For much of the last month, it appeared only two candidates were running for Position 1 county commissioner in Curry County. But when the election results came out Tuesday night, that third candidate led the way as Beth Barker-Hidalgo took the lead in the three-person race. Barker-Hidalgo, the executive director of the Curry County Homeless Coalition, received 2,708 votes in the race, giving her 40.20% of the ballots cast. Brookings City Councilman Brad Alcorn was second with 2,481 votes, or 36.83%. Former Commissioner George Rhodes came in third with 1,525 votes, or 22.64%. The results indicate Bark-

There were no surprises during Tuesday’s primary in the race to replace Congressman Peter DeFazio. While only one Republican was in the race, current Oregon Labor Commissioner Val Hoyle easily won an eight-person race on the Democrat side. After being endorsed by DeFazio and Senators Ron Wyden and Jeff Merkley, Hoyle received 40,921 votes, or 65.04%, to win the Democratic nomination. Hoyle moved on to face Republican Alek Skarlatos, who received 36,462 votes in the GOP primary, in the general election. Other than Hoyle, Doyle Canning was the only other candidate to receive more than 10% of the vote after receiving 9.174 votes, or 14.58%. In Curry County, voters mirrored the district-wide results. Curry County voters picked Hoyle, with 65.33% voting for the labor commissioner. Canning was the second choice, with 14.26% voting for him. DCCC Chair Sean Patrick Maloney praised Hoyle after the victory. “Congratulations to Val Hoyle on her victory in Oregon’s Fourth Congressional District tonight,” Maloney said. “As Oregon’s Labor Commissioner, Val has been a champion for hardworking Oregonians – fighting to ensure workers are paid the wages and benefits they are owed. I have no doubt that she will continue to build on that work in Congress, and we look forward to partnering with Val this cycle to keep this seat blue.” Skarlatos said he was ready for the challenge of the general election. “As a political outsider, I am thankful to be selected as the Republican nominee for Oregon’s 4th Congressional District. It’s clear Washington is broken, Joe Biden’s liberal policies are not working, and we need solutions to reduce inflation, lower gas prices, and lower the cost of healthcare while improving access for rural Oregon,” said Skarlatos. “Oregon’s 4th Congressional District is the poorest district in the state. The Sixes Rural Fire Protection District successfully renewed its tax levy, but the city of Gold Beach is falling short in an effort to raise taxes for fire equipment during the primary election Tuesday. The Sixes Rural Fire Protection District asked voted to renew the five-year levy that was ending this year, and voters overwhelmingly agreed. Of the 128 voters who cast ballots on the levy, 111 voted in favor the tax levy, giving the district 87.37% in favor.

The price you pay for gasoline in most cities in Oregon has now jumped to over $5 a gallon. Pump prices began rising significantly following the Russian invasion of Ukraine. The prices took another sharp jump, over 30 cents a gallon in some cities this past weekend surging to over $5 a gallon for unleaded. According to the American Automobile Association’s (AAA) price survey, the national and Oregon averages skyrocketed to new record highs after the price of oil jumped above $110 per barrel over the past week. Pump prices are setting new record highs again this week with the Oregon average climbing above $5 a gallon for the first time ever.

The price for unleaded regular in Oregon has climbed over $5 a gallon for the first time ever. The major driver is the high cost of crude oil which is above $110 per barrel. For the week, the national average for regular jumps

The tax levy was necessary to continue the Sixes Fire District. With the levy expiring at the end of the year, the district asked voters to continue to impose a tax rate of $1.375 per $1,000 of assessed valuation. If the vote had failed, the district said it could not continue offering fire and other emergency services. In Gold Beach, the city asked voters to allow the city to borrow $60,000 per year for seven years for fire equipment. The levy would have raised property taxes by 25 cents per $1,000 of assessed valuation with the goal of purchasing a new fire engine. In a race that got closer as Tuesday night progressed, voters might have turned down to the tax levy with 342 voters, or 51.27% voting against it. The county clerk’s office reported 325 voters, or 48.73%, voted in favor of the tax levy. In the first results that were released, the levy was behind by more than 6%, but the vote tightened as more results were released. Final results will not be known for a week as state law allows ballots mailed by election day to be counted up to seven days after the election.

