State to relax COVID requirements at schools By DAVID RUPKALVIS The Pilot
Beginning Saturday, March 12, students in Oregon will no longer be required to wear masks or quarantine if they come in contact with someone with COVID-19. The Oregon Department of Education announced updates to its Ready Schools Safe Learners Resiliency Framework on Wednesday, timing its changes with moves the state announced earlier in the week. The biggest element is the ODE will no longer require students or staff to wear face masks, instead shifting the responsibility to local school boards.
"This change follows the CDC's COVID-19 community levels recommendations," said Colt Gill, the director of the ODE, "and the decision by the governors of Oregon, California and Washington to shift mask mandates to the local level beginning March 12." Gill said the change symbolizes a move to a "new stage of the pandemic" where protective measures are the responsibility of local officials and parents. "These guidelines will continue to support schools in reaching our goal of providing in person education to students all day, every day," Gill said. "It includes specific supports for students,
staff and families that may be at more risk for COVID-19 than others in the school population." In addition to eliminating the mask mandate, the ODE is removing a requirement that those who come in contact with someone who tests positive isolate for five days. In addition, universal contact tracing in schools will no longer take place as the state puts in contact tracing effort on pause. "The rationale on this is two-fold," Gill said. "First, the decision to pause contract tracing and quarantine acknowledges that these practices now, unlike earlier in the pandemic, have very limited impact on
transmission of COVID-19 in our communities. COVID-19 has evolved to become one of the most transmissible viruses known, and by the time exposure is identified and contract tracing is performed, transmission has often already occurred. "Second, following the Omicron surge here in Oregon, and for the first time during the COVID-19 pandemic in Oregon, we have very high levels of vaccine and infection induced immunity. Andrew Kalloch has never run for political office, but he is confident he can pull an upset in the Democratic primary for the District 4 congressional seat. Kalloch brought his long-shot campaign to Coos and Curry counties recently, continuing his campaign style of meeting voters face to face in every city in District 4. Kalloch is one of six Democrats who have filed to fill the seat being vacated when Congressman Peter DeFazio retires at the end of the year. “I’m running for Congress because I think it’s the best way to help my community right now,” Kalloch said. “I’m America first and I think we need more independent-minded people in Congress. I’m also running because I’m a new generation of political leader, a millennial.” Kalloch said he a proud Democrat, calling himself a progres-

MILLINGTON, Tenn. - A Gold Beach native is serving with Commander, Submarine Squadron 11 supporting Ice Exercise (ICEX) 2022 in the Arctic Ocean. ICEX 2022 is a three-week exercise designed to research, test and evaluate operational capabilities in the Arctic region. Lt. Will Price joined the Navy to give back. "I joined before medical school to serve my community and country as a way to pay back this country for all the benefits I have received as a young man," said Price. "I have been given a lot of support from my community and this country during my education and the best way to pay it forward was to join the military." Price, a 2006 Gold Beach High School graduate and a 2017 Oregon Health and Science University graduate, has taken the skills learned from education and those learned in the military to become the sailor they are today. "Growing up in Gold Beach I learned to be self-motivated in my education and at work," said Price. "As a rural small town we don't have all the resources you would see in a large city. You learn to do more, more athletics, more extracurricular, more work. In Gold Beach, everyone is the subject matter expert in something for the community." Price serves as an undersea medical officer. "I get a diversity of opportunities as an undersea medical officer," said Price. "I get to take care of service members medical needs, treat divers with hyperbaric medicine during decompression sickness, plan submarine rescue operations and do diving operations myself as a Navy diver." According to Navy officials, U.S. Navy, Army, Air Force, Marine Corps and Coast Guard personnel are participating in the exercise alongside personnel from the Royal Canadian Air Force, Royal Canadian Navy and the United Kingdom Royal Navy. During the exercise, personnel will conduct research and operations in the Arctic Region. Indie movie producers Lloyd Morris and Peter Facer are preparing to illustrate the exciting story of Byrne’s life in the form of a documentary or docuseries. developed a real interest in the stories the Sherpas told about the Yeti. He then spearheaded his project to search for the creature. According to Morris and Facer, Byrne spent three solid years trekking through the Himalaya Mountain area investigating the Yeti. Funded by wealthy investors, this three-year stretch of exploration is longest recorded search for the Yeti to date. Years later, Byrne, who was considered an expert on the topic, was hired to move to the Pacific Northwest and find the alleged “creature” thought to be living in the forests of Oregon. Upon arrival, Peter found that the area was much larger and the forests were much more dense than he even imagined. In an interview with Morris, Byrne said he thinks, “There is a real possibility to successfully hide away in these forests.” Over the years, Byrne has written many successful books about his explorations into Big Foot. He has found inexplicable footprints, noises, hair and human-like shadows appearing on video. He even ran The Bigfoot Information Center headquartered in The Dalles in the 1970s. Today, at 96 years old, Byrne is still walking the woods, watching his game camera footage and investigating the unknown. His cameras are set up in likely spots where animals might wonder. “The amount of large game recorded over the years is significant, I’ve never seen anything like it,” said Morris. The duo plans to compound all media collected by Byrne including at least 2,500 animal photos dating back to the 1940s. “I just watched a 16mm film recording done by Peter in 1957-1959 of him in the Himalayas attempting to capture the abominable snowman,” Morris said “This is footage is one of a kind, it’s pretty incredible stuff.” “People who don’t know anything about it are the ones who usually have doubts,” Byrne said in an interview. Byrne has never personally encountered Sasquatch but he as interviewed too many people with personal experiences to have doubts.

