‘Leggs’ crawls to crab race win N

ine-hundred people showed up in support of the 2022 Garibaldi Crab Races, held at the Old Mill Marina Saturday, March 12th and 13th. Winner Stan Dennis and his crab “Leggs won $100 a trophy and bragging rights for the year. Second place finish was Corinna Cates with crab “Crabby 2,” 3rd place Troy Shelly with crab “Crabzilla,” 4th place Larry Derr with crab “Toot-Toot,” and 5th place was JC Chess with crab “Larry.” The top three finishers received trophies donated by Rosenberg building supply. The grand prize winners of the children’s races were a bicycle and helmet for each boy and a girl to finish the sweepstakes. The Garibaldi Lions Club was happy to provide this fundraiser event for the community after a 2-year pandemic hiatus. Entry fee was $5 for adults, $2 for kids 6-12 and kids five and under are free. Racing costs ranged from $1.00 to $10.00, depending on the prize and type of race. Local merchants generously donated items and gift certificates for prizes and the City of Garibaldi generously helped with funding the event. The local Garibaldi crabbing fleet provided the crab racers and cooked crab. All money raised will go towards support of local sight and hearing requests and Christmas basket program. The president of the Lions Club, Patricia Moore said that she’s happy to do a good thing for the community, adding that they typically raise around $20,000 for

She said, “We use the buttons as a measure and ran out of the 800 printed, so we used leftover buttons from the 2020 crab races that were canceled due to COVID.” After calling the races since the very first Garibaldi
Crab race 35 years ago, Bill Beck, the track announcer, said that this year will be his final race. The event was ran exclusively by volunteers. Kitchen veterans Valerie Bailey, the creative head chef, along with Laurie Wandell and Carolee North kept the kitchen crew running smoothly throughout the weekend of events. Becky Daniels was the Track Secretary and Tim Sutfin was

TPUD one step closer to building Oceanside Transmission Line project T

he Tillamook People’s Utility District (TPUD) board approved the signing of the Tillamook to Oceanside Transmission Line Contract and the purchase of the SPX transformer for $710,000 in February 2022. On March 15, 2022, the TPUD board met for their regular meeting with the intention to approve resolution No. 22-03-02, “A Resolution to Approve the Acquisition of the Tillamook to Oceanside Transmission Line Project Easements and Properties.” They were met with more than 60 angry farmers and landowners in the room. Oceanside farmer Kurt Mizee said, “We showed up to the February TPUD meeting to discuss an alternate route for the line, and you voted in the contract and put in an order for the transformer without notifying anyone. Doesn’t strike me as a very ‘public service’ thing to do.” Doug Olson, a TPUD board member representing subdivision #1 said, “Of course everyone has different views on how things should be done; that’s the nature of public policy. I’ve been doing this for a long time, you can’t please everybody.” TPUD expressed that for the past 10 years these property owners have been invited to come to meet with experts about the facts. This March meeting was the highest attended TPUD board meeting in the past 14 years. Todd Simmons, the TPUD General Manager, said that TPUD is ready to negotiate this, whether or not the landowners will come to an understanding on the decision is just

The event will take place at 11 a.m. on April 16, at Hadley Ballpark. LWF suggests that people arrive early to get raffle tickets, coffee, hot chocolate and find their kids age group to stand in. Last year the field was divided up by age groups and covered in eggs for the kids to find and gather. The highlight of the event was when the helicopter swooped in dropping even more eggs on the field to the delight of all the kids and adults. LWF will host this event again this year in the same location with plans to have even more eggs on the field, give away even more prizes and add in more parking options. part of the process we will need to go through. “We’ve got the route ready to go, we’ve surveyed all the land, we’ve been on every property, we’ve got approval from the Public Utility Commission (PUC) and we’ve done this before,” Simmons said. “In cases like this most landowners will see the reality of actual scenario and eventually agree.“ TPUD will be seeking roughly 37 easements through 35 landowners’ properties along the route that goes from Tillamook to Oceanside. If approved by the board at the next meeting, TPUD intends to use eminent domain (condemnation) rights if they do not get cooperation from all property owners. It has become standard and accepted practice for utility companies to build towers and run high-voltage lines through privately owned land, compensating the landowner for space occupied by the structures and transmission lines. Karl J. Zweifel, farmer and longtime resident of Tillamook passionately said, “I’ve been offered a lot of money for the land that I grew up on; you just can’t put a price on
it. Living in a city you don’t get the connection to the land that farmers do. Food doesn’t come from Safeway.” There are approximately 2,000 customers in the southwest Tillamook, Whiskey Creek, Netarts, and Oceanside areas that are provided electric service by a single radial line. A new transmission line would provide a redundant power source to the area to use in the case of an outage or maintenance work is necessary. Zweifel added, “We’re not here to say that they don’t deserve power out there, but this is our land, our life. Just take a look at our callused hands, we put our blood sweat and tears into our work, which is our land.” According to a published paper by Alison Berry at Lincoln Institute of Land Policy called Landowner Compensation for Electric Power Transmission Rights-of-Way, running transmission lines will be an ongoing challenge in the western part of the United States over the next several decades, as populations grow and demand for energy increases.

