Hoenke receives Citizen of the Year award By Lori Kesinger At the March 18 City Council meeting, Randy Hoenke was recognized as the 2014 Citizen of the Year. Mayor Clayton Hornung presented the award to Hoenke speaking of his accomplishments and service he has provided to the community. The City of Baker annually selects a citizen who donates time and effort towards the betterment of the community often without recognition. The plaque presented to Hoenke was a token of the City’s appreciation of his dedicated and voluntary service as a leading member of the fire department.
A lifetime Fallon County resident, Hoenke has been involved with the Baker Rural Volunteer Fire Department for almost 30 years. He served on the department for five years before becoming fire chief for the next 24 years. He recently stepped down as chief but continues to serve as a member of the department. “I’m very appreciative of the recognition. It’s been a pleasure serving the citizens of our community,” Hoenke said. Hoenke owns and operates Northside Truck and Auto and also serves on the Planning Board.
McKenzie Buck and Jerilyn Wiseman 2015 Prom King and Queen The Baker High School Class of 2016 presented the Prom “Afterglo” on March 21 at the Longfellow Gymnasium. Sixty one couples were led by Junior Class President, Joe Fisher and his date Tyla Herbst. Each girl was given a glow in the dark flower by their escort. Following the Grand March, the 2015 prom king and queen were crowned. Congratulations to McKenzie Buck, son of Darren and Lori, and Jerilyn Wiseman, daughter of Shawn and LaVonne. After the crowning, pictures were take, couples danced and glow door prizes were given throughout the evening.
The Fallon County Times will switch April 3 to a new website that is secured by a pay wall. While the change allows for a more user-friendly, immersive site, there is some information that you, as the audience, may need to know. At the launch of the updated website (www.FallonCountyExtra.com), those who visit will experience a completely new look and many new features, including a full digital e-Edition of the weekly print product, the ability to purchase print and digital subscriptions online and also to place classified ads into the paper directly from our website. Every piece of content from the print edition will be featured on the website, compared with only the top stories we currently share online—you can expect coverage to be posted online as news unfolds around the community. This turns our online operation into a daily process, while our print edition continues as a weekly product. Our new site utilizes a third-party subscription service called TinyPass, which has an excellent history in providing safe and user-friendly service. Those wishing to access stories that are behind our pay wall can simply click a link on our site that will allow for them to purchase a subscription for access. They will then receive instant access to the full site. The prices for digital subscriptions have different price points, which vary by its length. Those prices are slightly higher than for our print product because more content is available on the site. Content behind the pay wall that requires a subscription will include original news stories, feature stories, original story series, some more interactive multimedia content, letters to the editor, opinion pieces and editorials, announcements, our weekly e-Edition of the Times and an e-Edition archive, which will provide access to full print editions from previous months. Not everything posted throughout each week will be behind the pay wall and, starting out, an online subscription will only be required for a limited amount of content. We realize moving to a pay site is a big change and we want our readers to become accustomed with the new site and experience its enhanced capabilities before we start putting more content behind the pay wall. When breaking news occurs, those stories will remain free and available for everyone to read. Also free to view will be obituaries, simple press releases, classifieds, and calendar of events. Existing print subscribers will receive a free digital subscription for as long as their print subscription is valid. Print subscribers can log onto our website, navigate to the “subscription” page and input their information to request a unique code that will access their digital subscription. Users of devices other than computers, such as mobile phones and tablets, will be able to access a mobile version of the website that adapts to fit their specific screen size.
Wang selected to compete at ISEF By Linda Rost Biology/Chemistry/Science Research 10-12 The Science Research class, offered for the first time in the 2014-15 school year, was an exciting addition to Baker High School’s science department. Science Research students choose and design novel experiments on the topic of their choice, do extensive background research on studies related to their own, and conduct the experiment, before preparing to compete at higher levels. March 16, Jacob Weimer, Shaylyn Huelle, Lauren Wang, and Karlee Murnion, together with their teacher Linda Rost traveled to the State Science Fair in Missoula. A total of 106 projects were entered by various students at the high school level. Lauren Wang won the North Rocky Mountain Branch of the American Association for Lab Animal Science Division 1 Award, as well as the Lauren Wang was selected as one of three students to compete fourth place Grand Award with her project titled “The at the Intel International Science and Engineering Fair in May.

