Governor orders more masking The Pilot

In response to the alarming rise in COVID-19 case counts across Oregon over the last several weeks, Governor Kate Brown on Monday announced new requirements for face coverings and limits on social get-togethers. Effective, July 15, Oregon’s face covering requirement was expanded to apply to outdoor public spaces when six feet of distance cannot be maintained. Amber Nalls of the city of Brookings said she does not believe the new order will be a problem for this weekend’s Azalea Festival because all events are held outside and signage will remind people of the need for social distancing and wearing face masks when six feet of distance between people can’t be accomplished. In addition, the Governor on Monday banned indoor social get-togethers of more than 10 people will be prohibited. The gathering limit applies only to indoor social get-togethers. This new rule does not change the operation of businesses or churches at this time. Governor Brown noted that failure to comply with the new requirements would lead to more outbreaks of COVID-19 and more restrictive closures with greater impact on Oregon’s economies, communities, health care systems, and families. “We need to do absolutely everything we can to reduce transmission in ways that do not require us to close down businesses again,” said Governor Brown. “The proof here will be in the numbers. Either people will adhere to this requirement and be a positive force for

Your choices determine our future.” The governor shared the following facts about COVID-19 in Oregon: Oregon reported more cases in the past week than in the entire month of May. The last time Oregon had less than 100 cases in a single day was more than a month ago. Half of all cases in Oregon are from people under the age of 40 and one third of all cases are from people under the age of 30. Currently, people in their 20s and 30s are the most likely group to get sick with COVID-19. Two Oregonians in their 30s have died from COVID-19.

However, Curry County has reported only four cases since May 26. Sherrié R. Ward, Public Health Administrator for Curry County Public Health, reported three confirmed positive cases on July 2 and another on July 7. The county’s total confirmed positive cases is now at nine with none requiring hospitalization and zero deaths. Two of the cases reported in Curry County on July 2 were out-of-state residents and the report on July 7 was of a person who had just relocated to Curry from Lane County, Oregon. Del Norte County Del Norte County had a setback Monday when Califonria Gov. Gavin Newsom ordered dine-in restaurants, bars and

some other businesses to shut down statewide, after many had only recently reopened following months of closure. The county’s latest numbers show much lower rates of infection than the rest of California. Part of the reasoning for the California’s new order this week is the new surge in confirmed active cases and hospitalizations in other parts of the state, including within a number of state prisons. As reported last week, there has been a significant outbreak at San Quentin. Although staff from some other facilities of the California Department of Corrections and Rehabilitation have been sent to help out at San Quentin, as of last week no staff had been sent from Pelican

Bay, according to Lt. Del Higgerson. Earlier this week, Higgerson reported, PBSP staff had mandatory COVID-19 testing. Results were expected within 76 hours and will be sent to employees. If there are any confirmed positive tests, they will be reported to Del Norte County. Daily updates online Earlier this week, the Pilot and sister newspaper Del Norte Triplicate began publishing a daily online COVID-19 update to round-up the latest news and statistics in the neighboring counties, including Pelican Bay State Prison. And with assistance from local government and economic development funding, they have created a really sweet deal for restaurants and customers. Affordable housing shortage continues to plague Curry The Pilot

Curry County continues to face a shortage of affordable housing according to the latest information released by the Oregon Employment Development Department. Oregon compiles data on a regional level and the EDD considers Curry County to be part of Southwestern Oregon, along with Coos and Douglas counties. Kelvin Valdovinos, workforce analyst for the three-county region uses the latest data (from 2018) to tell the story. Data from the American Community Survey showed an estimated 82,106 occupied housing units, he said, with renter-occupied units accounting for 33 percent of all occupied housing

units in the southwestern region of Oregon. Curry County leads the region in median rental prices, costing households $870 per month, sitting $76 above both Douglas and Coos counties, Valdovinos said. “As expected for rural counties, monthly housing costs are lower than Oregon’s median ($1,050),” he said. “The monthly median cost is also a reflection of the price range that renters are willing or able to pay. All three counties have more than half of renters paying rent within the $500 to $999 range. Comparing that across Oregon, 38 percent of renters paid rent within the same range.” Prior to the unexpected pandemic surrounding COVID-19, Oregon was experiencing fast

growth in home prices across the state, strongly affecting housing affordability, the EDD analyst said. “In order to understand what ‘affordability’ entails, we must have a better understanding of the affordable housing rental market,” he continued. He made three points to help people have a better understanding of how information is derived: • Oregon Housing and Community Services (OHCS) is Oregon’s housing finance agency. The Area Median Income (AMI) is the midpoint of a region’s income distribution – half of the families in a specified region earn more than the median and half earn less. •The U.S. Department of Housing and Urban Develop-

