TSD9 School Board passes resolution for Local Control T

he Tillamook School District #9 board of directors approved the resolution for local control with a vote of 4 to 1. Board members Kurt Mizee and LaDonna Coon reiterated this is not a demand for local control, but a return to local control. The sole “no” vote came from Kris Lachenmeier. It was agreed that the board will follow the local public health authority, a term defined in law, for masking and vaccine guidance and recommendations in the schools. “This one is hard for me. I’m voting no because I feel there are enough people in the community that feel differently. The masks have caused division in our community and division in our schools. I vote no today because I know we will get there anyway,” Lachenmeier said. The motion passed with loud applause from the crowd Alex Pulaski, of the Oregon School Board Association (OSBA) said, “The OSBA is a non-profit association that provides services to more than 1,400 school board members across the state. We serve large and small districts and urban and rural school boards. We typically do not comment on past and pending actions of local boards, and strongly support local control. We provide sample policies to boards, which they typically adapt to their needs.” A lot of people were left with questions after the meeting. What does this document mean? The resolution does not direct the superintendent or district employees to willfully act out-of-compliance with current rules. What does advocating for parental choice regarding masking and vaccinating look like? A spokesperson from the Oregon Department of Education (ODE) said, “Tillamook, like all districts, provided assurances that they would comply with all applicable federal and state statutes and regulations in order to receive the funds. ODE and OHA guidance advises local districts to partner with local public health authorities on all COVID-19 mitigation protocols. If the district
was found to be out of compliance, it would not be eligible to receive federal funds that support operation under COVID-19.” According to OSHA spokesperson Aaron Corvin, OROSHA has already received a complaint in midJanuary about Tillamook School District #9. The complaint alleged a lack of facial covering use by several staff and students. The complaint remains active and in process. OSHA does not discuss the status or details of an open complaint. “During the pandemic, Oregon OSHA has used both its enforcement and educational resources to help move employers into compliance with workplace health and safety standards. We expect employers to fulfill their obligations,” Corvin said. Policy regarding Educational Equity tabled, again The board proposed amendments to “Policy JJB, Educational Equity” provided by Oregon School Board Association (OSBA). This topic has been discussed in the last few board meetings followed with community criticism. The majority of the Tillamook school board wants to strike out the second half of item number 2: 2. Raising the achievement of all students while narrowing the gap between the lowest and the highest performing students. The edit strikes the idea of an achievement gap within the schools, denies that institutional barriers exist and deletes the promise to provide additional resources to students in need.

We have a high poverty level in Tillamook and I would like to keep working toward narrowing that performance gap,” said Lachenmeier. “I would encourage you to learn more about equity,” Lachenmeier added. In response Mizee said, “The language means our district money will only go to support select students.” Mizee added, “My concern is that we go down that road so far that it affects the rest of the students. We don’t want to lower the bar, if we are so focused on the bottom we might not be able to focus on the top.” The debate was followed by sighs, laughter, and concerned faces from the people in the crowd. “It really says a lot about our district that we are even talking about this. Equity doesn’t always mean what you think it means; some students in our district don’t have In-
ternet at home. There are obvious institutional barriers for our students,” Lachenmeier passionately said. “You probably have some good intent but I think that the document should stay the same,” added Lachenmeier. Board member Jesse Werner said, “We need to be careful because it creates victims of our students when we tell them they have a barrier that isn’t actually there. If our students have a victim mindset because we told them that, they won’t achieve their best.” LaDonna Coon agreed. The board chair Matt Petty decided to table the changes until May to take time to reevaluate things and maybe give a voice to community members. Alex Pulaski, communications director of the Oregon School Board Association (OSBA) said in response to the Tillamook school board’s proposed changes to this policy, “The OSBA Board of Directors,
made up of regional representatives from around the state, is dedicated to educational equity and erasing the achievement gap. Our organization’s core values recognize that every child, regardless of background, deserves an opportunity to succeed. We trust in locally elected school board members to provide the leadership their young people need.” Firearms prohibited policy adopted without revisions In November 2021, the school board was presented with OSBA’s recommended firearms policy for consideration. Policy KGBB, Firearms Prohibited, was pulled from the Consent Agenda and provided to the Board as a separate action item in January, to allow for additional discussion and consideration prior to taking action. Tillamook transportation district introduces a trolley to their fleet D

