rad Alcorn could have spent retirement enjoying the outdoors. After devoting 34 years to serving his hometown as a peace officer with the Fresno Police Department, no one would have
begrudged him for hanging a gone fishing sign. Spend a couple of minutes with Alcorn, 57, and it becomes clear he wants to give back to the community. He’s spent the past couple of years, sitting on the City of Brookings Parks and Recreation Commission and the Curry
County Budget Committee and working with Sheriff John Ward to bring a K9 program into the department. “Anytime you have the opportunity to help your community like this as long as I am physically capable I will certainly do it,” Alcorn said.
He became even more immersed in the community after being appointed to the Brookings City Council during a special meeting on April 6, filling the Position 1 seat vacated by Bill Hamilton. He received the oath of office from City Manager Janell Howard that night.

In addition to not performing elective procedures, patients have avoided coming to the clinics for routine doctor visits. “Because of the financial situation that we found ourselves in we have been needing to make very significant and very painful decisions as it would relate to our employees, who we consider family,” Williams said. “We have gone into a significant costreduction plan and that would
Gold Beach city councilors unanimously extended the city’s resolution R192010 emergency declaration “until further notice” at their regular “virtual” meeting on Apr. 6. Conditions that led to the Council emergency declaration on March 24 “have declined, rather than improved,” according to the staff recommendation in the board packet. The original emergency declaration mirrored the statewide school closure date of Apr. 28, but it’s likely the schools will not reopen this school year. Uncertainty about what the governor plans to do as the state begins to eventually ramp up led to the decision to not choose a specific date. Instead of having to potentially extend it several times, the resolution can be rescinded at any time. In other business, the council moved the budget committee meeting dates from Apr. 23-24 to May 1314. The council also made the gas tax measure withdrawal from the ballot official by councilors voting their approval. The measure had been pulled on the last day to withdraw, Mar. 18, with the approval of Mayor Karl Popoff. “Given the uncertainty right now because of the pandemic, we just didn't think it was reasonable or prudent to proceed on the May ballot,” said City Administrator Jodi Fritts when she announced the withdrawal of the measure last month. “As things

Financial roller coaster Curry Health Network CEO addressed the good and the bad LINDA PINKHAM AND BRIAN WILLIAMS The Pilot It’s been a rough couple of weeks for everyone involved with Curry Health Network. Curry Health Network CEO Ginny Williams spent nearly two hours at a special board of director’s meeting on Thursday, April 9, explaining the dismal financial figures for the organization for the previous quarter and the difficult cost-reduction actions the organization took to remain solvent. The following night, April 10, after another special board meeting, Williams went live on CHN’s Facebook page for nearly 30 minutes, answering questions, but shared some positive news related to its finances. CHN lists six locations on its website — Curry General Hos-
pital, Curry Medical Practice and Curry Medical West in Gold Beach; Curry Medical Center in Brookings; and Curry Family Medical in Port Orford. Williams said that even with their cost-reduction plan if they had not received significant help, CHN would have “run out of cash by June.” Fortunately, some of the work behind the scenes is starting to pay off as CHN learned it received a portion of the CARES Act. “They distributed $30 billion directly to hospitals and Curry Health Network received approximately $957,000 today,” Williams said on April 10. “In addition, we’ve submitted our application and our loan for the SBA portion of the CARES Act, we’ve been approved for $4.4 million.” Of that $4.4 million, Williams
said $770,000 is estimated that CHN will have to repay, but it won’t have to start repayment for six months. The terms of the loan are 1 percent interest and it can be paid over two years, she explained. Also, Advanced Health and AllCare Health will be distributing early some incentive funds to every hospital that they work with where they have members. “Knowing the funding sources that we have and that have been committed to us I feel very, very confident that Curry Health Network will be here now and long into the future,” Williams said. And I can’t wait for the day where we have all of our providers too busy and not able to see everybody because we have a thriving organization.” Cutting Expenses The larger financial woes

Guest Commentary Farewell, be well Put my last name in the search bar at currypilot.com and you will see why I loved this work because my work has been about our community and you. I found my stride with painting people portraits with words when I wrote the story about Trinity Sylvester, the port sampler. I became fascinated by the cranberry farming industry in “Cranberry Fields Forever” because they are a staple in my cooking. I was ecstatic to cover fishing stories, like “Seining the Rivers” because fishing is the reason I moved here. I especially love covering stories where the community comes together to

y brief but “spectacular” career as a small-town newspaper writer came to an abrupt end last week due to the present uncontrollable circumstances. I am writing today to thank everyone for reading my stories, sending me tips and telling me your stories for the pages of this paper. This has been one of the most enjoyable jobs I’ve held in my lifetime. I described it to friends as being like the paper for which the protagonist Norman Maclean writes in the book and film “A River Runs Through It.”
