A seemingly simple vote on whether to give pay raises to elected officials in Curry County has erupted into another dispute between Commissioners Court Boice and Chris Paasch. The two commissioners, who

have been at odds on variety of issues over the last several years, vote differently on the issue, with Boice joining board Chair John Herzog voting in favor with Paasch voting against. After the board voted to approve the raises, Paasch sent a letter to the media decrying the decision and vowing not to accept the raise.

"Yesterday's decision by the other two commissioners to vote for a raise for the elected officials will cost this county dearly," Paasch wrote. "We have been working on consumption tax to be paid fairly by everyone including tourists and the best ways to do that and present it to the public for passage. This raise will certainly put a dagger in

Researchers believe they have found timbers from a 300-year old Spanish galleon along Oregon's north coast, according to the National Geographic. "The extraordinarily rare hull remains were removed from sea caves near Manzanita earlier this week in a risky emergency recovery mission involving archaeologists, law enforcement personnel, and search-and-rescue teams from multiple state and local agencies," National Geographic states in an online article. The discovery was first made in 2019 after a beachgoer spotted the remains, but the pandemic and permitting requirements slowed retrieval of the timbers. "The dozen timbers are believed to be pieces of the Santo Cristo de Burgos, a Spanish galleon that was sailing from the Philippines to Mexico in 1693 when it veered off course and vanished, most likely wrecking on what’s now Oregon’s coast. Its cargo included costly Chinese silk, porcelain, and blocks of beeswax for making candles,"

the National Geographic online report states. On June 14, state geologists traveled to the site to begin the recovery. Nehalem Bay Fire & Rescue (NBFR) Chief Chris Beswick said he and a NBFR crew of four assisted state geologists in retrieving the timbers. "There are a couple of caves where some artifacts had washed up, primary the wood pieces," he said. "The main piece that we brought in looks like a main timber from the ship. It is about 6-feet long. It was very heavy." Beswick said his crew using jet skis navigated the large timber from the cave through the water to the beach, about 200feet, then carried it to a waiting trailer on shore. "We also helped bring in several other smaller pieces of wood," he said. "The state geologist were very excited about them." COVID vaccine rolls out for children under 5 ZOE GOTTLIEB Country Media

Children 6 months and older are the latest group to become eligible for the COVID-19 vaccine after the state granted its approval over the weekend. The Office of Oregon Gov. Kate Brown reported Sunday, June 12, that the Western States Scientific Safety Review Workgroup had completed its review of the federal process and unanimously concluded that the Pfizer-BioNTech and Moderna vaccines are safe and effective for children as young as 6 months old. The Moderna two-dose vaccine series and the Pfizer threedose vaccine series are now available to children 6 months to 5 years old, according to a press release from the Oregon Health Authority (OHA). The OHA informed healthcare providers that they could begin administering the vaccines as soon as Monday, June 13. The news comes after State Epidemiologist Dr. Dean Sidelinger, joined by OHSU School of Medicine Professor of Pediatrics Dr. Dawn Nolt, announced the FDA’s approval of pediatric doses for the Pfizer-BioNTech and Moderna vaccines at a press conference held Friday, June 17. “Today is a monumental step forward in our nation’s fight against the virus, with virtually every American now eligible for the protections that COVID-19 vaccines provide,” President Joe Biden said. “For parents all over the country, this is a day of relief and celebration.” Children aged 6 months to 5 years are the last subgroup to become eligible for the vaccine. The pediatric vaccine rollout will expand eligibility to 230,000 Oregon children and 20 million children in the United States. Pandemic outlook At the June 17 media briefing, Sidelinger touched on several points, including the downward trend of COVID-19 hospitalizations and Oregon’s still high level of community spread. According to Sidelinger, COVID-19 test positivity rose slightly from 11.4% on May 16 to 11.7% on June 14, and during the last month, daily reported case counts have leveled, from a rolling seven-day average of 1,401 cases reported on May 16, to 1,487 on June 14. “We assume these numbers are a dramatic undercount of the actual number of cases because we know many people are using at-home tests and not reporting the results,” Sidelinger said. “We also Please see COVID-19 Page A2

