Mini horse nonprofit has big problem LINDA PINKHAM The Pilot
“The county is trying to put us out of business,” said James Hart, who operates a 501(c)3 nonprofit mini horse rescue, West Coast Minis, Inc. near Brookings. Hart says he is in good standing with the state of Oregon in all aspects of his operation. He loves his own little herd of ambassador mini horses. He rescued them and continues to rescue others from breeders on the East Coast to prevent them from being sold at auction as meat for zoo animals. He then transports them to the West Coast to be adopted out after

they have been quarantined for 30 days after arrival to ensure they don’t bring any equine diseases into the area. But now the County says he needs to apply for a conditional use permit (CUP) and obtain a business license. Hart complied with getting the business license, but needs to raise funds to apply for the CUP, which costs $2,000. COVID has taken a toll on the nonprofit’s operations. “It has hit us hard,” Hart said. “We only have a couple of volunteers left and it’s difficult to actually make any progress when all we can do is care for the horses.” The organization operates off of donations, volunteers
and adoption fees. They cost us money. We don’t make anything.” Hart says they generally lose money with vet bills and the current high cost of hay at $18 a bale. Those extra expenses come out of his own pocket. “It costs us a fortune, but we love doing it.” The farm looks like any other farm in the neighborhood, and the animals are well cared for — clean, groomed, hooves trimmed, well fed, healthy and happy. The barnyard was tidy and did not smell of manure on The Pilot’s visit. The furry little critters more closely resemble big dogs than horses. More Horses, Page A8

A couple of Curry County incumbent politicians suffered upsets in this year’s General Election. Commissioner Sue Gold lost her Position 2 seat to challenger John Herzog. City of Gold Beach Mayor Karl Popoff, who has been mayor for 16 years, lost to Gold Beach City Councilor Tamie Kaufman. The race for Gold Beach City Council, Position #2 is so tight that results may not be finalized until the election is certified. Just four votes currently separate candidates Chip Bradley, who has the lead, and Beth Barker-Hidalgo. Election results are not final until certified by election officials, which will be within 20 days. Curry County voter turnout was 80.75 percent with 15,088 ballots received of 18,658 registered voters. Below are results from the Oregon Secretary of State, last updated at 3:07 a.m., Nov. 4.
Federal races U.S. Senator Democrat Jeff Merkley retained his seat with 57.68 percent of the vote over Republican opponent Jo Rae Perkins, who captured 38.73 percent of the vote. U.S. Representative, 4th District Democrat Peter DeFazio retained his seat with 51.56 percent of the vote over Republican Alek Skarlatos, who garnered 46.22 percent of the vote.

The unveiling of a bronze sculpture of Chetco Native American Lucy Dick at the Port of Brookings Harbor drew a small crowd of funders, fundraisers. volunteers, Native American elders and descendants of the famous Chetco elder who passed in 1940. The cast bronze sculpture in her likeness was the final touch to complete the interpretive site. Previous stages of the project included building a plank house, installing interpretive signage, and planting native vegetation. “The Chetco Indian Memorial is the only interpretive site that represents an Oregon coastal tribe and its history on the very site of their ancestral village, making this project unique in the region,” said Milo Mann, a descendent of Lucy Dick and a member of the Chetco tribe. The memorial is tucked away at the end of the Port of Brookings-Harbor boardwalk. The almost half-acre portion of land where the memorial is built was

donated by the Port of Brookings Harbor. “We’re so proud of this project,” said Adrienne Crookes, president of the board of directors for the memorial. “I’m so happy that we’re done. This has been 11 years and it just turned out so beautiful.” The Chetco Historical Memorial Project was started in 2009 because of the “near-absence of history in the Brookings-Harbor area about the Chetco native people, the earliest known inhabitants of the Chetco River Valley,” according to the project’s website. “I am so proud and happy to be here today to attend this event and the opening ceremonies, said Delores Pigsley, Tribal Chairman for the Confederated Tribes of Siletz. Other tribal council members attending were Lily Butler, Angela Ramirez, Reggie Butler. “It’s such a great pleasure to see this memorial completed,” Pigsley said. “We were here when there was nothing; we were here when there were a few rocks; and to be here today to see all the work done.” More Sculpture, Page A3

