Man arrested for murder of teen By BREEANA LAUGHLIN The Pilot

A man is in custody on charges of murder in the second degree of a 16-year-old male who was shot and killed in Brookings on July 11. Francisco Villegas-Lopez, 18, was taken into custody on Thursday, July 28 without incident and lodged in the Curry County Jail. The Brookings Police De-

partment and the Curry County District Attorney’s Office applied for and were granted an arrest warrant for Villegas-Lopez. He was located while walking on 5th street in Brookings at 7:46 p.m. The arrest stemmed after weeks of intensive investigation. Police discovered the body of the deceased victim after receiving a 911 call in the early morning of Monday, July 11, on Hemlock near Fern Street. The major

crimes team was then activated. The Brookings Police Department is thanking the many community members who assisted in this apprehension. “Our homicide investigation continues to be the greatest focus of our resources with a significant number of hours spent by nearly every officer in this department conducting followup interviews and furthering evidence collection,” reported

Brookings Chief of Police Kelby McCrae in a recent update to the Brookings City Council. The police chief said further information regarding the homicide case would be released to the public as it comes available. This investigation is ongoing. The candidates for governor of Oregon debated state issues Friday in a forum before the Oregon Newspaper Publishers Association in Welches". Debating were Democrat Tina Kotek, former speaker of the Oregon House of Representatives; Republican Christine Drazan, former minority leader of the Oregon House; and independent Betsy Johnson, a former state senator. Four Oregon newspaper executives questioned the three. Here are their paraphrased statements.

Opening remarks Drazan: I am originally from Klamath Falls. My family was less stable than they would have liked, too dependent on natural resources. They talked about politicians leaving people behind.

A long line of law enforcement boats jetted up and down Rogue River last week. Participants in the Oregon State Marine Board jet boat operations training learn how to shallow dive off of their boats into the water.

The jet boat drivers maneuvered their crafts into small channels and through strong currents, performing emergency stops and securing their boats to rocks along the river shores. The boat drivers, and their instructors, were taking part in a weeklong training designed to teach law enforcement, fish and wildlife and fire personnel the skills to safely operate their watercraft in emergency river scenarios. The jet boat operations training was hosted by the Oregon State Marine Board on July 25 to 29. “This is critical training for marine law enforcement and first

responders,” said Ed Persichetti, the training coordinator for the Oregon State Marine Board Boating Safety Program. The marine board contracts officers to uphold the law on waterways and the keep the waters safe, said Persichetti. Those who complete the training become the qualified boat jet operators tasked with carrying out these duties. Curry County’s wild and scenic Rogue River is a prime spot for the yearly safety training for a number of reasons. “We have the support of the sheriff’s office – which is always a bonus. And the support of the community – which is always a bonus,” said Persichetti. Plus there is plenty of water to maneuver and work around in the Rogue River. “It is such a dynamic waterway. We have 42 miles to stretch our legs – if you will – and train individuals,” he said. Kotek: I began public service at the Oregon Food Bank. I have focused on having a positive impact on people’s lives. Families are worried about making ends meet Johnson: I believe we’re losing the Oregon that we love. I call for common-sense change. My allegiance is to Oregonians, not to any party or vested interest. Responses to panelists’ questions Q: The timber industry is declining. What steps would you take? Kotek: When all parts of our state are successful, we’re all successful. I’d work with the communities to make sure we could use timber products. Drazan: My dad worked in a veneer plant that went away. We’re grateful that the tech industry stepped in, but it must become more productive. Support the state as a whole. Johnson: I visited the Elgin Veneer Plant and worked to save jobs when the Department of Environmental Quality wanted to shut them down. We must manage forests so they don’t burn down. __________________________ Q: We hear of homelessness as a crisis. What would you do? Kotek: I have a five-point plan on my website for shelter for homeless. We have increased shelters quickly. Johnson: I reject the notion that Tina is the only one working on homelessness. I made Wapato Jail a place of healing and hope. We’re getting more tent cities. Drazan: As a freshman representative, I focused on youth homelessness. I passed second-home legislation, and more than 70% finished high school because of it. _________________________ Q: How did Wapato work?

