can be e more important when growing . up than to learn to read and develop a love of books. The library is not just a place to find book. It’s the . heart of the community! e

It’s time for a New Deal in Tillamook County In 1936, the Rural Electrification Act made it possible for thousands of Americans to have electricity. Today, we are facing the same lack of an essential service for Tillamook county. High-speed internet service called broadband is substandard or simply not available. More than 20 years ago, Tillamook LightWave began installing fibre optics cable as a service for the county but made connections to just selected businesses such as the Creamery, government buildings such as city halls and some schools and libraries. The fibre is mostly idle with no meaningful progress in getting true high-speed internet to everyone in the county. Internet access is no longer a luxury. Basic education for the last 2 years depends on high-speed connections. Emergency services such as law enforcement, fire/rescue/ medical help need fast connectivity to adequately cover the county. Additional cell tower connections cannot be
added until fibre is available, especially in the mountains along Hwy 6. Doctors and clinics can now be reached by internet connections, but only if patients have access. But current providers are not making this service available, quoting connection prices from $10,000 to $50,000 for new unserved customers. And for existing connections, the speed and monthly price is not affordable. Very large state and federal government grants are now available to make this essential service a reality for Tillamook county. And both connectivity and subsidized costs can be funded by these grants. Within the US, several towns and counties have formed Municipal Internet Service Providers (MISP). This changes the motivation from profit to service in delivering this essential connection. It is time for Tillamook county to create adequate and affordable internet connections for everyone. This month Sarah Dentel joined the Chamber Board of Directors as one of two new board members, and I’m excited to welcome her to the position. (I’ll be back next week to welcome our other new board member, so stay tuned). Sarah is a local real estate agent with Rob Trost Real Estate. She also volunteers as a co-director of Tillamook Outdoor School, a local nonprofit organization, and is a member of the Tillamook Rotary Club. She grew up in Tillamook and has lived here most of her life. She spent “a few great years” in college and starting her professional life in Eugene and Portland before moving back home about 10 years ago to raise her family. “When I thought about where I wanted to raise my kids, I knew Tillamook was it. The community and the people here are phenomenal. This is a place with a tremendous giving spirit,” she said. “It doesn’t matter what the question is, if someone needs help, the answer is always, ‘yes,’ and the community finds a way to help.” Sarah has a bachelor’s degree in family and human services from the University of Oregon, and she spent much of her career working with local families. After she became a real estate agent,

she discovered that the job allowed her to continue working with families, as well as connect with people during some of the most exciting moments of their life. “As the lady who often sells people their first homes, I’m in the middle of a person’s best day. I’m able to guide them and be a space for people when their cup runs over with emotions. I help them work through it,” she said. “At the end of the day, my focus in life is connections and community. I love hearing people’s stories and finding out how I can help support them or take care of them.” The Chamber connectionfocused mission fits well with Sarah’s mindset, and she said she’s excited to develop stronger connections with the local business community. After two tumultuous years for restaurants and retailers, Sarah wants to uplift the businesses that make Tillamook a great place to live. “Lately I have really focused on being intentional about how my time is spent, and joining the Chamber
board is a wonderful way for me to intentionally check in with people to see how things are going and really love on them to support them,” she said. “This is another way I can be a cheerleader for people.” She also looks forward to being part of the Young Pros Tillamook network, a new professional group the Chamber launched in February. The group brings together likeminded young professionals to connect, grow and engage with the community. “I think from a community standpoint, Young Pros Tillamook will be huge for retention. I know so many young professionals who have left the area because they couldn’t find a connection with other people or a way to engage with the community. Now, there’s a group that does just that,” she said. I expect Sarah’s positive energy and enthusiasm for really, truly connecting will be an outstanding addition to the Chamber Board. I’m excited to have on our board. I hope when you see Sarah out in the community, you’ll take a moment to congratulate her on the new board position and connect with her on a deeper level. No, seriously, skip the small talk and ask about her love of coffee or her uncanny ability to sing a mean, off-key rendition of “Bohemian Rapsody.” She’ll thank you — and you’ll come away knowing a really amazing person.

