Residents speak against proposal to house homeless By DAVID RUPKALVIS The Pilot

A proposal to turn the old Ophir School into a homeless camp led to a massive outcry from Gold Beach residents opposed to the idea. After receiving $2.2 million from the American Rescue Plan, Curry County set up a committee to accept applications on how to spend the money. One application requested $300,000 to turn the old school in Ophir into housing for the homeless. Curry County commissioners have taken no stand on the issue, but just the idea brought a lot of people to the board of commis-

sioners to express their concern. Joe Wilson told commissioners turning a facility that large into homeless housing will only attract more homeless to the community. "I didn't come here to speak about what's good for the homeless, I came here to speak about what's good for Curry County," Wilson said. "If this facility is given $300,000 or if this facility is allowed to operate in this county, I've been in places in the Pacific Northwest, in Portland or Eugene, where they've spent millions of millions of dollars on the homeless and all it does in increase the amount of homeless. This facility has eight acres, almost 20,000

square feet. You could have 10,000 homeless there. "I talked to one business owner who said he talked to a new homeless person and asked him why he came here. He said somebody in Portland gave him a bus ticket to come to the Oregon Coast. You open that facility up, that will attract thousands and thousands of homeless and all the problems they bring. Do we need that? They will be shipping that to us. Do we want this in our community. If anything, what you as commissioners can do, is do no harm. Do we want this in our community?" Joseph Smith, a long-term resident of Gold Beach, said he

can already see the downside to homeless in the area, without bringing many more to his community. From my house in the middle of town, I can see homeless activity every day," Smith said. "All homeless, all homeless I've encountered, were abusing using drugs or alcohol or both. They lack self discipline to maintain a job. They steal from each other and innocent citizens when they have the opportunity. They also commit fraud against government welfare programs. This proposed community federal boondoggle will not solve the homeless problem. In fact, it will only make it worse. This grant is

part of a long-range Communist strategy to destroy our freedoms and our community. Just say no to this program." Judy Baker, a registered nurse, a counselor and a volunteer at the Christian Food Bank in Gold Beach, said she works to help the homeless, but the Ophir School idea is not good for the community. She said in her travels as a nurse, she saw what happens when government provides free housing for the homeless. "I saw the devastating results of giving homeless people free homes," she said. The decision to make Oregon’s indoor mask mandate indefinite was pending as of Tuesday, Jan. 25. Oregon’s hearing on a proposed permanent mask rule drew a crowd of more than 300 people, opening the floodgates to a wide range of comments and emotions. The Oregon Health Authority held the public electronic hearing Jan. 20 on the proposed rule change, inviting public testimony on which a decision has yet to be determined. Emotional testimony One woman struggled to hold back sobs during her testimony, as she described the moment her 8-year-old told her she couldn’t remember what the world was

like without masks. Another speaker said he has 40% of a healthy person’s lung capacity and thus has difficulty breathing with a mask on. “Free these childrens’ faces so they can smile again,” a third said, his voice filled with emotion. Others took on radically different tones, threatening to take action if the OHA goes through with imposing the new permanent rule. “If you do this, we will fight to our death,” Nikolas, a defense attorney representing a client who violated Oregon’s current temporary mask mandate, said. “The farther you take this, the farther we will take it. We have nothing to lose.” “We’re coming for you. We’re coming for your jobs,” Free Oregon Leader Angela Todd said. Demonstrators involved with

Free Oregon, a grassroots organization dedicated to upholding the mission of “fighting tyranny” in Oregon, took to the streets, holding a “BBQ Mask Party” outside the OHA office at NE 800 Oregon Street in Portland. “Bring a mask and something to burn,” the event description read on the Free Oregon website. Demonstrators chanted, held signs, and set a barrel containing surgical masks ablaze in synchronicity with the OHA’s electronic hearing, which kicked off at 10 a.m. and lasted for several hours. Rules of the hearing Administrative Rules Coordinator Brittany Hall led the OHA’s Administrative Rules hearing, discussing the adoption of a permanent rule requiring masks to be worn in indoor spaces in Oregon.

