The county submitted its application earlier in the week and waited patiently for word from the governor’s office that

said Wednesday as she provided more details on what Phase II will mean. “Your leadership –– you choosing to be both kind and smart –– is why we have been able to start the reopening process.” “Any reopening comes with risk. That’s just a fact of life right now,” she said. “So we need to reduce the risk that comes with reopening. So, fellow Oregonians, you have another chance

to shine. A chance to show that you are looking out for your friends, family, and neighbors.” Curry application In a letter to the governor on June 2, Curry County Public Health Administrator Sherrie R. Ward officially requested that Brown allow Curry County to enter Phase II on Friday, June 5. Ward said that the criteria for the county to enter Phase I

GAO releases 2017 fire report Chetco Bar Fire examined

A congressional watchdog agency has reported its findings from an examination of the U.S. Forest Service’s firefighting response to the 2017 Chetco Bar Fire. Rep. Peter DeFazio requested an investigation into the Forest Service’s handling of the fire and said June 1 that the lessons learned from past disasters can help with future efforts. The report from the Government Accountability Office, an agency that provides information to Congress, was recently released.

“As we approach another potentially severe wildfire season, along with the added challenge of the coronavirus pandemic, it is imperative that we take lessons learned from past disasters and apply that knowledge to prevention efforts today, in order to keep Oregonians safe,” DeFazio said. The Chetco Bar Fire After an apparent lightning strike in mid-July 2017 deep in the Kalmiopsis Wilderness northeast of Brookings, what came to be known as the Chetco Bar Fire grew slowly for about a month. A Forest Service crew

went in by helicopter to attempt to knock it down while it was small, but firefighters determined that the area was too steep and dangerous to put people on the ground. By Aug. 15 the fire had grown to 5,400 acres with no further effort to put it out. Officials thought the fire might just burn slowly until fall rains, as is sometimes the case with backcountry fires. Unfortunately, hot dry “Chetco effect” winds stirred up the flames and the fire blew up. It would go on to burn six homes and torch 190,000 acres of public and private land. Smoke from the

fire created a health hazard and the fire was not fully contained until Nov. 4. Suppression costs were more than $58 million. As early as August 2017, concerns were expressed locally that the Forest Service hadn’t responded appropriately. Speaking at a service club meeting in Coos Bay, DeFazio said he would request the GAO investigate “because there are some who feel that the initial attack on the fire was inadequate, that it may have been controlled even though it’s a very difficult terrain.” Please see Fire, Page A8

The event was planned for two hours and lasted a little beyond that time, although the crowd began to thin out. There was no evidence of any police presence or conflict between those demonstrating and people driving by.

About 100 people gathered on the east side of Chetco Avenue just south of 5th Street in Brookings Tuesday afternoon to honor the memory of the Minneapolis man whose death on May 25 has sparked violent protests and rioting across the country. George Floyd was a black man who died in Minneapolis on May 25. Video of him lying face down in the street while handcuffed by a police officer who kept his knee on the right side of Floyd’s neck for 8 minutes and 46 seconds has been circulated widely. The officer, Derek Chauvin, and three others were fired and Chauvin has been charged with third-degree murder and second-degree manslaughter in connection with Floyd’s death. Sky-Marie McDonald of Brookings, who organized the event via social media, said the purpose of the event was to honor Floyd and show unity. Although many related protests and demonstrations around

Gold Beach and Pacific high schools will be holding graduation ceremonies involving parades and social distancing on Friday, June 5. Pacific will celebrate the graduates from the Class of 2020 with a Graduation Parade through Port Orford starting at 5 p.m. on June 5. This parade will start on the north side of Port Orford, travel down Highway 101 and end at the field at Driftwood Elementary School. GBHS has scheduled its Graduation Parade and Socially Distanced Commencement Ceremony for 7 p.m. on June 5. On June 5, immediate family or friends who live with the student will drive a truck, flatbed, or open vehicle to display the senior in their cap and gown in a parade through the town which will finalize on the high school football field. The parade will start at 7 p.m. sharp. KGBR will play “Pomp and Circumstance” to signal the start of the parade. The parade will set up in the Port of Gold Beach along Harbor Way facing north in front of Jerry’s Rogue River Museum and Gift Shop and extending south on the right side of Harbor Way toward the U.S. Post Office. From there, vehicles will enter Highway 101 from Harbor Way and progress south through town to the high school. Students will drive north through the school parking lot, pausing in front of the high school steps to be announced, filmed (live stream), and photographed receiving their diploma. After students have received their diploma, they will continue north through the parking lot, turn left and proceed behind the stadium, and drive down onto the football field to their marked location. There, families and graduates will wait in their designated location with balloons, listening to the announcements of their classmates and honking, cheering until all graduates are on the field. Once the last graduate has taken their position on the football field, Superintendent Tim Wilson will announce the “Graduated Class of 2020.” After the recessional has finished playing, graduation vehicles, graduates and families should exit the field. Brookings schools wrapping up school year THE PILOT In addition to preparing for unique COVID-19 compatible high school graduation events this week, Brookings-Harbor School District is wrapping up the academic year — and signing up kindergartners. According to a message from interim Superintendent Chris Eberhardt posted on the district’s website, students will not be assigned any new distance learning after June 4, although June 17 is officially the last day of the school year. He noted that some may have outstanding assignments they will need to complete. High school students should work with their teachers to complete work by June 17 so they can earn credit, and seniors must complete work by June 13 to participate in graduation ceremonies.