“This is what we do,” Simmons said. “We are constantly looking at things from an engineering and operations perspective and this is what needs to be done for the community.” Simmons added that after this project is completed the TPUD will have to do the very same thing for the Neskowin area. According to TPUD engineers, the 22-million-dollar project will greatly improve power for 10% of TPUD’s clients including the large elderly community whom sometimes rely on power for essential medical equipment. TPUD said this power line is 50 years old and eight times worse than the rest of the lines. Mizee responded, “Trim the trees in the way and we’d have half the outages that we have. 22-million-dollars is enough to buy and install an entire house generator for everyone out there. Actually, I know there’s a bunch of people that already have one.” TPUD plans to work with a qualified appraiser to develop an accurate

illamook Airport flight instructor, Mark Farrier, has been holding a Civil Air Patrol Ground School and has been giving flight training using a 1939 Piper J3 Cub. “We have been teaching numerous folks to fly through that program, last year 15 year old Blake Ricks signed up,” said Farrier. Blake’s parents, Brent and Molly Ricks brought him to the class. After seeing Blake start flying lessons Molly jumped on the bandwagon and started learning too. She said, “I have always wanted to fly, but over the years life got busy I never really thought flying was realistic.” Shortly after, Blake’s dad, Brent Ricks then signed up for the flight course too. “I wanted to learn since my wife and son were learning and I didn’t want to be in a plane with them

Oftentimes, farmers have an emotional attachment formed to their family farmland. Mizee said, “TPUD is offering 150% property value which is one-time payment of $10,000 for the eternal 100-foot easement running through my farm line. But they paid a consultant, $25,000 to flip through a colorful slideshow to explain this to me. ages would likely remain higher than what an average system feeder experiences. Based on current estimates, this alternative would cost $22.6 million. Given the costs associated and only modest upgrades being made to area reliability, this alternative option provides the least amount of improvement in reliability and capacity. To improve the reliability of this option, undergrounding of the existing feeder along highway 131 and undergrounding the majority of the Trask feeder was analyzed. This option was estimated to cost over $28 million and still requires the acquisition of over 80 easements on private properties. It is important to note that when building new infrastructure, it is sometimes necessary to secure easements through public and private property to build infrastructure. For projects that require easements, TPUD staff strive to work collaboratively with property owners on the terms and structure of easement requests. TPUD has no interest in taking any property in Tillamook County through eminent domain. However, TPUD will be seeking easements through eminent domain if necessary, which has only occurred once in our 70-year history.

The Tillamook to Oceanside transmission line and substation is the best option to improve reliability, assist with capacity issues incurred by additional load, and replace aging infrastructure without multiple extensive outages. In this project, two distribution feeders would be extended from the new Oceanside substation with one circuit connected to Oceanside and the second circuit connected to Netarts. Both new feeders would serve about 900 customers and would be five miles in length. The cost of the Tillamook to Oceanside transmission line is estimated to be $22 million. The impact on customer rates for this project would be approximately three percent. Alternative options to a transmission line were also reviewed. One included the rebuilding of the existing line using much larger wires and supporting structures than required for the transmission alternative and the addition of a second distribution line from the Trask substation to Oceanside. This option would provide a looped feed with two circuits to Netarts and Oceanside. However, upon review of the reliability of this alternative, it was determined the service to the Whiskey Creek, Netarts, and Oceanside areas would improve, but the out-
erty. A representative from the Oregon Farm Bureau for Tillamook and Clatsop Counties said that the organization is very much against what and how TPUD is doing to these farmers. “Our board doesn’t want to get sideways with our neighbors, we’re not about that but we have 2,000 people who aren’t getting reliable power and we have to do what we perceive as the greater good,” Olson said. Notably, board member David Burt representing subdivision #2 voted against the contract. He said he voted against it because there is an alternate route that we can take that does not require eminent domain. Olson said, “It takes an immense capital investment to set up a utility system and they remain around for a long time. It’s essential to make the right initial investment to do things right the first time around.”

They have been taking classes and working on their flying skills since September 2020. “We definitely caught the aviation bug at our house; we spend a lot of time thinking, learning, and talking about it,” Molly said. Flying appears to be in the DNA of the Ricks family. Brent had grandparents and great-grandparents who were pioneering pilots. The other 4 Ricks children are expressing an interest in flying too; even their 2 year old loves to point out the airplanes in the sky when he hears them. The family is actually working together to build their own airplane from a Vans Aircraft Kit, called an RV14 from Vans Aircraft. The trio is currently preparing to fly their solo cross-country flights and take their written tests. It is highly unusual and unique for a family to learn to fly together at the same time. Brent said, “I like the mutual support and the ability to chat about our common experiences, victories, and challenges flying.” Blake said that he has goals of being an airline transport pilot in the future.

