Runoff set in Position 1 commissioner's race By DAVID RUPKALVIS The Pilot
With the final votes counted for the May 17 primary election, there will officially be a runoff election for Position 1 county commissioner. Beth Barker-Hidalgo, who has led the race since the first votes were counted, saw her lead increase slightly with the late ballots. Through results released May 24, Barker-Hidalgo leads in the three-person race with 2,778 votes, or 40.59%. Brookings City
Councilman Brad Alcorn is second with 2,502 votes, or 36.56%, and former Commissioner George Rhodes is third with 1,542 votes, or 22.53%. Based on the unofficial tally, Barker-Hidalgo and Alcorn will face off for the seat in the November general election. The winner will replace Chris Paasch on the board after Paasch chose not to run for another term in office. The only race that seemed undecided on Election Night was a tax measure in Gold Beach to
purchase fire equipment for the city. The measure was failing after the early votes were counted and appears to have gone down to defeat with 342 people voting against it and 325 voting in favor. The city asked voters to allow the city to borrow $60,000 per year for seven years for fire equipment. The levy would have raised property taxes by 25 cents per $1,000 of assessed valuation with the goal of purchasing a new fire engine. A measure to extend the
tax levy for the Sixes Rural Fire Protection District passed overwhelmingly with 111 voters voting to approve the measure and only 17 voting against it. The tax levy was necessary to continue the Sixes Fire District. With the levy expiring at the end of the year, the district asked voters to continue to impose a tax rate of $1.375 per $1,000 of assessed valuation. If the vote had failed, the district said it could not continue offering fire and other emergency services.

Crockett named Pioneer Citizen for Azalea Festival Oregon wildfire season to be challenging The Pilot
The Chetco Valley Historical Society has selected Joyce Crockett as the Pioneer Citizen for the 2022 Azalea Festival. The title of Pioneer Citizen has been put on hold for the last several years due to COVID and the need to keep potential pioneer citizens safe. Crockett's family came to Oregon in the late 1940s, initially settling in Ashland and then relocating to Brookings/Smith River in the early '50s. She came here with her little brother David Baldwin and their parents. Crockett graduated from Brookings Harbor High School in 1954 where she was salutatorian of her class. When asked what brought the family to Oregon, she stated her father, a union man, was motivated by higher wages out west and was somewhat shunned for his activities in supporting higher wages for black workers. Her father was a millwright and later drove logging truck. Her mother, Myrtle Banell, managed B & E Shoes and Clothing for many years. She recalls that Mattie's Pancake House was located next door to B & E. The B & E Department store was located where Goodwill is currently doing business in Brookings. She met her future husband, Davy, in the Glen’s Bakery location where the current First Rise Bakery is located at 630 Fleet Street. It was a favorite place for high school students to get a treat
over the lunch hour. Joyce and Davy Crockett were married July 28, 1956. The union produced five children: Elizabeth; Donnie; Linda; Becky, who is a Curry County planning director; and Margaret. That has resulted in nine grandchildren and eight great-grandchildren. After running a dairy for many years, the family continues to ranch in the Smith River Valley, running a purebred cow/calf Angus beef operation; currently with 300 cows. When asked what was the major difference between Alabama and Oregon, Joyce replied “how much longer the days are here in Oregon.” She loves ranching and said one of her ‘things' is to collect vials of dirt from around the world. Around the world? Yes, Joyce Crockett likes to travel the world over.... recently returning from Europe in 2019, on a singing tour, performing in Italy, Germany, Poland and the Vatican in Rome. On Saturday, May 28, folks can get a glimpse of Joyce in the upcoming Azalea Festival Parade at 10 a.m. She will then be honored at the park program at 1 p.m. in Azalea Park. The Chetco Valley Historical Society will host a Pioneer Citizen Reception at 4 p.m. to get acquainted with Joyce, at the Chetco Valley Museum, located at 15461 Museum Road, off highway 101 South, near the historical Monterey Cypress Tree. With primaries over, Johnson ramps up independent campaign By DAVID RUPKALVIS The Pilot
While Tina Kotek and Christine Drazan were fighting for the political lives during the recent primary elections, another former state lawmaker was waiting her turn. With the primaries now over and the two major parties haven chosen candidates, Betsy Johnson hopes it is now her turn to shine. Johnson, who served for decades as a moderate Democrat in the state House and Senate, is running for governor as an inde-
pendent. Johnson said her run is serious, and one she only decided to do after both parties moved to the extreme. "I think my candidacy meets the moment right now," Johnson said. "People are angry and frustrated. There really are two choices. The far left, which would be Kate Brown 2.0, or the far right, where Christine’s views on abortion are out of touch with most Oregonians. I think it's a unique moment in time to select an independent leader." Johnson was born and grew up