Computer return The district issued nearly 900 Chromebook computers to facilitate distance learning since schools were closed in mid-March by order of Oregon Gov. Kate Brown. Eberhardt said school principals will communicate with families about exactly how and when the equipment is to be returned. Kalmiopsis Elementary School Chromebook return days will be June

17-19, with drop off at the Kalmiopsis school foyer by the gym, according to the schedule below: June 17: 10 a.m. to 6 p.m., Kindergarten and first grade June 18: 10 a.m. to 6 p.m., second and third grade June 19: 10 a.m. to 6 p.m., fourth and fifth grade return

Graduation Graduation plans for Brookings-Harbor High School have been adjusted and will now include a parade at 7 p.m. on Friday, June 12 with a livestreamed ceremony at 2 p.m. on Saturday, June 13. According to Principal DeAnne Varitek, the graduation ceremony will be held in the Elmer Bankus stadium at the high school, but attendance will be limited due to COVID-19 safety restrictions. Family groups of ten or fewer members, including the graduate, may accompany their senior into the stadium to view graduates receiving their diplomas and to take photos. Following the acceptance of the diploma, families will exit the stadium to make way for the entrance of other families. She said seniors will be contacted to learn their marching lineup number and to receive a time to report to the stadium. A live stream of the ceremony will be available on

away in January, was the longtime Executive Director of the Wild Rivers Coast Alliance and an advisor for Bandon Dunes Golf Resort. WRCA was a labor of love for Jim, and he soared in his role of bridging community need with leadership and grant assistance. To honor Jim’s legacy, Mike Keiser created the Jim Seeley Memorial Scholarship. The annual scholarship is awarded to one male and one female high school student in the WRCA service area, which includes high schools in Brookings-Harbor, Gold Beach, Port Orford-Langlois, Bandon, Coquille, Myrtle Point, and Powers. Each scholarship given is a four-year renewable full-tuition scholarship worth $80,000.

Thomas William Reed December 3, 1932 - February 11, 2020 survived. He also served as Radioman at the Eleventh Coast Guard District Primary Radio Station in Long Beach, CA at the Point Vicente lighthouse and radio station. Tom was Honorably Discharged from the US Coast Guard in December 1956. In 1957, Tom and his family moved back to San Bernardino where he attended colleges in San Bernardino and San Fernando Valley earning certificates in Electronics and Business Management. Tom and Barbara’s second child Eric, was born in 1958 and the family moved to Van Nuys, CA where Tom worked as a radar technician for Lockheed Corporation calibrating radar on the F-94 Starfire. Tom next gathered his family and bought a new house in Simi Valley, CA where he worked for two Divisions of North American Aviation, namely Rocketdyne and Atomics International, both at the Santa Susana Field Laboratory. At Rocketdyne, he coordinated the testing and recording of the Saturn V moon rocket’s second stage booster engines. When these engines would fire, their roar could be heard at the Reed house miles away in Simi Valley. One of Tom’s favorite stories of the time was when he met actors Bill Cosby and Richard Culp at the engine test site while they were filming an episode of the TV show “I Spy”. At Atomics International, he worked on testing of several types of commercial nuclear power generators including the first commercial nuclear power plant in the U.S. Tom left the aerospace business in 1968 and moved his family to Orange County, CA when he accepted a job at the U.S. Divers Aqua Lung Division in Santa Ana, CA developing product test apparatus for the company. Tom also returned to college earning an Associates of Arts degree in Business from Orange Coast College. Tom enjoyed his work at Divers especially meeting US Divers CEO Jacques Cousteau and his sons; touring the Cousteau research vessel “Calypso”; and pitching for the Divers AAA fastpitch softball team earning him the names “Captain Tornado” and “Atom Bomb Tom”, names which he would be called the rest of his life. Tom held both NAUI and PADI scuba certificates. Tom’s daughter and son

