Port commission stops short of approving wastewater plant

The Port of Brookings Harbor Commission stopped short of approving a plan for a wastewater treatment plan after debating what the plant should look like and who should help pay for it. The commission agreed to continue researching the specifics before considering approving a plan in the near future. The wastewater treatment plant will be funded primarily
by the federal government after Congressman Peter DeFazio and the state's two senators pushed through federal funding in the recent spending bill signed into law by Pres. Joe Biden. Board member Kenneth Range made a motion to approve a plan, with specific requirements for Pacific Seafood, which will be the primary beneficiary of the plant when it opens. Range's requirements included: Signed agreement with Pacific Seafood to lease the treatment
plant long-term; Pacific Seafood agreement with Harbor Water Pacific Seafood must agree to pay a 20 percent match required by the grant and all costs of operation at the treatment plant; Pacific Seafood must negotiate a long-term lease with the harbor to operate the seafood processing plant. "There is absolutely no reason to build a fish processing plant if you don't have water," Range said. "Once there's a water
agreement in place, Pacific Seafood, in my mind, needs to have cash on the table. I don't agree with building a plant without a commitment from them. My idea is Pacific Seafood pays the 20 percent match for the grant." Range said Pacific Seafood must also have a federal permit and cannot discharge the waste into the Chetco River. Range's motion died for a lack of a second, but the debate continued.

Marine patrol members across Oregon and the Oregon Marine Board are urging safety as people head to local waterways for recreation this spring and summer. In the coming weeks more people will be pulling out their boats from winter storage in preparation for launch in the waters of this state. Rivers and the Pacific Ocean (even the surf zone) are the most inherently dangerous, according to the Oregon Marine Board. It's important to always scout ahead, mind the tide, decide on the safest route and expect the unexpected, the Oregon Marine Board states on its website, adding that most accidents and fatalities are due to falling overboard, collisions, and operator error/misjudgment, and reckless behavior. The state marine board urges
boaters and watercraft users to ask the themselves the following questions. Think about what you would do if you fell overboard. Could you self-rescue? What do you do if you're caught in a snag? What do you do if your boat swings around and the anchor line is near the prop? "Thinking is a necessity in boating. Act with intention. Be smart about your activity and understand how your activity impacts those around you," the Oregon Marine Board website reads. The Oregon State Marine Board contracts with 32 county sheriff's offices and the Oregon State Police to enforce boating laws and help patrol Oregon's waterways. A retired police officer, Alcorn currently serves on the Brookings City Council and the Curry County Budget Committee. * Beth Barker-Hidalgo, the current executive director of the Curry County Homeless Coalition. Barker-Hidalgo has a long career of service, also working with Oregon Coast Community Action, Curry Community Health and other organizations. If no candidate receives 50 percent of the vote in May, the top two candidates will advance to the general election in November. The ultimate winner will be seated next January.

Community input sought on high school graduation requirements The Oregon Department of Education, working in conjunction with Oregon’s Kitchen Table, is seeking community input via a statewide survey in order to understand better how high school graduation requirements are working for a diversity of students. The statewide survey, which will be open until April 15, is part of a review of requirements contained in Senate Bill 744,
passed by the Oregon Legislature last year. Information from the survey and from community meetings already held in counties across the state will inform an upcoming report back to legislators about potential changes to high school graduation requirements. The overall goal of the community engagement stemming from SB 744 is to gain a better understanding of how gradua-
tion requirements are working for students. Oregon has not taken an in-depth look at high school graduation requirements in over 10 years. The survey is in addition to a series of regional, online community conversations that were held in each of Oregon's 19 Educational Service Districts as well as community conversations and culturally specific outreach and engagement with communi-
ties around the state. Senate Bill 744 pauses the Assessment of Essential Skills graduation requirement that students take state tests or show samples of student work until 2024. During this three-year pause, students are still required to meet all other class and credit requirements to graduate, including existing requirements in reading, writing, and math. In order to receive an Oregon
diploma, students must earn 24 total high school credits, 4 of which need to be reading/writing credits, and 3 of which need to be mathematics credits. These course and credit requirements for graduation have not changed. The statewide survey can be taken here until April 15 (https://bit.ly/oregon-hs-grad-requirements) and is offered in seven different languages.

