Brookings man drowns in Chetco River Knox Keranen The Pilot
A 47-year-old Brookings man, Carl Martin, drowned in the Chetco River last Tuesday. At 4:28 p.m. on July 14, the Brookings 911 Dispatch received a 911 call about a possible drowning near the Social Securi-
ty Bar on the Chetco River. The caller told dispatch a man had been under water for about five minutes prior to the call, according to a July 14 press release from the Curry County Sheriff’s Office After the call, Brookings and Harbor Fire Departments and Cal Ore Life Flight Ambulance
responded to the area, as well as sheriff’s deputies. When law enforcement and first responders arrived on the scene, it was determined the man was submerged in 12 feet of water in the middle of the river. Curry County Sheriff’s Patrol Sgt. Jordan White arrived with his dive gear, entered the water,
and brought Martin back to the shore. Martin was then identified and transported to Redwood Memorial Services. The Oregon State Police notified next of kin. Sheriff John Ward said Martin was swimming in the river with his dog, while his wife was on the bank. As of press time, OSP could not release more informa-
tion about a possible cause. According to his Facebook profile, Martin graduated from Brookings-Harbor High School in 1992. “We are all saddened at the tragic death of Carl and we want to express our sincere condolences to his family,” said the press release.

Sudden oak death is nothing new to residents of Curry County, but despite decades of work to keep the pathogen that kills tanoak trees isolated, it appears to be moving. Earlier this year, a researcher
with Oregon State University noticed tanoaks dying at a site on Highway 101 just north of Port Orford. When the trees were tested, they came back positive for sudden oak death. Since then, the U.S. Forest Service, Oregon Department of Forestry and Oregon State University have been working
to find other tanoak outbreaks in the Port Orford area. What they have found is troubling, to say the least. Hundreds of trees and close to 400 acres have been verified as infected, leading to an emergency quarantine area around Port Orford. Sarah Navarro, a forest pathologist with the U.S. Forest
Service, has been leading the research in the area. On Monday, she led a tour of the infected area, showing what she has found and laying out plans to eradicate the pathogen. While sudden oak death is a threat in both regions of the

As a water quality monitoring technician with the state Department of Environmental Quality, Shane Bennett helps to keep swimmers and beachgoers safe from harmful fecal bacteria on Oregon’s beaches. The state’s Beach Monitoring Program started in 2002 as an organized way to protect swimmers from harmful microbes. Technicians like Bennett use a variety of tools and mobile labs in their vehicles to test for Enterococcus, which is an indicator of fecal bacteria present in human and animal waste. Nearly 450,000 acres of land have already burned across the state during this year’s wildfire season, Gov. Kate Brown announced during a wildfire briefing Tuesday, July 20. Nine large fires are currently burning. “The weather conditions – windy and dry with lightning – are truly problematic,” Brown said. “It's shaping up to be another difficult wildfire season.” There are extensive drought conditions throughout the state, with 19 counties in drought emergencies. Teams from Utah and California have partnered with Oregon to respond to the Bootleg fire in the Fremont-Winema National Forest in Lakeview. “Being prepared is one of the best ways you can help frontline firefighters do theirs jobs,” Brown said. “Make a plan with your family, sign up for local alerts at oralert. gov so you’re aware of fires in your community.” Department of Forestry Fire Chief Doug Grafe said drought conditions across Oregon are driving the fire potential. “Ninety percent of the state is in exceptional, extreme or severe drought conditions,” Grafe said. The heat dome in late June – with 100 plus degrees – propelled the state into early fire conditions. There have been 580 fires to date. “The future forest for the remainder of the season continues to look above normal dry and above normal temperatures,” Grafe said. “This is not going to return to normal anytime soon.” Grafe said the Bootleg fire, the largest fire in the nation, has had 387,000 acres burned and is 30 percent contained. The fire began July 6. Lines are established on the west side. “The east side remains problematic,” Grafe said. county, there is a difference. In the Brookings area, the trees are under attack from a variant called NA1. In Port Orford, a new variant called NA2, is responsible for the trees that are dying. “This is the first time the NA2 variant has been found in the forest,” Navarro said. “They have been in nurseries since 2012, but the incidents in nurseries have been declining.” The experts on the tour said it is possible the new variant came from the county transfer site, which sits just feet from the earliest outbreaks. While mostly home garbage is dumped at the site, it has accepted yard waste, including tree clippings for years. While the research in Port Orford is new, Navarro said the outbreak is not. She said based on the damage seen on trees in the forest, it likely has been around for at least four years. “It was most likely cooking in the area, and the reason we caught it was along the highway,” she said. Navarro said the U.S. Forest Service hired a contractor, who flew the entire area last week to take high-definition photos of the forest. When those pictures are reviewed, it will give a greater idea how widespread the outbreak is. “We still have a lot of looking to do in this area,” said Randy Wiese with the Oregon Department of Forestry. The new outbreak is 21 miles north of the quarantine area near Brookings and only 17 miles from the Coos County border. Sudden oak death has also been found in Del Norte County across the California border. It appears to be

