Local health officials are fearing they may have to activate their surge plan if cases of COVID-19 continue to spike in the county. Ginny Williams, CEO of Curry Health Network, said they created a surge plan at the beginning of the pandemic in case their facilities were ever overwhelmed by COVID patients. To date, the health network has not yet activated that plan, but with increases in confirmed cases and hospitalizations, Williams said they are now on the “brink” of
doing just that. On Monday, the county reported 55 new cases occurring over the weekend, which is an increase of 24 cases reported last Monday. The running daily average for cases in the county is now 14 per day. So far, there have been 955 cases of the virus and 12 deaths, and 56.5% of eligible residents have received at least one dose of a vaccine. Additionally, the state set a pandemic high for patients hospitalized with COVID-19 at 635, according to data from the Oregon Health Authority. “We are definitely seeing an increase in the number of people
wanting to be tested, many of those are symptomatic. We are seeing an increase in the number of positives coming back, and we are definitely seeing an increase in hospitalizations,” said Williams. If the surge plan is activated, the health network could pull nurses from other settings, such as the surgery department or even outpatient care, to meet the need in the hospital. “Activating the surge plan doesn’t mean we shut down everything in a day, it really means looking at how many nurses we

Following complaints and a neighborhood petition about a local church’s free meal service, the Brookings City Council is considering altering the rules for soup kitchens in residential areas. In April, a petition to “remove the homeless” from St. Timothy’s Episcopal church circulated, garnering 29 signatures from concerned residents. The petition led to a city council meeting in June where Brandon Usry, creator of the petition, said some of the homeless individuals who use services provided at St. Tim’s, such as the soup kitchen, were causing him and others in the area to feel unsafe at their homes. Usry also claimed some users of the church’s services were stealing from him. In response to resident concerns, Father Bernie Lindley of St. Tim’s said the church ramped up meal services during the pandemic because other soup kitchens were shut down. As a result

Oregon will resume its indoor mask mandate effective Friday, Aug. 13. Gov. Kate Brown said the effort to require the face coverings at all public indoor settings is needed to slow the rapidly spreading COVID-19 Delta virus in the state. Brown opened a Wednesday morning press conference by saying the latest COVOD-19 numbers are "shocking." "Yesterday we had over 2,300 cases of COVID, the highest number since the virus first landed in Oregon," Brown said. "Hospitalizations are also up at record high. Across the state our ICU beds are about 90% filled. Some of our hospital regions have fewer than five ICU beds available to start the day." Calling for an end to mandated lockdowns related to the COVID-19 pandemic, the Curry County Board of Commissioners said they would not enforce future closures of schools or businesses, or stayat-home orders, if mandated by the state. Although there are no current mandated closures due to the virus, COVID-19 has found new footing in the community. The surge has caused many local businesses to close doors temporarily, due to employees contracting the virus or having a potential exposure. On July 29, Gov. Kate Brown announced masks would be required at K-12 schools statewide for the 2021-22 school year. Possibly foreseeing future COVID-19 related mandates from the governor’s office, the board unanimously decided they would not enforce some rules. “All employees and agencies of Curry County shall not assist in the enforcement of business closure, school closure or stay-at-home directives under the Executive Orders of the Governor relating to the goronavirus pandemic,” according to the resolution. Commissioner Court Boice said his intention was not to defy the state, but to maintain control of local decision-making. “Everything got hit so hard last year, and even well into 2021, that we had some of those decisions taken away from us. That doesn’t mean we would have voted differently than what the state mandated...but in the interest of our businesses, our schools, our veterans, our seniors and our retired people, we want to be very much involved in that,” he said. Commissioner Chris Paasch said this move was to protect constitutional rights. forward with changing the rules about soup kitchens in residential areas, which could include limiting the frequency and volume of free meal services. Since the June meeting, some other churches have answered Lindley’s call by restarting their free meal programs. However, according to city documents, all churches currently operating soup kitchens are in violation of city rules because a soup kitchen was never defined in the municipal code as an acceptable use for a church. City Manager Janell Howard recommended the city host a workshop meeting with leadership from all of the churches in town, as well as members of the surrounding community, to develop new rules for soup kitchens and “minimize the impact to the neighborhood, but also provide a service that’s much needed in our community,” she said. Howard said city staff had been in contact with leaders of several churches who were in favor of a