Beach. The fair featured a new carnival, bull riding, live music, magician shows, livestock shows and auction, a chance to see exotic animals and more. “Community members were so happy and supportive,” said event

Drazan: Oregon continues to be a leader in climate issues; we transitioned out of coal. We also need

Kotek: The priority for the governor is to keep people safe. My opponents have voted against background checks. Johnson: I’m a responsible gun owner. Raise the age for certain weapons from 18 to 21. ______________________ Q: High tech is a big player. Why is Oregon missing out on such growth, with that big Intel plant placed in Ohio? Kotek: Expand high tech and broadband. I have a personal relationship with the Intel CEO. Johnson: I talked with Intel executives, who said, “Answer the damn phone.” There were warning signs. Drazan: We have some of the worst tax laws in the United States. Oregon is stronger when business is better.

As long-time jet boat operators, these instructors are tasked with teaching their trainees how to navigate the waters efficiently, effectively and safely. “The goal for trainees is to get the expertise from the instructor and build their own skills and techniques,” said jet boat operations training instructor Nate Thompson, a sergeant with the Clackamas County Sheriff’s Office. Thompson said he took the training 15 years ago, went home and perfected his jet boat skills, and came back as an instructor a few years later. “As an instructor, it’s about figuring out what the trainees’ baseline skillset is and then building off of that. Sometimes people come into it already knowing how to read the water well. Other times we need to teach them that along with driving the boats,” Thompson said. “Throughout the course of the training, they learn how to navigate these types of water safely –

Fur Ball raises funds for animals

The first ever Fur Ball fundraiser attracted a huge crowd. The event at the Brookings Elks Club on Saturday, July 20 was sold out.

Community members came out dressed to the nines for The South County Humane Society’s inaugural Fur Ball fundraiser on Saturday, July 30. The sold-out event included a cocktail hour, fashion show, a silent and live auction, music, and speeches from Brookings city councilmember Brad Alcorn, and his wife, South Coast Humane Society’s Executive Director Jenifer Alcorn. Brad Alcorn gave Fur Ball participants an inside perspective into the life of his spouse that they may not have known about. The Humane Society Director has also been a world-champion female professional boxer, trained fire-fighter and personal fitness expert. These days, most of Jenifer Alcorn’s time is spent making sure her and her

family’s dogs are happy, along with caring for all of the animals at the shelter, her husband said. “When your executive director gets to work, she is doing the physical work it takes to have a clean kennel, a clean shelter and to make sure all of the animals are taken care of. That is absolutely her number one priority and I hear about it every day,” Brad said. “All of you are lucky because you will never ﬁnd somebody who has a better work ethic, better commitment to rescuing animals and a better commitment to her community than my wife,” he said. After Brad gave his wife praise for her commitment to the South Coast Humane Society, Jenifer Alcorn praised her staff, volunteers and board. “I cannot say enough about my staff,” she said. “But the one thing I can tell you about the Humane Society is that the

past board put us in an awesome ﬁnancial position by paying off our thrift store. This past year, I had an employee (Donna Nielsen) come back to us that is one of the most awesome people I know.” Donna Nielsen, the thrift store director, was awarded a gift certiﬁcate at the Fur Ball in recognition of her work. “The thrift store is really our backbone

and the reason why we are able to do as much rescue as possible,” Jenifer said. After dinner and speeches, emcees Ted Fitzgerald and Jim Trost announced the silent auction award winners and Fur Ball guests listened to music performed by the Aurora Band. The event was hosted at the Brookings Elks Lodge.