moving north, likely following the wind patterns. When trees are infected, the first sign is leaves begin to die and turn reddish-brown. In time, the entire tanoak will die. “They’ll turn that reddish color in about three months,” Wiese said. “They’ll have it for up to four years. Eventually, they’ll go leafless and fall over.” While 127 different tree species can carry sudden oak death, the tanoaks and rhododendron are impacted the most. The only way to treat an outbreak is to cut down and burn infected trees. Generally, all tanoaks and rhododendron trees near an outbreak are also destroyed. Property owners can safely cut down their own tanoaks and use the wood for burning. Navarro said there is concern the spread could continue moving north. SOD is a mold-like pathogen. Right now, there are no spores because it takes moisture to reproduce. But after rain, SOD can make new spores, which are carried by wind to areas not impacted. “We know natural spread can be up to five to six miles, and we know tanoaks go into Coos County,” Navarro said. To determine how widespread the impact is, forest pathologists like Navarro hike through the forests, mostly on private land. They look for signs of SOD on trees and cut chunks out of the trees that are sent to Oregon State University to be tested. Long-term, if not stopped, the spread of SOD could impact the timber industry and export industry throughout the whole region. While SOD does not kill Douglas Fir, the most cut tree from the timber industry, it does infect the tree and it can be spread from the Douglas Fir. The Asian market, where most local timber is

David Brock Smith has been working on SOD issues since he become a Curry County commissioner is 2013. He said the future of Oregon’s South Coast is on the line if SOD can’t be stopped. “If we can’t get a handle on this stuff, it’s going to have long-term impacts on the industry,” Brock Smith said. “Thanks to all the good work of everyone here, I have been able to move forward to really elevate this and the need at the state. We have gotten $1.7 million every biennium. Sen. Merkley has gotten even more money.” And the money is desperately needed. With the Port Orford site estimated at 388 acres, and a cost to treat and destroy infected trees averaging $5,000 an acre, the full $1.7 million from the state will be needed just to slow the spread near Port Orford. One thing the researchers would like to get is an air-curtain incinerator.

Norma Kline with Oregon State University Forestry and Natural Resources Extension in Coos and Curry counties plans to provide information sessions about the disease to the public this summer in Port Orford. This will help local residents identify symptoms of sudden oak death so they can report any signs of it on their property.

The Elbow Creek Fire began July 15 and has grown over 16,000 acres and is 15 percent contained, Grafe said. The fire is in the Grande Ronde River drainage near Mud Springs. Elmer E. Hanscam Jr. May 21, 1922 – July 10, 2021 Elmer E. Hanscam, Jr. passed away peacefully at his home in Oakridge, Oregon surrounded by family on July 10, 2021. He was born in Kerby, Oregon on May 21, 1922. He was the fifth child of Elmer E. Hanscam, Sr. and Viola E. (Anderson) Hanscam. The family later moved to Harbor, Oregon after purchasing land and a mercantile business near the mouth of the Chetco River. He grew up stocking, selling, and delivering dry goods and groceries throughout the community. Elmer went to Hawaii in early 1942 to help repair Pearl Harbor and joined the Army upon his return to the mainland. He served as an instructor in the Tank Corps at Fort Knox, Kentucky where he met his first wife, Marian Ruth Mills. Together they had three sons: Charles, Norman, and Michael.
After his military service, Elmer continued his career in merchandising and sales at the family business until retiring as Department Manager of Montgomery Wards in Grants Pass, Oregon. He married Emma Sharon Eaglin on July 20, 1967 in Sacramento, California. He and Sharon made their home in Central Point, Oregon until retirement. They spent the next 25 years RVing throughout the West while spending winters in Arizona. In 1996 they moved to Oakridge, Oregon and remodeled the house on the Willamette River where he eventually passed. Elmer is survived by his wife Sharon, sons Norman and Michael, step-daughter Vicki, as well as eight grandchildren, nieces, and nephews. He was preceded in death by his sisters Thel-

