Having lived in Brookings for almost 40 years, Armstrong has four years of experience on the Parks Commission, and will continue through 2026. The final appointee was

Julie VanHoose, who will be rejoining the Budget Committee. The Director of the Chetco Community Public Library District, VanHoose has already served one term on the Budget Committee and on the BrookingsHarbor School District Budget Committee. These appointments bring experience and a lot of time within the Brookings community to the table. Brookings will be hopeful for successful terms for all committee, commission, and council members. The Seaside Aquarium has released details about the Feb. 12 stranding of a large Fin whale at Sunset Beach along the North Oregon Coast. “As the whale was washing ashore, the surf was pushing it around making some people believe that the whale was still alive at the time of stranding,” Seaside Aquarium states in a Facebook post. “Unfortunately, before authorized responders had a chance to examine the whale, someone removed the entangling gear. Letter to the Editor I support Valerie Starkey When you decide to run for public office you make a commitment or should make a commitment to set aside your ego and any personal agenda. All efforts and energy should be dedicated to representing your constituents and the betterment of the greater community. In the last four years incumbent Valerie Starkey, District #2 Board of Supervisor, has more than adequately demonstrated that she fully comprehends this commitment. Her reputation In the County is that she is a hard worker who has integrity and is approachable, honest and willing to discuss community issues. Her accomplishments are noteworthy and exceptional for what is normally a basic learning period during the first four years. I have reviewed her campaign literature which cites her numerous accomplishments and they are not an exaggeration. She believes in open government and is a strong advocate that the County Budget Process should be reviewed and established in an open public forum. In one Board Meeting she solely lead the fight that united the health community for residents without medical issuance to have access to medical care which did not cost the County anything. I have attended numerous Board of Supervisor”s Meetings and have always found Ms Starkey well prepared, open-minded, insightful and not afraid to ask questions or push issues to open discussion. This is what a representative is suppose to do, advocate for all citizens and a better government. Her first four years has established her throughout the County/State as a hard worker who is willing to network to resolve County issues/ needs. Therefore, I am proud to endorse Incumbent Valerie Starkey as the District #2 Board of Supervisor representative.

Criminalizing politics

The indispensable line between politics and criminal justice in America is disintegrating. Politicians, pundits, and everyday people—from both sides of the tribal divide—increasingly want their political opponents prosecuted. Winning elections, legislative victories, and hearts and minds is no longer enough. Americans now long to see their fellow citizens behind bars. More and more, prosecutors oblige—bringing cases because of one’s political affiliation rather than one’s guilt or innocence. This undermines not just the rule of law, but the nation as a whole. President Joe Biden’s son Hunter is embroiled in numerous criminal matters. And Republicans are doing their utmost to shoehorn Joe into the fray. Donald Trump, meanwhile, faces four separate indictments. And numerous politicians have been found guilty of committing crimes this century, including Scooter Libbey, Ted Stevens, Robert Coughlin, William Jefferson, Jesse Jackson Jr., David Petraeus, Michael Fylnn, and Steve Bannon. Some of these cases represent Paul J. Dillard legitimate law-enforcement work. Curry County Some don’t. But the problem is much

bigger than just actual cases. Trump’s 2016 campaign rallies saw thundering chants from the crowd to “lock her up,” referring to his Democratic opponent Hillary Clinton. While president, Trump openly pressured the DOJ to prosecute his political rivals, including Hillary Clinton, Biden, Barack Obama, James Comey, and Andrew McCabe. Calls from Democrats to prosecute Trump and his loyalists, meanwhile, have been ubiquitous since 2016 (as have giddy celebrations when prosecutors do so). While some cases are necessary to bring, the pervasive tribal lust to prosecute political rivals is very dangerous. First, mixing the criminal law with tribal passions makes defendants’ politics the focus, not their guilt or innocence. The political obsession with the messenger (as opposed to the message) and the actor (as opposed to the action) is the opposite of the rule of law’s central tenet—that everyone is inherently equal under the law and only a defendant’s specific alleged misdeeds are relevant. Second, criminalizing politics turbo-charges tribalism. Polarization’s knife has already penetrated deep inside the body politic. Criminalizing politics twists it violently. Instead of treating political opponents like competitive rivals, they’re treated like sworn enemies. America’s political energy should be channeled into winning elections, governing effectively, and addressing the country’s numerous public-policy failures—not sending political rivals to jail. Finally, criminalizing politics deters talented people from serving the country. American government already has a serious personnel problem. Just look at the presidency. Donald Trump was grossly unfit to hold America’s highest office. His successor, Joe Biden, is a welcome reversion toward (but not quite to) the mean. Now in his eighties, Biden is neither what he once was nor the best American for the job. The House of Representatives, moreover, is throbbing with underqualified mediocrities. Americans shouldn’t further dissuade quality people from serving because imperfections or ambiguities in their past might be shoehorned into politically motivated criminal accusations.

