Breakthrough cases account for nearly half of new COVID cases in Oregon By ZOE GOTTLIEB Country Media
With Oregon's concern over COVID-19 receding and the widespread vaccination push losing steam, surprising data has emerged on vaccine efficacy. Vaccine breakthrough cases made up nearly half of Oregon's COVID-19 cases in the latest report from the Oregon Health Authority (OHA). OHA's April 7 COVID-19 Breakthrough Report shows that between March 27 and April 2, of the 2,035 COVID-19 cases reported by the OHA 960 were vac-
cine breakthrough cases (47.2%). The figure could be even higher than the data shows, as the data includes positive tests reported to public health and not positive at-home tests. The latest report from the agency on vaccination breakthrough deaths reveals a similar trend. In the month of March, 46.4% of reported COVID-19 deaths occurred in fully vaccinated people. Vaccine breakthrough cases are defined as instances in which an individual tests positive for COVID-19 at least 14 days following the completion of any primary
COVID-19 vaccine series, according to the OHA. According to the April 7 report, there have been 1,374 recorded breakthrough COVID-19 cases in Columbia County. Mixed messaging On April 7, The Chronicle reached out to OHA Lead Communications Officer Jonathan Modie for comment on the 5th Circuit Court of Appeals decision overturning an injunction on the federal mask mandate. While Modie told Country Media he couldn't speak specifically to the court
decision, he reaffirmed the importance of getting vaccinated: "vaccines are safe and effective, and vaccination remains the most effective tool to reduce the spread of COVID-19," he said. In a separate email, OHA Public Affairs Specialist Rudy Owens could not speak as highly of vaccine efficacy, telling The Chronicle that vaccines don't prevent spread "nearly as effectively" as the risk of hospitalization and death. Chetco Community Library to reopen May 2

After almost a year of operating out of the Library Annex, the Chetco Community Public Library is excited to announce it will reopen Monday, May 2, at 10 a.m. We invite everyone to come see the new space during our grand reopening festivities from 10 a.m. – 2 p/m. There will be
prizes, music, and activities for all ages. The approximately $1.1 million renovation was funded fully from our library improvement fund, without any loans or additional cost to our district’s taxpayers. We are grateful to former Director Susanna Fernandez and former board members for their foresight in establishing and growing this fund for just this purpose. Since the library opened in 1993, its
purpose has shifted from a place to get books, do research and study, to a place where people come to connect, learn, play and grow. To determine how to adapt our existing space to meet our community’s ever-changing needs, we used feedback from you, our Strategic Plan, a facilities audit and a space audit. These valuable information pieces came together to provide us a clear roadmap for the renovation.
Our newly refreshed library is bright and welcoming, with plenty of comfortable and functional seating options. We have a new meeting room, an enclosed children’s area, a quiet reading room, new computers, display shelving and a makerspace. The library, which is often referred to as More Library, Page A10

The race for county commissioner in Curry County is heating up, with candidate George Rhodes issuing a call for a one-on-one debate with Brad Alcorn. The race for the seat being vacated by Commissioner Chris Paasch is contested by three candidates - Rhodes, Alcorn and Beth Barker-Hidalgo. Rhodes, who is being supported by Commissioner Court Boice, and Alcorn, who is being supported by Paasch and several other elected officials, faced off with Hidalgo during a candidate's forum earlier this month and had a second forum scheduled this week. In his challenge to Alcorn, Rhodes also suggested Boice and Paasch join the fray with Rhodes and Boice taking on Alcorn and Paasch. Rhodes said Hidalgo would be involved as the moderator. “Mr. Alcorn mentioned several troubling things during the Brookings candidates forum, so me and our team want to give him a chance to explain those comments," Rhodes said. "One example, Mr. Alcorn indicated that as
Commissioner Paasch leaves the CCC Board, he is passing the baton on to him. That statement has since generated considerable public interest." When contacted by the Pilot, Alcorn said he is open to debating Rhodes again, but only if Hidalgo were included. "There are three candidates in this race," Alcorn said Tuesday. "In all fairness to Miss Hidalgo, she should be invited to participate. We have had one candidate forum that was well received and have another one scheduled for tomorrow evening. Curry County voters should be allowed to hear from all candidates fairly and equally. If someone would like to set up a third forum or debate for all of us let me know I would love to participate." Rhodes said his request was tied to Boice's request to have a "truth town hall" with Paasch. Paasch declined the request. “Earlier this month, Court Boice asked Commissioner Paasch for a truth town hall debate," Rhodes said. "Mr. Paasch chose not to accept. We hope he might change his mind and accept this new and important invitation. Boice will attend and is happy to participate."