ate climate here to be ideal. I can handle the precipitation because I don’t have to shovel the rain! While we all have our reasons for living in Tillamook County, it is my hope that we can all learn to support and be respectful of the qualities that are important to others. Every year when the schools have their fund-raising charity drives, my wife and I support as many of the activities as we can, even though we have no children in school anymore. We support the schools. We support the parks, the hospital, the roads, and the many tax-funded resources, even though we may not use them. We realize the more infrastructure and highlights we have in our county, the greater our quality of life will be... for everyone! These are the cornerstones of our existence. You can probably see where I am going with this. The Tillamook County Library is supported by a five-year levy based on property taxes. We were once a part of the county’s operating budget, but decades ago, when county funding was an issue, it was decided that we should be responsible for our own finances by (hopefully) passing a levy periodically. For me and a lot of families like mine who use the library regularly, we probably would not choose to live in an area without libraries. However, we have to rely on our fellow
citizens, whether they are a library-user or not, to support this important and well-loved service in our county. What happens if the library levy does not pass? Please read this answer carefully because it is very important. All six libraries in the county, plus the bookmobile, would no longer have funds to operate in June of 2022...that’s this year! The expiring levy provides over 95% of the total revenue funding sources to keep the libraries open in Tillamook, Bay City, Garibaldi, Manzanita, Pacific City, and Rockaway Beach. Sadly, there are library systems that have had to shut down because of failure to secure funding. Just this week, there was a story in the news of an underfunded California library that the city took over and they are turning it into a fire station. That is scary news for people like us who depend on our libraries always being there! The past two years in the pandemic has opened my eyes to what is important. We really don’t need a lot of things. In the thick of it, we got by without eating out, without going to the movies, and without flying somewhere for vacation. We don’t need those things to feel whole. What do we need? We need to wake up in the morning and feel healthy. We need good food. We need a roof over our head. And we need to surround ourselves with people we love. A quality life. And it is my fervent hope that the local voters agree that part of the quality of life here is the Tillamook County Library. Whether you use our libraries or not, they are one of the cornerstones of our communities that we can all be proud of. Thanks for listening.

ape Meares resident Kevin Scaldeferri reported that a humming bird with a fully extended tongue came to his bird feeder recently. The poor bird’s tongue couldn’t retract; thus, it couldn’t feed and will ultimately die. Kevin says this condition is caused by a fungal infection which is almost exclusively picked up from feeders that are either dirty or filled with something other than plain, refined white sugar syrup. Kevin asks those of you who feed hummingbirds to empty and clean the feeders every couple of days, and to fill them with a

There will be an opening reception from 4:00-6:00 p.m. the evening of May 12 and open hours May 13-15. (Watch this space for hours and an address, once they’re announced. Among the hung pieces, I will be showing a metal mosaic (my own term) of cats in silhouette crafted from cut up soda pop cans in red, yellow, blue black and silver. The piece was painstakingly crafted during the COVID-19 pandemic and framed by Jen at Rosenberg Builder’s Supply about a year ago. It was placed lovingly atop my car on an errand some days after it’s debut at a Tillamook Art Walk, and shattered onto the

his is the most difficult column I have had to write. It is time to move on to my next adventure! I have loved keeping you informed of events, people and stories within our community since 2012. I have had so many people contribute to my column, and I thank each and every one of you for that. I hope I wasn’t too annoying when I messaged you five or six times for some information. Not to worry here at home: Capt. Pete had his trusty oneburner stove, powered by a single canister of butane gas, up and running before I knew it. Soon water for my morning tea was merrily boiling away. The Tillamook PUD responded quickly, as always, and power was fully restored by 9:35 a.m. Thanks for being on top of it, Capt. Then after they get all their clues done, they can drop their sheets off at Keller Williams (the dark grey building next to La Mota.) for the drawing, which is at 4:30. (I think I wanna play!) Kim, at Simply Charming, is also having an Easter coloring contest for kids 10 and under. This is the same day as the egg hunt and scavenger hunt. The doors open at 6 and the games begin at 7pmThis is a perfect time to meet new folks in our community, residents and tourist alike. The Rockaway Fire Department are always looking for new folks to join their department. They respond to fires, motor vehicle accidents, emergency medical services and water rescues. It is so rewarding to become a member. My husband was a volunteer as were many of our friends. These folks quickly become family. Please consider it. Science and technology are the driving force behind much that is happening in the world today. So I ask the question - Why is the population of the US only 4% literate in these fields? Why? What are they teaching in the schools today? In Kindergarten? Critical race theory? really? and how about gender identity? In kindergarten, first grade, etc.? My opinion, since this has effected my grandchildren in a negative way, is that this is wrong. Teaching concepts about sexual identification, and the history of racism in the US is wrong at least in K through 3
grades. I think these subjects are better off being taught at a higher grade level or in high school. Also I have taught in early age classrooms and my observation is that the most important thing you teach kids, besides the 3 R’s - reading, writing, and ‘rithmetic is how to share, how to get along, and how to be caring of others. My grandkids (from another state) have all graduated from school, and the positive thing that I can relate is that they are all getting over this early age indoctrination on their own, while they are out in the real world. They came out of school either “gay” or the opposite sex of what they are. So the family, including me, all supported them even though we knew they were