solve big problems, like the “Handy Heroes” in last week’s edition. I started at the paper last summer, within the first month after this already fragile news enterprise was rescued from a lengthy bankruptcy by the current owners. Everything that could go wrong did — the real estate didn’t come with the business, so we had to move the Pilot and Triplicate offices, and then more recently the actual printing of the newspaper. The phone company wouldn’t allow us to keep the old phone numbers because the previous owners hadn’t paid the bill, which was then discharged in bank-
ruptcy. The web domain couldn’t be sorted out from the other company’s holdings, so the email addresses from before didn’t work and the web archive disappeared. It’s a wonder anyone was able to find us. Then new laws in California made it impossible to continue distributing the paper through carriers, and the post office, with its struggles, has had a difficult time fulfilling that role. It’s been hard. It’s a miracle the paper has survived to this point at all! Community newspapers are very special to small towns because they cover the news that you won’t find in “USA Today,” “The New York
Times,” or even “The World” in Coos Bay. The new owners are doing everything they can, but it’s going to be up to you whether a community newspaper remains in your town. Just like the restaurants that are having to survive off selling take-out only, this business is being starved under the current circumstances because businesses don’t advertise when their customers have been asked to stay at home. Events have been canceled everywhere, so there’s no ad revenue with those either. Classified advertising has already been on the decline in the face of strict competition from online
ad sites. Every newspaper business is very succinctly controlled by advertising percentages and revenue versus the size of the news hole. And that is why my position as a staff writer needed to be eliminated. This paper is trying its best to keep bringing this community the joy of having a paper that’s all about here instead of far-off places. Please support them where and when you can — subscribe, renew, buy an ad. I’ll still be writing somewhere because that’s what I do, and who knows, maybe I’ll be back here someday. Stay safe, stay well, and be kind.
truth is, this more accurately began as a much-divided County issue, that itself is devastating. This county health district should have had countywide unification long ago. It's ridiculous that only the taxpayers north of the Pistol River are bearing the risks and cost of funding the more populous South County's Curry Medical Center. South County's longstanding refusal to participate in the county health district could effectively lead to CHN's failure. That failure could tragically close the doors to the Medical Center in Brookings quickly and permanently. I can't imagine a better time to unify this county,
its health network and its citizens' health choices together than right now.
Letters to the Editor And the saddest thing is none of this was shared with the communities you serve before you did it. You and the Board of Directors have decided that to save the hospital, not the people, you will cut costs by depleting it of the very reason the hospital exists……people to care for people when they are sick and in need. How dare you? Where am I supposed to go now that my orthopedist is no longer available or when I need a consultation with my cardiologist. Not to mention a sudden change in my primary care MD, negotiated by a phone call.
A disappointed patient of CHN Editor: Whatever were you thinking when, during a worldwide pandemic, you fire, dismiss and furlough over 200 personnel, all of whom may be critical to the care of the communities in Curry County! Are the almighty dollar and your “bottom line” worth the lives of the citizens of these communities? It is indeed a sad day when doctors are given notice because “they cost the hospital too much”.
All three of my care providers are no longer there, to provide me the support and care I need. How dare you do this! Your hospital has been in the “red” since you took over. Is it because of the cost of personnel or poor management? Maybe you and the board should take a long look at what you have done, all in the name of “health care” for the county you serve. The financial state of the Curry Health Network has been devastated by this virus but that's not the only reason for CHN's current monetary crisis. The recently opened, muchneeded emergency center in South Curry County has come at a huge cost to the Network. That tremendous cost has reactively and drastically cut the staff and services at Curry General Hospital in Gold Beach. COVID-19 and its aftermath are to be blamed for exasperating most of this recent medical crisis. The

Can’t keep up with electric rates Editor: We see that Curry County Electric Coop. is again raising their rates. They excuse themselves as the last time was in 2016 so they are justified in doing it again. But they say it is only a small increase of 2.23%. Well...I don’t know how many others fare, but that last 3% resulted in $20 to $40 increase a month in my electric bill! Is everyone in Curry County ready to have their electric bill jump from $20 to $40 a month every few years? My income doesn’t keep pace with that! I’ll have to keep working until I am 90 years old. That looks like planned inflation to me. Who is it that benefits from inflation? Will anyone object? Is this rise in rates justified? leanor Anderson, born in Los Angeles, CA on October 15th, 1936 passed away in Eugene on April 3, 2020 at the age of 83. No services are planned at this time. Redwood Memorial Chapel is assisting the family.