pring is finally here, and I think we can all safely agree that we are looking forward to the change in season. Spring is a time for growth, renewal, and embracing opportunity. While we typically make New Year’s resolutions in January, there is merit to waiting until spring when the natural world moves out of its resting stage and into its growing stage. I want to take this opportunity to remind you that if one of your resolutions was to find your dream job, get an education, or just learn a new skill, you have a place at Tillamook Bay Community College. If the thing that has been holding you back is the question “but how will I pay for it?” then keep reading, because I have the answers. The Tillamook Bay Community College Foundation, which has been offering scholarships to TBCC students since 1997, opened their scholarship cycle on March
14. Prospective and returning students have until June 13 to fill out one application and be considered for more than $80,000 in scholarship dollars. This is money to help pay for your college education – everything from tuition, books, supplies, and sometimes even living expenses – that does not have to be paid back. Scholarships should be your first choice when determining how to pay for college, and thanks to the TBCC Foundation we have an abundance of scholarships for students who are looking to get started or return to school. Several scholarships are for students in specific programs,
or with certain interests or career aspirations. You very well might fit the mold for one of these scholarships. The only way to know is to apply. You can find a full list of the available scholarships on our website, tillamookbaycc.edu/ tbcc-foundation. We are so grateful to our donors and supporters who make these scholarships happen. We often hear from our students about how these scholarships changed their lives and set them on a course to fullfil their dreams. f you are hearing from me in this capacity, it must be spring time. We’ve made it through another wet winter on the coast and longer, brighter days are rapidly approaching. The Tillamook Farmers Market is also rapidly approaching. The Market will open for its 22nd year on June 11 at 9 a.m. in front of the Tillamook County Courthouse. Some things I am excited about this season: The Double Up Food Bucks program has increased its dollar-for-dollar match to $20. That means that SNAP customers who spend $20 at the Tillamook Farmers Market will receive an additional $20 to spend on fresh fruits and vegetables, vegetable starts, nuts, mushrooms, and herbs. If you are looking to get the most bang for your buck, then shopping at the Tillamook Farmers Market is it. Nowhere else will you get an additional $20 when you spend $20 in SNAP (except almost every other farmers market in the state). Just bring your EBT card to the Tillamook Farmers Market Trailer parked in front of the courthouse, and we will charge your card in exchange for SNAP tokens and give
2022. That means if you are affiliated with a nonprofit and would like a chance to reach more people about your mission, you can request a space at the Tillamook Farmers Market. We provide the space for free (and the tent and table), so all you have to do is show up. We allow one nonprofit each Saturday, and spaces fill up quickly. looked a lot like a “chopper”. The banana seat had orange and silver sparkles in it, and it made me feel like all eyes were on me when I was riding my flashy bike. But one morning as I was biking along the route to my elementary school, I was looking forward to the steep three-block downhill portion where I could “peel out” and fly to the bottom of the hill at top speed. As I entered the ramped road, an unfamiliar dog jumped out of a yard and began chasing me. I would love to say it was a snarling German Shepard or a foaming-at-the-mouth Rottweiler...but it was just a tiny little Terrier. “I can outrun him!” I thought, but the little bugger took a shortcut and was closing in on my heels. I pedaled faster than I ever had before and took a good look behind me to see how close the varmint was. And then... BANG! Next thing I knew, I was on the ground with little cartoon birdies circling my head. Because I was looking behind me, I didn’t see the parked pickup on the side of the road and I ran straight into the back bumper. The good news is the collision scared the dog away. The bad news is it shook me and my bike up so much that I just turned around and walked my Schwinn back home.
And that is my advice to people who base life choices on the way they have lived in the past...and that includes their history of being a reader. It is NOT too late to discover the joy that books can bring! Your future is ahead of you, not behind! Then I hear some people say, “But I have so much to watch on TV...I don’t have time for books!” Sure, there are many hundreds of stations on most cable TV packages. Others have great luck with streaming just about anything they want to watch with a Roku, Apple TV, or other device. Those are all well and good (and expensive) but nothing engages your brain like a book. Reading consistently strengthens connections in the brain, improves memory and concentration, and can make you a much happier person! Best of all, books are absolutely free at your public library. Having met many nonreaders, I know the next hurdle they need to get over is WHAT they should read to get started being a bookworm. There are many ways to jumpstart your new hobby. My usual advice is to just head to the new book section and browse the covers and titles. If something grabs your attention, pick it up and read the blurb on the inside of the book jacket...or open up to the first page and read the first few paragraphs. Repeat this procedure with several books and take the titles that catch your eye home with you. If that scares you a bit, please do not hesitate to ask a librarian. That is what we are here for. But whatever you do, don’t look behind you. You are not going that way. And the library is always straight ahead.

ue Beckman, Ann Kanyid, Capt. Pete and I went north to Oceans Shores, Wash., for the annual Beachcombers’ Fun Fair earlier this month. It had fewer exhibits than usual, and a lot of the restaurants and stores in Oceans Shores were still closed due to COVID. But we four found an Irish pub still open, so we celebrated yet another year of attendance. One of the most interesting exhibits was a plastic crate with a seal’s tooth impaled through one slat. Another exhibit solved a mystery right here in Cape Meares. The exhibit showcased kids’ bike helmets with cartoon characters, Yeti and Ozark Trails coolers, and colorful padded floor mats for children. The exhibitor, John Anderson, was able to trace these beachcombed items back to a container spill 1,100 miles off Hawaii on Nov. 30, 2021. A few weeks back, we had found some padded material with bright geometric designs on it torn into large pieces on Cape Meares beach. Aha; pieces of those children’s play mats had washed up here! John is an expert beachcomber and had a lot of other “treasures” on display as well. If you get a chance, visit John’s Beachcombing Museum in Forks, Wash. (call 360-640-0320 first to check operating hours). You will be amazed at what he’s found on the beach and brought home in more than 40+ years of