Effects of the Human Voice on Cattle”. She was also selected as one of three students to compete at the Intel International Science and Engineering Fair (ISEF). This competition will be an all-expense paid trip to Pittsburgh, PA in May where Lauren will compete against 1,700 of the best and brightest students from over 70 countries, and more than $5 million in awards will be given. In her study, Lauren found that the human voice, whether calm or aggressive, is agitating to cattle and should be used at a minimum when working with them. The other competitors took silver ribbons. Karlee did well with her project on the “Relationship Between Tree Species, Height, and Circumferences” in the Plant Science category. place and is the alternate to the State Bee. . . Delilas Huber, age 96, died March 24. . . . Feb. 17, H.B. Albert and Jay Townsend celebrated their birthdays. H.B. is the great-grandfather of Jay and is 95 years old, and Jay is five years old. . . Jeni Coan has moved to Baker to assume the position of Appraiser which has been vacant since the death of Darrell Nixon. . . Jerry Townsend and Patty Huguley are running for a position on the board of trustees for School District 12. 40 YEARS AGO Thursday, March 17, 1975Jon Durocher has been hired as head basketball coach for the Baker schools for the 1975-76 school year. Mr. Durocher has been coaching and teaching for nine years. . . One of the activities that took place during Girl Scout Week was that of a carnival held at the exhibit building Saturday evening. The Senior Girl Scouts are led by Jane O’Connor. The Cadet Girls are led by Jan Tuggle. . . Baker High School golf team started its season March 17. Losing is also a member of the boys age ten and under medley relay team, and they placed third in the state to bring home bronze medals. Chandler is the son of SSG Jerry Losing, currently serving in Iraq, and Jill Whiteman.

2015 Do-it-Herself Women’s Workshop Series
- Ella Louise Wood Funeral service for Ella Louise (Hepperle) Wood, 77, of Glendive, formerly of Baker was held Mar. 26 at the American Lutheran Church in Baker with Pastors Bruce and Reba Kolasch officiating. Burial was in the Community Union Cemetery in Plevna. A vigil service was held Mar. 25 at Stevenson Funeral Home in Baker. Ella passed away Mar. 19, 2015 at her home in Glendive surrounded by her family. Ella was born Jan. 28, 1938, the daughter of Albert and Louise (Bechtold) Hepperle in Plevna. She attended school and graduated from Plevna High School in 1955. She continued her education at Glendive Community College and later Montana State University-Billings where she completed her nursing degree. Ella was married to Donald E. Wood Jan. 20, 1957 in Plevna. To this union five children were born: Renee, Vicki, Donnie, Jeff, and Bobby. Together Ella and Don raised their family with different stops in Germany, Washington, and lastly Montana. Ella spent her life taking care of families through her nursing career. Most of her time was spent at Fallon Medical Complex or Glendive Medical Center. Due to failing health she retired and made
Glendive her home. She enjoyed spending time with her child r e n , grandchildren and great-grandchildren. Ella was known for her good cooking, especially her dumplings and apple pies. She loved to host the holiday dinners with all the kids and their families. Ella and Don also enjoyed playing cards as long as it was pinochle. Survivors include her husband, Donald E. Wood, Sr., of Glendive; two daughters, Renee (Kenny) Mueller of Cripple Creek, Colo., and Vickie (Dave) Lane of Forsyth; three sons, Donnie (Brenda) Wood of Baker, Jeff (Edie) Wood of Lake Havasu, Ariz., and Bobby (Karen Beyers) Wood of Baker; two sisters-in-law, Gertrude “Trudy” Hepperle, Morgan Hill, Calif., and Darlene Hepperle of Baker; 18 grandchildren; and 28 great-grandchildren. She was preceded in death by her parents and two brothers, Robert and Ted Hepperle. Remembrances and condolences may be shared with the family at www.stevensonfuneralhome.com.