Ted Edward Logan May 13, 1968 - October 9, 2020 Ted Edward Logan passed away on October 9, 2020. He was born in Hanford CA. on May 13, 1968. He was preceded in death by his father, Glen Logan, and son Douglas. He is survived by his mother and stepfather, Georgia and David Boggess and sons Austin of Brookings and Brady of Hanford, CA.
Also a sister and brother-in-law Laurie and Joe Gassway of Redding CA., and lots of extended family. He was a loving son, father, brother and friend. Our heartfelt gratitude to the hospitals and some very special friends for making this time bearable.

Curry County School District 1 “The metrics now allow us more flexibility in returning students for on-campus learning,” said CCSD1 superintendent Tim Wilson. A link on the district’s website shows their latest analysis of Curry County case rates and positivity to determine the safety of reopening CCSD1. The document can be viewed at https://bit. ly/382xCYO “The administration and staff will discuss final plans this week and make an announcement no later than Friday, Nov. 6,” Wilson said. “There are many factors to consider, however, we are confident that these plans will address safety and instructional requirements.” One of those requirements is to provide 35 square feet per person in a classroom or learning space.
New Metrics Explained Here are some of the key updates with the new metrics rules: Previously: Metrics needed to be met for a 3-week look back. New: Currently the requirement is now a twoweek lookback for meeting the metrics in order to bring students on site. Previously: In order to have students above 3rd-grade return on-site for regular classes, the metrics were: • State positivity of 5% or less in 3 consecutive weeks • County positivity of 5% or less in 3 consecutive weeks • County case rate of fewer than 10 cases per 100,000 people New: • County positivity rate of 5% or less over the most recent two weeks • County case count of fewer than 30 cases over the most recent two weeks. • (counties of fewer than 30,000 people now use case count instead of a rate per 100,000)

