County reports 64 confirmed COVID-19 cases, as of Friday T

illamook County Leadership discussed COVID-19 updates during a community meeting Friday, Oct. 30. As of Oct. 30, Tillamook County Community Health Centers reports five new confirmed positive cases of COVID-19. This brings the county to 64 positive cases since the pandemic began. Administrator Marlene Putman said there is a
range in the ages of the individuals. The health center does not provide zip codes of the individuals who have COVID-19 as to not identify them in the community. There are zero new presumptive cases this week, the health center reported. There are 11 presumptive cases total, which bring the county to a total of 75 cases. One Tillamook County resident is currently hospitalized in the Portland area. According to Oregon Health
Authority, there have been 3,665 negative tests completed for Tillamook County and a total of 3,729 tests completed. There are 18 cases currently under monitoring and zero COVID-19 related deaths. “Outdoor public spaces, when a typical distancing of 6 feet cannot be maintained, people should also be wearing masks,” Putman said. “People with a disability or medical condition may request accommodation if they cannot wear a mask.”
Putman said the flu vaccine is still available in various areas of the community, including the health center’s flu clinic at 2111 8th St. Hours for November are 8:30 a.m. to noon and 1-4:30 p.m. Tuesday – Thursday. “Come get your flu shot if you haven’t had one,” Putman said. Adventist Health Tillamook President Eric Swanson said the hospital’s personal protective equipment is in good supply. There is adequate bed capacity for adult ICU beds and adult non-

or the 2020-2021 school year, private schools are required under the Ready Schools, Safe Learners guidance to develop an Operational Blueprint for Reentry that is tailored to the community it serves. Tillamook Adventist School, a local private school in Tillamook, opened for on-site learning Aug. 24. Prior to opening, the school engaged the community by having a school board discussion, contacting the Tillamook Health Department and emailing parents about the plan to reopen. The school has implemented measures to limit the spread of COVID-19 within the school setting. They have also designated Teresa Shultz of the school to establish, implement and enforce physical distancing requirements. The school is required to notify the public health authority of any confirmed COVID-19 cases among students or staff. Tillamook Adventist School is a Seventh-day Adventist school that teaches Pre-K through eighth grade. The school is part of the worldwide Seventhday Adventist school network. There are 74 students in K-12 and 89 when counting Pre-K. Principal Matt Hunter, who also teaches 6-8th grades at the school, said the school had to jump through all of the hoops, such as square footage and social distancing. The classrooms are all capped at a certain number of students depending on the square footage of the room, as they are social distancing 35 square feet per individual. “Kids are seated with at
least 6 feet between them and their neighbors,” Hunter said. “For example, in my class, we sit at tables and so they sit on the ends of each table and they have a Plexiglas shield down the middle of the table that creates an extra barrier.” In the K-1st grade classrooms, dividers made out of PVC pipe are set up in between desks. Each classroom is also its own cohort. The largest class has 20 students. “I completely emptied my classroom,” Hunter said. Everything besides tables and chairs for the students to sit has been removed and the tables are spread out 6 feet apart. Students and staff have their face covered during the day. “We have the kids bring water bottles from home,” Hunter said. “We’ve had to turn off our drinking fountain because that’s a great sharer of germs.” Hunter said the students have been good at mask wearing. If they are taking a drink and forget to put their masks back on, the teachers remind them and they quickly put them back on. “The kids are willing to do it because
this is how we get to stay in school,” Hunter said. The school has canceled their afterschool activities and Christmas program, Hunter added. They used to host a back to school night for parents to come see where their kids learn. School staff is disinfecting multiple times a day. Hunter said it had cost the school quite a bit to open in the fall. They were able to do it in part because they gained almost 20 students this year. Hunter said each classroom and entrance has a hand sanitizing station. Every classroom has its own entrance from outside, meaning the students are not entering the school and walking to their classrooms. dge Cable Holdings USA, LLC, a subsidiary of Facebook, informed the public on Oct. 27 of surveys that will be administered during the month of November to support the installation of a subsurface steel bore pipe from a residential lot in Tierra Del Mar to a point offshore. The bore pipe is part of the Jupiter Cable System. Edge Cable has contracted with SubCom, LLC to conduct the work. “An electrical resistivity tomography (ERT) survey will be undertaken in a 335-foot by 65-foot survey area located on the beach adjacent to Lot 3200,” Edge Cable announced in the update. “ERT is a non-invasive survey method that generated a subsurface electrical current and measures the electric potential differences between a series of dispersed electrodes.” A subsurface bore sampling survey will also be performed to collect data on the subsurface soil strength. A soil core will be extracted using a utility truck with geotechnical sample equipment mounted at the rear of the vehicle. Facebook said they estimate that all the beach survey work will take place over approximately five days, with work only occurring between 8 a.m. to 5 p.m. Monday to Friday. “The purpose of the surveys is to identify the sub-bottom profile below the survey area,” Facebook said in an email to the Headlight Herald. “The results of the surveys will give Edge and SubCom a better understanding of the underlying geology. More specifically, the surveys will help to identify unfavorable sediment layers for HDD drilling operations (e.g., rock, boulders, and/or interchanging soils) and allow the project’s HDD engineers to adjust the proposed drill plan, if necessary.” Edge Cable said public access around the survey zone would be maintained throughout the surveys. During work hours, the survey area will be signposted, notifying the public of the work. The area will be roped off to limit access. A flagger will be onsite to ensure the public avoids the roped-off area. As of now, Edge Cable does not have specific dates for the survey work in November, but said that work would not take place the week of Thanksgiving. They will notify the public when they have determined the exact dates. The Oregon Department of State Lands (DSL) also notified Facebook in a letter on Oct. 16 of issues in their independent hazard analysis, prepared by ERM, that require correction, clarification or additional evaluation and information. DSL asked the Oregon Department of Geology and Mineral Industries (DOGAMI) and the Department of Environmental Quality (DEQ) to review the hazard analysis. DEQ seeks additional information regarding the drilling mud and asks for the confidence level that the mud has hardened and how long it would have taken for the material to harden. DOGAMI has identified geologic hazards not addressed in the hazard analysis. Facebook is required to address the issues or indicate how they will be addressed by Nov. 2. Christmas basket program applications available now TEC encourages families and people who are in need of a Christmas dinner, and a gift for their child, to submit an application. There is an explanation on the application that states if the program is short on sponsors, those new to the program would receive the program before those who have received it in the past, but this is in rare cases. “In the last few years, its been around 250 families adopted overall,” Stuck said. The Christmas basket program has been going on for the past 10 years, thanks to the generosity of its sponsors. “One of the organizations that was organizing it decided not to so we kind of filled the gap back in 2004 or 2005,” Stuck said of TEC hosting the program for the past 10 years. of individuals will sponsor a family as a Christmas celebration the family can get involved with. “The applications are available now,” Stuck said. “They need to be in by Nov. 16.” Completed applications need to be returned to the CARE office. On Nov. 19, people who would like to sponsor a family are invited to review the applications received and select a family. “We do have some recommendations and we have a food list that we give the people who are sponsors,” Stuck said. Stuck said it is ultimately up to the sponsors on what they buy for the family but TEC encourages them to talk with the family. During the beginning of December on a Saturday, the volunteer firemen usually collect donations for toys, Stuck added. The TEC will arrange a time the
sponsors can shop for toys. The Christmas basket program is an established program of the TEC. The TEC is a group of five churches that put the program into motion. Stuck said the program could use more sponsors. Those who are interested in providing a Christmas basket to a family this holiday season should contact Dave Stuck at 503842-6192. Tillamook’s ecumenical community is a faith-based, nonprofit organization dedicated to serving the needs of people in the community. Tillamook County is often a stepping stone county, especially in community development. Oftentimes, when someone submits a permit, it is not simple, Absher added. Community development is looking at better ways to educate the public. “We will no longer by accepting incomplete applications,“ Absher said. Internally, the department is refreshing their internal review processes.

