In a Facebook post a spokesperson said the organization plans over-the-top displays and will be inviting our local businesses and community members to help support the nonprofit organization’s efforts. “We felt that decorating Azalea Park would not best serve our community,” the Facebook post stated. “The narrow pathways of the park did not lend themselves to our large crowds and social distancing. We could not successfully control the number of visitors and stay within state-mandated guidelines.” The annual event began with a mere 22,000 lights in 1997 and grew to more than two million

dazzling lights by 2017. In that year over 25,000 people enjoyed visiting the lights during the holiday season (compared to 7,120 in 1997). According to the organization’s website, the event was the idea of the original volunteers, Olivia Abbott and Keith Pepper, and is a completely volunteer coordinated and staffed event. “In the early years,” according to the website, “there were only a few dozen people to help string the lights in the park. A few more individuals baked cookies and the local schools helped by designing and distributing posters. That same spirit of volunteering is still at the core of the event. A small group of individuals

plan and organize the event each year, but the Brookings-Harbor community is the main component when it comes to stringing lights and hosting the monthlong event.” Proceeds from the event are used to improve Azalea Park and other community organizations. Nature’s Coastal Holiday is a non-profit corporation bringing the spirit of giving to the community. Continued fundraising is key to the organization’s future. This year, financial donations will help the organization with annual bills, which include storage rental, content insurance and shop expenses. It will also be important for

commercial properties to agree to allow space for staging displays. “We hope everyone will understand and support us this year,” the organization said in the Facebook post. “We will not be able to display any sponsorship signage this year and hope you will still feel inclined to donate. Del Norte picked up only two new cases of COVID-19 over the past week. As of Thursday morning, the county reported three active cases, 121 inactive cases and one death. There have been three hospitalizations, but none are current. Curry County broke its winning streak on Sept. 1, reporting the first positive case since Aug. 19. As of the deadline for this edition, the county reported two active cases, 19 recovered cases and zero deaths. Both Curry County and Del Norte counties reported increases in testing over the past week. The week-to-week increase in Curry County was 57, totaling 1354 as of this week’s print deadline, with a total of 1333 negative results Del Norte’s numbers are higher, in part because they included staff and inmates from Pelican Bay State Prison. Beach access made possible by David’s Chair BY CLAUDIA ELLIOTT The Pilot Many people take for granted excursions often not available to those with mobility impairments. For some, walks in the woods, treks in the snow or beach outings are difficult, if not impossible. But the nonprofit organization David’s Chair, based in Medford, makes such outings possible. Last weekend the organization was again at Harris Beach State Park in Brookings, doing just that. Twenty-some people had an opportunity to enjoy using one of three chairs brought to the beach by the organization. Harris Beach is a popular destination for the organization, which has also hosted excursions in the redwoods and to the snow. Spokesperson Natalie Weber said the group typically visits Harris Beach in the spring, but because of COVID-19, the recent outing was the first for 2020. David’s Chair was born in 2016, not long after David Hatrick and his wife, Mary Grace, learned of David’s diagnosis with ALS (also known as Lou Gehrig’s Disease). David (Dave) Earl Scott Nov 11,1943 - Aug 28, 2020

David (Dave) Earl Scott, a long-time resident of Brookings, Oregon passed away on August 28, 2020 at the age of 76. Dave was born on November 11th, 1943 in Webb City, Missouri. He was the only child of David and Doris Scott. During his childhood, his family moved west from Missouri to Silverton, Oregon, and he spent the remainder of his youth there. He attended Oregon State University – graduating from the School of Forestry in 1965. Dave was immediately hired by Crown Zellerbach in Washington state where he worked until he was drafted to the Army in February 1966. Dave returned to Crown Zellerbach in

1968 to start what would be a successful and fulfilling career. After two years he was promoted to Division Planning Engineer for the company, and he was relocated to the company’s headquarters in Portland, Oregon. Dave continued to see promotion after promotion, and in 1977 he became the Vice President and General Manager of Rellim and Miller operations. Dave served on the Board of Directors of the parent company for seven years and was the youngest board member in the company’s history. In 1987 Dave left the lumber business and built Oceanview Storage in Harbor, Oregon. In addition, he helped develop an Easter Lily farm with his wife, Susanne Freeman. Together they built a thriving business and raised their two sons – Ryan and Alan. Dave continued to explore new opportunities at every turn including: Consulting in Chile for wood products, working as the Brookings – Harbor port commissioner, and managing Oceanview Storage. He continued to manage Oceanview Storage until