Hall opened the meeting with the following clarifying statement. “The temporary rule cannot be extended past six months, thus Oregon’s temporary rule expires on Feb. 8,” she said. “That does not mean the rule is permanent. The Oregon Health Authority can rescind, repeal, or cancel a rule when it decides it is no longer necessary.” After opening remarks, Hall invited testifying members of the public to speak. Opponents of the proposed permanent rule presented concerns ranging from realized sociological harms to the sole authority such a rule will give the agency, creating obstacles for the public to seek legal recourse. A proposal to spend $25,000 in the American Rescue Plan funds to create a long-term plan for water needs in Curry County was shot down by a majority of the board of commissioners. Commissioner Court Boice made a motion to spend the federal funds to create the plan, but the motion died when neither Chair John Herzog or Vice

Chair Chris Paasch seconded the motion. Boice asked commissioners to consider spending the funds, saying having a plan now would pay big benefits in the long run. He said spending a little bit of the $2.2 million the county received this year from the federal government would be a good investment. "Water is the hub for everything, especially in our county," Boice said. "This is about 1

percent of our budget for the first year of $2.2 million. Curry County has a chance to lead here. If we can get this done, we will have the attention of the Association of Oregon Counties." Curry County is continuing to see a record number of COVID cases, even as the case count begins to slowly drop. In the last week, 213 new cases were reported in Curry County, a slight decrease from the 229 new cases a week earlier. Despite the lower case counts, health experts warn the difficulty in receiving tests right now in all of Oregon is likely depressing the true case count in most counties. In January alone, Curry County has reported 636 COVID cases, easily the highest month of the pandemic. The Omicron variant, which is highly contagious, is believed responsible for almost all the new cases. In the last week, Curry County also reported a new death linked to the virus, bringing the death toll since the pandemic began to 41. Since the beginning of the pandemic almost two years ago, there have been 2,665 COVID cases in the county, meaning more than 10% of the county’s residents likely have caught the virus. While the Omicron surge has led to an increase in breakthrough cases for those who are fully vaccinated, the greatest impact continues to be seen in the unvaccinated population. In nearby counties, around two-thirds of those hospitalized are unvaccinated, and the majority of the recent deaths are among the unvaccinated. The Omicron variant, while leading massive numbers statewide, appears to be the mildest variant of the virus. The state of Oregon reported 19,400 new cases over the weekend, with 17 new deaths. In Curry County, 66.1% of adults and 59.8% of all residents have received at least one dose of the vaccine. Just under 30% of county residents have received a booster shot. Statewide, 82.1% of adults have received at least one dose of the vaccine. COVID vaccines are available at most clinics, pharmacies and at St. Timothy's Episcopal Church in Brookings. There is no charge for the vaccine.

I'm totally against free housing. I'm concerned how it would be structured. Will they be monitored, because these people need help." Diane Roberts, a small business owner in Gold Beach, echoed many of the same thoughts. "My concern is, and I'm going to be very honest, is I'd like to see that money go into services for them," Roberts said. "It needs to go into therapy because

they respond better to that than free housing. I really think the community can support the homeless properly. I am really promoting you seriously look at better services for them, especially mental health." Nancy Sue Rose told commissioners the money could be better spent in other ways that benefit the entire community. "The ARP funds I thought were for COVID-related things," she said. "The small businesses have really suffered. If we use most of that money to support our small businesses, it will benefit all of the county." After listening to the

community members, Commissioner Court Boice told them the board has not considered the idea. The committee the board set up is taking suggestions and will forward the best one to commissioners for a final decision. "We're not responsible for applications that come to us," Boice said. "I don't know that any of the commissioners have pushed for anything other than veterans and workforce housing. We're listening but we're not instigating or pushing for free housing. We're just going to look at the applications that come in."

“Their (children’s) anger will be very justified,” he said. Runkle also pointed out that 42 out of 50 states have repealed mask mandates, despite news of the Omicron variant, and highlighted there are “no discernible differences” between states such as Florida, which banned mask mandates in public schools, and Oregon, in terms of high case rates, hospitalizations, and deaths. Runkle underscored the inequitable outcomes of such a rule change, arguing that school children and frontline workers, required to mask up for 8 hours a day, will inordinately pay the price. Others present at the meeting, in their condemnation of the OHA’s proposal, expressed their willingness to fight against the rule. “I think it’s pretty clear that the public does not trust you anymore,” Portland resident Elizabeth Moore said. Public health perspective While Hall announced the OHA would not be making comments during or after the hearing, some public health experts have already stated why they

