Kindergarten through third grade classes at Kalmiopsis Elementary will remain in distance learning mode through Friday, Oct. 2 with a possible re-start of in-person learning on Monday, Oct. 5. Brookings-Harbor School Superintendent David Marshall made the announcement on the school’s web page on Monday, Sept. 21. The extended closure allows additional time for the non-school contact tracing process to be completed. “I would like to provide an update on the precautions and extra measures we are taking in collaboration with Curry County Public Health to protect our community after a COVID-19 exposure in our elementary school,” Marshall said. “At this time, some of

our staff have been directed to quarantine limiting our ability to provide in-person services.” Individuals directed to quarantine in accordance with ODE/ OHA rules have been contacted by the district. However, the county public health department is still conducting its contact tracing process to determine potential close contacts in the community. The positive case was announced by Curry Public Health on Sunday, Sept. 20. Curry Public Health began working with the school on contact tracing that same day and the school sent messages via email and phone messages to parents notifying them of the exposure and cancelation of in-person classes. “It’s been great working with the county health department,” Marshall said. “We were prepared for it. It’s always different

when you experience it, but the state has done a good job providing guidelines. When the time came, it wasn’t as stressful or traumatic as it could have been.” Two weeks before school started, the district prepared for how to quickly communicate information with the health department. Student information is confidential, so transmitting the information needed to be both secure and accessible to public health. “When (Public Health Administrator) Sherriè Ward texted me on Sunday, literally within an hour we had the first files ready (for contact tracing), and by early afternoon we had thoroughly identified all the potential exposures.” Custodial staff is working on impacted areas that are being deep cleaned and disinfected. “I ask that as a community

The latest report about how the Oregon economy is doing offers encouragement but also caution. The Oregon Department of Administrative Services opened its summary statement for the September Oregon Revenue Forecast saying “the economy remains in a Great Recession-sized hole.” The report, issued Sept. 23, finds lower-income households have borne the brunt of the recession. “The combination of higher-income households being less impacted to date, and the large federal support means consumer spending and tax collections have held up much better than expected,” the report summary states. “The strong economic growth in recent months is encouraging, as many workers on temporary layoffs are recalled. However, normally it takes a year or two for the recessionary shock to work its way through the economy.” The report also states that overall, the current state of the economy is much better than feared at the time of the previous forecast. But the economic outlook in the years ahead is only improved modestly. It takes time, even under the best of circumstances to regain lost ground due to recessions. 2020 so far is anything but the best. Despite the sharp reduction in economic activity, the revenue summary states that Oregon’s primary revenue instruments have continued to grow. Collections of Personal Income Taxes and Corporate Taxes both set record highs over the post-shutdown (March-to-September) period this year. But state officials also caution that the economic pain has yet to be fully reflected in Oregon’s revenue data.

Mobile food carts were the topic du jour at the Gold Beach City Council’s regular meeting on Monday, Sept. 14. In July, the City Council had passed a moratorium on licensing any new food carts on the city’s main street until Councilors had a chance to review city codes and draft new rules regarding their use and placement. Staff has expressed concerns about unregulated placement, sanitation, and quasi-structural issues that relate to fire/life safety codes. A few business owners also brought specific concerns to city staff. The moratorium grandfathered in existing carts, Hunger Paynes and Knob Khun Thai Food, but for now prohibits the establishment of a new food cart business anywhere on main street such as the lot across the street from the Thai food that has a “for rent”

sign posted. In their research after the moratorium, staff learned the issue wasn’t as simple as it appeared, and presented Councilors with more than 150 pages of documents about food cart standards, discussions of merits and detriments to an area and sample ordinances so the council could provide more explicit guidance for drafting an ordinance. “Because we don’t have anything specific to food carts in our zoning codes, we have allowed them in areas that are zoned commercial because it’s commercial use,” said Jodi Fritts, City Administrator. “And we have relied on the health department to enforce health regulations related to food stuff. I didn’t realize… that there’s some pretty specific rules related to the mobility of the carts.” The carts need to be mobile like a milk truck, RV or trailer that can be moved. Fritts questioned whether