Obituaries Barbara Glazebrook
Moira Anne Fossum Moira Anne Fossum passed away peacefully on the 18th of January in Tulsa, Oklahoma. She was preceded in death by her husband Paul Fossum. They had a wonderful life in Alameda, California and Brookings, Oregon. Moira has two sons from a previous marriage. Sean Bangs, his wife Kris Bangs and their two sons Sean Dylan Bangs and Ethan Reilly Bangs. Ben Bangs and his wife Corinne Bangs. She also has a stepson Scott Fossum and his wife Zip Fossum and their daughter Amie Fossum Goodson. Moira had a huge impact on every community that
she was ever a part of and left a deep and loving impression on everyone she encountered. She was everyone's MA. She now rests peacefully with her Paul in a much better place. There will be a Wake/ Celebration of life on March 16th from 6:00PM – 9:00PM at the Fat Irish Kitchen and Pub in Brookings and a riverside memorial at the Alfred A. Loeb State Park on the 17th @ 11:00AM. Both are open invitations. Funeral arrangements are being handled by Cremation Society of Oklahoma.

John Stanley Schock, age 86, of Harbor, Oregon passed away February 25, 2022, at Sutter Coast Hospital in Crescent City, California. John was born July 21,1935 in the Bronx, New York and moved to Tacoma, Washington at the age of five. He was proud to have attended Bellarmine Preparatory School where he excelled in the drill team. He attended Central Washington University and earned his degree in 1957 in geology which led to his love of colored stones and his becoming a gemologist. Also, at college he met his future wife, Areta, at the dining hall and they were married on January 25,1958 at St Andrew's Catholic Church. They just celebrated their 64th wedding anniversary. A lover of lifetime learning, he got his teaching degree at Southern Oregon University in 1969, his Masters on Guam and graduated from the prestigious Gemological Institute of America in 1978. He had a love for teaching language arts and social sciences and that itch was scratched on Guam, Taiwan and Singapore, where he taught for seven years as well as being a world traveler. He also worked as a Gemologist and Jewelry Appraiser in Southern Oregon and Northern California. He retired in 1996 from Crescent Jewelry and Gifts, a store he owned with his wife in Crescent City, California. His eyes sparkled the most when he talked about the service clubs and community outreach that he had been involved in. He was a member for 55 years with Lions Clubs International, beginning in Medford Oregon, Guam, Ashland Oregon and finally Brookings-Harbor. He started two clubs and was
the 36-E District Governor for southern Oregon. While exceeding at mentoring others and holding Leadership positions, he still found his greatest joy in being the club tail twister. He received the Melvin Jones and Norman Ross Fellowship awards for his outstanding service. John was also a 29-year member of the Benevolent and Protective Order of Elks, being initiated in 1992. He held all the officer positions, as well as being a Past Exalted Ruler, a ritual coach, and a ritual judge. His recitation of the Elks ritual will be remembered by many as he loved the flow and dignity of the words. He was a 20-year member of the Brookings-Harbor Garden Club. He is survived by his wife Areta, his son John and wife Linda, and two brothers. He was preceded in death by his parents, Julius and Frances. A celebration of life will be held at 11:30 am, Saturday, March 12, 2022, at the Brookings Presbyterian Church at 540 Pacific Ave. in Brookings, Oregon followed by a reception in the Fellowship Hall. Good riddance What a huge improvement on the North Jetty. The tacky cat houses in the Jetty Cat Village are gone and no more abandoned felines roaming around causing problems for the property owners. Will the area be landscaped nicely with roses, azaleas and rhododendrons to enhance the cleared area? Adding a few park benches and picnic tables could turn this minuscule corner of the jetty into a welcoming area for the unfortunate folks who have nowhere to pitch their tents for the night nor a place to shelter their animals. What better place to do drugs and commit acts of indecency. Now that the cat problem has been dealt with, perhaps these civic-minded citizens will be able to turn their attention to other areas that would benefit from their expertise. It is amazing that these property owners were able to tolerate all the problems they've had to deal with over these 25+ years of the Jetty Cats Village being in existence. All it took was being blocked on Facebook to incur the wrath of some influential people to destroy what has been a community effort to save the lives of helpless animals. Is this a warning for people not to antagonize people who could easily be perceived to be nothing more schoolyard bullies? Tread softly neighbors, we could be next. Carlson also through in the not so subtle racist trope of purposely mispronouncing Ms. Ketanji's name. A similar tactic the radical right did to Kamala Harris. I guess if a woman is Black and has a name suited to her race/or ethnicity, the racists like Carlson feel she must be put through more rigid standards than a white person they prefer. Pathetic. White supremacists have done it...those who attempted to justify slavery have done it. Those who fought against integration did it, and many of those who were against integration are still alive today and we are still seeing this behavior today. Sometimes it feels as though if Jesus were to walk through that door today and said what he said those thousands of years ago about loving our enemy, welcome the stranger and fight for the lessor of us, that Jesus would be aligned a radical....a crazy liberal.