deem the rule change necessary. “Safe and effective vaccines that have been available for more than a year,” Modie told The Chronicle prior to the Jan. 20 hearing. “But there still are people out there who are susceptible to severe illness and even death, even with vaccinations. That’s why, until we see COVID-19 cases and hospitalizations go down again, we need to continue wearing masks indoors, in workplaces and other settings, even when workers are vaccinated and boosted.” The first proposal for the adoption of a permanent mask rule in Oregon was issued back in April by Michael Wood, an employee of the Oregon branch of the Occupational Safety and Health Administration (OSHA). A Change.org petition to stop the proposal was launched shortly thereafter, receiving 71,000 signatures. Modie said the OHA will take public comments into consideration and make its decision on the proposed rule change late this month or in early February.

“Patients who receive care at any of our locations will be able to take an active role in managing their own health through the new patient portal, with more robust and user-friendly features,” Curry Health Network’s Chief Information Officer Kristina Martin says. “In addition to handling their own care, parents will appreciate the ability to access the records of their children.” CEO Ginny Williams agrees. “With the new patient portal, our patients should have the tools to be more engaged in their

health, anytime, anywhere. The mobile app interface will allow patient’s access through their smart phones.” Scheduled to launch January 31, the MyCareCorner portal allows patients to view lab and radiology results, look at their current medication list, send secure messages to clinic health care providers, and make payments. New patient portal users will automatically receive an email after a visit to Curry General Hospital, Curry Medical Center, Curry Medical Practice, or Curry Family Medical with instructions on how to set up their MyCareCorner profile. Existing portal patients will be redirect-

ed to the MyCareCorner.net login page where they will complete registration. “Each health system has its own electronic health record system, so this will not provide access to your health information at other hospitals and clinics external to Curry Health Network,” Martin clarified. The health system’s website (CurryHealthNetwork.com) includes links to instructional videos and documents on how to register for and use the new portal. Guest Opinion States Crack Down on Radical Bail Group Helping Free Violent Criminals By Margaret Menge InsideSources.com

States like Indiana are looking to stop judges from reducing bail for violent criminals to next to nothing. It's also looking to stop a charitable bail organization from stepping in to pay for the release of criminals back onto Indianapolis' streets. It's part of a national pushback against bail reforms sparked by high-profile cases like Darrell E. Brooks, who had been out of jail for just five days when he killed six people by plowing his car into a Christmas parade in Waukesha, Wisconsin in November. A bill introduced this month by Indiana state Sen. Mike Young (R-Indianapolis) would prohibit judges from reducing bail for a violent offense, requiring they stick to the bail schedule in place in their county. For a second violent offense, bail would double. The proposal, Senate Bill 6, would also require bail to be paid in cash for a violent offense, and paid by the person charged or by his immediate family. That would stop nonprofit groups like The Bail Project from posting bail to spring violent offenders. "The Indiana Constitution is pretty clear that bail, except for murder, is available to our citizens, but it doesn't say it has to be easy to obtain," said Young at a hearing on his bill on January 11. "And we're going to make sure it's not easy to obtain, because Indianapolis and Marion County [and] our citizens are safer when they're [criminals] in jail awaiting their trial than out on our streets." Indiana isn't alone. In neighboring Kentucky, state representatives have introduced a bill seeking to make charitable or crowdfunded bail organizations illegal. And in Wisconsin, Republican lawmakers are pushing legislation to keep more violent offenders behind bars until their trials. And Democratic Gov. Tony Evers, facing a competitive election later this year, has also signaled he's open to tightening bail requirements. "Wisconsin lives are in danger because of the low bail that soft-on-crime judges and DAs are currently setting," state Sen. Julian Bradley, R-Franklin, said in a statement this month. "This revolving door for criminals must end." Indianapolis has been reeling from a spate of recent horrific crimes committed by violent criminals who had been released on pre-trial bond, with their bail paid for by The Bail Project. It is a national organization that employs "bail disruptors" in cities across the country, including Indianapolis. One was Marcus Garvin, who stabbed another man at a Circle K gas station because he was angry the man was taking too long in the bathroom. His bond was reduced from $30,000

