Indoor mask mandate to lift March 11 Permanent rule stays

Masking indoors will no longer be a statewide requirement in Oregon as soon as March 11, reflecting a downtrend in COVID-19 infections and hospitalizations, as well as a shift from previous guidance issued by the Oregon Health Authority (OHA). Sidelinger acknowledged the gains Oregon has made so far in widespread compliance with state health directives and stemming the spread of COVID-19. "I think this is an important step in response
to the pandemic that we have in front of us - the virus that we have in front of us. Cases are significantly declining, there are no emerging variants of concern on the horizon, and we continue to see increases in people being up-to-date with their vaccinations," he said. The OHA has twice revised the state's indoor mask mandate to end on March 31 and again on March 19, following a significant decline in hospitalizations and case counts. The revisions follow a reduction of more than half in hospitalizations from the Omicron peak of 1,130 on Jan. 27, down to 528 as of Thursday, Feb. 24, according to Oregon Health and Science University (OHSU's) latest

Ruby said she expects to see many of the students with their work on display in the coming years. "If they keep doing the work, they will be in art classes with their teachers and their teachers will suggest they enter," she said. The Coos Art Museum is open from 10 a.m. to 4 p.m. Tuesday through Friday an 1 to 4 p.m. Saturdays. During the student exhibits, the entry fee is waived.

Jerold Dean Allen “Beehive”, 80, of Gold Beach OR passed away peacefully at his home on February 24th 2022. Beehive, as he was known by most was born in McPherson Kansas on October 4th 1941 to James and Garnetta Allen but resided in Gold Beach since 1947. He attended Ophir High School and spent most of his working years in the logging industry, the majority of that time working for Zuber and Sons Logging. He was also a volunteer firefighter for several years. Beehive enjoyed outdoor activities such as hunting and fishing and was very well known for entertaining many with his musical talents. Beehive was preceded in death by his mother and father James and Garnetta Allen, 2 brothers Darrell
Allen and Merle Allen, 2 sisters Darlene Allen and Sharon Turnow. He is survived by his Daughter and son in laws Suzy and Fred Capps, Angie and Jason Shaubach and 2 grandchildren Brandon Couch and Morgan Allen and 1 brother Dennis Allen. Memorial service will be held at the Curry County Fairgrounds in Gold Beach OR on Saturday March 12th at 12:00pm followed by a graveside service at Rogue Cemetery. Why is the SWIFT system so important to Russia? By Aron Solomon A SWIFT (Society for Worldwide Interbank Financial Telecommunication) code is almost always required when you are party to an international money transfer. SWIFT is what allows a specific bank account to be identified in an international banking transaction. Without the use of a SWIFT, generally, it is impractical or impossible to make an international transfer. That is why SWIFT has gone viral on social media and in the news this week. As part of a package of sanctions against Russia for the invasion of democratic Ukraine, SWIFT was at its core. Banning Russia and wealthy Russians from SWIFT is arguably the most powerful economic weapon the world has to stop Russian aggression. Assuming that the hypothesis that Russian President Vladimir Putin is taking a huge gamble in invading Ukraine and risking an ongoing conflict that could lead to deep internal fissures in his power base in Russia, what financial weapon could be more powerful against him than SWIFT? Adriana Gonzalez, a Florida lawyer, explains that SWIFT has massive practical importance for Russia: “Given the fact that SWIFT has over 11,000 financial institutions around the world, any nation that sells a massive amount of a resource – as Russia does with gas and oil – will find themselves hard-pressed to find a viable legal option to receive funds if they are no longer allowed on the SWIFT system.” On Thursday, rather than blocking Russian access to SWIFT, President Joe Biden explained the United States, joined by the European Union and the United Kingdom, would not block Russia from SWIFT. Instead, Biden is leaving the threat of a SWIFT ban on the table and is, for now, blocking the five largest Russian banks from the U.S. banking system. But that decision came down
around 10 hours before the Russian invasion of Ukraine hit the capital city, Kyiv. The move could and should be a game-changer for the allies, as this should be viewed as something that the United States actually minds enough to immediately ramp up sanctions as a message to Russia that this heightened aggression will not stand. On Saturday evening, the U.S. and the European Commission along with Canada, France, Italy, Germany, and the U.K. announced they were expelling select Russian financial institutions from SWIFT. If Russia is entirely removed from the SWIFT system, it has two practical options. For transactions limited to within Russia, they have their own version of SWIFT – the System for Transfer of Financial Messages. After Russia invaded Crimea in 2014 and feared that its SWIFT access would be revoked, it built this internal system. The other option is, of course, cryptocurrency. Yet only the most ardent enthusiasts of crypto believe that such an incendiary currency is a wise base upon which to sustain an economy, even in the short term. The internal pressure the most powerful Russian businesses could put on the Putin regime if faced with wildly fluctuating payment options for their goods and services could be extreme. Sanction options can change as quickly as the situation on the ground and in their skies over Kyiv, so this is a rapidly-evolving story that will be closely watched by all of the allies and by Russia itself as it considers its next moves. Gold Beach Cat Jetty I was told via a telephone call with the land owner Karen Knox in November 2021 that they would not interfere with the forward movement of the new project unless drama where to unfold. There were several highly qualified people involved in the project, and I promoted every step of its growth on local forums. On one of those posts, Bo Shindler expressed extreme concerns but did so in a fashion that was very “dramatic.” I did in fact block him temporarily from further commenting on that particular post. A letter arrived mid-January signed by Steve Knox, Mr Shindler and three other residents from the hill across the road asking us to halt all forward movement. No issues in 30 years. Still…telephone communications continued between Knox and I. Three of the residents were in fact members of my Gold Beach Cat Jetty page and had every opportunity to publicly ask questions or express their concerns, but chose not to. Kitten season is here and there will be cats and kittens dumped along with more feral litters. All trapping, feeding and watering must cease by March 1, then the houses will be torn down. On February 19, I sent both Knox and Shindler an invitation for a sit-down meeting, no reply. This travesty has no winners. The biggest losers are the cats. Irresponsible people will continue to dump cats at the jetty. There are still ferals in the field that only come out under the cover of darkness. The concerns expressed will be exacerbated. The big-hearted “angels” who will feed them in the dangerous rocks will not be able to stay on top of the trash. on Housing, lauded the proposal as it was announced. "Too many Oregonians are facing housing instability or homelessness right now," Jama said. "Our hearts and minds go to those stuck in homelessness and our on the streets in our communities. Oregonians are expecting action on this issue and that's exactly what's happening today." Jama said the legislative leaders had four goals when preparing the package. 1 - Address immediate needs around homelessness; 2 - Building investments to increase supply of affordable housing; 3 - Preventing displacement from homes; and 4 - Ensure funds are spent quickly and efficiently. To reach goal four, much of the funding is going to existing programs that have proven to be successful. For example, Project Turnkey, which provides funding to purchase and rebuild older hotels, will receive $50 million. In Coos County, Operation Rebuild Hope used a Project Turnkey grant to purchase a hotel in North Bend that is currently being rebuilt to provide

