Milliman steps in as Brookings city manager By BREEANA LAUGHLIN The Pilot
Retired Brookings City Manager Gary Milliman is stepping back into his former position while current City Manager Janell Howard is on paid administrative leave. Howard was appointed to the city manager position when Milliman retired in 2018, according to Brookings Mayor Ron
Hedenskog. Mayor Hedenskog said that city officials were on order not to comment on the circumstances related to Howard’s leave. “Janell Howard is a high level employee of the city who is entitled to utmost confidentiality in her personal life,” he added. Milliman said he agreed to serve in the temporary position after being contacted by Mayor Hedenskog. His term as city
manager is on a to-be-determined basis, according to city officials. The duration of the leave is uncertain, which is why Milliman was asked to serve as pro tem. Milliman reports he has about 45 years of experience in city management in Oregon and California. After his retirement, Milliman became Brookings municipal court judge. He is carrying out the duties of both city manager and municipal judge at
this time, Hedenskog said. Hedenskog said he was confident Milliman would do a good job for the city of Brookings during his temporary assignment. “I was a city councilor when we hired Gary to be the city manager in 2008,” Hedenskog said. After his retirement, Milliman was appointed to emeritus status. This title basically means he is an ambassador for the city of Brookings, Hedenskog said.

Members of the public filled the Chetco Library community space to standing-room only on Thursday, July 14, for a town hall meeting about Project Turnkey. Emotions ran high several times throughout the meeting while members of the public shared their concerns about the proposed project to turn a 40-unit Brookings motel into emergency and transitional housing for survivors of domestic violence and
abuse, well as vulnerable members of the unhoused-population. A panel of speakers were on hand to answer questions about the project. Mary Pat Luetke-Stahlman is the executive director of Oasis Advocacy and Shelter. She is partnering with Diana Cooper, executive director of Brookings Core response, to apply for funding that would connect residents of Project Turnkey to long-term housing, job placement, basic essential needs like clothes and food and more. Drew Farmer, of Oregon Coast Community
Action, was also at the event. Many public comments represented opposition to the project. “We have really big safety concerns that need to be addressed.” “The police department is going to be impacted directly.” “Why help people from the homeless community who aren’t from here?” “Most of the homeless are drug addicted and mentally ill... giving them blankets and food is making the problem worse.” Some members of the public asked, “Why Brookings?” “We don’t have a hospital. We
don’t have health and human services. We don’t have what these people so desperately need.” A small number of people spoke out in support of the project. “All of you should feel horrible that you don’t want to help.” “I interact with these people on a daily basis. I know their names, I know their faces. I know their stories.” One woman told the audience that they shouldn’t stereotype all homeless people into the same group. Please see TURNKEY Page A11
Curry County Clerk Renee’ Kolen announces pending retirement The Pilot
After 37 years with the Curry County Clerk’s Office, the last 30 years as the elected county clerk, Renee’ Kolen announces that she will be leaving office in January 2023. “This office and the people of Curry County have been a huge and wonderful part of my life for the last 37 years and this decision has been extremely difficult for me, but it is time for me to say goodbye,” said Kolen said. Kolen’s tenure with the county clerk’s office began in 1985 when her mother-in-law, Anna May Kolen, encouraged her to volunteer as an election board worker at the then polling place elections where ballots were counted by hand under County Clerk Eugene Baumann. Since then, Kolen never looked back. In 1989 the office automated ballot counting using an optical scanning process. Then in 1992, Kolen was first elected clerk. “I was contested in that first election and was so honored that the people placed their trust in me," Kolen said. "For me, it has always been about trust, and I have worked hard to maintain
that trust with our citizens.” In 1998, Oregon voters approved voting by mail with 70% voting in favor. Kolen’s office implemented vote by mail and at the next presidential general election, Curry had almost a 90% voter turnout in that election. The average turnout in Oregon was 80% and prior to vote by mail, Curry averaged 60% voter turnout in presidential elections. By 2005, Kolen was asked to participate in a steering committee to help implement Oregon’s Statewide Voter Registration System, which helps elections officials to prevent someone from registering and voting in more than one county at once. In 2008, Curry County was one of the first two counties in the state to upgrade to a digital ballot scanning system. In 2016, the Oregon legislature approved the Oregon Motor Voter Bill, which automatically registers voters and voter registration climbed from around 14,000 in Curry to over 18,000 almost overnight. Kolen and her staff continue to work towards improving the county clerk’s services for all Curry County citizens. In addition to elections and mainte-