LETTERS TO THE EDITOR Someone was missing I am writing to thank you for hosting the ﬁrst gubernatorial debate of this campaign season. Last Friday, I was watching the debate you hosted and noticed something, or rather, someone, was missing. Of the multiple candidates running for governor of Oregon, only three of them were invited to attend. A duly elected Libertarian candidate, R Leon Noble, had been excluded and I would like to know why. Mr. Noble earned the nomination of the Libertarian Party of Oregon during their primary election held last June. Unlike other “minor” parties, Libertarians do not need to spend millions of dollars on a primary campaign in order to ensure ballot access. With our closed primary rules, we are able to develop personal relationships between candidates and constituents, not just throw dollars around trying to buy votes. Was R Leon Noble excluded because he is not a woman? Oh, I have your attention now, don’t I? Or was he excluded because in this day of “Pay to Play” politics, he has yet to raise the millions of dollars already in the coffers of the three female politicians who appeared on the ONPA stage. Furthermore, Ms. Johnson is still in the process of collecting signatures in order to appear on the ballot in November. As mentioned above, Mr. Noble has no such hurdle to overcome, yet he was excluded from the debate. Could it be in this age of political correctness, white privilege and toxic masculinity, that the ONPA doesn't want to hear from a white man? Are you trying to silence candidates who haven’t “paid their way” into the governor’s race? Or is it Mr. Noble’s ideas that you are afraid of? Are you concerned that the people of Oregon might hear a message that disturbs the status quo? Most Oregonians can agree that neither Ms. Kotek, Ms. Drazen, nor Ms. Johnson represent them. Why can’t those disenfranchised voters hear from a candidate who will? I don't know about you, but the platform of safety and security, liberty and equality and the economy sounds to me like just what Oregon needs to hear right now. I have seen this transient situation in much larger cities than our little town of Brookings. Redding, California has a huge homeless problem. They are constantly cleaning up areas where the homeless camp only to clean up the next area then circle back to the original camping sites that are again trashed. They remove thousands of pounds of waste each time, all at the expense of the tax payer. Medford has the same problem. My point is, the Turnkey Project needs to be proven to work in our larger cities before bringing this to our tiny town. Larger cities have the infrastructure. We do not. We don't have a hospital or mental health facility. We do not have the healthcare workers. We do

not have housing for our current residents much less providing space for transients. Brookings is a small town based on retirement, fishing and tourism. If you allow this group to encourage transients to come to Brookings (and yes, they will and word gets out), you will see our little town die a slow economic death. We all get angry and feel sorry for "tent city" by the liquor store. Now that CORE has set up shop across the street there have been several incidents of transients approaching customers for handouts. One man actually walked across the street in his underwear to CORE. He walked out a short time later with new clothes on and a brown bag of food. This is in the same shopping center as the new arcade for children. Used needles and trash are found in a previously clean parking lot. Other businesses are cleaning daily as the CORE workers don't. I'm just a concerned resident. This is a slippery slope. The most recent involves their desire to control access to publications within our libraries, primarily books with references to sex. Does this include our Bibles too? Because it contains references justifying rape, along with pornographic writings, incest and more. For example: Numbers 31:17-18 Now kill all the boys. And kill every woman who has slept with a man, but save for yourselves every girl who has never slept with a man. Matthew 7:1 Judge not, that you be not judged. Can they even spell hypocrite? Maybe this will of benefit; Matthew 7:5 You hypocrite, first take the log out of your own eye, and then you will see clearly to take the speck out of your brother's eye. James 1:26 If anyone thinks he is religious and does not bridle his tongue but deceives his heart, this person's religion is worthless. Keep your personal beliefs to yourself and do your job. Steven Plaxco Brookings Times are changing I'm a Vietnam era veteran, US Army 1965 to 67. We lost more than 580,00 of my brothers and sisters during that conflict. There were protests and demonstrations and we were called "baby killer." Find it interesting that now more that the total losses in that conflict are killed every year to "legal drugs" and pro choice people are not called "baby killers." New Study Shows Energy Exports Big Win for U.S. Economy BY CHRIS WOODWARD InsideSources.com

