Gold Beach adding fuel tax to ballot

Residents of the city are being asked to pass a fuel tax so that the costs for street maintenance are shared by visitors to the city. If

the measure doesn’t pass, then the city will collect a surcharge on city water bills to pay for street repairs, according to discussions at the March 9 City Council meeting. Ballot measure 8-100 is a motor vehicle fuel tax that would charge 1 or 4 cents per gallon at the pump, depending on the time of year. The tax will be 1 cent per gallon from Nov. 1 to April 30 and 4 cents per gallon from May 1 to Oct.

Brown announced Wednesday the new rules to slow the spread of COVID-19 in Oregon. The following measures are based on the recommendations of the Centers for Disease Control and Prevention, Oregon public health experts, epidemiologists, and health professionals. Brown will address the strategies at a press conference at 9 a.m. today in Portland, including: 1. Large gatherings: All large gatherings over 250 people will be canceled statewide effective immediately for four weeks. A gathering is defined as any event in a space in which appropriate social distancing of a minimum of three feet cannot be maintained. 2. Schools: In addition to previous guidance issued on March 8, 2020, to keep schools open, all non-essential schoolassociated gatherings and group activities should be canceled — such as group parent meetings, field trips, and competitions. 3. Workplace: Recommended implementation of distancing measures including increased physical space between employees in offices and worksites, limited in-person meetings, limited travel, and staggered work schedules where possible. 4. Long-Term Care and Assisted Living: Strict limitations announced this week by the Oregon Health Authority and Department of Human Services remain in place. covered at all. Other taxes and fees paid by residents of the city do not cover road repairs either. Property taxes pay 60% of the costs for public safety. The other 40% comes from general fund sources. Water and sewer fees can only be used for maintaining those services. Implementing a gas tax isn’t a new idea. Brookings charges a gas tax of 4 cents per gallon, Coquille charges 3 cents and Reedsport charges 3 cents from May through October. Brookings gas taxes raise about $287,000 a year, according to Fritts. She estimates that Gold Beach might generate $143,000 per year. That means the city could finish the 2017 pavement plan in about 15 years or so. With nearly 1,200 active billing water customers, the $2 monthly surcharge included on water billing statements would generate about $28,000 annually, which creates a timeline of 75 years to get the original scope of the job done. At that rate, it may be awhile before all the potholes are filled. The city has identified several other questions or concerns from citizens about the fuel tax. •The title of the ballot measure, “Adoption of Tax on Motor Vehicle Fuel Dealers,” is confusing to voters because it appears to be taxing service stations. Fuel customers will be paying the tax, but the fueling stations will be required to collect the tax. The fuel company will receive a small portion of the proceeds (5%) to compensate for the extra work filing the paperwork and remitting the fees. •Taxpayers are always wary that tax revenues collected for one purpose sometimes get appropriated for another use. The proposed ordinance limits where the money can be spent by stating: “The net revenue shall be used only for the construction, reconstruction, improvement, repair, maintenance and operation of public highways, roads and streets, and transportation infrastructure within the city.” •Taxpayers worry about how much more they will have to pay at the pump. If you fill up your car twice monthly, the annual cost will range from $9 for those who drive a small sedan to $24 for people driving a large pickup or SUV. “The only frustration that I have is I know there’s a large segment of people that go to Brookings to buy their gas,” Fritts said. “Every time you go to Fred Meyer to buy your gas, you are helping to repair Brookings’ roads, and I would really love it if you would help repair our roads.”

You can recall me, that’s fine, but my job is to make sure that you have streets, and that you have water and that you have sewer and that you have police and you have fire. That’s my job.’” The idea for the fuel tax first arose in response to a Pavement Management Plan prepared by the city’s engineers in 2017. That plan identified repairs totaling $2.1 million. at Sacred Heart Hospital in Eugene, Oregon to Richard Monroe Johns and Arliene Cornelia Gustafson. Geri went to school in Coburg and Eugene, Oregon and also Cottage Grove, Oregon. She attended College of the Redwoods in Crescent City. She worked in Eugene and Cottage Grove for many years in restaurants and clothing and jewelry stores. She lived in Fortuna and Alder Point prior to moving to Crescent City in 1957.