Aren't all people holy? Aren't all people sacred, unconditionally? It's not up to us to love just parts of people. It's up to us to love all people. Not refuse medical treatment to someone because of their identity. There is nothing holy about rejecting a child from their loving family. There is nothing holy about writing discrimination into the law. Stop invoking religious freedom in the name of bigotry and discrimination. My faith commands me to treat everyone as holy, no matter if they are homeless, gay or purple because none of us are more entitled than another. We are equal in the eyes of the Lord. It is deeply disturbing to watch as many in this community find ways of excluding people that they deem less than. Please Curry County. Get it together. I buried him at Bushnell National Cemetery and moved here to be close to him. The reason I’m writing is to thank the town of Brookings. Never in my life have I found such nice people. The support I received was outstanding. Would have written this a long time ago, but every time I tried I got to emotional. As time went on, I forgot. Now this article was hard to find because it was in broken up into two parts and placed in the middle of the back two pages of the paper amongst the obituaries and classified ads on pages 10 & 11. I'm not known for sugar coating things so bare with me. The Cardio-Pulmonary Rehabilitation program is a very special program. There isn't another one within several hours drive from here. We have had this program here for over TEN YEARS. If you have heart disease, lung disease, have had heart surgery or lung surgery, this program will help manage your recovery and will provide you with knowledge and tools to inspire you to live a better life. This programs helps our VETERANS and citizens of all ages, so to bury it in the back was a shame. AGENT ORANGE and now BURN PITS our VETERANS deserve all the help they can get and this is one such tool. Guest Column Let’s not squander the miracle of Yellowstone By Todd Wilkinson Yellowstone National Park turns 150 years old this month — a milestone truly worth celebrating. When Westerners think of Yellowstone, probably what comes to mind are its grizzlies, exploding geysers, wolf packs and bison traffic jams, not to mention bubbling, iridescent hot pools that attract swarms of visitors from all over the world. The park is a jewel of the Northern Rockies, but to this journalist who has covered its stories for 35 years, the real miracle of Yellowstone is its intricate world of wildlife. Yet any discussion of wildlife here comes wrapped in a paradox. Despite COVID-19, or perhaps because of it, in 2021 Yellowstone smashed monthly, seasonal and annual visitation records, notching nearly 4.9 million visits. That is 860,000 more than in 2019, the year before the pandemic struck. This year, given social media and marketing aimed at the park’s 150th anniversary, it’s possible that Yellowstone could surpass the 5 million mark. Even if it doesn’t hit that milestone, many locals who have visited the park for decades say its roads and its capacity for serving visitors are already overwhelmed, as are many public facilities in the gateway towns of Idaho, Montana and Wyoming. Although the crushing visitation happens on a tiny percent of parkland, all these curious tourists create waves of troubling ripple effects. Yellowstone is neither a standalone island nor a drive-through zoo. It is unique, the last ecosystem in the Lower 48 to contain all of the original mammal species that were on the landscape before Europeans arrived on the continent. Now, based on the diversity and health of its wildlife populations, Yellowstone is wilder than it was in 1872, when poachers, bounty, and market hunters
nearly wiped out all wildlife in the country. Grizzly bears have been rescued from a population free fall. Wolves were brought back by the Interior Department under Bruce Babbitt in the mid-1990s, and the park’s bison population, which numbered just 23 at one point in the late 19th century, is at 5,000. Had Yellowstone not been created, had winter range beyond Yellowstone not existed, and had environmental protection laws not been put in place, it’s doubtful that those original species would have survived. Many biologists think most would have been lost. Not all are celebrating Yellowstone’s birth. Some have portrayed the park as an emblem of injustice that resulted in the removal of Indigenous people from native homelands. These critics see a park which nonwhite citizens say they have