artha Ellen Jenkins, 94, of Tillamook, passed away, Sunday April 3, 2022, at Tillamook Adventist Hospital with family by her side. She was born April 30, 1927 in Jarvisville, West Virginia, daughter of the late William Jarvis and Onie Maude Stutler Jarvis. Martha retired for a long nursing career. Her family
and beloved pets brought her a great deal of happiness over the years. She leaves to celebrate her life, Diana Ellen Petersen; daughter, Barbara Jean Limon; daughter, Donald Lee Jenkins; son, Suzanna McNicol; daughter, and several loving grandchildren. In addition to her parents, Martha was preceded in death by her twin brother John Jarvis, Jesse Jarvis, Howard Jarvis, Werninger Jarvis; sisters Norma Jean Richards, Eliza jane Jarvis, Freta Mae Jarvis, infant baby Jenkins, one grandson and one nephew. Prayers proffered by Earl Richards; brother-in-law, who is preceded by his wife Norma Jean Jarvis Richards; sister of Martha, Salem, West Virginia. Services for Sally Edgar Larsen, who passed away February 15, 2022, will take place Saturday, April 23, 2022, at Waud’s Funeral Home in Tillamook. Sally, was 88 and, along with her husband Dick, had just moved to Chandler, Arizona, to be near family. She was born in Tillamook on May 30, 1933. Her parents were Craig Edgar and Dee Vaughn Edgar. Sally taught elementary school, first for two years in Forest Grove, then in Tillamook at Wilson Elementary, then at South Prairie, where she had gone to school as a girl. After retiring she volunteered in a first-grade classroom at El Monica in the Beaverton School District. She loved the children and loved to work with them. In addition, Sally and Dick enjoyed hosting several Australian young persons in the Lions Youth Exchange program. After retiring, besides helping in the first grade classroom, Sally volunteered in other activities: delivering Meals on Wheels for eight years to the many clients she befriended, ushering and supporting the Broadway Rose Theatre Company for 25 years, and becoming involved with the Tillamook
and Beaverton Lions Service Clubs for 25 years, especially with the Oregon Lions Sight and Hearing Foundation. Sally and Dick also did a good deal of travelling, visiting Venice and Rome, Hong Kong, Australia, Maui, Fiji, Washington, D.C., Boston, New Orleans, Mt. Washington, the highest mountain in Northeast U. S., and Birmingham and London, England, as well as many weeks spent on the Oregon Coast. Survivors include Sally’s husband of 62 years, Richard (Dick), daughter JoDee Etcheberry and husband German, son Jeffrey and wife Chris, granddaughter Emilee Yaakola and her partner Erik, granddaughter Jessica Kane and husband Craig, great-granddaughters Myla and Marcy Kane, grandson Dustin Sandoval and wife Ashley, great-grandchildren Vida and Colton Sandoval, “second son” Cliff Yaakola and wife Annette, nephew Rick Edgar and wife Natalie, niece Carla Epperly and husband Bill and their grandson Cody, plus cousins Sharlene Stacy, Dorene White and husband Bob, Mert Edgar, Joan Petty, Delores Boquist and Liz Landis plus Australian “sons” Ian Coutts and Shane Saxby. Services will be held at Waud’s Funeral Home in Tillamook at 11am Saturday April 23rd followed by a reception at Alderbrook Hall located at 5995 Alderbrook Rd, Tillamook, Oregon. Family and friends are invited to attend these events. Donations in Sally’s memory may be made to the Oregon Food Bank or to a similar local organization.

