Azalea Festival schedule announced Entrants sought for July 18 parade THE PILOT Observing Oregon’s requirements for large gatherings under Phase 2 of the reopening, the City of Brookings continues to plan for the 81st Azalea Festival set for July 17-19. Traditionally held over Memorial Day weekend, the festival was postponed this year because of concerns of transmission of
COVID-19. On June 4, having had success with Phase 1 of reopening under state guidelines, Curry County was allowed to relax some of the restrictions which prevented previously the festival and other events and activities. Still, physical distancing, gathering size limits, and sanitization guidelines must be observed. Currently, the city is seeking parade entries, and the 2020 Azalea Festival Pageant will be held this Saturday, June 20, at 6 p.m. at the Brookings Elks
Lodge. Entry to the pageant is by ticket only. This year’s Azalea Court members are Alonna Nails, Brooke Firestone, Cartyr Fitzhugh, Kasilyn Ulery and Kaylee Cover. A long-time traditional part of the festival, celebration of pioneer citizens, will not be held this year. The planned schedule of events for the festival weekend includes:

THE PILOT The challenges faced by the Brookings-Harbor High School Class of 2020 were many, but the graduation ceremony on Saturday, June 13, was graced by glorious weather. Many traditions were honored, but the entire class did not have a chance to get together on the field of Elmer Bankus Stadium because of requirements intended to avoid spread of COVID-19. Instead, officials and graduates participating in presentations and making speeches kept their distance — mostly — and the event was live-streamed so other students and their families waiting in cars for their turn to enter the stadium could observe. And that’s when we have to be especially watchful and careful. Contact
tracing seemed to be very effective with the last outbreak we had,” he said. “We also need to recognize that most of Southern Curry County is still part of our medical system. The Gold Beach City Council voted to censure Mayor Karl Popoff Tuesday evening after an hour and 40 minute closed session that included a consultation with Christy Monson, the city’s legal counsel. Council members Tamie Kaufman and Summer Matteson asked the council to meet to consider comments made by Popoff in an email to members of the board of directors of Oregon Coast Community Action. The mayor has represented the city on that board. In a 3-2 vote in a telephonic public meeting that followed the executive session conducted online via Zoom, the council concluded that the language used by Popoff in his email violated city policy. The email in question was sent to Kim Brick, executive director of ORCCA, along with other board members and staff, in response to an email Popoff and others received from Brick. In her email, Brick discussed deep levels of institutional racism in the country and explained that nationwide community action programs like ORCCA stemmed from the Civil Rights movement. ORCCA is a charitable organization that provides resources through programs such as the South Coast Food Share, South Coast Head Start in addition to working to help those in need including those experiencing homelessness. “Kim, with all due respect,” Popoff wrote in his response, “you can shove your racism bandwagon. “I am so sick of having people throwing up racism/white privilege at every turn,” he continued. “You want to know what is hurting blacks? The welfare system. NO dads at home. And, you know what? It is also hurting whites, and American Indians. Black lives don’t matter to Black Lives Matter people....” Following discussion Tuesday night, three Gold Beach city council members — Matteson, Kaufman and Becky Campbell— voted that this email violated city policy while two members — Larry Brennan and Anthony Pagano — said that it did not. The policy is outlined in the City of Gold Beach Policy Manual which, according to the manual, applies to all city employees, volunteers and elected officials. KCIW, Pelican Players to present ‘MacBeth’ FRIDAY, JUNE 19, 2020 | A3

Shakespeare’s Macbeth, originally scheduled for performances in June by the Chetco Pelican Players (CPP), is instead being produced as a radio-drama. When the COVID-19 pandemic made live performances impossible, CPP member and KCIW host Katlyn Temple decided to revise her adaptation of the script specifically for voice acting. Late June broadcasts are planned and dates and times will be announced soon, CPP actors, excited to work under Temple’s technical direction, with Boyd Allen directing and Andrew Simmons assist-
ing, are on track to release a finished product to air on KCIW 100.7 FM, and online at KCIW.org by the end of June. Cast members include some notable veterans and newcomers, including but not limited to: Scotty Oka, as Macduff. Joining the cast remotely from Eugene, Scotty appeared in numerous CPP productions in the early 2010s. He has spent his years away building up his professional voice acting portfolio. Bryan Stansbury, as Macbeth. A newcomer to our projects, Bryan is a professional audiobook narrator based in Washing-