never felt invited to embrace as part of their heritage. This needs to be addressed by the National Park Service and remedied. What cannot be repaired, once broken, are the fragile threads of biological connections holding the ecosystem together. And those connections extend for miles outside the park boundaries, through migration trails and rivers. These days, the boom in outdoor recreation in the West has been crowding the park’s adjacent national forests. The high numbers rival public-land use levels around Moab, Utah’s Wasatch, and the Front Range of the Colorado Rockies, places that don’t have Yellowstone’s diversity of wildlife. Another threat is that neighboring states like Montana have promoted the killing of park wolves and bison when they cross Yellowstone’s invisible boundary. Private lands surrounding Yellowstone are also getting built up, transformed by mostly unplanned development. Such development is the biggest threat to the survival of grizzlies and other park species, warns Chris
Todd Wilkinson Servheen, who served as the U.S. Fish and Wildlife Service’s national director of grizzly bear recovery for 35 years. Wild animals always suffer when roads, houses and people move into their territories, Servheen says. Coexistence may be the goal, but humans always win any dispute with wildlife trying to survive. Five years ago, Dave Hallac, who managed the science division at the park, told me he was worried not just about the Yellowstone ecosystem suffering “death by 1,000 cuts,” but death by 10,000 scratches, as more people scramble for their piece of paradise. The trend has only accelerated. What is the most enduring “value” of Yellowstone? The park reveals that humans deeply appreciate this special place of wildness. But the park also has an urgent message to those same humans: Our consumption of wild places means we must deliberately decide to accept limits. This is a good thing—and an increasingly rare thing. THE DEPARTMENT OF HOMELAND SECURITY/FEDERAL EMERGENCY MANAGEMENT AGENCY HAS AWARED FUNDS UNDER THE EMERGENCY FOOD AND SHELTER (EFSP) NATIONAL BOARD PROGRAM TO THE DEL NORTE COUNTY LOCAL EFSP BOARD. The Del Norte County EFSP Local Board has been awarded $10,454 in Phase 39 and $32,312 in American Rescue Plan Act (ARPA) funding for a total of $42,766 to supplement emergency food and shelter programs in the county. The award was made by a National Board that is chaired by the U. S. Department of Homeland Security’s Federal Emergency Management Agency and consists of representatives from American Red Cross; Catholic Charities, USA; National Council of the Churches of Christ in the USA; The Jewish Federations of North America, The Salvation Army; and, United Way Worldwide. The Board is charged to distribute funds appropriated by Congress to help expand the capacity of food and shelter programs in high-need areas around the country. A Local Board made up of representatives from local agencies representing emergency services will determine how the funds awarded to Del Norte County are to be distributed among the emergency food and shelter programs run by local service agencies. The Local Board is responsible for selecting agencies to receive these funds and any additional funds made available under these phases of the program. Under the terms of the grant from the National Board, local agencies chosen to receive funds must: 1) be 501(c)3 private non-profits or units of government, 2) be eligible to receive Federal funds, 3) have an accounting system, 4) practice nondiscrimination, 5) have demonstrated the capability to deliver emergency food and/or shelter programs, and 6) if they are a private nonprofit organization, have a voluntary board. Qualifying agencies are urged to apply. Del Norte County EFSP has distributed Emergency Food and Shelter funds previously to Rural Human Services, DORCAS (Seventh Day Adventist Church), Our Daily Bread Ministries, and Pacific Pantry. Sheriff's office makes drug bust
On Sunday, February 27, at about 10:14 p.m., a Curry County patrol deputy attempted to stop a vehicle on U.S. Highway 101 near Museum Road in Harbor for erratic driving. At first, the driver of the vehicle failed to yield to the emergency lights and when he finally pulled to a stop, the driver ran south towards the California border, leaving his two passengers in the vehicle. The deputy attempted to give foot chase and after losing sight of the Contributed photo driver, he returned to the vehicle The Curry County Sheriff's Office collected a half and identified the two passengers as pound of methamphetamine along with packing material and scales during a traffic stop.
Ruben Aguilarleal from Smith River and 29-year-old Angel Shankel of Idaho. A K-9 deputy and his canine arrived on scene and attempted to locate the driver but were unable to locate him. During the investigation and consent search, the deputy located about a half pound of suspected methamphetamine, packing material and scales in a purse inside the vehicle that belonged to Shankel. After collecting the evidence, Aguilarleal was released and Shankel was transported to the Curry County