his death. During his later years in life, he truly enjoyed finding new business opportunities with his best friend and partner, Becky. These opportunities included gold buying, wasabi farming, and land development. He often commented that these were the best six years of his life. Dave was an avid ocean kayak fisherman. A sport he did not start until he was 62 years old. Dave continued to Kayak fish until he was 75. He is survived by his loving partner: Becky Crockett, his four children: Kristi, Tammy, Ryan, and Alan and his two grandchildren. He will be remembered by his largerthan-life stories, his contagious laugh, and bright smile. Dave had wonderful memories of Brookings, its people, and the beautiful scenic area. He made a lasting impact on the community and always referred to Brookings as the best place in the world to live. A celebratory gathering will be held on Saturday September 5th from 1:00-4:00pm at the Crockett/Tidewater Gravel Bar in Smith River. Access across from 1795 Fred Haight Drive. During his sophomore and junior seasons, Dale helped lead the Panthers to the state playoffs where they lost both years to South Umpqua. He is also survived by niece Alex Walker Logue (Keith) of West Linn, nephew Greyson Walker, Salem and grandnephew Liam James Logue. John Edwin Rath May 27, 1932 - August 29, 2020 John was born in Squaw Valley on May 27, 1932 to Tony and Lena Rath. He grew up with his brother Carl and attended 12 year of school in Gold Beach. He graduated Gold Beach High School in 1950. He then joined the Army and served 3 years. After returning home from the Army he worked at Hunter Creek Mill. He then drove a log truck for Jess Stansell for about 3 years. He then met and married Virginia Christian in 1959 who had two children, Sandi and Terry Christian.

Efforts resume to bring event, performing arts center The Pilot Efforts of a group formed to bring an event and performing arts center to Brookings stalled out during the COVID-19 pandemic, but organizers report they are working to get back on track. Kathleen Dickson, vice president of BEACH, Inc., said they hope to work out a plan to continue moving forward in early 2021.

Gerald “Jerry” Bateman August 11,1947 - August 31, 2020

Gerald “Jerry” Bateman of Hermiston was born August 11, 1947 in Tillamook, Oregon, the son of Irvine and Margaret (Ewan) Bateman. He passed away in Hermiston on Monday, August 31, 2020 at the age of 73. As a child, Jerry moved with his family to Brookings, Oregon where he grew up and attended school. He graduated from Brookings High School in the class of 1965. After high school, Jerry was drafted into the Army and served two years during the Vietnam War. After his honorable discharge, he returned to the Southern Oregon coast where he worked in the woods for several years. He moved to Eastern Oregon in the mid 1970’s where he has resided since. He has lived in the Hermiston community for over thirty years. Jerry worked for Pendleton Grain Growers (PGG) for over thirty years in many positions. He retired three years ago. Jerry loved hunting deer and elk and tinkering in his shop after deer and elk

seasons were over. He was an avid reader and especially enjoyed Louis L’Amour books. He had a special way of recalling events and was a good teller of stories. He was always willing to help a friend or neighbor. He enjoyed going to his friend Bill’s cabin in Albee and working with Darwin Hodges´ on his ranch moving livestock and doing repairs. Jerry married Sherry Norvelle at McNary on June 16, 1984. He is survived by wife, Sherry; daughter, Shiloh (James) Jones and children, Savannah, Rowan and Sophie; daughter, Poppy (Ray) Plowman and children, Kelsea and Linus; son Austin (Candice) Fertterer and son, Nathan and great granddaughter, Kylie; daughter, Dusty Fertterer; daughter, Michelle (Mikie) Geagel and children, Samantha, Dakota, Grayce and Sierra; brother, John (Joann) Bateman; sister, Barbara (Darryl) Niemi; sister, Nancy Cook; and many nieces, nephews and extended family members. Curry County Sheriff’s Deputies, Cal Ore Life Flight, Reach Air and Sixes River Fire Department all responded to try to

locate the victim. Sergeant Jordan White found the father of the victim, Randall Scruggs traveling with the accident victim down Sixes River Road about ten miles east of Highway 101. Cal Or Life Flight Ambulance responded and met up with the Scruggs and then transported the victim to the Sixes River Grange at the corner of Sixes River Road and U.S. Highway 101. Reach Air arrived by helicopter and then flew Steven Scruggs to River Bend Hospital in Springfield, due to his injuries which included possible head trauma. The sheriff’s report stated that his condition was unknown at the time of the report.