Each device should be of suitable size for the intended wearer and fit securely. 90% of those who die in boating accidents drown. Be prepared and carry extra equipment such as a bailer (bucket), anchor, first aid kit, visual distress signal, tool kit, flashlight with extra batteries, and a cell phone. Don’t over load your boat.
Follow the recommendations on the capacity plate of your boat. Capsizing, sinking, and falling overboard account for 70% of boating fatalities. If your boat should capsize, your best chance for survival and rescue is to stay with the boat. Pull as much of your body out of the water as possible to preserve body warmth. Hypothermia can be a killer; keep your body dry and warm as possible. It is illegal to operate any boat while under the influence of alcohol or other drugs. Use
the designated driver concept; a sober skipper is a must. Stressors such as exposure to sun, wind, cold water, vibration, noise, and alcohol all affect your ability to react. Don’t run out of fuel. Practice the 1/3 rule: 1/3 for trip, 1/3 for return, and 1/3 for spare. Fuel vapors are heavier than air and collect in the bilge. Never fill gasoline cans in the boat. When anchoring, use a line that is several times longer than the depth of the water and never anchor by the stern. File a float plan. Let someone
know where you’re boating and when you’ll be back. You’re responsible for damage or injury caused by your wake. Exercise caution around other boaters and docks. By state law, all persons operating a motorboat greater than 10 horsepower are required to carry a Boater Education Card. The card shows that the operator has passed an approved boater education course or equivalency exam. WHAT YOU DON’T KNOW
My name is Georgia Cockerham. Although I serve on the board of directors (the Board) for both Coos Curry Electric Cooperative (CCEC) and Beacon Broadband (BB), the following are my comments as a citizen, CCEC member, and retired financial advisor. Any opinions expressed are not meant to represent those by CCEC, BB, its boards or employees. I am writing to CCEC members with information relevant to the BB project. I am writing to provide awareness of key details that have not been released to the public, and to correct misconceptions based upon what’s been publicized thus far. To be clear, I believe broadband is a great telecommunications asset. I voted not to proceed with the broadband project for several reasons, including my belief that it will not generate enough revenue to pay for its costs both during construction and following completion. My opinion has not changed. On multiple occasions over the past eighteen months the CEO and Board discussed the need to inform the public about the risks of the project. This has not been done. Following additional decisions with which I disagreed, I decided that if the members were to learn of the same risks that the Board has known all along, it will require my speaking up. The members should also know that the Board was informed to expect, before the project was started, that BB’s internet service would come from Charter Spectrum and LS Networks. My intent is to provide education and understanding in the spirit of transparency. I will support the direction voiced by CCEC’s members after they are made aware of both the financial risks to themselves and our electric cooperative. Coos-Curry Electric Cooperative is owned by those who purchase their electricity from the cooperative. Because it is a cooperative, the owners are called members rather than customers. CCEC is a nonprofit entity that must return to its members any revenue in excess of what is necessary to maintain the overall health and integrity of the electric company. KEY INFORMATION: 1) MEMBER VOTE: Two years ago, the membership was asked to vote on several suggested changes to CCEC’s Bylaws. One of these changes gave authority to CCEC to “assist its members to provide to their premises and install therein, …. broadband….” The bylaw changes were voted on by membership and passed. Upon receipt of the results of this vote, CCEC management, at the direction of a majority board vote, moved forward with its plan to deploy broadband. Was it the members’ intent for their “yes” votes to allow CCEC to build a for profit broadband network regardless of whether it was or was not financially feasible? Did it give CCEC the authorization to unilaterally enter a business that puts the electric cooperative at risk and creates financial hardship to its members? 2) SURVEY: Before starting the project, CCEC paid for a survey to be distributed to a random sample of CCEC members. The purpose of the survey was to gauge both interest and need for a new broadband company. The survey results did not provide evidence that a broadband project and ongoing business by CCEC would be able to financially support itself. On the contrary, the results indicated that the great majority of the CCEC membership population already had access to high-speed internet. Most of these members were customers of Charter Spectrum. Were you part of the survey? I believe that CCEC should have disclosed the results of this survey and the Board’s analysis of the results before applying for a $60 million loan and starting the project. The following is information that CCEC did not disclose to its members before applying for the loan. 3) ZIPLY FIBER: Before starting the project, CCEC learned that Ziply Fiber, an experienced northwest telecommunications company, was deploying broadband across the northwest and planned to be in the southern Oregon coast area within eighteen months. Ziply is here. 4) COMPETITORS: A business plan for the BB project was written reflecting take-rates (number of new customers) that were not consistent with the survey results. The south coast already had a successful telecommunications company (Charter Spectrum) with a second (Ziply Fiber) promising to build in the area. Starlink, the XSpace satellite was also becoming available. Furthermore, the plan recommendations and projections were not consistent with information we’d received from other entities (Douglas Electric
Cooperative) and (Delta-Montrose Electric Association) that had deployed broadband projects (Douglas Fast Net and Elevate Fiber, respectively).
will not fully cover the costs to build. From where will the additional funding come? It will come from the cooperative and its members.