Janet (Jan) Canfield Rader Clark October 7, 1929 – March 17, 2020
J
anet (Jan) Canfield Rader Clark, a 37-year resident of Brookings, OR died March 17, 2020 at the age of 90. She was born in Ontario, OR on October 7, 1929 and was the third child of Bernard and Amy Canfield Rader, whose parents were some of the first residents of Ontario in the late 1890s. In the 1930s, Jan moved with her parents to Boise and Idaho Falls, ID, and Winnemucca, NV, where she spent most of her childhood, then to California and returning to Ontario in 1946, where she graduated from OHS in 1947. She attended Eastern Oregon College, worked in Boise and San Francisco. Jan moved to
Kansas City, MO where she and Norman H Clark were married in 1961. Jan and Herb were married 53 years and lived and worked in many places, including job changes to Washington, Montana, Alaska, California. Jan worked at insurance agencies, physicians' offices, and the USFS for several years. She retired in Brookings in 1985. Jan is survived by her youngest sister, Ann Rader-Tate; four nieces and a nephew. Jan is preceded in death by her parents; brother, Bernard Rader, Jr; sister, Patricia Wirt; and her husband, Herb, who died in 2014. Jan was a fan of New Orleans Jazz, with Pete Fountain being a favorite. She was a collector of beautiful glass paperweights. Jan was known to have a dry sense of humor and a giggle and laugh that could make anyone smile. She was an avid reader throughout her life. If folks would like to donate in her memory, contact Chetco Community Public Library, Brookings. Jan’s wishes were that she be cremated and that there be no service.

At 9:44 p.m., several parties were reported playing loud music and being disorderly in the library parking lot at 405 Alder St. The subjects were warned of the complaint and agreed to turn down the music and disperse.
At 10:05 p.m., an ambulance was called to the 900 block of Parkview Drive. At 10:12 p.m., a subject was cited for criminal trespass in the 14400 block of Peavine Ridge Road. I would like to ask friends that, in lieu of flowers, they make donations to a scholarship fund for three very precious granddaughters who have spent most every day
of their young lives with him. They are 10, 8 and 5. He has been their caregiver. However, we have other grandchildren who are grown and have graduated from college, and great-grandchildren who are the same ages as these three granddaughters. I am afraid of offending these grandchildren by not including their children. Coastline Neighbors waiving membership fees Coastline Neighbors has been assisting people to safely live in the home of their choice since 2017. During the COVID-19 crisis, the organization is not able to offer all of its regular services. At this time Coastline Neighbors will provide volunteer in-store shoppers, online grocery pick-up, and delivery of food. Help with medication delivery will be evaluated on a case-by-case basis. All eligible members
will also receive friendly check-in phone calls. Pattie Slagle, a board member for Coastline Neighbor, explained that normally the local non-profit operates on membership fees, but through the generosity of Wild Rivers Community Foundations, The Ford Family Foundation, Advanced Health and other local donors, Coastline Neighbors can waive all membership fees until July 1. “We have eliminated the
financial barriers the fees may have created,” Slagle stated. “There are at-risk people who shouldn’t mix with the general public during this time. Many people are fearful of going out to stores for groceries and necessary items. We want to help everyone have groceries delivered to their doorstep.” Coastline Neighbors is working closely with other community organizations, local grocery stores and pharmacies to help meet the
needs of Southern Curry County residents during the COVID-19 pandemic. Volunteers are still needed, especially in the Gold Beach area. “We know there are individuals in our area who would like to help their neighbors right now,” Slagle said. “We hope they will contact Coastline Neighbors for more information on how they can volunteer.” Volunteer applications can be downloaded from
coastlineneighbors.org. To obtain a paper copy of the volunteer application, Coastline Neighbors has partnered with Coos Curry Electric to make the forms easily available. In Gold Beach use the drive-thru window to pick up and drop off applications. In Brookings, the applications are in a box at the front door and can be returned through the Night Deposit slot. in Brookings nearly eight years ago. Jennifer is the high-energy executive director of the Southcoast Humane Society. They have been married for 29 years, have three children and several grandchildren. Alcorn’s law enforcement career includes working patrol, narcotics, robbery, sexual assault, homicide for eight years, being a K9 handler, SWAT team member for 15 years, an auto theft