In Crescent City she worked for Victor W. Nash Jewelers, The Koffe Kup restaurant, Wells Fargo Bank, Great Western Savings and Loan and American Savings Bank. When Washington Mutual bought American Savings and Loan she decided to retire: after 50 years of serving the public. Geri has three children, Daniel Kirk Tondi of Tehachapi, California, Tamara Shawn (Russum) Herren of Falls City, Oregon and

Fredrick F. Russum of Waco, Texas. She has four grandchildren, Jeff King, Channa Herren, Karissa Tondi and Tara M. Williams (deceased). She has five great grandchildren and three great great grandchildren. She has one sister Carolyn L. Workman (deceased), two nieces, Kathy Lusk and Julie Fox, and one nephew, Mike Workman. She loved her Church and church family. Also her Wells Fargo (sisters) family: Sheila Restad, Sandra Babich,

Maryruth Rheinschild, Christy Powell, Jay Knowlton, Blanche Claassen (deceased), Kim Lindberg, Kathy Seybold, Rena Tryon, Dee Tuggle and Pat Williams (deceased) and Best Friend and adopted daughter Susan Hutzell. Geri enjoyed knitting, crocheting, quilting, all kinds of needlework, yardwork, playing cards and games. Also, silk flower arranging and camping during the summers. Geri passed peacefully on the early morn-

ing of March 5th. She wrote to her children that it was her time to go home, her heavenly father was waiting for her. She wrote that she is expected and the light is on for her. Geri was a strong, independent woman, a skilled problem solver, incredibly sharp and highly organized. She was a wonderful listener and both very loyal and trustworthy. Her visits and hugs were valued by many. She is very much loved and will be greatly missed.

The business model is so new to Brookings, that many people have misconceptions about the game. “A lot of people dip their head in here, waiting to fight someone or something,” Simkovich said. “They’re waiting for something to poke out or jump out at them.” The doors aren’t locked—no one gets locked into a room they need to escape. No need to break down the door; just use the doorknob to leave. Escape rooms are a fairly new phenomenon. According to Simkovich’s research, they first became popular in Japan around 2007. A few years later, they spread to Europe, first becoming big in Budapest. “They’ve only started becoming popular in the U.S. in the last 5 or 6 years,” he said. Escape rooms pretty much follow the same pattern, where a team of players enters a room to play a live-action game where they are given an objective. Simkovich listed some popular themes. “It might be

defusing a bomb, or you’ve been kidnapped, save the girl, complete the bank heist, or you have an hour to find the antivirus before a zombie breakout.” Expect that last one to pop up in time for Halloween, he promised. “That’s the crowd favorite; everyone loves zombies, perfect timing, right?” “The first escape rooms started with a bunch of lockboxes, padlocks, dresser drawers with simple hasps with padlocks on them. Then they started getting a little more sophisticated with maglocks, where 12 volts energize a magnetic lock and the door opens. So if you put together a proper sequence, for example, if magnets are superglued into books and then if they are arranged in the right order, you might hear a clunk and the bookcase opens into a second chamber.” “Now, they’ve gotten to the point where they’re becoming completely automated,” he said. “Over in Europe, it’s a huge industry where for a start-up room, you are looking at $10,000 to $20,000 for an entry-level room. People are selling, no pun intended, turnkey escape room kits upwards of $40,000 to $75,000 for a complete kit, wall-to-wall with every bit of decoration you would need. “We’re not quite that elaborate, yet. I’m hoping to

do a mag lock in my second or third room. We just got an electronic padlocked safe the other day for one of the rooms. For me, personally, I like the tactile effect. From a player’s perspective, I like that simple gratification and satisfaction of opening a padlock. I like to make everything as mechanical as possible. From a design perspective, I don’t have to worry about things like batteries dying and a door not opening on cue and ruining the experience for the players.” Simkovich’s unofficial partner and “co-conspirator” in the venture is his mom, Susan Harding, who loves to shop local thrift stores for just the right accent pieces, props and clues. She also decorates the themed rooms, including with some of her original paintings. Simkovich is well-known at Curry Community Cares, the builder’s thrift store, Gold Beach Lumber and Goodwill. The next room already in process will have a “Detective Noire” Private Eye theme. “It was a dark stormy night, and this dame came into my office. She had legs for days. The kind of girl you would take home to your mother,” Simkovich said with a laugh as he set the scene. “The typewriter entries… That one’s going to be fun.” Simkovich has some tips for players:

It’s fun, it’s challenging, and it’s not as hard as a lot of people think. I helped him think up a lot of those. It’s midlevel, so if I can think of it, you can do it. At the time, I was living in an apartment with a friend, "Becky." She and three male classmates witnessed the attack, stood by and did nothing. (They were drunk.)