Jail and lodged on possession and delivery of methamphetamine. While at the jail and during the booking process, Shankel was found to be in possession of more suspected methamphetamine and was charged with introducing contraband into a correctional facility. All evidence was sent to the Oregon State Crime Lab for verification and all information regarding the arrest and evidence was provided to the district attorney’s office. The Curry County Sheriff’s Office will be continuing the investigation.

schools are urged to provide cohort notification when an exposure occurs. That includes cohorts such as classrooms, school bus populations and lunch groups. Parents could then watch their children for signs of sickness. Because quarantine is no longer required, testing requirements would change to testing for those of increased likelihood of illness. If there is a positive test, isolation requirements remain in place. "When a student tests positive for COVID-19, they should isolate for five days," Gill said. "Students should continue to wear a well-fitting mask for an additional five days." Gill said the changes that will go
into effect March 12 will be a significant change for many after two years of COVID protections. "All of this represents significant change in operations of our schools and the day-to-day experience for students and staff," Gill said. "This can feel like it's signaling the end of the pandemic. I want to be clear that's not the intention here. The shift we're discussing today is a new stage of the pandemic, and one where for at least the next few months, our state has some immunity." Gill said many students, parents and teachers will celebrate the changes, but there will be others who are concerned when things return to more of the pre-pandemic stages. "After two years, we've all learned a
lot about COVID-19 and many of us have experienced significant loss," Gill said. "Now we're shifting to our local leaders. The responsibility also falls to us as individuals. "When we make a decision to wear a mask in a specific setting, we need to think about more than our personal health. We need to think about those we will come in contact that day or future days." State epidemiologist Dr. Dean Sidelinger also discussed the changes in school requirements. "It's important to remember while the worst of the current surge is behind us, COVID-19 still exists," Sidelinger said. "We are seeing significantly lower cases. After March 11, the need to wear masks and take other precautions won't magically disappear."