We will be covering a different topic each month. You can participate in each workshop individually or join us for all of them. Most of the workshops will be free of charge, but some will have a small fee to
This workshop will cover preparing meals from scratch that are not only quick and easy, but much cheaper, too. In this four hour workshop, we will cover meal planning and how to buy food based on nutritional and economical value, so you can get the most nutrients for your money. You will be able to help prepare a simple healthy meal and go home with a workbook with information on ChooseMyplate, developing a grocery list/spending plan, developing a meal plan for the week, and recipes.
When you go home, you will have all the information to practice on your own. There will be two workshops available: first workshop will be in Ekalaka at the Carter County High School FCCLA room from 8:30 a.m. - 12:30 p.m.; second workshop will be in Baker at the Fallon County Fairgrounds from 2:00 - 6:00 p.m. There will be a workshop fee to cover materials needed for the course. Montana Cowboy Hall of Fame seeks nominations Big Timber - The Montana Cowboy Hall of Fame & Western Heritage Center (MCHF & WHC) is seeking nominations for the 2015 Montana Cowboy Hall of Fame induction round. Every year, the MCHF & WHC honors living and historical figures that have made notable contributions to Montana’s western heritage. “The Hall of Fame nominations are open to the general public,” said Mark Larson, MCHF and WHC director, and chairman of the Board of Trustees Committee. “We encourage all to reflect on notable
contributions to our western heritage and help us celebrate by nominating those from your community you believe serve as an example for the next generation.” 2015 will mark the fifth year the MCHF & WHC will honor living historical figures and the eighth year of honoring legacy (non-living) inductees. One living inductee and two legacy inductees from each of the MCHF & WHC’s 12 Trustee Districts will be chosen from votes cast by the MCHF & WHC Board of Trustees based on nominations from the pub-
lic. Nominees are assigned to a Trustee District for consideration based on the local area where their notable contributions were made. Nominees can be men, women, ranches, stagecoach lines, animals, hotels, etc. anyone or anything that has made a notable contribution or serves as a notable example of our Montana western heritage. Malcolm is survived by his wife of 61 years, Beth; children, Dr. Malcolm Winter of Bremerton, Wash., Scott Winter of Miles City, Bruce Winter of Salt Lake City, Utah, and Susan Page of NSW Australia; nine grandchildren; and two nephews, Paul and Craig Kitamura, of Seattle, Wash. Visitation will be Monday, Mar. 30, 2015 at Stevenson and Sons Funeral Home in Miles City with family receiving friends from 4-6 p.m. Funeral services will be Tuesday, Mar. 31, 2015 at 2 p.m. in the First Baptist Church in Miles City. - Dr. Malcolm Winter Dr. Malcolm Duncan Winter, Jr., 86, passed on peacefully early Thursday morning, Mar. 19, 2015 at Holy Rosary Healthcare in Miles City after four months of declining health. Dr. Winter was born prematurely at 4.5 lbs. in Miles City June 8, 1928, the son of Dr. Malcolm and Martha Winter. He grew up in Miles City, graduating from Custer County High School as valedictorian a year early. He attended Wheaton College and Northwestern Medical School, interning at Swedish Covenant Hospital in Chicago where he met Beth Tate, a student nurse from Downer’s Grove, Ill. After graduating, they were married in 1953 and moved to Rochester, Minn., finishing an internal medicine fellowship at Mayo Clinic in 1957. Dr. winter served for two years as Captain, Chief of Medicine, at Ellsworth Air Force Base in South Dakota, before joining the Garberson Clinic in Miles City in 1959. Malcolm enjoyed fishing, backpacking, mountain climbing, tennis, woodworking, gardening, photography, traveling, genealogy, and getting 4-wheel drive vehicles stuck in remote gumbo so he could employ his winch to get them out - much to the distress and delight of his family. He spearheaded other fun Winter family activities, including river floats, Sunday afternoon bike rides, and week-long adventures backpacking in Montana’s beautiful mountains. Dr. Winter saw a lot of change in his 47 years of practice, before retiring in 2000. Early years had many house calls, including one that saved an unconscious family from carbon monoxide poisoning. In later years, he helped the Garberson group practice merge with the Billings Clinic and he was inducted as an ACP Internist Fellow. One of his colleagues described him as “one of the most intelligent physicians I’ve ever met”. Another said, “physicians would do well to emulate Dr. Winter”. As he grew up the son of a famed local doctor, he knew much of the medical history of the area, so he wrote a unique book titled, “Miles City Medical History”. Malcolm was a devout Christian, active member of the First