nance of the deed and mortgage land records, the county clerk provides for marriage licenses, marriage ceremonies, passport services, has recently upgraded the ADA compliant 24-hour ballot drop boxes and now issues death certificates. Under Kolen, the office has remained on budget, finished on time and in a 2015 countywide survey, the county clerk’s office scored higher than any other county department with an 82% approval rating. “I was extremely humbled in my last contested election (2020) where the voters retuned me to office with approximately 75% of the vote. I have been passionate about this office and want to thank our citizens for the trust they have placed in me,” Kolen said. Kolen says she likes to think she has left the campsite in better condition than she found it. Chief Deputy Curry County Clerk Shelley Denney has been with her for decades and worked hand in hand with Kolen on many of the improvements to the office. Additionally, Denney has implemented marriage licensing online and is working to automate the indexing of land records and
Renee' Kolen has recently launched E- recording and implemented a digital research room. “Shelley has been amazing in her service to Curry County and the rest of our staff is possibly the best group I have worked with in all my years in office. Shelley has been integral to keeping our services modernized, viable and free from outside influences,” Kolen said. “While I’m not leaving office until January, I want to thank you for your support. I will miss you all and it has been an honor and a privilege to serve you,” Kolen concluded.
Gold Beach looking for homeless solution By BREEANA LAUGHLIN The Pilot
Law enforcement officers and nonprofit representatives joined the Gold Beach City Council for a special workshop to address the local homeless population. The goal was to discuss ways the city can become compliant with time, manner and place regulations regarding homelessness. ”What it comes down to is that if we tell people where they can’t be, we have to tell them where they can be,” said Gold Beach Police Chief Jordan White during the July 15 meeting. Law enforcement has been told that they must not criminalize homelessness. Gold Beach police are asking for the community to come together to make a plan to provide viable options for homeless people to go. “We’ve realized we need this to be a community solution. We can’t viably solve this out of sight out of mind and make it go away,” he said. “In order to do this right, it is going to require full commitment of community working together so we can all stand behind the decision that was made and be proud of the outcome and shoulder the burden because we are all going to own it.” Gold Beach Mayor Tamie Kaufmann gave each of the city council members an opportunity to weigh in on the issue, and to share any ideas they have moving forward. After councilors spoke, members of the Library District and Curry County, as well as several nonprofit groups were invited to weigh in. Council members suggested looking at the bigger picture for a long-term situation. Several council members pointed out that not all situations of homelessness are the same. While there are those with mental health and drug issues, there are also situations where families with children and seniors are struggling. “We need to look at long-term solutions and come up with a long-term plan,” said Councilor Summer Matteson, ”I don’t know if we are helping people by shoving them onto a lot and saying, ‘you can hang out here for a bit.’” While others agreed a longterm commitment is needed, they suggested any progress is better than none. City officials agreed to move forward with the idea of an “urban campground” to start. They agreed bathroom/shower facilities would be needed. City officials said they would be a partner rather than an owner in the operations. Several people at the meeting volunteered to be a part of a work group to help the city move forward with their plans to be in compliance with the law including the Gold Beach mayor, police and fire chief and regional housing coordinator. A state grant will help the city of Brookings rehabilitate Kidtown at Azalea Park.
State set to help fund Kidtown replacement Brookings has been recommended to receive $586,056 in State grant funding for the rehabilitation of the Kidtown at Azalea Park. Funding was recommended by the Oregon Government Grant Program Advisory Committee at its July 15 meeting. The recommendation now goes to the Oregon Parks and Recreation Commission, where final approval is
expected in September. The city would provide an additional $390,704 in funding from general tax revenue. Nature’s Coastal Holiday is contributing $30,000 to the project, and funding is also being allocated from the Carolyn Milliman Memorial Fund. The total project cost is estimated to be $976,760. The project will include replacement of the existing
Kidtown structure and Kidtown parking lot, and construction of a picnic shelter. “Kidtown is a heavily-used recreation facility,” said Deputy Public Works/ Community Development Director Jay Trost. “We are pleased with the funding recommendation and are moving ahead with confidence that final approval will come in September. We plan to be ready to
proceed with construction next spring.” Trost, who prepared the grant application, appeared at the OGGPAC meeting last week via Zoom from Kidtown. “I thought, what better way to make a presentation to the committee than from Kidtown itself,” Trost said. “These are highly competitive grant programs, and you need to really impress the committee with a vi-
sion of the project. I think our presentation strategy helped.” “The fact that we had a strong match provided by the Brookings community through the SRF and donation commitments made our application very competitive,” Trost noted. Twenty-four projects from around the state, with grant funds totaling almost $13 million, were recommended for funding, while
a total of 47 applications were submitted. Kidtown was originally constructed in 1994 largely by volunteers and was initially maintained by a local non-profit organization. The city assumed ownership and maintenance responsibility in 1998. “Jay Trost did a great job pulling this application together,” said City Manager Pro Tem Gary Millima

