Governor Kate Brown said Oregonians have been pushed to their limits after a week of firefighting efforts across the state of Oregon. “It’s really hard for all of us to wrap our heads around the devastation that these fires have caused and the pain and the suffering that so many Oregonians endured over the past few days,” Brown said during a Monday, Sept. 14 press conference. So far, the Oregon State Medical Examiner has reported eight fire related fatalities and nine missing persons. Those statistics will continue to be updated daily. But on a positive note, Brown said fire crews are feeling optimistic with the current forecasted weather, which should provide help to their efforts as temperatures drop and winds subside. Additionally, calls for assistance are being answered and resource

crews from all over the country and Canada have been coming to help. “We expect structural firefighting teams from North Dakota and Michigan to join our response this week,” Brown noted. “Michigan, California and Washington are providing resources to our emergency coordination center. Vermont and Nevada have reached out asking how they can help.” FEMA is also on the ground in Oregon assisting with response. Gov. Brown said she recently sent a letter to President Donald Trump asking to declare a State of Disaster in Oregon, which will free up even more resources for state officials. Oregon is also working with the National Guard to distribute 250,000 N95 masks to agricultural workers and impacted tribes statewide as soon as possible. The masks will provide a certain level of protection to outdoor workers across the state.

“The smoke blanketing the state is a reminder that this tragedy has not yet come to an end,” Brown said. Brown is encouraging everyone to donate to Red Cross and the Oregon Food Bank for victims of these wildfires. To assist recovery efforts, the state is asking three foundations: Ford Family, Meyer Memorial Trust, and the Oregon Community Foundation, to help in the recovery efforts by kickstarting the 2020 Community Rebuilding Fund. Other organizations will also be encouraged to donate. “We will have a long road ahead, but I’m so heartened by these foundations and all Oregonians that are coming together right now,” Brown said. “The only way out of this crisis is through it and we’ll only get through it together.”

Evacuating with short notice is a nightmare at best. But what do you do when your extended family consists of horses, cattle, sheep, pigs, goats, llamas, chickens or rabbits? It might be time to call Ruth Dixon at Curry County 4-H at the OSU Extension, located at the Event Center in Gold Beach. Last week Dixon and 10 volunteers began work to make an evacuation shelter possible at the Curry County fair arena. The crew set up stalls, pens and animal crates in preparation to accept as many as 20 horses; 20 cattle; 100 sheep, goats, llamas and alpacas in combination; and

100 poultry and rabbits combined. They do not plan on taking in dogs and cats, which can be housed at local pet shelters, but that could change. In addition to offering shelter for evacuated

Curry Public Library welcomed 45 Central Curry School District students on Monday, Sept. 14 to a space volunteers and staff created over the weekend to provide support for students navigating online curriculum. The COVID-ready space was buzzing on the first day as staff spent the morning helping students orient to the space and COVID-19 protocols, get logged in to their classes, and get used to online learning. The program, dubbed the HIVE (Hybrid In-Person and Virtual Education) program, will provide a safe learning space at the library for 45 children in grades 3 through 12 without internet access and/or at-home care during the period of online education. CCSD is working on a plan to support K-2 grade students onsite at Riley Creek School. The HIVE program at the library will follow the school’s virtual learning schedule and provide supervision, meals, and computers to students in small groups, while maintaining COVID-19 distance and cleaning protocols. The daily management of the program is executed by ASCEND program director, Karlie Wright, who has been working on a tight timeline to make preparations. Wright will oversee five part-time staff, each coming to the program with extensive experience working with students. In mid-August, Central Curry School District (CCSD), like so many districts across the state and nation, made the decision to adopt a distance learning plan for the start of the 2020-21 school year. Until at least November, the only option for students in CCSD will be distance learning. This presents an enormous challenge for many families who rely on the schools for child care, meals, access to broadband internet, and more. Obituaries Bobby Ray Thomas March 2, 1945 - September 4, 2020

