Harris Beach State Park reopened to the campers with reservations on June 9, albeit with reduced services levels for day-users and campers. “We’re eager to safely welcome back visitors to the park,” said Dani Padilla, park manager. “But given that we’re working with reduced staff and resources, we’ll be counting on folks to recreate responsibly.” Padilla said the park is operating with only about 40 percent of its usual staffing. Day-use visitors should expect reduced restroom hours, less frequent trash pickup, reduced trail and grounds maintenance, and fewer park rangers. Visitors are encouraged to plan their trip ahead of time, and pack out what they pack in. Campers can book a reservation, subject to availability. The campground will be open to RV and tent reservations only. First-come, first-served camping will not be available,

Azalea Festival plans move forward THE PILOT Plans for the 81st Azalea Festival are continuing as the City of Brookings evaluates state requirements for events related to the COVID-19 restrictions. Traditionally held on Memorial Day weekend, this year’s festival is set for July 17, 18 and 19. The long time event celebrates the beauty of the Southern Oregon coast and has been awarded the “The Oregon Heritage Tradition” award.
This year’s event will include the Azalea Festival Parade, City Center Street Fair vendors, Azalea Park family fun events, live music, Chamber Shrimp Feed, Elks deep pit BBQ, a Sunday morning outside community church service, Coastal Home Health & Hospice rummage sale and a softball tournament. Pageant The 2020 Azalea Festival Pageant will be held Father’s Day Weekend, Saturday, June 20, at 6 p.m. at the Brookings Elks Lodge. Tickets will be sold in advance by the Azalea Court this year due to the restrictions due to COVID. This year’s Azalea Court members are Alonna Nails, Brooke Firestone, Cartyr Fitzhugh, Kasilyn Ulery and Kaylee Cover. Four of the five members of
the Azalea Court will compete in multiple categories that evening. (Cartyr Fitzhugh is unable to compete due to the date change). Categories are Interview, Casual Wear, Talent and Evening Gown. Contestants also will be judged on an essay to determine their commitment to their community. The court will earn scholarships determined on their placement and the sponsor availability. Each princess will be awarded at least a $500 scholarship. See page 7 for more information about the Azalea Court.

swimming lessons, noon laps, private lessons and evening laps. The swim club will also have access to the pool and it will be available for private rental. Lap swimming will be offered weekdays from 6 to 8 a.m., from noon to 1:30 p.m., and from 5:30 to 7 p.m. On Saturday, a general adult swim and lap opportunity is offered from 8 to 10 a.m. The pool is closed on Sundays. For private pool rental, a maximum of 25 people are allowed and swimmers must maintain six-feet of spacing at all times, in accordance with social distancing guidelines. The pool may be rented on Saturday afternoons from noon to 1:30 p.m. and 1:45 to 5:15 p.m. Rental for city residents is
$100; for non-residents it is $143. Group lessons will be available for beginner to advanced with ages from 6 months to 17 years.Private lessons are also offered. All lessons are subject to teacher availability. Although many city recreation facilities, such as playgrounds, remain closed, the swimming pool is allowed to open as long as operation is consistent with state guidelines. No one with a known communicable disease may be admitted to the pool and the number of people in the pool will be limited.

Overnight closures on Highway 101 Travelers need to know that there will be four full overnight closures of U.S. Highway 101 south of Crescent City from June 15 to June 18. Caltrans will close the highway from 8 p.m. to 6 a.m. from just north of Wilson Creek Bridge (post mile 13) to Humboldt Road (post mile 23.8) in Del Norte County to keep progress moving on the Last Chance Grade project. Traffic will be piloted through the project every two hours. There is no detour around the road closure. Emergency services will be accommodated through the closure, if necessary. Electronic overhead signs will also be used to notify motorists of the plan. “Since we were unable to complete the work during the last full closure in May, we will use these four nighttime closures to fulfill our purpose,” said Karen Sanders, Resident Engineer for the Last Chance Grade Project. “We must fill the roadway to keep the project moving forward. This work entails backfilling the adjacent turnout a maximum of nine feet and backfilling the roadway one foot to reach 5 feet above ground anchor drilling at the wall on the west side of the roadway. Ground anchor drilling will begin within the next few weeks.”
County continues efforts to reopen THE PILOT Curry County continues efforts to reopen in accordance with state guidelines, and as of June 10, there have been no new reports of confirmed cases of COVID-19. The latest report showing confirmed cases was on May 26, when the total number of active cases was two with five recovered, zero hospitalizations and zero deaths. The latest report for Oregon overall as of June 10 was 5,060 total cases, 4,907 positive tests, 151,598 negative tests and 169 deaths.

