Two candidates vie for Baker City Council seat

Brittany Hoversland, a long-time resident of Fallon County, is running for the Ward 2 City Council seat. “People don’t run for these types of positions if they

don’t actually want to help, I don’t feel,” said Hoversland. “You’re running for City Council because you actually care what’s going to happen. This is where I’m going to live the rest of my life and my kids are going to grow up here, so I’m vested, as are the other members of the council.” “If you know you’re vested in this community then the people that run for these positions are all in it to make it better,” she added. Hoversland attended Plevna High School, where she graduated in 2005 before attending college at the University of Montana in Missoula. Originally, she went to school to become a lawyer, but she has always had a passion for politics, so that quickly changed to teaching as she switched her major to history and political science. “I’ve

always had a passion for politics and public policy,” she explained. “I really am passionate about public policy and trying to solve problems before they actually are problems.” Hoversland graduated from the University of Montana with her bachelor’s degree in 2010. After graduation she moved to Terry, MT. During her two years of teaching in Terry, she got engaged to Jay Hoversland, an art teacher and a coach at Baker High School. She moved back to the area in 2013. She and her husband reside in Baker, remaining active in the school and raising their four children ages 12, 6, 5 and 2. Along with teaching at Baker High School, she also coaches junior high girls’ basketball and is the advisor for the Spartanettes as well as Close-Up.

2019 Positive Choices Youth Conference

The 2019 Positive Choices Youth Conference is October 29 & 30, 2019. Our speaker this year is Kylan Klauzer. Kylan Klauzer was born and raised in southeastern Montana. He graduated from Baker High School in 2002. He went on to attend Dickinson State University where he received his Bachelor’s Degree and eventually a Master’s Degree in Public Administrations. Kylan has been employed as a law enforcement officer for 14

years and primary duties are to supervise of the Criminal Investigative Division in Dickinson. During his career as a law enforcement officer Kylan has served as a patrolman, less lethal munitions instructor and Taser instructor. Kylan is currently assigned to serve in roles as the senior SWAT Team Leader for the regions SWAT team, a combatives/use of force instructor and a polygraph examiner. Kylan currently resides in Dickinson with his wife and two daughters. He was recently inducted in his university’s athletic hall of fame for his accomplishments in athletics. In the fall of 2017, Kylan graduated from Federal Bureau of Investigations (FBI) National Academy, where President Donald Trump spoke to their graduating class. Kylan’s passion for speaking to kids comes from the harsh realities his childhood taught him about his own individual re-

sponsibility and the impact of making POSITIVE CHOICES. Domestic violence, alcoholism and substance abuse have been a part of Kylan’s family for generations, and helped make him who he has become. Kylan’s favorite thing to encourage kids to do is to…BE YOU! Kylan will be traveling to speak with the students of Wibaux and Ekalaka on Tuesday, Oct. 29 and Plevna and Baker students on Oct. 30. Then there will also be a session for the adults on Oct. 30 at 6 p.m. at the Longfellow School Gym. Childcare plus a light snack and refreshments will also be provided at the Longfellow School. We are very excited about this year’s program we hope that you are able to join us for this year’s session. Leigh Ann LaCroix Current City Council member, Leigh Ann LaCroix, is running for a second term to serve on the Ward 2 Council Seat. “I have been a city councilor for four years. I am currently running for my sec-

ond term,” noted LaCroix. LaCroix attended Ranburne High School in Ranburne, AL, where she graduated in 2002. She married Justin LaCroix. Together they have two children, fifteen-year-old Havyn and seven-year-old Blakely. LaCroix served in the US Air Force from 2008 until 2012 and has been working on furthering her education, career, and community since. “I am currently an administrative assistant at Direct Electric, as well as an online student at Escoffier as I am building my way towards opening a bakery. I serve on the City of Baker Sick Leave Board and the Street Committee as we are discussing the future of Baker’s streets and how to improve them,” she explained. The Baker community has become important to LaC-

roix and her family, which initially gave her the push to run for her first term. “My initial interest was sparked by individuals in the community encouraging me to run; I chose to pursue the position because I wanted to be more active in the community,” she said. “I ran again because I enjoy actively working towards building a better community.” LaCroix has learned a lot in her past four years on the City Council and enjoys doing her part to serve her community. “I have not been a stranger to asking questions when I have felt unsure about certain requests and/or decisions. It is not always the easiest position to serve in; however, it has definitely been an educational position,” she said. “My four years as a city council member has