the existing food carts in town were in conflict with state health codes. “It has to be to totally self-contained. There can’t be a bunch of structures added on,” she said. Councilors weighed in on the discussion with their views. “Because of our Urban Renewal District and the fact it’s along main street, I would like to not necessarily seed main street with a bunch of food trucks,” Councilor Larry Brennan said. “One suggestion I had was maybe a couple could go in the fairgrounds if the fairgrounds was willing to do that. It would be a money raiser for them as far as rent and it would put the food trucks off main street but it would be close enough that they would probably attract attention.” Brennan also suggested the port as a good location. “I’m not necessarily against food trucks, but I don’t want to see a bunch of them along main street.”

Mayor Karl Popoff agreed with Brennan, noting that the city has a two-mile-long main street. “Having something along the same lines as having an area dedicated to it, such as like Portland does—we obviously can’t do that on our main street.” “Our moratorium negatively impacted the Event Center on the Beach, and I’m anxious to find out how we are planning on mitigating that in this ordinance,” Councilor Becky Campbell said. The Event Center’s “Fair Food” special event needed to obtain special permission from the city for that weekend, which was granted on the basis that if the fair hadn’t been cancelled, those food trucks would have been present. Campbell serves as the city’s liaison to the Fair Board and offered to find out if they would be interested in hosting a food court and making it yearround.

The two individuals were from the same household; one adult and one child, who are both home self-isolating. CCPH) is working with Kalmiopsis Elementary on contact tracing. Some staff members are quarantined and monitoring for symptoms. The following day, Sept. 21, CCPH was notified of two more

cases by Coos County Public Health. Those two cases are related to an outbreak in Coos County. Those two cases are also self-isolating. As of Sept. 21, Curry County has registered a total of 30 positive cases, with 24 recovered and 6 active cases. There have been no hospitalizations or deaths

reported. Statewide, as of Sept. 23, the total number of Oregon cases is 31,503 with the death toll at 507. Del Norte County Public Health currently has 5 active cases as of Sept. 22 out of 138 total confirmed cases. The county has no current hospitalizations, and has had one death.

Local Volunteers Deliver Aid to Fire-Ravaged Oregon THE PILOT Local firefighters and volunteers received over $150,000 in supplies to deliver to Oregon’s worst-hit fire-zones. Over the weekend, local volunteers with Reach Out WorldWide (ROWW), a California based non-profit founded by Paul Walker, met at the Eugene Airport to receive incoming donations and oversee distribution to various evacuee resource sites across the state, including the Evacuee Distribution Center at the Masonic Lodge in Eugene, the Lane County Public Health Department, Glide Revitalization, Cal-Ore Life Flight in Gold Beach,

Living Waters Church in Medford, and more. The supply distribution is being carried out as ROWW Phase 1 Response to the West Coast Wildfires. Twenty volunteer pilots from across California loaded their planes with Direct Relief-donated material at Santa Barbara Airport on Saturday morning, Sept. 19 before departing for Eugene, Oregon. Additional supplies are being contributed via Reach Out WorldWide’s Disaster Relief Partnership with Lowe’s. Inventory includes 100,000 KN95 respirators, generators, solar chargers, cots, tarps, gas cans and extension cords, hygiene products, and tents.