Weekend standoff closes Highway 101
Police take man into custody early Sunday morning after 11 hours Staff Report
A standoff between an armed motorist and law enforcement that closed down both directions of U.S. Highway 101 over the weekend came to a peaceful conclusion at about 2:30 a.m. Sunday. According to the California Highway Patrol press release, on June 6, at approximately 3:17 p.m., CHP Crescent City Area was advised that the National Park Service (NPS) was in a pursuit of a tan Buick Century. The pursuit was heading northbound on U.S. Highway 101 at mile post marker 101 HUM 131.7, in Humboldt County. At the Del Norte County line, NPS requested CHP take over the pursuit. According to the CHP, their units got in position and deployed a spike strip, successfully deflating all tires. The suspect vehicle continued traveling north for about one mile before coming to a stop at MPM 101 DN 16, blocking the northbound traffic lanes. As CHP units initiated felony stop procedures the driver, who was the sole occupant of the vehicle, displayed a firearm and would not relinquish the weapon to law enforcement personnel. He remained in the vehicle pointing the gun at himself and threatening his life. He refused to
comply with the directions of the officers for approximately 11 hours. U.S. Highway 101 was closed due to public safety while officers continued to negotiate with the man. According to the CHP, the subject ultimately surrendered and was taken into custody. Cooperating agencies included the Del Norte County Sheriff Erik Apperson, California Department of Corrections and Rehabilitation, Fish and Wildlife, National Parks Service, State Parks, Yurok Tribal Police and the California Department of Transportation. On Monday morning, CHP Public Information Officer Brandy Gonzales said the suspect was in CHP custody, awaiting charges and the investigating officer was completing his report. “He just wanted to be let go,” Gonzales said about the subject of hours-long negotiations. “We just wanted to safely get him removed and safely get everybody out of there.” Because travelers were stranded on Saturday night, officials allowed hotels and motels to rent rooms. Due to COVID-19 restrictions, California lodging establishments have been allowed to providing rooms only to essential workers. Also, the Del Norte County Office of Emergency Services worked with the Red Cross and Yurok Office of Emergency Services to provide blankets and other supplies to motorists stranded on the hill between South Beach and Klamath.
Brookings Police release list of items that have been turned in as lost and found The Brookings Police Department has released a list of found items turned into the agency since April 4.Items include three wallets, a purse, two sets of keys, three cell phones, a ring, and a firearm. At 10:09 a.m., an officer happened upon a two-vehicle minor fender bender at Oxford and Floral Drive that had just occurred and assisted parties with exchange of information. At 11:50 a.m., a report of animal abuse/neglect in the 97900 block of Court Street. At 12:17 p.m., a report of animal abuse/neglect in the 42700 block of Port Orford Loop. At 4:03 p.m., a report of a motor vehicle accident with no injuries on U.S. Highway 101 in the Jerrys Flat area. At 4:36 p.m., a transient male was warned for disorderly conduct after shooting a bamboo stick from a bow toward another person in city limits on Chetco Avenue near McDonalds. He was advised this is illegal and that he would be arrested if it happens again.