Commissioners approve fee increase at boat launches, day use areas Tillamook County Commission Chair Bill Baertlein said, “Day use visitors are overwhelming our community and our ocean side attractions particularly in the summer. This year we seemed to have more day use visitors than ever. It is high time we started charging a day use fee in order to pay for the services needed for these folks when they are here, such as bathrooms, parking and garbage collection.” Tillamook County Commissioner David Yamamoto said that the day use access fees will help fund a position in the Tillamook County Sheriff’s Office. “The Sheriff’s Office is staffed to serve our population of 26,000 people,” Yamamoto said. “In the summer our numbers grow exponentially, bringing tens of thousands of people to Pacific City alone. We don’t have the resources to provide law enforcement for the number of visitors we have. These new funds
will enable us to hire an additional Sheriff’s Office deputy dedicated to work in South Tillamook County, and I feel great about that.” The board order identifies boat launches and other Tillamook County day use areas where the fees will be charged. Some of the sites have not charged day use fees in the past, such as Cape Kiwanda day use area, Hungry Harbor boat launch at Cape Kiwanda and the Pacific City Turnaround. Revenues generated from these areas will be used in Pacific City to fund the Pacific City Woods Parking Management Plan. Rachel Hagerty, Tillamook County Chief of Staff, has been working since 2017 on the Pacific City/Woods Parking Management Plan, which will provide parking, pedestrian bike paths, visitor infrastructure and destination management to the community of Pacific City. “Day use access fees will provide the revenue

The Tillamook Board of County Commissioners (BOCC) voted unanimously on Oct. 14 to approve fee increases for day use access passes and annual day use access passes in Tillamook County Parks day use areas and boat launches. The fee increases go into effect Jan. 1, 2021. Fee increases are as follows: Day use access passes will increase from $4 to $10 Annual day use access passes will increase from $45 to $55 Annual day use access passes will remain $45 for seniors (65 and over), disabled veterans and Oregon Trail Card members New this year: the Tillamook County Parks department will develop community work party opportunities in 2021, such as a beach or campground clean up, for citizens to participate in a service activity and earn an annual day use access pass.

“Once we figure out the application is incomplete, it will immediately be returned and taken off any list we have,” Yamamoto said. “This is going to be a huge help as we move forward.” This is going to be a heavy lift in the next month or so but it will ultimately be better for all involved, Yamamoto added. Facebook permitted an “early return” to Tierra Del Mar
Facebook has been granted permission to return to Tierra Del Mar earlier than the Jan. 1 date provided for the resumption of its construction project. The Oregon Parks granted the new permit and Recreation Department (OPRD) in order for Facebook to conduct “scientific research” associated with its failed undersea cable enterprise. Facebook abandoned the cabal project in April when an undersea horizontal drilling device broke leaving industrial trash, including a drill head and 6500 gallons of drilling fluid under the ocean floor off shore from Tierra Del Mar. Facebook has stated this “research project” will include electrical resis-
tivity tomography and a truck mounted vertical drill to extract a rock core sample. Facebook has advised OPRD the “research project” may take up to five days sometime in November. During this period vehicle traffic may be interrupted and a marked “safety zone” will be erected around the equipment located on the beach. The public will be required to keep a safe distance back from the operation. OPRD did not invite public comment before granting this new permit to Facebook. Ed Ruttledge Tierra Del Mar