Downtown storekeepers will be rounding up a harvest of sweet treats for trick-or-treaters on Halloween day. The Baker Chamber of Commerce and Agriculture is sponsoring the sixth annual “Downtown Trick-or-Treat” Oct. 31, from 3 to 6 p.m. Business owners, not in the downtown area or in the shopping center, are encouraged to be involved by participating in a trunk-or-treat. Each participant is encouraged to decorate the tail end of a pick-up, trunk of a vehicle or any other mobile unit and park in Russell’s parking lot so the children can parade by to pick up your treat. It would be a “spooktacular” good time if all business people would join in the fun by dressing up. All participating businesses should register with the Chamber to be included on the list. Everyone in town is encouraged to dress up and join the fun. A list of participating businesses will be available at local stores. The Plevna Fire Department held their annual pancake supper last weekend. On Oct. 12, roughly 450 people came out to the Plevna Community Center to support the fire department for an annual sausage and pancake supper that they have been doing for between 6070 years. Running any kind of emergency response operation can be a rather expensive endeavor, and this supper helps the Plevna Fire Department

with basic operating expenses such as supplies and training. This fundraiser is such a success because of all of the public and community support they receive, as well as the help of other local organizations, such as the Plevna FFA, who came out on Thursday evening to cut the meat for the sausage and again on Saturday to help wait tables. All of the support and helping hands they received comes with warm appreciation, both from the fire department and the community that they serve.

20 YEARS AGO Friday, Oct. 15, 1999 --

Carol Hadley, seventh and eighth grade teacher at Baker High School, was recognized by the community Oct. 6 when she received the Teacher of the Year Award. . .Fallon County Commissioners have been presented with a petition and held the necessary hearings to create a sewer and/or water district north of Baker. A five member board of directors will also be elected. . .Rosemarie Dahlman is pictured with her granddaughter Marnie Wade at Medicine Rocks State Park after they had stained some of the picnic tables there. Rosemarie has stained approximately 30 tables because she wants to preserve them for everyone to enjoy in the park. . .Wayne Mangold, a teacher at Plevna High School, was recently awarded a Master of Science Education (MSSE) degree from Montana State University-Bozeman. . .Sept. 26 Fallon County held its annual Fall Livestock Judging. Seventy-four youth from six counties gathered to gain experience and practice judging. Top senior 4-H livestock judging winner was Dusty Erickson from Fallon County. Top junior 4-H winner was Deven Murnin from

Custer County, and top FFA judging participant was Bill Kalstrom. . .Plevna Volunteer Fire Department’s annual pancake and sausage supper was a huge success. Approximately 135 pounds of pancake mix was used to feed the 500-600 hungry guests, and 2,400 pounds of sausage was hand ground in preparation of the event.

Plevna firemen host annual pancake and sausage supper. They made a ton of sausage this year and sold every bit of it. . .Cara Setinc will travel to Bozeman this week to participate in the All-State Band. This is the second time the junior from Baker High School has earned the honor. . .Shari Singer, Jeanie Rudolph and Dianne Shumaker attended the Eastern Montana Hairdressers meeting in Miles City Oct. 8. . .Ron Meredith and Rich Menger, teachers from Baker, will speak at the 1989 Teacher’s Convention to be held Oct. 19-20 in Great Falls. . .Greg Logar, Mike Gunderson, Jeff Greenlee and Dave Kirschten, all freshmen at Casper College in Wyoming, are members of the Casper College Livestock Judging Team. . .Members of the 1989 Baker High School cross country team headed to the state meet in Helena Oct. 21. Baker Fire Deptartment teaches Fire Safety