Sidelinger said the decision to make changes is in large part due to Omicron, which infected so many people, it built up immunity levels. "We now have a significant portion of the population with vaccination or infection induced immunity," he said. " Once the mask requirements are lifted, we will pause contact tracing for the public, including K-12 schools. Testing all individuals in a population with high levels of immunity is no longer feasible or needed." Sidelinger said while the risk of COVID had not magically disappeared, it was now safe to return to a more normal life. "We have at long last arrived at a stage in the pandemic where we can feel confident about relaxing more statewide requirements," he said. "It should no longer control our lives."

work and still think it’s failing,” Kalloch said. “I think what they want to see are leaders who are committed to what they’re party leaders are telling them to do, but what can they do the help.” Kalloch said he thinks highly of DeFazio, but think the district is ready for someone new. “I’ve been critical of Peter DeFazio at times,” he said. “I value his leadership, but I think everyone needs to be accountable. I’m one of those people who thinks we need to tone down the heat and work with people.” Kalloch said he is also unique in the Democrat race because he is only accepting money from individuals, with no funding from PACs or businesses. He has raised $200,000 so far. “I want there to be no mistake who I work for,” he said. “That’s the people, not the corporations. I’m coming in as a newcomer to politicians. I don’t care about credit, I care about results.” While Kalloch is a proud Democrat, he said

New family nurse practitioner joins CHN in Port Orford Coast Community Health Center recently announced the addition of family nurse practitioner Linda Bono to the team at the new health center off Tichenor Avenue in Port Orford. In adding her to the team, Coast CHC can see more patients daily, increasing the overall health and wellness of those living in Port Orford and the surrounding communities. For many years after completing her master’s degree at Florida Atlantic University, Bono traveled from Florida to the Midwest to California to Wisconsin and many places in between, finally making her home in Port Orford.

Richard Seif, commander of the Navy’s Undersea Warfighting Development Center in Groton, Connecticut, and the ranking officer of ICEX 2022. “It’s also changing and becoming more active with maritime activity. ICEX 2022 provides the Navy an opportunity to increase capability and readiness in this unique environment, and to continue establishing best practices we can share with partners and allies who share the U.S.’s goal of a free and peaceful Arctic.” Serving in the Navy means Price is part of a world that is taking on new importance in America's focus on rebuilding military readiness, strengthening alliances and reforming business practices in support of the National Defense Strategy. "The Navy defends the seas and provides for a rapid global response to those who oppose our national interest," said Price. Though there are many opportunities for sailors to achieve accomplishments during their military service, Price is most proud of graduating Dive School.

Lt. Will Price, a native of Gold Beach, is serving in the U.S. Navy in the Arctic Ocean. "Graduating from Dive School in 2018 was definitely the hardest thing I have done as an adult," said Price. "It was more difficult than medical school in my opinion." As a member of the U.S. Navy, Price, as well as other sailors, know they are part of a service tradition providing unforgettable experiences through
leadership development, world affairs and humanitarian assistance. Their efforts will have a lasting effect around the globe for generations of sailors who will follow. "Being in the Navy means serving a community and my country with honor, courage and commitment," added Price.

Treet Yourself! By Zoey Dorsey - BHHS Student In order to offset their school’s paper usage, the Brookings-Harbor High School National Honor Society (NHS) is teaming up with Treeplenish, an organization focused on replenishing local environments through student-led events. Together, they are dedicated to improving the community and preserving the natural beauty of Brookings.
Treeplenish’s website. Interested parties have until March 30th to order. Ordered trees will be delivered and planted by students at homes and businesses located within 30 minutes of the Brookings-Harbor area on April 30th. Those who want to plant their trees themselves, and those who live further away can pick them up from Brookings-Harbor High School on April 30th.
The chapter’s goal is to plant 105 trees throughout the community, and they are currently selling a few different species; the Black Cottonwood, Oregon Ash, and Blue Spruce are all on sale for $5 through