officials, The Chronicle learned that the possibility of reimposing mandates is not out of the picture. In an email correspondence, OHA Public Affairs Specialist Rudy Peter answered a question from The Chronicle as to whether there is a potential for mask mandates to come back in the fall should case numbers rise. “The Oregon Health Authority monitors communicable disease outbreaks, including COVID-19 case rates and hospital capacity,” Peter responded. “If hospital capacity is strained, unable to care for the public, OHA will take steps to ensure hospital care is accessible to those in need.” According to Peter, keeping a close eye on COVID-19 caseloads and hospital admission rates in service areas will be critical in determining whether hospital capacity is at risk. “New COVID-19 admissions and the percent of staffed inpatient beds occupied represent the current potential for strain on the health system,” he said. “Data on new cases acts as an early warning indicator of potential increases in health system strain in the event of a COVID-19 surge.” On Dec. 27, 2021, The Chronicle reported that the OHA filed a proposed rulemaking notice with the Oregon Secretary of State’s Office, requesting

Scholarship funds reflect new and established donors, and many of the funds are more than 30 years old, while others are as new as a few weeks. Where’d the fun go? Ever ask yourself, where’d the fun go? America’s just no fun anymore. Simple as that. Our leaders lead us from one crisis to another, and they don’t even wait until the last crisis is over before introducing the next one. If there isn’t a crisis, they make one up just to keep it rolling. They like us cringing in fear, afraid to go outside or be with each other or breathe the same air of our potentially dangerous infected neighbors. They don’t like us being together, having parties, reveling. They don’t like us going to work or our kids going to school. They’d have us stuck at home in our virtual worlds feeding us scary thoughts. They like us afraid of the bogey man. They turn off the lights and make weird sounds and send us chasing under our beds with brooms, afraid of the dark corners of our room or worried about what’s in the closet. Their madness cannot stand the light of day so they keep us in tyranny’s shadows, too timid to speak up for fear of rebukement. They decide what’s true, what’s right, what’s best. And worse part, they get us used to following, too seldom questioning the motive behind their decisions and who’s behind the wheel. Maybe, just maybe it’s time we got back to the original idea, We the People. Avery Freauxbischer Brookings Thank you On June 16 at the annual meeting, it was announced that I won the election with 63% of the votes. I want to thank you all for your vote of trust in my ability to represent your needs through my board service. You have my deep appreciation. What you need to know is that your vote for me to represent you on both the CoosCurry Electric Cooperative (CCEC) and Beacon Broadband boards was not accepted by the other six board members. At the director’s meeting following the annual meeting,the board voted to keep me off the Beacon Broadband board and off the CCEC executive committee. This is a committee that, for the nine years I’ve served CCEC members, has always included the full board. Comments in the board room expressed anger against me for being a whistleblower and publishing the March letter listing the many risks of the Beacon Broadband project. The board’s actions are in direct conflict with the voices of