STAYTON, OR - Bobby Ray Thomas passed away on September 4, 2020 at Santiam Hospital surrounded by family after a brief illness with pneumonia. Bobby was born on March 2, 1945 in Geneva, Alabama to Vallie Louise Thomas. He was the oldest of five children. He married his very devoted wife of 52 years, Kathleen Ann Fletchall, on August 11, 1968 in Las Vegas. They lived in Southern California until 1979 where they relocated their family to Brookings, Oregon. Here they would raise their children and Bobby would

take on the task of building his dream home up the north bank of the Chetco River. He served in the US Army during the Vietnam War. He followed in his father’s footsteps and became a masonry contractor by trade, but there wasn’t anything he couldn’t do. He taught himself so many skills and built two houses for his family and multiple other projects for himself, family and friends. He was always there to lend a hand to anyone who asked. Rarely did Bobby ever tell someone he couldn’t help them. In his younger years, he enjoyed the outdoors, hunting and fishing. He also got the gambling “bug” from his parents and enjoyed taking a trip to the casino every once in a while. He was a caring and supportive husband, father and grandfather. His family meant everything to him and he would do absolutely anything for them. After retiring, he spent his time following his grandkids in all their extra-curricular activities, working on one project

after another on his house and tending to his treasured koi pond and the 50 or so fish that live in it. He stayed active until the end even if it meant taking lots of breaks because his heart was just wearing out on him. He wasn’t going to let his health stop him and always had a positive attitude about continuing to push forward. Bobby is survived by his wife, Kathy Thomas, two brothers, Tony Mitani and Don Mitani. He is also survived by his three children, Greg Thomas (Theresa), Wendy Nau (Tod) and Colette Thomas. He also leaves behind six grandchildren, Dakota, Sierra, Briana, Cade, Alias and Abigail, as well as three great-grandchildren, Adeline, Eva and Tara. He is preceded in death by his parents, Fred and Louise Mitani, his sister, Rhonda Trejo, and his brother, Danny Mitani. Private burial will be held next month at Lone Oak Cemetery, Stayton. Long-time Brookings resident Perry Devine passed away unexpectedly on August 23, 2020. Perry had been working from home since March, enjoying his time on the Winchuck and looking forward to his semi-retirement at the end of the year. A well-known singer songwriter, both locally

and in the Santa Cruz area, Perry was passionate about his music and tried to impart hope, kindness, and joy to those listening to his songs. He was also a Software Engineer and worked on many important projects for Synaptics, Inc in San Jose, CA. Throughout his life, Perry wrote his thoughts in the form of a song. He recorded a number of CD’s, among them “Just Devine” and “ The Journey “The Journey” was recorded with wife Kim at Wind River Studio in Santa Cruz under the direction of good friend Keith Greeninger. His hopes for “semi-retirement” were to write more music, travel, work on software projects he had been envisioning, and relax on the Winchuck. Sadly, some of

those hopes and dreams will have to be carried on in his absence and dedicated to his memory. Perry made life-long friends and touched many hearts as he sang his way through life. Perry is survived by his wife Kim, sisters Lisa and Monica, and brother Michael, as well as many aunts, uncles, nieces,nephew, and cousins, throughout the U.S. and Canada. A Celebration of Perry’s life will be held Sunday, October 11th at the Winchuck Fire Hall, 363 Winchuck River Rd, Brookings, OR at 2 p.m. It will be held outdoors, weather permitting. Social distancing and mask wearing is requested.