During the primary election Tuesday, voters in Oregon chose former House Speaker Tina Kotek and former Minority Leader Christine Drazan to represent their parties in the general election. Kotek, who won the Democratic primary, and Drazan, the winner of the Republican primary, will face former House member

Secretary of State Tobias Read was the only real competition, garnering 100,555 votes, or 32.72%. No other candidate received more than 2.12% of the votes cast. On the Republican side, 19 candidates vied for the nomination, which was much more open. Drazan received 56,498 votes, or 23.64% to lead the way. Bob Tiernan finished second with 44,494 votes,

or 18.62%. Sandy Mayor Stan Pulliam placed third, receiving just less than 10% of the vote. Curry County Commissioner Court Boice received 2,845 votes, or 1.19%, beating seven other candidates. In Curry County, the Kotek had an even bigger margin in the Democratic race. Kotek received 1,023 votes, or 52.65%, while Read picked up 579 votes, or 29.8%. In the GOP race, Drazan also had a bigger marking, picking up 854 votes or 31.89%. Tiernan collected 524 votes, or 23.20%. Boice did very well in Curry County, finishing third with 291 votes, or 10.87%.

In the race for U.S. Senate, Wyden received almost 90% of the vote in the Democrat primary to earn the Democratic endorsement. On the GOP side, Jo Rae Perkins leads a seven-per-

As the results came in, Barker-Hidalgo admitted she was “giddy.” “I am humbled,” she told the Pilot. “I really am. I feel a lot of the work I’ve done embedding myself in our social services system and our healthcare system has really paid off.” Barker-Hidalgo said her only disappointment Tuesday was she didn’t reach the 50% threshold, which would have made the general election unnecessary. If you want to see something different, if you don’t want to see the same, I want to earn your vote.” Barker-Hidalgo said one of her biggest goals is to return the public health department to the county after commissioners voted to let the Oregon Health Authority take it over last year. “I want to build a strong foundation to bring public health back to Curry County,” she said. “We have about three years to do it.” She said with her background, she can bring together a coalition of healthcare agencies and nonprofits to help the transition. Barker-Hidalgo said she also wants to continue to

learn about issues important to Curry County, saying she was going to listening sessions about offshore wind farms and meetings about the restructuring of Southwestern Oregon Community College. In the end, Barker-Hidalgo said it’s time for a new perspective on the board of commissioners. She said she can bring in new ideas, open up the government to new voices and help bring needed change to the county. “We’ve been doing to the same thing for decades and expecting different results,” she said. “We all know what that is. We can’t keep throwing good money after back expecting different outcomes.” If she is elected in November, Barker-Hidalgo said she will work to create a more welcoming government. “I create spaces for people who otherwise wouldn’t come forward,” she said. “It’s time for people to come out of the shadows and voice their opinion on what they want the community to look like. “Solution-oriented people are what we need, and that’s what I am. Things need to happen. We need to move the needle and start working on some of the social and crisis issues.”

working for the California Department of Forestry in Julian and La Mesa, CA. He worked as a lineman and a switchman for Pacific Bell in Culver City. After that he worked as a manager for Jack in The Box in Gardena, CA from 1964-1967. He was in a partnership called “El Quatro, Inc.” with his brothers Jim and Bill and a friend Eddie Turner, building and running Taco Bells. Then later in a partnership with Roy Dixon and Andre Henderson, owned and operated many Taco Bells in four different states. In Denver, CO, they acquired the land, built the buildings, and ran the operations. In the early 70’s he and his brothers bought three restaurants in the San Diego area. Over time they sold two and Herb kept one called “The Summer Place” in the Hillcrest area, which he owned from about 1972-1984. After he sold the restaurant he went into the printing business with his friend, Vic Schroeder, called “Graphic Printing” in El Cajon. They owned it from 1984-2000 when Herb sold his share to Vic. In 1997 he was in a partnership with his brothers owning the Chetco Inn in Brookings, OR. He bought them out in 1998 and extensively remodeled