governments. "This bill will give us the tools to work together to address our most pressing problems," Gomberg said. "This legislation will not only yield immediate relief, it will also collect information of what programs work best. It will require the pilot programs to report to the Legislature so we can use it to make good legislation." Lincoln County Commissioner Claire Hall also applauded the legislation. "The package is a whole is not just about policy. It's about bringing people and ideas together for a common cause," Evans said. "I believe this package is consistent with the lessons I learned early in life about faith. Right now, Oregonians are hurting. Though wages are increasing, the net worth of working families are lagging behind. The working poor simply do not have the tools they need. This is an issue of basic human dignity. We are supposed to do everything possible to make sure our neighbors have a safe, secure place to live." While some elements of the package are standalone bills, like HB 4123, most of the funding will be in the budget package that is scheduled to be voted on in the final days of the short session.

William Keith Hamilton February 15th 2022.
Bill Hamilton passed away peacefully at his home on February 15, 2022, due to end-of-life complications with Becker’s muscular dystrophy. Born William Keith Hamilton on April 10, 1960, in Los Angeles, the family moved to Fort Bragg in 1971 where they owned and operated the Beachcomber Motel. Bill was a graduate of Fort Bragg High School Class of 1978.
Bill’s disease was a muscle degenerative disorder that progressed throughout his life. His early childhood, however, was just like any other, running, playing, riding bicycles, swimming and climbing trees. In his early teens though, his disease began to present itself. He didn’t have the speed to play on the basketball team, so he proudly served as the water boy. He didn’t have the strength to be on the football team, so he was the game announcer and played in the school band. He always wanted to contribute and take part in the community and in organizations at whatever level he could. The attitude about dealing with the cards you were dealt with carried him throughout his life wherever he went. In his early adult life, Bill became a certified locksmith where he worked in several northern California communities before moving to Brookings twenty
years ago. At that time, Bill’s condition progressed to the stage where the use of a wheelchair became necessary, and that’s when his community involvement really began to flourish. If you didn’t personally know Bill, you probably would have seen him around town in his motorized wheelchair with his chocolate Lab service dog, Isabel, by his side. Bill participated in many of Brookings’ community organizations, such as the Lions, the Elks, Brookings-Harbor Red Shirts, the City Council, the Planning Commission, Safetyville, Curry Public Transit, the Muscular Dystrophy Association, the Pelican Bay Amateur Radio Club, and the Boy Scouts of America. He was elected twice to the Brookings City Council and was currently a Planning Commissioner and a member of the Curry County Transit Advisory Board. Bill
was instrumental in supplying feedback on ADA necessities for the transit and pedestrian facilities throughout Brookings. A life-long Boy Scout, he cherished his time in the scouts and the lessons of life they teach young people. He was honored to receive the Silver Beaver Award, one of the highest awards given to an adult scout for the recognition of exceptional character and their impact on the lives of youths. Bill also proudly participated in Safetyville each year, teaching children lifesaving skills and awareness training. Bill was profoundly spiritual and a member of the Church of Jesus Christ of Latter-Day Saints. He was an ardent supporter of the Muscular Dystrophy Association, participating in the annual MDA fundraising car show held in Smith River. Bill enjoyed the simple
pleasures of life, such as fishing, pizza, his hot wheel collection, his model train sets displayed in Curry Village, watching NASCAR races, and gaming on his PS4. He loved spending time with his friends, telling stories, playing bingo, or holding court at McDonald’s enjoying an afternoon coffee. Bill was an inspiration to many. He lived without regret and accomplished everything he wanted to do. He never complained about his condition or asked, “why me”. He was enthusiastic about service and volunteerism. Bill’s greatest legacy might be the friendships that he fostered with so many people. He liked everyone he met and if you knew Bill, you were a friend of his and he would do anything he could for you. Bill’s friends were family and he loved them as his family.
