Fourth COVID-19 case confirmed STAFF REPORT GOLD BEACH — Curry County has its fourth confirmed case of COVID-19, according to the County Public Health Administrator Sherrié Ward. Late Saturday morning,

April 18, the Curry County Public Health Department received notification of a confirmed positive case of COVID-19 in Curry County from a North Bend Medical Center lab in Coos Bay. Curry County Public Health reached out to the in-

dividual who tested positive and is now working on contact investigation and tracing for those who possibly have been in prolonged close contact with the individual. The three previous cases reported in Curry County have all been under mon-

itoring and self-isolating and will be considered recovered from the virus as of Monday, April 20, Ward stated. Those cases were made public on April 5. Curry County Public Health will continue to notify the public if any ad-

ditional positive cases are reported. “Please remember it is imperative that we all follow the OHA, CDC and Governor’s guidelines about social distancing, protecting yourselves and staying home to slow the

spread and save lives,” Ward stated. As of Wednesday, Curry County still had one active case, three considered recovered, zero deaths and had tested 118 people. Oregon had 2,002 confirmed cases and 78 deaths.

Port revenue sinks Agency gives manager authority to use reserves to keep it open

The Port of Brookings Harbor is feeling the financial impacts of COVID-19 and gave Port Manager Gary Dehlinger discretion to spend reserve funds to keep it open. Port commissioners unanimously, 5-0, gave Dehlinger the authority during a special meeting on Friday, April 17, via teleconference. “It would be used as needed,” Dehlinger said. “I hope we don’t have to use it. I don’t really want to have to come up to another special meeting immediately and try to get approval to do it.” Dehlinger explained at the

decline — due to Gov. Kate Brown’s coronavirus pandemic stay-home orders. Many businesses at the Port are closed during what is normally the beginning of the tourist season. Late in March, the Port closed its Beachfront RV Park and began issuing refunds for canceled stays. Gov. Brown also provided three months of relief to renters, saying their lease could not be terminated and they could not be evicted during this span. A portion of the Port’s revenue comes from slip and mooring rentals. Dehlinger estimated that in a worst-case scenario, the Port’s reserve of roughly $140,000 See Port, Page A7

Ballots for military and overseas voters have already been mailed. The state voters’ pamphlet containing voting information, candidate statements and measure arguments, should arrive at every residential address in Oregon April 22-24. It also contains a voter registration form inside for anyone who is not yet registered. If you have an Oregon driver’s license you can go online to www. oregonvotes.gov to register to vote. The May 19 election is a primary election. Primaries serve two main purposes. The first is for all voters to be able to cast ballots for candidates for nonpartisan offices like judges and county offices. The second is for voters registered with a major political party to select their nominees for partisan office like US President, Oregon Secretary of State, Treasurer and Attorney General and legislators at both the state and national level. Earth Day plus 50 TIM PALMER

path into the future. An uprising of support led Congress to pass the Clean Water Act, Clean Air Act, National Environmental Policy Act, and new rules aiming to level the playing field between wildlife habitat and commodity extraction on the public lands that every American taxpayer owns. I remember Earth Day quite vividly, as I was the student organizer at Penn State University in 1970. The day before, I got to share the stage and speaking time with the event’s founder, Senator Gaylord Nelson, in front of the Pennsylvania State Legislature. Then on April 22, a massive team-effort unfolded with 1,200 professors dedicating their class time to the environment. Three gubernatorial

n 1970 it seemed like we were up against the impossible. A culture of exploitation had gone virtually unchecked since the dawn of the industrial age, rendering an Earth where rivers burned, oil blackened beaches, clearcuts left everything dead as far as the eye could see, and ozone from our cars was killing off forests even before anyone had a chance to cut them down. Earth Day changed all that, sparking a greater movement to chart a new course for America. Nothing, of course, is quite as simple as that, but in the wake of the celebrations, demonstrations, speeches, front-page headlines, and political promises, laws were passed that corrected our collective

candidates of both political parties came at our invitation to the Old Main Lawn to compete for a reputation as the strongest advocate for conservation. We staged films, bands, and community events celebrating all of life on earth and making the case for caring about the future. Campuses all across the country, including in Oregon, did the same, and Earth Day, 1970, changed the culture of our nation. We hoped that we’d be able to right the sinking ship and that in 50 years our home on planet Earth would be safe. But today, once again, it seems that we’re headed down. Today we face a weakening of laws aimed at keeping arsenic out of our drinking water, pesticides out of our food, and plas-