Baker AAU wrestling club competes March 14-15, fifteen wrestlers, parents and coaches from the Baker Wrestling Club traveled to Great Falls for the State AAU Wrestling Tournament. It was a great weekend of wrestling and six wrestlers placed. Following are the placers. Christopher Brawley, Sincere Ely and Avery Uecker third place; Riley Davis fourth place; Jesse Brawley and Dalton Lecoe - sixth place. Other wrestlers who traveled to Great Falls were Kaeden Oberlander, Danny Durmon, Kredance Uecker, Jaren Lingle, Tarin DeGrand, Kyler Afrank, Andrew Craft and Terrell Koenig. Mar. 15, Dalton Lecoe and
Terrell Koenig qualified as alternates for Team Montana and will be traveling to Des Moines, Iowa for the Middle School National Dual Tournament in April. March 20, the Baker AAU Wrestling Club traveled to Bowman for a fun night of wrestling. There were 37 kids who participated in the tournament from Baker. The places are as follows. The Department of Public Health and Human Servicdes (DPHHS) wants to honor Montana centenarians this spring at the 47th annual Governor’s Conference on Aging slated for May 12-14 in Helena at the Red Lion Colonial Hotel. DPHHS is requesting names to be submitted of Montanans who will turn age 100 or older as of Dec. 31, 2015. The centenarians will be honored at a noon luncheon May 12. DPHHS Director Richard Opper said the noon centenarian luncheon brings together some of Montana’s finest citizens. “We look forward to honoring Montana centenarians every year,” he said. “They have amazing stories to tell and provide such a unique perspective on life.” In order to honor our centenarians, DPHHS requests names of Montanans who will turn age 100 or older as of Dec. 31, 2015 or who are already over the age of 100 be submitted to DPHHS. “We are not only looking for Montana centenarians, but also want to recognize the oldest World War II veterans at this year’s conference,” Opper said. All centenarians who sub-
mit information will receive a recognition proclamation from Governor Steve Bullock, as well as a free lunch during the luncheon event. The Governor’s Conference on Aging is designed to raise the public’s awareness of the state’s currently elderly population, as well as focus attention on the impact of the baby boom generation which started turning 65 in 2011. The theme of the conference is “Insights into Alzheimer’s Disease, Lifespan Respite Care, and Other Aging Resources and Supports”. Montana’s 2010 census showed that Montana is home to 175 centenarians and that number continues to grow and is one of the fastest growing segments of our aging population. Centenarians or friends or family members are encouraged to supply DPHHS with the following information by April 1, 2014 so they can be recognized. (Note: The first five items are required in order to receive a certificate.) 1. Centenarian’s name. 2. Contact person (who to send certificate to). 3. Contact person’s phone number and email address. 4. Mailing address (where to send the certificate).

High School Academic Olympics Baker High School competed in the annual Southeast Montana Academic Olympic competition held at Miles Community College March 11. Thirty teams with nearly 200 students competed in the day long competition. Baker High School had 26 students ranging from freshmen to seniors. They were placed on three different teams. Team A consisted of Jase Rost, Lauren Wang, Spencer Losing, Keegan Kary, Kadon Gentilini, Taylyn Dukart and Tannon Dukart. Team B was Wyatt Perry, Brady Varner, Solenn Jacobsen, Nic Bohle, Austin Braun, Paul Wang, Megan Greiff, Cameron MacKay, Maryssa Rusley and Scotti Robinson. Team C was made up of Braylea Wyrick, Karlee Murnion, Clinton Lesh, Joe