ton State. He was recently nominated as a finalist for Podium’s 2020 Independent Audiobook Award, and his work can be found
on Audible.com. Bryan has also been a huge asset to our cast in regard to vocal coaching and technical guidance

The Brookings Harbor Food Bank is starting its snack pack program for children one to 18 years old on June 17 through the summer on Monday, Wednesday and Friday from 10 a.m. to 1 p.m.. It was previously at the school during the shutdown and now will begin back at the food bank 539 Hemlock St., Brookings. The food bank has
also organized a summer program for gardeners who want to support the food bank. Gardeners are asked to “Plant a Row” with the food bank in mind and bring their harvest to the food bank at 539 Hemlock Street, Monday through Friday, from 9 a.m. to 1 p.m. Food bank volunteers will do the rest to make sure clients have access to fresh fruits and vegetables.
Central Curry School District Food bank plans planning for new school year summer programs By Tim Wilson

The Central Curry School District 1 Board of Directors met virtually on Wednesday, June 17, via Zoom. Approximately 30 people attended the meeting. The consent agenda was approved which included the hiring of Darby Miller as a new elementary teacher at Riley Creek. Principal Tom Denning of Riley Creek Elementary School thanked the Board for their participation in the eighth grade graduation. He also commented about reported concerns about the fall as it relates to school’s reopening and the impact on child care if the district chose an alternative day schedule. The district is in its beginning stages of developing the plan and he encouraged Riley Creek families to be patient as this plan is developed. Principal Joshua Metzger of Gold Beach High School reported on a successful graduation and was pleased that so much of the community supported both Riley
Creek and the high school’s graduation ceremonies. He reported that report cards would be mailed. Students with incompletes can continue to access the Distance Learning for All lessons on the school’s website to complete their work this summer. The GEAR UP grant was used recently to add 24 additional Surface Go tablets for student use. The free summer lunch program was set to start and will run on Monday through Friday from 11 a.m. to 12:30 p.m. until Friday, Aug.14. Meals are available free of charge for children and students ages 1-18. There will be no home meal delivery during this program. Current projects involving district personnel and community members include the Emergency Operations Procedures Manual and the guidance for the reopening of schools in the fall. The board received an update on the state budget and its impact on the local school budget. There have been no updates since the May meeting other than the fact the State Legislature will meet
in a special session sometime this summer to discuss the budget. It is hoped that there may be another federal aid package approved so that it may lessen the state’s reduction strategy. The board continued its discussions around goals for 2020-2021 and will finalize them at its July meeting. The budget hearing was called to order. Public comment was read for the record and centered around additional staffing at Riley Creek. The budget hearing was then closed. In action items, the board approved the second reading of proposed policy EBC-EBA (Emergency Plans). The board had its first reading of proposed policy JHH (Suicide Prevention). The board approved the resolution to adopt the 2020-2021 budget, make appropriations and levy taxes for the 20202021 school year. Superintendent Wilson presented the board with a summary of the guidance provided by the Oregon Health Authority and the Oregon Department of Education related
to the reopening of schools in the fall. The document, entitled Ready Schools, Safe Learners, will be the basis of this summer’s work to prepare schools for reopening. A task force of administration, teachers and community partners has been appointed. Parent and community meetings will be scheduled throughout the summer to provide updates and solicit feedback. The plan is scheduled to be made available to all families and students by early August in preparation for the first day of school on Tuesday, Sept. 8. The next regularly scheduled meeting of the board will be on Wednesday, July 15, at 6 p.m. p.m. in the Gold Beach High School Library. Single lane on Gold Beach bridge U.S. Highway 101 will be limited to a single lane of traffic on the Rogue River Bridge in Gold Beach next week as workers resurface the deck. The lane closures will begin Monday morning, June 22, and continue until Friday morning, June 26. Flaggers will provide 24-hour traffic control. Motorists should expect congestion and delays at each end of the bridge. Construction on the $3.3 million bridge repair project began in January and will continue until November. Motorists can expect intermittent lane closures and delays through the summer and fall.