The COVID-19 pandemic is especially adverse for children, according to Kaiser Permanente Northwest pediatricians, who said they are seeing significant weight gain in children as they come in for their annual well-child physicals. Inactivity, lack of sports, play, physical education (PE), stress, and unhealthy eating habits are combining to reverse recent improvements in childhood obesity rates, the doctors report. The percentage of children considered obese is expected to jump in 2020, after declining slightly in the past 10 years. Denike also encourages parents to take their children for daily walks around the block or at local parks. “That gives the family a chance to get outside, get some fresh air and spend time together,” she said. “Not only does that give the kids some physical activity, it gets them off their screens and gives them direction time as well.” For both parents and children, high stress and anxiety resulting from the pandemic can lead to eating disorders, according to Denike, who recommends that parents follow regular scheduled meal times and help their children avoid grazing or snacking in-between those meals. “That can be really helpful to avoid that extra calorie intake,” she said. Denike said the added responsibility of being a parent, working and being a teacher at home due to the pandemic can be very challenging and hard at the end of the day to plan and develop healthy meals and that leads many to seek quick fast-food meals or having processed food delivered that a family may not otherwise eat. Lifelong impact Without the needed daily physical activity, Denike said children face obesity and that could lead to inducing COVID infections and other serious health issues. “As kids become more obese, they increase their chances of contracting Type 2 diabetes and prior to COVID we were seeing more and more of that develop,” she said. “Developing that during childhood can lead to lifelong serious diseases developing in later adulthood, such as kidney problems, high blood pressure and heart disease.” Practice family routines Doctors are also seeing a rise in mental health issues among children and teens, ranging from sadness
and stress to anxiety and depression. “The first thing we all need to do is to take a breath and acknowledge how difficult these times are for everyone right now,” she said. ‘This is a huge change for us. So, look at developing strategies and what is in your control and what can you can do. Focus on responsibilities at home and the practical things that can be accomplished.” Denike encourages parents to work with their children and write down sleeping, meal and activity schedules on a chart and place that chart on a wall for all to see and to follow. “Having a schedule that parents can reinforce is a huge help,” she said. “That’s in our control and the more that we have in our control the better we will feel. Our kids will feel that as well. When we are stressed, they feel that.” Pandemic anxiety, stress The Kaiser Permanente Northwest doctors said they are also seeing a rise in mental health issues among children and teens, ranging from sadness and stress to anxiety and depression. Denike said the pandemic could also provide an opportunity for parents to practice resilience. “It gives us a chance to talk with our children about what they are afraid of and what they are worried about and to reassure them, and goes a really long way,” Denike said. “Being together more and to communicate is positive, letting your children know that you may have some worries too, and helping them learn positive coping skills to ease their concerns is very helpful.” Denike encourages parents to be aware of the social media that their children may have access to. “Know what social media platforms your children have access to,” she said. “Just because it is online doesn’t mean it is factual. Just starting there is important and it is important to check in with you kids and give some undivided time every day, even if it is just a few minutes.” Denike recommends that parents check the American Academy of Pediatrics website, aap.org, which offers valuable information about social media and other topics to keep children safe and healthy. “It is important for us to use the upcoming holidays to build new traditions with our families,” Denike said. “Kids love to be creative, so talking with your kids about new traditions that you can have with your family is a good way to stay connected during the pandemic.” Through family conversations and checking resources, Denike said she believes parents and children will be able to develop concrete and tangible solutions for their well-being during the pandemic and any other challenging times. Pigsley thanked board president Adrienne Crookes, and honored past-president Lynda Timeus, who passed in 2018, but worked tirelessly on the project. “We welcome all of you who took the time to come down and see the memorial,” she said. “Lynda Timeus was a Siletz tribal elder, educator and lifelong Brookings resident,” Mann said. “It broke our hearts to lose her before she could see this project finished.” Timeus’s husband, Harvey Timeus worked alongside her to help her achieve her dream and continued to work on the project to completion after her passing, Mann noted. Lucy Dick was the last known full-blooded Chetco Indian to live in the area. In 1856, all surviving members of the tribe, including Dick, were forced to move to the Siletz reservation near Newport after the Oregon Indian Wars in the mid-1850s. Dick was born sometime between 1841 and 1847. Dick returned to the Chetco area in 1870 and lived out her days here. The sculptor for the Lucy Dick bronze is A. Vincen “Rusty” Talbot, a renowned artist and sculptor from Florence, OR. “Rusty’s work and attention to detail is incredible,” said Mann. Talbot is best known for her sculptures of Sacajawea, such as those found at the Sacajawea Center in Salmon, Idaho and the Sacajawea monument in Boise. “Lucy is my seventh monument of Native Americans,” Talbot said. “They contacted me 11 years ago. Evidently they saw my work on the website at the gallery, so they contacted me to see if I would be interested. Of course, I said ‘I’d love to.’” She asked them to send her pictures. “So they sent me a picture of her, a little, tiny, frail person sitting on the grass and another of her sitting on a bench with her daughter. I enlarged the face and said, ‘okay, but when you have a sculpture like this, she looks sad and frail. You don’t want that. You want something younger, more gentle.’“ Talbot is primarily a portrait artist, so she did some drawings of her concept. “I loved doing the face. I just

