Speaker announces plan to help rural communities By DAVID RUPKALVIS The Pilot
A proposal to invest $100 million in rural Oregon is moving through the Oregon Legislature, and Speaker Dan Rayfield said he expects the package to be approved. During a press conference Monday, Rayfield said announce-
ments about several big packages were expected this week, as the Legislature rushes to get bills approved in the short session. "We will start to release a few of our packages that will hit some of those issues we've been talking about," Rayfield said. Among the packages to be announced included a climate investment package, the $100
million investment into infrastructure and economic development in rural Oregon, housing, efforts to support teachers and schools as well as a package to address community violence. Rayfield said the package for rural Oregon will benefit communities represented mostly by Republicans, and the Republicans in the Legislature led the
effort to write the bill. "We allowed Republicans to lead the charge because they know their communities best," Rayfield said. "That was an exciting, fun thing." Rayfield said as speaker and leader of the Democratic Caucus he often has disagreements with his Republican colleagues, but he said looking out for all the state

Hunter honored for service to veterans, Curry County By DAVID RUPKALVIS The Pilot
Connie Hunter from Brookings was recently honored with the 2021 Fellowship Associates of Vietnam Veterans' Association National Award due to decades of service to Curry County and to veterans. During the Curry County Commissioners regular meeting last week, Hunter was given the award from Jennifer Ellis, Oregon Region 8 director - Associates of Vietnam Veterans of America; John Birch, Region 8 AVVA deputy director; and Ruth Feliciano, vice president Chapter 0805 in Roseburg. According to a release from Birch, Hunter was honored for years of service to the community. "Connie Hunter is a local citizen who puts many hours into making Curry County and Brooking a better place to live," Birch wrote. "In your communities that have so many wonderful volunteers, her many years of advocacy and support for our veterans and their families finds no one better. Hunter’s work however does not stop with our vets. There are many other acts of service that she stays consistently devoted to. "During the 2017 and 2018 Chetco Bar and Klondike fires, Mrs. Hunter stepped up and through that period and since continually looks for and finds more resources for our county. The COVID-19 pandemic has stopped a lot of public meetings, but Senator Jeff Merkley has continued to meet with communities in Oregon. On Saturday, Merkley held community town halls for Coos and Curry counties, sharing about things happening in Washington, D.C. and answering questions from residents in both counties. In his Coos County town hall, Merkley opened by shining the light on Bay Area Hospital, praising the Coos Bay hospital for its work down during the pandemic. "It has been a really challenging two years for everyone, but I know how stressful it's been for our healthcare providers," Merkley said. 'I really hope we're nearing the end of the tunnel on COVID. A year ago I thought we were, and I really hope we are now." Merkley said he and Senator Ron Wyden worked hard to reauthorize PILT, which will return

He also praised the American Rescue Plan, which distributed millions of dollars to local governments in both counties. "The idea was maximum flexibility to take on issues that were most pressing," Merkley said. Merkley also praised the bipartisan infrastructure bill, part of which will be spent on repairs to the Coos Bay North Jetty,
infrastructure in North Bend and healthcare in Bandon. Merkley said he and Wyden are also working to get the federal government to increase its investment to help deal with the Sudden Oak Death issues in Curry County. Merkley, Wyden sound the alarm, urge more funding to address Sudden Oak Death
The Pilot Oregon’s U.S. Senators Jeff Merkley and Ron Wyden recently sent a letter to the Bureau of Land Management strongly urging the agency to put funds from the Infrastructure Investment and Jobs Act to go towards the mitigation and treatment of Sudden Oak Death, a disease that poses severe economic and environmental threats to counties in Southern Oregon. “Sudden Oak Death poses a significant threat to a multitude of ecosystems and plant species and has already killed millions of tanoaks in southern Oregon and northern California,” the senators wrote. “The disease has been in Curry County since 2001, but a new site was recently identified outside of the quarantine area. The taste of Oregon has increased its investment in SOD treatments, but more funding is needed to treat the area currently infected. Without treatment, SOD would have serious economic impacts, including job losses, declines timber harvest and other significant economic and cultural impacts.”
Merkley has been a long-time leader in fighting the spread of Sudden Oak Death, and ensuring Oregon continues receive the federal funding and resources needed to combat this disease. He convened a task force in 2017 to develop a collaboration-based action plan to contain Sudden Oak Death and last year secured funding for key Oregon research programs on Sudden Oak Death and to support ongoing efforts to treat Sudden Oak Death. Sudden Oak Death, caused by the non-native pathogen Phytopthora ramorum (P. ramorum), is a devastating disease that has killed hundreds of thousands of tanoak trees in Curry County. It was first detected there in 2001; about one-third of the county has since been affected. In Oregon, it occurs only in the forests of southwest Curry County, where a containment program is in place to slow the spread. Continued treatment may constrain SOD south of the Rogue River to 2028 and within Curry County in 2038. If further measures aren’t taken, it could spread north into Coos County and west into Josephine County in coming years.