More than half of Del County households have responded to mailed requests from the United States Census Bureau to provide information for the 2020 Census. The latest data through June 11, showed that Del Norte County’s self-response rate was 55.2% compared to 62.4% for California as a whole and 61.4% for the entire United States. The Census Bureau hoped to reduce the number of in-person contacts to conduct the 2020 Census by sending mail to homes, advising occupants to self-report census data online. The Census Bureau strongly encourages the public to respond online at 2020census. gov. Households can respond online in English or 12 other languages or by phone. You could see it in her eyes. She is a beautiful young woman. How could I know that when she had a surgical pandemic mask on? I could see it in her eyes. It was early afternoon in Brookings, on a Sunday. For that reason and due to the health scare, few were in the square. There isn’t much of an intersection at the main one in Brookings looking north on Highway 101. It didn’t take much to swallow up four gals with Black Lives Matter signs at this vacant intersection. Yet this stallion in his diesel pick-up had the accelerator pedal to the point where it made maximum black smoke to engulf any and all protesters at this sidewalk shelf. I looked at her knowingly. “He did that on purpose, didn’t he?” She nodded. “There are plenty of the far-right here,” said she. I smiled. A week earlier there were a few more here and a bigger organized effort. A gallant young woman was in charge of both efforts. Organized on Facebook, apparently. Just now, Michael Moore appeared on the radio being interviewed by
Cornel West. They agreed women are the linchpin of more activism at the Street Roots. Not long ago, the author of “The Big Short,” Michael Lewis, said the same thing adamantly in an interview about his famous book on the meltdown. We need more women in charge of things was the clear clarion call by these two notable authors. The harbinger of Occupy Wall Street started the same way with the same savory flavor. You can just tell when things are different. If you care to notice, there are Occupy mavens near and far. They are slowly oozing back onto the small stage. I look for more there soon. Hello, Brian Willson!! Look for these young women with the straight backs and you will be onto something. I am sure. It is in their eyes. ‘Dehumanizing rhetoric’
On behalf of the Student Achievement Committee at Brookings-Harbor High School, I would like to thank the Brookings-Harbor Education Foundation for funding the shirts awarded to those seniors who work more than 20 hours per week while attending high school. These seniors were honored at the Student Achievement Night festivities held virtually on May 29. Without the generosity of BHEF, this award would not have been possible. This letter pertains to Curry County Sheriff John Ward’s Facebook post June 2 in which he warned of “3 (busloads) of antifa” headed our way “looking for a fight.” In his post he said he was “sure we have a lot of local boys too, with guns that will protect our citizens and their property”. Ward admitted he didn’t know whether the rumor was true or not but posted it anyway. Ward’s judgment in posting the rumor on Facebook fell embarrassingly short of the kind of leadership we should be able to expect from a top elected law enforcement official. According to Ward’s interview on a local TV news show, the rumor came second hand from Curry County Attorney Huttl. Ward said he had talked to Coos County Sheriff Zanni and he was in Coquille with all his deputies, Coquille and Myrtle Point Police Departments... “waiting just in case.” We are alarmed that our officials are so easily duped. According to Channel 10 reporter Christiana Guardinelli, Facebook and Twitter said that the instigators of the rumor were members of the white-supremacist group, Identity Evropa. Spreading threatening misinformation was part of an organized effort to force people into opposing camps and cause more chaos at a time when people are already fearful and confused. Similar tactics are being used all over rural America to induce fear of an enemy which does not exist. Antifa is not an organization. It is an opinion. If you are against fascism, you are antifa. Facebook is a