This was the first time in the history of the Southeast Montana Academic Olympic competition that a high school team has been able to accomplish this feat. Team B placed ninth and Team C placed tenth. This was a very good showing by all three teams. Several students were able to place individually in their class level based on their performance on the written test. In the freshman level, Taylyn Dukart placed second, and Casey Wyrwas placed sixth. Placing in the sophomore level was Paul Wang - third, Virgil Spethman - seventh, and Keegan Kary - eighth.
In the junior division, Spencer Losing placed first. In the senior level, Jase Rost placed second and also received a $250 scholarship from the SEMASS. Also placing in the senior division was Wyatt Perry who took sixth. In the oral rounds, Team A was on track to repeat again to be in the oral championship round when they lost in the quarter finals by a score of 30-29. That did not deter them from going on and placing third. They ended up 5-1 for the day. This was a very good showing for them. Team B was able to go 3 and 2, while Team C went 0 and 2 for the day. Overall, Baker again showed southeast Montana that we have some of the best students around.

Shaylyn did her study on “Gate Exit Speed and Ranking Order Patterns in Cattle” and was highly competitive in the Animal Science category. She found that when gathered, the cattle coming through the gate first had higher velocities than those coming in last, showing that they were more aggressive. She also observed that during feeding the cattle groupings remained constant. For example, the cattle who entered first consistently did so, while the cattle who entered last were consistent as well. Jacob’s project, “Comparison of Algae Species on Nitrate Uptake” was a worthy addition to the Environmental Science category. He concluded that the “Gonium pectorale” species was

By Mariah Lecoe The Baker High School FCCLA traveled to Billings for the state convention March 810 to compete and attend workshops. The conference theme was “Together We Are Fueling Our Fire Together”. Four members competed in an event and one put together and presented a workshop. Solenn Jacobsen, Tyla Herbst and Mariah Lecoe competed in Food Innovations as a group and received a bronze medal. Dalton Herbst competed in Sports Nutrition and also received a bronze medal. Zane Tunby presented a workshop about buckling up and staying safe when traveling. Since he has been through an experience with a car accident, he wanted others to know how important it is. As a chap-

ter, I think we competed well considering how little our chapter is. Workshop presentations were given by people from around the state who have been involved in FCCLA or leadership. The workshops gave students a better idea on how they should be acting in a leadership role. The keynote speaker, Johan Khilallan, talked about how students can be empowered to change the world. “No Kid Hungry” is the designated charity for all FCCLA chapters in the state. Each chapter fundraises for this charity through the school year. Students came back with different ideas on how to fundraise for “No Kid Hungry” and were given new outlooks on leadership.

Kindergarten celebrates 100 days By Nicole Allerdings March 11 was Mrs. Shelhamer’s kindergarten class’s 100th day of school. To celebrate, the students colored crowns that said “I am 100 days smarter”. They were each
given a paper 100 dollar bill and a container of bubbles. Mrs. Shelhamer provided a cake for everyone to enjoy. The students practiced their knowledge of the concept of 100 by writing their name for
100 seconds. They also drew pictures of foods that they could eat 100 of and that they would never eat 100 times. The class had fun celebrating 100 days of learning at school.

In January, Mrs. Isaacs’ fourth grade class participated in an art contest provided by the Keep Montana Green Association. The theme of the contest was “Think Before You Burn”. The artwork was judged regionally by the six Department of Natural Resources and Conservation (DNRC) Land Offices. Wyatt Isaacs received second place and Jaeda Paul received honorable mention. Both students received a certificate and ribbon. Wyatt’s poster was forwarded to the Missoula office for statewide competition. Congratulations!

Nicole Allerdings and Zane Tunby, with the help of Courtney Tudor, presented a workshop about the importance of seatbelt use. In the evening, members attended the second general session and were able to listen to special guest Lt. Governor Angela McLean give them great
advice and acknowledge them for their achievements. Following this session was the dance. The morning of March 17 was the awards session. Jessica Paul earned a silver medal and placed first in the junior division of her event, qualifying her for the National FCCLA Conference in Washington, D.C. Chase Drange won a gold medal and took second in the junior division in his event, also qualifying to attend the national conference. All of the members enjoyed presenting their well-developed projects and are looking forward to visiting Washington, D.C. this May.