Herbert C. Roberts passed away May 8 in a hospital from an extended illness following COVID-19. Herb was born in Richmond, California on June 17, 1943, to Garlen W. Roberts of OK and Helen Johnston Roberts of TX. In his childhood he lived in several states including TX, OK, the Dakotas and CA. His family settled in El Cajon, CA when he was about nine. He graduated from Granite Hills High School in El Cajon in 1962 and attended college for a short time in Los Angeles County. He married Kathleen M. Howard on January 12, 1963, in La Cresta (Crest), CA. They lived in the Los Angeles area from 1963-1967. They moved to Denver, CO in 1967 and back to El Cajon in 1971 where they lived until moving to Smith River in 2007. As a youth he started his work experience by

There is plenty of food, but not for all farmworkers By ASTRA LINCOLN On a summer morning in southern Idaho, the day breaks early, before 6 a.m. The air is stale, never fully cooled from the heat of the day before. In the indigo hour when night becomes morning, dozens of people — most from Mexico — queue for the van that will shuttle them to the picking fields. For the next 15 hours, they harvest. Ladders teeter on the uneven, parched earth. Cherries are quickly pulled from high branches by the handful. The fruit isn’t for them. Like most regions in the country whose economies rely on exporting food, little of what’s picked here makes it onto the plates of the people who harvested it. At the end of the daylight hours, a company bus returns and drives the farmworkers to the Walmart, on the far side of town, where they can shop for groceries and gloves. Farmworkers forced to shop late at night have frequently been met with depleted shelves ever since the early days of the pandemic. They buy what little they can, then re-board the van that brings them home. Many fall asleep hungry. In 2020, when the pandemic began, organizer Samantha Guerrero drove across the low, parched hills of Idaho’s Canyon County to a neighborhood she calls Farmway Village. First built as a labor camp, the low-income housing complex has become home to many of the county’s agricultural employees. Guerrero had planned to distribute information about the new virus. But what she found wasn’t a lack of information; it was a lack of good groceries. She’s been working to change that ever since. For immigrant farmworkers, food is in short supply: “The only thing close to that place is a gas station,” Guerrero told me. “That means they only have access to the processed foods sold there.” Guerrero works for the nonprofit Idaho Organization of Resource Councils, which is trying to change things. Recently, it started distributing culturally relevant foods, like masa for corn tortillas, and some local, organic farmers let volunteers glean produce like tomatoes and pumpkins to redistribute. Yet the need is widespread — in Idaho and elsewhere where farmworkers are needed — and even the best-organized mutual aid projects can’t meet the demand. Nonprofits try to help, but they aren’t equipped to make the systems-level changes needed to end the lack of nutritious food and the hunger suffered by farmworkers and other immigrants. Local food pantries try, but they’re not always an answer. Many farmworkers come from agricultural communities south of our border with Mexico, Guerrero says. They’re used to fresh fruits,

Even though these immigrant communities are the primary audience for many food pantries, the canned and boxed food they provide can be unrecognizable to the people they serve. This holds true across the West. I’ve spoken to other farmworkers and organizers in Montana, Oregon and the Dakotas, and all echo those sentiments. We haven’t diminished the hunger of the workers who feed us. There are 3 million migrant and seasonal farmworkers in the United States. For more than 20 years, migration from Mexico has been largely driven by economic hardship that began in 1994, when the NAFTA treaty crashed the value of the peso. Now, migrants from that country and Central America are increasingly coming north to escape drug violence, or when landslides, hurricanes, and other disasters hastened by the changing climate force them to flee. When many workers land at large, corporate-owned farms, they sometimes find harsh conditions; this February, for example, the U.S. Department of Labor found that one large Idaho farm had shortchanged its 69 workers by $159,000. Ninety-one percent of counties with the highest rates of overall food insecurity are rural, and workers there face soaring costs of food and a declining number of grocery stores, as consolidation and rising real estate values close outlets. Although farmworkers harvest fruit and vegetables all day, it is odd, but true, that they are living in “food deserts.” “I have to say,” Guerrero says, sighing, “that there is a lot of abundance (in Idaho). There is enough to go around. A little decency A short while ago I wrote a letter about a young man being released from jail at 2:30 in the morning in the freezing cold and having to walk back to Brookings from Gold Beach. I found that excessively cruel. After that letter appeared in the Pilot, I was contacted by the jail commander. We had a good discussion. I found out that people are allowed to stay in the heated lobby of the jail until the next morning (they can even get a blanket) and that they can request a voucher for a bus ticket back to their home town. The problem was that inmates were not aware of this and were not being consistently told. The young man I wrote about did not know. He had asked for a ride, was refused, and was given no other information. Joel Hensley, the commander I spoke with, has assured me that he is sending out a directive telling all officers to make these options known to men and women who are being released from jail. That is much better than expecting people to ask on their own initiative. It is my expectation that each and every person who is released from the jail will now be proactively advised that they have these options. It would have saved one young man a miserable walk back to Brookings. I am grateful for the positive response from the Curry County Jail and hope that this directive will become standing policy. If it is, then a little bit of decency and compassion will have been established by those in power that are hoping to earn our trust. Jean Phillips Florence