Baha'i faith prepares Gold Beach man jailed on gun charges to celebrate Naw Ruz By Kathryn Justman Guest Article
The Baha'is of Brookings and Curry County invite your participation in a worldwide observance of Naw Ruz, the New Year to billions of people around the world. The once a year celebration also coincides with the Vernal Equinox, March 20-21, found on all calendars, no matter what your country, culture or religion may be. I first heard about the Baha'i Faith while attending the University of Idaho, in a World Religions class. My textbook showed us 12 Baha'i Principles, and I resolved to learn more about them. 1. There is One God. 2. Humanity is One Family 3. Women and Men are Equal 4. Our families are important 5. Education is a re-
sponsibility for all. 6. Science and Religion are in agreement when understood, with unbiased eyes. 7. All children in all countries must receive an education. 8. We are spiritual beings requiring spiritual nourishment. 9. Our global problems can be solved by Spiritual Principles. 10. One Universal Language shared by all is a step towards cooperation. 11. World Peace is inevitable. 12. Our efforts are the way to World Peace. All religions promote some of these principles. The teacher who started the Baha'i Faith, Baha'u'llah, provided the tools and framework to fulfil the hopes of people of any religion or no religion. He foresaw the problems of the 19th, 20th and 21st centuries before they happened.

Gold Beach police officers and Curry County sheriff’s deputies arrested Javier Munoz, a 42-yearold Gold Beach resident, on February 16 around 9 p.m. Munoz was initially sought for questioning related to an allegation of menacing and unlawful use of a firearm from an incident that had occurred outside city limits. A Gold Beach officer and a deputy located Javier Munoz on the evening of February 16 walking near
the intersection of Hillcrest Street and Caughell Street in Gold Beach. Munoz, also a convicted felon, was non-compliant and officers could observe a gun shaped bulge in his jacket pocket. After a tense exchange with officers, Munoz physically resisted arrest and ran from the scene while the officers and deputies gave chance and moved to intercept Munoz. The chase ended after a couple blocks near Airport Way and Muoz was taken into
custody. A search of Munoz failed to produce a gun. A Curry County canine handler and his K-9 assisted and the K-9 searched the route where Munoz had been chased and located a Smith and Wesson pistol where it had been thrown. Munoz was booked into the Curry County Jail on charges felon in possession of a firearm, unlawful use of a firearm, carrying a concealed firearm, resisting arrest and menacing.