DeFazio receives big honor in D.C. By DAVID RUPKALVIS The Pilot
Congressman Peter DeFazio has been honored many times during his long career representing the Fourth Congressional District. But one of the biggest honors of his career came last Wednesday when the official portrait showcasing his time as chairman of the Transportation and Infrastructure Committee was revealed. "Yesterday was kind of a big day for me," DeFazio said Thursday during a press briefing with media. "We did the portrait unveiling in the Transportation and Infrastructure building." The portrait, painted by Eugene artist Lynda Lanker, will hang in Washington, D.C., honoring DeFazio's term as chair. He was named chairman of the committee in 2019 and will serve until he retires early next year. The painting shows the congressman with the gavel he uses to chair the committee. In the background is a photo of the Patterson Bridge that spans the Rogue River heading into Gold Beach. DeFazio said he wanted the bridge in the portrait because it showcases the work he did in Congress. He explained at one time, the Oregon Department of Transportation was talking about tearing the historic bridge down, before DeFazio stepped in. "I got an $11 million earmark to rehabilitate that bridge," he said. "It's good for another 50 years at least, probably 100." As for DeFazio, his time as Oregon's longest-serving congressman is coming to
an end. But he promised not to leave quietly. "I'm still working and I've got a lot to get done," he said. Even when he does retire, DeFazio said he will continue to work on issues that are important to him and the country. "I'm going to look for things to continue to be involved on a positive side to continue to help America and Americans," he said. But in retirement, he also has other plans, plans much closer to home. "I've created 390,000 acres of wilderness in Oregon," DeFazio said. "I did the largest wild and scenic rivers bill in history. I intend to enjoy some of those things I've saved, particularly next summer. I'm looking forward to a summer I won't be in D.C." While DeFazio said he is eyeing a future away from Congress, there are some elements he hopes to see made law before he leaves. He pointed specifically to climate change elements the Senate took out of the bipartisan infrastructure package before it was passed. While the Senate has been hesitant to act, DeFazio said the Biden administration is using its power to put some of those elements into law, a move he applauds. "They are moving ahead," DeFazio said. "There were tools that were left to deal with greenhouse gases. They did take out my mandatory reduction element. Now they are going to implement it administratively. Maybe we should go after the root cause. The administration it taking that on. Good for them."

Curry County Lead Appraiser Kiley Wegner reports that her team, along with Assessor Jim Kolen, recently completed the appraisals of the remote properties up the Rogue River from Agness that can only be reached by boat. “We are grateful to a fantastic boat pilot, Court Boice, for providing us transportation and in many cases introductions to some of these remote property owners,” said Wegner. “He really assisted us with the access to these properties. Commissioner Boice was great to work with.” For Wegner’s team, the day began by leaving Gold Beach at 7:30 a.m. and driving up the Rogue to Foster Bar to meet the boat. They then spent the rest of the day being ferried to several access points where they hiked in to the various lodges and cabins by trail. “These property owners had been notified well in advance of our visit,” said Wegner, “but the one thing you can’t schedule is the weather and our appraisers
each clocked approximately nine miles on the trail in very hot weather. I am proud of them for how hard they worked. It was a long day and we didn’t make it back until 6:30 p.m.” The purpose for the assessor’s visit was to reappraise the properties for property tax purposes. The appraisers visit the properties and note any changes to the property inventory and then compare the properties to the latest market indicators resulting in values the property owners will pay property taxes on for schools, the library, the health district and county government. Joining Wegner in this effort were lead Appraiser Analyst Lacey Young, Appraiser I Alex Adkins and Appraiser Trainee Josie Piper. Assessor Jim Kolen was also with the appraisal staff on this project. “I am very fortunate to have such an excellent team leader in Kiley Wegner and this appraisal staff is as good as I’ve ever worked with. Her team was
organized, efficient and they just split up and just got the work done,” said Kolen. “Also and I know it embarrasses him for me to say this, but we were doubly fortunate to have arguably one of the best Rogue River boat pilots in Commissioner Court Boice to help us in our work.” “After a day like this, I