oug Pilant, the general manager of the Tillamook County Transportation District (TCTD, or “the Wave”) has wanted to acquire a trolley to provide special bus operations for the community for some time now. “We started to see a light at the end of the tunnel of the COVID-19 pandemic and TCTD was able to purchase the trolley from Coos County Area Transit for a bargain price,” said Pilant. The transportation district purchased the 2018 Hometown Trolley vessel with only 10,000 miles, for just $24,700, which reimbursed Coos Bay’s local match money. “It will be a fun addition to our fleet, in our books it will be labeled #208 but we will be calling her Holly the Trolley,” said Pilant. The Tillamook County Transportation District (TCTD, or “the Wave”) provides passenger bus and dial-a-ride services county-wide as far north to Cannon Beach, south to Lincoln City, west to Pacific City and east to Portland. TCTD also offers intercity bus service to Portland, Oregon with regional connections. “We’ve been asked in the past

It’s a more enjoyable experience riding on a trolley versus a bus because trollies have large windows and provide visibility to look out and enjoy the view. “I know that people will see it and want a ride and it will increase ridership this summer,” said Pilant. riday, February 18, the Tillamook Board of County Commissioners (BOCC), Tillamook Lightwave, Tillamook People’s Utility District (PUD) and the Port of Tillamook Bay met together to discuss how to finally bring Internet service to residents and businesses that don’t currently have access. County leaders have been talking about doing this for 20 years, at the meeting the groups came to a consensus on how to move forward. They plan to form an expert task
force and assign them the goal of implementing a hybrid public/private fiber optic Internet system. Tillamook County Commissioner David Yamamoto said, “Fast affordable Internet is a necessity.” He added, “We have those who win and those who don’t win on this issue. The rural places are the losers and they are very far behind.” The pandemic has highlighted this issue like never before. With schools going online, parents without Inter-

Worse yet, back in 2020, a reported 100 of the approximately 300 students at Liberty Elementary School didn’t receive any kind of education from the beginning of the school year until Christmas because one third of parents weren’t able to provide their child with access to the web. “This is going to be a long term, expensive project but it’s necessary, we have a solid fiber backbone across the county,” Yamamoto said.
Samantha Goodwin, the broadband coordinator fellow at Tillamook County Board of Commissioners said, “Oregon Broadband Advisory Committee found that our rural communities have 5-years to get up to the level that we need, or else we are going to fall too far behind to be able to catch up.” So, how long will it take? There is a lot of federal money coming down the pipeline to fund these projects. Goodwin said, “I think they are going to be fast. The next 5 years is the obligation to get the funding out, of course everyone wants it now.” In addition to federal money, community leaders are applying for grant money that can supply 1,000 households that are currently
un-served with reliable, fast and inexpensive Internet in the next year. “I think we could see money arrive in our community in about 2-years. As far as build-outs go, if we have the funds and personnel ready to go, barring any continued supply chain issues, they can lay a lot of miles of fiber in a day,” Goodwin said. Providing access to Internet gives a myriad of community benefits, some that wouldn’t initially come to mind. For instance, this could improve our healthcare system by providing reliable Internet to patients in home for virtual visits, people in rural emergency situations, access to doctors for those incarcerated and for those who yearn for mask-less conversations.
In addition, these improvements will make advancements in the county economy by removing the digital divide and provide the option for high performing remote workers to live in more rural areas. In the past, local governments that have rolled out fiber, essentially stepping on the toes of the “big boys” like Spectrum and CenturyLink, has caused complications. The boards jointly decided they will work to figure out a hybrid “public/private” system. Yamamoto said, “Other counties have found a path forward, we will also find a path forward.”