is in favor of opening a shipping container facility at the Port of Coos Bay. "I do support it," he said. "Going back quite some time, I was engaged with the shoreline that had the railroad. They were going to pull up the railroad." With the federal government's help, the Port of Coos Bay purchased the railroad, and Merkley said to bring in a shipping facility, the railroad will need to be expanded. Merkley also said the Build Back Better package he supports is not completely dead, although any package passed now would likely look different than the one Pres. Joe Biden originally proposed. "The deal would look really different from the $6 trillion plan," Merkley said. "At this point, something on each of the issues is better than nothing." Merkley said that same approach might be what is used in an effort to lower drug prices, an effort Merkley has led for years. "It's the right thing to do," Merkley said. "We
spend more developing the drugs than any other country, so we should have the lowest prices." He said rather than make movement on all drug prices, there might be an effort to target specific ones. One example is insulin, where recent proposals have set a cap of $35 a month charged to those who use insulin. Getting anything serious done in Washington, D.C., will likely require rule changes in the Senate, especially when it comes to the filibuster, Merkley said. "I think the biggest problem in D.C. right now is the abuse of the filibuster in the Senate," Merkley said. "It's not a public filibuster like in the past. We're going to prevent problems from being solved. If both parties are working to sabotage the other, it's a bad process." Merkley said he supports a proposal to return to the old filibuster, where lawmakers opposed to a bill had to speak publicly to stop votes from taking place.

"You have very targeted growth that moves with the rainstorms, it moves with the wind," Merkley said. "It's been hard, but it's been a pretty coordinate effort." Merkley also said he

While the Democrats leading the Legislature have complained about Republicans repeatedly forcing bills to be read fully before votes, Rayfield said proposing money for rural Oregon was not a way to stop the GOP protests. He said if the roles were reversed, he expects the Democrats would find ways to protest, too. "There's absolutely no strings attached," Rayfield said. "This is about making meaningful changes across the state. I think our philosophy is to allow Republicans to protest by reading bills. What I want to do is be able to respect them." Rayfield said in the 35-day session, there is a rush to get bills done. He explained some bills take eight days just to get out of a single committee, so there is a time crunch. But, he added, there will be time to read every bill if needed and still get the work done. He also said he expects many of the packages to have bipartisan support, at least in specific elements. Rayfield said as a weekend of violence in Portland showed, there is a great need for an investment in community safety. "Later this week we will announce a community safety package that will be in excess of $100 million," Rayfield said. One of the goals in the package will be to invest in proven organizations an plans that work to stop violence before it happens. "How can we really break the cycle in the front end," he asked.

William Keith Hamilton February 15, 2022
In his early adult life, Bill became a certified locksmith where he worked in several northern California communities before moving to Brookings twenty years ago. At that time, Bill’s condition progressed to the stage where the use of a wheelchair became necessary, and that’s when his community involvement really began to flourish. If you didn’t personally know Bill, you probably would have seen him around town in his motorized wheelchair with his chocolate Lab service dog, Isabel, by his side. Bill participated in many of Brookings’ community organizations, such as the Lions, the Elks, Brookings-Harbor Red Shirts, the City Council, the Planning Commission, Safetyville, Curry Public Transit, the Muscular Dystrophy Association, the Pelican Bay Amateur Radio Club, and the Boy Scouts of America. He was elected twice to the Brookings City Council and was currently a Planning Commissioner and a member of the Curry County Transit Advisory Board. Bill was instrumental in supplying feedback on ADA necessities for the transit and pedestrian facilities throughout Brookings. A life-long Boy Scout, he cherished his time in the scouts and the lessons of life they teach young people. He was honored to receive the Silver Beaver Award, one of the highest awards given to an adult scout for the recognition of exceptional character and their impact on the lives of youths. Bill also proudly participated in Safetyville each year, teaching chil-
Bill Hamilton passed away peacefully at his home on February 15, 2022, due to end-of-life complications with Becker’s muscular dystrophy. Born William Keith Hamilton on April 10, 1960, in Los Angeles, the family moved to Fort Bragg in 1971 where they owned and operated the Beachcomber Motel. Bill was a graduate of Fort Bragg High School Class of 1978. Bill’s disease was a muscle degenerative disorder that progressed throughout his life. His early childhood, however, was just like any other, running, playing, riding bicycles, swimming and climbing trees. In his early teens though, his disease began to present itself. He didn’t have the speed to play on the basketball team, so he proudly served as the water boy. He didn’t have the strength to be on the football team, so he was the game announcer and played in the school band. He always wanted to contribute and take part in the community and in organizations at whatever level he could. The attitude about dealing with the cards you were dealt with carried him throughout his life wherever he went.