Primary election coming soon Southern Oregon Cardiology Directs Curry County Clerk Reneé Kolen would like to inform voters of the primary election on May17. Primary Elections serve two main purposes. The first is for all voters to be able to cast ballots for candidates for nonpartisan offices like judges and county offices. The second is for voters registered with a major political party to select their nominees for partisan office like U.S. representative, governor, state representative and more at both the state and national level. Those registered as not affiliated with a political party, or registered with a minor party (Constitution, Independent, Libertarian, Pacific Green, Progressive, Working Families) will receive a ballot that includes only nonpartisan offices.
Registered Democrats and Republicans will receive both partisan and nonpartisan offices. “If you are unsure of your party affiliation, you may check your voter registration information at www.oregonvotes. gov/myvote or call (541) 247-3297,” Kolen said. The last day to change your party affiliation is April 26. "We've had a couple missile strikes and lots of air raid sirens," Kimble said. "Today, we got word that Belarus is bringing up troops to the north. A lot of Russian troops came across the Belarusian border."

Kurt Kimble said if he has to die to protect his wife and daughter in Ukraine, he is willing to do that.
As word of a war began unfurling in Ukraine, Kimble planned to escape, but reality stopped those plans. "We had planned on leaving," he said. "We were able to obtain a visa for my wife. The day the embassy decided to close in Kyiv, they had to cancel my daughter's visa appointment. They basically said go to Poland, but the problem was you had to have a visa to get in." Poland is now accepting Ukranians without visas, but Kimble said for now he and his family are waiting it out. Over the weekend, he pounded out stainless steel to make what he called basic body armor. During a video call with The World, he showed around his house, where all the windows are taped over to keep glass from flying if something explodes nearby. While Kimble is working to be prepared, he admitted he was worried. He said his family uses the Ukranian word for duck every time they hear the sirens, and they run to their kitchen and hide. In addition, they never leave their home without helmets, just in case. "I'd be idiotic if I wasn't scared," he said. "I'm more scared for my family." sent to his phone. "Apparently the talks in Belarus didn't accomplish anything," he said. "That's what we're hearing. We were hoping for some kind of resolution today with the talks. I don't think the president of the Russian federation will accept anything other than his goal." Kimble, who after serving in the Army served as a police officer in Myrtle Point and as a Coos County Sheriff's deputy, said he is willing to fight to defend his family, but he hopes he doesn't have to. "If I have to, I'll die here," he said. "I want to see my son and daughter. I want to see grandkids, I want to see my kids get married." One thing Kimble has seen, he said, is heroic steps being taken by the Ukranian people, who stand ready to defend their country. "Citizens have responded in ways I've never imagined," he said. "People are lining up to be able to do something. I'm in awe with what I'm witnessing. You have people who have to use canes serving at checkpoints, stoking fires, serving tea. A lot of the civilians are standing outside with shotguns, doing what they can." While Kimble lives the reality of life in a war zone, he said the world can help, but not in ways may would think. "The world is witnessing a huge humanitarian crisis in Ukraine," Kimble said. "I don't know the

"I'm a soldier not a politician," he said. "I don't want to see American troops in Ukraine fighting. We've had 20 years of war with very little accomplished. I've had family serve in Afghnistan, I served in Iraq." Kimble said he hopes to one day make it back to North Bend with his wife and daughter. For now, he had a message for those back home. "Take a moment and look on what's going on here and be grateful you live in a country and a community where you don't have to worry about anything like that at all," Kimble said. While many expect Russia to overtake Ukraine, the Ukranian people have refused to give up. Kimble said that's not a surprise to him. "The resolve of the Ukranian military is phenomenal," he said. "I knew that when I first started training them. They were so eager to learn new information, new methods of training." As he got ready for another night that was likely to be mostly sleepless, Kimble signed off by saying, "I want my family to know I love them."
