Boice steps down as chair of county board Knox Keranen The Pilot
Court Boice has stepped down as the chair of the Curry County Board of Commissioners. He will maintain his role as a fulltime commissioner. After failing to call an emergency meeting last week to address a spike in COVID-19 cases, Boice said he “can no longer justify wasting time trying to lead this current board,” during an August 18 regularly scheduled meeting. However, Boice also cited a snafu over a parking space at the County Annex Building as a reason for stepping down. The spot in question is located on the East side of the building along Colvin Street and is designated as a commissioner’s spot. During a July 21 board
meeting, Boice said he does not use his commissioner’s space and requested the board re-designate it as public parking due to limited parking around the annex building. According to Boice, Treasurer David Barnes was using the spot. “In the interest of serving the public and making it easier for them, I think this is a simple matter,” said Boice. Commissioner John Herzog was also supportive of making more parking available to the public, however, he said the space Boice mentioned was not ideal. Herzog said the hill on Colvin Street is too steep and the parking spaces on the East side of the building are narrow. Instead, he recommended they make some

Congressman Peter DeFazio agreed the U.S. withdrawal from Afghanistan could have been handled better, but pointed most of the blame to the Republican administrations over the last two decades. During a virtual town hall last week, DeFazio discussed several issues going on in the nation's capital and across Oregon. DeFazio said he much prefers in-person town halls but due to the recent surge of COVID-19, he said in person would be too dangerous. "We've all seen on television the tragedy unfolding in Afghanistan," DeFazio said. "First of all, Oregon was heavily involved with our National Guard units multiple times. Remember, the key objective was to eliminate or at least cripple Al Queda and to get Osama bin Laden, which we did." DeFazio said the problems in Afghanistan really began when that mission changed. "It could have been better," he said. "The whole world was behind us after 9/11. We could have defied history, but Donald Rumsfeld moved us to Iraq to change the course." Curry County’s juvenile department will soon relocate to the Colvin Building. Also referred to as a juvenile court, a juvenile department provides sanctions and services to youth ages 12-17 who have been referred by law enforcement for committing a crime. Currently, the county’s juvenile department is located within the county courthouse in Gold Beach, which also houses the sheriff’s office and the jail. Wendy Lang, director of the juvenile department, highlighted the need for a new space during a board of commissioners meeting last Wednesday. Governor Kate Brown has announced two new vaccination measures to address Oregon’s hospital crisis, caused by the Delta variant surge. Brown said the measures will help keep Oregon students safe in the upcoming school year and minimize disruptions to in-person instruction. Oregon’s vaccination requirement for health care workers will no longer have a testing alternative. Health care workers will be required to be fully vaccinated by October 18 or six weeks after full FDA approval, whichever is later. All teachers, educators, support staff, and volunteers in K-12 schools will be required to be fully vaccinated by October 18 or six weeks after full FDA approval, whichever is later. Curry County tallied its 14th death from the COVID-19 virus last Thursday — a 90-year-old woman who died at Curry General Hospital. Additionally, the county reported 61 new cases from Friday to Monday and an additional 24 cases Tuesday, according to data from the Oregon Health Authority. Ginny Williams, CEO of Curry Health Network, said the health network will most likely activate its surge plan this week. Activating the surge plan could mean reallocating nurses, postponing all surgeries, as well as consolidating areas of the hospital and other health care facilities to make room for COVID patients. “What you’re seeing in statistics reported we are definitely seeing as a reality at Curry Health Network,” said Williams. Currently, Curry General has six COVID patients admitted, which is the most since the beginning of the pandemic. Additionally, the Brookings Emergency Department saw 41 patients Monday, many of them COVID-related, according to Williams. Williams said the health network is considering setting up a temporary outpatient clinic, such as a tent outside an existing health care facility, potentially to conduct monoclonal antibody therapy. According to the U.S. Food and Drug Administration, monoclonal antibodies are laboratory-made proteins that mimic the immune system’s ability to fight off harmful antigens such as viruses. Sotrovimab is a monoclonal antibody that is specifically directed against the spike protein of COVID-19, and is designed to block the virus’ attachment and entry into human cells. The FDA approved emergency use of monoclonal therapy for COVID-19 in May. Earlier this month, Gov. Kate Brown deployed 1,500 National Guard members to assist at 20 hospitals throughout the state. and allowing the Taliban to take over, DeFazio said it would have happened regardless of who was president. "This was inevitable," he said. "President Trump cut a deal with the Taliban for withdrawal by May 31. President Biden extended that a little longer. This could have been planned better. We could have done a better job getting Americans out and getting Afghans out who provided such a tremendous service to our troops and our diplomats. Now, they're trying to make up for that, and hopefully they will succeed." While DeFazio said there is a lot of work to be done in Congress, he said there have already been a lot of successes since Biden took office. "It's already been a productive Congress," he said. "We passed the American Rescue Plan in March without a single Republican vote. With the assistance of the plan, we've created 4 million jobs in the last six months,

