COVID-19 Update

Governor considers travel restrictions THE PILOT

There were relatively few new confirmed positive tests of COVID-19 reported locally in the last week. As of the Thursday morning deadline for this edition, Del Norte County reported two active cases in self-isolation and 88 inactive cases — a total of 90. Curry County reported five active positive cases and nine recovered cases — a total of 14. No new cases of staff were reported at Pelican Bay State Prison and it appears that inmate testing thus far has not resulted

in any confirmed positive cases. Curry County Public Health has not responded to our requests for information about the number of positive staff cases from Pelican Bay State Prison who are Curry County residents. Public health officials in both counties continue to advise the public to practice social distancing, observe face mask requirements in public places, and wash hands frequently. There were news reports this week that Oregon Gov. Kate Brown may be considering travel restrictions. In response to an in-

quiry, the governor’s press office responded as follows: “As mentioned in recent press availabilities, in recent weeks, doctors, health experts, and case investigators have reported seeing cases linked to interstate travel. The issue of travel restrictions was raised by members of the Governor’s Medical Advisory Panel based on COVID-19 cases linked to travel in southern Oregon, which is troubling based on the spikes in case counts California is currently experiencing. County-level COVID-19 data from across the country likewise

shows increasing case counts between linked communities across state borders. “We are asking the health experts at the Oregon Health Authority and the Medical Advisory Panel for more data on travel-related spread of COVID-19, as well as recommendations for health and safety measures to address such cases. In conversations with legislators today, our office also discussed the reality that many Oregonians in communities on the state’s borders often cross those borders for work, and that any restric-

tions must take economic and supply chain implications into account. As the Governor has stated previously, our focus is on restrictions related to tourist travel from hotspot states and communities. Conversations are ongoing about how those restrictions could work.” California Gov. Gavin Newsom did not respond to our question about whether California is considering travel restrictions. The Port of Brookings Harbor began construction of a temporary seawall along Sporthaven Beach this week. As planned to help prevent debris and saltwater from inundating the adjacent recreational vehicle park, the concrete blocks also will define a widened walking path above the beach. Bumpers and new parking area striping are being added, as well, and the roadway has been designated for one-way traffic only.

Event Center roof replacement begins soon

Editor’s Note: Many people who drive by the Event Center on the Beach in Gold Beach, which is also the home of the Curry County Fair, may not know the history of the property — or how it is managed. Becky Campbell, Gold Beach City Councilor, is among those concerned about the future of the fair and event center, and shares this information with our readers. BY BECKY CAMPBELL Friends of the Fair

The Event Center on the Beach is located in Gold Beach on Ellensburg Avenue (Highway 101) on the ocean- or west-side of the street and is literally beside the beach and Pacific Ocean. The buildings on the property are owned by Curry County. The land was deeded to the “Curry County Fair” by the Crook and Turner families back in the 1930s as a location for the county fair. Prior to this, our fair was a joint venture held by Coos and Curry Counties. Due to budget cuts and a downturn of our local timber economy, our county government has been unable to fund basic infrastructure of these county-owned buildings. A nonprofit foundation, Friends of the Fair, was formed to support the needs

The bulk of funds have been earned through catering events held at the event center. From 1993 to date, Friends of the Fair has donated $200,000. This money has funded projects such as the purchase of a John Deere tractor, a commercial dishwasher, chairs, tables, and carpet for the upper mezzanine in the Docia Sweet building. Unfortunately, this wonderful organization has been unable to fund all of the needed infrastructure and maintenance necessary on this property. This need was acknowledged by the