Donations needed for upcoming fund-raiser for Fairview Grange The Oregon Coast Children’s Theatre/Oregon Coast Children’s Center for the Arts announces several programs in March to be held at the Fairview Grange on 3rd Street down from the Tillamook County Fairgrounds. On March 5th the charity is holding “Rummage for the Arts” a fund-raiser to raise funds to support building renovations to the Fairview Grange -the over 100 year old facility is the host to the children’s charities cultural and
artistic programs. About $15,000 is needed to be raised in 2022 this includes in-kind donations of goods and services, donations of stone & rock for planters around the grounds, donations of plants/ flowers for landscaping work, and rummage sale items, or donations of gift certificates, donated services or other misc items for a silent auction. The attachment photo is of the front and back of an almost 100 yr old photo discovered by Chief DDA Jeremy Dietrich last week. The photo was stuck inside one of two antique roll top desks in the DA’s Office. These desks came over from the Old Courthouse (currently the Tillamook County Museum) to the “New” Courthouse right around 1930. The photographer, L.V Eberhardt, was the Manager of The Pacific Abstract Co. according to an ad in the March 20th, 1914, edition of the Headlight Herald. The photo will be donated to the Pioneer Museum.

LETTERS TO THE EDITOR Small group of committed citizens can change the world I have been very interested in the school board’s proposed policy of “local control”, particularly how it would apply to wearing face masks. So I went to Feb. 14 meeting. I walked away from it severely shaken. Not by the actual school board meeting. That was fine, just like always, very professional and very organized. No, what shook me was the one-hour “open mic” session that followed the meeting proper. I guess I have been living too much in my head and my bubble and not experiencing the “real” world we live in today. It makes me very sad that Covid seems to have split our little town into camps very much like gangland “crips” and “bloods”. Except now we don’t use red and blue to show our allegiance, we wear masks or we don’t. Those of us who wear masks have the battle cry of “science”. Those of us who don’t have the battle cry of “freedom”.
I am in the mask-wearing “science” group. For me it is an obvious moral and scientific choice. I absolutely believe that the New Testament maxim, “Love the neighbor as thyself” is an irrefutable reason for wearing the mask. For my science, I rely on “Scientific American”. I was introduced to the magazine 55 years ago as a college student. It is a publication totally dedicated to the central principle of science, “Question everything and accept nothing without verifiable evidence.” Opposed to my group is what I’ve come to think of as the “misinformation mafia”, the ones who are opposed to maskwearing because it infringes on their freedom. Several of them spoke out when given a turn at the microphone. One warned of the dangers of mask-wearing because it makes us breathe in too much carbon dioxide. I guess no one has warned the millions in the medical and dental field who wear masks continuously. Another urged us to look at both sides of the issue. He said some get their “science” from CNN and some from Fox. You’re not getting “science”
from cable news, you’re getting a carefully calibrated message designed to tell you what you want to hear, stir you up, and inflated their advertising revenue. He made no mention of evaluating evidence, and ended up with “do what you want”. I would like to think the open microphone session accomplished something, but I don’t think it did. Everybody was ready to make declarations, but there was no dialogue. Without dialogue, I believe we are doomed to remain in our camps of resentment and distrust. I fear our sense of unity may be slipping away from us. What a tragedy! I am willing to risk a dialogue in the hope we can reconcile some of our differences. f you could live in a house and did not have to pay rent, utilities, or building upkeep, would you think it was too good to be true? Well, that is exactly the deal the library gets with our branch libraries in Manzanita, Rockaway Beach, Garibaldi, Bay City, and Pacific City. It is a very unique situation we have in Tillamook County and I cannot believe I haven’t told you about it yet. Here is how it works. Manzanita, Rockaway Beach, and Pacific City each have their own version of a Friends of the Library group and they provide the above-mentioned building, utilities, and upkeep. The cities of Garibaldi and Bay City are the “fairy godmothers” in their towns, providing the space and utilities for their libraries. So instead of the county owning each of our five branch libraries, we made a deal with all of them and it is a win-win situation. They keep their building going for us, and we supply the books, the staff, and computers. I have never seen anything like this arrangement at any

other library system. Maybe it does exist, but if it does, it is extremely rare. But the fact is, without this arrangement, we would not be able to finance six facilities in our system. So how do the three Friends groups afford this? They all have some sort of fund-raising planned out each year. First of all, they all have annual memberships so you can join up to help them out. The fees are VERY affordable and it is often just a token of your appreciation that they are after. They also have various forms of book sales that bring in revenue. Pacific City and Rockaway have ongoing book sales. Manzanita has a wonderful year-round magazine sale, and they normally have an epic annual book sale that draws people for miles around. Some of the friends groups put on plant sales, tea parties, and other novel fund-raising activities. The North Tillamook (Manzanita) Library Friends have also been the recipient of some impressive grants to help them with various projects. Check