THE PILOT Curry Public Health Administrator had another busy week with the addition of 11 new cases of COVID-19 this week. On Oct. 30 two new cases that are unrelated to each other were announced. Next on Oct. 31, two additional cases were announced. One of those was a Central Curry County resident who was admitted to Curry General Hospital and tested positive for COVID-19. 92-year-old female was a resident at Seaview Lon Term Memory Care who tested positive on Oct. 5 and died on Oct. 25 at Curry General Hospital. On Nov. 1, four new cases of COVID-19, with three of the cases related to each other, all from South Curry County. The fourth case is a Central Curry County resident. On Nov. 5, three more new cases were announced by public health. Two of the case notifications came from an outside lab known as MiraDx and one case was reported by Curry Health Network. As of Nov. 5, the total number of verified positive cases since the start of the pandemic is 69, with 11 currently active after adding three positives and removing three considered recovered. Statewide, the number of positive cases as of Nov. 5 is 47,049 with 705 deaths.
According to OHA’s weekly report, the state saw a 34 percent spike in new cases during the week spanning Monday, Oct. 26 through Sunday, Nov. 1, compared to the previous week. OHA announced on Nov. 4 that the spike of 3,542 new cases is the highest since the start of the pandemic. The state set a new one-day high in cases with 600 confirmed and presumptive cases reported Friday. While testing rose by 10 percent over the week, the percentage of positive tests rose to 8.4 percent. The number of deaths during the week was 37, compared to 27 the previous week. The incidence of infection amongst the total reported cases has been highest in persons 20-49 years of age, who account for 39 percent of the population and 56 percent of reported cases.

King Tides Project Surges in Oregon OREGON COASTAL MANAGEMENT PROGRAM Every year in early winter, high tides on the Oregon coast are higher than usual. These extreme high tides, commonly called “King Tides,” occur at a few specific times during the year when the moon’s orbit comes closest to the earth, the earth’s orbit is closest to the sun, and the sun, moon and earth are in alignment, thereby increasing their gravitational influence on the tides. These tidal events are also known as perigean spring tides. And every winter for the past decade, a growing network of volunteer photographers has documented the highest point reached by these highest of tides. The hundreds of photos they take capture a moment in the interaction between land and sea which up till now has been rare, but is likely to become far more typical. The images reveal current vulnerabilities to flooding. Even more important, they help us visualize and understand the coming impacts of sea level rise (such as flooding and erosion) to coastal communities. These tides are especially important to document when storm surges and high winds and waves create even higher water levels. The volunteer photographers are participating in the King Tides Project, the Oregon branch of an international grassroots effort to document coastal areas flooded by the highest winter tides. It started in Australia (where such extreme high-water events are called “king tides,” hence the name). In 2009, the highest tide in over 18 years was predicted there. Australians organized a photo event to document the effect of the tide on low-lying areas; the firstyear project received more than 2,000 photographs. In 2010, West Coast states, including Oregon, began to document their king tides. In 2012, the project spread to the East Coast and continues to expand today. Here in Oregon, the King Tides Project has been developed and coordinated by the CoastWatch Program of the Oregon
Shores Conservation Coalition, and the Oregon Coastal Management Program, and branch of the Department of Land Conservation and Development. From modest beginnings, the project has grown to the point that more than 100 volunteer photographers contributed more than 400 photos to the project’s archives last winter. The goal of this citizen science project is to encourage Oregonians and visitors to submit photos they take of the king tides to help track sea level rise over time and reveal its impacts on the Oregon Coast. The value of the project thus increases over time, as the record of changes caused by higher tides lengthens. Photographers are also encouraged to take photos at average high tides from the identical vantage points of their “king tides” shots, for purposes of comparison. Anyone can participate by taking a photo during the peak period of a king tide, anywhere on the outer coast or along estuaries or lower river valleys. Photos that show the highest stand of the tide with reference to a man-made structure or natural feature reveal the reach of the tide most clear. Participants then submit their photos through the project website (www.oregonkingtides. net). For the 10-year anniversary of the project, a fantastic interactive web display was created to highlight the initiative through time. Many other partners support the project on-the-ground, such as watershed councils, non-profit groups, tourism groups, and public ports. This year, the three sequences of “king tides” that will be the focus of the project take place Nov. 15-17, 2020; Dec. 13-15, 2020; and Jan. 11-13, 2021. Long-term monitoring is often an under-supported part of research and management. This project offers a unique opportunity to see change through time, while also giving a better understanding of what sea level rise might look like in our own backyard. For example, Oregon’s