D
ee passed peacefully at home on March 20, 2022 in the presence of her family and faithful dog Hug. Our beautiful wife, mother, grandmother, and friend was taken from us after a protracted battle with MDS cancer. Dee and her husband own and operate Sheltered Nook on Tillamook Bay in Bay City. The tiny house village was Dee’s brainchild. She created it, built it, ran it, and cared for it (and all those associated with it) like one of her kids. Around “The Nook” she was known as Queen Bee because she was always at the center, making things happen, and the rest of us just buzzed around this beautiful force of nature. Dee was a Master Gardener and many of her closest friends came from her association with the Tillamook Master Gardener’s. Those friends, her Tribe of Mermaids, stood by her through her treatment and were there
to the end, even making sure her family was taken care of after her passing. Dee has five children, her three boys and her husband Mark’s son and daughter. The kids were thrown together as teenagers when Dee and Mark married, and the family went through a bit of a rough patch as they blended. But they did blend, and over their 24 years together they became a family, a family that loves, cares, and supports each other, especially when it’s needed the most. This beautiful family is Dee’s greatest achievement and legacy. Only love could heal all the broken hearts and help it grow together. It’s hard to believe that someone a little over five feet tall could have so much heart and compassion and would be willing to give so much to make sure everyone felt embraced by her love. Deezy will be missed terribly by her family and friends, and the world will be a bit less colorful without her. Dee asked that any remembrances or contributions be made to The Tillamook County Master Gardener Association’s scholarship fund. Per Dee’s request we will have a party in her honor to be held in The Meadow at Sheltered Nook on May 14, 2022. Contact Mark for details.

ast year, two beloved individuals passed from life, through death, and into eternity. “For God so loved the world, that He gave His uniquely born Son, that whoever believes in Him should not perish but have everlasting life.” John 3:16 Cliff and Muriel first met as teens at Nestucca High School, before taking separate paths. Cliff’s
career was in the US Navy, retiring as a Chief. He also worked for the Beaverton school district. He is survived by two daughters, Beverly and Susie, and nephew John. Muriel married Don Daggett (DOD 1989) and raised Terie, Doni, Rodger and Kim first in Portland, then later in Beaver. She led large troops of Girl Scouts, worked for TCCA, and taught Sunday School in church. Cliff and Muriel, having reconnected later in life at NHS reunions, fell in love, and shared a rich adventurous 31 years of marriage. They are loved and remembered by many friends and family, including 17 grandchildren and 43 great-grandchildren. Deceased’s funeral arrangements A public remembrance service and reception will take place at the Cornelius Methodist Church and the historic Jones family plot on April 30th, 2022, 11:00 am.

racey had a rough start at life. As one of nine siblings, mayonnaise sandwiches were a lunch staple and fighting your sister for a spot in bed was a chore. She always knew that she wanted more. After she graduated from Seaside high school she decided to follow in her sister’s footsteps and attended Astoria Beauty College. She was running a very successful hair salon given the name Dynamics due to her dynamic personality. Her salon was not only a place for women to change their look, it was also a place to change their lives. She was always the sympathetic ear they needed that day. She knew the importance of helping her community by holding free Easter egg hunts every year where she made sure every kid went home with a prize. She and her mailman husband used to fulfill letters to Santa in low income areas and heaven forbid if someone forgot your birthday she would have a full celebration for you in 15 minutes. She always put others first. She was the brightest light in every room and she
always made you feel special. She endured 14 neck surgeries and multiple car accidents yet always kept a positive attitude. Throughout all of her pain and discomfort she still held onto her 33 years of sobriety and found the time to sponsor countless women and help lead them to recovery. She was diagnosed with Stage III Hodgkin’s Lymphoma and was responding to treatments, until she had some respiratory issues and passed peacefully with everyone she loved by her side. Tracey is survived by her mother Shirley Sullivan of Gaston, son Philip Lindquist, his wife Rachel Lindquist and their son Lincoln Lindquist of Astoria, daughter Shanah Lindquist of Los Angeles, brother David Clooten and his wife Abby Clooten and their very special little girl Sophia of Bay City, brother Richard Clooten and his wife Vlada Clooten of Bay City, brother Barth Clooten and his wife Debbie Clooten of Portland, sister Shena Clooten rose and her husband Harvey Rose of Hillsboro, sister Paula Clooten of Forest Grove, sister Darnell Bernhardt Adgers of Hillsboro, sister Shelly Painter of Hamlet, sister Sherrie Clooten Rebitzke of hillsboro, sister Donna Knuth Jones of Hillsboro, and sister Bunnie Jo Clooten of North Dakota. ome of my favorite times of the gardening year are the local plant sales. So I was very pleased to get an email from the Tillamook County Master Gardener Association to tell me they are well into the planning of their annual Plant Sale. Of course in 2020, the sale was cancelled altogether, and last year they were only permitted to do an online sale. But for 2022, the TCMGA will