his Veterans Day across the nation, for the first time since the holiday was conceived in November 1919, there will be no large ceremonies in big cities and small towns in observance to properly express our gratitude and appreciate of our country’s brave men and women who served in the United States Armed Forces. Instead, 2020 will long be remembered as a year of tremendous change and challenge for our nation. Yet, this year also notably marks 75 years since the end of another historic global event that united our country: the end of World War II and the subsequent creation of the Oregon Department of Veterans’ Affairs in 1945. One of the most poignant aspects of our Oregon veteran community is that it is as diverse and united as the nation we serve. Whether you are one of the 300,000 Oregon veterans who served in the trenches of Europe, the mountains of Korea, the jungles of Asia, the deserts of the Middle East or anywhere in between; on (or beneath) the world’s oceans, or in the skies above; here at home or overseas, in wartime or in peace; you are part of an unbroken chain of patriots who have served this country with honor through the history of our nation. Every day, even after their military service, our veterans ensure America remains strong. Every day, they employ their hardearned leadership skills and continue to serve their communities. Our veterans are moms and dads, teachers and doctors, engineers and entrepreneurs, social workers and community leaders. They are the heroes of a peaceful nation who answered the call and returned to live in the land they defended. Heroes like World War II paratrooper Bill Wingett — though he never embraced that distinction. Private First Class Wingett was one of the original members of Easy Company of the 101st Airborne Division’s 506th Parachute Infantry Regiment, a unit made famous by the book and HBO miniseries “Band of Brothers.” On June 6, 1944, he was

one of 17,000 paratroopers to perform a night jump behind enemy lines five hours before the historic beachhead assault began. Along with other paratroopers from the 101st, he fought his way through to Normandy. He also served with honor in the Battle of the Bulge, the Battle of Bastogne and other pivotal conflicts until the war ended. He was awarded the Bronze Star for his bravery during the Battle of Brecourt Manor and earned three Purple Hearts in separate engagements. Sadly, Bill passed away just a few weeks ago at his home in Lebanon. He was 98. The veterans of the Greatest Generation, serving nearly eight decades ago, are vanishing at a startling rate, as are the veterans of the Korean War generation. Just five years ago, there were more than 17,000 WWII veterans living in the state of Oregon. Today, there are fewer than 6,000. Their contribution and example must never fade from our awareness. The nation and the world they fought to protect will endure because of their service and deep sacrifices. Today, we also remember our fellow Americans missing in action, whose
fate is still undetermined. We will not rest until we have made the fullest possible accounting for every life that was given in pursuit of our freedoms and preserving democracy. We also pause to remember the men and women who did not live to be called “veterans.” Many of them rest in the hearts of our national cemeteries. We also honor the families of the lost, who carry a burden of grief that time may lighten, but never lift, as well as all veterans’ family members. Their loved ones placed duty and country before their own lives. America is known as the land of the free and the home of the brave, but this was never a given. This reputation was earned by the blood and sweat of patriots who, generation after generation, dedicate themselves to keeping our nation safe, strong and free. What veterans have given our country is beyond our power to fully repay, yet, today we pause as a nation to recognize our debt. This Veterans Day, although we must adjust how we celebrate, I encourage you to join me, Oregon Gov. Kate Brown and other veterans and civic leaders as we mark this important observation with our first-ever virtual Statewide Veterans Day celebration. The event will be streamed on the Oregon Department of Veterans’ Affairs’ Facebook page beginning at 11 a.m., Wednesday, Nov. 11. I hope you are able to join us as we honor and celebrate all of our nation’s veterans. Finally, on behalf of the Oregon Department of Veterans Affairs and a grateful state and nation, on this day and every day, we thank you for your service.