those members who thought their votes had meaning. You thought that you could trust your board to carry out your democratic right to be represented. Now you know. I thank you again for your trust in my ability to represent you on the matters of CCEC and Beacon Broadband. The board’s contempt for your votes and cooperative membership/ownership rights should be loud and clear. What happens next is up to you. The president of the board takes advantage of Curry County residents and want taxes implemented so he and his wife can load their wallets, then you have Commissioner Herzog (your past is between you and God) who served as president of the CCEC board approving raises for Mr. and Mrs. Kolen and himself… so I know they expect Curry County residents to pay for their massive 14-16% raises. Which leads me to our beloved Coos Curry Electric. If these board members vote to give themselves raises at the resident expense, of course they are going to make self enriching decisions at the CCEC members expense. You can find out what managers are being paid at CCEC because it’s a not for profit. I recommend looking it up, $210k for managers $300k plus for The CEO. When are they gonna vote to start paying the employees they manage? According to several newly retired employees, they are not replacing positions and then expecting current employees to take on more tasks and doing Beacon Broadband work as well and do you think their pay is going up? No. So Brent and his management team and the board should be ashamed. They risk the livelihoods of the employees under them, double their work load to fix their bad decisions while they make 3-5 times the pay. That is not how you run a company, without these employees would you have a job? Have you thought maybe people retired when they did because of the messes you guys are making? As members, we have the power for change. It’s time we hold the board and managers of CCEC accountable to take care of the employees and pay them for all the extra work for Beacon. A Word, Please: Apostrophe errors If you have a good grasp of apostrophes, you probably notice that a lot of other people don’t. You could be forgiven for rolling your eyes at sentences like “The dog wagged it’s tail,” which incorrectly uses “it’s” instead of “its.” You might also notice people incorrectly using apostrophes to form plurals, like “I love mango’s.” But that doesn’t mean you’re immune to apostrophe errors. Sometimes apostrophes are tough. Really tough. Here are six advanced apostrophe uses you’re probably getting wrong. Attorneys general’s. Word-savvy people know the plural of “attorney general” is “attorneys general.” But if you wanted to make that possessive, where would you put the apostrophe? You might guess that because the first word takes the plural S, that’s where your possessive apostrophe should go. But you would be wrong. The correct form is “All the attorneys general’s cars are parked outside.” As the Associated Press Stylebook explains it, that’s because apostrophe and the S should come closest to the thing possessed, which in this case means the cars. Two weeks’ notice. Technically, you can omit the apostrophe from this if you want. But in some styles, notably AP, that would be an error. Terms like two weeks’ notice, one day’s pay and five years’ probation are considered “quasi possessives.”

That’s why they usually take possessive apostrophes. The 1980s. It’s not uncommon to see people use apostrophes in decades: “the 1980’s.” But in the world of professional writing, that’s a no-no. The ’80s. Besides showing possession, an apostrophe has a second job: standing in for omitted letters or numbers. Unfortunately, your word processing software doesn’t really get it. When you type an apostrophe before a word or number, Microsoft Word and other programs usually assume you wanted not an apostrophe, which curves almost like a backward letter C, but an opening single quotation mark, which curves with its opening to the right like the letter C. An easy fix: Type the apostrophe twice. Word will make the first one a single quotation mark but it will make the second one a proper apostrophe. Then just delete the first mark. Farmers market. To the apostrophe-savvy, the lack of punctuation in “farmers market” looks wrong. But it’s not. The idea is that “farmers” is essentially an adjective in this construction. It can mean burning to improve forage in tallgrass prairie, to prune pine savannas, or to promote habitat for Karner blue butterflies. Wildfire acts as an all-spectrum ecological catalyst. Good prescribed burns will do the same thing. The choice isn’t between one strategy or the other; it’s selecting from a variety of techniques that work in particular settings and seasons. We need them all, not least because each strategy by itself can fail. Fires escape initial suppression at a rate of 2-3 percent. Different editing styles have different rules for forming possessives of singular nouns that end in S. For example, AP style says it’s Charles’ job but Chicago says it’s Charles’s job. AP piles on more complicated rules. For example, it has different rules for proper nouns like Charles, which take only an apostrophe (Charles’ job) and generic nouns like virus, which take an apostrophe plus an S (the virus’s effect). We need every tool we can get to fight today’s wildfires By Steve Pyne We know now that the largest recorded fire in New Mexico history was started by an escaped “prescribed burn,” or rather by two. The Hermit’s Peak fire bolted away on April 6 when unexpectedly gusty winds blew sparks beyond control lines. Then the Calf Canyon fire raced off on April 9 when similar winds fanned embers in burn piles first kindled in January. The two fires soon merged. Together, as of June 12, they have scorched 320,333 acres, with two-thirds of the fire perimeter regarded as contained. New Mexico Gov. Michelle Lujan Grisham’s reaction was to insist that federal agencies reconsider their policy on spring burns. The chief of the U.S. Forest Service, Randy Moore, responded by announcing a halt on prescribed burning for a 90-day review period. Inevitably, the blowups invited comparison to the 2000 Cerro Grande fire in New Mexico that