team member, and career criminal team member. “I had some very interesting assignments in my career,” Alcorn said. “I worked cases from petty theft to police corruption. I’ve had a very full and colorful career. Enjoyed it immensely.” When it came time to plan for life after law enforcement, the Alcorns knew they wanted to live in a small town near the ocean. They looked at the East Coast, the Gulf Coast and made a couple of trips to Hawaii. But in the end, nothing had what Brookings offered. “When we describe Brookings, we talk about stepping back in time,” Brad said. “The values are very traditional. The people are nice. They open doors for you. A handshake still means something here. You know your neighbors. You bring food to them, they bring cookies to you. It’s what our vision of America should be. That is what drew us here. And obviously, the rugged beauty of this place is just phenomenal.” Brad did not jump right into community service, instead taking some time to find his footing and see where he could help. “That’s a big transition from what I had done for most of my life,” Brad said. “It was a big jump for me.

Brad Alcorn, who is reserve deputy, was instrumental in bringing K9 units to the Curry County Sheriff's Department. I took the better part of a year and a half and kind of settled in and decompressed, and just kind of was watching what was evolving in the community and I felt like I could contribute in different ways.” He’s served on the Parks and Rec Commission and the County Budget Committee for nearly two years. His greatest impact to date is helping start the Curry County Sheriff’s Department’s K9 program. “I got to know Sheriff John Ward. I think he is a great sheriff,” Brad said. “I got to know him and I started to see the needs of the department and I knew that I could contribute there. In conjunction with John, we started a K9 program and got funded and it’s made a great impact on the community so far.”
The department currently has two experienced K9 units and plans to add a third. Brad helped write a grant that if approved would provide funding for a third, and if it doesn’t come in, they will reach out to the community for help. Through his community involvement, people began talking with Brad about becoming an elected official and those talks became more serious when Hamilton stepped down. “I’ve had people in the community encourage me to take that path and I’ve been considering it and I hadn’t quite made the decision yet and then this opportunity came up,” Brad said. Brad ran it by his family to make sure they were on board. “It was discussed. I talked with my wife about

Williams acknowledged these are difficult times for everyone. “Trust me when I say, I have been here for almost five years now and I have enjoyed building this network and working with the people here, especially our physicians and providers,” Williams said. “It’s nothing short of saying I am sorry for this and I sincerely apologize if you have been impacted, you and your family members, and we do intend to earn your trust and keep your trust going forward.” Williams will be holding weekly live stream videos on the Curry Health Network Facebook page on Fridays at 6 p.m. to answer questions from citizens. The board will be meeting virtually by phone every week through the crisis on Thursdays at 4 p.m.

Recreational salmon season for area set for June 20-Aug. 7 RICHARD HEAP The Pacific Fisheries Management Council (PFMC) concluded their April meeting last week. The last item on the agenda was the adoption of Salmon Management Measures for 2020 ocean salmon fisheries, including both tribal and nontribal sectors. The recreational salmon season for our area, the Oregon portion of the Klamath Management Zone (Humbug Mountain to the Oregon-California border), will be for all salmon except coho, June 20-Aug. 7. The minimum size for Chinook remains at 24 inches. In my 16 years of representing Oregon recreational fishermen on the Salmon Advisory Subpanel (SAS), this was,
without question, the most challenging and arduous meeting I have ever “attended.” For seven days, over 60 people met via webinar from 7 a.m. until, in some cases 1 a.m., to produce a season package that met all the Fisheries Management Plan and Endangered Species Act harvest rates and spawner escapement minimums. We were faced with forecasts of low ocean abundance for Klamath Fall Chinook coupled with overarching concerns about COVID-19 implications. While the SAS agreed that public health was beyond our responsibility, our recommendations to the council reflected our concern about having fishing closed by the states and “stranding” Klamath impacts in periods that were closed in this fashion.