Budget, business plan under review CLAUDIA ELLIOTT The Pilot
At a special meeting on May 28, port commissioners approved a contract with Legacy Contracting, Inc., of Stayton, Oregon for the port’s long-awaited Fuel Dock Access Pad and Dock Pile Replacement project. Commissioners approved Legacy Contracting’s bid for $588,987 at their regular meeting on May 19. Approval of the contract, following acceptance by Legacy and review by the district’s legal staff, was the final step toward construction, which is to be complete by Feb. 15, 2021. The project involves removal and replacement of 31 piles and installation of pile hoops and caps at each of 31 new piles. An existing concrete structure will be demolished and a new concrete structure with a new gangway connection will be installed. To accomplish this, the company will use a crawler crane and a 60 x 40-foot barge will be assembled on-site. Once the barge float sections are together, the crane will be loaded onto the floats and removal of old piles and installation of their replacements will begin. Some dock fingers will have to be temporarily removed to fit a barge in between the two docks. Dehlinger told The Pilot that the fuel dock was not built to sustain the relentless weather and wave action at the port and that the 2011 tsunami may have played a part in its failure. “During the 79th Oregon Legislative Assembly-2017 Regular Session,” he said, “with the support of our Legislator David Brock Smith, (the state) passed the Senate Bill 5530 which had funds for the Port of Brookings Harbor, Sections 24 and 25 (pages
12 & 13), for dock repairs. Business Oregon manages these funds for the Port. We have an agreement with Business Oregon for the repair of the fuel dock ramp and other dock repairs within the port this year. These funds must be used within three years of lottery bond maturity.”
Overnight moorage Also at the May 28 special meeting, commissioners approved a staff proposal to allow overnight moorage of trailerable boats on Docks F and G, at a rate of $15 per day. Those wishing to leave boats on the water will also pay a $5 launch fee and be required to move their trailers from the parking area. Harbormaster Travis Webster said the change will provide more flexibility for boaters who might want to use their boats over several days and not have the trouble of removing them and re-launching the next day. Signage will be installed and the existing kiosk will be programmed to allow boaters to purchase moorage tickets to display visibly on boats. Access to the docks will be on a first-come, firstserved basis, Webster said. Space will not be guaranteed. About 44 slips are potentially available. Increased rates And at the board’s regular monthly meeting on May 19, commissioners voted to increase rates charged by the port by 2.7 percent, effective July 1, except for the charge for liveaboards. Commissioner Sharon Hartung expressed concern about an additional increase for liveaboards because they were previously increased from $25 to $50 per month. Dehlinger noted that

Other matters Port commissioners held a special meeting on June 11 to consider the Curry County Storm Drain Master Plan update and other matters. A report on this meeting will be included in a future article. Port Commissioners
will also be asked to approve a budget for the upcoming year at their next regular meeting. The budget committee approved the budget on May 12. Following a public hearing, it must be approved by the full board. The proposed budget is $8,789,626 and would be supported in part by a property tax within the port district of .1316 per $1,000 of assessed value. Next meetings Upcoming meetings of the port commissioners include a budget hearing on Tuesday, June 16, at 5:30 p.m., followed by the regular monthly meeting at 6 p.m. Both meetings will take place by teleconference and are open to the public at the Port Meeting Room, 16350 Lower Harbor Road, Suite 2020, Brookings. Roundabouts, water and drainage improvements, the possibility of a new building and the future of the kite field are some of the topics to be addressed in an update of the Port of Brookings Harbor’s Strategic Business Plan. Port Manager Gary Dehlinger walked commissioners through a draft of the plan that was approved in June 2015 at a public workshop on May 21. The workshop was the first meeting to publicly discuss and review the plan for a 5-year update. A comprehensive new plan will be required in 2025. Dehlinger noted that the planning process allows the public to have input on future port development. He said another public workshop will be held before commissioners approve an update at their regular meeting set for July 21. After that, the plan will be forwarded to Business Oregon for approval and will be used to guide decision making. Stephanie Prybyl, Ports Program Policy Coordinator for Business Oregon, explained that ports throughout the state have been required to have a Strategic Business Plan approved by the state since 2009. Business Oregon is the state’s economic development agency. Prybyl said the plan can be used to gain support for funding of port projects. The draft plan can be reviewed online. Coast Redwoods Art Association
Del Norte Association for Cultural Awareness’ Art in Public Places exhibit in the Del Norte Superior Court, 450 H St., Crescent City, is a collection from artist Pauline Holmes entitled “Local Scenes Plus a Llama.” The exhibit has been extended and is available for viewing through June 18. The courthouse is open from 8 a.m. to 5 p.m. weekdays except for state holidays. DNACA’s Art in Public Places exhibit on the mezzanine of the Del Norte County Regional Airport, 1650 Dale Rupert Rd., Crescent City, is an exhibition of works by Pauline Lodolini entitled “Art Inspired from Animals and Traveling.” This show is available for viewing through June 18. Other exhibits include Susan Humphry at the Del Norte County Library, Catherine Balck at the Wild Rivers Foundation offices, with Carol Long and Nancy Bachmann at the Sutter Coast Hospital Infusion Center. Coloring book available DNACA’s coloring book “Colorful Critters of Del Norte
County” is a great way to engage students with a home art and learning project! This book is hand drawn by local artist Rosemary Garcia, highlighting the “wild side” of Del Norte County with colorful critters. DEAR ABBY MAN ASKED TO PRACTICE SOCIAL DISTANCING GROWS AGGRESSIVE DEAR ABBY: I encountered a frightening man in the hardware store the other day. I was standing at the counter paying for an item when a man behind me came at me, inches from my face, in an aggressive and threatening way. When I asked him if he could please step 6 feet away, he became even more hostile and accused me of asking in the wrong way. In hindsight, I suppose I should have ignored him. But his words shook me. I didn’t speak disrespectfully to him. Although I was alarmed, I was polite. When I said I was just asking for the required space, he said he was showing me how thoughtless I am because I wasn’t wearing a mask or gloves. Neither was he, nor were the employees and some other shoppers. When I pointed that out, he countered even more loudly that I was the problem. I just shook my head and left. As I was leaving, he yelled after me that he hoped I got the virus and that he worked in a hospital. The man was huge, at least double my size. He was clearly going out of his way to threaten me, if not to infect me. I know I should not have responded, but for my own safety, I needed to polite-