Monday, July 25, from 2pm – 4pm Have you ever wondered where your two plus million tax dollars are being spent by the College District? Have you ever wanted to have a say in how that money is spent? Wonder why there is no student housing at Curry Campus? The college President and Vice President will be here from the main campus in Coos-Bay to hear and answer questions from Curry County residents of all ages about the present and future goals for the Curry Campus! Why the college went from 239 course offerings at three locations (Brookings, Gold Beach, and Port Orford in 2001), to 4 face-to-face courses at Brookings in the Spring quarter 2022? The Gold Beach and Port Orford facilities no longer exist. What happened to the original pledge by SWOCC, if Curry joined their district, to provide a curriculum that would allow Curry students to obtain an AA degree or completion certificate without having to commute to or live in Coos-Bay? Does it bother you that Curry County pays 38.8% of the total taxes collected by the college district—nearly $2.2 million annually. While only about $800.000 is budgeted for Curry

Campus. Beyond that, why does Curry only have one seat on the sevenmember Board of Education where all the decisions are made? This is surely “taxation without representation,” Have you ever wondered why the Curry Campus has spent very little on advertising its classes on local radio or in the local newspapers compared to the College of the Redwoods in Crescent City and Coos Campus? Much advertising that is for Southwestern Oregon Community College isn’t necessarily for Curry Campus but rather for Coos Campus. Were you aware that in the past, on a regular basis, SWOCC’s Curry Campus staff listed “Ghost” classes in the schedule, classes that had no teacher for them, but made it look like Curry had a bigger program than it did? And when students registered for the classes, they were cancelled the first day of the quarter and then the students had to scramble to fill their schedule around their part time jobs and other obligations? Are you aware that the Curry Campus student pays the same tuition and fees as the main campus student in Coos-

Bay does but gets none of the “perks” that they do? No student clubs, no athletic teams, no work out facilities, no dorms, no on campus food services, no all-weather track to exercise on, no tennis courts, no field trips, no on campus security. Are you aware with all the violence happening on American school campuses today the Curry Campus has no on-site security to protect students and staff? Two years ago, the Sheriff of Curry County volunteered to put the new sub-station at the Curry Campus (instead of Harbor where it currently is). This would have meant professional security during all hours the campus was open to the public—the staff at the main campus turned down the opportunity. Still today there is no security at the Curry Campus while the main campus has several security personnel and two patrol cars. Could this expose the college to liability if an “active shooter” incident ever happens at Curry? These are just some of the questions that need to be answered concerning how the nearly $2.2 million in tax dollars from Curry County is being spent and where is it being spent.
What this means is Curry land values are more valuable and assessment is higher and, therefore, though our population is 35% of Coos County’s, Curry County pays 168% more per person for SWOCC campus. Ironically, Curry County taxpayers pay 119% more to the community college district than we do to our Curry County general fund. The point is--SWOCC is getting some good tax subsidizing from Curry’s taxpayers.