The shipment also includes medical supplies, such as inhalers, antibiotics, wound care, and PPE, to treat the most common health conditions caused and exacerbated by wildfires and mass evacuations, “Having lived in Oregon and having so many friends and ROWW volunteers up there directly affected by this fire, it’s really personal for us to be able to help out,” said Cody Walker, CEO of ROWW. “Especially the rural communities — they’re strong and they’re resilient — but right now they need help and we’re happy to play a part.” ROWW’s Oregon response will be broken up

into 3 phases over the coming months. As active and threatening fires die down, they will begin providing site-cleaning/clearing supplies and machinery to aid victims with recovery and rebuilding efforts. Reach out Worldwide is a 501(c)(3) registered Disaster Relief Non-Profit run by Gold Beach alum Felicia Knox Walker and her husband Cody Walker. It is composed of a network of volunteer first responders, medical and construction professionals who respond to natural disasters and augment local expertise to accelerate relief efforts. Brookings Municipal Court Judge Richard Harper is retiring after 23 years of service. The Brookings City Council accepted his retirement resignation, which will be effective October 1 at their Sept. 14 meeting. “We thank Judge Harper for his service to our community,” Mayor Jake Pieper said. “We know that his service as judge has been a major part of his life for the last two decades, and we wish him well in adjusting to a real retirement.” Originally appointed by the City Council in 1997, Harper has adjudicated hundreds of Municipal Code and traffic violation cases over the years. The jurisdiction of the court was expanded to include traffic violations in 2013. In a hand-written note to Harper, Oregon Supreme Court Justice Martha L. Walters wrote: “I write to congratulate you on your years of service as a Municipal Judge. Our municipal courts are the closest to the people and your willingness to listen and decide have demonstrated that there is a system of justice in which they can believe. I was a City Attorney before I went on the bench – still a highlight for me, as I hope your service has been.” Prior to serving as the part-time Brookings Judge, Harper retired from a law enforcement career in California, including working as Chief Investigator for the Del Norte County District Attorney’s office as an investigator with the Narcotics Task Force. “It is kind of ironic that I retired from the Los Angeles Police Department after 23 years and four months of service, and am now retiring as Brookings Judge after ex-

actly the same number of years and months,” Harper noted. “It has been a wonderful experience serving as Municipal Judge for Brookings,” Harper said. “I love working with people, and feel that I have helped people resolve issues in a way that has improved their lives. “One of the most rewarding aspects has been to perform hundreds of marriages over the years, seeing and helping people start out on a new life together,” Harper said. “I have also worked with some residents through the court for a number of years... some starting as juveniles... to help them work their way through the consequences of making mistakes, and encouraging them to take positive action in their lives. This has been very rewarding,” Harper said. “The experience in working with Brookings officials and staff has been good. There has never been any attempt by elected or appointed officials to influence any decision,” Harper noted. “And I think most people are satisfied that they received a fair hearing with a fair outcome when they leave the courtroom.” Harper completed the training now required of non-attorney Municipal Court Judges in Oregon at the National Judicial College. He is a member of the Oregon Municipal Judges Association. “I think I…and others who serve in similar roles across the state… have demonstrated over the years that a non-attorney with some judicial basic training can serve effectively in the role of Municipal Court Judge and serve the community well,” Harper concluded. The City Council appointed Judge Pro Tem and retired City Manager Gary Milliman to replace Harper as Municipal Court Judge effective October 2. Genevieve Auburn Rusconi

August 18, 1929 - August 6,2020

Genevieve Auburn Rusconi passed peacefully at home surrounded by her family on August 6, 2020 in Brookings, Oregon. She was born in Oakland, California to Perry A. Wing and Genevieve Louise Fleischer. She grew up in Alameda, California and

spent most of her life in the San Joaquin Valley either in Tranquility or Fresno. She was an LVN and loved her nursing career. She had three children with John Mabray and was widowed at a very young age. She is survived by her daughters, Donna Webster and Cheri Bagdasarian, three grandchildren, seven great grandchildren, and many nieces and nephews. Her late husband, Henry, son Johnny, siblings Chuck, Faye, and Bobbie Jean preceded her in death. Born on august 18, 1929 she was soon to celebrate her 91st birthday. She was well loved and will be missed by family and friends. She was laid to rest at Fresno Memorial Gardens on Monday August 24, 2020.