Due to the COVID-19 pandemic, the Brookings-Harbor School District has established significant changes for learning opportunities. “Our schools will look very different this year, and our approach with your child will be patient, positive, and supportive,” Brookings-Harbor School District Superintendent David Marshall writes in a letter to parents posted at the district’s website. In the following conversation, Marshall gives us insight into the new school year ahead. The Pilot: A recent letter you posted to parents and students on the district’s website gives a good outline of what we can expect for the start of the new school year. What challenges do you see for the in-person instruction in grades K-5 and how are you guiding teachers, staff and parents to overcome those challenges? Marshall: We will be starting school this fall differently than we have in our lifetimes. Students have not physically been in class for nearly half a year. Understandably this will create a combination of excitement and concern. At a basic level, we are approaching the start of the year with staff and with students focusing on kindness, patience and grace. Our goal is that we create an environment where school is still a welcoming, friendly and supportive place to learn and grow. The Pilot: What do you see as the challenges for Distance Learning for grades 6-12 and how are you guiding teachers, staff and parents to overcome those challenges? Marshall: We learned a great deal from our experience this last spring. We have been able to provide significantly more resources and training to provide students an experience that is rigorous and consistent. Even online, this fall will feel more like school.

The Pilot: From your vantage point, and what you are hearing from parents, teachers and staff, what are the top concerns voiced so far about the new school year? Marshall: Parents want to know what school will look like for their child. In surveys, a desire for consistency has been expressed. Of course, not being able to have students in school for a full day presents significant challenges to many families and staff members. Parents and staff want to feel confident that the district is strongly following the health and safety measures in place. I can say that the district does take the responsibility of following the safety measures in place seriously and is providing training to support staff in the implementation of the measures. The Pilot: How will the parent conferences be conducted (during the first week of school)? How important are they, and what do you hope parents will take away from the conferences? Marshall: Welcome conferences will be held on Sept. 8, 9 and 10. Each school will be reaching out to families to let them know how they will be approaching the conferences. Depending on the grade level, parents may have scheduled times for parents and children to meet their teacher and sign out Chromebooks and other instructional materials. Other grades may have drive-up “meet and greet” events so students can meet all of their teachers and check out needed instructional materials. Sept. 11 will be the first day of in-person school for kindergarten through 3rd grade (county metrics permitting) and the first day of distance learning for 4th Grade and above. To help with this, our plan is that the class schedules will be consistent regardless of whether the students are learning in-person following the hybrid instructional model or if they are needing to learn remotely because school is not able to be open for a period of time. This approach will help greatly with any needed transitions from in-person to distance learning and back. The Pilot: How is the Brookings-Harbor School District handling student learning for children with physical and mental disabilities during this pandemic-learning process? Marshall: The district has purchased specialized tools to help strengthen the services that we are able to provide remotely. In addition, the state guidelines do permit limited in person instruction even when we are in distance learning mode. This enables us to provide additional and direct support to students most in need, including those with physical and mental disabilities. The Pilot: Certainly, a challenging time for all involved as we move forward together. What is your main message to parents, students, teachers and staff about the new school year ahead? Marshall: We are excited to reconnect with our students again. Together we will be able to successfully meet any challenges we may face this school year. Reopening Metrics Regarding reopening metrics, which involve state guidelines and an assessment of COVID-19 activity in the county, school district spokesperson Nancy Raskauskas-Coons provided helpful clarification: Reopening metrics are different for K-3 versus 4-12, she said Wednesday. As of the Sept. 1 data release, looking back at the week of Aug. 23), we are on-track for the K-3 in-person opening on Sept. 11. Last week we also entered the three-week window that state and local need to meet stricter metrics for our planned 4-5 in-person start on Sept. 18. We achieved the needed numbers for the first week of the three, but won’t know for sure until we see the official numbers for the week we are in and the next. If for some reason grades 4-5 are not able to start their in-person half days on Sept. 18, we will either announce to the community a plan to give weekly updates in hopes of opening ASAP, or to keep that group in distance-learning only for the full first quarter similar to the middle and high school students for consistency of planning.