were also SCUBA certified and the three of them enjoyed many diving adventures throughout California. In 1984, Tom and Barbara, along with their son Eric started “Test Engineering”, a business of designing and building respiratory safety apparatus testing equipment. Clients included US Divers, various fire departments, Universities and occupational health organizations. In 1989, Tom moved his business to Eureka, CA then to Brookings, OR in 1993. Test Engineering remained viable with active projects up until the day he died. In Brookings, Tom enjoyed working with a number of volunteer organizations including the Masonic lodge; Elks lodge; Veterans of Foreign Wars Post 966 where he served as Chaplain; First Baptist Community Church; delivering Meals on Wheels; and volunteering with the Brookings Police “Volunteers in Police Service” or “VIPS”. Tom and Barbara both enjoyed the many hours working together with the VIPS and were very active with the organization. Tom’s hobbies included photography (where he was the family photographer and could be seen at nearly all kids and grandkids events with a camera in hand); art (sketching cartoons often featuring Captain Tornado); sports (where he was a huge Dodger fan); and supporting his family. Tom is survived by his daughter Crystal Hull; Son-in-law David Hull (or whats his name as Tom would often call him); Daughter-in-law Kim Reed; granddaughters Molly Hull, Jamie Hull and Rachel Reed; great grandson Caden Pelley and great granddaughter Kaci Pelley. Tom was proud that his life’s work was always aimed at ensuring that people were safe and protected, whether in outer space or in the depth of the oceans and everywhere in-between. THE PILOT The Oregon State Parks Department will reopen several South Coast parks to camping on June 9, including Harris Beach State Park. At all the campgrounds that are opening, yurt and cabin camping remains closed, as does large-group camping. No walk-in or firstcome, first-served camping is available at present time. Oregon State Parks announced the reopening of campgrounds last week. “I am cautiously delighted. We are working hard to welcome campers wherever we can safely do so, as soon as we can,” said OPRD Director Lisa Sumption.

Sumption said that campgrounds will open only when the following conditions are met: • Public health guidelines (OHA established) for the county are fulfilled. • The local community agrees. • The park has enough staff, supplies and equipment to safely open and operate at a basic level. Sumption also noted that revenue loss, COVID-19 precautions and staff reductions will curtail services at most if not all campgrounds. The online reservation system has been suspended since April 28. It will reopen for new reservations

sometime this week, and will accept new reservations one day to two weeks in advance. OPRD will announce the reservation reopening date early this week through its website, stateparks.oregon.gov. Other campgrounds on the Oregon Coast that will reopen on June 9 are Fort Stevens near Astoria, Cape Lookout near Tillamook, Nehalem Bay south of Cannon Beach, Beverly Beach north of Newport, South Beach south of Newport, and Humbug Mountain south of Port Orford. There is no word on when Alfred A. Loeb State Park near Brookings will reopen.

Lighthouse Quilt Guild cancels quilt show The Lighthouse Quilt Guild is unable to hold its 2020 Quilt Show at the Del Norte County Fairgrounds. It was scheduled for Aug. 15-16. The guild stated plans are underway to resume it on Aug. 21-22, 2021, at the fairgrounds. The same theme will be used — Butterflies and Bumble Bees. Anyone who purchased tickets for this year’s show will be able to use those for the show in 2021 and the Challenge Quilt But-

terflies and Bumble Bees drawing on Aug. 22. Tickets from this year will also still be good for the Challenge Quilt

Thomas (Tom) Reed passed away on February 11, 2020 in Brookings, Oregon at the age of 87. Tom was born December 3, 1932 to John and Eva Reed in San Bernardino, CA. Tom was the youngest of five boys and idolized his brothers Clint Hewlett, Jim Hewlett, Don Hewlett and John (Jr.) Reed. During his childhood he enjoyed a variety of sports from baseball to tumbling while attending schools in San Bernardino, CA; Pullman, Washington; and Victorville, CA. He met the love of his life, Barbara Jean Knight at San Bernardino High School and graduated with the Class of 1950. Shortly after graduation, Tom worked for the Santa Fe Railroad as a Facilities Electrician Helper and as a Firefighter living in the fire hall. Tom married Barbara on January 9, 1953 and they had their first child, Crystal, in August 1954. Also in January 1953, Tom enlisted in the US Coast Guard. After Boot Camp on Coast Guard Island in Alameda, CA and completing US Navy Firefighting School on Treasure Island in San Francisco, CA, Tom went on to attend and graduate from Coast Guard Radio Operator School in Groton, CT. Graduating second in his class, he was allowed to choose his duty location and he chose San Diego, CA. There, he served as radioman on the USCG Cutter Perseus and USCG Cutter Pontchartrain during the Korean conflict. He had many experiences during his shipboard service that he would recount for the rest of his life. These included rescuing tuna fishermen from stormy surf off the coast of Mexico; unsuccessfully trying to hail a Korean freighter until his ship shot over its bow; and the rescue of all 31 passengers and crew from a Pan Am Stratocruiser airliner that had to ditch in the mid-pacific where all