ly ask him to back away. If I’d had a smartphone, I might have called the police. I go for a walk every day for exercise and to shop for necessary groceries. I have experienced people in aisles coming very close to me. I step aside to give space for others. Generally, most people are careful, respectful and even give a thank-you. This man was aggressive for no reason. What should I have done other than just walk quickly away? -- THREATENED IN OAKLAND, CALIF. DEAR THREATENED: You did the right thing. I seriously doubt the person worked in or even near a hospital, because if he did, he would have taken the proper safety precautions. In these stressful times, people sometimes act out over perceived slights. With someone so angry, aggressive and clearly looking for trouble, the right thing to do was to get away as quickly and safely as possible. The man was lucky the store management didn’t eject him. DEAR ABBY: Several months ago, a friend of mine behaved badly and offended me and another dinner guest. His wife shut him down fairly quickly. The next day, when I tried to explain to him why what he did was inappropriate, he misinterpreted my comments and, because of his
low self-esteem, became offended even though he was the offensive person. I immediately apologized but got no response. Anyone who understands basic psychology will recognize this defensive and deflective self-defense mechanism for what it was. Abby, these are people I love dearly. Now they no longer speak to me, and I’m at a loss about what to do besides continue to pray for them. Advice? -- MISSING MY DEAREST FRIENDS DEAR MISSING: Your former friend appears to be both aggressive and hypersensitive. Continue praying, but be careful what you pray for because this person appears to be very high-maintenance. Surely you can fill the emptiness with friends who are easier to get along with and who are willing to talk out difficult situations like adults. Barbara (Bobi) Colliers Sept. 14, 1928 - June 5, 2020
Barbara Colliers passed away, at home, in Brookings, Oregon, on Friday, June 5, 2020, at the age of 91. Barbara was born in Lansing, Michigan to Geneva and Albert Hulse. Later the family moved to San Diego, California, where she spent her childhood. In 1969 she moved to Redding, California, as an assistant at a veterinary hospital and this led her to open her own professional dog grooming establishment. Wanting a more suitable climate, she sold the business in Redding in 1998 and relocated
to Brookings where she established another dog grooming business that she operated until she married Raymond Colliers in Tahoe, California, in May 2007. Her hobbies, which provided an extra source of income, included creating carousel horses and different art objects from seashells that she collected on the beautiful beaches around Brookings. Barbara is survived by her husband, Raymond Colliers, her son Rick Dryden, daughter-in-law Patricia Dryden, stepdaughter Darlene Wheeler and husband Ron Wheeler, stepson Raymond Colliers Jr. and wife Terry. She is also survived by five grandchildren and eight great-grandchildren. Barbara also had another son, Steven Dryden (deceased), who was a Vietnam vet. A graveside service will be held at Ward Memorial Cemetery in Brookings, Oregon, on June 15 at 2 p.m. Service will be officiated by Father Bernie Lindley of St. Timothy’s Episcopal Church.