King Tides photos have been used by agencies and researchers to ground truth important scientific models that are used to estimate where the high waters will reach and how they will impact the places we love. This helps build trust in these models and validate our understanding of what our coast will look like under changing conditions. A picture is worth 1,000 words, and King Tides photos highlight how a rising sea or increased storm surge may impact familiar places in our communities. King Tides can impact the Oregon coast in several ways. High water levels can cause increased erosion on the beaches, which can lead to decreased beach access (smaller beaches), vulnerable structures and infrastructure, and dangerous beach conditions. Additionally, some communities experience coastal flooding from unusually high tides. The City of Nehalem, for instance, experiences frequent flooding along its downtown corridor, which impacts travel and access to the main highway (Highway 101) as well. Agricultural lands
along the Coquille River or Tillamook Bay also experience frequent flooding during high tides or heavy rains. The interactive web display mentioned above also highlights a few of Oregon’s estuaries and how they may be impacted by sea level rise in the future. The information gathered can help to guide land use regulations that can be an important component in strategies to decrease tidal impacts to coastal infrastructure, such as appropriate oceanfront or riverine setbacks, moveable development, and stormwater management. Additionally, protecting open space, vegetative buffers, and migration zones for wetlands are also important considerations for areas particularly prone to flooding or erosion and other climate change impacts. Planning for coastal hazards and sea level rise impacts now will help to prevent haphazard and reactionary management decisions in the future. Curry Public Transit donates buses to two organizations COMMISSIONER SUE GOLD For The Pilot
Curry Public Transit, Inc. (CPTI) will be donating two buses to Central Curry District 1 in Gold Beach and Curry Homeless Coalition. These buses have been used since 2013 and both have low mileage and have been well maintained. As soon as the two new buses for Curry Transit are outfitted with 2-way radios, the two gently-used buses will be donated to the Homeless Coalition and the Gold Beach School District. The buses can be driven by individuals that have regular driver licenses so both entities will have more
flexibility in procuring drivers for the buses. Beth Barker-Hidalgo, Director of the Homeless Coalition, was excited about the gift and will have a number of uses for the bus. “We want to thank Commissioner Sue Gold and Curry Public Transit Inc.’s Kathy Bernhardt and staff for the wonderful gift, and their support for our mission and vision, said Barker-Hidalgo.” Some of the plans for the donated bus are: 1. transportation is not an option. Some clients have not been able to make the journey which means that they may miss out on valuable housing support and financial services. The bus will allow the Coalition to respond to these situations with flexibility so that their clients don’t miss out on services. 2. There are plans to hold a Homeless Connect event in Brookings and the Coalition is the contracted organization responsible for Point in Time Count, the annual homeless census in Curry County. The bus will be very helpful when transporting cargo to and from these types of outreach events. 3. The Coalition is a key agency planning for development of emergency/transitional and permanent supportive housing in
Curry County. When these housing options come to fruition, the Coalition will have a vehicle to provide transport when non-emergent medical or public transportation options are not feasible. Tim Wilson, Superintendent of Central Curry School District, and the board of directors are very excited to receive this donation from CPTl. “We plan to use the bus primarily for student activity travel,” Wilson said. “Smaller sports like cross country and wrestling as well as clubs like Knowledge Bowl and college visitation fit much more comfortably on this size of bus. It also allows teachers or non-bus drivers with the proper training and licensure to drive the vehicle. Many times during a school year, our activity
travel conflicts with transporting students home at the end of the school day. This vehicle will provide additional flexibility in scheduling.” Normally, the buses that are retired from the CPTI fleet are auctioned rather than donated because of the special way they were procured. In 2013, CPTI was in need of two new buses to replace two aging vehicles and they did not have the funds to do so. Rogue Valley Transit District (RVTD) heard that CPTI was in need of replacement vehicles. They had some leftover capitol grant funds, which normally are re-absorbed by ODOT and used for other grant opportunities. RVTD worked with ODOT to purchase two 24-foot Goshen buses for CPTI with these funds. Rogue Transit
District retained the ownership, while CPTI used the vehicles. When CPTI was ready to replace these vehicles RVTD would decide how to dispose of them. In August 2020 CPTI let Rogue Transit District that the replacement buses were on their way and they asked CPTI to give the vehicles to a local non-profit or service entity. Kathy Bernhardt had emailed non-profits earlier and no entities indicated that they were interested. When Commissioner Gold was informed of this, she said she would find two groups that could use the buses. Gold stated: “I am very pleased that the two organizations that are receiving these buses will be able to use them in a way that will benefit our community.”