In light of the California Department of Public Health mandates, the California Redwoods Art Association has closed the gallery and canceled classes and events for the foreseeable future. Claire Heasler is the Artist of the Month at the 2nd Street Gallery. Other exhibits include Susan Humphry

Coloring book available DNACA’s coloring book “Colorful Critters of Del Norte County” is a great way to engage students with a home art and learning project! This book is hand drawn by local artist Rosemary Garcia, highlighting the “wild side” of Del Norte County with colorful critters. I have recovered somewhat and would like to resume having intimate relations, but she’s not that far along. I no longer feel there’s any reason to continue on this earth. There is no point to my being here. I think about suicide daily. I have been told that if I were going to do this and hurt my family as my son did, I would’ve already done it. My wife and I have been cast into a hell that’s impossible to bear. There is no way to describe the pain, anger and sorrow we feel. I want to die because I feel the world would be a better place without my sorrowful self taking up resources. I have sought help ever since we lost my son, and have been taking all kinds of medication that I no longer want to take. Is there a way out other than my option? -- BEYOND DEPRESSED DEAR BEYOND DEPRESSED: Please accept my deepest sympathy for the tragic loss of your son. I cannot imagine the hell you and your wife are going through. Because you can’t get the thought of suicide out of your mind, it is very important that you receive more help than I can give you in a letter. DEAR ABBY: I have two children. One is 6, and the other is an infant. My 6-year-old is kind but mischievous at times. I am a firm believer that children need loving parents, but also parents who discipline when it’s needed. My mother recently came to live with me and my husband. She helps out a lot, but she is causing some confusion in our home. She doesn’t discipline my 6-year-old when needed. In fact, she often acts like a child herself when she should be acting like an adult. This issue causes my 6-year-old to sometimes be disrespectful. When my husband and I hear the smart-mouth talk, we address it, but there’s only so much we can do when my mother won’t take an adult role. I have had several conversations with her about it, but nothing changes. Curry application In a letter to the governor on June 2, Curry County Public Health Administrator Sherrie R. Ward officially requested that Brown allow Curry County to enter Phase II on Friday, June 5. Ward said that the criteria for the county to enter Phase I continued to be met. She also certified that county first responders have sufficient personal protective equipment. Additionally, she noted that Curry County Public Health has at least five trained contact tracers, which she said was in excess of the level appropriate and reasonable for the size of the population. On Monday, June 1, at least 40 DMV offices statewide began setting appointments for limited in-person services. These offices include those in Brookings, Coos Bay, and Coquille. The Brookings DMV can be reached 541-469-2441. While the DMV will begin taking calls to set appointments on Monday, the first appointments will not occur until Wednesday, June 3. Further, services that are available by mail or online will not be available in DMV offices. The following services will be available by appointment, according to an Oregon Department of Transportation press release: • Driver licensing and ID cards — originals, renewals and replacements, including passenger car and commercial licenses, and instruction permits • Driver knowledge tests • Driving privilege reinstatements • Disabled parking placards

Casinos reopen with COVID-19 safety protocols By David Hayes The Triplicate

As the state of California continues to loosen stay-at-home rules that were in place to combat the spread of the coronavirus, residents were happy to learn the two nearest casinos were back in limited operation this week. Sally Tatro, 74, of Brookings, quickly won $100 in slots off a starting amount of $20 at the Lucky 7 Casino, which she used to frequent quite often before it closed in midMarch. “I thought, finally. I’m glad they were doing it,” Tatro said about the reopening. “Everybody in Brookings was going crazy. There was nothing to do.” Wearing a surgical mask at her favorite slot machine, Tatro said she has diabetes and COPD (chronic obstructive pulmonary disease), so she was happy with the precautions the casino took, even though she wasn’t too worried about coronavirus. “I believe if you’re going to get it, you’re going to get it,” she said. To help make the environment safer in their phased reopenings, both casinos take temperatures from a single-entry point into the casino. While the Lucky 7 uses a handheld device, Elk Valley installed thermal imaging cameras that take your temperature while you wait in line. Anyone with a temperature above 100.4 degrees will be denied entry at both casinos. “There’s a secondary camera just in case, and a further backup hand-held device as the third line of defense,” said General Manager Michael White. Crescent City resident Katherine Naliboff was ready to criticize Elk Valley for not taking temperatures at the door and was surprised to learn the cam-