Emergency Preparedness Month means knowing who can help communities in the event of a disaster in the County. Ruth Dixon is currently the coordinator for CERT. To receive training for CERT, contact Dumire at 541-247-3208 or Dixon at 541-373-0554. • Curry Amateur Radio Emergency Services (CARES) was formed by Dumire and includes HAM operator clubs in Brookings, Gold Beach and Port Orford. Special training is needed for anyone to operate a HAM radio. HAM radios are the most reliable source of communication when all other forms of communication fail during emergency situations. Dumire was instrumental in procuring a grant to purchase repeaters. These repeaters allow HAM radio communication to go further distances and they will enable all of the HAM radio operators to report to the emergency center in case of disaster. • Disaster Animal Resource Team (DART) has been formed in Curry County to help with housing of animals during disasters. “The Curry County Fairgrounds in Gold Beach is now open for displaced animals that are being affected by fires in the Medford, Grants Pass and surrounding areas,” Dumire said. Dixon has also been coordinating this team. As disasters occur, it is important for the Emergency Manager to update and inform the Board of Commissioners and the public. At the Board of Commissioners meeting on September 9, Dumire gave a comprehensive update on the Oregon fires. He stated that none of the fires were caused by lightning. Several different organizations help with county efforts during natural disasters The Pilot with Commissioner Sue Gold September is Emergency Preparedness Month and it is important to know what emergency services are available in Curry County. Jeremy Dumire is Curry County’s Emergency Manager. He is currently very busy on several fronts. In January 2020, COVID-19 hit our country, and Dumire has been working closely with our Public Health Administrator, Sherrié Ward. They have been on daily update calls with Oregon Health Authority (OHA), Emergency Command and Coordination (ECC), and other necessary organizations. Dumire has submitted daily reports to the state dealing with the status of COVID-19 in Curry County. “I am working with Ward on planning and logistics for response and recovery of COVID,” Dumire said. Planning and education are key components for emergency preparedness. In his tenure of 3 years, Dumire has accomplished the following in these areas: • Community Emergency Response Team (CERT) training has taken place quarterly in County cities. When Dumire first started, there were only 6 people in the County that had CERT training. Now more than 200 individuals have been trained. All of these individuals are trained to help in their

Dumire was able to give a factual presentation about the current status of the fires and how the fires could possibly affect our area. “I feel confident with the County’s ability to deal with a disaster with Jeremy at the helm as Emergency Manager,” Gold said. “He is well informed as the liaison to all disaster groups in the county, state, federal, and private nongovernmental agencies like Red Cross. Oregon wildfires: Worst air quality in world JEREMY C. RUARK

Oregon’s wildfires caused the state to have the worst air quality in the world over the past several days, according to health officials. Air quality advisories were posted throughout the state and in our area as a rare east wind event sent the heavy wildfire smoke into Curry County the week of Sept. 7. The smoke lingered for several days, registering at the highest levels of the Air Quality Index and ranked as “hazardous.” Health officials encouraged people to take extra precautions to avoid the poor air quality. Forecasters said rain showers by this weekend were expected to help clear the pollution. For insight into the wildfire smoke health issues, The Pilot contacted Associate Professor Perry Hystad, PhD, at Oregon State University School of Biological and Population Health Sciences, College of Public Health and Human Sciences. The Pilot: What is it specifically about the wildfire smoke that is hazardous to our health and what does it do? Perry Haystad: Wildfire smoke is a complete mix of particles and gases, but fine particulate matter, those particles under 2.5 microns is what we are most worried about. PM2.5 is fine particulate matter under 2.5 microns (these are very very small particles that are easy to breathe deep into the lungs.) While larger particles are easy to notice (think eye and throat irritation), it is the fine particulates that are most dangerous as they can reach deep into the lungs to cause systematic inflammation and even cross into the bloodstream. Exposure to wildfire smoke can cause serious health impacts, especially for those most susceptible (elderly, pregnant women, individuals with pre-existing cardiovascular or