workshop, although they had not yet heard back from St. Tim’s. Blake Peters, a neighbor of St. Tim’s and signee on the petition, said trouble associated with St. Tim’s has slowed down of late, but some problems persist. Peters said he wanted to see St. Tim’s held accountable. “If you really want to put on a soup kitchen, then you should have to play by the same rules as someone that gets a speeding ticket here in town, and you have to pay the fine,” said Peters. “It has cleaned up a bit, but they have yet to be held accountable.” Additionally, Peters took issue with St. Tim’s operating as a health clinic, by offering vaccines and COVID-19 testing several times each week. In response to Peter's concerns, Mayor Ron Hedenskog said the future workshop meeting would take resident concerns into account, and if problems continue after new rules are developed the city could take action, such as issuing fines or revoking permits. “I can assure you that my goal is to work with Brookings municipal code

Nevertheless, there are drawbacks, as most nurses have specialized training, Williams said. “They all know how to start an IV and do basic nursing care, but the actual workflows in departments vary greatly,” she said. One of the greatest challenges the health network is experiencing is transferring patients who are in need of intensive care, as Curry General Hospital does not have an intensive care unit. Typically, the hospital would transfer these patients to another hospital in the state with an ICU. However, Williams said hospitals throughout the state are back-logged, in-part due to COVID-19
patients, but also because skilled nursing facilities, such as nursing homes, are too short-staffed to accept non-COVID patients. As a result, many patients who would normally be discharged, are languishing in hospital beds instead. “My understanding is that the Oregon hospital systems are very taxed at this time,” said Williams. Last week, Gov. Kate Brown announced health care workers would be required to get a vaccine against COVID-19 or face weekly testing. Previously, Williams said some of her health care workers said publicly they would quit if they were mandated to get a vaccine. Nevertheless, Williams said the health network will honor the mandate.

Stephen Leonard Donnelly December 7, 1946 – August 5, 2021
Cecil Ellis Hart May 9, 1926 – July 5, 2021 Cecil Ellis Hart of Brookings OR died July 5th 2021 at Lodi Memorial Hospital in Lodi CA. He was born May 9th 1926 in Joplin MO. to Donald and Beulah Hart. He went into the Army July 21st, 1944 and was Honorably discharged July 25th 1946. Then he headed to Oregon where he met June Sharder of Brookings and was married Jan. 17th 1948 in Reno NV. They had three girls Sharon, Terri, and Julianna. He is survived by 2 sisters, Mildred Moss and Patsy Campbell and his brother Jack Hart, daughters Terri Minnick and Julianna Hart,
6 Grandchildren Donald Cagle, Tanya Cavner, Sheri Nelson, Joseph Whitehead, Jeremy Taylor and Jade Taylor. 5 Great Grandchildren Courtney Cavner, Kamerin Cavner, Kailani Nelson, Mia Whitehead and Averi Whitehead. 4 Great Great Grandchildren Maverick Cavner, Madox Cavner, Kolt Cavner and Bradley Cavner. Plus numerous nieces and nephews. He was a Teamster for most of his working career. He retired at 55 and traveled in their 5th wheel trailer in every state plus went to Hawaii and Australia. They loved traveling
and meeting people and new friends. He loved life and his family. He will be missed. Having a celebration of life with family in Brookings OR.

Stephen Leonard Donnelly, 74, of Brookings, Oregon, after a brief illness passed away peacefully in his sleep at Asante Three Rivers Medical Center in Grants Pass, Oregon on Thursday August 5th, 2021. Stephen was born on December 7th, 1946 in North Attleborough, Massachusetts, to the late Hugh Leonard Donnelly and Dorothea Donovan Donnelly. He graduated from Utah State Provo with a Bachelor’s in American Studies, and also graduated from the University of Idaho Moscow with a Master’s in Forestry focusing on trees and plants including tropical plants. After graduating from the University of Idaho he moved to McCall, Idaho, where he worked for the U.S. Forest Service for thirty years.