dangerous, unreliable place to get your news. Encouraging citizens to take up arms against peaceful demonstrators is fascism. We must stop thinking of one another as the enemy. The use of dehumanizing rhetoric left unchecked will eventually destroy civil society. Ghostbusters? Since the death of George Floyd, police officers have been sacrificed at the altar of TV media. Two of the four officers who were involved in Floyd’s arrest, and charged with felonies, were rookies with less than one week on the street. They were backing up their field training officer who was out of control. This begs the question, why was this officer, who supposedly had a lengthy track record of complaints, training rookie officers? Then we have two Buffalo, NY, police officers who have been charged with assaulting an elderly demonstrator who went down as the police started to clear the street. Like the George Floyd video, the TV media shows the video over and over again. What they are not showing is what likely happened just prior to the incident. Prior to a crowd control sweep, an announcement is made that the assembly is unlawful and the area must be cleared. The announcement is usually made several times. t is the demonstrator’s responsibility to clear the area. If the announcement was not made, then the police commander on the scene is responsible, not the officers who pushed the demonstrator. In New York City where the police are charged with enforcing a curfew imposed by the mayor, the district attorney has decided not to prosecute those cases. What a conundrum. Now we have some people wanting to defund the police. So who do you call, ghostbusters? James Brock
Enforce law! Want to end the occupation on Seattle? Easy to do without use of force. Turn off electric service, cut
water service, stop people from entering, take out the portable toilets, ban the use of plastic straws, stop trash pick ups. Do these things and perhaps they will get the message! Enforce the law! Perhaps the State of Jefferson will rise and become a free zone. Let the radicals learn to support themselves, become independent and do something constructive. Mind control masks Requiring the wearing of dehumanizing masks has become a part of the new normal in many draconian police states. Mask wearing trains people to accept isolation and fear of each other. Just as the manmade climate change hoax, forcing people to wear masks, is a mass conditioning process to train people to except totalitarian control. It stops individualism, hides expressions, and turns people into fearful zombies. The degree to which healthy people accept mandatory mask orders is directly proportional to their level of misinformation, unfounded fear, and will-

ingness to be controlled by a tyrannical police state. Scientific studies show masks serve no useful medical purpose for healthy people. Masks weaken you by causing hypercapnia (increased carbon dioxide) and hypoxia (decreased oxygen). They are designed for surgeons to avoid accidentally transmitting bodily fluids into a patient they are operating on, or for sick people so they do not infect others via respiratory droplets. Masks do not stop healthy people from getting infected. N95 masks, if worn for hours, can reduce blood oxygenations, which can lead to headaches or a loss of consciousness. Hypoxia can inhibit cells used to fight viral infections. Masks encourages the recycling of viruses and bacteria. Homemade masks from cloth and bandannas do not stop virus which are measured in nanometers. They can become a hotbed for microbes to develop due to warm and humid conditions. Quarantine is a period of isolation of people or animals who have become infected or exposed to a contagious disease. The lockdown of an entire healthy society is not quarantine, it is tyranny. Operation Coronavirus is not about medical science, it is about mind control and a preparation for a one world government control of society by elites. Linda Johnston Brookings