Gold Beach City Council in June 2016 when it decided to assist the ECOB by creating a permanent funding stream for maintenance and infrastructure repairs of county-owned buildings located within our city limits. This funding stream was created in the form of a tax on tourists. The city council increased the tax on hotel, motel, bed ‘n breakfasts, and vacation rentals within the city limits by one percent. This funding stream is called the Transit Lodging Tax or TLT. This additional one percent is to be used on maintenance at

the event center. The first big expenditure of your taxpayer money is beginning with a roof replacement project. The Event Center Board of Directors is made up of six people: Dave Hoenie who serves as president; Rob Carillo who serves as vice president; and fellow board members Bob Chibante, Tim Scullen, Jeri Lynn Thompson, Erin Johnson, and Chris Brose. Gary Vila is the maintenance supervisor, Micki Wills is the office manager, and Kaitlyn Coleman is the chief executive officer. More Roof on Page A2

Adapting to restrictions from COVID-19, the Oregon School Activities Association has set a new course for 2020-21 school activities. Taking a cue from Nevada’s association, the OSAA announced Wednesday that it has opted to schedule truncated winter, fall and spring seasons – in that order – with contests starting in the new calendar year and running through late June. That means the basketball season will go from Jan. 11 to March 7 and the football season will run from March 15 through May 9, all predicated on COVID-19 guidance from the Governor’s Office and Oregon Health Authority. “The goal was to try to maximize opportunities for students, providing three distinct seasons for schools later in the year,” OSAA executive director Peter Weber said. Two weeks ago, the OSAA pushed back the first contest date of the fall season to Sept. 23, keeping the first date of fall practice at Aug. 17. But due to state restrictions for COVID-19, the vast majority of Oregon school districts have committed to starting the year with online learning, casting doubts on fall sports and activities. By delaying the first practices until Dec. 28 and the first contests until Jan. 11, the OSAA is hopeful that more schools will have a chance to compete. “Nearly all schools are going to have to spend a significant part of the fall in comprehensive distance learning,” Weber said, “and that will present challenges in terms of the ability to offer opportunities to students in some areas. So moving the season allows for those opportunities.” Each sport will have a seven-week regular season followed by a “culminating week.” Weber said that the specifics of the culminating weeks are still to be determined. “We’ll have to work with our membership on what that would look like,” Weber said. “In our football contingency groups, they said that maybe that could be a bowl game. And that type of approach could be done in other activities, as well. We definitely wanted to leave room for the opportunity of some type of culminating event.” The period between Aug. 31 and Dec. 27 – dubbed Season 1 in the plan – also presents potential opportunities for students to participate. Knox. Kenny and his loving wife, Jane Dee Larson Knox, were married on November 1, 2001 in Lake Tahoe. They moved to Brookings, Oregon five years ago. Brookings was Kenny’s happy place. He loved the ocean, the beach and the people. Kenny loved life and his family was most important to him. Kenny was a meat cutter for Safeway for 20 years. He worked for Robert Mondavi Winery for 23 years until he retired in 2015. He was a member of Trinity Lutheran Church of Brookings. On July 29th, Kenny was presented with The Quilt of Valor for his service in the National Guard. Kenny was preceded in death by his father and mother and his step-daughter, Laura Beth Kolb Sanchez. He leaves behind his wife, Jane,

He grew up in Klamath, California and Crescent City, California. Danny served two years in the Navy, joining at the age of 17. His skill sets were vast and he held many jobs throughout his lifetime, following his spirit. In 1984 he married Karla Few and together they raised an amazing family in Eugene . When his mother became ill Danny moved back to Brookings to care for her until she passed in 2006. For the past 10 years Danny was living in Brookings, Oregon,

He also leaves behind his brothers Wayne Leroy Knox (Beverley) of Modesto, California and Michael Craig Knox (Carmen) of Coeur d’Alene, Idaho, 6 grandchildren and 2 great grandchildren. A Celebration of Life was held on the beach on Sunday, August 2nd at 1:00 PM. Pastor Matt Steendahl of Trinity Lutheran Church of Brookings officiated. Daniel Lee Headley, born May 14, 1961, drank his very last Dr. Pepper and was taken from us too soon, on July 21, 2020 at his home in Brookings. Danny lived a happy contented life and made sure all of those around him felt that Zen spirit.

The Census is the process of counting everyone living in the United States and takes place once every 10 years.