These spaces provide an important “quality of life” aspect that the local residents just love. It is a win-win for the entire community when there is a library present. I always love it when people ask me why the Tillamook County Library system has to pay for so many libraries around the county, because I can tell them what an amazing financial deal this is for all of us taxpayers. While other library systems that come upon hard times often end up closing some of their locations to save funds, this makes absolutely no sense in our county because of these amazing partnerships. To close a branch would mean turning away so many in-kind dollars that it just would not make sense. So, I say a hearty thank you to the three Friends groups and the Bay City and Garibaldi city governments that make it possible for us to serve the entire county so well. When we say “we couldn’t do it without you,” we are speaking the truth.

The TV deal was so good that we ended up getting a replacement for ourselves. However, when we went to set it on the old stand, the stand was about an inch too short for the TV! So back to the Spring Cleaning that I’ve been talking about, have you noticed how your clothes smell after you’ve washed them? If it’s not good, maybe your washing machine needs to be deep cleaned. I was using the manufacturer’s recommended solution in a wash cycle monthly, but it clearly wasn’t effective. My sisterin-law, J. Vander Ende, told me she was able to deep clean one easily after watching a YouTube video, so I tried that. I was amazed at the amount of buildup in the
detergent and fabric softener compartments! Yikes! I have also cut back on the amounts of those products and have really noticed a difference. It only took about an hour to clean, and the results were immediate. The video also recommended leaving the
door open after you’re done to prevent trapping moisture in there, especially if it is a front load washer. If you’re really ambitious, there’s always the dryer vent hose in the back to clean out on a regular basis to help prevent a fire! As I was rearranging a closet, I came across a scrapbook that my friend and workmate Shelly Simon had created for me for Christmas back in 2007. She included each article with all the beautiful scrapbook embellishments for the entire year. According to an article about this timeframe, my neighbor Karl Morris celebrated a milestone birthday, and Kitty
Kelley and Judy Shaw had birthdays recently. There were stories of people who are no longer living here, are no longer with us, and people I don’t get to see any more. It was a nice trip down memory lane. The Tillamook County Transportation District recently acquired a trolley from Coos County for use in special bus operations. I’m hoping it can also be utilized in local parades (like Garibaldi Days). And congratulations to General Manager Doug Pilant who had his ten-year anniversary with the district. There have been so many positive changes and growth under your command.
We stopped in for lunch at Recess in Tillamook recently. Those ladies serve up some great food with quality ingredients, generous portions, and the service is always with a smile. Their food truck is located at 1910 N. Main Street (by Cabin Coffee and Elite Car Wash). Try them out if you’re in town running errands. The Food Bank will be open this Friday, February 25th, from 10 a.m. until noon. Sometimes a group arrives all at once and it takes some time to get everyone taken care of properly. We appreciate your patience while we take care of you.