Progressive Democrats are demanding a ban on all U.S. oil exports, claiming it will drive down the price of gas at the pump. Nationalist Republicans are attacking the Biden administration for selling oil from the Strategic Petroleum Reserve on the open market, allowing millions of barrels to be bought by China. But new research shows allowing U.S. oil exports and gas exports lead to more wealth and work for Americans. The study, conducted by consulting and communications firm ICF on behalf of the American Petroleum Institute and American Exploration and Production Council (AXPC), analyzed the six years since the ban on exporting U.S. crude oil was lifted in December 2015. The data showed enabling exports not only reduced global oil prices by an average of $1.93 per barrel but also added $161 billion to gross domestic product and added 50,000 jobs to the economy. “American energy leadership doesn’t just deliver significant benefits to Americans— fueling the U.S. economy and American jobs, delivering reliable energy, and helping put downward pressure on prices, but it also strengthens global security and supports our allies,” said API president and CEO Mike Sommers. “U.S. energy exports provide critical stability to the global market, support our allies across the world who depend on American energy to meet their needs, and strengthen American energy security here at home.” If the United States is not exporting energy, Sommers argued, it leaves the door open for unstable nations or those with less stringent environmental standards to fill the void and reap

the benefits. “As this analysis shows, lifting the ban on crude exports in 2015 saved Americans money at the pump, supported thousands of good-paying American jobs, and reduced our country’s dependence on foreign oil,” said AXPC CEO Anne Bradbury. “At a time when Americans are hurting from the price at the pump, it’s clear that increasing the global supply of crude oil is critical to lower energy prices here at home and greater energy security around the globe.” While the news may come as a surprise to some people and politicians, organizations including the Institute for Energy Research say this is precisely what needs to be done. “In a basic economic sense, increasing the market for a product is likely to lead to increased production of that product,” IER director of policy Kenny Stein said. “So, allowing U.S. oil to be sold to anyone at higher international prices naturally led to increased domestic investment and production.” Additionally, a crucial problem with the crude oil export ban was U.S. refineries on the Gulf Coast were not designed to refine the types of light oil that were booming due to the hydraulic fracturing revolution. If the light oil could not be exported and domestic demand was limited, Stein said there was little incentive to continue investing in increased production. “Lifting the export ban allowed domestic production to truly take off, turning the U.S. into a net oil exporter for the first time in more than 50 years,” Stein said. “Lifting the export ban should always have been considered a slam-dunk policy move, all upside, and no downside, and this study shows

that clearly.” Linnea Lueken, a research fellow with the Arthur B. Robinson Center on Climate and Environmental Policy at The Heartland Institute, said Biden administration policies are not hurting, not helping prices. “Recent restrictions on domestic oil and gas production, namely moratoriums on leasing and similar hostility have had the opposite effect,” Lueken said. “The U.S. is capable of being not only energy independent but energy dominant too.” Environmental groups are not fond of natural gas or LNG exports. Organizations, including the Sierra Club, have long argued that “natural gas production creates greenhouse gas emissions every step of the way” before it is ultimately consumed at, say, a power plant. “Exported natural gas must be liqueﬁed, kept cold, transported overseas, then regasiﬁed before it can be used,” wrote Sierra Club in a 2021 report. “All of these extra steps translate into (carbon dioxide) emissions up to 21 percent greater than plain old natural gas.” Still, supporters of natural gas say the United States is the best choice to go after these and other fossil fuels. “Natural gas and LNG exports are particularly important to the U.S. economy,” Lueken said. “If production and exploration for oil and gas were allowed to continue the way it was before, and if an expansion of our export capacity was encouraged by removing unnecessary regulatory hurdles, we could also play a role in helping our European allies cushion the blow of potentially losing exports from Russia.” ABOUT THE WRITER Chris Woodward writes about industry and technology for InsideSources.com.

Ridiculous and false claims that the library contains pornography and are "grooming" young children continue, unsurprisingly, to make the rounds, but this one letter was different. This letter had evolved beyond the original terror campaign of using the word "grooming" as a lazy, catch-all buzzword to incite panic, and dared to claim further that books in our local

library teach kids that self harm, oral sex, and prostitution are a "means to get what you want." Please, read that again. I am all for free speech, and I oppose censorship. Which is precisely why I support the library. But what I've been trying to ﬁgure out, is at what point did we leave free speech behind for misinformation and outright libel? Sheldon Jay Goldﬁn of Reno Nevada passed away peacefully, with his family at his side, at Renown Medical Center on Tuesday July 12, 2022. Sheldon, Shel to his friends, was born August 23, 1932 in Duluth, Minnesota to Joseph and Elizabeth (Karon) Goldﬁn. They relocated to Marysville California and he graduated from Marysville High School. At the very young age of twelve he learned to drive

a truck, making deliveries for his father’s produce business. He knew right then that truckin’ was his passion and became a very successful owner/operator. His company, Diamond G Trucking, varied its role over many decades. Trucking lumber to Las Vegas, cargo to Chicago, and logging in Oregon. At the age of eighty-two, he decided to park his 10-wheeler and retired. Sheldon is survived by the love of his life, best friend, and partner

