A proposal to expand the Curry County Board of Commissioners from three to five appears to be dead - at least for now. Commissioner Chris Paasch suggested the change, asking his fellow commissioners to ask vot-

ers for their input in November. But a motion Paasch made to put the question on the ballot died for a lack of a second. Paasch said his idea would be to keep the three full-time commissioners the county currently has while adding two part-time commissioners. He said sending the issue to the voters would cost

the county only between $100 and $200. "We always talk about how many counties don't have five commissioners, and we also talk about Curry County leading the way," Paasch said. "This is a very successful form of government and, again, I just say we have three full-time commis-

sioners and every thing stays the same. We have two more part-time commissioners that are paid a very small stipend to have an equal vote on this board. Healthcare costs rising across Oregon Staff Reports A new report shows average healthcare costs in Oregon totaled more than 23% of family expenditures in 2019. The Oregon Health Authority’s (OHA) Health Care Cost Growth Target Program report showing impacts of rising healthcare costs on Oregon families and individuals found personal spending for healthcare rose by 34% from 2013 to 2019, outpacing national averages. Between out-of-pocket costs and rising premiums, high healthcare costs are jeopardizing the financial stability of people in Oregon, as 10% of people in Oregon reported using up all or most of their savings because of medical bills, according to the OHA report. “This report fleshes out with data a troubling picture of the impacts of rising healthcare costs on Oregon families,” OHA Director of the Health Policy and Analytics Division Jeremy Vandehey said. “While we’ve known for a long while that the rate of cost growth was unsustainable, COVID showed us in stark relief how important access to affordable care was to Oregon families.” According to Vandehey, high costs not only cause poor health outcomes, but they also do real financial harm to people in Oregon.

CHN adds teledentistry service in Port Orford By DAVID RUPKALVIS The Pilot

For the first time in close to 20 years, dental service will soon be available in Port Orford. Curry Health Network announced this week that it was bringing teledentistry services to the Curry Family Medical Clinic in Port Orford, allowing residents to visit a dentist for basic care while staying close to home. CHN partnered with the Oregon Health Authority, AllCare Health an Advantage Dental to provide dental services to Port Orford. Curry County was recently identified by the OHA as one of the most underserved regions in the state in terms of access to dental care—a variable that has led to poorer overall dental health than those living in other Oregon areas. With one third of adults not receiving recom-

mended dental check-ups and a provider-to-patient ratio of almost half the state average, there is a critical need for oral health services in our communities. Curry Health Network wants to help change that. Under the new partnership, any patient can receive, at no cost, an initial oral health consultation from an expanded practice dental hygienist. These free visits include the assessment to determine oral health risk level, prevention/stabilization care such as fluoride treatment or sealants, oral hygiene instruction, nutritional counseling, tobacco counseling, toothbrush kits and anticipatory guidance. If patients are covered by Advantage Medicaid and are in need of dental services, the patient is scheduled for a return teledentistry appointment. Teledentistry is an innovative

care model to deliver preventative and early intervention dental care to people with limited access to oral health services or for those facing other obstacles, like dental providers who don’t accept Medicaid. During the teledentistry visit, the hygenist takes X-rays and provides additional assessments that are submitted electronically to an off-site teledentist who then evaluates the information to offer treatment recommendations and any necessary plans for care. Teledentistry can save time and other expenses for patients who may need to travel significant distances for checks ups only to return later if additional care is needed. This efficient care approach saves patients time and resources as they only need to travel when care is needed. Currently, if a patient is not covered by Medicaid but is in

need of dental services, they are referred to local dentists and resources. Mary Ann Wren, director of integration and community programs for Advantage Dental said their team is working on being able to bill for non-Medicaid patients which would allow them to offer teledentistry visits to all patients – no matter the insurer or if the patient is uninsured - by the end of the year. The decision to donate clinic space and support staff for initial oral health assessments and teledentistry services in Port Orford was easy for CHN. “We are fully invested in the health of our communities; any service that we can facilitate to improve health and quality of life of our neighbors is so important,” said Ginny Williams, Curry Please see CHN Page A5