The Pilot: How serious to our health is such prolonged exposure to this smoke? Haystad: There is strong evidence linking both short-term air pollution exposures (daily exposure) to triggering of health effects, as well as long-term air pollution exposures (years to decades) and the development of disease. What is unknown is what weekly periods of exposure to these very high air pollution levels will mean for the development and progression of diseases in the future. We recently published a global study examining long-term PM2.5 air pollution exposure and cardiovascular disease risk. This analysis included participants residing in very high air pollution

areas (India, China), where annual average concentrations can exceed 100 ug/ m3. Ug/m3 is micrograms per meter cubed (measure of the amount of PM2.5). This analysis showed that ~14% of cardiovascular disease events were attributed to long-term PM2.5 air pollution. https://www.thelancet.com/ journals/lanplh/article/ PIIS2542-5196(20)301030/fulltext. In Oregon, annual average PM2.5 is typically under 10 ug/m3. However, wildfires are now contributing substantially to these annual averages. One day of wildfire PM2.5 levels of 600 ug/m3 is approximately 60 days of normal PM2.5 exposure in Oregon. The increases in wildfire PM2.5 are now offsetting all other PM2.5 emission reductions (e.g. from vehicles, industry, home heating, etc.). https:// www.thelancet.com/ journals/lanplh/article/ PIIS2542-5196(20)301030/fulltext. The Pilot: How can we tell if our health is deteriorating after exposure to this smoke? Haystad: You should watch for new signs of respiratory effects such as chronic cough and mucus production, shortness of breath, wheezing, and

chronic chest pain. If you have existing heart disease you may experience chest pain, palpitations, shortness of breath, or fatigue. If you have existing heart or lung disease, monitor your symptoms and contact your doctor if they get worse or if you have concerns. The Pilot: What is your recommendation to lessen the exposure to the wildfire smoke? Haystad: The best way to reduce exposure is to stay indoors with the windows and doors closed. If available, you can run your AC with the fan set to recirculate so you don’t draw in polluted air. You can also run a portable HEPA filter to clean the air. I implemented these recommendations in my home in Corvallis and was able to reduce indoor PM2.5 concentrations to 32-50% of outdoor concentrations. When outdoor concentrations are as high as we have experienced over the last week this still meant indoor PM2.5 concentrations were at unhealthy levels. Individuals who are susceptible to health effects could further reduce exposure by wearing an N95 respirator, or create a clean room, where a portable HEPA filter is placed in

N95 are masks that are certified to filter at least 95% of airborne particles. We also need to remember that not everyone has the choice to stay indoors to reduce exposure or has the financial resources to buy portable HEPA filters. Outdoor agricultural workers are a good example. For these individuals, reducing outdoor physical activity levels at work and wearing an N95 respirator is the best way to reduce exposure. The Oregon Health Authority (OHA) and OSU extension is currently delivering pallets of N95 respirators to counties for distribution to these high exposure groups. The Pilot: Will wearing face coverings make a positive difference? Haystad: Masks that filter at least 95% of airborne particles (N95/KN95/P100 respiratory masks) will reduce PM2.5 air pollution exposure. The tighter the fit the more reductions in exposure. Curry County Public Health reported two new positive cases of COVID-19 this past week with one each on Sept. 10 and 12. Both cases have been confirmed by the Public Health Officer through lab results. In addition, both cases are Curry County residents who are self-isolating at home and monitoring symptoms. As of September 17, the total number of positive cases in Curry County stands at 26, with 20 recovered cases and 6 active. As of press time on Sept. 17, the state total of confirmed and presumptive cases is at 29,850 with the death toll at 521. Oregon Health Authority’s Weekly COVID-19 Report on Wednesday showed that new cases in Oregon have continued to decline as 1,294 cases were recorded from Sept. 7-13 — down 12% from last week’s tally of 1,477. The total of 130 Oregonians hospitalized in the past two weeks is lowest for any two-week period since mid-June.

Del Norte County The Del Norte County Public Health Branch reported 7 new positive cases of COVID-19 since Sept. 10. Six have been identified to be a close contact to a known case of COVID-19, and one was identified to be travel-related. Both are self-isolating at home. Del Norte County currently has 135 confirmed cases with 6 cases still active and 1 death. Currently there are no hospitalizations. According to California Department of Public Health, the state has confirmed 762,963 cases with 14,615 fatalities as of Sept. 15.