Aida (Olivares) Goldﬁn; married over 67 years and still madly in love. He is also survived by son Mitchell and wife Lori, four grandchildren, and ﬁve great grandchildren. He was so very proud of his family. Sheldon was preceded in death by a younger son Matthew. At Shel's request, there will be no memorial or celebration of life. Instead, we ask that folks carry out a simple act of kindness in his memory.

Carol Ann Heaney Slewing passed away Sunday, July 24, 2022. She leaves daughters Sheryl Slewing-Olson and Susan Slewing-Adams and, son James Anthony Romanello, grandchildren Richie Romanello and Brittaney Romanello, great grandchildren Barry and Azul, sister Pat Malone and niece Kathryn Torre. She was predeceased by her

husband Forest “Cal” Slewing, son Robert Slewing and nephew John Malone. Carol was born October 14, 1940, in San Francisco where she attended Lowell High School and was active in their Equestrian Program which led to her becoming “Queen of the Junior Grand National”. After living in Marin County, the family moved with their beloved Old English Sheepdogs to Montgomery Creek, California where they owned and operated S & H Organic Acres… and Carol learned more about Elephant Garlic than she cared to know. She worked for Mountain Union School District, was instrumental in forming the Mountain Lioness Club and active in the 4H horse program.

Following her retirement, she and Cal enjoyed traveling the USA in their motor coach, visiting the UK and New Zealand, and taking many Cruises. In 2001, she and Cal moved to Brookings, Oregon where she learned to play bridge, joined a book club, worked at Words and Pictures, was elected School Board President, and became a Soroptimist, serving as President twice. Besides all the people mentioned above we want to thank Marilyn, Greg, Candy, Melissa, Martha, and Che-Shup. They were amazingly helpful to Carol in her last weeks and days. Memorial will be announced at a later date. Safe and amazing travels Mom, Sister, Aunt, and friend. God Bless you, we love you!

Full-Throttle Fishing Comes to the Oregon Coast

There’s a new fishing guide in town—one whose unorthodox methods have introduced countless anglers to “full-throttle fishing” across Oregon and the West. Meet Captain Nick Young, owner and operator of Nick Young Outdoors. I first met Nick years ago, when his guide business was headquartered at eastern Oregon’s Owyhee Reservoir, a remote but well-known trophy bass fishery. About five minutes into my first trip with Nick, I realized he does things a little differently—and for his friends and clients, that’s a great thing. Nick goes all-out for his clients on every trip. He also has a particular talent for finding BIG fish. At Owyhee, he put hundreds of anglers on the biggest bass of their lives. One evening, he and I caught an incredible 25-pound bag of largemouth that would’ve won just about any tournament in the Northwest. When the pandemic stifled business at Owyhee, Nick moved south to Arizona’s Lake Havasu and quickly found success guiding for bass, striped bass and trophy red ear sunfish (his clients have already caught multiple sunfish over five pounds!). Havasu is a special fishery—I experienced it firsthand over spring break—but it hits a summer lull when temperatures soar into the 100s. Nick’s search for cooler weather and new opportunities led him to Gold Beach, where the prime fishing months overlap perfectly with the Havasu heatwave. When Nick told me his Gold Beach salmon trips were up and running, I couldn’t wait to check it out. My family and I made the trip from Idaho over Fourth of July weekend to visit family in Brookings and, of course, go fishing. My brother-in-law Steve and I met up with Nick on a cool, overcast morning, ready to troll for Chinooks in the Rogue River Bay. Serving as first mate was Nick’s son, Jaxon—essentially a hilarious, 8-yearold carbon copy of Nick. “More salmon are arriving here every day,” Jaxon explained as we launched. “Peak season will be here before you know it!” Nick rigged up whole anchovies so they spun as we trolled. I took a moment to appreciate the redwood forests, ocean rock formations