Jan. 19, 1932 - May 13, 2020 Donald Lee (Don) Jaklewicz, 88, of Brookings Oregon, passed away May 13, 2020. Donald was born January 19, 1932 to Mercedes and Lennie Jaklewicz. He married his wife Melody Bateman in 1995. Donald
enjoyed hunting, fishing and traveling with his wife Melody and friends over the years. Donald leaves behind his wife, Melody Bateman, daughter, Lori Theander and stepson, Jake Oliver. No services will be held.

Double challenge for fire season The continuing drought and impacts of the COVID-19 pandemic are not a good combination as communities brace for the 2020 wildfire season. Despite recent rains and cooler temperatures along the coast, the National Interagency Fire Center reports that the potential for large wildfires is expected to be above normal in June in southwestern Oregon. Projections through September indicate that the weather is most likely to be warmer and drier than usual. And fire officials must factor in social distancing, additional personal protective equipment, and how to deal with the potential of sick firefighters into their plans. The impact of smoke on firefighters and the public is also a concern, especially since smoke and COVID-19 both attack the respiratory system. In collaboration with the Association of Oregon Counties, the Curry County Commissioner organized a conference call June 4 to discuss these and related topics with Forest Service and other local fire officials.
The risk of wildfire Although the fire risk in Brookings, Gold Beach and other areas managed by the Coos Forest Protective Association is still considered low, residents are encouraged to be prepared for fire season by exercising care when clearing brush and debris from around structures. Areas along the coast in both Oregon and California are still in severe drought and inland areas of northeast Curry, as well as neighboring Coos, Jose-
phine, Jackson and Siskiyou counties are in extreme drought, according to the United States Drought Monitor.
How to prepare The Oregon Office of Emergency Management this week launched a program called 2 Weeks Ready, emphasizing the importance of residents being prepared to be self-sufficient for at least 14 days in the midst or in the aftermath of an emergency or disaster. Recommendations include having a “go kit,” making an action plan and communicating that plan with your family. Your plan should include an understanding of emergency notices that would be issued by authorities. According to the Curry County Emergency Services department, there are three levels of evacuation notices that the Sheriff’s Office might issue in the event of a disastrous event: Level 1 means “be ready” for potential evacuation. Level 2 means “be set” to evacuate (leave home at a moment’s notice) Level 3 means “go” or evacuate now. A Level 3 notice is the last notice you will receive and ignoring such an order could mean that emergency services may not be available to you.

the Rogue Federal Credit Union in Port Orford has been concluded with the sentencing of a serial bank robber, according to the U.S. Attorney’s Office, Oregon District. Stanley Carl Green, 57, transient, and formerly a resident of Washington state, recently was sentenced to 140 months in federal prison and three years’ supervised release. United States District Court Judge Ann Aiken also ordered Green to pay $11,570 in restitution. On January 17, 2018, investigators located and arrested Green at a campground in Curry County. They seized $848 and BB ammunition. Green admitted to the robberies at a Federal Savings Bank in Olympia, Wash.; a Rogue Federal Credit Union in Port Orford; a Columbia Bank in Waldport; and a fourth in Salem. On Nov. 27, 2018, Green pleaded guilty to one count of bank robbery and two counts of armed bank robbery. The Port Orford Police Department and Curry County District Attorney’s office were among 13 agencies that assisted in the case.

Hunter education classes resume in Oregon this weekend Hunter education classes will resume in Oregon on June 13, with safety measures in place to protect both students and volunteer instructors. To see the latest classes and field days available, visit https://myodfw.com/articles/hunter-education-classes-field-days and register. Students can choose to take a conventional class, or finish most of the class independently by workbook or online and just take a field day. More classes and field days will be added so check back if you don’t see one in your area. ODFW is taking a number of steps to protect both students and teachers participating in classes/ field days. Class size will be restricted to 25 students/ parents, and instructors will be encouraged to break the class into even smaller groups where possible. Social distance will be maintained except during those brief moments when closer distance is needed to safely handle
firearms. All students and volunteer instructors will be required to wear a mask during the class. Hand sanitizer will be available for everyone and firearms and any other shared materials will be wiped down before
being handled by a new student. All ODFW outdoor education classes have been cancelled since March due to the pandemic—including hunter education, which is required to hunt
in Oregon for anyone age 17 and under. ODFW understands that not all youth hunters may have a chance to complete the class before fall 2020 seasons start Aug. 1. Because of this, ODFW
postponed the field day requirement for the 2020 season. That means kids who have completed the classroom portion online or by workbook before their hunt can hunt the fall 2020 season even if they
haven’t completed the field day. They do need to be accompanied by an adult at least 21 years of age on their hunt. This exception is only for the 2020 hunting season.