With a budget shortfall of several million dollars facing Curry County, county commissioners are continuing to discuss ways to increase revenue. At its last meeting in April, the board of commissioners debated whether to ask voters to approve a targeted consumption tax or a law enforcement district with the idea of raising funds for the sheriff's office. Commissioner Chris Paasch told commissioners he was not ready to make a motion one way or another, but the board must make a motion which way it wants to go quickly. "It doesn't take a genius to know we have a revenue shortage here," Paasch said. "We can do several things. The one the public doesn't want to hear is we are raising your property taxes, but we have to do something. Clearly, you can see we have a revenue shortage." Paasch said the county's Budget Committee has debated the options as well, but has not chosen one tax over the other. Paasch said he has worked with County Treasurer David Barnes to come up with a consumption tax, or sales tax, targeted primarily at tourists. "It does look very promising that we can do this," Paasch said. "Currently we are not looking at taxing anything other than alcoholic beverages, pot and tobacco, dining away from home and entertainment. All the normal stuff, we're not looking to do that. We're looking to do things that impact mostly tourism. The average person is Curry County is not going to be impacted." The second option is a law enforcement district or levy that would be paid through property taxes. "Brad Alcorn, the chair of the budget committee, said something interesting at the last meeting," Paasch said. "He said, do we want a sheriff's department. If the answer is yes, when you call 911, you want someone to answer, we have to figure out a way to pay for it. We have to have a way to protect our citizens as we're all sworn to do. We want to know when we put our heads to bed at night, our kids will be protected. When we call 911, we want someone to show up. And we want to know when they show up, they have the right equipment and are well trained." Paasch said if Curry County can't figure out a way to fund the county government, it could lose local control. "If you lose your county government because you cannot fund the county, the governor has already said she will move in," Paasch said. All three county commissioners agreed something must be done, but they stopped short of supporting one tax over another. "We don't have any disagreement here," Commissioner Court Boice said. Expert urges action on communication and swallowing difficulties during Better Hearing and Speech Month May is national Better Hearing and Speech Month, and local speech-language pathologist Teigan Beck, MS, CCC-SLP, at Curry Health Network is using this year’s observance to encourage residents to seek an evaluation for a communication or swallowing disorder if they have concerns about themselves, a child, or another loved one. These disorders are common in children as well as in adults—yet many don’t know that they are treatable by speech-language pathologists. “Speech-language pathologists work with people every day in settings that include schools, private practices, healthcare facilities, and even their own homes to improve their speech, language, social, and cognitive skills,” said Beck. “A person’s communication skills are critical at each stage of life—for young children, as a strong foundation for language and literacy; for school-aged children, as a requirement for academic and social success; and for adults, as a key part of their career and personal relationships. Beck continued: “Even less well known is the role that speech-language pathologists play in helping people to swallow and eat safely. Again, problems in these areas can occur across the age span, but at any stage, safe swallowing and eating are essential to a person’s health and quality of life.” Communication and swallowing disorders may occur for a variety of reasons. In children, this may be due to low birth weight, congenital syndromes, developmental disorders, and injuries or illnesses. In adults, they are common in those who have had a stroke, brain injury, head and neck cancer, and neurodegenerative diseases. Although the specific challenges that people experience can vary significantly, one commonality is that most people

can improve with the help of speech-language pathologist. Here are some specific areas where speech-language pathologists work with students, patients, and clients: Speech—People with speech problems may not say sounds clearly or smoothly. This may make it difficult for others to understand them. Language—A person with a language disorder may have problems with expressing themselves, understanding others, and reading and/or writing. Cognition—This can involve difficulties with attention, memory, problem-solving abilities, organizational skills, and judgment. Voice—Hoarseness, breathiness, pain, frequent coughing, and other problems with a person’s voice may result from medical problems or from overuse or misuse (certain professions—like teachers, musicians, and coaches—are at greater risk). Augmentative and Alternative Communication—People may need or choose to use other ways to communicate besides talking. These include no- or low-tech and hightech options such as pointing or gesturing, using picture boards, and using speech-generating devices. Feeding and Swallowing—Difficulties may include coughing or gagging during meals, food or liquid leaking from the mouth, or food getting stuck in the mouth or throat. These difficulties may occur due to preterm birth, developmental disabilities, medical conditions, and illness and injury. Gender-Affirming Voice and Communication—This area may focus on pitch, tone, vocal health, nonverbal communication, and more. Communication Coaching—Some SLPs help with public speaking and communication style, which may include