C
onsidering this is the week of the presidential election and that is probably all people are hearing about right now, I thought it might be best to concentrate on something completely different this week as an escape from politics. The topic: memorable visits to the library. Do you remember your very first visit to a public library? I sure do. I was born and raised in a little rural farming community in Iowa and we had a beautiful Carnegie library at the center of our town. But it was not the books I remember on that first
visit. It was the treacherous spiral staircase that led down to the children’s room in the basement. Why they thought it was a good idea to make children climb down a steep spiral staircase, I will never know! But it made an impression on my young mind. Another library memory is the day I proved my bicycling skills were good enough that my parents gave me permission to ride my bike anywhere in town. I was a six-year-old kid with a butch haircut when I hit that milestone and it blew my little midwestern mind to think I could go literally ANYWHERE! I considered my options. The swimming pool? To my friend’s house? To the dime store to spend
my 20-cent allowance on comic books? Nope… my first solo bike trip was to hop on my Schwinn Stingray and pedal to the library! But there was one big snafu. I checked out so many books, I could not carry them all on my bike. So, the librarian called my mom and had her retrieve me and my load of books. (I still have that problem today…too many books to take home!)
My next childhood library memory involves the day when I was venturing into chapter books and was not finding anything that grabbed my interest in the children’s section. I was a big fan the spooky Twilight Zone TV program and other scary shows of that era and I found a big fat book of chilling tales in the adult section compiled by none other than the master of frightening storytelling, Alfred Hitchcock. I lugged the big book to the checkout counter, but the librarian said, “No Billy, this book is not for children,” and she put the book on the cart behind her. My dear mother was with me on this trip, so I told her what happened. She marched right up to the librarian and told her, “From now on, you have
my permission to check out any book in this library to my son!” Way to go, mom! I have loved scary stories ever since. Of course, I have had plenty of other great library memories since then, but I want to zoom forward five decades to August 21, 2017. It was the day of the Great American Eclipse and my wife and I left our Netarts home way too early to arrive at the Pacific City Library in time for the event. Remember how they were predicting the roads would become a giant gridlock that morning? Well, we did not experience a gridlock, but we did see plenty of THICK FOG! It looked like we were going to get weathered-out of this phenomenon. But in the end, mother nature
cleared the fog just in time and we were treated with a spectacular view of the total eclipse, in all its glowing glory, right above the Pacific City Library. That memory will forever be emblazoned in my mind. At the risk of sounding corny (and that has never stopped me before), if you really think about it, each trip to the library is a pretty remarkable experience. Where else can you enter a building filled with goodies and take home hundreds of dollars worth of books and DVDs for free? All you must do is promise to bring them back. Libraries are absolutely a too-goodto-be-true perk of modern civilization! We hope to see YOU in the library very soon to create your own special memories!
Uncovering the Hidden Prejudice …” explains that, “ Implicit bias is a … product of our brains and the disparities in our society.” She stresses that our brains are developed by whom we dentify : our group, family, culture, and experiences. Our brains record and habitually deepen these perceptions. It has been shown that we respond quicker and recall more deeply within our group/race. Skin is in. Other races are the others, danger, and decidedly different. Our primitive lizard brains react and filter and feed our perceptions. They are unconscious and may lead to automatic assumptions which result in linked responses. These race-selective responses grow stronger and become reinforced. We become vulnerable to their limits. Regardless, racism,covert or overt, is responsible for the following facts: • Black women are 3-4 times more likely to die during pregnancy than white women. • Black men are 3 times more likely to be killed by police than whites. • Black men die 3.5 years sooner than Whites. Bias training is too short, easily dismissed, with few hard proven results. Can Tillamook County invest in this type of training ? Examining unconscious preferences starts with attentiveness, self awareness, and purposive change. Over time. It’s a win-win: we can appreciate different skin colors and, conversely, they would feel more appreciated and connected to the community, can Tillamook’s County Commissioners open a dialogue with the underrepresented groups in Tillamook County to address and study implicit bias?
Can the people of Tillamook contribute and respond? After all, Tillamook has good people.

I think the best way to estimate the number of deaths directly or indirectly related to Covid-19 is to look at the average number of deaths per month for several prior years and then to look at the number of deaths per month for 2020, and then look at the excess deaths above the averages. According to the statistics gathered by the CDC, the number of excess death this year from January 26 through October 3, compared to the average for the same period in 2015-2019, has been 299,000. This is from all causes. If only 9000 deaths were directly related to Covid-19, then it seems that Covid-19 indirectly and some other, unknown problem, have caused 290,000 deaths. It seems unlikely that some unknown problem suddenly cropped up this year to cause a large number of excess deaths and therefore the excess deaths due to Covid-19 is indeed 299,000, or very close to it. I suspect that the actual number of deaths directly related to Covid-19 is much closer to 225,000 than to 9000.No doubt there will be many who do not trust the CDC and, indeed, that organization has made some bad slip-ups this year. However, the statistics gathered by the CDC can be trusted as there has been no political meddling with that aspect of the organization (as of yet). So I think that if you want to have an idea of the lethality of the Covid-19 causing virus, the 225,000 deaths (so far this year) is probably a pretty good bet.

Some ten months passed and we noted the city finally paved a very distressed road adjacent to the “needed city park.” Succeedingly we noted on our many trips to visit our “New home location that the city that the city began deprecation of the “park” by placing gravel piles, dump truck beds, stacked dilapidated picnic tables, trailers and more. I talked to the resident who resided at the grey colored corner house for sale. “For one reason, the city was transforming the corner acreage into a dump.” He further stated that he had peacefully resided there for nearly 28 years and the “garbage” was “newly scattered” and it surely meant his home would now sell more slowly and actually for less money. His contacting Mayor Riggs met with no positive results. I told Monty, the home owner, that I intended to contact Ms. Riggs, as well. Upon contacting Riggs at (503) 317-1533, she stated she would check in with Wulfshlager, the city Manager, and get back to me within 3 days. Six days passed and I had not been contacted; maybe she was busy; maybe she misplaced contact info. I contacted the new city Secretary from Florida. She put me through to Riggs voicemail , but no return call. I then called city Manager Wulfschlager. He stated he recalled the conversation between he, myself and Patty. He said he would try to do some-
thing. Want to know what his hot air culminated in? I called yet again and he said he’d email me and stated my problems were not the city’s. I recalled the words of the Garibaldi resident who said “Garibaldi doesn’t care.” He “spoke of them” and made further reference relegated to them as Cretins, Neanderthals, and fools in many cases. I then decided with my loving wife that we did not need to add to this city’s tax revenue and obtain a building permit, utility hookup, etc. Garibaldi would not see our thousands of dollars. Vote of your own knowledge and prayerfully your conscience when you mail your vote for the persons who sorely need to be ousted: J. Riggs & G. Wulfschlager When you are charged for a cheeseburger at D.Q. you expect cheese, as we deserve. When you pay taxes and your fair share, you demand, and surely should, demand that you are recognized as the reason for the day of the Mayor and too her city Manager; and not ever, a bother in their day. Implicit bias : Here but changeable Folks, Tillamook County has good people. They
want the best for all people in Tillamook County. The County Commissioners say it best after George Floyd’s death : Mary Faith Bell : “... I want all of our children, collectively, of every race, to feel loved and embraced and supported by the community.” Commissioner David Yamamoto : “... I am committed to the life, health, and safety of all people of color in our community... “ And Commissioner Bill Baertlein proclaims, “ ...we are all aware that racism exists, sometimes hidden and sometimes right out in the open.” But, what is “hidden racism “ ? Is there “hidden racism” in Tillamook ? Can we work on “hidden racism”’ here ? Currently, the MerriamWebster dictionary’s definition of racism has three sections: 1. racism is “a belief that race is the primary determinant of ...superiority of a particular race.” 2. “...a political or social system founded on racism.” 3. Refers to “racial prejudice or discrimination.” Note in this definition, “ ...superiority of a particular race” has no color. However,to the rescue, Ms. Kennedy Mitchum, a 22 yr. old black graduate in 2020, emailed MerriamWebster and said that racism is : “prejudice ...with social and institutional power... system of advantage based on skin color.” Alex Chambers,editor there, said that racism has not been revised in decades and needs “wording improvement.” What skin color word will pan out? The folks at this lodge have been very proactive in their support of the Gentleman that calls on them on our behalf. That person being a casualty of the Echo Mountain Straight Line Fire Event in Otis. When they found out that he had lost most everything in the fire. They immediately on their own initiative tendered financial assistance and have since held fund raising activities providing continuing financial help. ennis Wayne Wagoner was born March 18, 1952 in Dallas County, Texas to Kenneth and Virginia (Patterson) Wagoner and passed away Oct. 21, 2020 in Tillamook, Ore. at the age of 68. Dennis served in the Navy and was a decorated Navy Intelligence Officer. He graduated with a Bachelors Degree in Plant Biology and Genetics and wrote one paper at the University of Minnesota.