be offering plants both online and in-person and the Tillamook Master Gardeners have been working for months now to insure a successful sale. The sale itself will be back on Saturday, May 7, 2022, from 9:00 AM to 1:00 PM at the 4-H/FFA Livestock Pavilion (aka the horse barn) at the County Fairgrounds, but online sales start on Sunday, April 17 and close May 3rd. You can find the online catalog at https://tillamookmastergardeners.com. If there is a particular plant you are looking for and want to reserve it, this is the best way to do it. Plants ordered online can be picked up at the north door of the Pavilion starting on Friday, May 6 from noon to 4 PM and from 9 AM to 1 PM on May 7.
Plant Sale Chair Sarah Ostermiller tells me, if you miss the comradery of being at the sale and choosing your own plants on Saturday at the Pavilion, that can happen, too. The Master Gardeners will staff a Help Desk at the Sale to offer ideas on what works best for your garden or to problem-solve your questions. If you have an issue, be sure to bring a sample in a sealed plastic bag for identification and help. Returning on Saturday only this year will be the Garden Garage Sale where you can find all sorts of garden items like tools, yard art, or items that can be turned into yard art with a creative touch. There will also be a few vendors like Happy House Glassworks, Bee Me, and North Wood Crafts. Bring your garden tools to be sharpened by Sharpenator while you shop. Sarah said there will be over 700 tomato plants and they will be varieties that are bred for our cool, coastal climate. Also on offer will be vegetable starts, perennials, garden plants and house plants. Hopefully there will be some Albion strawberries as well. There will be more plants on offer than last year, with half of the popular plants being available through the catalog sales, and the other half being available on the 7th. There are some one (or two)-of-a-kind plants that will only be available at the

Jeric By The Sea now booking coastal farmhouse suite Five-start reviews deem it ‘perfect spot for a weekend’

After nearly six months of renovations, the duo opened a new lodging option on February 18 with their Tillamook business Jeric by the Sea. The studio apartment offers visitors a coastal farmhouse retreat that’s just off the beaten path but not too far from everything that makes a stay in Tillamook great. “Being here, you feel separate from everything. It’s calm, quiet and cozy,” Due said. “But you’re also a 5-minute drive from a lot of the local attractions, like the Tillamook Creamery or downtown Tillamook.”
Moder and Due envision the suite as an affordable place to rent for family and friends of Tillamook residents who might not have the space to put them up in their own homes. “I’m excited to see Jeric by the Sea open for business,” said Tillamook Chamber of Commerce Executive Director Justin Aufdermauer. “The location and the price point make it a great place for locals to recommend to their visiting family and friends when they don’t have room to host.” Top-tier luxuries The studio includes a fullsize bathroom, a fridge and microwave, a full-size futon and California king sized bed. It sleeps up to three guests, with ample space for all visitors to relax after a long day of Tillamook adventures. It is open for bookings online at AirBNB or through jericbythesea. com. Moder said he and Due were intentional about offering top-tier luxuries for visitors. The towels, for example, are plush Turkish cotton.
“We’ve gotten reviews where people have said these are the softest towels they’ve ever used. It’s those little touches we made to make the space special. We were very meticulous about what we included,” Moder said. “Even the TV is quality, with Wi-Fi capabilities. We joke that we wish we had something that great in our own home.” The suite is tucked back near a quiet slough right off Highway 101 on the same property where Moder and Due live. Although it’s technically part of their house, the rental space feels private. While renovating the space, Due and Moder purposefully added separate entryways or fencing to distinguish the studio from their home. They hope visitors have comfort, luxury and privacy
reflect in the reviews the suite has received so far. Of the six written reviews on AirBNB, all six are 5-star. “(It’s the) perfect spot for a weekend!” one reviewer wrote. “Very nice finishes, safe, centrally located, and a comfy bed. Nice extras like fluffy towels, hairdryer/ straight iron, coffee and filtered water.” A dream come true Moder’s and Due’s plans for Jeric by the Sea date back far before moved to Tillamook and began updating the private suite attached to their new home. Moder, who spent much of his career in real estate, said he’s always wanted to open some kind of lodging option during his retirement. “Originally, we dreamed of owning a campground,” Moder said. “The home we purchased in Tillamook had this perfect opportunity built right in, and we thought, ‘Let’s add a bathroom and do an AirBNB instead.’ ” Their property also proved large enough to accommodate an RV site with full hookups, which allows Moder to experience