Curry Health Foundation presents $26,000 in grants The year 2020 brought a very different awards presentation for Curry Health Foundation compared to the last 24 years. It was, in fact, a series of presentations as each grantee came at staggered times standing outside in the fog to receive their checks. But in the end, grants were awarded. “The board of directors of Curry Health Foundation (CHF) salutes all our grantees for the critically essential services they provide to each and everyone in Curry County, ensuring a healthy and safe community for all,” said Executive Director Janet Hoffman. “Maybe you don’t think about these heroes much, but when you need them, these organizations are right there for you and for those you love.” Grantees this year included those going above and beyond in responding to COVID-related impacts in our communities. The Friends of the Curry Public Library is one entity that has stepped up by working with the Curry Public Library and the Central Curry School District to provide safe distance-learning for students who lack broadband access at home, giving them safe access to classes at the library to protect children and families. Curry General Hospital was provided with funds for our frontline medical workers who face potential exposure every day. Grants from CHF were given to purchase air-purifying respirators that protect from airborne particles. Mental health was identified in the latest Curry County Community Health Improvement Plan (CCHIP) as a vital need that must be more aggressively addressed. Grants to the Curry County Juvenile Justice Youth Counseling fund, which provides transportation to much needed services for our Curry County youth and to the Curry Homeless Coalition for peer support mental health training, help meet this under-funded need. Other grantees include two grants each to Pistol River Fire District (PRFD) and the Curry County Sheriff’s Search and Rescue, both of whom operate entirely with dedicated volunteers. Pistol River FD learned in March this year that their automated external defibrillators (AEDs) had a Safety Notice and Correction and were recommended to be retired. One grant will fund new replacement AEDs. The second grant to PRFD is for purchase of modular rescue packs. Curry County Sheriff’s Search and Rescue volun-

The Foundation still has some emergency COVID-19 grant funds to give to nonprofits that have suffered impacts that affect their services due the pandemic. These grants are not part of their regular grant cycle but are available on an as-needed basis with quick review time and response. So far, Curry Health Foundation has given over $4,000 in emergency grants to health-related needs of partners such as the Chetco Community Public Library, the Curry Homeless

NEW RETIREE ENCOURAGES OTHERS TO FIND HOBBIES AND SAVE MONEY DEAR ABBY: I retired a year ago from a stressful job because I couldn’t take what it was doing to my health. Despite a divorce after a 35-year marriage 10 years ago, I had recovered financially. I was lucky to have landed a job in my early 30s that had an employer-sponsored 401(k) plan, and I contributed to it for 34 years, putting in as much as I could. I am able to collect enough Social Security and withdraw a small amount from the 401(k) to live as I did when I worked. I always had hobbies, interests and things I wanted to do but never had time for. I have been very happy and busy ever since. During the quarantine, getting groceries was a bit of a challenge, but I live simply and had no problems.
I am shocked at all the furloughed people who are having fits and complaining that they are bored out of their minds. This should be a wake-up call that they need to get a life. For these people, retirement is going to be really hard. Also, they need to plan for the future and have a sixto 12-month emergency fund. I have put old home movies on DVDs, reorganized photo albums, cleared out a lot of stuff to simplify my life, put in a vegetable garden, made a quilt. COVID or not, I am a busy woman. Can