A Word, Please: Be careful with headlines By June Casagrande
It was the headline that launched a thousand linguistics blog posts: “Violinist Linked to JAL Crash Blossoms.” In 2009, a copy editor spotted this headline in Japan Today. Then he logged on to an internet language forum to ponder the question: “What’s a crash blossom?” The rest is linguistics history. What had been a nonsensical pairing of two words became a term referring to just such nonsense. Today, crash blossom means any headline that invites a misreading — especially a ridiculous one. For example, the Japan Today headline didn’t mean that a violinist is linked to mysterious things called crash blossoms. It meant that a violinist who is linked to a crash is blossoming in her career. How do we know that? Certainly not from the grammar. As written, the headline has two meanings — one logical, the other nonsensical. We need logic to tell us which of the two valid interpretations is more likely. Headline writing, which crams big ideas into very tight spaces, is uniquely vulnerable to such misunderstandings. Lots of wellknown examples go back more than a century. “British Left Waffles on Falklands.” “Giant Waves Down Queen Mary’s Funnel.” “McDonald’s Fries the Holy Grail for Potato Farmers.” “MacArthur Flies Back to Front.” “Eighth Army Push Bottles Up Germans.” “Squad Helps Dog Bite Victim.” Why did Brits abandon their carb-laden breakfasts? Why did the giant need a funnel to wave to the queen? Why did the potato farmers order their grail fried instead of broiled? Obviously, they didn’t. But the headline writers failed to make that clear. Headline writing usually chops out little words — articles like “the” and conjunctions like “and” and, more problematically, verbs like “to be” and auxiliary verbs like “have.” A headline that means to say, “A violinist is linked” usually just says, “Violinist linked.” The “is,” a conjugated form of “to be,” is dropped. As readers, we’ve come to expect it. So when you see “violinist linked,” it’s logical to assume it means “is
linked” and that the words that follow constitute the think she was linked to. In “McDonald’s Fries the Holy Grail for Potato Farmers,” an omitted form of “to be” is again the culprit. This headline means “McDonald’s fries are the Holy Grail for potato farmers.” The headline writer left the “are” implied, raising the grammatical possibility that “fries” is the verb and “the Holy Grail” its object. Sometimes, however, you can’t blame a missing verb. In “Giant Waves Down Queen Mary’s Funnel,” the first three words are all highly versatile. “Giant” could be an adjective or a noun. “Waves” could be a noun or a verb. “Down” could be an adverb or a verb. The verb form of “down” is so much less common than the adverb form (“He downed his drink”), it’s pretty understandable why you might at first think “waves” is the verb and a giant was the noun doing the waving. “In everyday spoken and written language, we can usually handle this sort of grammatical uncertainty because we have enough additional clues to make the right choices of interpretation,” linguist Ben Zimmer wrote in a 2010 issue of the New York Times Magazine. “But headlines sweep away those little words — particularly articles, auxiliary verbs and forms of ‘to be’ — robbing the reader of crucial context.” Zimmer points out a unique, and I’d say unfortunate feature of our language that helps create these crash blossoms. In English, the letter S is used to form plurals, but it’s also used to conjugate verbs in the third person singular. She waffles. She likes waffles. This makes it unclear at first that “waffles” is a verb in “British Left Waffles on Falklands.” These double-take headlines are nothing new. The 1915 manual “Newspaper Editing” warned headline writers confusion “can be avoided only by great care in the use of words with two meanings and especially words that may be used either as nouns or verbs.” But since 2009, when violinist with ties to a crash blossomed, this old problem finally has a name. — June Casagrande is the author of “The Joy of Syntax: A Simple Guide to All the Grammar You Know You Should Know.” She can be reached at JuneTCN@aol.com.
Letters to the editor Private companies can do as they wish The premise of Thomas Knapp, guest opinion in the July 16, Pilot, that the government is trying to censor social media is false. It is true that some social media companies have censored groups and individuals they feel post patently false and conspiratorial content, but they are private companies and can do what they want. There are angels out there Recently, we drove to the Bombsite Trail on the windy, gravel road that continues beyond Winchuck Road (alternate route South Bank washed out). After 1 hour, 13 miles, assuming we missed it, we turned back. Suddenly we heard something. Our back right tire was flat. We got the new jack and tiny spare from our Camry. We cooperatively changed the tire, me kneeling and setting the jack, my husband and son replacing the tire. Our 14-year-old grandson watching his first tire change, kept track of the nuts and let the jack down. My husband suggested we pray for a safe trip down. We drove 2-3 miles until our front left tire went flat. None of the three cell phones had service. We started to walk the eight miles left to paved road. I held our black lab, Smokey. Then our miracle happened. Unbelievably, after never seeing a car, a tan minivan appeared. After asking to take my son and I to
town, they generously offered to take everyone. I clambered in the third seat next to the empty child's seat. My husband and grandson volunteered to stay. My son climbed in the second seat, behind the two Coloradans, a white haired father and his daughter who had a 4 year old. His wife was a retired first Grade teacher, like me. Our guardian angels were heading up 18 miles to the Redwood Trail. We had no cell service until 101. After several calls to State Farm, Michelle helped us get Wes Towing (I've taught his three kids). We called Carpenter Auto. Judi, my friend, drove us home to get my son's car. We started at 1:30, our guardian angels dropped us in town about 4:30, the car arrived at about 5:15. Bumpy road noise prevented us hearing our angel's names. My son and I were stressed out about the tow truck and didn't accept the offer of their phone number. I wrote this to thank them and to let everyone know there are still angels out there, who offer assistance and sacrifice their day to help strangers