began as a prescribed burn, then blew out of Bandelier National Monument and into Los Alamos. It was the largest chronicled fire in the state’s history — until now. Prescribed fire is not likely to be challenged in principle. Recognition seems widespread that controlled burning is a legitimate source of good fire that can reduce the threat from areas likely to burn. States from Florida to California have even reformed liability law to encourage burning on private lands. The real threat to fire management is death by a thousand cuts, each breakdown leading to shutdowns, each partisan group extracting a concession, that together so encumber the practice that it can’t be implemented. There is always something that can cause a prescribed burn to be shuttered. There is no equivalent mechanism to make up the loss. It’s not news that the Western fire scene has become complicated. The Hermits Peak fire will likely end up an order of magnitude larger than Cerro Grande. Inevitably, our future holds a lot of fire. The goal is always to find and employ the right mix of fire for the land.

"It is difficult to respond to his letter concerning Curry County salaries when it is such a big topic and so much pertinent information was left out. I do remind the Curry citizens his record of wasteful spending in our county is undeniable and now he attempts to portray himself as a benevolent guardian of the public treasury. It is a false narrative and one of the reasons he refuses to debate me on critical county matters with important fact checker follow ups." Boice went on to say he only voted in favor of the raises for elected officials because he wanted to maintain parity in the county pay structure. "I voted for the COLA just as we essentially have done for the entire 120 full-time Curry County employees," Boice wrote. "The original Budget Committee intent was to give significant raises only to the Treasurer 8.25% and Sheriff 5%. I saw that as unfair and something we could not justify (and as it also disregarded the Compensation Committee where all seven elected officials were deemed inadequately compensated and overdue pay raises were recommended). My vote, Commissioner Paasch says goes against the decision of the county budget committee. I note the appointed county treasurer is very unhappy with me as he lost some desired compensation perhaps at least for now." Boice added while the county assessor and clerk did receive large increases in recent years, the biggest increase has been for the sheriff. He said the vote to approve 3% raises for all elected officials actually saves the county money. "Commissioner Paasch fails to mention that the smaller COLAs for the sheriff, one commissioner, assessor and clerk will actually cost the county less that the larger increases for the sheriff and the treasurer would have otherwise received," Boice said. "Again, I opted not to take the COLA, and, in fact, in order to help the county’s budget, I personally volunteered a $20,000 salary decrease back in 2017-18. Commissioner Paasch also fails to mention that in Oregon it is the commissioner’s responsibility to set the salaries of all county employees and officers. The law requires the county to impanel an elected official compensation committee to make recommendations and, in the past, our commissioner boards have accepted their recommendations and sometimes accepted the recommendation of the budget committee, but sometimes they’ve not accepted either. That is how it works in all Oregon Counties. "So, Commissioner Paasch concludes that maintaining parity and competitiveness within the County pay structure by giving a COLA to four positions, and reducing the County’s budget, will cause Commissioner Paasch’s as yet to be defined Consumption Tax to fail. This looks a lot more to me like someone who is looking for an excuse or a reason to blame anyone else, but himself. "For the last five years, I have been dedicated to working a consumption tax plan to hopefully send to the voters. It seeks funding solely for our Public Safety and Law Enforcement in Curry County. To date Commissioner Paasch appears to have only