arlier this month the Tillamook Bay Community College Board of Education voted unanimously to put a $14.4 million bond measure on the May ballot to build a new healthcare education building. The new building will provide capacity for Tillamook Bay Community College (TBCC) to add a nursing program, additional healthcare occupations training programs, and provide space to expand and add new degrees and certificates to meet the community’s growing need to train a local workforce. The building will be constructed next to the main campus building on property already owned by the college, and include state-of-the-art simulation labs, high-tech classrooms, office space and a large community space for local businesses and organizations to utilize. The board took this action because we believe strongly the college needs to train a local workforce to meet current and future needs for our county. This building will give us added capacity to train healthcare professionals for this critical workforce shortage. Currently, TBCC is the only community college in Oregon without its own nursing program. Currently Tillamook students who want to become nurses have to enroll in remote classes at other community colleges and often travel long distances to do clinical rotations. The travel is
a barrier for working students and affects their ability to enroll in the program as well as complete their degree. The proposed new building will allow TBCC to train nursing students without them having to leave the county. The college was recently awarded an $8 million grant from the Oregon State Legislature to construct the new building. The grant must be matched within five years in order for the college to receive the funds. If approved by voters in May, the $14.4 million bond would meet the match and provide additional funds to build and furnish the new building. The last time TBCC brought a bond before Tillamook County voters was 2007 to construct the main building on Third Street, and improve college facilities at the high schools in north, central, and south Tillamook County. That bond measure passed with an estimated bond tax rate of $0.19 per $1,000 of assessed value, although actual tax rates have been less. That bond debt will be paid off in 2027. If the proposed bond measure passes, the tax rate would be reduced for the five years the current bond and proposed bond would overlap, which would keep the rate for those five years, and the remainder of the proposed 20-year bond, at the current estimated rate of $0.19 per $1,000 of assessed value. Homeowners may see a slight increase in the tax rate they pay because even though the new proposed bond obligation is the same as what was estimated in 2007, the actual tax rates since 2007 have been less. This means the rate would increase back up to an estimated $0.19 per $1,000 in assessed value. This proposed bond measure is an investment in workforce training and positions the college to grow with the needs of the county and support Tillamook County’s future economic vitality. Providing opportunities for students to train locally for high-skilled jobs and higher wages is for everyone’s best interests. Join me in voting yes for TBCC.

(Bob) LeRoy Herington, age 79 of Tillamook Oregon. October 9, 1942- February 17, 2022. Bob was preceded in death by parents Donald N. Herington and Mildred T. (Berwert) Odenberg and sister Lois.
Bob is survived by his wife Diana of Tillamook, Oregon. Children: Teresa (and Dean) Scott of Gaston, Oregon, Victoria (and Dale Johansen) Wehinger of Rockaway Beach, Oregon, and Donald (and Amy) Herington of Tillamook, Oregon. 11 grandchildren and 6 great grandchildren. Bob joined the U.S Navy at 18. And was a Life member of the VFW since 1982. Holding local Post, District, State and National offices. He retired from the Oregon Department of Forestry after 27 years. Bob also volunteered at Habitat for Humanity, helping build several houses in Bay City, Oregon. Per Bob’s request there will be no services. Tony was born June 12th 1955, to Leo A. and Marie H. Jenck of Tillamook Oregon. Tony was an avid outdoorsman, his passion was hunting and fishing. Tony was a kind and generous man,
with a big heart. He was a son, a brother, an uncle, a friend, a mentor, a fighter, a hero. He enjoyed spending time with his friends and family. He is predeceased by his father Leo A Jenck, mother Marie H Jenck,sister Mary Lou A. Jenck, brother Bernard J. Jenck and brother John H. Jenck. He is survived by his brothers Richard A Jenck and son Jaxson, David L. Jenck, Myron L. Jenck and family, sisters Pearl A Johnson and family, Ila M. Jenck and family, and Evelyn Wilcox. There will be a burial ceremony, as requested, held at 10 a.m. on June 25th 2022 at the Sacred Heart Catholic Cemetery, followed by a celebration of life at the Kilchis Grange on Alderbrook Road in TIllamook Oregon starting at 1p.m.