The Tillamook Chamber of Commerce helped Moder and Due get their new business off the ground, Moder said. Jeric by the Sea signed up for a Chamber membership shortly after its formation. “The Chamber was a great help, especially throughout the permitting process,” Moder said. “Justin Aufdermauer (Chamber executive director) walked us through the process clearly and expeditiously.” The Chamber also helped with early marketing efforts. Moder often accepted the open invitation to attend the Chamber’s Mornings on Main Street meeting, a once a month, casual networking program for people in Tillamook. During the meetings, he shared updates about the renovations and generated excitement for the new space. At the meetings, Moder received recommendations for local contractors to hire for the remodel. He and Due hired Bay City-based Tim Hall Builders for the project.

Hot bats give Lady Mooks big win on the diamond in Gladstone Mike Weber For The Headlight Herald
The Tillamook High Cheesemakers softball team was hoping to bounce back following a 12-1 loss to the No. 5 ranked Astoria High Fishermen (1-0 league, 8-2 overall) in their Class 4A Cowapa League opener April 5 and that’s exactly what they did. The No. 20 ranked Cheesemakers (0-1 league, 5-7 overall) responded quite well, as they regained their high confidence level and got a big momentum boost following a 17-2 win over the Gladstone High Gladiators in a nonleague contest April 7 at Gladstone High School. The Cheesemakers, guided by first-year assistant Coach Ashlie Gardner, played a remarkable game on offense and defense in getting a lopsided victory in five innings over struggling Gladstone (1-5), which has lost four straight. The Mooks built a double digit lead to conclude the contest early via the 10run Mercy Rule. “This is my second time being head coach, but it’s also the second time that we’ve won when I’m the interim coach, which is super fun and Chelsea will be proud,” said Gardner, who guided the Mooks to a 16-0 win over the Warrenton High Warriors Mar. 23. “Chelsea Miller is the best though and she’s the head coach and I’m just her
assistant, but we work really well together and she’s taught me a lot.” Coach Miller was out of town and unable to attend the game at Gladstone. It was close in the first inning, which was knotted 1-1. Led by junior Gabi Garcia (3for-4, five RBI, two doubles, single) Tillamook took control of the contest in the second with an offensive explosion. Garcia’s RBI single, capped a 12-run offensive outburst in which the Mooks sent a total of 16 batters to the plate to face Gladstone pitchers Madelyn Dougan and Allie Grant. “I’ve been in a little slump recently, but I brought it today offensively,” said Garcia, who made an impressive defensive play by catching a high fly ball hit deep to center field in the second inning. “It felt good to make the catch because earlier in the game, I let one get over my head, but after that I felt great and I redeemed myself and I was very happy. I’ve been working really hard in practice, so I’m glad that it finally payed off. I think this was a good way to bounce back after our loss to Astoria. I’m very, very happy with how well my team played today. I really believe that we can be one of the contenders for the league title this year.” Capitalizing on Gladstone mistakes, the Mooks got baserunners in the second after three batters were hit by pitches, while they also