My Honda ambled slowly by this morning, so I could gawk a bit, and yes, indeed, there is a cement slab where Tuesday there was none. Congratulations to our new neighbors, Andrea, Loto and family; it’s happening at last. Thanks to Pat Patterson, a local since 1942, for a recent phone call. He said he had “a bone to pick with me.” I braced myself, all in good humor. Apparently, an earlier incoherent voicemail had been from him and I had failed to insert his news tip. So Pat patiently communicated again, and with better reception this time. He wants readers to know that a group of locals is looking for the Wave bus to expand service to include Sand Lake Road. Petitions to Tillamook Transportation District are coming door to door. “Folks should sign them,” he says, and now you know. Hebo Woman’s Book Club met for March via Zoom. Melanie Merryman hosted the call and Joan Wilke led a group discussion of “Mink River,” a reread for some of us. Others in attendance, besides myself, included Rachel Pettit and Nancy Whitehead. The Late Editor of Portland Magazine, Brian Doyle, authored our book; it’s just a honey of a read. It takes place in a fictional town on the Central Oregon Coast in a bygone era.

beachcombing! A notice about a March art exhibit at the Hoffman Center Gallery in Manzanita caught my eye. One of the featured artists is Alana Garrigues. I recognized the last name, so I called Cape Meares resident Bob Garrigues for the inside scoop. Yes, Alana is his niece, his brother’s eldest daughter, and she is indeed an artist. She was able to devote more time to her artwork during COVID and develop the series of tree paintings on display, as she isolated at home with her husband and now freshman twin daughters. Planning the series “Mother Tree Holds the Stories” began in earnest during the early lockdown in 2020, while Alana and her family quarantined in Manzanita for the first six months of the pandemic. Walking around town, with access at all times to fresh ocean air and gorgeous cedars and firs, really solidified Alana’s interest in honoring the trees’ stories through paint. The exhibit is open Fridays through Sundays, 1-5 p.m., through March 27. Drive on up the road and check it out! Hats off and many thanks to Kent Martin! Kent recently finished training and received his pager as an active member of the volunteer firefighters manning Tillamook County’s Station 73, right here in Cape Meares. When asked what prompted him to serve, Kent simply said, “To give back to the community.” Although he has been fulltime resident here for only two years, he loves Cape Meares and plans to be here for the long term. You might see him out walking his two old golden retrievers around the village. Thanks again, Kent, for joining Mike Smith, Dave Audet, Olli Ollikainen, and Jonathon Hedden in protecting our community. We’re considering creating a “Mink River” Book-Club-Kit for Tillamook County Library in memory of our late member, Ginger Allen. B.J.’s Fabrics is continuing a clearance sale in March. OBITUARIES Calvin Duane Christensen Dec. 16, 1955 - 2022
A
Celebration of life will be held for Calvin Duane Christensen on April 2, 2022 at 11 a.m. at the First Christian Church in Tillamook. Calvin celebrated life every day. Someone told him that he should take some time off and go have fun, he replied, “I have fun every day.” He felt blessed to do what he loved to do, which was farming. Born Dec. 16, 1955, to Harley and Shirley (Swett) Christensen, he joined siblings Mike, Terry and Cindy. Greg was born after Calvin and then their family grew to include Russell, a cousin. Raised on a dairy on Sollie Smith, Calvin had a great childhood with lots of fond memories which included his cousins and Widmers, and neighboring families, the Jacobs and the Sanders. In 1980, Calvin married Jody Herrmann and their sons Shane, Ty and Curtis were raised on the Sollie Smith farm. Sports were a favorite pastime for Calvin. Follow-
ing tin Harley’s footsteps, Calvin was a stellar athlete. Calvin passed on that ability to his sons and Calvin said many times that he was looking forward to watching the grandkids play sports. After graduating from Tillamook High School, Calvin continued to play basketball, especially enjoying church league playing with his brothers and their dad, and playing with Shane, Ty and Curtis along with some nephews and nieces at open gym. Calvin played softball after high school, playing from summer 1974 up through summer 2012. Calvin coached youth t-ball and baseball when his boys were young. Joining his brother Mike’s PBG team at the Vernonia Days Softball tournament was a summer highlight that Calvin participated in for over 30-years. Calvin enjoyed hunting, locally and in Eastern Oregon and Idaho and was looking forward to semi-retirement and loading up his mules and heading to La Grande for some trail riding. A favorite pastime throughout his adult life was playing pinochle. Every family gathering with Calvin’s family involved 2 or 3 groups of family playing pinochle. When visiting with Calvin he was quick to bring out his phone and show you pictures of his favorite things: his family and his cows. Calvin is survived by his wife Jody, son Shane and wife Jamy, son Ty and wife Ashley, son Curtis and wife Cassie and 10 grandchildren. Memorial contributions can be made to Tillamook County 4-H Association.