argie Ellen Dockery was born in Plainwell Michigan on November 4, 1931. She passed away peacefully with her daughters by her side on February 11, 2022. She is now with her husband Tom. We imagine they are playing cards together. Margie lost her parents at an early age and was raised by her brothers in Michigan. She worked in a local sanitarian in Michigan for a number of years. She first met Tom through a friend via letters while he was in the Army. Then they finally met in person. They were married on August 19, 1960 in a double wedding ceremony with her twin sister and his twin brother. Margie and Tom
moved to Garibaldi Oregon where they started their family. They had 2 daughters, Susan and Mary. During her years there, she worked at McCray and Sons, Tillamook Hospital and Tillamook Care Center. Margie enjoyed making quilts, drives around the Miami River Loop, playing cribbage, watching NCIS and Monday Night Wrestling, and her favorite cat Lucky! Margie was preceded in death by her husband, Thomas Jefferson Dockery, her twin sister, Mary Dockery and her brothers, Frank and Garner Towne. There he was the starting catcher on the varsity baseball team as well as the starting quarterback for varsity football. His senior year, Jim was also the student body President. After high school he attended San Jose State and was signed by the Pittsburgh Pirates Farm team as their catcher, but his baseball career was cut short due to an injury. Jim then returned to California where he discovered his love for golf and worked at Lockheed for 18 years during which he married his first wife, Elinor, and together they had 4 children. After coming to know Jesus, Jim attended Bethany Bible College in Santa Cruz, California. Upon

tta May Simmons (née Arthur) was born on Saturday, November 17th, 1928, in Yamhill, Oregon. She spent the following 93 years living life on her own fiery terms, and peacefully took her leave on Tuesday, February 15th, 2022, in the comfort of her own home. A true force to be reckoned with, Etta always believed in working hard, but relished any opportunity to have a good laugh. She was at her happiest when salmon fishing, gardening, spending time with her beloved pets, and going on road trips with her husband, Ken. Etta was survived by her children, Earl Davis (Carol), Larry Davis (Rose), Joy Simmons, and K.H. Simmons Jr. (Marcia); her eight grandchildren, eight great-grandchildren, as well as numerous nieces and nephews. Etta was preceded in death by her loving husband, Kenneth H. Simmons, her siblings Velma, Virginia, Dell, and Bill; daughter, baby girl Simmons, and first husband, Jake
graduating he moved his family to Tillamook, Oregon to help start a Christian School where he would be the principal. While in Tillamook, Jim also volunteered at the YMCA coaching young kids as well as served on the Tillamook City Council. After 5 years in Tillamook, Jim divorced and moved to the Portland area where he worked as a car salesman and eventually became a driving instructor where all his students loved his sense of humor and teaching style as well as his sincere care for them as individuals. During his time in Portland, Jim married his wife of 32 years, Cindy. They eventually moved to Scappoose, Oregon and then to St. Helens where they lived with their multiple and very well loved dogs and cats. Jim loved Jesus, his family, his animals, golf, music and taking over a room with his infectious personality, humor and stories. Jim is survived by his wife, Cindy, her daughters Jacyn, Jaime and Johna and his four children: Julie, Jennifer, Michael and Daniel as well as their spouses and 10 grandchildren. and a slight dome of trees, an oblong hump of land fronting a dark forest of Sitka Spruce. That tell-tale bump of land which each year becomes more obscured by woody growth is the most visible of several such jagged wounds slashed by archeologists. It marks the site of an ancient Salish village, long ago abandoned, then more recently ripped asunder by our looters and our science. The lightly falling mist stops as I step from the kayak and clamber onto a grassy hummock. I drag the boat beyond the tide’s reach beside a silvered drift log. The log was not here on my last visit, but has been pummeled onto the spit’s marsh by storm waves during some recent winter’s king tide. Traversing the tangled meadow, I watch for hidden crevices, small tidal channels hidden in the grass
On a windless autumn morning of low clouds and soft spritzes of rain, I kayak across Netarts Bay to visit a place of deep solitude once more. A Great Blue Heron stands statue-like in the shallows that cover a sand bar a hundred yards to my left, and a band of sandpipers rises in curving flight from the bar beyond. Ahead, seven Brown Pelicans migrate southward in single file, low on the water, undulating in each other’s slip stream. They disappear for a brief moment into a fog patch then reemerge, dragging forth silver curls of mist that dissipate in the damp air. Because of the continent’s always changing edge, I have to strain to find one specific, nearly hidden place on the spit. My gaze finally rests on a half-remembered marker ahead, an indentation of forest