This hard-working group has updated both their Master and Capital Improvement plans which identified the projects they feel are in the greatest need. A new roof for the Docia Sweet building was at the top of the list. Architect and engineer firms were used to plan the specifications and type of roof that is best suited for our coastal high-wind environment. A roofing company is under contract and has begun to stage supplies at the event center. Work is slated for the month of August. The roof for Docia Sweet should be completed by September. The hope is that by the time government restrictions on larger group gatherings are lifted, your event center will be ready to accommodate all your needs.

The Oregon Department of Human Services has received approval by the federal Food and Nutrition Service to continue in August to provide increased food benefits and waive the interview requirement for new applicants – making it faster and easier for Oregonians to access benefits. This will result in an additional $30 million to eligible Supplemental Nutrition Assistance Program (SNAP) recipients in August 2020. “As the pandemic continues, access to food has worsened greatly,” said Self-Sufficiency Programs Deputy Director Claire Seguin. “Providing another month of emergency assistance will help ease the threat of chronic hunger in Oregon.” SNAP households will automatically receive the additional allotment in the same way they receive their current benefits. For most customers this is an EBT card. The additional benefit amount will be disbursed on the schedule below to all eligible SNAP households. August 11 — Current SNAP households not receiving the SNAP maximum allotment. August 29 — New SNAP customers who did not receive the August 11 allotment and are not receiving

the maximum benefit. No additional action is needed from Oregonians already enrolled in SNAP. The increase brings all households to the maximum SNAP benefit. Households that already receive the maximum benefit will not receive any additional benefits. SNAP benefits are based on the number of eligible people in the household, as follows: Household size and maximum monthly benefit: 1, $194;2, $355; 3 - $509; 4, $646; 5, $768; each additional person, an additional $146. This allotment will not permanently change a household’s monthly benefit amount. It is a temporary supplement to help during the current health crisis. The Department of Human Services will not be sending individual notices to households about the emergency allotments. In addition, Oregon received approval to continue

to waive the requirement to complete an interview for new SNAP applicants. This change will allow us to process applications faster and better serve those Oregonians hardest hit by the COVID-19 pandemic. Staff will still reach out to new applicants to offer additional resources, explain requirements and answer questions. The monthly Downtown Brookings Second Saturday Art Walk is slowly coming back to life, growing to four venues for the Aug. 8 event. This month, the Art Walk will return to its regular time of 3 to 6 p.m. Venues include Manley Art Center, 430 Oak St.; Brian Scott Gallery, 515 Chetco Ave.; Forecastle Books, 547 Chetco Ave.; and Semi Aquatic Gallery, 654 Chetco Ave. Face coverings are required inside all galleries and visitors are asked to practice social distancing. Manley Art Center will show “Under the Sea” by Jenny Dwaileebe and Heike & Co. Dwaileebe is an award-winning ceramic sculptor. Faith Forum: Replacing a limited view of others Columnist

When I watch the news and hear of removing symbols of people who, in some cases, had an unsavory past, I can’t help but think of a lesson I learned from a business course. It was called “the frozen evaluation.” They used the example of a boy from “the wrong side of the tracks,” who the community never thought would amount to anything. He moved on and eventually become CEO of a company, but when he finally returned to his old town, people still thought of him as “that boy from the wrong side of the tracks.” He was not allowed to change or improve in their eyes. In Biblical times, there were people who could have been thought of in a similar fashion. Moses killed an Egyptian in anger, yet he went on to lead the children of Israel out of bondage and gave us the Ten Commandments for all time. David arranged for Bathsheba’s husband to be slain in battle so he could marry her, yet he went on to become the great psalmist who set forth psalms of wisdom and comfort for the centuries. Saul wreaked havoc on Christians, sending them to prison and giving his consent to the stoning death of Stephen. Yet he was converted and renamed Paul, who then traveled all over preaching about Christ. In his epistle to the Ephesians (Eph 4:22, 24), he could say from personal experience that we need to “put off concerning the former conversation the old man…and be renewed in the spirit of your mind;… put on the new man, which after God is created in righteousness and true holiness.” He further explained to the Colossians (Col 3:10) that we are “renewed in knowledge after the image of him that created him.”