in Bend. After college, she started a helicopter company that she ran for 20 years. In 2000, she ventured into politics for the first time. "The seat in the House was open in 2000," she said. "I just finished serving on a board that didn't allow you to run for office, so it was perfect timing." Johnson won the race for the House and eventually won three terms before she was unanimously chosen to fill an open seat in the Senate. She served in that role until last year, when she resigned to focus on her run for governor. She said in the current field, she stands out. "I'm pro-choice, pro jobs and very supportive of responsible law enforcement," she said. "I think I could be characterized as a maverick, independent lawmaker who is willing to buck my own party to get the job done. The last few years, the D's have moved more to the left and the R's more to the right." She said in Oregon, there is no longer one state, with most lawmakers paying no attention to the rural areas. "We have an urban/rural divide," she said. "I know because I have represented rural Oregon for many years. I think most Oregonians are feeling disrespected, not heard and totally misunderstood. At least the governor
knows there's Oregon south of Eugene and east of Bend." Johnson said she has paid close attention to the South Coast through the years and is the right choice to help the region recover from poor state leadership in recent years. She even managed a state airport at Cape Blanco and has spent a lot of time in Curry County. Johnson has served with Kotek and Drazan for years in the legislature, but she said her decision to run was not personal against either woman. "I think an independent governor drawing the best ideas from both parties is what our campaign is selling," she said. "I want the best ideas." And if she's elected, Johnson said she will be in Curry County and will make sure the community knows the state is behind it. "If I'm governor, you can damn sure count on me to come down and talk about opportunities," she said. "There's enough assets on the South Coast, and we need to develop it." While Johnson believes she can win, she does not expect anything to be easy. "It is a challenge," she said. "I will not have the machine or the money the established parties have. Oregon officials foresee another challenging wildfire season this year. Due to drought conditions, a large portion of the state could be affected by wildfires. During a briefing Monday, May 16, Gov. Kate Brown said we are fighting fires of a new age and it is a different wildfire environment. Fires of the past have taught us that being prepared can be the difference between life and death. The time to prepare is now. “Oregon has one of the best wildfire response systems in the country,” Brown said. “We continue to lead the nation in this space, improving even further as we roll out requirements from Senate Bill 762, which passed in the 2021 Legislative session.” Brown said the state is asking all Oregonians to do their part to prevent and prepare for wildfires. State Forester Cal Mukumoto said the majority of the wildfires that are responded to are caused by people. Chief Mike Shaw, of the Oregon Department of Forestry, said the cool, wet April and beginning of May has been a respite from what was seen in March. Oregon is in a significant drought pattern with exceptional drought covering the bulk of the east slope of the Cascades and extreme drought expanding across vast portions of eastern Oregon and into southwest Oregon. How long the weather stays in cooler, wet conditions will indicate when wildfire season will begin. “In 2021, which was a very challenging season, the coverage of exceptional drought was significantly less than what you see for this year,” Shaw said. “This will likely translate to a very challenging fire season as the fires that begin in these areas will be very difficult to suppress over very significant portions of Oregon as we move into the fire season.” Travis Medema, chief deputy state fire marshal, said all conditions point to an active wildfire season. In June, additional activity will begin to pick up in Oregon with anticipated wildfires in July and August. The exceptional drought in parts of Oregon indicates a significant wildfire season. In July and August, competition for helicopters and crew could be problematic across the western United States. Tom Roick, air quality monitoring manager at Oregon Department of Environmental Quality, said DEQ maintains a network of air quality monitoring stations across the state. They plan to propose more locations next month. Decisions whether to issue an air quality advisory are made by DEQ. Visit wildfire.oregon.gov for more information and to sign up for emergency alerts.