that can twist a careless ankle. Crashing surf is at first a roaring presence several hundred yards to the west. Then it sinks to a murky whisper and, in some trick of sound, perhaps because of the dark forest ahead or a slight change in the land’s elevation, an eerie silence fills this watery world. It’s as if the waves have ceased or the sea has frozen. At the eastern margin of the village site, I pass across an ancient shell midden amid a small opening in the forest that has grown up to cover what was open meadow as recently as the late 1950s when archeologists first excavated the village. People lived at this place for about 550 years, from around 1250 C.E. to about 1800 C.E. They were Salish speakers known as Tillamook to white folks. They were part
of a larger culture composed of people who lived along the Washington and British Columbia coasts, but separated from them by Chinook speaking peoples who lived along the lower Columbia River and around its mouth. They crafted tools of stone and bone, and with great effort split cedar trees into planks and built houses with single pitched or gabled roofs. Some of their dwellings were inset a couple of feet into the earth, some not. The structures varied in size but often were around 20 feet by 40 to 45 feet. With entries at both ends, multiple fire hearths vented smoke through smoke holes in the roofs. Bunk style beds lined the walls, and sometimes interior partitions separated families, often by social rank. These houses are estimated to have lasted 20 years or so before having to be rebuilt. Possibly they were rebuilt 20 or 25 times over the 550 years people lived here. Archeologists at the village site found bone needles, adzes and awls, chisels, faces carved on bones, projectile points, hammerstones and whetstones, stone scrapers. The people gathered bounties of clams, oysters, mussels, fish and crabs, went to sea and
killed seals and sea lions, foraged and harvested many edible plants. Their children ran through the sand, scrambled over dunes, splashed in the bay, came home crying with skinned knees, or triumphantly dragging long stipes of bull kelp to be pickled or formed into canoe anchor ropes. The people’s minds and energies focused on these daily things, they lived out their brief moments, did not know what would come, but may have hoped their spirits would continue always to dwell in this place. Over time they knew struggle, grew old, finally passed from this world of forms. But their presence still shimmers here, echoing forward from centuries long ago. Looking closely, I watch as they gather and weave, fish and forage and store food and eat, build and repair, give birth and celebrate, die and mourn. Suddenly, standing among these dark trees that have turned the morning dusky, amid these shell middens and lost secrets, hair on the back of my neck stands up, and a shiver moves through me. I have experienced other such moments when alone in the wilderness, but especially among the ruins of long aban-
doned human habitations. Others have passed their lives in this place, and their spirits continue to linger here; a powerful presence that surrounds me. Those spirits are motionless and ancient, and neither benign or malign. They are watchers, witnesses now to all of creation that has come and gone over the slow evolutions and erosions of time. Someone wrote something like, “Be cautious. If thou gaze too long into an abyss, the abyss will gaze back into thee.” These words speak to me a bit later as the tide begins to retreat and I paddle toward home. If we could truly grasp life’s enormity, really let it dwell within us, that infinite awareness would overwhelm and cripple us. We would be incapable of judgment, decisions or action, perhaps be barely able to speak with our words so inadequate to describe this immensity. We certainly would be unable to live as we do now, content with our scrim of knowledge and blithe ignorance of this world. Heedless of the world’s wonders, we stride blindly over old bones that litter our path at every step.
about State Hwy 6 to Salem. This has been a topic amongst us daily commuters for quite some time. As everything around us has grown over the years, this highway has stayed the same. Its the same beautiful drive today that it was when I was a kid. Heck, its the same beautiful drive today, as it was when my grandparents were kids helping to replant The Burn. The only funding it seems to receive is when a big gully washer creates a landslide or blows out one of the main stream crossings. Also, of course, the seasonal asphalt patching and ditching done by ODOT Maintenance Stations at Manning & Tillamook. Unfortunately the solution of paving over the sunken grade just east of Browns Camp was unsuccessful. The next move? Try again. And again.. and again. This morning at 6am there was a muffler in the middle of the West bound lane at this location. Some poor motorist bottomed out their suspension and it came undone I suppose. Now, it probably wasn’t a Hummer; nonetheless, State Highways shouldn’t require off-road suspension systems. I know paving the aforementioned section numerous times was never meant to be a permanent fix. Our State Hwy Department can only do so much with their maintenance only direction. Major construction is needed to deal with the continuous slope failure and it is apparent a study of feasible solutions must first take place. While we’re at it, let’s add a few more passing lanes and turn-outs and call it a project. The long term fix will move at the speed of bu-