Most bars, restaurants complying with mask rules THE PILOT A month after announcing that state inspectors would be conducting weekend spot checks in bars, restaurants, breweries, tasting rooms, and other establishments that serve alcohol to enforce state face covering and physical distancing requirements, Gov. Kate Brown on Wednesday thanked Oregonians and the vast majority of business owners who have

helped to slow the spread of COVID-19. “One month ago, at the beginning of the July 4th weekend, I told Oregonians that we stood at a crossroads: we could either stop the spread of COVID-19, or watch infections and hospitalizations rise across Oregon, leading to the closure of businesses and counties again,” Brown said. “We still have a long road ahead of us. Infections contin-

ue to rise. But I’d like to thank Oregonians, business owners, and local officials for stepping up to the plate to help make sure we are all wearing face coverings, keeping our physical distance, and working together to keep our friends, neighbors, loved ones, and fellow Oregonians safe.” Since July 4, Oregon Liquor Control Commission inspectors have spot checked over 3,600 licensed establishments.

More than 93% have been found to be in compliance with physical distancing and face covering requirements. Of the small number found not to be in compliance, the vast majority took steps to implement corrective measures when given instructions by OLCC about how to achieve compliance. Only about 1% of spot-checked business were referred to Oregon OSHA for further investigation.

Likewise, Oregon OSHA has fielded over 3,400 COVID-19 related complaints from the public and others about businesses and workplaces since the week of July 4th and found only a small number of businesses to be in violation of COVID-19 health and safety requirements. Since March, Oregon OSHA has conducted over 5,000 spot checks of businesses, initiated more than 60 inspections based

on COVID-19 related complaints, and have found it necessary to issue 14 citations and five Red Warning Notices. Red Warning Notices apply to businesses that appear to be in willful violation of Oregon’s COVID-19 health and safety guidance or who refuse to take corrective measures. Such businesses are closed until the hazardous condition is remedied. Violation of a Red Warning Notice results in stiff penalties.

Brookings-Harbor School District and Steve Perkins of Port Orford-Langlois School District all are busy trying to nail down details for beginning classes. “It is too early to fully comment as all we have are the dates of the new seasons,” Wilson said. “Initial conversations have included limited practices and conditioning as we are currently doing. We do not plan for any contests. As most Oregon schools are opening with distance learning away from school it would be difficult to justify traditional activities at school.” Marshall agreed, stating “it is a little too early to be able to determine what we may be able to offer in terms of sports opportunities this fall right at this moment.” And Perkins said

POLSD has no immediate plans for any sports participation, although they will look at that in the future. The winter sports of basketball, wrestling and swimming can begin official practices Dec. 28, with their first contests Jan. 11 and culminating week March 1-7. Basketball teams will have 14-game regular seasons. The fall sports of football, soccer, volleyball and cross country can start practicing Feb. 22 and will play their first contests March 8. All have culminating weeks of April 26May 2, except for football, which extends to May 3-9. Football will have a seven-game regular season. The spring sports of baseball, softball, track,

golf and tennis will begin practices April 19, play their first contests May 3 and have culminating weeks June 21-27. Baseball and softball teams will have 18game regular seasons. Weber said that schools made it clear that they preferred to keep the traditional groupings of seasonal sports. The OSAA swapped the order of winter and fall sports because of weather. “Cross country, soccer and football are outdoor activities, and if we can play those in March or April, that’s probably a better scenario than January or February,” Weber said. Much remains up in the air, such as scheduling (emphasis on local and regional) and the use of power rankings.