It was a perfect day at the trap range, a balmy 60 degrees, high clouds and no wind. Uncharacteristic for April. We have seven teams listed with room for more teams and shooters. A rule change for this season, the club is allowing subs to compete on teams that are short staffed (less than 5 shooters). This will help out the teams that have a short roster (or absent members) to be able to stay in the hunt for the championship. Out of the box, the two top teams from last season are battling it out for first place
with Team Mayhem taking the win for April. Once word gets out about the new rule change, it should give smaller teams like Tillamook Ford and Les Schwab to vie for the championship. Kudos, to a new team with members that have never shot before. Team Bustin’ Loads, congrats, looking forward to watching you develop this season. The Mooks pounded seven of their game total eight hits in the second inning to fuel a 12run offensive surge that was highlighted by a Viramontes Morales deep fly ball to right field for a three RBI triple, helping the Mooks extended their lead to 13-2. “I think this was my best hitting game this year,” said Viramontes Morales. “I think we played with really good energy, so that helped us a lot with our hitting.” In a scoreless third frame, Mooks junior starting pitcher Tori Pesterfield had a strikeout to help put the Gladiators down in order defensively. Pesterfield threw a tough to hit fastball and some changeups to keep batters off balance throughout the game and she had a total of three strikeouts, while allowing just four hits. Pesterfield was tough at the plate too as she batted 2-for3, with three RBI and two singles. “I’ve worked with Chelsea in practice and we’ve just been putting in the time there and today it really showed out on the field,” said Pesterfield. “I pitch to let my defense do the work and I usually don’t

We didn’t get the calls that I wanted, so we just kept throwing fastballs and that was working well. They (Gladiators) weren’t getting many hits, so I just kept throwing fastballs. I think we can reach the state playoffs this year. We’ve all been playing together since we were eight years old and this is the first year that we’ve really come together and brought a high level of energy to each game.” The Mooks’ momentum continued in the fourth, highlighted by Garcia’s two RBI double, that helped extend their advantage to 17-2. “Our girls brought the en-
ergy today and after losing to Astoria, we literally bounced back and turned things around,” said Gardner. “They listened to us, they took our feedback and they made their adjustments and I’m so proud of them. As long as we can keep the energy that we had from this game, then we’ll be successful.” The contest marked the highest score for Tillamook this year, eclipsing the previous high of 16 runs in the win over Warrenton. It was the fifth time that the Mooks have scored 10 runs or more in a game and they’re averaging eight runs per game offensively. In addition to helping lead the Mooks rock solid de-
fense, senior catcher Ashlyn Mattson reached base all four times in her at-bats as she batted 2-for-2, with two singles, a walk and she reached base on a fielder’s choice. The Mooks have won three of their last six games and they were hoping to get their first league win Tuesday at home versus the Seaside High Seagulls (results unavailable because of Headlight Herald press deadline). Tillamook plays its next contest Thursday at 5 p.m. versus the Banks Braves (0-1 league, 2-4) at Banks High School, followed by a 5 p.m. April 19 matchup at home against the Valley Catholic High Valiants (1-0 league, 4-3).