ment (HUD) sets income thresholds relative to the area’s median income to identify households eligible to live in income-restricted housing units and the affordability of those units to low-income households. •HUD has set three levels of affordability based on AMI — at or below 30 percent (Extremely Low Income), 50 percent (Very Low Income), and 80 percent (Low Income). Depending on household size, HUD also defines and calculates the different levels of AMI for a geographic location. OHCS then uses HUD’s data to set rental limits for each of the three groups mentioned, separating Oregon by counties. “There is a golden rule in budgeting of spending around 30 percent of your income on rent,

and is highly suggested to not go over that share,” Valdovinos said. “So what income percentage are Southwestern Oregon residents paying towards their rent?” As is true across Oregon, he said, half of renters are paying more than 30 percent of their household income to rent. “With median household income in Southwestern Oregon sitting at $45,569, we can estimate that half of the region’s housing renters pay more than $1,139 towards their rent,” he said. And although HUD requires so-called “affordable housing units” to stay under their designated AMIs for their county, there are not enough affordable housing units to fill the high demand in Southwestern Oregon. Forest Service plans prescribed fire, other projects northeast of Gold Beach Fuels treatment will also produce approximately 24 MMBF of timber GOLD BEACH – The Final Environmental Impact Statement and Draft Record of Decision Notice for the Shasta Agness Landscape Restoration Project was recently completed and is subject to pre-decisional administrative review (objection). This project will implement numerous restoration actions, including thinning, prescribed fire, riparian and aquatic restoration, the conservation and acceleration of late successional forest, and sustainable recreation and roads. The project will contribute to landscape resiliency on approximately 7,000 acres of the Rogue River-Siskiyou National Forest northeast of Gold Beach. Mechanical fuels treatments and prescribed fire will be utilized to reintroduce low-intensity burns in areas where biodi-

versity levels are linked to more frequent fire regimes. These treatments will not only benefit ecosystem health, they will also serve to protect local private land and residences within the Wildland Urban Interface “I am pleased that we are completing the environmental analysis for the Shasta Agness project. Our community partners and the forest staff have designed a project geared towards community protection from wildfires while improving forest health,” said Forest Supervisor Merv George, Jr. “We all realize our beautiful forest needs upkeep and maintenance and through projects such as this, we will do just that.” As a result of the planned treatments, the Shasta Agness project will produce approximately 24 MMBF that will contribute to local economics and industry stability. Macbeth, a radio-drama, to be presented by KCIW Radio and Chetco Pelican Players beginning the week of Monday, July 20. Shakespeare’s Macbeth, originally scheduled for performances in July by the Chetco Pelican Players (CPP), is instead being produced as a radio-drama. When the COVID-19 pandemic made live performances impossible, CPP member and KCIW host Katlyn Temple decided to revise her adaptation of the script specifically for voice acting. CPP actors, excited to work under Temple’s technical direction, with Boyd Allen directing and Andrew Simmons assist-

He worked in several places before returning to Brookings. After working as a mechanic and service manager for more that 35 years, he changed careers and went to work at Pelican Bay State Prison and retired after ten years. Food banks serve urgent community need EDITOR’S NOTE: Although this guest commentary is from the Oregon Food Bank, the issues are relevant for all of the food banks serving our communities. Please also see article on page 3 in this week’s paper for local information. BY ASHLEY MUMM