Gianforte visits local officials

Congressman Greg Gianforte (R-Mont.) met with county commissioners and other local officials in Baker on Oct. 3, 2019. Gianforte learned more about some of the issues facing Fallon County, including local air space management. Gianforte has encouraged the Federal Aviation Administration to engage with local leaders to resolve the issue. They also discussed the problems long-eared bats pose for permitting critical projects.

The Baker Fire Department was at the Lincoln School on Oct. 10, to teach fire safety to kindergarten through second graders. The fire fighters talked about fire safety, not to play with fire, how to stay low and go out of a house. Sleep with doors closed, have their parents check the smoke alarms. The department also attended Story Time at the Fallon County Library at 11:15 a.m. that same day and met with children and parents, about fire prevention, and gave fire hats and goodie bags to the children. Then after lunch they visited Mrs.Hastig’s day care and gave fire hats and goodie bags to the children and talked fire safety with them.

The Baker Powderpuff flag football team took on the Miles City team on Oct. 12 in Miles City. The game was held to raise awareness about breast cancer and domestic violence. The Baker team beat Miles City in their September scrimmage, but Miles City got revenge by beating the Baker team 12-8 in the Saturday game. Ag Producers invited to attend Fallon County ARC/PLC Meeting

USDA Farm Service Agency (FSA) and Montana State University (MSU) are hosting a Farm Bill meeting on Oct. 29, 2019 at 10 a.m. at the Thee Garage meeting room located at 19 W. Montana Avenue, in Baker, MT. The meeting is free and open to the public. Meeting attendees will learn about FSA’s Agricultural Risk Coverage (ARC) and Price Loss Coverage (PLC) programs authorized by the 2014 and 2018 Farm Bills. Learning more about ARC and PLC is important for producers who must make a decision about ARC or PLC election and enrollment options. Price Loss Coverage (PLC) programs, two popular safety net programs, for the 2019 crop year. Interested producers must sign up for either program by March 15, 2020. The 2018 Farm Bill reauthorized and made updates to these two USDA Farm Service Agency (FSA) programs. ARC provides income support payments on historical base acres when actual crop revenue declines below a specified guarantee level. PLC program provides income support payments on historical base acres when the price for a covered commodity falls below its effective reference price. Covered commodities include barley, canola, large and small chickpeas, corn, crambe, flaxseed, grain sorghum, lentils, mustard seed, oats, peanuts, dry peas, rapeseed, long grain rice, medium grain rice (which includes short grain rice), safflower seed, seed cotton, sesame, soybeans, sunflower seed and wheat. Updated provisions in the 2018 Farm Bill allow producers with an interest in a farm to enroll and elect coverage in crop-by-crop ARC-County or PLC, or ARC-Individual for the entire farm, for program year 2019. The election applies to both the 2019 and

2020 crop years. If a 2019 election is not submitted by the deadline of March 15, 2020, the election defaults to the current elections of the crops on the farm established under the 2014 Farm Bill. No payments will be earned in 2019 if the election defaults. For crop years 2021 through 2023, producers will have an opportunity to make new elections. Farm owners cannot enroll in either program unless they have a share interest in the farm. Once the 2019 election and enrollment are completed, producers on the farm for 2020 can complete an enrollment contract for the 2020 crop year beginning mid-October 2019 and ending June 30, 2020. Although 2019 enrollment begins Sept. 3, 2019 and must occur first, a producer waiting until mid-October 2019 to enroll is afforded the opportunity to enroll in either program for both 2019 and 2020 during the same office visit. During this time, farm owners have a one-time opportunity to update PLC payment yields that takes effect beginning with crop year 2020. If the owner accompanies the producer to the office, the yield update may be completed during the same office visit.