tics out of every fish, bird, and whale in the ocean. We are governed by an administration seeking to weaken the Clean Water Act that protects our drinking water, the Migratory Bird Treaty Act that protects our seabirds, and virtually every measure intended to ensure we have healthy water, air, food, fisheries, forests, and communities. Back then, we didn’t even know about global warming. Today we do, though a majority of congressional members of one party still deny its existence or its causes. As a result, we’ve done little to curb the forces of fossil fuel burning and worldwide deforestation that bring intensified droughts and wildfires, increased hurricanes and floods, rising sea level that could

top six feet in a century along our shorelines, and the invasion of diseases that thrive on the new and warmer climate. The most recent indicator of the wrong path taken is COVID-19, brought to us through wildlife that should have been left in the wild, and through encroachments on their habitat when the lines between us should have been drawn. We’re reminded, once again, that we must change our ways if we are to pass a livable Earth on to the next generation and — for that matter — if we’re to live to our life expectancy during this generation. Correcting our course may again seem to be impossible. But it’s not. The lesson of Earth Day is this: our society can change when people say

that it must. Earth Day was born in outrage at what was happening and also in a deep love of place, which turned out to be a powerful combination. Both emotions endure, lingering among many of us who have lived through 50 tumultuous years, and also sparking a new generation bracing for challenges like never imagined before. That single day, April 22, 1970, broadcast a message that lasted for half a century. Now it’s time to resolve again that the Earth must remain a place of sustenance, health, and beauty for all.

They pointed fingers at the “stupid”, “tree-hugging”, “bleeding heart” liberals who had lost all common sense at college. Instead, tax cut after tax cut, America became ever more unequal. Trickle-down happiness never materialized. Instead, five of the six

recessions since 1970 have been under Republican presidents — often due to their own deregulation of the banking system. The reduction of environmental protections, consumer protections, voting rights, and more have all contributed to making America the most unequal of democracies with over 2000 billionaires and 500,000 homeless. For the sake of outlandish profits for the few, they are willing to threaten life on Earth. Business can never be a substitute for good governance.

BHHS stadium will light night for seniors on Friday STAFF REPORT Brookings-Harbor High School will participate in the #BeTheLight senior tribute for the first time on Friday, April 24, according to a Facebook post. Elmer Bankus Stadium lights will be turned on for 20 minutes starting at 8:20 p.m. — 20:20 military time in honor of the Class of 2020. They plan to do this one day in May and June, dates TBA. “Many high schools throughout Oregon and across the country are participating in the event this spring, where the school’s football stadium lights are lit at 8:20 p.m. (2020 military time), usually for 20

minutes. It’s meant to pay tribute to this year’s senior class who are missing out on key milestones such as prom, and spring sports and activities due to the coronavirus outbreak,” stated the BHHS Facebook post. Gold Beach started its weekly plan of turning on the lights last week. “Panther Nation! We miss all of you,” GBHS Athletic Director Kevin Swift said in a tweet that included pictures of the lights at Gold Beach’s stadium. “These lights are a symbol of our love & support for you, especially the Class of 2020!! Be safe, take care of yourselves and we will see you again!!”

Gold Beach Community Fund grant application cycle extended to May 1 GOLD BEACH — The Gold Beach Community Fund announced that due to the COVID-19 restrictions, grant applications will now be accepted through May 1. The Gold Beach Community Fund’s objective is to provide grant funds for deserving local endeavors, in areas related to: Recreational activity and facility development, opportunities for cultural enhancement, technical assistance and vocational projects, academic and lifestyle improvements, restoration of environmental assets, and youth-related facilities and activities. Grant awards normally range from $500 to $2,500

per project or program. Grant guidelines and applications can be found online at GoldBeachCommunityFund.org. The one-page grant application is easy to complete and submit. “Please don’t miss this opportunity to fund your community project,” said Amber Hughes, advisory committee member. DEAR ABBY: I am a 39-year-old woman, recently separated. I have been seeing a 45-year-old man who is also separated, but not divorced from his wife. We have been a couple for about a year. He told me he has never felt like this with any other woman nor has he ever introduced anyone to his daughter (who loves me dearly). We are taking things slower and more carefully, but I am falling in love. He tells me he misses me when we are intimate and how grateful he is for me, but it isn’t enough. I want more, but