For clarity, an impact is the number of a specific fish stock caught each day/month coupled with a release mortality estimate. If you have been following this process since the March meeting, you will remember that the season package that was put out for public review described a Chinook season from May 16-July 31 as our preferred alternative. As we came to April, I chose to move the start date into June and I rolled the modeled impacts from May and early June into August. Initially, that produced two days. As the week progressed and both the troll and recreational sectors pushed open periods toward later in the summer, impacts were freed up. My counterparts in California and I worked together to move those
to the Klamath Management Zone recreational fisheries. I won’t go into the detail about how that works, but suffice it to say we ended up with seven days in August. Please don’t interpret this as whining, I proudly and voluntarily represent you and our community. Just know that, more so now than ever, a lot is at stake here. So, now we have a season. That season is built on “paper” fish. Our season on the water will depend on an array of environmental factors that are beyond our control. However, what we can control is our behavior. I know of no one happy about the stay-at-home order or the social distancing requirements. But they exist, and benefit not the “me” but the “us”. It doesn’t matter if
you don’t like Gov. Kate Brown, or Oregon Department of Fish and Wildlife (ODFW), or the “government,” let us not use that as an excuse to ignore the public health and safety orders and advisories. There is not one day of participating in your hobby that is worth someone’s life or your community’s health. The state agencies and the Port commissioners are not holding daily meetings to try and decide how to inconvenience or restrict the public. Instead, they are being forced to react to the actions of a relatively small portion of our society that are putting us all in danger. Please, don’t be one of those selfish, entitled and irresponsible actors. I was raised to cherish my constitutionally guaranteed rights with
the further understanding that being a responsible citizen was even more important. Make no mistake, ODFW will shut down recreational fishing and the Port of Brookings Harbor will close the facilities if forced. That is not a threat, those are facts. The Port of Brookings Harbor order in place now for the fish cleaning station reduces the number of people in the building to no more than four, and only one to a table. I would be glad to talk with any of you about the details, the math or the process on the phone or over coffee when this pandemic is over. Local organizations receive COVID-19 response grants The first grants from the COVID-19 Regional Response Fund, totaling $195,920, are going to 18 organizations in Del Norte, Curry, Humboldt and Trinity counties to help deal with the effects of the coronavirus. The COVID-19 Fund was launched on March 20 by Humboldt Area Foundation and its affiliate the Wild Rivers Community Foundation in Del Norte County. With additional support from The California Endowment and The California Wellness Foundation, the fund started with $150,000. During the first two weeks, over 55 individual contributions and donor pledges have grown the fund to more than $285,000. “Every one of our board members has given to the fund,” said CEO Bryna Lipper. “We live in a generous community and think $1 million is within our reach. It will help thousands of people,” Lipper said. To encourage giving to the fund, WRCF and HAF are taking no administrative fees, with 100 percent of every gift going to grants.
In making the grants, the organizations are using a streamlined review process that does not burden regional nonprofits and grassroots organizations with a lengthy application process. The grants are awarded to organizations such as food banks, senior centers and tribal services helping people such as seniors, those with compromised immune systems, homeless and firstresponders. “Our regional organizations and tribal nations are the boots on the ground for our vulnerable friends and neighbors, and they need support now. It’s imperative they get it rapidly,” said WRCF Director Gina Zottola. Sara Dronkers, Director of HAF’s Grantmaking and Nonprofit Resources added, “Our team is reaching out daily to regional nonprofits, public agencies, businesses, civic leaders and Native communities from Garberville to Crescent City in Northern California, and all of Curry County, Oregon, to help charitable organization on the front lines of service.”