Military toxic exposure legislation should include lung cancer screening The Promise to Address Comprehensive Toxics Act (PACT Act) should require the Department of Veterans Affairs to offer Lung Cancer screening utilizing Low Dose CT Scans to Veterans exposed to known respiratory carcinogens. The same dioxins in Agent Orange are also found in Military Burn Pits. Veterans who were exposed to Agent Orange and develop Lung Cancer do not need to establish a nexus as the Lung Cancer is presumed to have been caused by Agent Orange exposure. Agent Orange, Burn Pits and Asbestos are known respiratory carcinogens. Lung Cancer is curable with the early stages. Per the CDC: "The only recommended screening test for lung cancer is low-dose computed tomography (also called a lowdose CT scan, or LDCT).” The PACT Act should require the Department of Veterans Affairs to offer LDCT lung scans to Veterans exposed to known respiratory Carcinogens to detect Lung Cancer early when it is treatable/curable. Concerned citizens, parents, and grandparents are demanding the rights of children be protected and provided a safe and healthy reading environment. Our property tax funds the library and our concerns have not been addressed or resolved. The B.O.D.'s reluctance to remove highly illustrated books that influences self harm, performing oral sex or prostitution as a means "to get want you want" will have long term repercussions to our society, that the librarians won't be responsible to fix. Broken lives becomes the family's burden to repair. If the family is broken, then our community is impacted. Stop the destruction at its source. A peer reviewed study confirms, exposure to pornagraphic material affects the behavior of children and young adults. Books with unsafe touching practices, the beginning of the child grooming assault, is to break down the barriers of the child's innocence and trust. Who is charge of teaching our children about their bodies,
parents or librarians? The sensitive nature is the parent's right to address, at the appropriate age of their child, not blasted out by video or illustrated sex book. It's time to gather together and "Save Our Children". Be brave, speak out, and stand against child grooming and all the evil it brings. We will again go before the board in August to pursue resolution. If your family has been adversely affected by the children's reading program, please attend and voice your concerns. Many will stand with you. The uniqueness of a child's body should be addressed by the parents at the appropriate age. Books directed at children that break the barriers of obscenity are meant to lessen the shock. Kellie Evans Harbor Collaboration is key Last night's full house meeting (July 14, 2022) set as a Town Hall to learn about a specific housing option was worth every minute. I appreciate all who shared because I want to know how this community feels about itself. My takeaways: we are facing the same difficulties as many communities. Homelessness and housing was top of the New York Times news today (July 15), so there are multiple models of municipal attempts to better the same situation other towns are facing. What I heard last night was fear, confusion, desperation, life stories, kind remarks and unkind remarks. What I saw was quiet attentiveness and outbursts and then a settling. A question I keep asking, “is there a collective WILL in this place to solve the problem?” Pandemic or not, we have lost our neighborliness. Something only WE can nurture. WE THE PEOPLE. That means many things, but no one person or grant funded project will reestablish a community. Collaboration is possible. It is always possible. If we can’t do this ourselves, we can reach out to community builders like Ford Family Foundation to help bring people together and learn to talk to each other, not shout. Shouting is like a whale spout, it just goes into the air. Collaboration strengthened the community in Malheur County before they faced down an angry militia. To believe this can work is risky, but a lot less stressful and more long term results. Consider it as one option not expressed last night. Karin Larsen Brookings

A Word, Please: A changing language BY JUNE CASAGRANDE It’s the late 1800s. A child in a one-room schoolhouse raises his hand. “Teacher, can I go to the outhouse?” “Of course you can,” the teacher replies. Fast forward 100 years. A child sitting in a classroom raises his hand. “Teacher, can I go to the bathroom?” The teacher’s face twists into a mocking smirk. “I don’t know — can you?” The other children giggle. The boy revises his request: “May I go to the bathroom?” The teacher is triumphant. “Yes, you may.” In the 1800s, using the word “can” to ask for permission was considered standard English. But in the century that followed, something happened. Grammar fussbudgets got it in their heads that “can” should refer to ability and “may” should refer to permission. So if you ask whether you can go to the bathroom, you’re not asking to be excused but instead asking about the state of your own digestive health. Where did they get this idea? No one knows. But it could have to do with the fact that “may” was being used for permission centuries before “can” existed in our language. And if you go back far enough, you unearth a rather delicious irony: In the eighth century, “may” referred
to ability — just as “can” does today. Theoretically, you could have said, “I’m so powerful that I may lift this boulder over my head.” Around the same time, “may” adopted a second meaning, possibility, which is still in use today: It may rain tomorrow. This is also when “may” started to refer to permission: May I please be excused? About 200 years later, “can” showed up in the language. At that time, “can” didn’t refer to ability, exactly. It meant to know something or to know how to do something. So you could have said “I can do math,” but you couldn’t say “I can lift this boulder,” since boulder-hoisting doesn’t require know-how. It took a few more centuries before “can” came to mean “to be able to do something” — at a time when “may” was already doing that job. And by the year 1500, “can” and “may” had overlapping meanings. So for hundreds of years, “can” and “may” both meant to be able to do something or that something was possible. During that time, “may” also meant to have permission, while “can” did not. That changed around 1800 when “can” started being used to refer to permission, making “Can I go to the bathroom?” proper speech.
Then, in the 1900s, came the pushback. “It didn’t take too long for teachers and grammarians of the day to proscribe that ‘can’ should only be used of ability and ‘may’ of permission,” writes Merriam-Webster’s Collegiate Dictionary, citing as an example the 1926 book “How to Say It: Helpful Hints on English,” by Charles Lurie. “There is no particular reason for the rule, except for the fact that ‘may’ has been used longer to mean ‘to give permission’ than ‘can’ has.” In other words, it’s not true that you can’t say, “Can I go to the bathroom?” It’s just another example of a rule that bossy grammar scolds decided to impose on the rest of us. Even so, sometimes you may want to accommodate the grammar scolds. “‘May’ is the more formal word, and if you are at all concerned about being tut-tutted, a safe choice,” Merriam’s advises. “You may use ‘can’ if you wish, and you can use ‘may’ if it makes you feel better.” — June Casagrande is the author of “The Joy of Syntax: A Simple Guide to All the Grammar You Know You Should Know.” She can be reached at JuneTCN@aol.com.