Obituaries Lyman J. Cox

October 10, 1919 - April 12, 2020

yman J. Cox passed away on Easter Sunday, April 12, 2020, at the age of 100.  He was born on October 10, 1919 in Doniphan, Nebraska. Lyman was part of the Greatest Generation, raised in tough circumstances and in the times of the Great Depression in Oklahoma and Kansas. He learned faith in God which stood

him in good stead for life. He worked at a bakery before World War II, earning a $1.00 a night, and glad to have it. His first 23 years defined him for the rest of his life. He joined the army for World War II. He was one of the first Americans sent to England in October of 1942, assigned to an RAF base initially.  He was the best rifleman in basic training, but the army recognized his “vast” experience in a bakery, (wrapping bread), so he was assigned to be a cook.  Lyman spent 39 months in Europe as part of the 346th engineers who earned 5 battle stars, going through England, France, Belgium and Germany. He toured Paris, in the back of a supply truck right after

the Germans left, before passes were issued. Lyman spent Christmas Eve, 1944, during the Battle of the Bulge in a farmhouse in Liege, Belgium. After the war, before coming home, he was one of the first to win the raffle of his army unit. The prize was spending a week on the Mediterranean Riviera in Nice, France.  As a boy from the plains, this was an amazing experience and honor. Lyman went to college on the GI Bill, worked for the Soil Conservation Service doing land classification in South Dakota, Nebraska, and Kansas in the early 1950’s. He moved to Denver, Colorado in 1954 and met his future wife, Thelma Walters, who he was married to for 56 years.  His favorite long weekends and vacations were spent with his wife and daughter in the mountains in Colorado. Lyman worked for the Bureau of

Reclamation until 1980 doing soils testing for buildings and dams. After retirement, he worked for several private engineering firms.  Lyman joined the Masonic Lodge in 1968. He was a member of Arvada Masonic Lodge A.F. & A.M No. 141, Golden Chapter No. 5, Royal Arch Masons, Jefferson Council No. 24, Cryptic Masons, Georgetown Commandry No. 4, Knight’s Templar, all in Colorado.  After moving to Brookings, Oregon in 2012, he also became a member of the Sidney Croft Masonic Lodge  A.F. & A. M. No. 206.  He actively raised his daughter, Martha, by building a sandbox in the backyard, teaching her to fly a kite, drive a car, love baseball, have an appreciation for nature, took ice skating lessons with her, and drove her to swim

Flossie (Honey) was widowed in 2009 after Donald’s (Papa’s) tough fight with Alzheimer’s. A member of the Brookings Church of the Nazarene for decades, Flossie was a devoted, loving housewife, mother, grandmother, great-grandmother and Cubs fan. She enjoyed her family and going to the beach. Flossie is survived by her elder brother, Jack Lowe, her daughter and son in law, Connie and Tim Shipley, her grandchildren, Dustin, Shayla and Lacie and great-grandchildren, Jeremiah, Chloe, Connor, Brayden and Rayna. We will miss her full heart and SASSY personality. We love you Honey. There will be a private family service.

Without the reserves, the Port stays afloat one to two months. “We are looking at our finances and if things continue we might run into a problem with shortfalls in some of our general funds,” Dehlinger said. “If everybody stopped paying it would be a couple of months worth. But we still have people paying so it might extend a little bit longer.” As of April 10, staff stated the Port had $413,983 available, including the reserve, for expenses. Of that, $100,000 is set aside to cover RV park reservation refunds, leaving $313,983 to cover expenses. The Port’s monthly operating expenses were estimated at $87,000. Once the reserves are depleted, Dehlinger said, they could tap into debt funds. “If we use all the money up in the reserve fund then I will be coming back and asking to use money from the debt fund,” Dehlinger said. “We have another $120,000 in our restricted debt funds that we could ac-

It is open to the public and includes a restaurant, full-service bar and pro shop. EMT has PGA teaching staff onsite. Salmon Run is the home course of the Brookings Harbor High School golf teams. The City of Brookings is seeking individuals, teams, firms or a combination thereof, interested in managing, operating and maintaining the course,

located at 99040 South Bank Chetco River Rd. The operating agreement will include all facets of the operations of the facility, including food and beverage. The term of the operating agreement may range from a minimum of three years to a maximum of 30 years. The initial term shall be determined in part by the capital improvement-redesign commitment made by the proposer. The agreement will be renewable in term increments as negotiated and mutually agreed by both parties. At the end of the term, all ownership interest, including improvements, remain with the City. The City is interested in creating a sustainable, yet renewed vision for the Salmon Run Golf Course during the agreement term.

I know the Congress back in Washington is working on a local government plan but I don’t know when that is going to