5) DEBT: CCEC hired a consultant to write a broadband business plan. The BB business plan projected a cost of $60 million for the project. The lender that agreed to provide this loan to CCEC now holds our electric cooperative as security for the loan. The loan is taken out in increments as needed, similar to a line of credit. (Think of the lender who loans you funds to purchase a home. Your home is security for that loan. If you cannot make the payments, the lender forecloses, sells the house and takes back whatever amount you borrowed.) CCEC members will be responsible for any unpaid balance on the loan, as well as the ongoing costs of running a broadband company. Any such payment will be in addition to whatever you pay for personal internet service and, as a CCEC member, it will be owed regardless of whether your personal internet provider is Beacon Broadband, Spectrum, Ziply, or some other source.
10) EXCESS FUNDS/CASH: As a cooperative, CCEC should require from members only enough income to maintain the electric cooperative and offer electricity to its members at the lowest possible rates. When CCEC experiences an increase in its cost to operate, a rate increase to the members may be put into effect. When CCEC has excess cash, they return it to the members. The last rate increase to members was in 2020. This past February, the Board learned that at the end of 2021 CCEC had far more cash than what is necessary to cover its expenses. The Board also learned that CCEC management loaned more than a million dollars of the excess cash to BB for expenses. When, if ever, will this money be paid back to CCEC? These monies were in addition to the draws CCEC has made and continues to make against the $60 million approved loan with the outside lender. Why do I write about this? You received a rate increase because CCEC anticipated its net costs to increase. The anticipated increase did not occur, and it was subsequently determined that CCEC had more cash than was necessary to meet expense obligations. What happened to this excess cash? The Board learned that the excess funds that were, in part, due to the members’ rate increase, were used, not to cover the cost of providing electricity, but to cover costs incurred by the BB project. You continue to pay the increase.
6) BUSINESS PLAN: The consultant who wrote the business plan was subsequently hired on as a CCEC employee to be general manager for the broadband project. The business plan presented to the Board bears little resemblance to the current state of, and realistic projections for the project. 7) MEMBER EDUCATION: I began this letter by letting you know that I voted against the majority Board vote to authorize CCEC management to move forward with the broadband project. I expressed the need to delay the project until sharing with the members the risks about which we were informed. The Board and management had learned from successful broadband projects we’d studied that before moving forward, it was necessary to educate our members on the risks, as well as the benefits, and to obtain their support before proceeding. Members should be allowed to ask questions and to have their questions answered. We also learned that successful broadband projects were the result of forged partnerships so that no single company was burdened with all the risk and financial responsibility. This has not been the case with CCEC. 8) RISKS: Why am I now sharing this information? As a Board member who read the business plan and studied the risks to our cooperative and members, I voted against proceeding. When the Board majority voted to proceed, I accepted the majority vote to move forward with the understanding that management would first educate the members about the risks of the venture. The CEO agreed that the members should be involved in the decision. These risks include the probability, based upon our survey and a lack of potential growth outside of CCEC territory, that the project may not be self-sustaining for decades, if ever. The estimated time frame to pay off the loan is in the twenty-year range. And there’s more burden on the cooperative members than the initial loan expense to build the project. There is the high expense to maintain the company. The risks suggest that the project is far too costly for CCEC’s relatively small membership. The financial burden will fall on CCEC members. 9) FEDERAL FUNDS/GRANTS: There has been notification to CCEC members of federal funds granted to CCEC for the purpose of constructing broadband. What hasn’t been publicized is that a large majority of these funds are required to be used to provide broadband for persons in areas outside of the CCEC territory. In other words, a large portion of the federal funds will be used to construct broadband for individuals who are not CCEC members. Customers of BB in these areas will not be held responsible for the loan to build nor the cost to maintain the business following construction. This burden will fall on CCEC members. Furthermore, the amount of federal funds CCEC was granted for this purpose is far less than what was both requested and determined to be necessary for the intended construction. The federal funds received