The Community Shoe Bank will hold its final shoe bank on Oct. 3 from 1 to 3 p.m. at the Brookings Elks Lodge, lower level. Along with free shoes, they also gives away socks and winter coats. “We have been operating for 10 years now, and it is time to close up,” said Linda Schreiber. “t has run its course. Attendance had dropped even before COVID, but now it is really low, even though we have set up outdoors. “I believe with children not doing sports or attending school, and many persons working from home, the shoe need or priority has decreased. It is a lot of work to set up and take down, and my volunteers have dwindled,

so it is time to close up. Previously during back to school days, the shoe bank has given out 40 to 50 pairs of shoes in a single day. Schreiber will continue to distribute shoes to other charities or services in the community that help those in need after Oct. 3.

Thanks to a $20,000 grant from the Southwest Oregon Children’s Foundation, students in Central Curry School District 1 will have access to the tools necessary to be successful while participating in the distance learning model this fall. The grant will provide funding to purchase 30 new laptops that will be distributed to students who do not have access to a device at home. “Southwest Oregon Children’s Foundation was founded to make sure that local youth have all the tools and resources necessary to receive a well-rounded education,” said SWOCF Board President Tim Tuttle. “We believe that supporting our young people through this unprecedented time is of the utmost importance to ensure that no children are left behind due to circumstances beyond their control. We are proud to partner with Central Curry School District 1 to make sure their students are successful moving forward.” Middle school teacher, member of the CCSD1 Technology Committee, and author of the proposal, Mackenzie Lee had this to say, “This grant will allow us to make sure that our students’ success is not limited by their access to a computer. Contour Airlines will continue to be the carrier of choice for round trip travel between Crescent City and Oakland. The U.S. Department of Transportation approved Border Coast Regional Airport Authority’s (BCRAA) application for the continuation of service through an Alternate Essential Air Service (AEAS) grant. Del Norte County District 2 Supervisor Lori Cowan, who sits on the BCRAA board, said at the Supervisors’ Sept. 8 meeting things were getting dicey with Contour Airlines, because the current grant’s expiration date was nearing. “They had stopped taking reservations because the contracts hadn’t been signed,” Cowan said. “Everything is moving forward and that’s good news for our community.” On Sept. 11, Representatives Jared Huffman, from California’s Second District, and Peter DeFazio, from Oregon’s Fourth District and Chair of the House Transportation and Infrastructure Committee, shared the announcement. “As is often the case, sometimes the lowest-cost alternative is not the best option for the

is an essential economic driver for southwest Oregon and provides, quite literally, essential air service for many in the region,” DeFazio added. “Continuing passenger service will ensure the communities of Del Norte County, California, and Curry County, Oregon, have a viable air service option, which is why I am pleased that the Department of Transpor-

tation has approved this important grant at our urging.” In April, both the Del Norte County Board of Supervisors and the Crescent City Council sent Transportation Secretary Elaine Chao letters in support of Contour, as recommended by the Border Coast Regional Airport Authority. The Authority also received

support from Curry County Board of Commissioners, the City of Brookings, the Tolowa Dee-ni’ Nation and the Elk Valley Rancheria. In May Huffman and DeFazio followed suit, writing their support for the grant. Under this ruling, USDOT provides a $14.6 million grant over four years to provide between

seven to 10 flights per week between Crescent City and Oakland. The new grant takes effect Oct. 1, replacing the one sunsetting at the end of September, and runs through Sept. 30, 2024. The USDOT chose Contour over another proposal from Boutique Air which was seeking to offer 24 weekly flights service from Del Norte County to Portland, Oregon under the AEAS program. According to the USDOT, the AEAS program is a subsidy it provides eligible communities to pay for airline service to a large or medium-hub airport. The program subsidizes 60 communities in Alaska and 115 communities in the other continental states that wouldn’t otherwise receive scheduled air service. The Tennessee-based carrier Contour Airlines has provided non-stop service between Crescent City and Oakland in its twin-air, 30-seat Embraer ERJ-135 aircraft, since April 2018 through the AEAS Program. Contour replaced PenAir, which ceased twice daily flights between Crescent City and Portland in December 2017. Curry Student Success Fund provides 11 scholarships THE PILOT