In partnership with USDA, the University of Illinois and Texas A&M University are offering web-based decision tools to assist producers in making informed, educated decisions using crop data specific to their respective farming operations. These decision tools can be found at fsa.usda.gov/arc-plc. Producers are reminded that enrolling in ARC or PLC programs can impact eligibility for some forms of crop insurance. Producers who elect and enroll in PLC also have the option of purchasing Supplemental Coverage Option (SCO) through the USDA Risk Management Agency (RMA). Producers of covered commodities who elect ARC are ineligible for SCO on their planted acres. Upland cotton farmers who choose to enroll seed cotton base acres in ARC or PLC are ineligible for the stacked income protection plan (STAX) on their planted cotton acres. To be eligible for STAX coverage, producers must not enroll their seed cotton base acres into the ARC or PLC programs. Montana Fish, Wildlife & Parks will host four open houses next week in Region 7 communities to discuss a six-year pronghorn population and movement study. Open houses are slated for Monday, Oct. 21 in Ekalaka, Tuesday, Oct. 22 in Broadus and in Forsyth and Wednesday, Oct. 23 in Jordan. All are scheduled for 7 p.m. The purpose of this statewide pronghorn study will be to learn more about factors influencing survival, seasonal habitat use, movements and migration routes. In Region 7, research will focus on two study areas: Garfield and Rosebud counties, and Carter and Powder River counties. Pronghorn in southeastern Montana experienced pop-

ulation declines following widespread Bluetongue Virus outbreaks in 2007-’08 and back-to-back severe winters in 2009-’10 and 2010-’11. Since then, some populations like those in the extreme southeast corner have rebounded, while others (Rosebud and Garfield counties) have not. In each study area, 60 pronghorn does will be captured this winter by helicopter and fitted with GPS collars. These animals will be tested for pregnancy and disease. Over the next five years, area biologists will follow their movements and identify where they spend each season and the migration routes they follow between these critical habitats. The collars also will help biologists determine why pronghorn die, such as from severe weather,

disease, predation or other factors. FWP will be contacting landowners in these areas to seek permission to access their properties for pronghorn captures, and as needed for mortality investigations. This study’s intent is not to impact ongoing activities or uses of any lands. The O’Fallon Historical Museum has reserved a footlocker provided by the Montana Historical Society Education Office. “Lifeways of Montana’s First People” will be at the museum from Oct. 21 to Nov. 1. This footlocker contains videos, books, reproduction artifacts, contemporary American Indian objects and lesson plans that focus on the lifeways of five tribes (Salish, Blackfeet, Nez Perce, Shoshone and Crow) who utilized the land we now know as Montana in the years around 1800. This interactive display is appropriate for all ages and groups; we encourage you to come learn more about Montana’s early Indigenous population. October 27 will be our Night at the Museum event. The metal building will open at 4 p.m. for tours and harvest-themed activities and crafts for the kids. Admission is by donation and concessions will be available throughout the evening. The old Fallon County jail building will be open from 6 - 8 p.m. for guided after dark tours which will include actor portrayals of local Fallon County residents. Vaughn Zenko will portray Jack Guth, owner of Steer Montana; Caleb Rost will be Sheriff Terry Cameron; Olivia Gunderson will represent Mary Blaisdell; and Devon Solberg will present his interpretation of Sheriff Andy Andolshek, who died in the jail building in 1947. When Dani Rost realized she had a free period, she was unsure what to do. She decided to be a Library Aide, but she didn’t know what she would be doing. It turns out that Dani’s 1st period class is full of busy work. The first thing she does when she enters the library is stack the shelves, or reshelves the books. Then throughout the hour she organizes books and places returned books to their spot. Dani also has the jurisdiction to check books out and she can cover and label the new books. She also labels signs for the library and is allowed to laminate anything that needs to be. Dani suggests working in the library to anyone looking to fill a free period, as she found it to be cooler than she thought. When asked about what she liked to do the most Dani said, “I really like laminating and when labeling the new books I get to see what’s new.”