Two states act to control methane By Tim Lydon New Mexico, the third-ranking U.S. oil producer, has moved to curtail methane pollution from the oil and gas industry, moving it closer to neighboring Colorado’s leadership. Methane is a dangerous greenhouse gas that contributes to climate change and also damages human health. With the United States among the world’s top methane polluters, and the Biden administration promising tighter nationwide rules, these two Western states set a bar for other states to follow. For decades, the oil and gas industry has freely discharged the colorless pollutant from tens of thousands of wells as a cost-savings measure. Then this March, New Mexico banned the wasteful venting and flaring of natural gas, which is comprised almost entirely of methane. New Mexico is only the third state, after Colorado and Alaska, to ban the practice. This May, New Mexico also proposed a final rule to staunch leaking of methane from across the state’s oil and gas supply chain, which includes part of the mammoth Permian Basin it shares with Texas. The leaking occurs at well pads, pipelines, compressors, storage facilities and more. It’s a system-wide problem that generates methane plumes large enough to detect from space. The proposed rule on leaking, now up for public comment, improves on a December draft that offered broad loopholes. When it’s made final, it will require regular inspection and repair of leaky equipment, which today goes largely unmitigated as yet another industry cost-savings measure. The state effort means New Mexico is catching up with Colorado. In 2014, Colorado became the first state to regulate methane and has twice strengthened its original rule. Colorado has also modernized its oil and gas regulatory agency’s mission so that it includes safeguarding public health. And it is reworking oil and gas bonding requirements so taxpayers don’t get burdened with plugging leaky “orphan wells” abandoned by producers. Colorado’s rules were a model for the first national methane regulations, implemented under President Obama in 2016. Unfortunately, the Trump administration dismantled those rules. Controlling methane is a climate imperative. Because the gas has 80 times the heat-trapping potential of carbon dioxide, it’s a potent driver of climate change. NASA says it has fueled a whopping 25 percent of the human-caused global warming that today increasingly jeopardizes Western water, agriculture and
recreation. Research also shows that methane is entering the atmosphere from sources such as wetlands or thawing permafrost. In the latter, warming tied to methane begets more methane. It is the ominous type of feedback loop that global warming alarmists have warned us about for decades. But the good news is that methane only survives in the atmosphere for about 10 years, unlike the centuries-long lifespan of carbon dioxide. Consequently, methane rules today could produce swift returns on climate as the world grapples with the harder problem of carbon dioxide. But methane and associated pollutants also contribute to harmful ground-level ozone, which is linked to premature birth, respiratory sickness and other illnesses. New Mexico Gov. Michelle Lujan Grisham made this part of her campaign for regulation, pointing out that poor air quality disproportionately harms poor communities. That concern helped build support from indigenous and other groups, outweighing fears that new regulations would detract from drilling royalties, which provide over a third of New Mexico’s revenue for education, health and other services. Part of the New Mexico governor’s strategy in winning support for methane control was focusing on fiscal accountability. Venting, flaring, and leaking - all monumentally wasteful practices - send an estimated $43 million in potential state revenue into New Mexico’s thin air every year. At the national level, President Biden campaigned on restoring federal methane regulations rolled back under Trump. Biden issued executive orders on his first day in office that set a September goal for proposing a new strategy. Crafting new federal rules are expected to take years, but New Mexico and Colorado now offer strong examples. By applying rules to both new and existing oil and gas infrastructure, they exceed the original Obama regulations, which only addressed new permits. Today, Western states, along with heavy oil producers Texas and North Dakota, offer only a patchwork of tax incentives and voluntary targets. Limited rules, however, often tilt in industry’s favor. Now, with fossil fuel production ramping back up and global temperatures rising, New Mexico and Colorado show that tougher regulations are the way to go. Letters to the editor Don’t wallow in ignorance Covid Report. In the period of July 28-August 6, Curry County had 132 new cases of COVID transmissions plus another death. (See Transmissions at https:// bit.ly/3lL4Fr7 ). That's 15% of 893 cases in the last 10 days. The primary cause is the large share of Curry citizens who remain unvaccinated at 44.1%, making Curry County the 14th lowest fully-vaccinated county in Oregon. It was reported last week that hospitals are becoming overwhelmed and the closest hospital outside Curry County accepting patients may be a life-flight to Reno. If a prop plane isn't available, a helicopter may be required
and that could cost anywhere between $20,000 to $90,000 through Cal/Ore unless you've got a membership. A proposal was rushed through at last Wednesday's commissioner's meeting titled "Curry County will not accept additional - no more state ‘lock downs’ on our citizens or businesses without prior Curry board of commissioners approval." It passed. I don't understand the concept. Do you smoke inside buildings? No. Do you wear a seat belt? Yes. Do you stop at red lights and stop signs? Yes. Do your kids attend a public or private school, preschool, childcare facility or Head Start program in Oregon? They've had seven vaccinations if they do.
Why? Because the government makes laws for public safety and because decent people in civilized societies show respect and care for fellow human beings even if it isn't the law. Citizenship carries both rights and responsibilities. Polio and measles were murderous, but their near elimination required vaccine mandates. We're still learning about Delta's ability to breakthrough those already vaccinated and attack the unvaccinated children 0-11. So, don't swallow corrosive ignorance. Get vaccinated and wear a mask. In defense of landlords By Thomas L. Knapp As the U.S. Centers for Disease Control moves to extend a federal eviction moratorium that (including its original CARES Act version) has now been in place for most of 18 months and that President Joe Biden himself concedes is "not likely to pass constitutional muster," most of the public rhetoric and advocacy boils down to "what about the tenants?" That's understandable. Nobody - at least nobody who's ever faced the prospect of homelessness and has any heart at all - wants to see tenants kicked to the curb with nowhere to go, especially tenants who, through no fault of their own, have been pushed into a financial corner by nearly a year-and-a-half of lockdowns, business closures and other fallout from the COVID-19 pandemic. Much less often asked, though, is the question "what about the landlords?" When that question does come up (and it's coming up in the courts again as the National Apartment Association and other landlord groups sue for compensation pursuant to the Fifth Amendment's "takings" clause) one can almost literally hear the world's smallest violin tuning up in the background. I'm aware of, and reasonably well versed in, the centuries-long arguments over the ethics of rent and of property in land. I don't aim to settle those arguments here.
Given the long history of land ownership and home/apartment rental in the United States, though, it seems to me that the plaintiffs have a good case, and that the American "landlord class" deserves a far more sympathetic ear than it's had lately. I've been a renter for most of my adult life, including times when I could have swung a down payment and qualified for a mortgage to own instead of rent. Renting made more sense for various reasons, including my somewhat itinerant lifestyle - following jobs, following love, etc. Most of my landlords haven't been giant corporations with deep pockets. They've been regular people who worked hard, put their money into real estate down payments and tried to keep that real estate occupied by paying tenants until the property was paid off and might perhaps turn a profit or be sold. And even the giant corporations with deep pockets are providing a service to willing customers. They're not charities and shouldn't be expected to act like charities. During the eviction moratoria, landlords haven't shed themselves of responsibility for keeping the water running, keeping the heat and air conditioning in working order and making mortgage payments. They're still paying, or trying to pay, those costs. But they're not getting the rent that tenants freely agreed to pay before moving in.