It’s also true, of course, that entering the government should neither absolve someone from past crimes nor authorize them to commit new ones. So how, then, should these competing concerns be balanced? How should people think about a criminal case when a politician is in the crosshairs? Several guiding principles must govern. For starters, the universal rules of criminal law must be honored. All defendants—irrespective of political affiliation—must be presumed innocent. And they should receive all the robust protections the law provides. This includes the constitutional right to confront their accusers and the rule of lenity, which requires ambiguous statutes to be read in defendants’ favor. Moreover, in determining whether a crime was committed the focus must be on the actions and not the actor. Prosecutors must perform objective, conscientious analysis regarding whether the admissible evidence meets each specific element in a criminal statute. If a prosecutor wouldn’t bring a case against a normal citizen then the prosecutor shouldn’t bring it against a politician. And, finally, prosecutors must recognize both their awesome power and their inherent fallibility. It’s a hazardous combination. As former Attorney General and Supreme Court justice Robert Jackson said, “The prosecutor has more control over life, liberty, and reputation than any other person in America. His discretion is tremendous.” Yet despite this awesome power, the prosecutor is just as vulnerable to tribalism, bias, and misjudgment as anyone else. This particular expression of America’s political dysfunction is more dangerous than most others. For criminalizing politics isn’t just unfair. And it doesn’t just destabilize the government. It’s the logical and inevitable precursor to something much worse. The last step before political violence is having the government eliminate political opponents for you by imprisoning them. And the first step after political violence is war.

these resources do not stop at the California/Oregon border. Environmental risks imposed in California waters will obviously also impact Oregon waters. So, as Oregonians and southern Oregon residents in particular, are our representatives aware of the risks and are they actively engaged with California and Federal agencies to ensure our Oregon interests are highlighted and protected? Unfortunately, our state, county, and local leaders seem to have shown little interest in understanding the full picture of how offshore wind presents both risks and benefits and how important it is to coordinate with their California counterparts and press for Oregon’s priorities. Instead, the typical response seems to be: “just say no” and hope it goes away. When it comes to offshore wind, what happens in California won’t stay in California. Due to the shape of our coastline, when Brookings residents look out at the ocean most of what they see are California waters comprising the northern part of Del Norte Area 1. Barring some dramatic change, in the not-too-distant future we will be seeing California wind turbine arrays in addition to the St. George Lighthouse.

CURRY COASTAL PILOT

Brookings man jumps from Thomas Creek Bridge Curry County Sheriff’s office announced that On Monday, February 12 officers started receiving several 911 calls regarding a possible person jumping from the Thomas Creek Bridge, about ten miles north of Brookings. One of the callers stated they may have seen a person go over the edge of the bridge. Thomas Creek Bridge is known for being the highest bridge in Oregon at 345 feet above the creek below. The Oregon State Police were notified while Sheriff’s personnel responded and located a vehicle parked next to the west side rail in the middle

of the bridge. There was nobody in or around the vehicle and looking over, Sheriff’s personnel spotted the person at the bottom. The Curry County Sheriff’s Search and Rescue were asked to respond as well as Coos Curry Electric and their boom and line trucks. The Oregon Department of Transportation were asked to respond for traffic control. The Cape Ferrelo Fire Department responded and started traffic control while Law Enforcement blocked off the south bound lane. ODOT arrived and took over traffic control while

seven SAR members descended to the bottom and located the person who had jumped. SAR used ropes, skid and webbing to prepare the person to be hoisted back to the top. Once back to the top of the bridge, an Oregon State Police Trooper positively identified the person as sixty-nine-yearold Brookings man and he was released to Redwood Memorial out of Brookings. According to the Sheriff Dept. release, the Oregon State Trooper notified the next of kin. The Oregon State Police will be the lead agency in the investigation Crew.