SUMMARY: This measure is a submitted to the voters by the Brookings City Council proposing to reauthorize and increase the City’s motor vehicle fuel dealer license tax, or “local gas tax.” This amendment would increase the tax from $0.04 per gallon to $0.05 per gallon. This tax is imposed on motor vehicle fuel dealers. The local gas tax of $0.04 per gallon was first approved by voters in 2015 and reauthorized by the voters in 2018. If approved by the voters, the ordinance amending the local gas tax ordinance will extend the sunset date of the tax to June 30, 2028. The tax revenue collected may only be used for the construction, reconstruction, improvement, repair, maintenance, and operation of streets within the City of Brookings. If approved by the voters, the ordinance would take effect on July 1, 2023. Oregon to launch 988 Suicide and Crisis Lifeline New, easy-to-remember number that starts Saturday will connect people in need of behavioral health crisis support. Starting Saturday, July 16, people in Oregon and nationwide who are experiencing a behavioral health crisis will be able to call, text or chat 988 to get compassionate care and support from trained crisis counselors. The new three-digit 988 number will be available 24 hours a day, 7 days a week. The 988 Suicide and
Crisis Lifeline was established to improve access to crisis services in a way that meets our country’s growing suicide and mental health-related crisis care needs. The 988 number is easy to remember, like 911. 988 will be available to help people who are experiencing a range of behavioral health crises, including: thoughts of suicide or selfharm, substance use, or any other kind of behavioral health crisis. People can also dial 988 if they are worried about a
loved one who may need crisis support. “Too many people in Oregon don’t have easy, quick access to the support and care they need when facing a mental health crisis,” said Oregon Health Authority Director Patrick Allen. “While fully implementing a transformative crisis care system will take time and further investments, the launch of 988 is a sound first step to connect more people in need with critical, life-saving care.” The 988 dialing code connects callers to the existing National Suicide Prevention Lifeline; a network of local crisis call centers throughout the country. In Oregon, 988 call centers are operated by Lines for Life statewide, and Northwest Human Services in Marion and Polk counties. “988 is going to transform the way we support people in crisis,” said Lines for Life CEO Dwight Holton. “It will take time to build, but 988 will deliver hope to people in crisis as well as their families, loved ones and communities.”

How 988 works to help people in crisis 988 call services will be available in English and Spanish, along with interpretation services in more than 150 languages. Texting 988 and online chat (available at http://988lifeline.org/) are currently available only in English. According to the National Suicide Prevention Lifeline, counselors resolve more than 95 percent of calls over the phone. The crisis counselors are trained to use the least invasive interventions and are linked to a network of services. Often, a supportive conversation is all that is needed to help someone in crisis. When in-person support or intervention is needed, counselors may dispatch a mobile crisis team or first responder.
Community input is designing the future of 988 OHA is working with communities with lived experience in the behavioral health system to guide the design, implementation and policies of 988 and a broader crisis response system, especially through the Crisis System Advisory Workgroup (CSAW). OHA recognizes that many individuals and families with lived experience and from disproportionately affected communities have experienced adverse impacts of the crisis response system due to systemic and historical social injustice. With community partnerships and insights, OHA hopes that 988 can provide an empowering, culturally responsive experience for individuals in crisis and that the system will meet the unique needs of groups disproportionately impact-

The transition to 988 will not impact the availability of crisis services for veterans and military service members. They can call 988 and press 1 to connect with the Veterans Crisis Line. For support in Spanish, callers can press 2 to connect with the Red Nacional de Prevención del Suicidio. Leon is an older guy who needs some one-on-one. He isn’t into other cats or animals, so he should be your only pet unless you have a pet rock. He will talk your ear off if you have time to listen. Leon isn’t so happy here at the Cat House especially needs a plain diet. He hates getting a bath.
Rick came in a stray with another dog, Morty, and is a bit nervous at first, but is sweet once he warms up. He walks everyday and is starting to come out of his shell. In time, his personality will shine through! He doesn’t seem to have had any training, and apparently has had no prior exposure to toys - but he’s starting to learn they can be fun!