Bill’s greatest legacy might be the friendships that he fostered with so many people. He liked everyone he met and if you knew Bill, you were a friend of his and he would do anything he could for you. Bill’s friends were family and he loved them as his family. Bill is preceded in death by his parents and survived by his ex-wife, Nicole Wallace-Hamilton, as well as brothers, sisters, nieces, and nephews. His loyal service dog, Isabel, has found a warm and loving home in Brookings where she will be enjoying retirement. The family wishes to convey their heartfelt gratitude for the outstanding care given to him at Curry Village Good Sam and Brookings Hospice. dren lifesaving skills and awareness training. Bill was profoundly spiritual and a member of the Church of Jesus Christ of Latter-Day Saints. He was an ardent supporter of the Muscular Dystrophy Association, participating in the annual MDA fundraising car show held in Smith River. Bill enjoyed the simple pleasures of life, such as fishing, pizza, his hot wheel collection, his model train sets displayed in Curry Village, watching NASCAR races, and gaming on his PS4. He loved spending time with his friends, telling stories, playing bingo, or holding court at McDonald’s enjoying an afternoon coffee. Bill was an inspiration to many. He lived without regret and accomplished everything he wanted to do. He never complained about his condition or asked, “why me”. He was enthusiastic about service and volunteerism.

Guest Opinion Spring is coming too soon this year By Pepper Trail Ah, what a beautiful day! The air has that magical quality it sometimes gets in spring, a caressing softness on the skin. The buds on the plum trees are swelling, and the robins have ascended to the tops of the trees, where they’re singing with abandon. But… it is February. Today’s high temperature was 72, almost 20 higher than normal and a new record. At this time of year, the mountains surrounding my southern Oregon valley should be deep in snow. The high country lakes should be full, but frozen. The sky should be gray and, ideally, snowing. Winter weather is the price we pay – gladly – for the mountain wildflowers; the lakes full of trout; the water that irrigates our farms, orchards and gardens through the long hot summer; and for the lush, green forests that are not on fire. But as the great naturalist Aldo Leopold remarked, “To be an ecologist is to live in a world of wounds.” These days, the same could be said for meteorologists, or for any of us trying to find uncomplicated pleasure in the beauty of a spring day in mid-winter. For this too-warm day reveals that we are in another drought year. Almost all the precipitation in my region of southern Oregon falls from October through March, and we need as much of that as possible to be in the form of snow. Snow that piles up deep in the mountain forests and slowly melts through spring and early summer, soaking into the soil and filling the streams. That hasn’t happened this year, or last year, or the year before that. Since January 1, we have received just 0.61 inches of rain, 2.11 inches less than normal. For the “water year” that started Oct. 1, we are at 8.54 inches, most of which came in a near-blizzard in late December. That storm gave us a nice white Christmas and hope for a wet winter at last—but since then, nothing. Normal for this time of year would be about 12 inches. And the long-term forecast doesn't look good. The snow has melted except at the highest elevations, and there is no precipitation in the extended forecast. According to the federal Drought Monitor map, we are on the border between Severe Drought and Extreme Drought. Just on the other side of the Cascades to the east, there is a huge dark blob of Exceptional Drought, the highest category. These catastrophic drought conditions are unfortunately shared by Nevada, Utah, Montana, Colorado and New Mexico.
Pepper Trail Should we be surprised when scientists tell us the West is the driest it’s been in more than a thousand years? On the Oregon-California border, the drought forced a complete shutdown of water deliveries to farmers in the Klamath Basin this year. The basin’s great national wildlife refuges – used by 80% of the migrating ducks, geese, and swans on the Pacific Flyway – are almost completely dry, their lakes nothing but expanses of cracked mud. The Klamath River, normally fed by mountain snowpack, is running low, and there are great fears of massive die-offs in salmon returning to spawn this summer. Closer to home, the mountain lakes that feed our streams and supply our irrigation districts are all at less than 10% full, just sad little puddles. Looming over all this bad news is perhaps the biggest fear of all: Fire. Without snowpack to keep the mountain forest hydrated into the summer, the risk of wildfire is extreme. My town is nestled against conifer forests that come within a few hundred yards of the city limits. Our recent summers have been plagued by weeks of eye-burning smoke, and in 2020 a wind-driven fire devastated the Oregon towns of Talent and Phoenix, even though they’re surrounded by orchards. Back in the moment, I sit on my deck, sip my tea, and enjoy this glorious day. Each year, I know, gives us just a few days like this, and when they come – whenever they come – they must be savored with gratitude. Yet this beautiful day carries the knowledge of what it may cost us in the months to come. So, to whoever this prayer could be addressed, thank you for this day. Now, please, how about a few weeks of gray skies and wet snow? The cats have no options