In addition to practicing family medicine, she’s provided acute care at a walkin clinic and high-school based health center. Prior to becoming a nurse practitioner, she was a charge
nurse in an orthopedic unit at a medical center, provided post-op care, acted as a diabetic resource, worked as a wound care consultant and worked in pediatrics. With nearly 20 years of experience in the field, CHN was happy to welcome her to Curry Family Medical in Port Orford, where Kolkow recently relocated with her husband and two children from Grants Pass where she practiced family medicine at Siskiyou Community Health Center for seven years. “I wanted to work in a smaller clinic, preferably on the Oregon coast,” said Kolkow, who feels passionately about providing preventative medicine
to underserved community members. “I saw the job opportunity to work for CHN in Port Orford and it seemed like a perfect fit. “I previously worked for a rural health center, and I really enjoyed providing quality health care to the rural community. During the primary election Tuesday, voters in Oregon chose former House Speaker Tina Kotek and former Minority Leader Christine Drazan to represent their parties in the general election. Kotek, who won the Democratic primary, and Drazan, the winner of the Republican primary, will face former House member Betsy Johnson, who is running as an independent. The winner of the race in November will replace Kate Brown as governor of Oregon. In the 15-person race for the Democratic nomination, Kotek coasted to the win.

Kotek received 168,961 votes, or 54.98% to dominate the field. Secretary of State Tobias Read was the only real competition, garnering 100,555 votes, or 32.72%. No other candidate received more than 2.12% of the votes cast. On the Republican side, 19 candidates vied for the nomination, which was much more open. Drazan received 56,498 votes, or 23.64% to lead the way. Bob Tiernan finished second with 44,494 votes, or 18.62%. Sandy Mayor Stan Pulliam placed third, receiving just less than 10% of the vote. Curry County Commissioner Court Boice received 2,845 votes, or 1.19%, beating seven other candidates. In Curry County, Kotek had an even bigger margin in the Democratic race. Kotek received 1,023 votes, or 52.65%, while Read picked up 579 votes, or 29.8%. In the GOP race, Drazan also had a bigger margin, picking up 854 votes or 31.89%. Tiernan collected 524 votes, or 23.20%. Boice did very well in Curry County, finishing third with 291 votes, or 10.87%.

It’s nice to be able to give that experience and opportunity to young people in the community.” Kolkow, who grew up in a small town in Northern California, said that while living in Grants Pass, she and her family frequently would drive through the Port Orford area and always thought it would be a great place to live. “We liked this quiet little coastal town whenever we would pass through. We love the coast, and it has always been a special, relaxing place for us,” said Kolkow. “I enjoy going to the beach and looking for agates or discovering sea life, and I love spending quality time with my family – I love watching my two teenagers grow into amazing young people.” And now she gets to do the things she loves, as a full-time resident of Port Orford. “I really enjoy working with children and doing

preventative medicine. I also have training in women’s health and wound and ostomy care. I see the full spectrum of family practice from birth to end of life,” she said. “I enjoy family medicine because I like being able to care for patients and their families through multiple generations, and being able to follow them throughout their life continuum. “I enjoy encouraging healthy life choices and then being able to see the positive outcomes once patients make those positive life changes. I’m looking forward to working with people of all ages in the family medicine practice at Curry Family Medical.” With the addition of Kolkow to its staff, Curry Family Medical will now offer an additional day of services, opening the clinic to appointments Monday through Friday. “Adding Paloma to our staff is important to the community because any time we can expand services, and increase access to service for our patients, it’s beneficial,” said Danyell Thomson, CHN’s director of primary care services.