eras did it automatically. “Well that’s cool. I didn’t notice that,” Naliboff said, adding that it was nice to do something different at the casino. “I’ve been working through this whole thing. I haven’t taken any time off, just sticking to my normal life as much as possible. I probably wouldn’t have worn a mask, but I’m used to it since it’s required at work.” The Lucky 7 has started with no smoking for now, and may phase it back in sooner, rather than later, according to General Manager John Scott. “We went with no smoking because you have to pull your mask off,” Scott explained. “That probably won’t last long. We’ll try it for a while. But we do have one of the larger no smoking gaming areas on the North Coast. I’m kind of proud of it. Put some new devices into it, so it’s kind of nice.” Meanwhile, Elk Valley is allowing smoking and White is also proud of their new installation, too — a special Synexis filtration system. “It filters out microbials and airborne things. It was actually designed for the ebola virus couple years ago,” White said. “It’s pretty common in hospitals and really helps filters the air with a special cleaning agent. We’re not eradicating the virus, just mitigating it.” Both casinos ran their reopening protocols past United Indian Health Services, but did not need to get approval from the county. “I’m not sure if they’re all in favor for the casinos opening up quite yet, but the tribe thought it was safe,” Scott said of the Tolowa Dee-ni’ Nation. “Being a sovereign nation, they didn’t need county approval to reopen. Technically we didn’t need to shut down. Just for the

public view and the way things were going, it was better not to take too big a black eye.” Both casinos have cut their occupancy by half. The Lucky 7 has turned off every other slot machine to ensure social distancing. Elk Valley has done the same, but has also installed Plexiglass barriers between the more popular rows of machines. Table games will not be offered at either casino for now. “Table games stay closed a while yet until we figure it out,” Scott said. “We’ve seen models of how the Los Vegas strip is doing, they’re just spraying stuff. They’re not really dividing up tables, but there’s only three per table. Poker’s a little different. It’s a social game. You sit across from each other, doing your verbal jousting. That’s the game, it’s going to be a little more difficult there. You can’t really limit the number of seats. You going to have four? That’s a little boring.” White and Scott agreed that staff at both locations are excited to be back at work. The Lucky 7 employs

about 300. About 135 are on staff at the Elk Valley. “Biggest thing with the staff, a lot of people are happy to be back,” Scott said. “I talked to a lot of people over the last week, getting people revved up.” “A lot of the team has been training up for the last couple weeks,” White added. “It’s been really fun seeing everybody coming back. I’ve been in here by myself for a while.” Director of Marketing Devin Jacot added the casino took extra steps to ensure the health of returning employees. “One thing we last did Thursday was a free antibody check for all the staff voluntarily. It was quite the operation,” he said, thanking the six nurses from United Indian Health Services. Scott said results from the tests are not back yet, but he expects them back within a week. The restaurant seating capacity at both casinos was reduced. Elk Valley’s Full House Bar & Grill will have a reduced seating capacity to allow mini-

mum 10 feet of separation between tables, while the House of Howonquet Restaurant at Lucky 7 reduced its capacity from 150 to 80. Both will have limited menus. Neither will serve alcohol on the casino floor, although Lucky 7 will serve it in the restaurant. Scott explained the prohibition on alcohol. “The bar is a social gathering point. With a bar, you got to have a lot of people, some excitement. That’s just not going to happen today,” he said. Lucky 7 is holding off on bingo for now, while Elk Valley will resume limited operations starting Thursday. White said Elk Valley took advantage of the closure to replace all its carpeting throughout the casino, restaurant and poker room. For now, Scott said, the Howonquet Lodge hotel

will remain closed. “Most of our customer base comes from Brookings and we’ve kind of been following their lead a little bit, with all the restaurants and sit-down dining, and hotels that are open,” Scott said. “But Crescent City is a little stricter, so we’ll follow that code of ethics for a while.” While Elks Valley has postponed its promotions for now, Jacot remains hopeful their entertainment schedule will be revived. “We have two very tentative concerts. We had the band Caravanserai, one of the top Santana tribute bands in the nation, in August and a tentative date for a Journey cover band in September,” he said. “The roadblock is if there are no changes in public gatherings. The idea is this will help feel our way through the social distancing issue. Maybe concerts will come back.”