and basking harbor seals surrounding us. What an awesome setting for a fishing trip! On our second pass, something fishy bumped my bait. It didn’t act like a salmon, and when Jaxon’s rod also got a bite, I knew something was up. Sure enough, Jaxon and I reeled up a pair of big redtail surf perch. Steve and I caught perch from shore during my last visit to the coast, but we were shocked to see them gobbling up six-inch anchovies. “Aggressive buggers,” Nick smiled. “Let’s put some in the cooler.” We stayed atop the school and quickly jigged up a dozen nice perch. The bigger ones were pushing three pounds! We wanted to save our anchovies for the salmon, so I put my chewing gum on the hook, and BAM! Another big perch on. We laughed. And, with dinner in the box, we continued our salmon troll.

It was a slow day for Chinook action (which has picked up considerably since), and the next time we reached the edge of the bay, I watched Nick scratch his chin while gazing out at a nearly glass-calm ocean. I knew what my friend was thinking before he said it. “If there’s a day we could take this boat out there, it’s today,” he said. “And you’re here. Let’s do it!” Nick didn’t have an ocean-worthy vessel at the time, but with Poseidon in a friendly mood, we ventured out to sea in his river boat. Fortunately, Nick knew a good spot just a half-mile offshore. When we arrived at a promising rockpile, we dropped large swimbaits rather than the small jigs most guides use. Jaxon was the first to hook up. It was impressive to see the little guy handling a 10-foot baitcasting rod like a boss. Moments later, I landed a nice black rockfish. Things

During his first season guiding on the Oregon coast, Nick Young is focusing most of his trips on Chinook salmon, which gather in the bays of the Rogue River and other freshwater inlets before making their upstream journey to spawn. went quiet for a minute, but Nick broke the silence with his trademark phrase: “GIANT!!!” I grabbed the net as Nick battled a monster lingcod. Sadly, it came unhooked, but the excitement was far from over. For the next two hours, fish were coming aboard nonstop. Lingcod. Exoticlooking China rockfish. A red Irish lord. And big black rockfish—by far the best quality I’ve ever experienced. On my last Pacific visit, Steve and I sifted through dozens of rockfish to earn our limits of respectable keepers. This time, I caught 15, and all of them were 3-to-5pounders that fought like smallmouth on steroids and fried up like a delicious cross between walleye and cod. Not even a bout of near-seasickness could knock the grin off my face. Nick was smiling, too. His swimbait hunch was a winner, and he was already formulating a

unique, exciting take on saltwater bottom fishing— one that he’s refined, with incredible results, in the short weeks since. “Just you wait, buddy,” he beamed. “We’re getting this dialed in! Big baits. Trophy fish. Light tackle. Salmon, rockfish, lingcod, all of it. And full throttle fishing, just like always.” I have no doubt Nick (and Jaxon) will succeed in Gold Beach. He’s as talented an angler as I’ve met, and he knows the grind it takes to establish a winning reputation. Before long, I’m sure anglers up and down the coast will learn what I’ve known for some time.

Underlying diseases Diabetes, cancer and hyperthyroidism can cause pain in animals that may present as a lack of appetite in pets. Therefore, if your pet seems less enthusiastic at meal time, make an appointment with a veterinarian to rule out disease as the culprit. 2. Dental and oral issues Gum disease, tooth infections, sores, and other oral issues could cause distress in a pet and also may compromise its ability to eat. Inadequate nutrition could make a pet weak, which leads to its own issues.

3. Arthritis and joint pain Older dogs and those with genetic predispositions to conditions like hip dysplasia may have chronic pain. Difficulty getting up from seated or prone positions may showcase some of that pain. Pets with such conditions may not partake in activities they once enjoyed. 4. Post-operative pain Animals recuperating from a surgery may experience pain. Veterinarians often prescribe pain medication to mitigate this issue, but some pain may bleed through. A pet in pain may be more lethargic or may be snippy and aggressive. It could take some trial and error to determine if a pet is in pain.