Freedom of speech trumps the right to not be offended Over the last few weeks, I have received letters, calls, messages and other complaints about a wide variety of topics loosely related to freedom of speech. In Curry County, the complaints were mostly about the Chetco Community Library board's decision not to remove books some find offensive. I have also heard from people who think I should not let Court Boice share his views, even though they are almost always done in a public meeting. In my mind, these complaints all boil down to freedom of speech. A lot of people talk about the issue, the vast majority say they support it, but it seems few really understand what freedom of speech is. First of all, freedom of speech only applies to the government. The government is not allowed to create rules that limit freedom of speech. Private companies, including this one, can limit what they allow their employees to say and can limit what others say on our platform. And we do that. We have rules that prohibit others from using our opinion pages to take shots at private companies and private individuals. Other than that, we allow a lot of different views to be expressed. If you don't like whoever the current president is, you can share that view. If you don't like what your local government is doing, you can share that view, too. If you are strongly pro-life, or pro-choice, bring it on. We are not going to censor what our readers think because others might be offended. This whole country was built on arguing - whether we were to have an elected king or a president, life-longers or a temporary-servants. One of the coolest parts of the U.S. government is the peaceful transition of power - to the extent that even if the elected official is a completely against everything you hold near and dear, the power transfers without call to arms. If you read history, all the presidents and elected officials have had people, with every voice they had from every rooftop, completely and unequivocally oppose them. Even John Wilks Booth thought he was a hero, in his mind, because there was such opposition to Lincoln. The debates on the floor of the Continental Congress were barely short of violent, but the case to unite was greater than the case to be right. Secondly, when it comes to freedom of speech, the Constitutional protections are not there to protect those who want to say friendly, happy things. Freedom
David Rupkalvis of speech protects the most vile, hateful, evil speech out there. If you remember, several years ago, a small group from Westboro Baptist Church was protesting at funerals of fallen service members. The signs the church members held said the most spiteful, hateful things imaginable. Yet, every attempt to quiet them was overturned because free speech equals vile speech. That doesn't mean there aren't repercussions for speech. While the government can't limit speech, many private businesses have rightly held employees to account for things they have said, written and shared. And that is perfectly legal. That isn't always popular, but I support speech with little restraint, even if that speech offends me and targets me. Putting limits on speech is a slippery slope, that once began can spiral out of control quickly. Do we as a country really want people being arrested because they have an opinion outside of the norm? If you say yes, who gets to decide what opinion is allowed? Under a President Joe Biden, what is allowed might look very different than what is allowed under a President Donald Trump. What if the decided opinion completely opposes your own and you are never allowed to air different thought? We appreciate our readers, and we value their input. We don't want to lose a single one. But we understand that embracing free speech will sometimes mean others get offended. We will not censure or remove writers who say offensive things within our limits. My hope is if you are offended, rather than getting angry, sit down and send me a letter with your own views. Use this space to share your thoughts. Who knows, maybe you can change some minds.
Letters to the Editor Remember the fallen As we approach this Memorial Day, we must remind ourselves why this special holiday means so much. Those veterans who gave their lives to protect the freedoms we have today. We must also remember they fought and died in foreign wars to provide peace from suppressive governments and dictators. Many of our war veterans died and were laid at rest throughout Asia and Europe. The war memorials and cemeteries are tributes of honor to our fallen heroes in those governments. It is a shame all the living relatives are not able to afford to visit the grounds honoring our dead war heroes. We also must remember that Memorial Day is not just a day for store specials and discounts. Our veterans did not give their lives for a sale. The cost of one veterans life is too high a price to pay for a holiday special. To honor our veterans on this
day, also remember to thank our service members who are currently serving and those who have served. Please remember this..."Those who honor the dead care for the living." She is never the villain when difficult choices need to be made" Facts to consider: The risk of dying in childbirth is 14 times higher than the risk of dying from an abortion performed legally by a skilled practitioner. Banning abortion is ineffective at reducing abortions since countries with the most restrictive abortion policies have higher rates of abortion. According to the Guttmacher Institute, 25% of women will undergo an abortion before the age of 45. The bulk of patients are in their 20s. Women of all races and religious affiliations choose to end their pregnancies. And, more than half of them are already mothers. As a man, think about laws forcing your daughter, sister or wife to have a child if they become pregnant, especially if it happened from rape or incest. Having to live with an alien being growing inside their body for nine months only to give birth to a day in, day out reminder of their rapist. With birth rates declining, more country's are adopting policies that coerce women into having more children. Some states are already crafting legislation to outlaw IUD's, Plan B and even Condoms. Policies that coerce or force women to remain pregnant and give birth are unconscionable, cruel and dangerous. This has got to be stopped. What happens when a relationship goes bad and the partnership has progressed to an offensive, more targeted predatory lust for our children and there is no recourse for the public? Ironically the library takes for granted the ones who fund them, the Brookings community. As parents, grandparents, and concerned citizens we were stunned by the library's position of free speech over the community's request to protect our children and stop the predatory influence condoned by the Chetco Library. The public should focus on the agreements/grants that the library utilizes in the purchase of reading material for our youth. Has our community library signed an unbreakable agreement in a partnership with a national literary distribution which by-laws exclude censorship of pornographic material presented to children?