Friends of the Library to relaunch Azalea Fest Book Sale in May

The Chetco Community Public Library in Brookings will finally be open on May 2. This means that the Friends of the Library will be able to hold their traditional book sale during the
Azalea Festival, and the Annex Bookstore at 402 Alder Street will reopen June 14 This year’s book sale promises to be a large one. Categories will include fiction, history, biography, gardening, cookbooks, pets, technical topics, children’s books, audiobooks
– and much more. The sale will take place in the Chetco Library’s Forest Room (formerly the Large Meeting Room) on the following dates: - May 26 – 28, 10 a.m. to 4 p.m. $1 for regular items, 25 cents for children’s books - May 29, Noon to 3 p.m.
Bring your own bag sale, $3 per bag - May 30, CLOSED FOR MEMORIAL DAY - May 31—June 1, all day during library hours Bring your own bag sale continues, $3 per bag - June 2—4, all day during library hours - Freebie days. Any left-
over books are free to take. After the sale, the Annex Bookstore will open June 14. Its hours are Tuesdays, Thursdays, and Saturdays from 11 a.m. to 3 p.m. The annex sells used books for all ages, as well as audiobooks, puzzles, music CDs and DVD movies. Most books
are $2; some items sell for even less than that. The Annex Bookstore will also begin accepting donations of used books and media on June 14 during bookstore hours. All proceeds from the Friends’ book sale and Annex Bookstore fund multiple projects.

after recently paying out $300,000 for a wrongful conviction, would expect law enforcement officers to be more careful about how they treat disabled people. It appears nothing has changed. Are the taxpayers of Curry County really supposed to continue paying out settlements and being responsible for the behavior of a few bad-apples who think they can get away with bullying certain defenseless sectors? I would think some training in basic decency, and the ability to walk in another person's shoes would be in order. Every homeless bum or drug addict is someone's son, daughter, mom, dad, sister or brother. They deserve to be treated with respect, dignity and common decency. The young man did not know what else to do, so he signed off and started walking the 30 miles back to Brookings. He walked for hours and hours, getting as far as Thomas Creek Bridge (over 20 miles on foot in the freezing cold) before he got a ride from someone driving by. He spent most of Friday in bed suffering. His feet, ankles, legs and back were all aching. Why are human beings being treated this way by people we are supposed to trust? This young man has many issues due to drug addiction, including psychosis. I have no doubt that he was belligerent at the jail. But he is also kind, gentle and loving when in his right mind. It breaks my heart that on Good Friday, this young man was treated like he was less than human. You would think that the city of Brookings,

And no alternatives were offered. Since the Curry County jail had collected his belongings, they were well aware that he had no resources or ability to get back to Brookings. They knew his clothing was dark and would be hard to see on the highway, making for a dangerous journey. They knew how far he had to go. Did the officers at the jail reckon it was no big deal for him to walk the 30 miles back to Brookings in the dead of night, passing through areas of sub-freezing temperatures along the way? A decent person would not treat a dog this way. Why are the most vulnerable always the ones being treated with such disrespect and callousness? What possible explanation can the jail personnel give for these actions? The young man also said he had $20 that was not returned to him with his other possessions. The officer would not hold the bag of belongings in a way that he could see their