Charles Otis ‘Chuck’ DeRieux Devoted husband and father
C
harles Otis “Chuck” DeRieux, 78, of Laurens, passed away Wednesday, March 16, 2022, at PRISMA HealthcareGreenville Memorial with his family by his side. Church was born March 15, 1944, in Vanport, OR, to the late Roland Franklin and Mabel Alice Wollman DeRieux. At the age of 10, the family moved to Netarts, OR, where they purchased the Terrimore Motel. Chuck would often recount the fond memories of Netarts Bay, helping his parents run the Terrimore Motel, and how he enjoyed his flat bottom boat. In 1962, Chuck graduated from Tillamook High School. He joined the U.S. Marine Corp where he was an Air Traffic Controller. While in the Marines, Chuck met the love of his life, Brenda Jean Blanton. The two were married on August 18, 1968. Chuck was honorably discharged in 1970. The two started their family in July of 1972 when they were blessed with their first son, Roland. Chuck went on to get his BS in Forestry in 1977 from Oregon State University. Then in October 1978 they were blessed with

their second son Drew. Chuck and Brenda were owners of Simi Sewing Center in Simi Valley, CA and were avid square dancers. He was the maintenance engineer at Tillamook Jr. High. After retiring, he moved his family to Laurens where he started working for All Dry of the Carolinas. In addition to his wife Brenda, he is survived by his sons, Roland DeRieux (Kelly) of Anaconda, MT and George DeRieux (Wing -Sy) of Chino, CA; grandchildren, Charlie DeRieux, Gabriel DeRieux, Kendel DeRieux, Kaitlyn Nix, Trent Nix, Kamryn Nix, Kenna Cash; sister, Donna Wickstrum of Oregon; Sister-in-law, Margaret Blanton Thomas of California and a special family friend, David Coats. In addition to his parents, he predeceased by a sister, Norma Carter. A graveside service will be held on Friday, March 25, 2022, at 3:00PM at Greenhaven Memorial Park in Woodruff, SC conducted by Rev. Andy Watson with Military Honors. The family will be at the home. Memorials may be made to a charity of one’s choice. A special thank you to DaVita Dialysis and Greenville Memorial for their loving care of Mr. DeRieux. by a notorious group of women self-proclaimed as “The Old Broads”, of which Joan was a charter member. These women all graduated from Tillamook High School, Class of 1962. For 30-plus years, these lifelong friends have planned and fulfilled many adventures together. The names of the surviving members are: Becky, Kathy, Judy, Kay, and Kerry. Their full identities will not be revealed here because after hearing some of the stories from their adventures, I am certain there are still outstanding warrants for most, if not all of them. oan “Joannie” Marie Vogt, of Portland, Oregon, passed away Thursday, March 10, 2022 from complications due to heart and kidney disease. Joan was born in Tillamook, Oregon, the daughter of Joseph Baumgartner and Edith Crist. She grew up in Tillamook attending Sacred Heart Academy and later Tillamook High School, graduating in 1962. She moved to Portland, Oregon after high school to attend Good Samaritan Hospital School of Nursing. She worked at Good Samaritan Hospital in Portland for 43 years as a registered nurse and later nursing supervisor until she retired in 2009. Joan was deeply loved by her many work friends and many have commented on their appreciation for her always having their backs and her nurturing kindness to young staff. Joan was preceded in death by her birth father and mother, adopted father, Frank Vogt, and brothers Glen, David, and Larry. Joan is survived by her sister, Deb (Rick) Curry of Lewiston, Idaho; brother Mike (Cora) Vogt of Tillamook; brother Bob (Stephanie) Vogt of North Bend, Oregon; and numerous cousins, nieces and nephews. We have met lots of really nice folks in our county selling some items on Facebook Marketplace and will continue to clean until we feel we are done. It is amazing how much we have accumulated in fifty years.

Easter weekend. There are services to attend and Easter bunnies to visit with the community children. So, stay tuned! Is anyone else waiting for the return of the tiny hummingbirds? I love watching their acrobatics and antics each spring. There are always a few that like to winter here, but when their traveling cousins return, it is nothing short of fun! The seal pups will begin appearing on the beaches soon and yes, this is a common occurrence. Keep an eye out, and warn your children and friends to stay away and please keep their doggies away. In the spring, harbor seals give birth to their pups on secluded beaches, but even though they can swim, they tire
Tuesday, March 22, 2022 easily. So, the little pups lay on the shorelines to rest and stay warm. And, while they rest, mom is out looking for food in the ocean. Sometimes they leave their pups alone for days so they can rest. The pups are not abandoned. If you think you can help, well, frankly, you can’t. They will only be harmed if you try. If you really are concerned, the best thing to do is to call the Oregon Marine Mammals Stranding Network at 541 270 6830. What they will do is post signs and warn folks of the situation. Stay away from the pups. That is the best thing you can do... Unless you want to call the network. I have an update on a previously planned event. The Meals for Seniors French Toast Breakfast on March 26th has been cancelled. But, never fear, they will be having a Memorial Day French Toast Breakfast. he 35th Crab Races were pretty successful this year after a threeyear hiatus, thanks to all the crabbers, volunteers, and local businesses who made donations, and The Old Mill. We are grateful to The City of Garibaldi who sponsored us this year. Funds raised will help people in our community with sight and hearing and food assistance. Thank you to everyone who showed up to support this event! It was nice to see people out and enjoying themselves again! We couldn’t do this without the dedicated volunteers who show up year after year, as well as some new volunteers this year. It takes a group effort to pull off an event like this. One of the most difficult aspects of setting up and
tearing down is moving the heavy track. We are grateful to the Port maintenance crew who lifted and transported this monstrosity back and forth from its shed. Thank you to the US Coast Guard members who assisted in setting it up. These people do not get the recognition they deserve while performing tasks that make things around here run smoothly, so thank you! Bill Beck, the Track An-