Having spent hours re-reading the anonymous writing (Pilot 02/18/2022 with no byline) summarizing removal of the cats and demolition of the houses at the Jetty, I am distressed that intelligent adults have let social media destroy a long-standing cat rescue. Taking the houses to the landfill is disrespectful to the people who had lovingly crafted them. According to this author there are people well qualified to run an animal sanctuary, however it appears neither side in this confrontation had the necessary people-skills to communicate with the other in a reasonable manner. Perhaps if both groups voiced their grievances in a more open and adult manner this argument would never have escalated to where it's only the cats suffering. Each and every person involved in this action will have food on their table tonight and a safe place to lay their heads while the cats will have neither nor is there any hope that they will ever have a safe haven. The allegation that the cat houses are "an attractor for people and happenings in their neighborhood that they would rather not be faced with if given the option"
is one of the most asinine comments I've ever heard. So their "option" is to destroy the sanctuary rather than address what they perceive to be an issue and work with the proper authorities for a solution. The cats have NO OPTIONS! When will these people find the homeless people wandering our streets distasteful and have them removed from "their" neighborhood? It's really sad when a few people have the ways and means to change the way of life in Gold Beach. Shame on you for causing so much grief and dissension in our town. Save the cat village In just a few short days, the Jetty Cat Village, which has been in place for 30 years, is slated for demolition, rendering the Jetty cats homeless. Surprisingly, this all started when a group of caring citizens saw a need to replace some of the older cat homes and clean up the area in general. Complaints have ranged from the cats attract coyotes and other wildlife, to the village attracts
drug dealers and pedophiles. The truth is, prior to the village, unwanted cats were dropped from the Patterson Bridge or just dumped in the area. Those that survived were left to battle the elements and possibly starve to death. Now, they have shelter and food, and are trapped, neutered and returned to live out their lives. Kittens can often be tamed and rehomed with a loving family. In a few short days, thanks to four or five individuals, Gold Beach will return to the former inhumane treatment of these creatures. Just because the village is gone, does not mean people will stop dumping unwanted kitties. If there are drug dealers and pedophiles hanging around Doyle Point, they won't leave because the village is gone. There are currently two brand new houses, built to withstand the elements, ready to be placed. There is a method to protect the food from raccoons ready to go. Gold Beach needs its Jetty Cat Village. “Every one of us have a role to play” or “Every one of us has a role to play”? “A bunch of students were waiting outside” or “a bunch of students was waiting outside”? “It is I who am here” or “It is I who is here”? “None of them knows what they’re doing” or “None of them know what they’re doing”? When you’re minding your grammar, it’s important that your subjects, verbs and pronouns agree with each other. Singular subjects get verbs conjugated in the singular: the cat is. While plural subjects get plural verbs: the cats are. Similarly, singular nouns are represented by singular pronouns: The cat knows it can catch its tail. Plural nouns are represented by plural pronouns: The cats know they can catch their tails. But agreement isn’t always easy. Here are some difficult agreement problems and how to navigate them. “Every one of us has a role to play.” In a sentence like this, “every one of us” clearly represents a plural: It means “we.” But meaning isn’t everything. Sometimes form matters more. Certain terms “share an
interesting and often perplexing characteristic: they are usually grammatically singular and often notionally plural,” writes Merriam-Webster’s Dictionary of English Usage. Everyone, anyone, anybody, someone and similar indefinite pronouns are the best examples. We say “everyone is” because “everyone” is grammatically singular even though it’s notionally plural. “Every one of us” is a little different because it has both the singular “one” and the plural “us.” But the effect is the same. It’s often better with a singular verb: Every one of us has, not have. “A bunch of students were waiting outside.” This is similar to the last example — a singular noun (“bunch”) plus a prepositional phrase ending with a plural (“students”). But in this example, the plural object of the preposition has more pull, so the plural verb is better: a bunch of students were waiting outside. That’s because “collecting noun phrases” like “a bunch of,” “a group of” and “a team of” strongly emphasize the plural. As Merriam’s puts it: “When you have a collecting noun phrase before a plural noun, the sense will normally be plural and so should the verb.” Some-