If you're looking for a solution that pleases and protects everyone, I'm sorry to say you're reading the wrong column. I have no such solution to offer. However, given that the government's solution to every COVID-19 problem so far has been to kick the printing presses into high gear and mail out checks, it seems to me that America's landlords have a better case than most in suing for checks of their own. she said. "The harsh reality is that Delta is a different virus. It has changed everything." Brown said the Oregon Health Authority and Oregon Health Sciences University report that without new safety interventions, COVID-19 hospitalizations will completely overwhelm the doctors and nurses in the coming weeks. "Without safety measures we could be as many as 500 hospital beds short of what we need to treat people by September," Brown said. "And that's patients coming into the hospitals for any reasons. When hospitals run out of beds, we are all at risk." According to Brown, the pandemic has taught that quick, decisive action saves lives. Brown said vaccines are the best way for individuals to protect themselves and their families from the deadly virus. "It is clear that the situation requires immediate action to stop the Delta variant from traveling further," Brown said. "Masks are simple and they are effective. "Masks are also
our best bet in keeping our schools and our businesses open. Wearing a mask should give you confidence that you are not infecting others." Oregon Health Authority Director Patrick Allen told reporters that the Delta variant virus is spreading uncontrollable among people who are not vaccinate. "It will get worse if we do not take immediate action," Allen said. Allen said state agencies are now working with hospitals across the state in repositioning resources, such as respirators, and mobilizing nurses to ensure patient care. "This is a disappointing reminder that we still have dark days ahead," Brown said. "Until more people get vaccinated, we are all still in danger." When asked about reversing her position this week after saying the mask mandate should be up to local elected officials, Brown said. "It was really clear that local officials were not willing to make the tough decisions to preserve and ensure protection of our hospital beds." Brown is also mandating that all state employees be vaccinated against COVID-19. "I encourage all public
employees to do the exact same thing," she said. Brown said it will be up to local school superintendents to decide if teachers should be required to be vaccinated. When asked about public protection at large outdoor events, such as University of Oregon Duck football games, Brown said that local officials have the authority to take action. "I am asking Oregonians to mask up and get vaccinated so we can reduce the number of additional hospital beds that we might need," she said. He went on to do a variety of jobs that his injury allowed until he became disabled. He married Jerald Dean Bryan in 1952 and to that union two sons were born. Mr. Chilson spent his time in Oregon and Waco, Texas where he had a home. He loved to travel and he spent time in Germany and visiting Europe. In 2001 he met Martha Hodge and they became constant companions until she passed away in 2020. He was a 32nd degree mason.
He was preceded in death by his parents, Clarence “Vern” and Sadie Land Chilson, his brothers Clarence Chilson, Jr. and Frederick Chilson; and his sisters, Martha Whitener and Gladys Barman; and his longtime companion Marti Hodge. He is survived by his sons, Kenneth Lynn Chilson, Jr. of Irving, Texas, and Bryan L. Chilson of Johnson City, Texas; four grandchildren and three great grandchildren. He is also survived by the moth-