The public youth reading program has NO right to compromise long standing community Christian faith and poke a finger in the eye of family values. Time to turn off the national subscription that distributes highly sexual reading material to our youth. We want to turn off the spigot of trending child grooming books that are emerging on the shelves as free speech. The standards for nudity, sexual content, gender dysphoria, hormone treatment, and other unscientific themes are a false narrative and projects sexual propaganda for our young. The library is no longer a safe environment. Stand up for our community, stand up for our youth who will be our future. Protect them by voicing your objection to child grooming books. Kellie Evans Harbor No more homes in Gold Beach I sincerely hope that the Gold Beach City Council, and all of us living here in Curry County understand the serious ramifications of proposing to squeeze more homes into the Gold Beach City limits at this time. Current zoning regulations were established for a very good reason. The city police, fire department and emergencies services do a tremendous job of serving the community. They are a very dedicated group of individuals, called on 24/7 to handle an insurmountable number of needs and emergencies. By adding more homesites, more citizens, more traffic, both foot and vehicle, with the current infrastructure and available services, we are truly asking the impossible. The services in place simply do have the funding nor the capacity to accommodate the large number of added citizens that this zoning change would allow. Please support the cause in pushing back at this dangerously short sighted zoning change proposal. PUBLIC BUDGET HEARING
Sealed bids for the construction of the Measure S Collector Street Maintenance & Preservation project will be received by the Owner, the City of Crescent City at the Crescent City Public Works Department office until 2:00 PM on 13 June 2022. Obituaries Beverly J. Sanders July 23, 1933 - May 9, 2022
Beverly Jean Sanders born July 23, 1933, at Harbor, Oregon to Clarence and Diva (Fitzhugh) Stoller passed May 9, 2022, in Gold Beach hospital. Beverly wore many hats through the years, starting when she was in high school working in her parent’s lily bulb fields. She went on to waitress and cook in many restaurants. In 1969 she started “Bev’s Boat Bunk” in Harbor, providing safe storage for boats and RV’s. She married Gradie Sanders in 1971 and moved to Klamath Falls, OR where she worked as a school cook. Bev
and Gradie moved back to Harbor, OR in 1980. She owned Tolman Lane Rentals in Harbor until she passed. The couple spent summers at their cabin in SE Alaska for 20 years, fishing, enjoying life and occasionally relief cooking at lodges. Bev worked at many establishments over the years in Brookings and Harbor as a blackjack dealer and at Tidewater as a receptionist. She cared for her mother and stepmother in their last years. Bev had many hobbies including cooking, sewing, oil painting, gardening, and making her braided rugs, which she gave to
everyone who came to visit and donated many to Hospice. Bev leaves behind her husband, Gradie Sanders, four children, Candy Hempel of Naukati Bay, AK, Ralph King of Harbor, OR, Krista Sweeney of Klamath Falls, OR, Keith Wagner of Naukati Bay AK and Stepdaughter Sherry Stough of Arizona. She leaves 8 grandchildren and 16 greatgrand children. She was preceded in death by her sister, Barbara Soderberg of Naukati Bay, AK. and Stepson William Sanders of Arizona. There will be a celebration of life at a later date.
ing from the University of Washington in 1958 and subsequently began a long career in the nuclear field, first with Bethlehem Shipbuilding in Massachusetts, working on the USS Bainbridge, then with Westinghouse and later with General Electric. His career led to many cross-country moves with their growing brood. Bob retired in 1989, and he and Gladys moved to Brookings, Oregon. Bob was a man of many talents. In addition to building his retirement home and outbuildings on his property, he could fix nearly anything, as his mechanical skills were second to none. He restored antique tractors in his retirement and loved to go salmon fishing. He bought a boat and joined the Coast Guard Auxiliary, teaching classes and going on patrol. He and Gladys traveled extensively and went on numerous cruises; Bob’s favorite cruising activity may well have been visiting the ships’ engine rooms. He served as Gladys’ main caregiver during her waning days. He loved a good gin martini and a nice glass of red wine and retained a good appetite for a multitude of cuisines. His grandchildren adored him; trips to his home in Oregon
meant hikes on “Grandpa’s Mountain”, days spent on the Chetco River, and rides on his boat. He was a lifelong dog lover and is also survived by his loyal companion Bandit. Perhaps most remarkably, Bob lived independently until he was 94. Special thanks go out to friends on Mountain Drive who provided much help in his final years. Faced with declining health in the past year, he moved in with his son Tom and family in Los Gatos, CA. Bob will be dearly missed by all those who knew him. May he rest in peace A Celebration of Life will be held at Stephanie’s Restaurant and Events at Whaleshead Beach Resort, 19221 Whaleshead Rd., Brookings, OR 97415 at 5:30pm on Thursday, June 30, 2022. Robert Fulton Pratt, Jr. died in San Jose, CA on March 9, 2022 at the age of 95 after an extended hospitalization. He is survived by his seven children: Bob III; Rick (Kate); Bill (Nancy); Jane (Tim); Tom (Neda); David (Mary); and Amy (Mike) as well as fifteen grandchildren (Masha, Daniel, Erin, Kristen, Lauren, Will, Joe, Patrick, Caroline, Sarah, Brian, James, Christine, Matthew, and Nathan), five great-grandchildren and one sister, Betty, as well as many nieces and nephews. He was predeceased by his wife Gladys, daughter-inlaw Marina, parents, three sisters and one brother. Bob was born September 17, 1926 in Cuyahoga Falls, Ohio, the fourth child and first son to Robert Fulton,
Sr. and Annie (Crook) Pratt. He grew up in Cuyahoga Falls where he graduated from high school. He embarked on a career in shipping, first joining the Merchant Marine serving on Liberty Ships during WWII, then aboard freighters carrying ore in the Great Lakes. He relocated to the Seattle area, continuing to serve in the Merchant Marine and then was drafted into the army in 1952 during the Korean conflict. Given his excellent mechanical skills, he was sent to Germany where he taught classes for the army. He married Gladys Imdieke in 1955 in Seattle, a union which lasted 59 years until her death in 2015. With the aid of the GI bill, Bob earned a bachelor’s degree in mechanical engineer-