andy Lyle McMellon passed away peacefully on Oct. 12, 2020, in Tillamook, Oregon. He was born in Springfield, Ore., on Sept. 27, 1955, to Harold Ray and Betty Carlean McMellon. He spent much of his young life in Oregon and Arkansas, and graduated from Nestucca High School in 1973.

Dennis worked as a private handy man for many years in Tillamook County. Dennis loved shooting guns, reloading bullets, panning for gold, going on adventures without having a plan or destination. He enjoyed listening to the news. More than anything in the world he loved his grandkids. Dennis is survived by his son Andy Wagoner, daughters Kayla Kuhn, Melissa Miller and Krystal Ortiz. His grandchildren Martin Kuhn, Alexzander Kuhn, Estelle Hay, Daxton Stober, Katie Ortiz, Angie Ortiz, Dylan Ortiz, Noah Ortiz, Katrina Pries, Haley Pries and Tyler Pries. id passed away peacefully Friday October 16 after complications from an unexpected surgery at the age of 91 years old. He was born to Walter Edward Fisher and Milda Dorthea (Kangiser) Fisher September 16 1929 in Tillamook, Oregon. Sid grew up in the Tillamook county area as well as at other homes his father later owned on the Rogue River in Gold Beach and Eureka California. Sid was an avid outdoors man and family man. He loved fishing, hunting, clamming, cutting wood, animals just about anything you can do outdoors, but above all else he loved his family they were his world he would do anything for them, and he did so much his presence will be with us forever. Sid pursued and received an agriculture degree at Oregon State University. While attending classes there he met the love of his life Betty Bernice McWhortor. They married and upon his graduation returned to Eureka to manage his dad’s mink farm there. For the next five years his own farm was being built
Randy learned to work hard at a young age. As a teenager he worked with his grandmother at Chase Farms in Springfield, Oregon, and with his father at Oceanlake Sand and Gravel in Lincoln City, Oregon. He also worked at Kentucky Fried Chicken in Lincoln City, and a local dairy farm. Randy studied mechanics securing positions at Tillamook Ford, Grunder Equipment Repair and Averill Trucking. Randy also bought a Mac Tool truck business and enjoyed servicing the coast. He then went to work for Interstate Distributing Co. and was there for 25 years. Randy retired in 2015 spending days working on his house on the beautiful Nestucca River, enjoying the river and his dogs. Randy enjoyed camping, boating, fishing, clamming, crabbing, and bird watching. He enjoyed old western movies, collecting brass figures, gardening, making bird houses and spending time with family and friends. Randy had a big and helpful heart, to those near and dear to him. He was a beloved son, brother, father and friend. Randy leaves his son, Mark McMellon, daughter, Melissa McMellon, grandchildren James Keller and Thomas McMellon, brothers, Rudy, Roger and Rory McMellon, sister, Karla McMellon, many nephews and nieces, extended family and friends.

on the edge of Town Lake just outside of Woods, Oregon. They moved into their home there in 1957 and happily lived out the rest of their lives. Sid’s primary business was mink farming which he did there for 26 years, however most of that time there were a few beef cows on the side. Sid and Betty had one daughter Laura Lynn 16 ½ years after their married life began, she in turn gave them two grandchildren with her husband Dan, Walter and Marie all were doted upon. During retirement years they were members of the Oceanlake Elks lodge and their R.V. camping group enjoying many adventures together as a group or on their own with their grand kids. Sid also always loved to garden, vegetables, if you couldn’t eat it, it wasn’t worth it. He did this in some capacity through his last summer. He was also always up for a chat or some stories in the sunshine outside his house where he loved to sit and soak up the warmth of the sun. Sid was preceded in death by his parents, his beloved wife Betty Fisher, his sister Verla Kneeland and niece Janet Woodbury, and both brothers Frank Fisher and Gary Elliott. He is survived by his daughter Laura Krueger her husband Dan, and Grandchildren Marie and Walter Krueger girlfriend Megan. Brother in law DeWayne Kneeland, nephew Rick kneeland and his sons. We will miss and love him forever rest in peace daddy.