Appraisals begin in Port Orford area

THE PILOT Curry County Assessor/ Tax Collector Jim Kolen said Monday that his appraisal staff has begun the physical reappraisal of residential properties in the City of Port Orford. During this process county appraisers will move through neighborhoods, often visiting 20 or more properties per day, he said. Appraisers will conduct a physical inspection of each property to review property characteristics and compare properties to recent sales of similar properties. Appraisers have been instructed to respect social distancing due to the COVID-19 pandemic and Kolen asks that residents also maintain safe distancing from appraisers. During the reappraisal process appraisers will knock at every door, offer business cards, back-off to an appropriate distance and request permission to review the property. County appraisers use a mass appraisal process to determine market values for thousands of properties each year based upon typical market conditions,
Kolen explained, noting that mass appraisal is very different from the fee appraisal process which private appraisers use to determine market values for mortgages. A fee appraisal is a very specific and comprehensive comparison of a subject property to a set of recent comparable sale properties. “There is a misconception that the assessor conducts reappraisals simply because the county needs more money,” Kolen said in a press release. “In reality, assessed value increases are limited to no more than 3% per year in most cases, unless there has been a change to the property.” He said that property owners will see the new values from this reappraisal effort when they receive their 2020-21 property tax statements in October. Once finished with reappraisal in the city, Assessor’s Office appraisers will move into the rural areas north and east of the City of Port Orford later this year and next. Area residents are among 356 students receiving degrees today from Southwestern Oregon Community College. The college planned a “virtual” ceremony for its 59th annual commencement at 1 p.m. on Friday, June 12. “We’re celebrating a turning point in the lives of our 2020 graduating class. They have survived not only the classes required to get their degrees, but also a pandemic that uprooted traditional studies these last three months, and regardless of the obstacle they made it,” said Southwestern President Dr. Patty Scott. There are a total of 356 graduates from 15 states and five countries. Ten students from area high schools are receiving their associate’s degree along with their high school diplomas. Graduates include: Brookings — Savannah Addy, Jessica Ambler, Bethany Beer, Lauren Cotten, Cara Dailey, Victoria Edwards, Sharon Fitzgerald, Garrett Foyil, Cassidy Freels, Paul Goodell, Matthew Howland, Hannah Johnson, Moriah Koch, Ayembria Lopez, Donna Miller-Crabtree, Brittney Nelson, Julie Nelson, Halle Ostman, Christy Reynolds, Carmen Swift and Deshawn White.

Of the graduates, 172 have earned Associates of Arts Oregon Transfer and will move on to bachelor’s degree programs; 115 will receive Associate of Applied Science degrees; 131 will receive Associate of General Studies degrees; 128 Associate of Science degrees. In addition, 78 students also earned Certificates of Completion in specialized career technical areas. Additionally, 20 students have obtained bachelor’s degrees, three earned a master’s degree, and one a doctorate, through the college’s University Center in partnership with the Oregon University System. Three teacher licenses from the Southern Oregon University partnership will be awarded this year. Some students will receive more than one degree.

Bankus stadium at the high school, but attendance will be limited due to COVID-19 safety restrictions. Family groups of ten or fewer members, including the graduate, may accompany their senior into the stadium to
view graduates receiving their diplomas and to take photos. Following the acceptance of the diploma, families will exit the stadium to make way for the entrance of other families. She said seniors will be contacted to learn their
marching lineup number and to receive a time to report to the stadium. A live stream of the ceremony will be available on YouTube and KURY 95.3 FM plans to broadcast live coverage, as well.
County seeks to fill vacancy on Tourism Promotions Committee Due to a recent resignation, the Curry County Board of Commissioners is seeking to fill a position on the Tourism Promotions Committee.
The vacant seat represents the south county (as defined by the boundaries of the Brookings Harbor School District).