LACK OF TRANSPARENCY: In closing, I want to clarify again that I am not against the deployment of broadband if desired by the CCEC membership, provided the members have been educated about the financial risks to the cooperative and its members. I am against CCEC crossing the line and using excess CCEC revenue, revenue that rightly belongs to the members, to subsidize a project that realistic financial calculations determine will not be able to pay back the loan. I understand that a broadband system would provide some benefits to the electric company, segments of the community, and a small percentage of CCEC members who do not have adequate internet, but at what price to our electric cooperative and the overall membership? There has been a lack of transparency about the project that has put the electric cooperative at risk and has the potential to be very costly to CCEC members for years, if not decades. Writing this has been difficult. I did not expect the many actions taken relating to CCEC’s decision to compete with large, experienced telecommunications companies, and enter a new business with expenses far greater than projected income. Serving on the boards of both Coos-Curry Electric Cooperative and Beacon Broadband has been a privilege. I’ve taken and will continue to take most seriously my fiduciary responsibility to CCEC and its members. Thank You. YOUR RIGHTS: You have a right to the survey. You have a right to know what the CEO and Board knew and haven’t told you about the high risks of the project. You have a right to be heard on whether you want to continue the broadband project. Open letter to Mayor Hedenskog, city councilors, City Manager Howard and City Manager Emeritus Milliman I followed up with links to the Oregon Legislative House of Representatives Committee On Housing video (per my public comments as a private citizen (29 March 2022). However, I want to make this information public. This House Committee on Housing presentation is worth citizens reviewing along with the associated Power Point presentation. Rural advocacy has provided state level impact. Brookings' mayor brought this subject up with the Office of the Governor's Alex Campbell, Regional Solutions Team for Southern Oregon. After the Alameda Fire, I reiterated the messaging that Mayor Ron had provided to Mr. Campbell (at a two-county housing summit). Brookings has provided other public policy "greenlights" highlighting the importance of municipalities in rural areas to be included in state-level housing solutions. A brief summary of kudo-eligible support provided by the Brookings in the effort to assess and address the housing shortage in Curry County: 1. Letter of support to encourage the OR Housing Stability Council to understand the unique needs of rural communities, including the significance of municipalities in the County's housing crisis solutions. 2. Brookings was first to provide a housing needs study in Curry County. 3. Brookings participated in the affordable housing conversation at local and regional summits and local town halls. 4. Brooking was in Curry County to provide a Housing Crisis declaration in solidarity with Curry County's declaration . 5. Anthony Baron and Jay

With all the troubles the world seems to have these days, various genocides, climate disasters, starving refugees fleeing to other countries because of brutal violence in their own countries, etc. etc., the Trump version of the GOP in our country seems to have its priorities messed up. Lately, they seem more concerned about subjugating women and isolating the LBTGQ community by passing draconian laws in the red states they have power in. Regarding women's reproductive rights, they keep wanting to reduce the time a woman has to obtain an abortion even when the time might be days before she knows she's pregnant. Some states have even tried to encourage pro-forcedbirthers to report the women and their health care providers as criminals. They also offer rewards to those same people. Idaho wants to go so far as giving a woman's rapist's family the opportunity for financial gain. Hideous. The Taliban in Afghanistan recently reneged on allowing girls an education as just another way to subjugate their girls and women. How long I wonder before our version of the Taliban, the Trump GOP, considers that prospect also. Rick McNamer Smith River

I will wait for Beacon Broadband I read with considerable interest the professionally presented comments concerning the circumstances surrounding the genesis of Beacon Broadband by Ms. Georgia Cockerham. Apparently she found some of the actions taken to be questionable or improper. First off, I must note that what was presented was done so in a compelling and persuasive manner, and had the appearance of sincerity. That, of course, is an impression and subject to speculation. Standing back, though, and taking a broader view of the presentation, and simply extracting the essence of what's been presented, it would seem to be presented in a manner that attempts to cast doubt on the enterprise. That probably comes as no surprise to those who have read the points in detail. But if that is the apparent object of the article, why? Again, as I said, standing back and looking at a larger picture provides some apparent beneficiaries from this article, primarily, competing network vendors. Refining the analysis even more, it's interesting that this polished report appears, and so far, for two weeks, at least, in a window that similarly