Let your voice be heard I'm writing in regard to the upcoming August 2 Brookings City Council Workshop about Accessory Dwelling Units and the System Development Fees assessed by the city upon such housing units. The city should be commended for allowing such units within the city under its' Land Use Ordinance. While such units don't make a significant impact in terms of increasing the total supply of affordable workforce housing units within
the city, they are certainly a step in the right direction. Unfortunately, the city's fee imposed upon the individual homeowner developers of these units is inordinately high, thus serving as a disincentive for their actual construction. Chances are that many of these units will be marketed as short-term vacation rentals, another often-undesirable use that further reduces the supply of affordable workforce rental housing. The city generates significant revenue through Conditional Use Permit fees for VRBOs while providing little or no regulatory oversight. Consequently, the ordinance while well-intended with regard to ADUs and VRBOs, isn't achieving its' presumed goal of increasing the supply of affordable housing, particularly for residents of low-to-moderate income who comprise the bulk of our increasingly tourism/leisure-oriented local economy. These are the people who clean our houses, cook and serve our food, bag and deliver our groceries, mow our lawns, etc. Where are they supposed to live in Brookings' unequal housing market where home prices are skyrocketing and rental apartments at any price are in very short supply? Our jobs, housing balance and housing affordability are seriously out of whack. Where are our high school graduates supposed to go? Who's going to fill our low-paying tourism/leisure industry jobs? How desirable are we going to be for retirees if our employment base collapses? What's going to happen to our real estate values? Please let the City Council know how you feel. The first reading of the Ordinance was on March 8, 2021 and reintroduced on June 14, 2021. This Ordinance was adopted on July 12, 2021, following the tabulation of assessment ballots by the Del Norte County Elections Office on June 28,2021. The tabulation results show a total of 1,738 valid ballots cast of 5,253 ballots mailed (33% return rate). There were 26 ballots that were invalid due to no signature or no marked vote. The assessment received 860 “Yes” votes valued at $72,503.80 (50.01%) and 878 “No” votes valued at $72,486.00 (49.99%). The difference between Yes and No votes following this count is 0.012% and a value difference of $17.80. As a result, no majority protest exists and therefore the assessment may be levied beginning in FY 2020-21. Curry County residents to receive WIC through Josephine County Families participating in Curry County’s Women, Infants and Children program will now receive services from Josephine County WIC. “WIC touches the lives of many Oregon families every day,” said Christine Shepherd, manager of Josephine County WIC. “Part of our mission at WIC is to provide healthy, nutritious foods to families. Services we provide include nutrition education, breastfeeding support and community referrals. Our
work is vital in creating a healthy environment where women, their children and families can thrive.” Curry County residents will not have to travel to Josephine County to receive services. Rather, Josephine County WIC is providing services to Curry County residents within Curry County. WIC, a division of public health, is a premier maternal/child health and nutrition program. WIC supplements the diets of pregnant and breastfeeding
women, and infants and children younger than 5. The foods provided are based on federal requirements and align with the 2020-2025 Dietary Guidelines for Americans, as well as the infant feeding guidelines of American Academy of Pediatrics. Since July 1, OHA has been providing public health services to Curry County residents, after county commissioners approved a resolution in April to transfer its public health authority to the state. In both Curry and Josephine counties, 2,033 families were served by WIC in 2020. That same year, WIC participants spent more than $1.35 million on healthy foods at local WIC retailers. Sixty-nine percent of those families were working households where at least one parent was employed. About 43% of the pregnant women in the two counties combined use WIC. In addition, WIC participants spent $18,608 in farm-direct benefits at local growers’ markets and farm stalls in 2020. Oregon WIC-authorized foods include: • Fresh, frozen and canned fruits and vegetables. Benefits temporarily increased to $35 per month until October. • Wholegrain options, including whole wheat bread, whole wheat or corn tortillas, whole wheat pasta, brown rice, oatmeal and bulgur. • Milk, soy beverage or goat milk. • Cheese, yogurt, tofu, eggs. • Peanut butter, dry or canned beans. Any families that receive Supplemental Nutrition Assistance Program, Oregon Health Plan or
Temporary Assistance for Needy Families services automatically qualify for the WIC program if they are part of the groups the counties serve. Otherwise, WIC will consider the household income to determine qualification. For more information, please see https://