NCRD presents The Jessie OBITUARIES Shirley M. Woodward Marquez Quartet Fri. April 1 Latin jazz vocalist Jessie her father’s childhood home 1931 - 2022 Marquez blends Cuban, in 1996. Brazilian, jazz and pop sounds for music with lush harmonies and cool grooves. While her themes revolve around love and longing, her soothing vocals are a balm for any heart. Marquez got on-the-job training in Havana, where she recorded with members of the Afro Cuban Allstars. Sana Locura (2004) reached the top of Latin jazz and Salsa charts in the US and Europe. A frequent visitor to the island, she has appeared on Cuban television and radio and has performed throughout the country. Her latest release, All I See is Sky, features a textured soundscape alongside the singer’s intimate and understated approach. Marquez grew up eating her grandmother’s Cuban cooking and hearing stories about the family’s days on the island. She first visited

hirley M. Woodward of Lincoln City passed away Feb. 21, 2022 at the age of 91, shortly after being diagnosed with lymphoma. Samaritan Evergreen Hospice was invaluable during her final two weeks of life. Shirley was active until the end and drove and walked regularly. She particularly enjoyed playing Mexican Train. At the dining table, she always sat at the head. Her friends observed she didn’t say much, but when she did, it was funny! Shirley was a 5th generation Oregonian; her ancestor worked for the Hudson’s Bay Company and married a Native American of the Watlala tribe. The couple founded the present-day town of Washougal, Washington. In 1949, Shirley began a 26-year career with the Veteran’s Administration, including
two years in Japan. She also worked as a legal secretary, and later was a Postmaster of Neskowin. Her mind and wit were sharp, and she was a talented writer. She had a deep love of wildlife, particularly birds and deer. The time that a herd of elk visited her yard was one of the high points of her life. She enjoyed hiking and picking wild mushrooms. She helped others and lived her life with honor. Shirley loved the coast and made many trips to Long Beach, Washington. In Neskowin, she lived her happiest years alongside animals in the forest. She returned to Japan several times and visited her friend Tomeoe. Other countries visited include Australia, France, and Germany. She enjoyed many years of bus trips to Reno, not only to visit the casinos, but to see her friend Linda. Now, her love of traveling has taken her to the most beautiful destination of all. Shirley is survived by her daughter Bonnie and son-inlaw Lawrence of Portland, and son-in-law William of Vancouver, WA. She was preceded in death by her daughter Carol, first husband Glenn, and second husband Robert. No funeral is planned at her request; her ashes will be scattered privately at Neskowin.
Nonprofit leaders complete ‘Train the trainer’ workshop
Apply Now for Scholarships to Tillamook Bay Community College The Tillamook Bay Community College Foundation has opened their application for scholarships to attend Tillamook Bay Community College this fall. Applications must be completed by June 13, 2022 to receive funding for fall term. The scholarship process is completed online at tillamookbaycc.edu and clicking on the ‘Financial Aid and Cost’ tab then scholarships and the ‘Apply Now’ button. From there, students complete and submit one application to assess their eligibility for multiple scholarships. The TBCC Foundation has more than $80,000 to award to students, which can help
pay for tuition, fees, books, educational supplies, childcare and sometimes even living expenses. There are scholarship opportunities for part- and full-time students, students with financial aid, and students with a GPA of 2.0. Scholarships are awarded in June, with funds dispersed in the fall. Unlike federal and private loans, scholarship dollars do not have to be paid back, making them a costeffective way to help pay for your college education. Tillamook County will soon have six newly certified interpretive guide trainers among several nonprofits. Local leaders taking part in the workshop included Chrissy Smith, Executive Director of the Friends of Netarts Bay Watershed Estuary Beach and Sea (WEBS); Claudine Rehn, Deputy Director of Tillamook Estuaries Partnership; Jesse Kane, Community Education and Engagement Coordinator of Tillamook Estuaries Partnership; Dan Haag, Trails and Outdoor Recreation Coordinator, Tillamook Coast Visitors Association; Amy Schmid, Natural Resources Coordinator, Tillamook School District #9; and Rita Welch, Director of Tillamook Air Museum. Nan Devlin, Executive Director of Tillamook Coast Visitors Association, participated in the week-long course. All of the local participants were trained as Certified Interpretive Guides in February, 2020, a week-long workshop
also hosted by Tillamook Coast Visitors Association. The NAI opened the training to Certified Interpretive Guides throughout the U.S. and participants from Yellowstone National Park, City of Denver Parks and Recreation, and Capitol Reef National Park in Utah also took part. Fran McReynolds, NAI master trainer and former director of the Tillamook Forest Center, led the workshop, held at the Officers Mess Hall at the Port of Tillamook Bay the week of March 7.