Curry Student Success Fund has just completed its third year of awarding scholarships to local students, and we proudly announce that we were able to award $8,750.00 to 11 Curry County students continuing their education this year. Curry Student Success Fund (CSSF) is a 501c3 non-profit that was formed in 2018 in response to a local scholarship fund excluding home school and Christian School students from applying for scholarships. The mission of CSSF is to reach students that have been excluded from scholarship opportunities either because they were privately educated, received a GED, graduated from another community, or have had a lot of years in between high school and further education. We encourage public school applicants also, especially students that may be pursuing trade school or certification programs. Our goal is to assist local people who are trying to improve their opportunity’s; and in the process, hopefully we improve Curry County one person at a time. Since early 2018 CSSF has assisted 17 students; students from a variety of backgrounds (home school, Christian school, public school, and adults returning to school). These students are pursuing many different educational opportunities (computers, nursing, midwifery, licensed counselor, lineman certification, cosmetology certification, graphic arts, medical clerical

certification, maritime industries, digital game design, and physical therapy). “We are off to a good start, and we have a goal to offer so much more,” CSSF officials said. “The impact of the pandemic has hit us. Events such as the baccalaureate and ChariTree were canceled this year; and fund raising is difficult in our current ‘socially distanced’ climate. “We know it has been a tough year for everyone in so many ways, and we all have concerns about the future; but if you have an interest in becoming involved with CSSF or supporting CSSF, please contact us. SOLVE beach cleanup is Oct. 3 THE PILOT Join Chetco Brewing Company and SOLVE for a morning of taking care of Brookings area beaches on Saturday, Oct. 3 from 10 a.m. to 1 p.m. Volunteers are encouraged to wear closed-toe shoes, dress in layers and pack any snacks or water you may

need for the morning. Heavy duty garbage bags and vinyl gloves will be available for all volunteers. If you want to bring your own reusable supplies such as garden or work gloves you are encouraged to do so. The check-in station will be at the Chetco Brewing Company, located at 830 Railroad Street, Brookings,

Harbor Fire receives drinking water for wildfire efforts THE PILOT Western Beverage, a local Anheuser-Busch wholesaler partner, dropped off 42 cases of canned drinking water to the Harbor (OR) Rural Fire Protection District on Sept. 17 to help support its wildfire response needs. As wildfires continue to surge in the west, this rapid response delivery will help keep frontline responders hydrated during this critical time. The water was donat-

ed by Anheuser-Busch through a partnership with the National Volunteer Fire Council (NVFC). Anheuser-Busch has a longstanding tradition of providing emergency drinking water and supplies for disaster relief efforts. The company periodically pauses beer production each year to can emergency drinking water to be ready to lend a helping hand during natural disasters and other crises. Harbor Fire will begin distributing it to local fire

departments throughout Curry County. These donations represent their ongoing commitment to help local communities when it is needed the most. Departments in declared wildfire emergencies can continue to request water to ensure their personnel have the resources they need during these unprecedented challenges. She emphasized that the carts are intended to be moved, and not be permanent. She also brought up concerns about fire suppression, garbage, FOG (fat, oil, and grease), which could be built into the ordinance the city is considering. Kaufman agreed the port or the fairgrounds could be a business incubator for people who want to become entrepreneurs. “I’m just not real excited about something that’s permanent,” she said and suggested many might just be around for a couple of months during the summer. “The whole idea of an urban renewal district is to raise the tax base,” Kaufman said. “You have a blighted area. We need to fix that so it’s not blighted so everyone