Only time will tell if they will fit into their new situation when they are adopted. It really is no different for human kids.

Long-time Brookings resident Evangeline “Vangie” Andreason passed away July 9, 2022, in Coos Bay, Oregon. She was born August 11, 1932, in Amidon, North Dakota. Vangie was the 8th child of Matthew and Barbara (Friess) Koffler. She married Benjamin Douglas “Ben” Andreason on September 5, 1953, in Eugene, Oregon. Vangie was active in many community organizations: Oregon State Family Community Education (FCE) and won their “Sweetheart award”. She was a member of Star of the Sea Catholic Church and the Altar Society and was a youth leader for many years. She was a
member of TOPS (Take Off Pounds Sensibly) and the P.T. A. (Parent-Teacher Association). Vangie was a Cub Scout leader with Marie Morris and started the Community Christmas Bazaar with Margaret Blunt and Marilyn Shipley; she continued to direct it for 50 years. She was a mail carrier Postal Service employee until she retired at the age of 62. Vangie loved all things “crafty”. She enjoyed sewing, making quilts, doll clothes and potholders. Her absolute joy was sewing personal Christmas stockings for the children in her family. She collected many different recipes and frogs of all kinds. Her favorite TV shows were “Blue Bloods”, “Judge Judy”, “Murder She Wrote” and the Golden State Warriors. She loved to play board games of many kinds, and Pinochle. She is survived by her children: Sharon Andreason of Brookings; Mark Andreason of Brookings; Shelly Andreason of Nevada and Renee Fallert
(Terry) of Sutherlin, Oregon; Grandchildren: Mike Taylor, Lori Bell, Erik Andreason, Kim Andreason, Samantha Hinze and Tyrel Hinze; Great-Grandchildren: Jayden Taylor; Jacob and Grant Bell; Makenna, Kaitlin and Kash Andreason, Mika and Olivia Andreason and Ronin Hintz. She is also survived by her sister Rosie and husband Forrest “Andy” Andreason, many nieces and nephews, and a multitude of dear friends. Vangie was preceded in death by her parents Mathew and Barbara (Friess) Koffler, her husband Ben and son Keith Andreason; also by her sisters Mary Kokkeler, Maggie Holland, Ann Cook, Josephine Wettengel, and brothers Peter Koffler and baby Koffler. A Funeral Mass will be recited at 11:30 am on Saturday, July 23, 2022, at Star of the Sea Catholic Church, 820 Old County Road, Brookings, Oregon. Redwood Memorial Chapel is assisting the family.
Frank Michael Cembellin July 4, 2022
Frank passed away in the early morning of the 4th of July at Veteran’s Hospital in Fresno, California at the age of 98. Frank was born to Felipe Cembellin and Gabriela Blasques. Frank’s parents immigrated from the Salamanca/Avila area of Spain and settled in Hollister area. One of seven children along with brothers; Leo, Victor and Larry, and sisters; Marty, Dorothy, and Natalie grew up in Hollister and spent his formative years there and attended Sacred Heart Parish School through the eighth grade then attended and graduated from Hollister High School. Frank played football and baseball in high school and his interest in baseball would remain at his side for decades to come. After high school Frank joined the U.S. Marine Corp in 1942 and joined the fight in WWII against the Japanese in the Pacific theater. Frank fought in the horrific Battle of Peleliu near the Philippines to help clear the way and secure passage of Army General Douglas MacArthurs’ flank, and our American forces in order to liberate the Philippines from Japanese occupation. Of the 9,000 soldiers that landed on the coral beaches of Peleliu 6,500 of those casualties were infantry Marines. During the war Frank became a decorated platoon sergeant and sharpshooter; and was honorably discharged after the war ended. After the war ended Frank moved back to Hollister and attended Gavilan Junior College and played football. Soon after that he met first year P.E. high school teacher from Oregon named Gladys (Glo) Elliott. Thanks to his younger sister Dorothy who was a student in
Ms. Elliott’s P.E. class. She introduced Frank to Ms. Elliott, and Frank took the opportunity to help Ms. Elliott take down the volleyball nets at school and they almost instantly became a perfect match that lasted for 64 years until her passing in December of 2009. Frank and Glo as he affectionately called Gladys had 4 children: Michael, Leslie, Lori, and Sandy. After college he became a building contractor and developer by trade as well as a prolific community leader and volunteer. Among his many accomplishments and contributions to his community Frank became a Recreation Commissioner for the city of Hollister for over 20 years. In addition to being a general building contractor and soft drinks distributor, he was a lifelong member of the Elks Lodge, a charter member of Veterans of Foreign Wars Post N. 9242 of which he was past J.V. Commander. He was also past president of the UBE Lodge and was past commander of District IV Marine Corps League of California. He was past president of the P.T.A. at Hollister High and if that wasn’t enough, he also led the honor guard for funerals for veterans from Hollister. As a building contractor and developer Frank built many residential homes in Hollister and a particular housing development that he completed he dedicated it to his father by naming the newly designated street that ran through the development, Cembellin Drive. Frank was also fundamental in introducing and building the first swimming pool in Hollister. His love for his community and his desire for increased recreational facilities for kids of Hollister lead him to get involved and helped create the first senior Babe Ruth Baseball League in central and northern California. Along with his friend, Fred Marentis they are acknowledged with a plaque located at the Veterans Memorial Park as “The founding Fathers
of Youth baseball in San Benito County for their selfless contributions.” This plaque also went on to list Frank’s many contributions in expanding and popularizing the league and because of all those contributions Frank made to Babe Ruth baseball he was unanimously elected to the Babe Ruth Hall of Fame. Frank eventually found the perfect ocean front dream home for Glo in Brookings, Oregon where they would live permanently. While living in Oregon Frank found time to build the very first ever residential condominiums on the coast of Oregon. He approached the Oregon Coastal Commission with his project and was given permission; subsequently Frank successfully built 2 sections of condos on the cliffs of Brookings, Oregon. In addition, he helped pass a bond which added a major section to the Brookings High School. He helped to oversee its construction. Frank was an extraordinary man because of all the time he selflessly dedicated to one worthy cause after another. From enhancing a healthier and more wholesome personal and physical environment, to building or physically creating something no one had ever attempted before. Frank accomplished a lot while he was alive, but the biggest accomplishments were all the lives he touched and all the relationships he created and nurtured throughout his life. He was a great husband, father, uncle, grandfather, and friend. His family, his community, and his country are much better off because of the life and legacy that this extraordinary man left for us all. May God bless and cradle his soul in his everloving arms for all eternity. Survived by his children: Mike, Leslie, Lori, and Sandy and grandchildren; Kristen, Nick, Cody, Quincy, and Matthew and great-grandchildren; Billy and Sally.