oberta Adrienne Porter (Bobbie) 85 of Manzanita Oregon passed away on March 9, 2022 unexpectedly. Bobbie was born in 1937 to Elva and Bob Post in Pittsburgh Pennsylvania. After graduating from Shaler high school in 1955 she went on to study early childhood education at Westminster College in Wilmington Pennsylvania. She graduated with a bachelors degree and started her first teaching job as a first grade teacher at Pine – Richland Elementary school in Gibsonia Pennsylvania kickstarting her teaching career. In 1959 she married her high school sweetheart James Porter. Bobbie and Jim went on to have three children Mark, Robert, and Lynne. The family moved to Bea-
verton Oregon in 1970 as the steel industry was declining in Pittsburgh Jim with Bobbie’s blessing accepted a job transfer with all of Oregon as his territory and continued to sell fire brick to a different set of industries out west. Bobbie and Jim retired to Manzanita in 1998. Bobbie enjoyed hosting sewing circle in her living room every Monday night with people from her church and the Manzanita community. Over the years Bobbie made hundreds of baby quilts donating them to local hospitals. Bobbie was predeceased by Sister Patti Post, Brother John Post, and husband Jim Porter in 2017. She is survived by her sons Mark Porter of Beaverton and Astoria, Robert and his wife Traci Porter of McMinnville, and her daughter Lynne Porter Schreiber of Aloha. Along with nine grandchildren Mckinsey, Jonathan, Sarah, Elisha, Micah, Nathanael, Mason, Emmi, and Alec. Bobbie enjoyed the wonderful community of caring people in Manzanita Oregon and In lieu of flowers the family encourages random acts of kindness. Services will be held at Calvary Bible Church in Manzanita on April 2nd at 1 p.m.

Pirates hot bats first two outings produce lopsided wins to start season In what has been an absolutely phenomenal start to the season, the Nea-Kah-Nie High Pirates baseball team climbed to No. 1 in the OSAA Class 1A/2A rankings following two impressive lopsided nonleague wins. The Pirates, guided by seventh-year Coach Rob Herder, won their Mar. 16 season opener 16-4 over the Catlin Gabel High Eagles (0-1) at Catlin Gabel High School in Portland. One day later on St. Patrick’s Day, the Pirates had the luck of the Irish in a near
repeat performance as they won 16-2 over the Waldport High Irish (0-1) at Waldport High School. “We were sloppy in the beginning (versus Catlin Gabel) but I think all teams in the beginning of the season are going to knock off some rust,” said Herder. “We try to be in position where we’re able to capitalize on mistakes by our opponents. We had to make a lineup adjustment, because our No. 1 pitcher and shortstop Eddie Loza, got hurt in practice and he’ll probably be out for a couple of games. It’s just going to give somebody else an opportunity and

so we were playing with guys in a few different positions, but everyone did a fine job.” In the matchup versus the Class 3A Eagles, Pirates junior pitcher Cole Brown (five strikeouts) hit a double, he stole third and then scored on a passed ball to put NeaKah-Nie up 1-0 in the first inning. The Pirates extended their lead in the second when Calvin Gernert was hit by a pitch and then he stole second and third base. Gernert then scored on a balk by an Eagle pitcher and the Pirates went up 2-0. “At the beginning of the season I think it’s fine to make a few mistakes and we did capitalize on their (Eagle) mistakes for sure,” said Brown, who kept batters off balance by throwing a knuckleball, a changeup and a four-seam fastball. “I feel good and it’s nice coming out here and just playing hard and giving it everything we’ve got. We did really well and I’m really proud of the guys and we’re going to continue to get better.” The Pirates then increased their advantage in the top of the fifth. An RBI double by sophomore Johnny Burch and an RBI sacrifice groundout by Brown helped Nea-Kah-Nie build a 6-1 lead. The Eagles responded with a three-run rally in the bottom half of the frame, making it 6-4. “We have to clean things up defensively though, because we gave up 10 free baserunners with eight walks, a hit batter and an error,” said Herder. “When you look at it that way and you put 10 guys on for free, then holding a team to four runs is actually pretty impressive.” Following a scoreless sixth, the Pirates then took control of the game with a 10-run seventh inning offensive explosion. The Pirates benefited from a total of seven walks issued by the Eagles in the inning and they
batted around their lineup while sending 15 batters to the plate. A two RBI triple to right field by senior catcher Deryk Rachiele (three hits) helped the Pirates extend their lead to 16-4. “We were a little rusty in the first five innings, but once we got into the sixth, then we finally got into our groove and things started to click for us,” said Rachiele, one of just two seniors along with Spider Hyde. “We had some monster extra base hits with guys in scoring position and we were just doing what we could to get people in. It was really nice to come out here and get some opposite field hits, which just felt amazing. This is a great way to start the season and we’re excited to get at it. It’s good to knock the rust off and then prepare for our upcoming Northwest
League games that start after spring break. We’re hoping to win the league title this year. When it’s all said and done, that’s what we’re really striving for.” In a somewhat surprising statistic, both teams had five hits, but the Pirates capitalized on numerous Eagle mistakes (passed balls, walks, errors) that enabled them to score some runs. Freshman starting pitcher Ethan Hanson (six strikeouts) and Brown had a strong performance on the mound in helping lead the Pirates to the win. Junior hurler Parker Hobkins relieved Brown in the seventh he helped hold the Eagles scoreless with solid pitching in the final inning. Last Thursday versus Waldport, the Pirates’ momentum continued as they rolled to another double-digit victory. Rachiele (1-for-2,