includes Ziply Fiber launching their competitive service, with a fiber launch "Ribbon Cutting" on April 2. This solicitation of new or converted customers to sign up with Ziply will certainly benefit by any suggestions that will sow "FUD" over Beacon Broadband's efforts. FUD: Fear, Uncertainty and Doubt. This suggestion that going with a competitor may put you and your job, or choice, at risk, is a familiar corporate ploy. There was a time when a common sentiment was that "No one ever got fired for buying IBM." So, if enough doubt is generated and we're reassured by soothing assurances of superiority, maybe we can be persuaded to enroll with an alternative that at one time may not have seemed so appealing. Aside from this timing, a second thing that I find unusual is the epic level of the assault. Admittedly, with today's refined presentation tools, such polished results are within most people's capabilities. But not only is the presented findings polished, but of a fairly substantial size. Given that this presentation is a personal offering and paid for out of personal finances, it's certainly admirable that Ms. Cockerham would go to this extensive effort
and cost just to present her opinion. Maybe it was considered a letter of opinion and accepted as an extension of the editorial page. However, it doesn't appear to be and occupies almost a complete page. Not being a stranger to placing classified ads, I've struggled to keep costs contained when composing an ad and that's been with the objective of gaining some financial advantage of placing the ad. This lengthy, multi-week spread far exceeds what I would ever place, especially just to present my opinion and revelations. It seems odd that it wasn't presented in that more appropriate form. In conclusion, I must state that my own personal experience and impressions will prevail for me. I don't know about the experience of others, but personally, I can't remember ever having had a positive experience with a commercial cable/ networking company. It rates somewhere below a root canal and a colonoscopy. Conversely, having migrated to Coos-Curry Coop from PG&E, I was expecting the worst. A storm, or some weather phenomenon that passed for one, left you at risk with PG&E of yet another power outage. It seemed that before dispatching a repair crew, they would consult their stock holders. Coming to an area with fierce winter storms protected only by a small, local co-op must certainly result in living in the dark and cold most of the winter. Surprisingly, our up-time was significantly better, empirically speaking. No facts to back that up, but certainly that was the impression left with me, year after year, for over 30 years. CCEC has never disappointed me and has always left me with the confidence that whatever the problem, they would come up with a workable solution. Given my alternatives and my past experience, I'm going to wait for Beacon Broadband to finish installing their infrastructure and connect me to their system. Also, should I ever choose to locate elsewhere within the county, Beacon Broadband & CCEC would be there. I'm confident that CCEC & Beacon Broadband are looking out for their member customers and not at the expense of compromising service and quality to maximize profits to do so. Politics and the Art of Listening

In his brilliant essay “Politics and the English Language,” George Orwell says that many people have bad writing habits. “If one gets rid of these habits one can think more clearly, and to think clearly is a necessary first step toward political regeneration.” He focused on the problems with writing, which continue to be serious today, but I want to discuss a related matter: listening. There are many causes of the political division that has gripped our country, but one fundamental reason for our growing polarization is that we have simply stopped listening to one another. Could we usher in a form of political regeneration if we learned how to listen more effectively? Why don’t we listen? One problem is that we give in to the temptation to impose labels on one another, labels like “authoritarian,” or “socialist.” It feels good to label people, because it makes it very easy for us to dismiss what others say, even before they say it. And that protects us from having to question our own beliefs. We start by knowing that others are evil, and then we can stop listening to them. And before the conversation really gets started, we begin criticizing one another. And then we get angry. As much fun as all of this is, it is deeply flawed. We are not being fair to ourselves or to others. We are closing