Sue Carroll Ross passed peacefully after a short illness on July 15th. She was born on April 17, 1935, in Oklahoma to parents Harry and Irma Pate. A former resident of Brookings for more than fifty years, Sue and her husband Gerald operated the Gerald Ross Insurance Agency from 1959 until 2012. Sue and Gerald were married for 49 years until his death in 2004 and had two children, Kelly Ross (spouse Tomilynn) of Vancouver, Washington, and Elizabeth Sabin (spouse Scott) of Colorado Springs, Colorado. She had six grandchildren (Adam, Elliot, and Garrett Ross; Emily Bennett, Charles Sabin, and Grant Sabin) and seven greatgrandchildren (Evangeline and Imogene Sabin; Jack, Byron, and Henry Bennett;
Aiden and Suzy Ross) who all adored their “Nana.” The most important things in life for Sue were her family and her Christian faith, and she was a longtime member of both the Brookings Presbyterian Church and Covenant Presbyterian Church in Colorado Springs. She was also active in a wide range of Brookings civic organizations, including Soroptimist International and Eastern Star, and

served for many years as an advisor to the local chapter of the International Order of Rainbow for Girls. In addition to her husband, Gerald, she was preceded in death by her parents and younger brother Bob Pate. A celebration of life will be announced at a later date. The family encourages contributions in her name be made to the Brookings Presbyterian Church.