Obituaries William Paul Lamkin 1935 - Sept. 23, 2020
W
illiam Paul (Bill) Lamkin, 85, died peacefully at home on Sept. 23, 2020 in Walnut Creek, Calif. with his wife, Molly, at his side, after a lengthy illness. Born in Pratt, Kansas, Bill lived much of his youth in Tillamook, Oregon where he met the love of his life, Molly, in grade school in 1945. When Molly was 6 years old and Bill was 10, she fell in love with his milk mustache at the dinner table and the rest is history. Bill and Molly were married in 1957 and shared 63 joyous years together, raising nine children in the process. Bill actively served his community throughout his life. He was proud to be a U.S. Army veteran, where he served as a member of the honor guard. He was also an active leader in numerous community organizations including the Boy Scouts of America, Little League, the Lincoln Village PTA (Stockton, CA), and his local community recreation association where a park in Modesto, CA bears his name. Bill also loved music and song. Gifted with a beautiful voice, he spent many years as a church choir member at Our Lady of Fatima Catholic Church (Modesto, CA). In his later years as a
patient, he would entertain doctors, nurses and patients alike by breaking out in song to the accompaniment of the grand piano player at Stanford Medical Center. Bill was also a billiards enthusiast, known by peers as the Gentleman Pool Player, and played competitively throughout his life. Bill held many jobs over the years and finished his professional career as a financial advisor with Washington Mutual. Helping others was very important to him and he found it particularly rewarding to support older clients in managing their financial interests. Bill was a quiet and deeply ethical family man. He liked nothing more than to spend time cooking and singing with his large family at their cabin, usually with a nice glass of red wine in hand. As an enthusiastic and accomplished chef, Bill’s endeavors in the kitchen were the highlight of countless holiday meals. He passed his passion for fine food on to his children and while his feats in the kitchen will be missed, his best dishes will be preserved by his children and enjoyed by family and friends for years to come. A testament to his kind and caring nature, despite the size of his own family, Bill had more than enough love to share with the many kids who were part of his wife Molly’s day care business. They knew him as “Uncle Bill” and many have remained a big part of his life through the years. Bill led a life dedicated to his family and is survived by his wife, Molly, and his nine children, John Lamkin (Lynn), William
Lamkin (Janet), Bryan Lamkin (Arianna), Rachelle Carpenter (John), Robert Lamkin (Ray), Kenneth Lamkin, Joseph Lamkin (Jill), Danielle O’Shea (Timothy), and Duane Lamkin (Anika). He is also survived by his honorary son, Caleb Belohlavek (Sandy); his sixteen grandchildren, Thea, John Caleb, Christopher, Nicholas, William, Sophie, Samuel, Molly, James, Liam, Tillie, Josephine, Mac, Olive, Milada, and Alina; his brother, John Lamkin (Kerma) and their children Denise Lamkin, Shauri Lamkin, Sister Theresa Lamkin OSF, and David Lamkin (Robin). Bill was preceded in death by his parents, Samuel and Mary Christine; his sister, Dorothy Schmidt; and his three brothers, Ralph Schmidt, Larry Schmidt (survived by his children Daniel, Laura, Doug and Laurin), and Maurice Schmidt (survived by his children Bruce, Lauren, Nancy and Brad). Bill Lamkin was a spiritual man of strong faith. While he made the most of his worldly existence, with many exciting adventures, and lived every day to its fullest until the very end, he peacefully anticipated his life after death. May he rest in peace and rejoice in the eternal light. The interment of William Lamkin will be a private military service with a joyous memorial celebration of life to follow when large gatherings are once again permitted in 2021. aldo Lyle Richardson was born February 19, 1924 in Leavenworth, Wash. to Waldo and June (Chadwick) Richardson. Lyle passed away October 29, 2020 in Tillamook, Oregon at the age of 96.
Lyle grew up and attended school in Leavenworth and following graduation he served in the U.S. Navy during World War II. After his Navy service he met and married Crystal Ramona Mathena on April 27, 1947. They were married 51 years and had four sons. In 1949 they moved to Tillamook where he owned and operated a log truck until his retirement. Lyle enjoyed being in the kitchen, was a great cook and was always sharing recipes. He had a backyard garden well into his 90s. Lyle is survived by his four sons, Byron (Linda),
Alan, Randy (Michelle), and Bruce (Victoria). Grandchildren Brian, Geoffrey (Jodi), Nathan (Melissa), Johnny, Ahkayneh, Rachel, Julianne, Brett, Brennan and Emma. Along with many great grandchildren. Lyle was preceded in death by his wife Ramona Richardson. A private family graveside service will be at Bay City IOOF Cemetery. The wildfires that swept across our state left devastation for families, businesses, and entire communities - many of which are still working to recover and rebuild today. Like so many others, Tillamook County’s Director of Community Development Sarah Absher knows it is no secret that Tillamook is a generous community. A handful of locals quickly organized a dessert auction through Facebook to raise money for fire relief on Sunday, and Sarah was stationed at the Tillamook Nazarene Church on Saturday to welcome and receive desserts. As someone who is ready to dive into any project that may need help, Sarah ended up joining the Open Table