In these situations, go with whichever sounds better to you. “It is I who am here.” The plural verb “am” is the way to go here, but to understand why, you need to know about relative clauses. Relative clauses start with the relative pronoun “that,” “who” or “which.” These clauses work like adjectives — they add description to a noun or pronoun. In “There’s the car that I like,” the relative clause “that I like” is just adding more information about the noun “car.” Our example sentence “It is I who am here” seems more complicated because we often use “who” as a singular subject: Who is there? But that’s not how “who” works in our example. In a relative clause, “who” can’t upstage the noun — it can only describe it. So “It is I who am here” has the same subject and verb as “I am here.”

The two Oregon legislators spoke in opposition to an “exported fuel tax” proposal from Washington Democrats to levy a new tax on 90 percent of Oregon’s transportation fuel. “This effort really highlights poor policymaking in Washington,” added Rep. Brock Smith. “The Washington Legislature set goals and approved transportation projects they couldn’t afford."

Stewart “Lee” Mathis Jr. died unexpectedly on Tuesday, February 8, 2022. He was preceded in death by his father, Stewart Lee Mathis Sr., of Yoncalla, OR and his mother, Frances Irene Mathis, of Eugene, OR, as well as nephew Damon Hunt and grandson Michael Mann. Lee leaves behind his beloved wife Helen of 31 years. They were married July 18, 1991, in Reno, NV. marriage, Amy Sue Mann and husband Nate Mann, Kristy Griffin, and her husband Mike Griffin, and two stepchildren, Becky and David. Lee and Helen also raised daughters, Tina, and Patricia, from Helen’s previous marriage. Lee moved to Brookings in 1990. He went to work for Gene Woods driving truck before going to work for Tidewater, then worked for CTR until retirement in 2015. Lee enjoyed fishing and hunting his whole life. Lee and Helen enjoyed camping with their family which included 16 grandkids and 15 great grandkids. He will be missed by his
many friends, his wife, and his family. No services will be held at his request.
Bruce Lester Kaufman went home to be with the Lord on February 12, 2022. He was 68 years old, born in Eureka, CA on November 24th 1953. His family moved to Brookings Oregon in 1959 where he resided ever since. He was a public servant, serving the Curry County Road Department for over 30 years. Bruce kept his family tradition as an avid bowler at Azalea Lanes, often remembered for the “300” game along with winning numerous Curry Pilot Football brackets predictions. He also loved gardening and was known for having
a green thumb. He was preceded in death by his father Louis Kaufman in 1978; his mother Marion Jean Kaufman in 2004; his sister Gloria Joan Grant in 2018; and his sister Linda Jeanne Ettinger in 2021. Bruce was known for his generous & loving spirit and his kind & gentle, yet playful, nature. He will be missed dearly by his family and friends. He is survived by his brother, Craig Kaufman of Eureka California; his two children, Christopher W. P. Eckersley of Portland Oregon, Michelle Y. C. Kaufman of Brookings Oregon; and granddaugh-