Climate Change As we deal with the disruption of our lives by the COVID-19 pandemic, we’re also now watching so much of Oregon, Washington, and California burn on an unprecedented scale. Records keep being broken across the west (130° Death Valley, 121° Los Angeles) as well as dramatic temperature swings with half a foot of snow a day after 100° temperatures near Denver. Tropical storms become category 4 hurricanes in a day, while dry lightning storms ignite hundreds of wildfires in one calamitous evening. Increases in extreme weather events was a key projection of human-induced climate change

by Exxon’s scientists in their 1977 analysis of the effects of increasing carbon dioxide in the atmosphere. Since the late 1800s, we’ve known the physics behind global warming — increases in greenhouse gases (GHGs) such as carbon dioxide, methane, and nitrous oxide capture heat to produce a warm planet. There is nothing new about the causes of the strange weather events we’re seeing. It’s just that we are now seeing those events happening at a scale we can no longer ignore. In fact, the changes are happening more quickly than projected and they will continue to worsen until we do something.

We’re now faced with three options: 1) ignore the science and evidence and keep doing what we’ve always done, 2) take immediate actions to eliminate the cause of the problems, 3) mitigate the effects of the changing climate. Loss of life, health, property, and our current way of life are too dear to accept the first option. Eliminating the cause (2) is critical to avoid the worst effects of climate change. However, we also must mitigate the new conditions (3). Rather than debating about the causes of the new climatic conditions, we need to decide how to deal with these new conditions, both in the short term and long

term. That effort will require everyone who could be affected by these extreme weather events, both young and old, to join in the discussions. Can the free market make the necessary changes quickly enough or must they be mandated by government? How can the energy companies (oil, gas, coal) help make the change or is there no place for them? How do we equitably manage the costs (direct and indirect) without yet again putting the burden on those least able to afford them. However, even in this crisis, there are huge opportunities. There are new jobs in renewable energy production, storage, and

distribution; sustainable food production; energy efficiency; advanced infrastructure and more. There will be many opportunities for new businesses, and training for these 21st century jobs will be critical. However, this bright future demands a cooperative, collective effort by everyone interested in shaping and enjoying that new future. Is COVID-19 Creating a Mental Health Crisis? Rates of suicide and overdoses were at historic levels before the pandemic hit and Americans are saying their mental health is suffering more than their physical or financial health due to COVID-19. Our country has never witnessed a public health and economic event of this proportion in recent history. We’re all concerned for the health of ourselves and our loved ones. People everywhere are pinching pennies to make rent and support their families. Parents are forced to put their work (and potentially income) on hold to home school their kids… that is if their kid is even old enough for school. If not, then they suddenly need to provide 24/7 childcare while keeping up a job. And, everyone everywhere must stay away from social situations. It’s scary. It’s isolating. And it’s lonely. The uncertainty surrounding the current downturn and a resulting loss in retirement funds, housing foreclosures and the question of when, or if, people can return to work, adds even more stress to the equation. Mental health experts are especially concerned about the ongoing economic devastation since research has established a strong link between economic upheaval and suicide and substance use. According to USA Today, “Alcohol and substance abuse are risk factors and both are increasing. Isolation raises the risk, and nearly half of Americans say they sometimes or always feel alone. Increasing smart phone use has been