Deryk picked off a runner at first base and first baseman Caleb Harth made a couple of great run saving plays for us defensively.” The Pirates played their home opener Saturday versus the Class 3A Westside Christian High Eagles (results were unavailable because of Headlight Herald press deadline). The Pirates next game is Mar. 29 at home at 4 p.m. with their NWL opener against the Vernonia High Loggers (1-0).
Two kayak launches installed, four more on the way As part of its destination management plan developed in 2019, Tillamook Coast Visitors Association (TCVA) has been working with nonprofits and local agencies to increase outdoor access for more people. In late 2020, a Travel Oregon COVID Relief grant to TCVA freed up funds from the general budget to purchase four beach wheelchairs. Two were placed in Pacific City, one in Rockaway Beach, and one in Manzanita. In 2021, TCVA applied for a Travel Oregon Destination Ready grant, which provided enough funds to

purchase two kayak launchers. Because of supply chain issues, those kayak launchers were on back-order, but as of this week, are installed and ready for use in Wheeler and Garibaldi. Newly installed kayak launcher at the public dock in Wheeler. “I really feel this kayak launcher will be extremely popular, and not just for the Wheeler community, but for all who visit,” said Doug Honeycutt, mayor of the city of Wheeler. “The idea for the kayak launchers came from the dragon-boat team members who practice in Wheeler and Nehalem,” said Nan Devlin, executive director of TCVA. “Once the dock in Nehalem is able to support a kayak launcher, we’ll get one installed there, too.” The city of Tillamook installed a kayak launcher at Hoquarton Slough a few years ago. TCVA also used those 2021 grant funds to purchase a fifth beach wheelchair for underthe-tent events at the Port of Garibaldi, where a rock tent floor made it difficult for regular wheelchairs and walkers to navigate. Then two weeks ago,
TCVA ordered four more beach wheelchairs, which will be for use at Nehalem Bay State Park, Cape Lookout State Park, Barview Jetty County Park, and a second chair in Manzanita, which has high demand. This will bring the total of beach wheelchairs in the county to nine. By June, Tillamook County will have nine wheelchairs available throughout the
county. The kayak launchers and beach wheelchairs are free to use. It’s best to schedule beach wheelchairs ahead of time to be sure one is available on the day you need it. On April 7, 2022, the City of Tillamook Planning Commission will hold a public hearing regarding the adoption of Zoning Ordinance Amendment ZOA-22-01. The Planning Commission is considering proposed amendments to the text of Title XV, Land Usage, Chapter 153, Zoning Codes, of the City Code of Ordinances. In particular, the following amendments are proposed: 1. Renumber the sections of the zoning code as follows. All references to these sections throughout the Zoning Code shall be updated accordingly: Title Existing Section New Section Definitions §153.036 §153.002 Establishment of Zoning Districts and Zoning Map §153.002 §153.003 Application Procedures and Fees §153.003 §153.004 Estuary/Shoreland Overlay Zone (SO) §153.037 §153.036 Flood Hazard Overlay Zone §153.038 §153.037 2. Amend §153.002 (Definitions, formerly §153.036) to update and clarify definitions related to floodplain management, as well as removing relevant contradictory definitions. 3. Amend §153.037 (Flood Hazard Overlay Zone, formerly §153.038) to update the City’s floodplain management regulations in line with requirements and recommendations from the Federal Emergency Management Agency (FEMA). These changes affect the use of all land within the Special Flood Hazard Area (map attached). Many changes are also proposed to clarify, organize, or otherwise simplify this section. This notice of the proposal and a map of the subject area are being mailed to all affected property owners and other appropriate agencies at least 20 days prior to the public hearing. Written comments received by the Tillamook Planning Department prior to 4:00 PM on March 30 will be considered in rendering a decision. Oral comments will also be accepted at the meeting. A recommendation will be made by the Planning Commission no sooner than April 7, and the amendment will be adopted by the City Council no sooner than April 18.
Failure to raise an issue in person or by letter precludes appeal and failure to specify to which criterion the comment is directed precludes appeal based on that criterion.