ourselves off to opportunities that could — as Orwell said — help us think more clearly. If we are going to solve the many problems we are facing, we need to work together, and that means we need to learn how to listen to one another. I have three modest suggestions here to put us on a better path. 1. Suspend your belief that the person you are talking to has terrible motives. Don’t worry, you can always come back to that belief later, if nothing the person says changes your mind. But if you temporarily suspend your belief that the other person is evil, you can at least hear what is being said. Who knows, you might even change your mind about the person. That person might still be, in your opinion, wrong, but if that person doesn’t have terrible motives, you don’t need to be immediate enemies, and you don’t need to get angry right away. That’s not a bad place to start. 2. Don’t focus on how you plan to respond to someone while the other person is talking. Have you ever had friends who clearly stop listening to you as you speak because they are already busy preparing a response to what you are saying, but because they are working on a response, they really have no idea what you are saying? I’ve had friends like that, and despite my affection for them, their inability to hear me has driven me crazy. I’ve had to stop what I was saying and point out to them that they weren’t listening. And what is fascinating to me is that they had no idea they weren’t listening. It wasn’t intentional. They just thought they knew what I was going
to say. So if this is you, it is time to change this bad habit. 3. Consider the possibility that what someone is saying might help you clarify your own views. What I am suggesting is not that you immediately open yourself up to the possibility that you are wrong. A good place to begin is to look for things in what someone else says that will help you strengthen your own opinions. You may be speaking to someone who you think is wrong but who is clearly more versed in a knowledge of history than you. If you open yourself up to listening to that person, you might be able to make use of something that is said that will expand and clarify what you already believe. None of this is difficult, and these three points are not anything like a comprehensive guide to good listening skills. But we have to start somewhere. Who knows where it might lead? I am not a toxic optimist, and I have no illusions about the challenges facing us today. I don’t believe that good listening will bring us all together and that everything will be rainbows, harmony and singing “Kumbaya” together. But if we can’t at least improve our ability to listen, we cannot hope for the political regeneration of which Orwell spoke so eloquently. ABOUT THE WRITER Solomon D. He said the plant in Warrenton was not designed for shrimp or crab, both of which are processed in Brookings. Dal Ponte said having a treatment plant would allow for economic development at the port, possibly even additional fish processing plants. Dal Ponte said the concept of asking for and receiving federal funding is one many ports are now looking at after the Port of Brookings-Harbor was successful. "The port, by investing in this infrastructure, is supporting that movement," Dal Ponte said. "Your model is now being followed by the Port of Coos Bay, who is attempting to do the exact same thing in Charleston. You were very forward thinking. The federal government investing in rural coastal communities and very important industries, doesn't happen every day. Commissioner Sharon Hartung said her biggest concern was the design released is too big and obtrusive. She said a smaller plant would be better for the port. She said wastewater cannot go to the city of Brookings plant, largely because the city's plant is not designed to handle fish waste. "In order to keep our jobs here and be able to have a processing plant here, something needs to be done," Hartung said. "But we need to do it in a way that is acceptable to everyone. We have people here and they don't want to see a big wastewater treatment plant. I don't either. This is a tourist destination. Our businesses rely on tourists." Hartung said she learned that Pacific opened a processing plant in Warrenton that has a wastewater treatment plant that is small and does the job. Tony Dal Ponte, general counsel representing Pacific Seafood, explained BC Fisheries opened the facility in Brookings and never received a proper discharge permit. When Pacific took over, they received a temporary permit that expired in December. The company is hoping to extend the temporary permit two

if Pacific Seafood was willing to enter into a longterm lease with the port. "We already have," Dal Ponte said. "We just executed a 60-year lease to operate the processing plant. We can't operate the plant without discharge, and we won't. There is already a 60-year lease, so some sort of operating agreement would be appropriate." Range emphasized he wants Pacific to have a financial stake in the wastewater plant before he can support it. Dal Ponte said Pacific was willing to look at that option if the commission wants it. "I think there are a variety of ways to get there, and we are happy to talk about those," Dal Ponte said. Another commissioner saw things differently, saying he wanted no private money in the plant, saying if it is 100% publicly owned,
it gives the port much more freedom in how it is used and who can use it. After considerable discussion, Hartung said she felt the commission was not ready to make a motion. "At what point will we be," Board President Richard Heap asked. I know it's very complex and I know it's very needed here, but the key is doing the right one," Hartung said. "We don't want a big sewer plant here. I'd just like to see a smaller footprint." Before any construction can begin, the port commission will have to approve the design concept as well as architectural drawings. Ultimately, the commission took no action, but promised to continue to study the wastewater plant before its next meeting.