rector. I had no conversation with anyone prior to sending those comments. I forwarded those comments to news outlets Thursday, June 9, at 11:34 a.m. Mr. Boice was sent a copy of my June 9 letter to finance director Brad Rueckert. It is my opinion that he immediately went in and told finance he was refusing the 3% raise as well because of my statement in the letter and he knew it may damage him politically. Just 24 hours previous, Commissioner Boice is on video stating he deserved the raise and was the deciding vote in favor of it. There is no formal written retraction of his raise until Sunday afternoon in a letter from Boice to the finance department rescinding it. The irony of this is, he was a yes vote during budget committee meetings weeks before that we would not vote for raises for elected officials other than the sheriff and the treasurer. That vote was unanimous. Then he changed his mind. Again, just watch the last two budget committee hearings. The facts will speak for themselves. The main reason the budget committee voted to not give raises was because of the potential consumption tax measure to be put on the November ballot and the lack of trust that would show our citizens by authorizing a raise for elected officials while also asking for a tax to pay for a law enforcement. "Boice says he has dedicated himself for the last five years to working on the consumption tax plan. The truth is, he brought it up a few years ago but continually said he didn't have time to work on it and needed someone else to do the work. Finally, this past spring the treasurer said he would do some work on it, and I have assisted minimally with his work. The Citizens need to know, I had asked the Board several times prior to vote and stop or cancel the contract before our County paid one dime! Yet Mr. Paasch tragically refused. He should honorably hold himself accountable. He should explain to the Citizens his commissioner “Service” Record! He’s leaving office at the end of the year and our County is in much worse shape than when he got here 3 1/2 years ago. What has he accomplished to show for what he’s cost the Taxpayers? My debate challenge to him remains strongly intact. It’ not too late to bring this county together and make his last six months productive. "As a Curry County Commissioner, I remain steadfast in my pledge to work hard and try to keep the County from making bad policy decisions. My hope has always been to find actions making wise decisions this Board can agree on and work together towards. I will remain faithful and keep trying." Paasch then came back with his own answer, sending another comment to the media. "It seems apparent that commissioner Boice has an agenda, and it is to continue to put out baseless accusations and misstatements against anyone to divert the spotlight off him and attack anyone who disagrees with him. Today, it seems I am his whipping post again. So, here are the facts. "Commissioner Boice says that I knew he had immediately declined the 3% raise when I wrote my comments on Friday June 10. retired from PERS in 2017 so he would no longer put the burden of PERS on the county. The money that is paid into PERS was added back into his paycheck, but the county did not need to match it saving us money. By state law, the sheriff must be the highest paid person in the sheriff's office. Because of compression issues and a cola issued under union contracts to employees, he must get raises to stay ahead of the captain who would make more money than him. Again, this is mandated by state law. "His continued rant about me aligning myself with our

Months later, he asked to rescind the contracts. At that time, Commissioner Gold who originally voted no said that the county had already signed the contracts and things were moving forward and she didn’t think it was right to void the contracts. Later, Open-Gov turned out to be a failure as we learned we were a “beta test” county meaning they were actually building the software needs from the information gained from us and of course I got blamed for it by Commis-

sioner Boice. "As for his comments about me doing nothing during my tenure, I will let county department heads, ports, sheriff’s office, city leaders and others speak to that. Please, ask them for those facts. Boice’s focus has been made known that he is clearly looking for higher office as since his election five years ago he has since also run for Congress and the Governor’s seat. It saddens me that I must spend so much of my time defending myself, but I have learned it seems to be the norm here since Commissioner Boice was elected. The list is long of people he has attacked and some that he has forced by his actions to leave the

employment of the county. His constant reprimands and threats of doing away with their jobs or their departments by outsourcing them is reprehensible. Talented good people with families leaving because of his actions. These too are verifiable. "The real reason I did not run for re-election is because of Commissioner Boice. Until he is exposed and removed, nothing at the County will change. We have lost some very talented people by his hand. I can’t continue to sit there and be able to do nothing about it as only one commissioner. You can disregard everything I am saying here as hyperbole. Just call a few of the people I mentioned and ask them."

Obituary Harvey Timeus February 28th, 1947 - June 12th, 2022

Harvey Timeus passed away peacefully in his sleep on June 12th, 2022. Harve was born to Suzanne and Harmon (Tim) Timeus on February 28th, 1947, and spent most of his years in Brookings, graduating from Brookings Harbor High. He married Lynda, the love of his life, who preceded him in death. Harve is survived by his sons Clint and Jay who live in Brookings, a daughter,

Sarah who lives in Klamath Falls, his sister Shera, in Paso Robles, California, a daughter in law, a niece, eight grandchildren, four great grandchildren, and several cousins. Harve was an avid hunter loved roaming the hills of Southern Curry County. He was employed by the U.S. Forest Service for 35 years. After retirement he bought and sold several

properties and was very active in the Trash Dogs for several years. He also worked part-time for BLM involving sudden oak death syndrome. Harve was a laid back an easy-going kind of guy, just like his dad, and will be missed by his family and friends. At his request, there will be no services. He will be laid to rest next to Lynda, the love of his life.