And parents have the reassurance that these routine visits offer to learn if their child is meeting health goals and developing both physically and mentally. “Well child visits are extremely important,” shared Michael-Havens. “They are the best opportunity to observe development, make sure those milestones are being reached and address any
Jackie Michael-Havens delays and their causes.” Along with regular checkups, Jackie stresses the importance of vaccinations for children. She also understands that some parents have questions or concerns about immunizations. “I like to find out what they are skeptical about. It’s important to listen, then discuss things,” she said, knowing parents want to make educated decisions about their child’s care. “Sometimes fears are based on reactions or past issues another child may have had. I work with parents to put their minds at ease so they can make the best decisions for the health of their children.” Michael-Havens’ approach to patient care is simple. “I love seeing people who want to get well and be healthy,” she explained. “My approach is to support my patients and guide them to their best
health.” While this can mean different things for different people, Jackie’s education and experience have prepared her to understand her patients, their families, and customize care to meet the most important objective: helping healthy, happy kids grow into healthy, happy adults. Michael-Havens joined Curry Health Network in 2020. She earned a bachelor of science degree in nursing from Drexel University, Philadelphia, PA, and was awarded a degree for specialization in family nurse practitioner–master of science in nursing from South University, Savannah, GA. Jackie and her family relocated from Florida and feel welcome and at home on the Southern Oregon Coast. Her love of health and fitness, and passions as a cook and a writer of short stories are finding new avenues and inspirations in the Pacific Northwest.