Obituaries Dolor Almeida March 25, 2022
Dolor Almeida, age 88, a 22-year resident of Brookings, passed away at home on Friday, March 25th following a long illness. He was a native of Rosais, Sao Jorge, Azores, Portugal. He came to Brookings in 1999. Dolor was a dairy farmer in Gustin, California, and later in Buhl and Gooding, Idaho. He supported I.D.E.S. organizations throughout the San Joaquin Valley and Bay areas of California. He also made donations to the Portuguese National Church of the Five Wounds in San Jose, CA, the University of
California at Davis and the Caine Veterinary Teaching Center. Survivors include his wife, Alvina Almeida; son Manuel Almeida; daughter Linda M. Almeida and one granddaughter Abbey Almeida. He was preceded in death by his brothers Jose S. Almeida, Miguel S. Almeida, Jaime S. Almeida, Manuel S. Almeida and sisters-in-law Macia Almeida and Nelia Almeida. A Rosary was recited on Thursday, April 7, 2022, at Redwood Memorial Chapel, 1020 Fifield Street, Brookings, Oregon. Visita-
tion will be at St. Joseph’s Roman Catholic Church, 319 E Street, Crescent City, CA, from Noon until 2 p.m. on Friday, April 8, 2022. A Funeral Mass will follow at 2 p.m.
Charles Thomas Riddle February 24, 1947 to March 30th, 2022
Charles Thomas Riddle passed away the morning of Wednesday March 30th, 2022, in Gold Beach, OR. Charles was born Feb 24th, 1947, in Placerville CA, to Thomas and Charlotte Riddle. Throughout his life, Charles sought out adventure. After graduating from Mira Loma High School, he got his undergraduate degree from UC Davis, followed by an MBA from Stanford Business School. During college, he developed his love for the sciences, especially physics, geology, and astronomy. He remained an amateur astronomer and geologist throughout his life, always finding wonder, whether beneath our feet or above our heads. That love for the natural world extended to more adventurous pursuits, including solo hiking the Pacific Crest trail, mountaineering, back-country skiing, and ice climbing. During college, he gained a taste for speed, SCCA racing his Triumph Spitfire and open-wheel Formula Ford. His love of adventure and fiercely analytical nature brought him to flying; he enjoyed developing expertise in navigation and weather alongside the speed and creativity of flying. Once he found the air he didn’t look back; first learning to fly single engine land and sea planes, followed by gliders. For several decades, he raced gliders across the western United States, accompanied by his wife and son. He continued to fly small powered planes whenever he got a chance, teaching his son to fly, flying across the country with his family, flying himself for business trips, and volunteering for
medical flights in Oregon. Charles’s love for adventure and challenge also permeated his business career. After starting his career in marketing with the prestigious Boston Consulting Group, he moved back to the West coast in 1983 and met his wife. They were married soon after and he found an exciting new position as the eleventh employee at a small Oregon hightech company, FEI Co, in 1985. Serving as chief financial officer, he helped grow the company from a dozen employees working out of an industrial garage to an international business employing over 5000. After retiring from FEI when it merged with Philips electronics, he continued to work with several other small companies, and was valued by many as a financial and business mentor. He was very proud of the jobs he helped create and the many families those jobs helped support. Charles was dedicated to using his business experience to help the Gold Beach business community. A few years after arriving in 2002, he learned of the financial difficulty affecting the port. After discussing his business expertise with Milt, the local barber and port commissioner over a haircut, he was appointed to the budget committee with the encouragement of the commissioners. With the help of local friends and family, he was then elected to the port commission. Over just 3-4 years he helped lead restructuring the port, reversing its financial fortunes. He spent three four-year terms on
the port commission, serving as budget chairman and overseeing the airport. Along with his many other adventures, Charles undertook the adventure of marrying his beloved wife of 37 years and raising their son. He was a devoted father and delighted to see his granddaughter born last year. He is survived by wife Stephanie Kane Riddle, son Art and his spouse Emily Riddle, granddaughter Elizabeth Riddle, and sister Mary Beth Riddle. A family memorial celebration will be at an as yet determined time. Please send condolences to Redwood Memorial Chapel. In Lieu of flowers, please make donations to the Parkinson’s Foundation (www.parkinson.org) or the Ocean Conservancy (www.oceanconservancy. org) in Charles’s name.

The exhibit, on display April 4th through April 30th, features Fiber Artist, Patty Nance. The rest of the exhibit will be filled out by a variety of art created by the Manley Art Center members. Each month Manley Art Center displays a new collection of members' artwork. Artwork in the gallery is changed out on the first Monday of every month, all Art Center members are welcome to participate. Proceeds from the sale of artwork are shared between the artists and the Manley Art Center. The Manley uses their portion to further their mission to promote, through education, the appreciation, distribution, and enjoyment of fine arts and crafts.