gets their money back from the tax base. How can we do it both ways?” Kaufman made a motion to ask staff to draft a document that addresses fire suppression, garbage, FOG, parking to allow food carts in the 4C and 7PF zones. The motion passed 4 to 1 with Matteson dissenting. A motion to exclude the fairgrounds from the moratorium as referenced in Resolution 2021-03 until a policy can be drafted was also passed 4 to 1 with Matteson dissenting. When asked about her “no” votes by The Pilot, Matteson replied, “I wanted to wait until we could thoroughly go through the nearly 200 pages of information in the packet and dissect how it applies to Gold Beach.” An important issue for Matteson, who works for economic development at Curry County, is to make sure that costs for small businesses wouldn’t make it impossible to open, and to look at ways to keep it affordable. At the next Gold Beach City Council meeting on Monday, Oct. 5 at 6:30 p.m., city staff will present a draft of the proposed rules concerning food carts. The meetings have been online due to COVID-19. The public hearing marks the end of the voting period for the Proposed Fire Protection and Emergency Response Services Benefit Assessment which would fund the services and improvements included in the Department’s 10-year Financial Master Plan. In recent years, funding has been inadequate to maintain volunteer department services with the staffing needed to keep up with the increase in calls and needs of the community. In absence of additional funding, it is estimated that the CFPD would exhaust its limited reserve funds within a 2-3 year period while trying to maintain the current level of service that residents have come to expect. The increased funding to CFPD would be used to equip and train volunteers, replace aging fire engines and lifesaving emergency and rescue equipment, hire 3 fire captains to sustain 24-hour response coverage, and develop and maintain a 24-hour volunteer staffing program (known as a sleeper program) enabling volunteer personnel to respond quicker to fire and emergency rescue calls. The proposed assessment rate for a single-family benefit unit is $74.00 per year, or $6.17 per month. This new assessment would replace the 2006 assessment and would be in addition to the 1987 assessment for a total single-family equivalent benefit unit of $98.00 annually. The total estimated amount assessed to the entire area subject to this assessment would be approximately $433,746 dollars per year beginning in fiscal year 2022. The assessment requires majority approval by property owners, with ballots weighted based on the relative special benefit to a property in relation to a single-family home, the type of property, and its size. The total proposed amount of assessment for your property is shown on your ballot. Individuals who own more than one property within CFPD will receive one ballot for each property. Each ballot is weighted by the amount of the assessment it represents. To be counted, mail-in assessment ballots MUST be received by the close of the public hearing on October 12, 2020 and in-person ballots MUST be received by 5:00 pm on October 12, 2020 at the Washington Station. There is also a secure drop box available at the Washington Station for those wishing to drop off your ballot prior to the hearing. WARRING KIDS ARE BARRIERS IN COUPLE’S RELATIONSHIP

DEAR ABBY: I got married to a wonderful guy 14 years ago, but after a year of marriage, our children (his 10-year-old and my 12- and 13-year-olds) couldn’t stand one another and caused a lot of problems. I was brokenhearted when he gave me divorce papers. I moved out but continued to date him without our kids around. Seven years ago, after his son moved out, I moved back in, but he won’t ask me to remarry him. My kids get along fine with him, but his son hates me and refuses to come to any holiday or birthday celebration that I host. Should I move out and move on? I feel like I have wasted 14 years of my life. -- HOPELESS IN OHIO

DEAR HOPELESS: I wish you had mentioned why this “wonderful guy’s” son hates you. Could it be he blames you for the failure of his parents’ marriage, or was it something else? That this man has allowed his son to dictate how the two of you will spend your lives is very sad. the time, and ever since, I never asked the reason for the loan. Over time we lost touch. However, we recently reconnected and decided to go on a road/camping trip throughout the West. Three days in, we both realized it was a poor idea to travel together for an extended period of time. He has now become quite nasty and speaks ill of me.