the most robust economic growth in more than 30 years." DeFazio also applauded some more legislative victories. "I finally got the harbor trust fund freed up after a couple of decades of work, which will mean we'll be able to keep our ports better dredged on the Oregon Coast and around the country, making it safer for commercial fishing, for recreation and for large harbors like Coos Bay to better stimulate the economy and bring in better commodities." While there have been some successes, DeFazio said there is still work to do. "The next thing on the agenda is the infrastructure bill," he said. "I've been working really hard with the administration and the Senate to try to move the bill that's long overdue. The federal government has not made a significant investment in our crumbling infrastructure in a couple of decades." While DeFazio said he hopes something gets done quickly, he said the bill that came out of the Senate is not the answer.

risk, and even though we are smaller, every one of our patients counts just like theirs,” said Williams. In fact, Curry County reported the third most per capita cases in the state on Tuesday, trailing only Douglas and Jospehine counties. Curry also reported a 17.7% test positivity rate. Williams said the Delta variant has put rural counties at greater risk. “Early on in this thing it definitely felt like a metro kind of infection, where people are on top of each
other, but now with the Delta variant being so contagious it doesn’t matter whether you are in a rural place or not.” Regarding the state’s vaccine mandate for health care workers, Williams said they are still waiting for clearer guidance from the state about who can qualify for exemptions, but they plan to follow the rule. This week, Curry County hit a milestone in the race to vaccinate, with exactly half of residents now fully vaccinated.
Commissioner Chris Paasch said Barnes was using the commissioner’s space because he and the treasurer had traded places in order to accommodate Paasch’s breathing difficulties with a shorter walk. Paasch also echoed Herzog’s concerns about making the Colvin Street spaces public. “With this hillside, it’s not only dangerous to have cars pull-in and back-out, it’s also probably very difficult on that hill for people to push their doors open,” said Paasch. Boice did not agree the spots on Colvin Street were dangerous. “I’ve been here four and a half years and I’ve never heard of somebody getting into any kind of wreck. Those are the two most convenient spots,” said Boice. Ultimately, the board unanimously voted in July
to designate two public parking spots in the lot across the street, as well as an additional space on Colvin Street, which is the flatter of the two spaces — but it was not the spot Boice was determined to make public. After announcing he would be stepping down from chair at the August 18 meeting, Boice doubled down on his demand for the commissioner’s space to be re-designated as public parking. “There’s nothing inappropriate in me claiming the commissioner’s spot for the public; bottom line,” said Boice. Paasch said he was surprised Boice was continuing the parking debate. “I always appreciated Treasurer Barnes doing what he did, I thought it was a very kind gesture, and it seems like it created something that it didn’t
need to be. I am not picking on anyone here, I am just surprised at how much time we’ve spent on this when we’ve got so much to do,” said Paasch. Once again, Boice’s request fell flat. In an August 19 email to the Pilot, Boice wrote, “I simply requested Commissioners Paasch and Herzog to please have Barnes move one spot south, which is truly only a distance of about 8 feet. This would have properly opened the very best parking location for the public...I failed with both commissioners and Mr. Barnes, and I am ashamed that this simple request has become terribly political.” Without the responsibilities of chair, Boice said he will have more time to focus on county issues, such as COVID-19, fire prevention and “blocking out of control spending.” Boice was appointed to the position in January. Following a pair of 2-0 votes, Herzog was elected as the new chair and Paasch took his previous spot as vice chair. Boice abstained from both votes.

Gregory Galen Jacques Greg lost a hard battle with recurring esophageal cancer after 6 years of being cancer free. His friends and family remember him as being larger than life. He could fill a room with his stories and laughter. Greg moved to Brookings with his family in 1954. He attended Brookings schools, graduating in 1962. He excelled at sports and received many college offers for football, settling on Cabrillo College in Santa Cruz. Greg joined the Army in 1965. He was selected for Special Forces and served with both the 10th and 5th SFG. He was with the 222 Mobile Strike Force in Plekiu. He received a Bronze Star for Valor, a Combat Medic Badge and Purple Heart while working with
the Montanyards in the Vietnamese Highlands. In later life he counseled many veterans and never left a brother or sister behind After leaving the service he attended Portland Community College before coming back to Brookings to work for his Dad, Red Jacques. He lived in Alaska and worked king crabbing and retired after many years from Tidewater Contractors. Greg was preceded in death by his parents Red and Margie Jacques. He leaves behind his wife of 41 years Brenda, sisters, Debi and Candy, sons Vince, Ryan, Colin, Tom and Todd, daughters Kara and Josie, 13 grandchildren and 3 great grandchildren and numerous nieces and nephews who loved him.