Tim Fortner only spent four years in the military; 14 months of that time in Southeast Asia. Little did he know, after he left the Marine Corps in 1972, he would spend the next four decades struggling with post-traumatic stress disorder. Last month, Fortner’s book “Waging the War Within: A Marine’s Memoir of Vietnam and PTSD,” was released by McFarland Books. It details his days “in-country” and his years after — including his success and failures in the private sector. The 72-year-old veteran moved from Santa Cruz to Brookings, Oregon, in 2010 before settling for good in Smith River in 2013. Fortner said he didn’t set out to write a book about his exploits. In 2007, he sought help from the Veterans Administration for a sore back and diminishing hearing. “I’d been around jet and turbine engines that took its toll,” he said of his days as a door gunner in a CH46 helicopter in Quan Tri, Vietnam. “But for my knee and ankle and back pain, I had no documentation.” He did have lots of

photos taken with his Instamatic 110 camera with time stamps on the negatives. His mother kept the photos in a scrapbook. The photos generated memories, and Fortner started writing them down. His list of events and dates ended up at about 75,000 words, and his veteran services officer suggested he see a psychologist about PTSD. Fortner didn’t like the idea. “I’m a guy. I don’t get PTSD. I also don’t ask for directions or put the toilet seat down,” Fortner said. “When he broached that I got pretty hot.” He relented, though, and eventually a psychologist diagnosed Fortner with PTSD. The Smith River man never considered any of his experiences in Vietnam to be traumatic. But seeing the psychologist helped him understand the cumulative impact. “Hindsight being 2020, yeah, you start looking back, it was real sobering. It made sense. I was never married. Alcohol abuse. Insomnia. By themselves, didn’t mean anything. But you start adding them up, and you start thinking there’s too much here to ignore,” Fortner said. It’s been a fun ride.” It took Fortner more than a decade to transform

Tippetts, Gerald Lewis, “Gerry” , age 47, of Brookings, Oregon passed away Friday, June 12, 2020. Gerry lived in McMinnville, Oregon until his family moved to Brookings in 1983. Gerry played Little League baseball. Later he played football at BHHS where he was noted for his speed and tackling abilities. He had a great fondness for hunting and fishing. Gerry loved being up in the woods, he always said he could live and survive
in the mountains. Gerry spent many weekends and holidays riding quads and motorcycles at the Oregon Dunes. During his life Gerry rescued and raised 5 dogs. After High School he went to work with his Father in the Building Industry. Gerry was a loving father of 2 daughters. He leaves to cherish his memory (daughters) Natasha Tippetts and Cassandra Tippetts, (parents) Dennis Tippetts and DeAnna Tippetts (sister) RoxAnna Tippetts and several aunts, uncles, cousin, nieces, nephews and friends. Norman “Norm” Ralph Oberst, died peacefully at his Coos Bay, Oregon home Thursday, June 4, 2020 from complications of heart disease. He was 92 years old. Born in Portland, Oregon, Norm spent the first year of his life on his grandfather’s farm in Sherwood, Oregon, before his father, Henry, moved the family to Coos Bay. After graduating from Marshfield High School in 1946, Norm enlisted in the Army and served in Osaka, Japan as a radio operator. At Oregon Technical Institute in Klamath Falls, Norm became a member of the school’s first graduating class. In 1949, Norm began a 46-year career in radio which included a 35-year run as the general manager and co-owner of radio station KURY in Brookings, Oregon. Norm put in long hours to make the radio station profitable. But it was work he loved and, as an important resource for community news and local programming, a responsibility he embraced. In Brookings, Norm was a prominent business and civic leader and served terms as president of numerous civic groups. In 1962, Norm was named the Jaycees Young Man of the Year, and in 2020 he received his 60-Year Pin from the Elks Club. Oberst served multiple terms as a board member for the Coos-Curry Electric Coop-