linked to suicidal thoughts in teens. “ The mental health toll of the COVID-19 pandemic is only beginning to show itself, and it is too early to predict the scale of the impact. The concern is that when the trillions of dollars the government is spending to stabilize unemployed families and rent and mortgage protection, how will people cope? While no home is immune from the stress and anxiety in these unprecedented times, it’s magnified even more in households struggling to make ends meet, especially among our county’s most vulnerable citizens, including LGBTQ youth, minority populations, frontline workers, or those experiencing job loss and financial strain. Furthermore, the pandemic has led to an increase in gun purchases with an estimated 1.9 million additional guns sold during March and April compared to the same period last year. Having access to a firearm in the home triples the risk of death by suicide. Opinion polls show that the public is supportive of suicide prevention, but is less clear about their role or how to take action. Almost 50% of Americas identified barriers that stopped them from trying to help someone at risk for suicide, such as: 1) fear that they would say or do something to make things worse rather than better, and 2) not knowing how to find help for a person in crisis. This is a rare opportunity to educate the public about suicide prevention because so many people are hurting at the same time. It’s an opportunity to be able to talk about this and help people understand more about actually improving their mental health and help them understand what they can do to help others help themselves. Finding real solutions won’t be easy, especially as the COVID-19 pandemic drags on. Even with video conferencing and social media to help people avoid feeling isolated, enhanced suicide prevention services will still be needed, along with

public education to ensure that people in crisis are aware of what resources are available to them. Suicide is preventable and there are effective measures that can be taken to reduce those risks. If you live or work in Curry County, watch your mail box for a brochure from the Curry County Suicide Awareness and Prevention Council titled, “Recognizing & Responding to Suicide Risk During a Pandemic.” Read it and then put it somewhere you can easily find it to refer back to if you notice a friend, neighbor, colleague or family member exhibiting any warning signs. Keep 1619 Project Out of Oregon Schools The distorted hatefilled curriculum based upon the 1619 Project of the New York Times should be excluded from Oregon Schools. Parents of Oregon school children should fight back at attempts to shame their children about their patriotism, and family values. One of the major false premises of the 1619 Project is that the idea the Revolutionary War was fought because of a desire to maintain slavery, which they thought the British were about to abolish. On the contrary the Declaration of Independence declared, “These truth to be self-evident, that all men are created equal, that they are endowed by their Creator with certain unalienable Rights, that among these are Life, Liberty and the pursuit of Happiness.” Thomas Jefferson desired to put an anti-slavery clause in the declaration of independence and the U.S. Constitution, but the pro-slave owners in the south prevented it. Eventually the Civil War was fought to stop slavery in the U.S. The 1619 Project marked the arrival of the first enslaved Africans in the Virginia colony in 1619. The birth of the na-

At 1:39 a.m., officers responded to a report of a fight in Azalea Park at 640 Old County Road and contacted several adults and juveniles there. Parents, guardians and appropriate agencies were contacted. At 6:48 a.m., unknown suspects damaged an electrical box and wires at Azalea Park

at 640 Old County Road. Public Works was advised and made repairs. At 7:43 a.m., a traffic crash with no injuries reported a half mile up from Miller Bar. At 7:48 a.m., a transient male was cited for disorderly conduct following a fight in an alley in the 600 block of Chetco Avenue. At 9:54 a.m., a transient female pushed a shopping cart into the road and stopping traffic. She was warned for disorderly conduct and advised to clean up her mess. At 11:01 a.m., a transient male stole a can of chew from the back of a pickup truck in the 1000 block of Chetco Avenue. At 11:03 a.m., a disorderly transient female causing problems on property in the 800 block of Railroad Street was trespassed from the location and advised that she would be arrested if officers had to contact her again regarding her behavior. At 11:44 a.m., a disorderly transient female returned to a business in the 800 block of Chetco Avenue and formally trespassed from the property. At 12:04 p.m., a transient female stole a shopping cart from the 900 block of Chetco Avenue and caused a scene, yelling and screaming. She was formally trespassed from the store property and she returned the shopping cart. At 2:44 p.m., a transient male attempting to park an RV on private property in the 700 block of Pioneer Road was trespassed from the location. At 3:09 p.m., an animal complaint reported in the 15800 block of Highway 101. At 4:12 p.m., an animal complaint reported in the 700 block of Spruce Street. At 6:48 p.m., a report of a disorderly transient female pushing a shopping cart and yelling in the 800 block of Elk Drive. On the morning of Sept. 9, she started contacting everyone needed for approvals to set up the shelter. The Fair Board chairman Chris Brose granted permission first, along with Event Center manager Caitlyn Coleman. Next she needed a waiver from the state veterinarian to bring horses and other livestock across state lines. The closest fire currently is just over the California border in Gasquet. The waiver allows livestock to travel into Oregon without required vaccinations. Also required in these times of COVID-19, she needed to get an “event” permit to carry on the group’s activities through OSU Extension’s guidelines. Dixon says the project isn’t all just work, but also rewarding and sometimes memorably fun. The last time they operated the shelter, the volunteers placed pallets to sleep on next to where the pigs were housed. “You would never know that pigs [passed gas] and belched so much without that experience,” she laughed. Once animals are checked into the evacuation center, only volunteers and trained staff are allowed to interact with the animals and provide care. It reduces the stress on the animals, Dixon explained, because they become anxious about being abandoned all over again after seeing their owners.