Cecil Ellis Hart of Brookings OR. died July 5th 2021 at Lodi Memorial Hospital in Lodi CA. He was born May 9th 1926 in Joplin MO. to Donald and Beulah Hart. He was 95 years young. He went into the Army July 21st, 1944 and was Honorably discharged July 25th 1946. Then he headed to Oregon where he met June Shrader of Brookings and was married Jan. 17th 1948 in Reno NV. The Colorado River is sending us a message By Gary Wockner It feels like an apocalypse in the Southwest — wildfires, floods, drought, heat, smoke. This was not the norm when I moved to Colorado 35 years ago. Climate scientists may have predicted the arrival of these extreme events, but many admit their predictions have come true faster than they expected. One outcome they pinpointed was the impact of heat and drought on water flows in the Colorado River. For the last 20 years this new climate, combined with booming human population growth, has parched landscapes, drained reservoirs and incited talk of water wars across the region. Lake Powell on the Colorado River, and Glen Canyon Dam which creates the reservoir, have become casualties of this strained environment. Lake Powell is the second largest reservoir in the United States, but in the last year alone its water level has dropped 52 feet and the reservoir now sits at 31.4% full. If you’re a pessimist, that’s over 68% empty. Water managers are already imposing cuts in water deliveries in some states; all their choices are filled with political pitfalls. A further complication is that the federal government operates a hydroelectric plant at Glen Canyon Dam that provides cheap electricity to parts of the Southwest. The day is coming when the hydroelectric turbines will stop for want of water to spin them. To save the lake and generate electricity, the government needs water. But where will that water come from? Upstream of Lake Powell, in Utah, Colorado, Wyoming and New Mexico are millions of acres of irrigated farms and ranches that suck massive amounts of water out of the Colorado River before it reaches Lake Powell. If those farms and ranches quit taking water and instead ran that water downstream, the lake and its electricity could be saved. To ensure that outcome, the federal government has hatched a plan it calls “demand management,” which proposes to buy or lease massive amounts of farm and ranch water to prop up Lake Powell. On the one hand, the farmers and ranchers would get paid for the water, and likely paid very well. If I were a rancher who owned water, I’d sit comfortably until the offering price for my water made me even more comfortable. On the other hand, lots of people and businesses believe that irrigated farming, ranching and outdoor recreation are not only central to the region’s economy, but also to its culture. Should