Grants from the COVID-19 Fund are just one tool HAF is utilizing to meet the current crisis. Other resources being mobilized include loans to nonprofits, grants from other funds, fundraising from partner foundations, and community leadership activities to bring partners together for action. DEL NORTE COUNTY BOARD OF SUPERVISORS SUMMARY OF ADOPTED ORDINANCE 2020-010 AN ORDINANCE REPEALING, UPDATING, AND ENACTING PARKING ENFORCEMENT PROVISIONS Pursuant to Government Code 25124, the following is a summary of an Ordinance adopted at the Tuesday, April 14, 2020 Board of Supervisors’ meeting, Regular Session, by the following polled vote: AYES: Supervisors Cowan, Howard, Hemmingsen, Berkowitz, Gitlin NOES: None This ordinance repeals and replaces the parking enforcement provisions and updates and enacts a new parking structure to be codified under Title 10 Chapter 12 of the Del Norte County Code. The ordinance states that definitions that shall apply. The ordinance provides that the Board intends to establish, by resolution, a schedule of penalties for parking and related violations, late payment penalties, administration fees, and other related charges for parking and related violations. The ordinance describes the purpose of implementing the requirements of Vehicle Code sections 40200 through 40230. It states the timelines and that waiver of the timelines will not be issued. The ordinance then summarizes the procedures including 1) an administrative review and 2) an administrative hearing. The first stage, administrative review, is initiated by a contestant ' s timely written, telephonic, or in-person request for review of the circumstances surrounding issuance of the citation. The contestant will be required to complete a review request form. The reasons for the contest must be specified in the form in order to focus the investigation. The review process consists of an investigation by the issuing agency staff, who will review the citation and the circumstances surrounding its issuance. The results of this process will be mailed to the contestant within fourteen (14) days of the request for review. The second stage, administrative hearing, is initiated by a contestant who is not satisfied with the results of the administrative review. To initiate this process, the contestant must, on the written request form provided by the county, indicate whether the contestant prefers a hearing by mail or in person. The reasons for the contest much also be articulated on the form. In order to perfect the appeal, the contestant must also deposit the amount of the parking penalty, at the time the administrative hearing is requested. If any of these requirements are not met within the prescribed time limits, the appeal will be untimely and will be rejected. The hearing will be conducted by an independent hearing examiner. The hearing will be conducted in accordance with the provisions of this procedure. A written determination of the contest will be provided to the contestant personally, or by mail. The following sections further detail the administrative review process and the administrative hearing process respectively. The ordinance provides that, appeal of the county's final decision on the citation may be made to the Superior Court. The ordinance also provides that partial payments may be accepted at the hearing officer’s discretion. The ordinance is exempt from review under the California Environmental Quality Act (CEQA) pursuant to 14 California Code of Regulations Section 15321(a), as an action related to the enforcement of parking laws administered by the County of Del Norte. If any section of the Ordinance is for any reason held to be unconstitutional or invalid, such decision will not affect the validity of the remaining portion of the Ordinance. It further color codes curb markings in accordance with their meaning (ie red curb means no parking, yellow curb means freight loading or passenger loading). Times are specified for these markings. The ordinance provides that no person who owns or has possession, custody or control of any vehicle shall park or leave a vehicle upon any highway for more than a consecutive period of seventy-two (72) hours. The ordinance provides that blocking a highway as well as parking in closed county property after posted closing times, and leaving a trailer on a roadway where it is not physically connected to a tow vehicle except while loading and unloading is not permissible. The ordinance allows for establishment by resolution of parking and related rules. The ordinance requires CDD to designate disabled parking in applicable projects. It requires visual designation of disabled parking and creates specifications for such. It restricts special parking privileges only to the disabled and requires signage for disabled parking. It further allows for removal noncompliant vehicles from both public and private parking. The ordinance specifies that nothing in the ordinance shall affect privileges for veterans. The ordinance makes parking within 15 feet of an emergency vehicle driveway an violation when the curb or markings state “keep clear.” Finally, the ordinance provides that violations are infractions and that vehicles may be removes and the owner charged for costs of tow and storage up to the confines of California law. The ordinance is exempt from review under the California Environmental Quality Act (CEQA) pursuant to 14 California Code of Regulations Section 15321(a), as an action related to the enforcement of parking laws administered by the County of Del Norte. Commercial cannabis retail facilities may not be located within a 600-foot radius from the perimeter of a public or private school providing instruction in kindergarten or grades 1 through 12 (“K-12 school”) or a day care center (not including family child care homes). The distance is measured as the horizontal distance between the two property lines. No setbacks from the Del Norte County Fairgrounds parcel is required. On a case-by-case basis, an exception to the setback requirement may be granted if the applicant can show that there is 600 feet between the uses although not the parcel boundaries, there is sufficient buffering or development between the uses to minimize potential harmful impacts to minors, and that the location and design of the use is not likely to cause harmful impacts to minors. The roads requiring the asphalt overlay work are Nicholson Drive, Port Orford Loop, Zumwalt Lane, Azalea Lane and Cemetery Loop. Other work to be performed includes cold plane pavement removal, approach paving, shoulder rock placement, placement of center and edge striping and traffic control.