after school program realized the seriousness of the problem families would be facing during the upcoming school year. “Parents were struggling with the need to keep their jobs and the need to make sure that their children were cared for during the day,” said ASCEND program director Karlie Wright. Library staff began speaking with families, teachers, school district

officials, and local and state partners to come up with possible solutions to the problem. The result of those conversations is a collaboration between Central Curry School District, Curry Public Library, and the Friends of Curry Public Library to provide a distance learning support program. Emergency funding for the program is being provided by one generous donor from the Friends of Curry Public Library, the Gold Beach Rotary Foundation, the Curry Health Foundation, and Advanced

Health. The Library is in ongoing conversations with additional funders to make sure the program can operate until the end of the first school semester if necessary. A grant from Southwest Oregon Children’s Foundation has awarded funds to expand the high-speed network of Curry Public Library. The expansion of the area covered by the network will allow more students to access the bandwidth needed to complete their online school requirements, while still maintaining social distancing protocols for

public safety. “While the library is not happy about the circumstances necessitating this program, I am thrilled with our community’s willingness to support our youth and families, and I am proud of our staff’s collective willingness to innovate during this health crisis,” said Library Director Jeremy Skinner. Although ODF was looking forward to forecasted rains early this week, Grafe said they’re now slated to fall sometime on Wednesday into Thursday. Unfortunately, these rains could bring thunder storms on east side of state, which could cause new fire starts. “It’s kind of a mixed bag relative to the weather, but overall, compared to what we dealt with, with the east winds, this gives us a lot of opportunity to make good progress,” Grafe said. Grafe said winds in south central Oregon could provide some challenges this week as well, but they are predicted to be relatively consistent. Across the Oregon landscape, Grafe said they have made tremendous progress on establishing control lines on most fires throughout the state. On the coast, fire crews have held lines off the North Bank Lane Fire in Coos county for 4-5 days, which has Grafe “feeling very comfortable on containment there.” At the Echo Mountain Complex, they are holding lines thanks to excellent work from crews. Positive work has also been happening at the Pike Fire in Tillamook County. “We’re holding lines on all those fires on the coast, I’m very proud of the work,” Grafe said. “Absolutely immense amount of work, in four days, accomplished. That sets the stage relative to what we can accomplish in

another five days.” Grafe credits their progress on the coordinated effort across all districts and communities. Lastly, Grafe made note of saying that as they begin to fly aviation crews for examination, the public must refrain from flying their own personal drones. National Guard and Emergency Management Major General Mike Stencel said Monday that by the end of today (Sept. 14) the National Guard should have over 700 members mobilized for response efforts. Additionally, by the end of the week, Stencel expects to have well over 1,000 guardsmen on duty. 143 guardsmen have been at Traffic Control Points throughout Oregon, including in Lincoln and Jackson Counties. Also, 11 aircrafts are in Oregon and available as they wait for the smoke to clear for examination. “As you can imagine, our pilots are pretty frustrated waiting for this weather to lift,” Stencel said. “But we’re anxious and hopeful that we are going to be able to fly, most likely in South East Oregon in the next 24 hours.” Director of the Office of Emergency Management, Andrew Phelps, spoke briefly about the fatality statistics, and addressing rumors and rumor control surrounding the fires. “Rumors can cost lives,” Phelps said. “We’re relying on government entities, official government sources and our media partners to make sure accurate information is being conveyed responsibly.”