reaucracy and cost millions. It’s good to hear things are beginning to inch along. This highway is vital to our community. Thank you to all of those ushering House Bill 4053 through the Oregon Legislature.
LETTERS TO THE EDITOR Liberals do not report the truth I listen to both Fox News and CNBC so that I might be able to figure our what the truth is. It is not always easy. The CPI came out on Feb. 10, and the inflation rate was reported to be 7/5%, probable somewhat accurate as any shopper, gas purchaser, ret payer, home buyer already knows. Shepard Smith and other CNBC reporters said today that the inflation rate had not been that high since Ronald Reagan had been in office in Feb. 1982. That, in part, is somewhat true and the inflation rate in 1982 was 6.16%. What the liberal liars failed to mention was that in 1980, when Reagan took office and democrat Jimmy Carter left, the inflation rate was 10.32% and during the Carter administration, inflation hit a high of 14.8%! When Carter took office in 1977, the inflation rate was 6.5% and when Reagan left office in 1989, the inflation rate was 4.82%. The inflation rate in 2020 when Trump was president was 1.25%$. Here we go again, from peanuts to just nuts. It’s no wonder ‘Sleepy Joe Biden’s’ approval rating is less than 40%. Edwin J. Jenkins Tillamook
The US economy under Democrats vs Republicans Did you know the economy has boomed under President Joe Biden? This should come as no surprise. The economy has performed better under Democrats than Republicans since at least World War II. CNN Business reports that since 1945, the Standard & Poor’s 500—a market index of 500 leading U.S. publicly traded companies—has averaged an annual gain of 11.2% during years when Democrats controlled the White House, and a 6.9% average gain under Republicans. In the same time period, gross domestic product grew by an average of 4.1% under Democrats, 2.5% under Republicans. Job growth, too, is significantly stronger under Democrats than Republicans. Unfortunately, inflation is now a big problem. High consumer demand, supply-chain woes and worker shortages driven by resignations are the primary factors driving high inflation levels. Three Capes Marathon Relay is back on the coast After a year’s absence, the Three Capes Marathon Relay is back! This marathon “with a view” will be hosted Feb. 26, 2022 in Tillamook County. The 26.2 mile course is a special race because it features the Three Capes Scenic Loop, starting at Cape Meares Lake, passing Cape Lookout, and finishing at Cape Kiwanda in Pacific City. The rugged course passes through or runs adjacent to six State Parks, two National Wildlife Refuges, multiple Tillamook County Parks, and boasts stunning vantage points of the Tillamook Bay, Netarts Bay, and the Pacific Ocean. Tackle this marathon as a team or solo! Choose between running a solo marathon, a two-person team, or a five-person team. The May 17, 2022, Primary Election will be conducted by mail pursuant to ORS 254.465. CAPTION: Bond to construct a Healthcare Education Building at TBCC QUESTION: Shall Tillamook Bay Community College issue $14,400,000 principal amount of general obligation bonds to construct a Healthcare Education Building? If the bonds are approved, they will be payable from taxes on property or property ownership that are not subject to the limits of sections 11 and 11b, Article XI of the Oregon Constitution. SUMMARY: If approved, this measure would finance the construction, equipment and furnishing of a new healthcare education building on existing TBCC land. The Oregon legislature has approved an $8,000,000 grant if the District can provide matching funds. A new building provides the capacity to add a nursing program, additional healthcare occupations training programs, expand and add new degrees and certificates to meet the community’s growing workforce training needs. It will include state-of-the-art simulation labs, high-tech classrooms, office space, and a large community event center that the college, local businesses, and community organizations can utilize. TBCC is the only community college in Oregon that does not have its own nursing program. TBCC students have to enroll in other colleges for this training and certification. Bonds would mature in 20 years or less from the date of issuance and may be issued in one or more series. If approved, the total bond tax rate is estimated to be $0.19 per $1,000.00 of assessed value. Actual rates may vary based upon interest rates incurred and changes in assessed value.