Blood drive results There were a total of 48 units of blood given at the United Blood Drive held Mar. 18. A donor stated that she had now donated the same amount of blood that her son had to use after an accident, and she will keep giving. Statistics show that one out of three people will need blood during their lifetime but
only one in 20 people regularly give blood. There is no substitute for blood. It cannot be manufactured. It is the “gift of life” that only human beings can give to one another. Snacks for the blood drive were provided by the Bank of Baker and the Baker Lions Club. The next drive will be Wednesday, May 13.
Dickinson - Reid Medearis of Ismay has been named to Dickinson State University’s dean’s list for fall 2014. Sign-up time for “Open Fields” in Federal Conservation Program It’s time for landowners in a select list of counties to enroll in the state-sponsored “Open Fields for Game Bird Hunters”, a voluntary extra incentive offering aimed at further conserving productive game bird habitat enrolled in the federal Conservation Reserve Program. The $5-per acre incentive, offered through Montana Fish, Wildlife & Parks’ Upland Game Bird Enhancement Program, is available to private landowners with existing CRP that have a minimum of three years left on their federal contract. The following counties will receive priority for Open Fields enrollment: Cascade, Chouteau, Daniels, Dawson, Fallon, Fergus, Glacier, McCone, Pondera, Prairie,
Legislative news Clearing up misunderstandings surrounding Montana banking law
By Senator Eric Moore Banks can be like doctors and lawyers; people cuss them until they need one. As a lifelong farmer and rancher, I depend on them to supply the operating capital my business needs to function, provide jobs, and pay taxes. Over 25 years, I have learned that through good times and bad, timely and candid communication between lenders and borrowers is critical to beneficial outcomes. Recently, I introduced a bill in the Montana Legislature that seeks to remedy a perhaps unintended consequence of a recent Montana Supreme Court decision. In a case that dealt with bad faith in a home mortgage loan, the court stated that oral discussions between a lender and borrower could be used as grounds for
Richland, Roosevelt, Sheridan, Teton, Toole, Valley, and Wibaux. “Nearly 14,000 acres of CRP have been enrolled in Open Fields since 2012,” said Jeff Hagener, FWP director in Helena. Hagener noted that landowners enrolled in Open Fields have donated access to an additional 19,000 acres, for a total of 33,000 acres of walk-in game bird hunting. Open Fields leases do not allow for emergency haying or grazing that is in addition to scheduled maintenance. All enrollments must be on private land that is legally accessible for free walk-in game bird hunting without further permission. Up to 160 CRP acres per landowner may be enrolled.
a lawsuit. This just makes no sense. I know Montanans like to do business on a handshake, but the reality is that when you get a mortgage, car loan, or operating loan, you get it in writing. When you agree to modify that loan agreement, you should also get it in writing. Common sense. Leaving trial lawyers the opportunity to sue on a “he said, she said” basis has potentially disastrous consequences. Bankers don’t like being sued any more than you do, so their lawyers will instruct their loan offers to not talk to their clients. When you lose your job, get hurt, are fighting drought, or low markets, you need to be able to sit down and talk to your lender about options. Communication is vital. Despite some recent misinformation in the press, SB 280 is very simple. By requiring any loan modification agreements to be in writing, it protects both the consumer and the lender, and preserves open communication necessary to healthy business relation-

4-H Foods Festival held in Plevna
Fallon County 4-H members gained valuable cooking and communication skills by participating in the 4-H Foods Festival held Mar. 16 at the Plevna Senior Citizens Center. This event began at 4:30 p.m. with eight youth presenting their prepared dishes on tables decorated to reflect a certain theme. Each member was questioned by two interviewers. The Red Butte Ramblers 4-H Club hosted this event. Participating youth included ships. This destroys competition and diminishes customer service. Montana is blessed to have a healthy economy right now. Let’s not strangle the flow of capital to homeowners and job creators through foolish regulation.