Hailing from Edmonds, Washington, the award-winning, internationally-known Gothard Sisters - Greta, Solana and Willow – perform traditional Celtic tunes mixed with a bit of classical
music, bluegrass, folk and even rock and roll. They are also known for their Irish folk dancing and storytelling skills, touring across the U.S. and performing at Kennedy Center’s Millennium stage in Washington DC, for Disney Cruise line in Europe, and a 20-city tour of Japan in 2019. The trio’s latest album Dragonfly features the sisters playing a variety of acoustic instruments combined with harmonies on

Ashley Corrado was just 25 years old when she was struck and killed by a car in Phoenix on January 1. According to local news reports, witnesses saw Corrado running on the roadway on Interstate 17 around 2 a.m. Shortly after, she was struck by a vehicle and pronounced dead at the scene. The unidenti-
fied driver of the vehicle cooperated with authorities, and an investigation is ongoing. Now, Corrado’s family on the Oregon Coast are remembering her life. Initially from Arizona, some of Ashley’s grandparents, uncles and cousins now live in Brookings. Earlier this month, the family asked the Harbor Fire Department to clean off the chalk wall at the

or boating waste. Human contact with unsafe levels of fecal bacteria can cause diarrhea, stomach cramps, skin rashes, upper respiratory infections and other illnesses. Last week, Bennett was testing for Enterococcus in Harris Beach State Park creeks and ocean water. Harris Beach is one of 21 regularly tested beaches on the coast. Other test sites on the South Coast include Mill Beach in Brookings, Hubbard Beach in Port Orford, and Bastendorff and Sunset Bay beaches in Coos Bay. The Beach Monitoring Program runs from Memorial Day to Labor day, when people are using the beaches the most. Thanks to the mobile testing labs, technicians can know within 24 hours whether a site has high levels of fecal bacteria. When high levels are found, DEQ notifies the Oregon Health Authority, which issues a public health advisory, and then contacts state park officials, who are responsible for posting warning signs at beach entrances and notifying visitors. Dani Padilla, Harris Beach State Park manager, said she is thankful for the quick turnaround time on testing, as Harris Beach gets about 3 million visitors each year, and many of them like to swim. “You don’t see a whole lot of people swimming on the Oregon Coast, but for some reason this is the beach where I see the most of it,” said Padilla. When a beach advisory comes in from OHA, Padilla said she gets the word out to her staff right away. “I tell people that it’s still safe to recreate on the beach, but you want to stay out of the water. It’s very rare that we have to close the beach.” Earlier this month, this system was used to flag Hubbard Beach after tests indicated high levels of fecal bacteria. The advisory for Hubbard Creek was lifted July 6, and there are currently no beach advisories at any of Oregon’s 18 monitored beaches. However, Sunset Bay State Park in Coos Bay has been plagued with high
levels of fecal bacteria in recent years, and it’s still a mystery as to why. A 2018 investigation launched by DEQ determined the contamination was likely coming from freshwater creeks feeding into the bay, but researchers still couldn’t pinpoint the source of bacteria, according to the report. The most recent health advisory at Sunset Bay was issued in September of 2020, and the site has also been listed as “impaired water” under the federal Clean Water act. Bennett said the freshwater creeks are typically to blame for spikes in fecal bacteria on beaches. “It’s just true that there’s not a ton of sources of fecal bacteria contamination on a nice pristine beach, if there’s not a creek running into it,” said Bennett. In May, the Oregon
Beach Monitoring Program received $221,000 in an annual grant from the Environmental Protection Agency to continue their efforts. Nevertheless, funding for the program has dwindled about 30% over time due to inflation, according to Mike Mulvey, natural resource specialist with DEQ. Mulvey said the decline in funding has reduced the scope of the longtime project. “We used to monitor over 70 beaches throughout the whole year, but now we look at less beaches over less time,” he said. “This program is really a great thing for protecting public health,” said Mulvey. What’s more, this 20-year-old data collection program could help future researchers identify a link between warming waters