The Coos Bay WEA is 61,204 acres and is located 32 miles from shore. The Brookings WEA is 133,808 acres and is about 18 miles from shore. A map of the final WEAs can be found on BOEM’s website. “BOEM values its close coordination with the State of Oregon as we continue to work together to maintain a robust and transparent offshore wind planning process,” BOEM Director Elizabeth Klein said in a release. “We will continue to work closely with Tribal governments, federal and state government agencies, ocean users, coastal communities and all interested stakeholders as we move forward with our environmental review.” On Feb. 14, 2024, BOEM will publish a notice in the Federal Register announcing its intent to prepare an environmental assessment of potential impacts from offshore wind leasing in the WEAs. The notice will initiate a 30-day public comment period. Another public comment period would occur if BOEM decides to move forward

with a lease sale in either of the WEAs. In addition to engaging with the State, Tribes, coastal communities and ocean users, BOEM partnered with the National Oceanic and Atmospheric Administration’s National Centers for Coastal Ocean Science (NCCOS) to assess opportunities for wind energy development and reduce or avoid impacts on other important ocean uses in Oregon. The agencies developed a comprehensive, ecosystem-based ocean planning model that leverages the best available data on natural resources, ocean industries like fisheries and energy production, and areas of national security activities to identify areas with high wind energy resource potential and fewer potential impacts to other ocean users and sensitive environmental resources, according to a release from BOEM. “This comprehensive approach provided valuable insights about the seascape and its uses and facilitated greater transparency and positive coordination with government partners and ocean stakeholders through direct engagement and incorporation of their feedback into the NCCOS model,” the BOEM stated. On Aug.15, 2023, BOEM announced a public comment period on two draft WEAs located offshore southern Oregon.

The draft WEAs covered approximately 219,568 acres, with their closest points to land ranging from approximately 18 – 32 miles. The draft WEAs represented a subset of the original 1,159,298 acres (1,811 square miles) that the Department of the Interior identified for public comment in April 2022. Since the start of the Biden-Harris administration, the Department of the Interior has approved the nation’s first six commercial-scale offshore wind energy projects. BOEM has held four offshore wind lease auctions, which have brought in almost $5.5 billion in high bids, including a record-breaking sale offshore New York and New Jersey and the first-ever sales offshore the Pacific and Gulf of Mexico coasts. BOEM officials said the agency is exploring additional opportunities for offshore wind energy development in the U.S., including in the Gulf of Maine and the U.S. Central Atlantic coast. Michael Joseph Webster Long-time Chico resident Michael Joseph Webster passed away on January 17, 2024, in Waco, Texas after a long struggle with Alzheimer’s. He was 80 years old. Michael was an entrepreneur and family man who left an indelible mark on the hospitality business. He was born in Oakland, California on November 13, 1943, to parents seeking to take advantage of the burgeoning opportunities the west afforded. Originally, he came to Chico in 1962 with his parents Elnora Elizabeth Delancy and Joseph Vincent Webster. He had grown up in Reno, Nevada where his parents owned and operated the landmark dinner house “The Big Hat” on South Viginia. Seeking a fresh start, the family sought out a new beginning in a small town with a bucolic setting. With the cultural dynamism of the university combined with the charms of a small town and its magnificent city park, Chico struck a chord with the family. “Mike and Eddies” would be the beginning of a number of successful enterprises owned by Michael and his wife Donna. Later, after the death of his parents, Michael would remodel the establishment and create a new concept called “Delancy’s”. Throughout the 70’s, 80’s, and early 90’s the city would witness the creation of many other restaurants by the hand of Michael including “The Oak’s Bar & Grill”, “La Fonda”, “Canal Street”, “R. Fish & Company”, and “Chico’s”. In addition to his pursuits in the restaurant business, Michael served on the board of Butte Savings and Loan and the Concours D’Elegance and was a member of Brookings #1934 Elks Lodge. Beyond his business pursuits and community activities Michael was an accomplished instrument rated pilot. With a partner he owned a Cessna 210 which he used for both pleasure and business. Along with his wife and two sons, Michael piloted his Cessna 210 all over the western United States, Mexico, Canada, and even Alaska where the

family camped out under the wing of the aircraft for an entire summer in 1990. With an unquenchable thirst for adventure, Michael spearheaded many trips with his family. From skiing in Tahoe, house boating in the Delta, riding off-road motorcycles in the desert and scuba diving in the Virgin Islands, he took his family everywhere. For Michael, the love for his family was both profound and sincere. And nothing embodied this love more than his marriage to his longtime wife of 54 years, Donna, who tirelessly stood by him. In 2003 Michael and his wife relocated to the coast of Brookings, Oregon where they made many friends and played golf. In 2021 due to health reasons they moved to Waco, Texas to be near family. Michael is survived by his wife, Donna, sons Eric and Ryan, Ryan’s wife Jennifer, grandsons Easton, Chase, Brandon, Finn, and Americus. Remembrances may be sent to Lakeshore Funeral Home in Waco, Texas. An on-line service may be announced at a later date.