Most Oregonians who receive Supplemental Nutrition Assistance Program (SNAP) benefits will receive emergency allotments in May The federal government has approved emergency allotments every month since March 2020. This gives SNAP recipients additional support during the COVID-19 pandemic. These emergency benefits are a temporary support that Oregon can provide because of the federal COVID-19 public health emergency. Because the federal government ap-

proved these emergency benefits for May, Oregon will also be able to issue them in June. However, the emergency benefits are expected to end when the federal public health emergency ends. In May, approximately 406,000 SNAP households will receive approximately $66 million in extra food benefits in addition to their regular SNAP benefits.

“We know that many rely on these additional emergency food benefits to get enough healthy food for themselves and their families,” said Claire Seguin, deputy director of the Oregon Department of Human Services (ODHS), Self-Sufficiency Programs. “We also know that many Oregonians are still struggling to meet their basic needs and we encourage

them to contact our partners at 211 and the Oregon Food Bank for support during this difficult time.” Current SNAP households will receive emergency allotments on May 11. Emergency allotments will be issued May 28 or June 2 for households who did not receive benefits in the first monthly issuance. SNAP recipients do not have to take

reward season is May 1 and this year anglers will earn $6, $8 or $10 – up from $5, $6 and $8 – for each pikeminnow that is at least nine inches long. It’s the first reward increase since 2015. The more fish caught, the more each

pikeminnow is worth. Specially tagged northern pikeminnow released by state fish and wildlife biologists into the Columbia and Snake rivers are each worth $200 to $500. In addition to increasing reward amounts, program

managers are making it easier to participate. Online registration and an app are expected to debut early in the 2022 season. “These tools will make it more convenient for people to participate, particularly those who don’t live near a pikeminnow registration station,” said Eric Winther, Washington Department of Fish and Wildlife, Columbia River Predator Control Program project leader. “Currently, people have to drive to a station and fill out paperwork before heading out to fish. Registering online or through the app means they can go directly to the river, spend more

time fishing and make one trip to the station to turn in their catch.” Eighteen full-time stations will operate during the five-month season, with two to four additional satellite stations available later in the season. These satellite stations offer anglers additional pikeminnow harvest opportunities in areas with good fishing during short windows of time. Letters to the Editor Protect our children Chetco Library Board of Directors voted to reject the expulsion of sexually graphic child grooming books from the library's inventory. For fear of censorship, the library puts our children's well being at risk. Christian family values of our community demand consideration of the harmful exposure of porn and its devastating affects on children and young adults. Research shows porn exposure can become a life long addiction. Why should the Brookings community property taxes pay for sexually perverted material to be presented to our children? What will it take to change course? Public push back. As a concerned citizen, request the library discontinue the availability of books, (bound, electronic, audio) of highly sexually illustrated books, gender confusion and pro gender transformation. Reject the library's protection of false biological narratives to our grade school and young adults. This grizzly family comes with paparazzi By MOLLY ABSOLON My neighbor is famous. She has 50,000 followers on Facebook and a recent post on her page there had 4,200 likes, 250 comments and 400 shares within a day. When you Google her, roughly 125 million results come up. Born in 1996, she has had 18 children, including quadruplets born in 2020. She is Bear 399, the most famous grizzly in the Northern Rockies. I’ve seen videos of Bear 399 and her offspring, including one from a security camera at the police station in downtown Jackson, Wyoming, that showed five large bears strolling down a city street. But I’ve never seen the family in person. I’d like to, but part of me believes it’s my responsibility as a wildlife lover not to try to find her. People were looking for her this spring. They knew where she’d denned, and so, when the famous five-some emerged in Grand Teton National Park, 15 to 20 cars were waiting. Word spread quickly, and soon roughly 100 vehicles lined the road to catch a glimpse of the group. The bears are undeniably cute. They have a rolling, pigeon-toed gait that is amusing to watch. The cubs frolic around mama, while she continues on her way, ignoring their antics, but always watching to make sure they are near. Their faces are expressive, their bodies roly-poly and cuddly. They play like kids with a harried mother who is slightly overwhelmed by her disorderly brood. But therein lies a problem. Wildlife biologists have chosen not to name animals they study, instead giving them numbers for identification lest we anthropomorphize them. But that hasn’t worked for 399. Her life story and personality has made her beloved by people all over the world, and especially in her home around Jackson Hole. She seems to be used to the human attention. We relate to her life, her children and her adventures, ignoring that she is a wild grizzly bear. We forget that she can be as dangerous to us as we are to her. Hilary Cooley, the grizzly bear recovery coordinator for the U.S. Fish and Wildlife Service, said at a meeting of state and federal wildlife and land managers last August, “The future’s not bright for these guys. They’ve been in a lot of trouble.” During the quadruplets’ lives, they’ve gotten into livestock feed, human garbage and backyard beehives. In 2020, that happened five times. In 2021, it was 17 times, according to the Fish and Wildlife Service. They’ve walked through neighborhoods and they often cross highways. They’re around popular trails where people hike, bike and run. 399 had one encounter with