to $1,500 by Marion County Superior Court Judge Shatrese Flowers, and The Bail Project paid it, allowing Garvin to walk free wearing an ankle monitor. A few months later, on July 30, 2021, Garvin killed his longtime girlfriend, Christie Holt, in a seedy hotel room and was caught on surveillance camera dragging her body into the woods, wrapped in a sheet. At a Senate hearing earlier this month, a woman in a black dress stood up to give public testimony. "I'm here to represent my son," she said. "He was the 200th homicide in Indianapolis." The woman, Nikki Sterling, is the mother of Dylan McGinnis, who was gunned down at age 24 while he accompanied a friend who was buying drugs from a drug dealer. "Dylan loved his family, his friends, the broken, the outcast, and the perfect stranger, and there are no words that can express the amount of our heartbreak and pain," Sterling told the members of the Indiana Senate's Corrections and Criminal Law Committee. "Added to my pain was the shock of learning that his alleged shooter and known violent offender, Travis Lang, had been bailed out of jail on a $5,000 bond with pending felonies by a charitable bail organization called The Bail Project." The Bail Project began operating in Indiana in 2018, and at first, focused on bailing out only nonviolent offenders. But that changed more than a year ago when the organization started helping spring people accused of burglary, assault, and even attempted murder. But The Bail Project always had a political agenda. On its website, it makes clear that it has a problem with the criminal justice system, and with keeping people who have committed crimes behind bars. "The Bail Project combats mass incarceration by disrupting the money bail system – one person at a time," its mission statement says. "We restore the presumption of innocence, reunite families, and challenge a system that criminalizes race and poverty. We're on a mission to end cash bail and create a more just, equitable, and humane pretrial system." Rick Snyder, head of the Indianapolis chapter of the Fraternal Order of Police, has been railing against the "revolving door of criminal justice" in his city for at least two years. "Here's what I've come to realize," he told the Senate committee. "And I've said this publicly: it's coming to a neighborhood near you."

Letters to the Editor Which science to believe A recent editorial in the Pilot stated masks do work and progressive doctors at Mayo clinic represent science, but conservative doctors from Stanford University, who say masks do not work and appear on Fox News, do not represent science. That is an ad hominem and tautological reasoning error. It is very sad “science” is being used in circular reasoning as a talking point in political debate. In reality, red states with no mask mandates and no lockdowns have done better than blue states in deaths per thousand. Blue states like Illinois, New York and California needlessly destroyed businesses and trampled civil liberties during the COVID crisis. As a result people are fleeing blue states into red states. The critic who said masks do work, never addressed the issue that a person with a mask can smell smoke. Viruses are much smaller in nanometers than smoke particles. Dr. Anthony Fauci claims if you challenge him, you question science. Dr. Rand Paul claims it was illegal for Dr. Fauci to use taxpayer money to fund gain of function research at the Wuhan Research Facility. The “scientists” at CDC said masks do not work, then they do work, and now they say cloth masks do not work. Anthony Fauci supports big pharma and promotes expensive experimental vaccines, but attacks inexpensive proven therapeutics. Politics has made an inexpensive proven therapeutic, hydrochoraquine, unavailable to many, because of big pharma lobbying. Untold thousands of people have died because they have been discouraged from using inexpensive therapeutics. In addition, people are being forced against there will to take potentially life threatening experimental vaccines, and boosters, that have questionable benefit to young healthy people. The average age of people who died of COVID is 80 years old. Fewer children have died from COVID, than the annual flu. Linda Johnston Brookings

Demand real plans A recent letter to the editor said "Science tells us cloth masks do not work"? But provided no source other than his false claim. According to the Mayo Clinic, they do work to provide some protection albeit not as well as N95s, surgical masks and others. The writer's other false claims, among others, were that wearing masks cause hypoxia and recycling bacteria. Both claims debunked by the Mayo Clinic, along with the American Lung Association and Reuters News. Could the writer's source of “science" be Fox News? Or perhaps one of their flamethrowers like