Marine patrol members across Oregon and the Oregon Marine Board are urging safety as people head to local waterways for recreation this spring and summer. In the coming weeks more people will be pulling out their boats from winter storage in preparation for launch in the waters of this state. Rivers and the Pacific Ocean (even the surf zone) are the most inherently dangerous, according to the Oregon Marine Board. It’s important to always scout ahead, mind the tide, decide on the safest route and expect the unexpected, the Oregon Marine Board states on its website, adding that most accidents and fatalities are due to falling overboard, collisions, and operator error/misjudgment, and reckless behavior. The state marine board urges boaters and watercraft users to ask the themselves the following questions. • Think about what you would do if you fell overboard. Could you self-rescue? • What do you do if you’re caught in a snag? • What do you do if your boat swings around and the anchor line is near the prop? “Thinking is a necessity in boating. Act with intention. Be smart about your activity and understand how your activity impacts those around you,” the Oregon Marine Board website reads. The Oregon State Marine Board contracts with 32 county sheriff’s offices and the Oregon State Police to enforce boating
laws and help patrol Oregon’s waterways. The Marine Board provides state-of-the-art, hands-on training for marine law enforcement and provides equipment, gear, and funding for patrol boats. The following are suggestions from the Lincoln County Sheriff’s Office which can contribute to your safety and add to your boating pleasure. • Know the legal requirements for your size vessel. Safety equipment must be accessible and in working condition.
• Wear your life jackets!! 85% of the boating fatalities could be avoided by wearing a personal floatation device. Remember it won’t save your life if you don’t wear it. • Have children and nonswimmers wear a personal floatation device. The Oregon Department of Agriculture (ODA) and Oregon Health Authority (OHA) advise residents not to serve or eat raw oysters harvested from British Columbia (BC), Canada, until further notice. Health Canada and the US Centers for Disease Control and Prevention have linked harvest areas in BC to norovirus-like illnesses reported in multiple states and provinces sickening more than 300 people. OHA officials say no confirmed norovirus illnesses associated with the BC oysters have been reported in Oregon. The US Food and Drug Administration (FDA) confirms that oysters from BC have been shipped to retail and wholesale customers in the state. Only BC, Canada, oysters are affected. All oysters grown in Oregon and the US are unaffected by this advisory and remain safe to eat. What is this all about? TPUD is one week away from voting on a process called eminent domain that would take private property from rate payers in Tillamook County in order to begin construction on a 115KV transmission line to Oceanside. TPUD’s transmission line project passes through the property of 18 private land owners — farms, businesses and forest land, including the removal of 22,000 trees. ZERO of the 18 land owners are in favor of the project, which means their land will be taken through legal action. Taking land for an easement through legal action starts at $100,000 per land owner. That’s a minimum of $1.8M.
The $1.8M+ goes toward TPUD’s legal fees. Land owners were offered less than $10K by TPUD to give up their land. If TPUD votes to begin the eminent domain process, YOU the rate payer will be covering this bill, along with the $22M+ price tag of the transmission line, which does not include long term maintenance costs.
Why is this important? In the history of TPUD, they have never inflicted a process as overreaching as eminent domain on their own rate payers. Once TPUD completes this process once, it will become something they can and will do again with ease. Oceanside needs reliable power, but most importantly, they need it now. This can be accomplished by TPUD repairing existing “Feeder 51” & trimming trees RIGHT NOW at 1/20th of the cost of the $22M transmission line. We’ve been told the only way to improve Oceanside’s power is by building this invasive, expensive transmission line, which has forced those that reside there to wait nearly 12 years for these necessary repairs to be made. Per TPUD: The cost to build the transmission line is $22M+. The cost to rebuild existing “Feeder 51” is $1.6M. Oceanside uses on average 3-4MW of power per day, max 11MW. The proposed transmission line can carry 300MW of power — 10 times what Oceanside is projected to need 30 years from now. By the time this amount of power is needed by this small community the line will be due for replacement.
How does this affect me? You the rate payer will be directly affected by a dramatic increase in your power bill.
Since 2019, rates have already increased 10%. By 2023, rates will increase as much as 10% more. TPUD carries more debt than any other PUD in the state of Oregon—Double the next closest PUD. They secured $46M in bonds (debt) to pay for future projects. Just to pay the interest on this debt rates will have to be increased by 5%. Our rates are high now and will continue to go up as long as we allow such gross overspending on pet projects. The fires that devastated Oregon in recent years were all caused by transmission line sparks. 4.3 miles of the transmission line will pass through forest land just East of Oceanside & Netarts. Building the line in this location increases fire danger to these communities during warm, East wind events. This transmission line is also intended to provide additional needed capacity to Tillamook, but keep in mind the line goes to Oceanside first, then has to carry power all the way back to Tillamook on “Feeder 51” in order to get it to it’s intended destination. TPUD refers to “Feeder 51” as the worst performing feeder in the county. If most of the power is needed in Tillamook, why would TPUD send it to Oceanside first where the demand is low, then rely on a poorly performing feeder to bring the power back to Tillamook where demand is greatest? Lastly, having a 115KV transmission line and substation on your shoreline leading back to the Bonneville power grid makes an area a target for ocean energy developers. TPUD says this line has nothing to do with ocean energy, but also says they would be forced by law to carry the energy should an ocean energy developer surface. Something you may not know: a 115KV transmission line & substation have also been approved in Neskowin.
WHAT CAN I DO? JOIN US on Tuesday April 19th to let the TPUD board of directors know we are opposed to the transmission line. Stand up with your fellow rate payers to let TPUD know you are not interested in any further rate increases. Support your neighbors, friends and family by getting as many people as you can to come to the meeting. We are are the TPUD. The board members were voted in to represent our best interest, not TPUD! There will be two meetings, both at TBCC [4301 3rd Street]: a workshop at 3pm and a board meeting at 6pm.