ADVERTISEMENT FOR BIDS CURRY COUNTY ROAD DEPARTMENT LANGLOIS MT RD – SLIDE & DRAINAGE IMPROVEMENTS AT MP 5.7 Sealed bids for the construction of the Langlois MT RD – Slide & Drainage Improvements at MP 5.7 for the Curry County Road Department (Owner) will be received by Richard Christensen, Roadmaster at 28425 Hunter Creek Road, Gold Beach, Oregon 97444 until 2:00 p.m. PDT June 24, 2020 at which time the sealed bids will be opened publicly and read aloud. Bids received after this time will not be accepted. All interested parties are invited to attend. The project must be substantially complete 60 days after issuance of Notice to Proceed. Estimated construction cost for both schedules of the Basic Bid is between $250,000 and $320,000. The project consists of two schedules with the following major items of construction: 1.

Construct 425 lineal feet of slide and drainage improvements on Langlois Mountain Road at MP 5.7.

Work includes installation of 245 lineal feet of 6-inch perforated pipe, 75 lineal feet of 12-inch storm drain, 40 lineal feet of 18-inch storm drain line, catch basin, (2) ditch inlets, 2-inch grind of the existing ac pavement and 2-inch inlay of new asphalt pavement, new asphalt ditch and shoulder, relocate phone line, striping, slope protection, and other miscellaneous improvements.

Bids will be received for a single prime Contract. Bids shall be on a unit price basis as indicated in the Bid Form. No Bid will be considered unless fully completed in the manner provided in the Instructions to Bidders, and accompanied by a Bid Security executed in favor of the Owner in the amount of not less than 10% of the total amount of the Bid. Per ORS 279C.385 (2), Bid Security is to be forfeited as fixed and liquidated damages should the Bidder neglect or refuse to enter into a Contract and provide suitable insurance certificates, bonds, and other required documents for the faithful performance of the work in the event the Bidder is awarded the Contract. The Contractor and every subcontractor on the project shall pay at least the state prevailing rate of wage as determined under ORS 279C.815. Large wildfire risk is high through September Federal officials who track weather and climate are seeing an above normal significant large wildfire potential for Northern California and Southern Oregon in the current fire season. According to the National Significant Wildland Fire Potential Outlook, Predictive Services section of the National Interagency Fire Center, the areas are still in drought despite above-normal precipitation in May. Precipitation in May
was above normal over a large portion of the region. However, precipitation totals since the rainy season began on October 1, 2019 have been below normal in all but a small portion of far northeastern California. Some central and western areas have received less than half of the normal rainy season precipitation. This has led to a weak snowpack that will be almost entirely gone by early June and very light snow melt runoff. Current outlooks call
for warmer and drier than average conditions from June through September. Pacific frontal systems are expected to occasionally move across the region in June, and some will bring lightning. Dry north to northeasterly wind events will follow frontal systems. Dead fuels are expected to dry to critical levels in June and the annual fine fuel crop will be sufficiently cured to carry fire in June. In the Pacific Northwest, most areas west of
the Cascade-Sierra crest that are below 6000 feet will have Above Normal Significant Fire Potential in June. Areas above 6000 feet are will still receive the benefits from the weak snowpack in June. In July and August north to northeasterly winds are less likely, so elevations below 3000 feet (west of the crest) return to Normal Significant Fire Potential. The summer monsoon is expected to be close to normal, in terms of its impact on California. Due to the
overall precipitation deficit and spreading drought conditions, dead fuels at all elevations are expected to be sufficiently dry to carry fire beginning in July. Even below average lightning occurrence and amounts will pose a high risk of large fires in timber. Elevations above 3000 feet and PSAs dominated by timber (the northwestern mountains) have Above Normal significant large fire potential in July through August. In September, there is a transition
from the lightning threat back to the offshore wind threat. So due to these potential weather triggers and the expectation of very dry fuels in all areas, all areas have Above Normal Significant Fire Potential in September. Because of the added challenge of fighting wildfires with COVID-19 restrictions, fire officials are asking the public to be especially diligent in preventing fires and fire restrictions have been imposed in many locations.