On Oct. 11, 2019 the Spartans traveled to Shepherd, MT to take on the Mustangs. The game started at 7 p.m. with the Spartans back to receive. The first quarter started with the Spartans making a return and with the offense coming out strong; they began to march down the field but were forced to punt the ball and the defense was able to hold up to the Mustangs for a good amount of the first quarter. However, the Mustangs were finally able to get away with a score. After the Mustangs kicked back the ball, the Spartans made another return and they were back to square one. The Spartans kept marching down the field and they were able to punch a score in before the quarter ended. The score at the end of the first was a tie: 8 to 8. When the second quarter started the Mustangs and the Spartans both came out ready to battle. The Spartan’s defense was again successful in keeping the scores down except for one touchdown scored on them with no PAT. However, the Spartans came right back and got a great touchdown from a run, although they were not successful with the PAT. The score at the end of the first half was Spartans 14 and Mustangs 14. The next half started with the Spartans kicking off the ball to the Mustangs and the Spar-

tans shutting them down. The Spartans again were able to keep the Mustangs from getting major runs. However, during the third quarter, the Mustangs were able to score a touchdown, but they were not able to get the PAT. During the third quarter the Spartans were unable to score with the score at the end of the third being Spartans 14 and Mustangs 20. When the fourth quarter started the Spartans came out stronger and during the quarter were successful in scoring a touchdown. However, the defense didn’t perform as well during the fourth quarter and they gave up two touchdowns and the Mustangs were able to get both PATs with the final score being Spartans 20 and Mustangs 36. Offensive Stats: Riley O’Donnell with 2 yard run and a successful run for the PAT; he also had a 38 yard run. Teight Madler had a 59 yard pass from Riley O’Donnell. Rushing Stats: Team - 46/205, Riley O’Donnell 28/168 yards and Avery Uecker had 15/19 yards. For receiving yards, Teight Madler had 2/75 yards. Defensive Stats: Riley O’Donnell with 16 tackles and one interception; O’Connell Qualley with 10 tackles; and Jacob Wang with 8 tackles and 2 fumble recoveries.

On Oct. 12, the Lady Spartans traveled to St. Labre to take on the Lady Braves. The Lady Braves succumbed to the Lady Spartans in a quick three game sweep. The Spartans made short work of the Braves defeating them (2511), (25-20), (25-12). In the second set, the Spartans were down 1-8. Coach Boggs stated, “I was impressed with how well the players rallied together and stayed positive to get the win they needed.” Three players led in serving: Macee Hadley, Sady Harbaugh and Shelby Moore, each with 4 aces. Macee also

led in setting with 24 assists and had 3 kills, 1 block and 9 digs. Shelby led in hitting with 8 kills and defensively with 10 digs. Sady had 6 kills and 8 digs. Mrs. Oberlander’s second grade class had a plethora of fun when Chaes Oberlander brought in a snake for show and tell! The snake, named Zippy, is a garter snake, which was used to introduce the children to their next science topic, Reptiles. They learned that there are many types of reptiles. Most hatch from eggs, are cold blooded, have scales, and look like their parents. They also learned about the basic needs for a reptile. The students all had so much fun with Zippy, that each of the second graders wrote a story about Zippy in the desert. The kids loved learning about reptiles and had a great time with Zippy!

In 2016, Hoversland received her master’s degree in political science from a military university, American Public University. She continually tries to become more knowledgeable through serving on several local boards, “I kind of have some political goals and aspirations. Someday in my long-term goals I want to run for State Legislature,” she explained. “So one of the things that I have been doing the last few years is I’ve been on the planning board, I’m on church council, and I serve in our teacher’s union as an officer just trying to get experience in learning how boards work and how budgets work.” Hoversland is eager for the possibility of being able to further serve her community through one of her passions, “I don’t know why, but government, how it works, law, and public policy I just love,” she gushed.