Carlson or Hannity? Both known for encouraging viewers to believe false conspiracy theories like "Trump won.” Perhaps the writer will provide us with his “science" source next time. So until I receive scientific information that corroborates the writer's claims masks don't work and provide proof of his other outlandish claims like I'll turn into a "fearful zombie,” I am becoming "dehumanized to accept isolation and fear each other" and "willing to be controlled by a tyrannical police state.” I'll feel comfortable following the real science. Voting rights for all The recent defeat of voting rights legislation is terrifying for our democracy. I decry the votes of Senator Manchin and Senator Sinema, but I will let the voters of West Virginia and Arizona address their betrayal. Because let’s be clear; the Freedom to Vote: John R Lewis Act was not defeated by two Democratic votes. It was defeated by 50 Republican votes and a Republican caucus that blocked its passage long before anyone considered a change in the filibuster. Why have Republicans changed their support for voting rights in our country? The Voting Rights Act of 1965 passed in the U.S. Senate by a bipartisan 77-19 vote under Democratic President Johnson. It has been reauthorized four times with strong bipartisan votes, under four Republican Presidents; the most recent in 2006 under George W. Bush, approved in the Senate by a unanimous vote of 98 – 0. In fact, 16 Republican Senators who voted to reauthorize the Voting Rights Act in 2006 voted to block voting rights in 2022. Why would Republicans now stand so firmly against protecting the voting rights of every citizen in this country while expanding voter access? Perhaps the answer lies in fear. Fear that the lie of a fraudulent election was sold a little too well. Fear that Republican voters, having bought that lie, will refuse to trust mail-in ballots. Fear that when more people of every race, color and creed vote, Republicans lose. Voting is the cornerstone of our democracy. There is only one political party that is trying to restrict that most precious right and we must now use our votes to stop them. As Representative Terri Sewell, D-Alabama stated, “We can be disappointed. We can be frustrated. We can be downright mad. But we must never be deterred. Our democracy is at stake." DeFazio secures funding to repair Coos Bay jetty

The long-awaited repairs to the Coos Bay Jetty could begin soon after Congressman Peter DeFazio announced last week nearly $33 million in federal funding was available to pay for the repairs. “I have been fighting for years for much-needed funding to support the Coos Bay North Jetty, which is in desperate need of repair,” said DeFazio. “Ongoing jetty deterioration has increased danger for ships, boaters and commercial fisherman, and puts economic opportunity at risk. The funding will allow jetty repairs to finally begin. By bringing the North Jetty into a state of good repair, we’ll ensure safer conditions at the Port of Coos Bay and enhance economic opportunity by supporting the port’s work to attract a new class of shippers.”

DeFazio said he is also looking for additional funding for repairs in Curry County. He said he has requested money via earmarks in the budget process and is hopeful they will pass. Any new funding would be on top of funding the congressman secured to put in a sewer system at the Brooking Harbor, which will enable several local businesses to continue to function at the harbor. The Coos Bay North Jetty loses approximately 20 feet every year and has receded more than 750 feet since its construction. The Port of Coos Bay will use this funding to keep mariners out of harm’s way and support the Coast Guard’s ability to carry out search and rescue missions. DeFazio, who toured the jetty last year, said he was relieved to have funding available for the needed repairs. "This has been a very long-term effort," he said. "There's been a lot of ups and downs in the process.

As recently as December, the bid was about to expire, which meant the Corps (of Engineers) would have to start over again." DeFazio said the Corps was able to negotiate an extension to the bid, and DeFazio finally learned last week it was being released by the Office of Management and Budget. "Now we're set," DeFazio said. "The project is good to go forward, phase 1 and phase 2, for completion." DeFazio said he hopes to get some additional funding for phase 2 in this year's budget process. "We're going to get the jetty done," the congressman said. He said getting the money was absolutely necessary as the rate of decay at the jetty has increased in recent years. "Jettys don't just fail gradually," he explained. "Once they lose the head, they fail rapidly. It's critical that the jetty work be done."

The North Jetty is shrinking up to 20 feet a year due to waves crashing into the rocks. After Congressman Peter DeFazio secured funding to repair the jetty, work will begin soon to lengthen and secure the structure. DeFazio said repairing the jetty will be a major step toward helping the International Port of Coos Bay's efforts to opening a shipping container facility in the area. He added, the harbor would need to be dredged and deepened to enable the big ships to get into and out of the port. "If we can get this container port, it will be a game changer for Coos Bay," DeFazio said. After getting funding to repair the Coos Bay rail line and now funding for the jetty repairs, DeFazio said he is fully behind having a shipping container facility in Coos Bay. "Shipping is the most energy efficient way to move freight. Rail is the second most," DeFazio said. "There is a great need for a container port. I can't see a downside to a container port. It's the most energy efficient way to move freight. It will create good jobs, not only in construction but long-term."