Protect our parks This is the 100th anniversary of the Oregon State Parks. I visit Harris Beach Park several time a week, and I have a real concern about the dried brush and limbs throughout the park and rest area. The park has seen hard use even though few people visited during COVID. Some of the trails are not maintained and are unsafe. Visitors ignore signs about no smoking and litter the park with butts. Visitors also ignore bike riding rules and ride their bikes on walking trails. Because Travel and Leisure magazine says the park is a great place to visit, this will attract more use. Without more attention and stewardship of the park, it will be destroyed, not withstanding the imminent fire dangers. My hope is something will be done to at least mitigate the fire danger, clean up the park and emphasize the rules to visitors, so we can all enjoy this park for the future. David Bergmann Brookings

These Federal and State resources will be of great benefit to CCEC members and will assist in providing affordable broadband fiber throughout CCEC territory for its members. This is a critical economic development project with billions in federal and state grant opportunities and I am grateful for their efforts. “When we have high gasoline prices, they do trickle down to every part of the economy impacting all goods delivered by trucks powered by gasoline and diesel,” AAA Oregon/Idaho Public Affairs Director Marie Dodds told The Chronicle. “Everything we purchase and that we need transitions down to additional transportation costs.” Dodds said it’s not likely that there will be any price relief soon. “Unfortunately, crude oil remains significantly elevated because of the ongoing war in Ukraine,” Dodds said. “Oil supplies were already tight before that.” The previous tight oil market is the result the COVID-19 pandemic, according to Dodds. “We saw demand for oil and gas fall dramatically during the pandemic,” she said. “The bottle fell out of the oil market, so production was reduced because of the loss of demand. It takes a lot of infrastructure, a lot of labor and a lot of time to ramp the supplies back up.” Following the Ukraine invasion, countries around the world ceased ordering Russia crude oil, as a protest to the war. “So, Russian crude oil is no longer in place and that oil has to be replaced from supplies around the world and that is why prices are rocketing up,” Dodds said. BHS track teams shine at District 4 meet The Pilot The Brookings Harbor boys and girls track teams ran fast, jumped high and far and threw long distances at Saturday’s 3A Special District 4 track meet in Harrisburg. The two-day meet showed the success of BHHS athletes by many top finishes in almost all events. Many earned their season record or personal record. The top two finishers of each event automatically qualified for state, but athletes can also qualify as wild card entrants if their times, heights and distances are within the top of the state. Miguel Ramos was named male running athlete of the meet, qualifying for state in the 100, 200, 400 and 4x400 meter races. Additional automatic state qualifiers were Jake Beaman (triple jump, 800, 4x400 Relay), Uriel Cortez (4x400 Relay), Ty Morris (javelin and 4x400 Relay), Kyan Myers (110 and 300 hurdles) and Spensyr Gotfried (100 and pole vault.)

Oregon Employment Department sets contribution rate for Paid Leave Oregon

Paid Leave Oregon is setting the contribution rate for employers and workers at 1 percent when it launches in 2023. Paid Leave Oregon will allow workers to take paid time off for some of life’s most important moments. It covers leave for the birth or adoption of a child, for serious illness or injury, for taking care of a seriously ill family member, and for domestic violence, sexual assault, stalking or harassment. Starting Jan. 1, 2023, workers will pay 60 percent and employers will pay 40 percent of the contribution rate. For example, if an employee made $1,000 in wages, the employee would pay $6 and the employer would pay $4 for this paycheck. Employers may choose to pay the employee portion as a benefit for their employees.