Vets and special needs kids come up to visit them. “It’s a miracle what they do to these special needs kids,” he said. “Some of those kids just don’t talk, and when they come up here, you can’t shut them up.” Hospice workers also take the tiny horses to visit their patients. He doesn’t charge anything for the ambassadors to provide companionship and therapy. “We want to serve Curry County, but if the county is going to charge us to do it…” Sylvan, Betty Boop, Mikey and Prince Charming bolted out the barn door to find the Asian pear tree and some apples before coming back for hay. “It sounded a like a stampede when they headed for those apples,” said volunteer Haley. Prince survived the 2018 Camp Fire and spent six months at UC Davis recovering from burns afterwards. Another mini, Moon who is blind, is paired with another mini who stays beside her at all times and prevents her from running into things. “They said I need a special use permit because I have horses, but everyone around here has horses,” said Hart. There’s also a sheep farm right up the road.

Fortman has described his work for the county at a Board of Commissioners meeting as being “complaint driven.” “There is no smell here and there is plenty of parking,” Hart said. “The only time there are a lot cars here is when we have meetings.” The Pilot reached out to Dave Fortman for clarification. He declined to comment by phone, saying that he doesn’t discuss “open cases.” When pressed for clarification about the laws cited in the warning, he referred the matter to Becky Crockett, County Planning Director. Crockett responded by email, and believes that a CUP is still needed even after learning that the nonprofit doesn’t board the horses, but does quarantine

Honoring all heroes this Veteran’s Day
Veteran’s Day, which is celebrated annually on November 11, commemorates the hardworking men and women who sacrifice their time and put themselves in harm’s way to defend the country’s core values of freedom and opportunity. While Veteran’s Day certainly is a chance to honor those who have donned the uniform during wars and military installments, it also can be a chance to recognize the unsung heroes of wartime — those who step into roles so that soldiers and strategists can focus their attention elsewhere. Take for example Naomi Parker Fraley. In 1942, Fraley was a machine shop worker at the Naval Air Station in Alameda, Calif. She was one of scores women who worked in factories and shipyards during World War II, helping to produce munitions and war supplies. Parker was 20 years old in 1942 and served as the inspiration for what would become one of the most indelible images of the era, known as “Rosie the Riveter.� Parker unknowingly inspired the iconic image after she was photographed at work
bent over an industrial machine in a jumpsuit with her hair tied back in a polka-dot bandana. In 2018, Naomi Parker Fraley died at the age of 96, not nearly the household name she perhaps should have been. Rosie the Riveter helped to tout the contributions of female war employees who were defending America by working on the homefront. Rosie was a successful morale-booster, and some may be surprised to learn that Rosie has various incarnations. Norman Rockwell’s depiction of a female riveter, which appeared on the cover of the Saturday Evening Post on May 29, 1943, became an iconic staple of that time. Muscular, with a rivet gun on her lap, a sandwich in hand and a boot stomping on a copy of “Mein Kampf� — and timed perfectly to coincide with the release of a song called “Rosie the Riveter� by Redd Evans and John Jacob Loeb — Rosie became a household name. But another Rosie image actually predates Rockwell’s Post cover.
Naomi Parker Fraley was reportedly the inspiration for an ad created by a lesser known artist named J. Howard Miller. Miller produced a “We Can Do It!� poster for Westinghouse Electric in 1942 aimed at boosting spirits among the company’s workers. The poster helped to recruit new female personnel, according to scholar James J. Kimble. This Rosie was portrayed in a red bandana with her bent arm flexed, rolling up her shirtsleeve. Both Miller’s and Rockwell’s depictions of female war workers became ingrained in popular culture. Rockwell’s cover art was eventually loaned to the U.S. Department of the Treasury for use in war bond drives for the duration of the war. Miller’s version has been emulated for generations and still epitomizes a strong female presence in the workforce. This Veteran’s Day is a prime time to delve into American wartime history, with interesting stories like the origins of Rosie the Riveter, and pay homage to all of the heroes that help ensure America’s reputation as a great nation.