Gary Wockner that economy — and the soul of the Southwest — be sacrificed to save a manmade reservoir and its hydroelectricity? I’m torn by this dilemma. If farms and ranches are dried up, more water flows down the river. More water in the river benefits fish and the environment. But there’s another solution: We can save farms and ranches and instead drain Lake Powell, freeing the Colorado River to flow free through 169 miles of a drowned and beautiful place called Glen Canyon. There’s always the “save hydroelectricity” argument, but it’s a red herring. There are other ways to generate electricity, including wind and solar. In fact, if you’ve ever stood near Glen Canyon Dam and its hydropower plant, you can’t help noticing that it’s surrounded by millions of acres of dry, sun-drenched landscape that would make a great place for a solar electricity farm. Electricity can be replaced; farms and ranches cannot. As we grapple with these tradeoffs, it’s important to remember that even lower water flows are projected for the future, plus more severe heat and drought that will become the “new normal” for the Colorado River and the entire region. Lake Oroville, California’s second largest reservoir, now has inactive hydro turbines because there’s not enough water to turn them, its dusty lakebed a harbinger of what’s to come for Lake Powell. Let’s also remember that Glen Canyon Dam was finished in 1963 and it and Lake Powell are only 58 years old. The region lived without them before, and it can live without them again. Now, nature is forcing our hand, telling us that it’s time to breach the dam and let the Colorado River run free. Stop feeding the bears St. Timothy’s is a neighborhood church. If their neighbors no longer feel safe, then St. Timothy’s needs to be held accountable as would any other neighbor that was making life difficult for others. Before moving to Brookings, my wife and I lived in a middle-class neighborhood and the church across the street started doing homeless outreach programs. We were living in the house that my wife was born in and would have stayed, but we had people living in their cars in front of our house, sleeping on the sidewalks, making our library and park off limits to the residents and stealing everything that wasn't tied down. These problems weren't being addressed by police or church officials, so we felt we had to leave so we could feel safe. To those people who commented on the lack of compassion of the church neighbors, walk a mile in their shoes. Like most people, we feel empathy for those that are homeless by circumstance and are glad that there are programs that exist to help them get back on their feet. But the vast majority are homeless by choice. Whether it's an unwillingness to work or substance abuse, when you feed the bears, they forget how to hunt and they just look for the next handout. Thank you, St. Timothy’s As you are well aware, St. Timothy’s Episcopal Church has been in the news lately, first for stepping to feed the needy when other churches closed down during the pandemic. Now they are again making news because they have once again stepped up to provide COVID testing and vaccinations when the city of Brookings (in the absence of a Public Health Department) has done nothing for its citizens, It seems the bone of contention is that the neighbors are upset by the additional traffic caused by these services. An understandable problem. However, many of the other churches in town have very large parking lots and large community halls. If they were to step up and offer assistance to St. Timothy’s - just think what a difference that would make! In other words - a problem shared is a problem halved. I suggest that all pastors and their flock find and read Martin Luther's "Whether one may flee from a Deadly Plague" written in 1527. It is only eight pages long but very pertinent to the problem we are facing. I suggest the city council of Brookings read it, too. Let’s end this thing In the last 14 days, Curry County has had 308 cases, almost three times the number for the previous two week period (105), which means almost 36% of the COVID cases we've had in the last 18 months have happened in the last four weeks.
As of Tuesday, Curry County ranked number 1 of 36 counties in daily transmissions, ninth in positive cases, with the 14th lowest fully vaccinated rate at 44.7% of citizens. The commissioners turned over responsibility for our mental and physical health to the Oregon Health Authority and then passed a resolution that no county entity could enforce a state mandate, in support of the concept of First Amendment Rights. The mandate would have to be approved by the commissioners. According to numerous Supreme Court decisions, however, exercising those rights must not endanger others (and in so doing violates their rights) or the public welfare. This global pandemic justifies a wide range of reasonable restrictions on our liberties. Believing otherwise makes the Constitution a suicide pact - and not just metaphorically. Unfortunately, without constructive action to protect our youth who can't be vaccinated and adults who have been vaccinated, Delta and new variants are finding ways around current vaccines. And they'll only continue to mutate. County counsel should revisit the legal ramifications of the mandate refusal, since it is ripe for a suit against the commissioners and county counsel for negligence and negligent homicide, particularly when information could have appeared in the Pilot before the start of the Pirate's Festival strongly encouraging masks and social distancing. In the meantime, be wary of spreaders because everyone, vaccinated and unvaccinated, is a potential spreader. Let's bring an end to this mutation process. A person was cited for using a vehicle as a dwelling place on a public

street. ● At 00:31 a.m. the police responded to Mill Beach after a caller reported illegal camping. A male parked in a vehicle on private business property was advised he was trespassing, and moved along as directed. ● At 3:23 a.m. the police responded to the end of Rowland Lane after a caller reported illegal camping. Occupants of a can camped at the street refused to answer doors for officers. ● At 5:46 a.m. the police
conducted a traffic stop at the intersection of highway 101 and Pacific. The driver was cited for driving while suspended. ● At 10:15 a.m. the police conducted a welfare check at the 1200 block of Moore Street. ● At 11:39 a.m. firefighters responded to the 600 block of Spruce Street after a fire was reported. Upon arrival a fence was on fire behind Pacific Sushi, citizens had the fire almost put out with hose and fire extinguisher. Cause of the fire appeared to be careless extinguishment of cigarettes. ● At 1:06 p.m. the police responded to highway 101 after a caller reported a traffic crash with no injury. ● At 5:44 p.m. the police responded to the 500 block of Chetco Avenue after a caller reported unauthorized use of vehicle. An adult male took a brand new car for a test drive around 10 a.m. and has still not returned to the dealership by 6 p.m. Sirius was able to track the vehicle on HWY 101 NB from the Seaside area, where troupers stopped the car. The suspect was taken into custody without incident and lodged in the Clatsop County Jail. ● At 6:25 p.m. the police responded to the 300 block of 5th Street after a caller reported theft.Citizen watched two males remove a gas can that didn’t appear to belong to them from the bed of a pickup truck. Due to a time delay in reporting, officers were unable to locate the suspects or identify the victim’s vehicle. ● At 8:55 p.m. the police responded to the 1600
block of highway 101 N after callers reported illegal fireworks. Multiple 911 and business line calls regarding illegal fireworks at Harris Beach, issue was resolved by park rangers without police assistance. Wednesday, August 18 ● At 00:07 a.m. the po-

After completing a few minor renovations, Lang said the department could move in and use the new space to expand services, including kick starting their alcohol and drug education program. Commissioner John Herzog, who recently toured the Colvin Building with Lang, was in favor of the move. “I think it’s a use for that building that would be fantastic,” said Herzog. Commissioners Chris Paasch and Court Boice were also in favor of the move, and the board voted unanimously to approve it.

In responding to reporters questions about mandating vaccinations for eligible students, Brown said, all options are on the table. “We are exploring every possibility,” she said.