A do-it-yourself, homegrown national park By ASTA BOWEN National parks have been getting a lot of love since the pandemic, so much that this summer you need reservations at many. For example, you must make a reservation just to drive Montana's legendary Going-ToThe-Sun Road in Glacier National Park, and passes can sell out within hours of release. That’s better than stalking parking lots before sunrise and finding trails turning into conga lines, but it makes me all the more interested in a new national park that’s in the works. It’s even closer to home than I would have thought possible. It's also closer to you. "Homegrown National Park" is the brainchild of Doug Tallamy, an entomologist at the University of Delaware and author of Nature's Best Hope. His pitch: we're in trouble biologically, and it has to do with things we often take for granted: basics like soil and water, and pollinators for most of the crops we eat, without which we two-leggers could quickly become extinct ourselves. Half a century after banning DDT, we're still losing 60 million birds a year, and it's not just their pretty singing that’s at stake. You could thank a yellow warbler, for example, for the coffee you're drinking, which might have been ruined back in Costa Rica if not for the birds providing pest control on the plantation. As for those timbers holding up the roof over your head? It's birds like the chickadee that helped protect that Doug fir from spruce budworm back in the forest. When it comes to the food chain, those of us at the top will do well to understand what's at the bottom, and here's the rub: Saving trees is not enough. We also need the birds and bugs, and they can't all live in national parks. Despite our wealth of public lands, most of the country is under private ownership. Tallamy's idea is to capitalize on that with a large number of small projects — as small as a city lot in the old railroad town of Livingston, Montana, or even a corner of your own front yard. So it’s about my yard, and maybe yours. They don't have to be ecologically pristine to be biologically valuable, and you don't have to dig up the whole lawn to make a difference. But if we build it, who will come? Even a few square feet of native plants can bring a missing species back home. In Livingston, after Beth Madden planted her "postage stamp" lawn with native shrubs and wildflowers, the variety of visiting birds grew from seven species — mostly non-native starlings, pigeons, and such — to more than 50. She saw flocks of