Molly Absolon a hiker in 2007 when the man — a friend of mine from Lander — stumbled upon her with her cubs feeding on an elk carcass. My friend doesn’t blame 399 for attacking him, which caused some nasty bites. Still, it was a scary experience, and that’s what seems to be missing in the media frenzy over 399. She’s not a toy. She’s not a person. She’s an unpredictable, large, omnivorous, intelligent animal that has discovered she can find easy food near humans and continues to teach her children that skill. We’ve probably all heard the expression, “A fed bear is a dead bear.” Studies show that eating human food or trash can turn a wild bear into a food-conditioned one. Suddenly the animal, which relies on a varied diet to maintain adequate weight for survival, has a new, easily accessible yummy food source: from a garbage can, a birdfeeder or a beehive. These bears grow less wary of humans, and, over time, often become aggressive. To its credit, Teton County, Wyoming, has updated its land-development regulations. Beginning in July, residents will be asked to bear-proof garbage containers, livestock feed, birdfeeders, compost and beehives. Still, Hilary Cooley, who works to save grizzlies, is not optimistic. She’s told reporters she thinks it’s likely one, two, or all of the family will have serious conflicts with humans during their lifetimes, leaving wildlife managers with a narrow range of options. And, to compound the problem, the family has moved south out of the park, toward trouble. People can do a lot to help prevent this. For me, it means remembering that 399 is wild. It means not hopping into my car to go join the bear jam. It means making sure my property or my campsite is bear-proof. It means carrying bear spray. It means trying not to be part of the problem. Letters to the Editor Vote carefully in primary elections The upcoming Curry County commissioner candidates have varying opinions on an extremely important issue in our county, ever growing homelessness. Something we as citizens and voters must decide, through our vote, is how we also feel the homeless issue should be addressed. Curry is a county with a lot of families already struggling. The per capita income reflects those struggles. The county also is struggling, trying to address and rightfully assist those families truly in need of assistance. That has always been a mission and a goal of our careful county budgeting. Curry already has many concerns: a housing shortage, various employment challenges and a County budget that keeps 'stealing from Peter to pay Paul'. The very last thing we need here is an elected commissioner whose campaign is dangerously based on actually encouraging more and more homelessness into the area. If you don't somehow see the already negative results of the burgeoning homeless population, then you should probably drive through your local parks, or shopping parking lots or maybe your own neighborhood. It's all around us, and guaranteed to get much worse, if we opt to encourage it. Please vote carefully on May 17, consider the cause and effect that a well meaning but shortsighted candidate may do to a beautiful yet already challenged Curry County. As with Afghanistan Biden, Blinken, Milley and Austin have reaffirmed their incompetence. Zelensky and the Ukrainian army have fought bravely with dedication. And now Biden is stuck with a ‘stalemate plan’ instead of helping Ukraine win. Now is the time to crush Putin’s army and hopefully bring about his demise. "The reason I've been so determined on this audit is because the chances of us passing any kind of tax levy without an audit, it gives the appearance that this board is hiding something," Boice said. "We're not going to get anything passed. If it's a reasonable consumption tax, consumption is the key word. A consumption tax is basically you consume, and everybody pays an equal amount. If you don't consume, you pay nothing. We're talking about going forward with the public to raise funds, and the odds are not very good." "We have three cities, we have three separate city police forces. In my mind it's simple, we have to have a sheriff's department. "The majority of people living outside the city limits of our cities need the sheriff's department. We've got to figure out a way to make money to support our sheriff's department, and even grow it to the