Also, Hetrick questioned such an expense when he knew there was a limit to how long he could use such a chair. What would happen then? As related by the organization, that concern soon yielded to a vision that other people could use the chair, too. He reached out to his friend Steve Furst and together they had a “light bulb moment.” David’s chair could allow him to remain active during his remaining days — and be available for others. From that idea — and fundraising efforts of friends — David’s Chair was created on June 29, 2016. David died in January 2017, barely six months later and only 11 months after his ALS diagnosis. But the organization inspired by his independent spirit has grown and now shares five trackchairs, including one designed for children. Furst is now CEO of David’s Chair and believes it is the only organization of its kind. “We’ve had really good luck with weather,” Furst said Saturday as the marine layer at the beach gave way to sunshine and blue sky. “I think it may be David’s spirt watching over us.” In addition to excursions such as the recent one to Harris Beach, the organization offers free check-outs of the chairs for use on vacations, field trips or whatever people might choose.

Ward cautioned the public on the importance of helping stop the spread of the virus by following health advisories. And Oregon officials emphasized the importance of staying home. “Labor Day weekend is normally a time of celebrations, reunions and family

vacations,” the Oregon Health Authority said in a release. “This year, though, it’s important to reconsider the activities you engage in with friends and family. “We’ve seen the number of people infected with COVID-19 spike after Memorial Day and Fourth of July holidays. To keep our communities healthy and to be able to reopen schools statewide, we need to avoid that happening this holiday weekend. “This means staying close to home, spending time with members of our household, avoiding crowds, and following public health guidance.”

Thursday, Aug. 27 At 6:50 a.m., an adult male was arrested in the 200 block of Wharf Street on a valid Circuit Court warrant. Among those enjoying the chairs at Harris Beach over the past weekend were Mark Nightingale of Washougal, Washington, and Jeremiah Rasmussen of Medford. For Nightingale, it was a stroke of luck that he happened to be in the lower parking area of Harris Beach State Park on Saturday, Aug. 29, as volunteers for David’s Chair arrived and began to set up that morning. Fortunately, there had been a cancellation, and he was able to head out onto the beach almost immediately. “I love it,” he said, as he maneuvered the chair close to the breaking waves on Harris Beach. “I was just randomly here,” he said with a smile. Nightingale said he used a wheelchair with fat beach tires offered at Manzanita Beach in Tillamook County, but that the trackchair is an entirely different experience. Although the group did not bring the child’s chair to the recent excursion to Harris Beach, eight-year-old Jeremiah Rasmussen expertly managed the controls of an adult chair to move across the sand after some assistance from his father, Eric Rasmussen, getting the mechanized chair down the ramps from the parking lot. After exploring the beach in the chair both with and without his father, Jeremiah eventually settled into a favorite child’s pastime — burying his legs in the sand. SWOCC offers free GED class THE PILOT Southwestern Oregon Community College is offering free GED and Adult Basic Education classes during the fall term. These classes prepare individuals to take the GED exam and update skills to enroll in college or career training programs. Students enrolled in these classes can build a pipeline to enter college, training programs, and jobs in high-demand career areas. GED and Adult Basic Education classes will meet live online via Zoom on Mondays, Tuesdays, Wednesdays and Thursdays. Currently, Project water is conveyed across the SacramentoSan Joaquin Delta through the natural channels of the Delta formed by the confluence of the Sacramento and San Joaquin Rivers, as those channels have been modified over the past 150 years. In recent years, the Department has undertaken to develop a comprehensive plan for the effective delivery of Project water across the Delta. The Department is currently undertaking environmental review and related planning and design activities regarding potential new Delta conveyance facilities. The facilities under review would transport water from new intake points on the Sacramento River at the northern edge of the Delta through an underground tunnel running below the natural waterways of the Delta to export facilities at the southern edge of the Delta. Separately, the Department has established a proposed revenue bond financing to finance the cost and expense of the environmental review, planning, engineering and design, and if and when appropriate, the acquisition and construction of Delta water conveyance facilities. On August 6, 2020, the Department adopted bond resolutions authorizing the issuance of revenue bonds for those purposes. Under the bond resolutions, bonds for construction cannot be issued unless specific conditions precedent are satisfied, which include regulatory and statutory requirements regarding the physical and environmental aspects of approving, constructing, and operating Delta conveyance facilities. On August 6, 2020, the Department filed a validation action to confirm the legal validity of the Department’s proposed bond financing. A validation action is a judicial proceeding in which a governmental agency, like the Department, can confirm the validity of a proposed financial transaction before it commits to or undertakes the transaction.