Over in Bozeman, a resident who started with a typical lawn found herself in the middle of a "pollinator desert," despite being right across the street from a park, which consisted of mowed grass and just a few trees. Using thick layers of mulch and water-wise native plants, she turned a hot, south-facing part of her yard into a refuge drawing bees, moths, and before long, butterflies. As conservationist Paulette Epple noted, "The last plant blooming in the fall is smooth aster and it is always crawling with bees." Another bird enthusiast tried for years to attract hummingbirds to her feeders, with no luck. But after swapping out her petunias and marigolds for more bird-friendly plantings, she was rewarded with her first calliope hummingbird. Even in downtown New York City, along the reclaimed High line Park, Doug Tallamy found native plants growing on "grit," plus four species of native bees, and two monarch butterflies nectaring away — all 30 feet above city traffic. My own yard is a study in benign neglect, but last spring my neighbor and I decided to put in a "friendship hedge" along our property line. Together we planted two types of native currant bushes, and pollinators were on them before we'd even put the tools away. Come fall, the bushes with the most berries turned out to be — surprise, surprise — the same variety as a wild currant that was already growing just up the hill. You won't find it in a travel brochure, but Homegrown National Park is open year-round. No crowds, no lines, and no reservations required. County treasurer endorses Alcorn In my role as County treasurer, I have had the opportunity to work with candidate Brad Alcorn as a member and now chair of the Budget Committee and believe he is the best choice to become our next Curry County commissioner. The county is in a dire financial situation and difficult and often unpopular decisions must be made to balance our budget. Brad has shown both and understanding of the problems and a desire to find permanent solutions. Despite the potential political fallout from those decisions, Brad has shown the strength and fortitude to stand up and do what is best for the citizens of Curry. Much like Sheriff Ward, I have never endorsed a candidate for office (nor did I ever think I would), so it is my unexpected honor and privilege to whole heartedly endorse Brad Alcorn in his run for Curry County commissioner. In the four years that I have known and worked with him, Brad has proven himself to be a dedicated and selfless public servant and will truly be an asset to the citizens of Curry County as a county commissioner. Vote for George Rhodes I'm supporting George Rhodes for Curry commissioner. He's been a resident here for over 20 years. During that entire time, he and his family have demonstrated full dedication to public safety and law enforcement. His volunteer service, his business and his employees for each year here have consistently circulated one-half to three-quarters of a million dollars to our local economy. He is a solid U.S. veteran with character and strong ethics. I appreciate that George goes out of his way to be non-political. If elected, he will start quickly as he continues his work with our critical housing shortages and all those related tasks before us. Perhaps his greatest asset is his excellent record of budget and wise spending. We need his experience for Curry County. George Rhodes consistently helped me all through the Chetco Bar and Klondike fires. His wisdom and insight was and remains invaluable. He will be a full time working commissioner. As a fellow Curry citizen, I appreciate his inde-
pendence. While, yes, George is certainly a gentleman, he is also tough and won't be swayed by any political party or special interest. He is a proven and recognized Constitutional patriot. To see war ravaged Ukraine destroyed by a dictator is troubling enough, but this beautiful part of Southern Oregon will also change if we don't stay vigilant and protect it. The drugs coming across our border and the rise in crime mean we need strong leadership and someone willing to face it head on. That is why I am supporting Brad Alcorn for my seat on the Curry County Board of Commissioners. We need someone willing, surefooted and ready to work on day one. Let’s pray On one hand I’d like to know who’s responsible for the mess they’ve made of this country and on the other hand, if you knew the name of the person who ran over your dog, it wouldn’t change anything for you or your dog. He’d still be dead and regardless of who killed him, he wouldn’t be coming back. So, enough of finger pointing and name calling. It’s just a circuitous exercise in futility. If they want to teach our children to hate their country, to question their identity and be ashamed to be white and they seem bent on doing that, what are we to do? If they want to keep us in masks over our faces for perpetuity and make us take their endless series of jabs in the arm, what can we do? If they want to silence free speech and censor anyone who does not agree with them, how will that end? If they want to destroy anyone who does not subscribe to their agenda, how will we defend ourselves. If they want to continue to print money and raise the debt ceiling and devalue the dollar and cause runaway inflation and lead us to financial ruin, what hope have we got? If they want to steal our elections and install their deranged, fascist, dictatorial, oligarchy, what can we do? If they want to let their monopolistic bullies decide what dialogue lives or dies, what’s left? If they want to tear at the fabric of our faith and destroy our culture and break our hearts, what then? Perhaps the only thing to do is turn to God because all our fancy technology can’t help us now. Mankind can’t fix what he has so recklessly broken. So, let’s pray and hope God hears us. Del Norte County Transfer Station at 1700 State Street, Crescent City CA b. Gasquet Transfer Station at 41°50’47.5”N 123°57’49.2”W c. Klamath Transfer Station at 41°30’41.1”N 124°02’18.9”W d. Any additional or future transfer station(s) operated by the Authority. 1.11 “Vehicle” means a device by which any person or property may be propelled, moved, or drawn upon a highway, excepting a device moved exclusively by human power. 2.0 DUMPING PROHIBITED. Dumping on any Authority Property or within 500 feet of Authority Property without authorization of the property owner by any Person is unlawful and expressly prohibited. 3.0 TRESPASSING PROHIBITED. Trespassing upon Authority Properties by any Person is unlawful and expressly prohibited. Trespassing for purposes of this Ordinance means the following: 3.1 Crescent City Landfill: a. Entering or remaining upon the Crescent City Landfill property at any time prior to sunrise or after sunset; b. It is unlawful for any Person to destroy, mutilate, deface, grade, create roads upon or otherwise cause damage to any vegetation, tree, structure, sign, fence, gate, equipment, or vehicle owned by the Authority or located on Authority Property without prior authorization from the Authority Director. 7.0 ADMINISTRATIVE CITATIONS. Persons found in violation of the provisions of this Ordinance are subject to administrative citation as set forth in Ordinance No. 200803, Administrative Citation Ordinance of the Del Norte Solid Waste Management Authority, as amended from time to time. 8.0 PENALTY FOR VIOLATION. Any Person violating any of the provisions or failing to comply with any of the mandatory requirements of this code is guilty of a misdemeanor, unless the prosecuting attorney reduces the charge to an infraction, in which case the person will be guilty of an infraction. Any Person convicted of a misdemeanor under this Ordinance is punishable by a fine of not more than one thousand dollars or by imprisonment in the county jail for a period not more than six months, or by both such fine and imprisonment. 8.1 Any person convicted of an infraction under this Ordinance is punishable upon a first conviction by a fine of not more than one hundred dollars, and for a second conviction within a period of one year by a fine of not more than two hundred dollars, and for a third or any subsequent conviction within a period of one year by a fine of not more than five hundred dollars. 8.2 Each person convicted of a misdemeanor or infraction under the provisions of this code shall be guilty of a separate offense for each and every day during any portion of which any violation of any provision of this code is committed, continued or permitted by the person, and shall be punished accordingly. 9.0 REMEDIES NOT EXCLUSIVE. "I would say that there is a risk," he responded. "It is much smaller in younger people, but there is definitely a risk for severe disease. We know that kids can get this multi-system inflammatory syndrome, which can put them in the hospital and really be quite serious even if they don't succumb to it. And then remember that there's the risk of long COVID. So I do think even in young people COVID-19 is worth preventing for those reasons." Obituaries Sheila Mary O’Brien Curtis April 6th, 1937 - April 9th, 2022
Sheila Mary O’Brien Curtis was born in Paterson, N. J. on April 6th, 1937, and went home to Rest In Peace with the Lord on April 9th, 2022. Sheila was raised in Ridgewood, New Jersey. After graduating from high school Sheila continued her education and gradu-