Since 1960, the Department has approved, planned and constructed a system of water storage and transportation and power generation facilities (the Project). Currently, Project water is conveyed across the SacramentoSan Joaquin Delta through the natural channels of the Delta formed by the confluence of the Sacramento and San Joaquin Rivers, as those channels have been modified over the past 150 years. In recent years, the Department has undertaken to develop a comprehensive plan for the effective delivery of Project water across the Delta. The Department is currently undertaking environmental review and related planning and design activities regarding potential new Delta conveyance facilities. The facilities under review would transport water from new intake points on the Sacramento River at the northern edge of the Delta through an underground tunnel running below the natural waterways of the Delta to export facilities at the southern edge of the Delta. Separately, the Department has established a proposed revenue bond financing to finance the cost and expense of the environmental review, planning, engineering and design, and if and when appropriate, the acquisition and construction of Delta water conveyance facilities. On August 6, 2020, the Department adopted bond resolutions authorizing the issuance of revenue bonds for those purposes. Under the bond resolutions, bonds for construction cannot be issued unless specific conditions precedent are satisfied, which include regulatory and statutory requirements regarding the physical and environmental aspects of approving, constructing, and operating Delta conveyance facilities. On August 6, 2020, the Department filed a validation action to confirm the legal validity of the Department’s proposed bond financing. A validation action is a judicial proceeding in which a governmental agency, like the Department, can confirm the validity of a proposed financial transaction before it commits to or undertakes the transaction. NEWLY SOBER MOM REGRETS PAIN SHE CAUSED HER FAMILY DEAR ABBY: After smoking marijuana for 20 years, I quit two days ago. My head is starting to clear now, and things are coming into focus. I missed so much, and I feel terrible about it. How many times did I say no to my kids because I was lazy? How many times have I yelled at them for just asking a question? My 6-year-old would have this frightened look because he wanted something and I yelled because he interrupted me from doing nothing. I was at my in-laws’ on Father’s Day and started yelling at my husband for getting mad at me because I told his father, “Heck, you’re not my dad, so what do I care?” The neighbors heard me, I’m sure. My father-

in-law didn’t even come out of his bedroom, and I’m sure my husband won’t forget it. Although I’m not the nicest to him at times, he loves me. I can be downright disrespectful, and my kids see this. It’s the reason I quit smoking. Almost daily, I hear my 13-year-old say, “Stop yelling, Mom,” or, “Why are you yelling, Mom?” I have so many regrets. Can I make up for them? What can I do so my kids will remember good times and not just me yelling? Not sure where or how

to start erasing the bad. Any advice would be appreciated. -SMOKE IS CLEARING DEAR SMOKE: You have already taken the first step in making it up to your family by admitting your smoking was hurting them and quitting. The next step will be to apologize to each of your family members for your behavior and let them know you know it was wrong and hurtful and that it won’t continue. The last steps may be the most difficult. Resolve not to lapse back into the old patterns, do whatever is necessary to prevent it and join a support group if necessary. I know it isn’t my place to say anything, but the truth hangs over me like a dark cloud, and I feel complicit in the lie. My children, who are younger, don’t know, and I worry that if they ever discover it, they will think my partner and I are liars and resent us for not being honest all these years. This is a sensitive subject to broach to my brother and his wife. I have tried and been met with yelling and tears. Is there anything to be done at this point? -- GUILTY BY ASSOCIATION DEAR GUILTY: Although I wholeheartedly agree that children who are adopted should be told at an early age, the decision

to reveal or withhold that information resides with the parents, not you. At some point, their child may need accurate information for medical reasons. How your children could think you and your partner are liars for not telling them something that’s really none of their business mystifies me.