Oregon Food Bank this week joined U.S. Senator Ron Wyden in a call for Congress to pass urgent relief for families and communities hard-hit by the pandemic and its economic fallout. The following remarks were delivered by Susannah Morgan, CEO of Oregon Food Bank, on behalf of the one-in-five Oregonians facing income loss and food insecurity in the wake of COVID-19. “This is a critical moment for Oregon and our nation. Confirmed cases of COVID-19 are spiking in Oregon, Washington and around the country. The death toll continues to rise. And one-in-five Oregonians are out of work in the pandemic’s wake. “It breaks my heart to report that we’ve seen food insecurity double in Oregon since March. Requests for emergency food assistance have risen dramatically across our 1,400 pantries and meal sites. Many sites have served as many community members in a month as they usually see in an entire year. And there is no end in sight. “Our highest priority — always and right now especially — must be to care for one another. On behalf of the entire Oregon Food Bank Network, I call on Congress to take immediate action to address the greatest hunger crisis of my lifetime. Now is the time for bold leadership to ensure all Oregonians can put food on the table — to pass a comprehensive relief package that will ensure our communities can emerge stronger on the other side of this pandemic. “First, we must extend Unemployment Insurance. This should be a no-brainer. Until the pandemic is conquered and our economy recovers, families will need this critical help to put food on the table. Equally important is to protect and strengthen SNAP — formerly known as ‘food stamps’. Our neighbors are facing double jeopardy - no income from jobs AND rising food prices. This means that current SNAP benefits simply aren’t enough to get families through the month. Congress can fix this by increasing SNAP food benefits by 15% and extending the emergency measures that are set to expire soon. “We also need to extend the Pandemic EBT program, which provides funds for food for families whose kids would have received free or reduced priced meals at school. As a mom of two school-aged kids myself, I can tell you from personal experience that if kids don’t eat, they can’t learn — and disruptions in school patterns are already making education really challenging. “It is vital that Congress stop excluding Oregonians from these and other safety net initiatives. Many of our neighbors have been excluded from prior aid packages — immigrants and refugees, many of whom are essential to our food system, have been cut out. In the middle of a pandemic, everyone should be able to access food or healthcare assistance without fear. Including all taxpayers and halting the ‘Public Charge’ rule are important first steps, and elected leaders can go even further by establishing an Emergency Assistance Fund to ensure states can provide support for those who can’t otherwise access our safety net. “Oregonians need this help, and we need it now. This is particularly true for our neighbors long stalked by poverty and now disproportionately impacted by COVID-19 — our neighbors who are Black, Latinx, Indigenous and other people of color. I know that my friend, Senator Ron Wyden, understands this — he has long been a champion of policies that fight hunger and its root causes. But we need the rest of Congress to stand with Senator Wyden. Hunger’s reach is widening and deepening with each passing day. Our communities cannot wait another day for relief. “Thank you, Senator Wyden, for being here today. And thank to our other guests, Karlee Hudgens, and Lloyd Jones, who will share about the realities of this pandemic for Oregon’s families. Karlee and Lloyd, we are immensely grateful you have joined us today to speak truth to power.

‘Hogwash!’ There was a Zogby poll

that came out recently and revealed the fact that over 55 percent of voters think that Joe Biden has dementia. I do not buy it for a second. When I hear about polls that say Biden is leading by double digits — hogwash! Does anybody remember that poll in 1988 that said Michael Dukakis was leading George Bush Sr.

by 17 points right after the Democrat convention? How about that Gallup poll in 1984 that said Walter Mondale was beating Ronald Reagan by one point right after the Democrat convention? How did that turn out? The New York Times came out with a poll that says Biden is beating Trump 50% to 36%. This same poll claims “other” candidates are getting 14% of the vote. Are you kidding me? Third parties are getting even less attention than ever before and the New York Times is claiming that 3rd party candidates are getting 14 percent this time around? I don’t think so, Scooter. I know for a fact that the Libertarian Party has a couple of unknowns on their Presidential ticket and when is the last time anybody even heard from the Green Party? “Throughout Southwestern Oregon, when only analyzing affordable housing that is available at less than 30 percent of AMI, there is a vast deficit of units,” Valdovinos said. “This shortage of units leads more than half of the renter population within this region to pay more than 30 percent of their household income towards rent,” he said. “When we look at the shortage of units for less than 50 percent AMI, the scarcity is even higher for affordable units available. In total, there is a shortage of 5,450 affordable renting units within Southwestern Oregon, when holding the AMI to less than 50 percent. No solution Oregon’s EDD collects and provides the data, but can’t solve the housing problem in Curry County or elsewhere in the state. “Housing affordability continues to be a serious concern across the state of Oregon and within rural counties,” Valdovinos said. “Affordable housing rental prices are limited to the maximum amount they can charge a low-income household, due to the laws and requirements set by both HUD and OHCS. Therefore, while affordable housing rental prices are reasonable, the shortfall of available and affordable units is the most problematic and pressing issue within not only the Southwestern region, but in Oregon.”

Rogue River Triathlon set for Aug. 8 in Agness By Tara Simonson For The Pilot

In this odd and unprecedented year of 2020 in which all events have been canceled, the Rogue River Triathlon has been granted the green-light! We are going to run the event! We will be following Oregon state guidelines regarding COVID-19. The Rogue River Triathlon is a special little event held in Agness beginning at 9 a.m. on Aug. 8. There are many reasons why this event is special, but let’s point out a few. The run and bike sections of the event boast beautiful views of the river. The swim portion actually takes place in the river!

The event is a fundraiser for the Agness Library and the Agness Fire Dept. The entry fee is a donation and all proceeds go to the library and the fire department. The people of Agness also host a bake sale and we have a fundraiser drawing for donated prizes that add to the proceeds. This event is a great starter Triathlon for anyone who has ever thought about doing a Triathlon.

The swim is a half-mile distance down river, the bike ride is 12 miles and the run is 3 miles. Athletes can participate in an individual category or as a team. The run and bike portions of the event are on an out-and-back course so there is lots of support and encouragement from other athletes.