Ingredients - 1 Tablespoon oil - 1 clove garlic, minced or 1/4 teaspoon garlic powder - 1 cup sliced onion - 1 cup sliced carrots - 1 cup sliced celery - 1 can (15 ounces) stewed, diced tomatoes - 3 cups chicken or vegetable broth (see notes) - 3 cups water - 1 cup dry lentils - 2⁄3 cup barley - 1⁄2 teaspoon dried thyme - 1 teaspoon dried oregano - 1 teaspoon dried basil - salt and pepper to taste Directions 1. Heat oil in large soup pan over medium-high heat. Cook garlic and onion until they are golden brown, about 1 or 2 minutes. 2. Add the rest of the ingredients and bring to a boil. Lower the heat so the mixture is at a light simmer. Place a lid on the pan. 3. Cook until the barley and lentils are tender, about 1 to 1 1/2 hours. 4. Serve hot in a soup bowl. 5. TCCC announces grants, application workshop tool Tillamook County Cultural Coalition (TCCC) is now accepting grant applications for fiscal year 2021. The application due date is November 20, 2020. This grant opportunity is for Tillamook County citizens and organizations interested in obtaining funding to develop projects that celebrate the arts, humanities, and heritage of our county. To be considered for
a fiscal year 2021 TCCC Grant, projects must address one or more of the following: cultural education, community arts, heritage, the environment, and/or traditions. To be eligible, grant applicants must be an individual(s), a non-profit organization, or a governmental organization. Individuals must be residents of and organizations must maintain registered headquarters in Til-
lamook County. Priority will be given to activities that will benefit a significant number of Tillamook County residents. In a normal year, TCCC would hold an in-person workshop to provide training on the grant application process. Because meeting in a room together is not safe at this time, TCCC has a short presentation tool saved in PDF, “TCCC
Application Workshop for 2021 Grants,” available to interested individuals and organizations. Of course, TCCC can be contacted at any time with any questions or concerns regarding the application process. Moving the ramp to deeper water, which would prevent future silt accretion, will cost over $2 million dollars. “Tillamook County Parks are the jewels of our county, they are extraordinary assets which we need to maintain, and for that, we need revenue. Additionally, we are spending a lot of money to provide service to day use visitors, such as bathrooms and garbage pick up. To date, day use visitors do not contribute to the cost of the services provided to them in any way. The day use access fees are
a fair and reasonable way to generate revenue from visitors to our area.” All three commissioners would have preferred to charge visitors and not local citizens for the new access fees. However, charging some people and not others is discriminatory in the eyes of the law. Therefore, the commissioners chose to increase the day use access fee from $4 to $10, with the assumption that visitors from outside the area will largely purchase the day use access pass. Locals can purchase an annual day use access pass for $55, or $45 for seniors, disabled veterans and Oregon Trail Card members. The annual pass will be good for all Tillamook County locations during the calendar year.
Bell said, “It is not our intention to monetize locals going to the beach. We understand that there are folks who use Cape Kiwanda beach access, Bayocean Peninsula and Barview Jetty Campground day use area regularly, and have never paid. If we could charge visitors and not locals, we would. We hope that folks who love these areas will get an annual day use access pass or participate in the community work parties to earn an annual pass. Hopefully, the community will see and appreciate the benefits to the outdoor places they love, such as public bathrooms at Bayocean Peninsula, where human waste has become a health hazard.”

Visit Tillamook Coast takes over Tillamook County Quilt Trail Did you know that the Tillamook County Quilt Trail (TCQT) was the first of it’s kind on the West Coast? In 2009 the Tillamook County Quilt Trail Coalition was born with the goal of creating a tie between our rich local history and the wonderful talents of local quilters. The community energy that went into creating the TCQT is extensive, involving countless volunteer hours from organizations, individuals, school children, and companies, all giving their time to make this trail a reality. The concept, which originated in Ohio, is widely popular in the eastern part of the United States. But when the TCQT was launched, the nearest quilt trail to Tillamook was in Nebraska. In 2018 the all-volunteer Tillamook Quilt Trail Coalition approached Visit Tillamook Coast to take over managing the TCQT, and we happily took it on as one of our programs. Over the last two years, we’ve
learned so much! Not only about the quilt blocks themselves, but about the talented quilters, textilers and uniquely skilled crafters within our county. We were looking forward to again hosting events throughout the month of October to showcase the abundance of talent we have here. Yarn bombings, quilt block workshops, and a 3 day quilt show to name a few. But, alas, COVID had other plans for us this year. Rest assured, we will be back in 2021! In the meantime, if you are looking for an environmentally and family friendly activity to do during COVID – you might consider hunting the geocache on the quilt trail. Never heard of geocaching before? It’s a real-world, outdoor treasure hunting game. Participants navigate to a specific set of GPS coordinates and then attempt to find the geocache hidden at that location. Several of our quilt blocks on the TCQT have geocache attached to them. All you
need for this is a GPS—or phone with a GPS app— and a geocache account, which supplies coordinates and clues to the caches associated with TCQT. n a recent Monday morning, a beach walker on Bayocean spit found a live seal entangled in a net on the beach. She sent some pictures of the seal to Jim Rice, Stranding Coordinator for Oregon State University (cell phone 541-270-6830), and he could see it was a young Guadalupe fur seal that was completely wrapped up in a large section of trawl net. Realizing that the animal was in need of immediate help, he got ready to drive up to Cape Meares to disentangle it. However, recognizing that it would take him about two hours to get
there, Jim called Kirk Barham at Cape Lookout State Park to see if he or a ranger with State Parks might be able to attend to the animal sooner. Kirk is the Cape Lookout unit manager for the Oregon Parks and Recreation Department and oversees his department’s activities on the ocean shore between Bayocean spit and Nestucca spit. Kirk immediately agreed to head out to investigate the situation. By the time Jim was passing Neskowin on his way up the coast, Kirk called to report that he had successfully cut the netting away from the fur seal. He