There she and her husband pursued their careers for 38 years and raised their two children. Sheila attended the University of Milwaukee Wisconsin nursing program and earned her RN BSN in 1973. She was offered a career with the University of Milwaukee Wisconsin (due to her educational background) as a Clinical Nursing Instructor, in which she accepted. During her 25 years as a dedicated nursing and clinical instructor she received numerous teaching

She then continued her education at New Jersey College of Medicine (formerly Seton Medical College). After 2 years of graduate medical studies Sheila made a change in her academic journey and went to Columbia University where she graduated with her master’s Degree in Parasitology in 1963. Sheila did several more years of graduate work in Science, Medicine, and Education. Sheila met her husband, Rob in September 1959 while attending Seton Medical College and they married on November
awards for her outstanding dedication and approach to teaching. Sheila also contributed chapters for many years in Pathophysiology textbooks along with her late husband Robin L. Curtis PhD. Sheila retired as a Senior Nursing Instructor in June 1998 and moved to the Oregon Coast with her husband in 2005. Sheila and her husband were very active in the community. They both enjoyed volunteering their time to Festival of the Arts, Great Decisions and Sheila took art classes at the Manley Arts Center and formed friendships that have continued to grow for 17 years. Sheila was a strong civil rights supporter from
the 1960’s to present and a strong supporter of basic education for children. She enjoyed the beauty of birds especially hummingbirds, gardening, painting, reading and most of all spending valuable time with family. Sheila had a wonderful sense of humor, telling jokes and funny stories when no one had anything else to say. Sheila was the most generous, giving, kind, loving person anyone could ever know. If you crossed her path she became your friend and touched your life in a positive way forever. She was always a great listener and an advocate for anyone no matter who you were. She will be missed so dearly and will
always be remembered in the hearts of all that met her. Sheila is survived by her daughter Aida (Jerry) and sons David (Aihua), 5 grandchildren Jared, Justin, Alyssa, Daniel and ShuFei, 2 great grandchildren Jon and Aria’h, sisters Kathleen and Mary and many nieces, nephews, family, and friends. Sheila has joined her husband Rob who was taken from us on May 9th, 2020, mother Molly, and father Joseph, brother Michael, sister Eileen and an abundance of family and friends who proceeded her to Heaven. Until we meet again in Heaven Mom we will be guided by your loving spirit and gentle soul.

Santa Cruz Weekly wrote, “The Coffis Brothers mix a blend of folk, country and rock with the intensity of personal lyrics into a gritty and often tender harmony of sound.” The Brothers’ latest album, Turn My Radio Up, released in April, is full of songs that blend woodsy imagery from their native California with universal stories about love, loss, and the open road. The concert location, the Langlois Cheese Factory, is just off the west side of Highway 101 at 94179 Allen Boice Drive in Langlois. Historically, the building was used for cheesemaking, but these days it is a venue for concerts, events, and private celebrations.

Shiba is a gorgeous German Shepherd. She is timid in the shelter environment but will be great at home! It is clear that she has had some training as she will listen and come when called. She keeps a clean kennel and appears to be house broken. She would probably do well with cats and is great with other dogs.
Penny Lane found her self homeless after her owner died, and wound up here at the Cat House. She is not happy here. She needs a quiet home with no other pets. She just wants life back the way it used to be. She doesn’t like all the other cats and is scared. She is a deva cat, so watch your hands.

The first instinct may be to yell or punish the pet by being cross with them. It is a similar concept studied by famed Russian physiologist Ivan Pavlov. When the dinner bell rang, Pavlov’s dogs salivated. The American Kennel Club says that was classical conditioning because the dogs salivated involuntarily. Timing is the key to positive reinforcement training. The reward must occur immediately after the desired behavior or the pet may not associate it with the proper action. So if the dog sits, then the reward has to come as soon as it gets on the floor. If the reward comes when he has stood back up, then the pooch may think the reward is for standing.
When practicing positive reinforcement, keep commands short and training sessions brief so that dogs can understand before they get restless. Dogs don’t understand sentences, says HSUS, and they will lose interest if sessions are too long.