Just confirming, in your vision of this we wouldnot need a county administrator of director of operations." "No, neither one," Paasch said. Paasch explained his idea would be to have five commissioners with the chair and vice-chair elected from among the three full-time officials. The part-timers would primarily vote and help decide on issues. Boice said he was interested but not ready to act. "Right now, I would oppose it with some reasonable open mindedness to look at this," Boice said. "The reason I would oppose it I've always maintained since the first day I got here was full-time, very active, long-term commissioners. I wouldn't completely rule it out, but there's some things that might leave open doors that would make me a little reluctant."

"Our county has changed so much over the last 10 to 15 years and our Budget Committee shows that," Paasch said. "For a couple of hundred bucks, I'll put the 200 dollars up to put the question on a ballot to let the people decide if they want to have three full-time commissioners only or have three full-timers and two part-timers." Paasch said he would like to see the question go to voters in November. If approved, the change would not go into effect for another year after voters chose new commissioners. Commissioner Court Boice said he has concerns but is not fully opposed to the idea.

Paasch said having a larger board would make a big difference in how the county is governed. "It would open us so much more to the county," Paasch said. "Gosh, you and I could sit in an office and actually do some planning. It makes everything legal. How may more people could we find that would like to be involved in the county, but they don't have the time." Board Chair John Herzog said he had many concerns. Garrett J. Smith art exhibit to open May 14 Manley Art Center will host the opening reception for the May art exhibit May 14 from 3 to 5 p.m. at The Manley Art Center, located at 433 Oak Street in Brookings. The exhibit, on display May 2 through June 4, features artist Garrett J. Smith’s photography and glass pieces. Garrett’s involvement with photography started in the Cascade Mountains near Glide, Oregon in the 1960’s. With a brownie camera around his neck and an oversized backpack, he’d set out on his monthly Boy Scout camping trips. The medium of photography grabbed him then and didn't let go through all the various iterations of

capturing an image. Just over 20 years ago, he stumbled upon a technology that hadn’t been ‘new’ for about 5000 years. In fact, until the 60’s it was a ‘dying art’ – glassblowing. He began his journey with glass in the forest of Bainbridge Island, Washington in 2001. By 2006, he was apprenticing with Saul Alcaraz at Santa Barbara Art Glass nearly every free moment of his weekends. Over the years of working with these digital and analog technologies, Garrett became fascinated with the contrasts in technology. Garrett states, “It has influenced how I see the world and it manifests itself in my fascination with

We lost a wife, mother, grandmother, great grandmother, and friend to many, peacefully at home on April 25th. Mom was married to long time love John Shaw Jr. for over 53 years she is survived by her husband two children John Shaw III and Matt Shaw. Also surviving are six grandchildren and seven great grandchildren. Mom enjoyed commercial fishing she loved the ocean as did her dad that had

previously passed. Mom was loved by many along with their commercial fishing friends. Grave side services will be for family and friends on Saturday May 7th at 11am with lunch to follow at the Brookings Elks Lodge. Mom was always an animal person and love all pets in lieu of flowers feel free to donate to the Brookings animal shelter in her name that would have made her very happy.