Brookings Emblem Club #265 recently honored the new Azalea queen and princesses by feeding them lunch and presenting each member of the court with quilts. Those honored were Queen Lindsey Stump, right, Princess Hailey Naiman, Princess Faith Burton, Princess Hannah Cox and Princess Abigail Gisler. Club President Margo Hanscam presented the young ladies with quilts. The queen and princesses will represent Curry County during the Azalea Festival next weekend and throughout the next year.

Girly is a young high-energy kind of girl. She’s a nice medium size and full of fun! She came to us when her owner was arrested, and no one came for her. She’d love an active family who would be willing to make sure she gets lots of exercise and training she would need.
Laverne has been in house for quite some time. Volunteers often say they want to take her home where she would friendly up in no time. She is often swirling around your feet and feeding time and treats. She loves treats. Though she is not super friendly, she would turn around with patience and time.

What to do when your pet is lost Pets are beloved members of the family. Pets provide unconditional love and companionship to their owners. When a pet goes missing, it can be devastating for their owners, who want to bring their companion animals home to safety as soon as possible.
Train your dog Well-trained dogs who respond well to basic commands like “sit,” “stay” and “come” may be recovered more easily. That’s because you can call for your dog — who may not have ventured too far — and have him or her return to you, according to Pasadena Humane. Also, people who come across your dog can offer simple commands to sit and stay, and then the dog can be safely leashed.

Lost Pet Research & Recovery and PurringPal indicate at least 14 percent of dog owners lose their pets in a five-year period, while 15 percent of cat owners lose their pets. The ASPCA indicates that around one in three pets will go missing in their lifetimes. Therefore, pet owners should take certain steps to prevent lost pets and to help recover them quickly.
Update identification The more forms of identification a pet has, the better the chances for recovery. While a collar with ID tags is essential, microchipping is an additional safeguard. Be sure to routinely update the microchip database with your current phone number and address.
Act quickly Don’t waste hours or days waiting for a pet to return home. The sooner you begin searching the area, the better the odds of finding the pet. Start with the immediate area right outside your home and branch out from there. Check nooks and crannies Pets may become frightened of noises or escape homes to chase other animals. American Humane urges owners to look for places the pet may become trapped, such as in