“That could look different in different activities,” Weber said. Guidance on spectators will come from the state. “They’ll set those guidelines, and obviously we’ll follow them,” Weber said. Activities will have culminating weeks from March to May: cheer (March 8-13); dance/drill (April 12-18); speech (April 19-25); solo music (April 26-May 2); choir (May 3-9); and band and orchestra (May 10-16). According to current state guidance, schools can’t open for in-person learning until the statewide COVID-19 testing rate is at or below 5.0 percent for three consecutive weeks. In addition, counties must meet benchmarks to open their schools. For

three weeks in a row, they must have 10 or fewer cases per 100,000 over a seven-day period and a test positivity rate of 5.0 percent or below over a seven-day period. The OSAA does not have specific guidance from the state on whether students could participate in certain activities if they are not doing in-person learning. “That wasn’t allowed this past spring by the governor but that could change,’” Weber said. “Even if that happens, there’s still going to be challenges for schools this fall, with everything they’re trying to do academically.” • The Pilot contributed to this story with comments from local school superintendents.

A federal CARES Act allocation of $10,675,172 to the Tolowa Dee-ni’ Nation in Smith River will largely be used to offset un-budgeted expenses due to the global coronavirus outbreak, the tribe reported in a news release Tuesday. The funds were part of $8 billion set aside for tribes across the country in response to the pandemic. Funds have been allocated to add important safety measures to infrastructure and facilities for the protection of employees and citizens, increase service delivery for citizens and invest in the continued strengthening community recovery. “We the Tribal Council are striving to continue to build a stronger tribe and community even during this tribal, state and national crisis,” said Tribal Chairperson Leann McCallum. “We are looking at multiple ways to offer relief to citizens through our vital programs, as part of the continued goal of continue to provide for the general welfare of our membership.” According to the news release, the Attorney General’s office issued an opinion of federal CARES Act funding saying funds should be directed to necessary expenses and programs that support the recovery of the Tribe from disruptions caused by the COVID-19 pandemic. A Tribal “per capita scheme” is a prohibited use of the funds. Use of the federal funding must be tied to costs incurred due to the public health emergency the nation is facing. The Tolowa Dee-ni’ Nation’s plan is to help guide

all facets of the Tribal Government and citizen concerns. “Unfortunately, many employers across the country have had to make drastic program cuts along with mass layoffs or business shutdowns,” Tolowa Dee-ni’ Nation Vice Chairman Jeri Lynn Thompson. “We the council are very proud that the nation did not have to completely take that route in our operations. We are able to make appropriate reductions to continue to pay our government employees so they did not financially suffer while keeping essential tribal services operational.” The tribe’s spending plan is allocated to multiple areas, according to the news release: Personal protective equipment (PPE), adding facility space for employee’s social distancing, investment in information technology (IT) for preparations to continued operational restrictions, restoration of operations, payroll functions, continued investment to assist the Tribal citizens with economic recovery and for the on-going response to COVID-19. The tribal council has modified the Tribe’s FY2020 budget to accommodate the spending plan and will continue to monitor and provide input on the plan as it further develops. Plans will be subject to change as the pandemic and needs change. We will continue to work together to meet this un-seen predator head-on and ensure our continued survival of the Tolowa people and as an end result be a stronger united people,” said Councilmember Dr. Joseph Giovannetti.

Two re-offered timber sales on the Rogue River-Siskiyou National Forest were succsssful, according to Forest Supervisor Merv George, Jr. In a statement on July 27, George said that after continued dedicated efforts by employees, the agency was pleased to announce the successful re-offering of two recent timber sales: Wildhorse and Long Fire Salvage. He said both timber sales provide an opportunity to treat the forest landscape and reduce hazardous fuels while providing economic and forest health benefits. Wildhorse Re-offer Timber Sale, located on the Wild Rivers Ranger District, had received four responsive sealed bids at the time of the announcement. The apparent high bidder was Murphy Company of Eugene, according to the notice. The sale is comprised of 3,202 MBF of Douglas-fir. At the current bid rate, the total sale value is $196,794. Long Fire Salvage Re-Offer Timber Sale, located on the Gold Beach Ranger District, had received one responsive bid from CLR Timber Holdings, Inc of Brookings. This sale is comprised of 5,797 tons of Douglas-fir for a current total sale value of $12,579.