erative and was a member of the Oregon Association of Broadcasters. In 2019, Norm was featured as a subject matter expert in the film, Samurai in the Oregon Sky. The documentary chronicles a 1962 goodwill visit by former World War II Japanese Navy pilot Nobuo Fujita at the invitation of the Brookings-Harbor Jaycees. In retirement, Norm travelled to jazz festivals up and down the west coast of the United States and for many years, volunteered for the Coos Bay ClamBake. Norm is survived by his wife, Betty Oberst, of Coos Bay, Oregon, her son Russ Gleason of Coos Bay, her son Rick Gleason of North Bend, and her daughter Becky Gleason of Salem; and her five grandchildren and 10 great-grandchildren. Norm is also survived by his former wife Shirlee Oberst of Rancho Cucamonga, California; sons Daniel Oberst of Casa Grande, Arizona, Steven Oberst of Medford, Oregon, Gregory Oberst of Covington, Washington, and daughter Julia Oberst-Washington of Rancho Cucamonga, California; eight grandchildren, and two great-grandchildren; brother Cal Oberst of Redding, California, and sister Muriel Hynes of Coos Bay. Norm was preceded in death by his brother, Bruce Oberst, sister, Dorothy Leighton, and parents, Henry and Hazel Oberst. A family inurnment service will be held for Norm Oberst at Sunset Memorial Park in Coos Bay, Oregon. A public memorial service will be scheduled for a later date. Born in Oklahoma on October 7, 1947, passed away on June 8, 2020 in Boise, Idaho after an unexpected brief illness. Patricia began her career as a Certified Nursing Assistant in 1972, receiving her LPN license in 1980. In 1988 she received her Associate of Science Degree in Nursing from Umpqua Community College and became a Registered Nurse. She finished her Master of Science degree in 1994 and studied Women’s health at Harbor UCLA where she did her nurse practitioner training. She worked for Curry County Health Dept until 1997 when she then moved to Portland and worked for
the Oregon Health Authority retiring in 2007. Patricia moved back to Brookings after leaving Portland and worked part time for the US Dept of Veterans Affairs clinic in Brookings. She moved to Idaho in 2012. She is survived by daughters Rebecca and Tamara and one son, Bradley; four grandsons, Brandon, Holden, Raymond and Russell and two great-granddaughters. She is also survived by former stepdaughter, Carley and her two children and stepson, Ellison and his two children. She was preceded in death by her father, James Burnett in 1966, her brother, Jim Burnett in 2001 and her mother, Jean (Borgos) Burnett in 2015. Memorial contributions may be made to the Oregon Schnauzer Rescue or your local chapter chapter of the Humane Society. Registration is currently open. The online summer session of this course will begin on June 22,and the cost is $129. If you are motivated, you can complete this certification in as little as one day. She said the park was allowed to reopen May 22 after submitting a safety plan to the Del Norte County Public Health Office. Just some of the safety measures Lopez said they’ve taken include: • Hand sanitizer was placed throughout the park. • Employees must wear masks at all times and have their temperatures checked each morning before coming in the door. • Social distancing is encouraged throughout the trails and giftshop. •Plexiglass was installed between cashiers and the paying public. •The gondolas on the Sky Trail ride are sanitized after each use and given another full, empty ride around the loop before the next use. The Canopy Trail has its own safety measures. It’s completely enclosed behind netting and undergoes daily inspection before anyone is allowed on board. Becky Jasperse is terrified of heights. However, she accepted her friends’ challenge to walk the new Redwood Canopy Trail at the Trees of Mystery in Klamath with her husband P.J. “I thought, you know what? I love the trees, the atmosphere. I wanted to see the experience, see what it was like,” Becky said Jasperse said. So, they traveled from Redding last week to return to the park for the first time in 15 years. The Redwood Canopy Trail features a 526-foot path over eight suspension bridges and 10 platforms that range from 50-100 feet above the ground. “The experience puts you into the canopy of the redwood trees,” park office manager Brenda Lopez explained. “There isn’t another canopy trail i n old growth redwoods, anywhere.” She said groundbreaking for the project was in August 2019 and construction by Tree-Mendous Aerial Adventures finished in March 19, 2020. “That evening is when we got word California had to shelter in place,” Lopez said of the safety measures put in place due to the COVID-19 pandemic. “So, we were not able to open to the public.”