id you know that Tillamook County has voted consistent with the elected President in General Elections since 1992? That’s right, Tillamook County voters can predict the President! As we go to press, ABC’s affiliate in Portland included this trivia in a newscast. I’m curious whether that has remained the case for us in 2020. Don’t forget that flu shot clinics are happening at Kiawanda Community Center (KCC) this fall. Immunization events are planned from 9 a.m. until noon on Thursdays November 5 and November 19. The clinics are sponsored by Tillamook County Community Health Centers and KCC. Their address is 34600 Cape Kiawanda Drive in Pacific City. reetings Bay City! After 16 years, our steep gravel driveway had seen better days. Lucky for us, our neighbor, Jon Malcom, whose company is JM Excavating, Inc., took time away from his big projects to squeeze us in and do an awesome job of regrading and graveling our road. Jon is one of the hardest workers I’ve ever known. The next day (his weekend) he was back with his excavator, dressing up the street in front of our home and smoothing out the rough spots. That’s what I call a good neighbor. The Bay City Planning Commission is moving forward with a review of Bay City’s land use ordinances, with the goals of identifying opportunities and barriers within existing ordinances that could be revised to help create a more vibrant downtown, address housing and transportation needs, (including those of pedestrians and bicyclists), and permit uses that would promote these and other goals. A professional planning group, partially funded by a grant from the State, is assisting the City in this effort. I will keep you posted on how this exciting program is progressing

Readers, I want to introduce my new friend, Karen Shea from Anaheim Hills, California. Karen sent me a letter inquiring whether our home was still for sale (it isn’t). After some very fun phone calls, texting, and emails, she came for a visit. When a new friend seems like an old friend after the first hello, you know they are going to be a permanent fixture in your life. Lucky for Bay City, Karen found the perfect view lot and will be building a home and moving here. My best friends, Caroline Brown and Barb Brown (not related) took me to lunch for my birth-

the original alert! Did you participate in the Great American ShakeOut on Oct. 15 at 10:15 a.m.? Pete Steen, as one of the Cape Meares emergency preparedness neighborhood captains, encourages members of his Seaview neighborhood to join in the exercise each year. We are supposed to go about our daily routines and then, at the designated time, pretend the earthquake and tsunami have happened and react accordingly. Pete asks each neighbor to email him a paragraph about their actions. The responses are always interesting to read.
This year, one neighbor was part of a group doing a dead bird survey on the beach when the quake hit; unfortunately, he and the group were too far away from the only hill on the spit to survive the subsequent tsunami. Like David Johnson in the Mt. St. Helens eruption, someone in the group called out, “This is it!” before their demise. Another neighbor sheltered at home; fortunately, her home was the site of our predetermined gathering place, so all her supplies were handy and her house held up well. The exercise reminded one neighbor to make sure there
are fresh batteries in the headlamp in his go-bag. Yet another neighbor was in the valley, taking care of her dad; she and her husband hitchhiked and then caught a flight west with a bush pilot, eventually landing on Bayocean Spit. As for Pete and me, we were fishing on the Tillamook River and survived a surge of water coming up the river. Through sheer luck, we avoided being crushed by several leaning spruce trees that fell from the bank into the river. Thanks to all who participated in this inventive exercise!

A portable kit should contain: A gallon of water per person, per day (to last three days minimum) and
nine easy to fix, non-perishable meals per person. Other useful items to consider are, a flashlight with extra batteries, a first aid kit, a manual can opener, medication and medical items, a multipurpose tool, sanitation and hygiene items, copies of important papers (including identification and medical cards) games and activities for children and baby or pet things if applicable. first off, the Holiday Fair at our city hall has been cancelled. There will be no city-sanctioned events this year. Unfortunate, but necessary. And the community tree lighting at the wayside will happen with no hoopla. The Rockaway Beach Public Works Department will put the tree up and quietly light it up. The Annual Lighting of the Christmas Tree ceremony is postponed until the pandemic is over. Hopefully next year. But, do plan on coming into Rockaway to support our businesses. There will be some great sales and deep discounts, some being 50% off on selected items. Just make sure you come with your patience pants on.
We don’t want to pack too many folks in the stores. Just remember it is the holiday season and keep on smiling. We are just making the best out of a bad situation. Stay positive and enjoy every little thing you can... An elf has mentioned that a group of folks are planning on some fun Christmassy contests in town. When I hear more I will inform you. Just have your Christmas lights and decorations at the ready. That’s your tease for the day. This is my yearly reminder about the Wildlife Center of the North Coast. This group is a non-profit organization and is located in Astoria. They have a
small staff, but they receive around 2,000 patients annually. Their small staff is assisted by a volunteer team and folks that donate to help them with their life saving work. Public donations are always welcome. Should you have a question about an animal in peril, that you come across, call 503 338 0331 to see if they can assist you. I remind you each year because where we live we often come across suffering birds, and wildlife. “November. The last month of autumn, but the beginning of a new adventure. Christmas cheer. With Covid this year, our holiday plans in Rockaway Beach are changing a bit. The folks that plan the festivities in town are brainstorming what our community can do to stay within the Covid 19 restrictions that limit the size of gatherings. So,

Have I mentioned before that I celebrate my birthday the whole month of October? Norma Seely and I both love fall. We both have October birthdays that we celebrated with our husbands at Garibaldi Portside Bistro. Wow!….. great (and I mean great) food and service; (and you know how important this is to me), super clean. Norma and I were not just celebrating our birthdays, but our friendship of 43 years. I feel blessed to have such good friends….all of my friends. I feel lucky to know them and to be part of their lives. I really do. Thank you for reading the Fencepost.
