COVID cases surge in Curry County

Omicron leads to 167 new cases; schools work to remain open By Diana Bosetti The Pilot

It appears the Omicron variant has reached Curry County, resulting in a significant increase of positive COVID-19 cases. Between January 2-6, the Oregon Health Authority reported 167 new cases in Curry County. The OHA’s website, which

posts results from two days prior, reported a whopping 79 positive cases for Curry County on January 8. In comparison and for the entire week leading up to Christmas, only 13 cases were reported. The increased cases have not impacted the cumulative death toll, which remains at 40 people in Curry County.

The Omicron-variant was first detected in Oregon on Dec. 13, but quickly accounted for over 64% of the cases in the state by Dec. 19. As of Jan. 10, that variable had not been updated. Though the Omicron variant has not yet been confirmed in Curry County, recent rapid-test results at St. Timothy’s Episcopal Church in Brookings - which

has OHA authority to test for COVID-19 - may suggest it’s arrived. “So far in 2022, we have done 199 tests with 46 people coming up positive,” said Father Bernie Lindley with St. Tim’s on Friday, Jan. 7. The 23% positivity rate at St. Timothy’s was almost double the 13% cumulative rate that

the clinic logged when it tested 5,249 people between July 28 and Dec. 31 of last year. Lindley also said that 129 people tested at St. Timothy’s on Monday, Jan. 10, and 34 people tested positive. “In December it was relatively quiet, it’s not so quiet now,” More COVID, Page A2

The Brookings City Council voted to send a letter to the Oregon Health Authority (OHA) to express opposition to medical services being offered at St. Timothy’s Episcopal Church, due to the services not being compliant with the area’s zoning. “The vote was unanimous to send a letter to the Oregon Health Authority regarding the funding of the clinic in Brookings,” said Mayor Ron Hedenskog. “The Council discussion generalized the importance of the work to alleviate the effects of the pandemic, but other appropriate alternative solutions are available and should not be ignored.” On July 1, Curry County turned over its public health services to the OHA, which authorized St. Timothy’s to operate as an official clinic. The designation was made possible with an initial $230,000 grant, which was later bumped up by another $175,000 due to high demand for COVID tests and vaccines at the church. On July 12 of last year, St. Timothy’s began offering COVID-19 rapid tests through home visits, then shifted its testing to the church’s basement two weeks later. A Curry County two percent consumption tax is being considered for the November ballot. On Jan. 4, Curry County Treasurer David Barnes presented a report before the board of commissioners, and asked for permission to form an ad hoc committee to explore the idea of putting a consumption tax before voters. “Later on today, you’re going to be having a meeting about the lack of revenue and our $2 million shortfall to protect the road fund,” Barnes said. “This is a plan that provides you with that $2.2 million you need.” Historically, sales tax proposals have overwhelmingly failed when put before Oregon voters. To make the tax more palatable, Barnes said the measure could include a 35% “kicker” that would rebate $254 back to a family of four, or $63.64 per person, annually. “This would show the people of this county that we’re thinking

Senate President Peter Courtney and House Speaker Tina Kotek announced Monday that all committee meetings during the upcoming 2022 Legislative Session will be conducted virtually. The decision was made based on input from infectious disease doctors from Oregon Health & Science University and public health experts amid the recent surge in COVID-19 cases. “We are committed to ensuring the legislative process is accessible and safe during the upcoming session,” Courtney and Kotek said in a joint statement. “The recent wave of cases and hospitalizations due to the Omicron variant is concerning. After conversations with OHSU infectious disease doctors, we decided to move our committees to a virtual format.”

The public will continue to be able to enter the Capitol building during regular business hours. The presiding officers are directing all employees who can work remotely to do so during the session to lower the risk of COVID-19 transmission in the building. Committee meetings will be livestreamed on the Oregon Legislative Information Site during the upcoming session, which begins February 1. Oregonians are encouraged to make their voices heard on issues they care about by submitting written testimony, or by signing up for video or phone testimony. Central Curry School District Superintendent Eric Milburn echoed Marshall’s sentiments. “We have had an increase in numbers here at Central Curry, particularly at Riley Creek Elementary,” Milburn said. According to Milburn, there were six confirmed cases of COVID as of Friday, Jan. 7, and another 50 students were being quarantined. Another 60 students who were exposed to COVID while at school are being “tested to stay.” Two staff members had also tested positive - one from Riley Elementary and the other from Gold Beach High School. “We had gone a long time without any cases at all, with the last being about a month ago,” Milburn said. “Given the numbers, we are thinking this is likely the Omicron variant. We are continuing to do larger mitigation to slow down the transfer of Omicron or other variants in school, and we will continue to be vigilant to be able to stay in operation and keep school days as normal as we can.” Milburn added that he doesn’t anticipate any of the schools will revert to distance learning, “but staff did that very effectively last year and I have a lot of faith that we could do that if we needed to.”

A New View: When confidence seems lost Brookings, things can seem bleak when we see all the kinds of suffering going on in humanity, perhaps even among our own family members or neighbors. But sometimes these very circumstances spur individuals to find new ways to help and heal. One such example is Phillip Hockley, practitioner of Christian Science healing and international speaker. After sustaining a debilitating injury which was diagnosed as rendering him permanently disabled,

Hockley began investigating ways to improve his situation. Along the course of his search, he attended a lecture on Christian Science. "During that lecture," he said, "I found something that was indeed life-transforming. Christian Science gave me a new view of God that I'd not had before: a view of God as love itself, divine love that loved me fully. I also discovered that this loving God was not the source of my troubles (which were many)

but the solution to them. My life began to improve quickly and I became a healthy man." Now Hockley speaks on Christian Science, introducing the core principles to audiences all over the world. Hockley will present his talk, "A new view of God and its effect on

well-being," on Saturday, January 22, at 11 a.m. at christianscience.com on the Lecture tab. He will draw on concepts from the Bible, especially Christ Jesus life and teachings, as well as explanations from science and health with Key to the Scriptures, the textbook of

Christian Science written by Mary Baker Eddy. After the difference Christian Science made in his own life, Hockley knew he needed to share it with others dealing with similar mindsets of discouragement. "From that moment on I knew I had found

something very special and could hardly wait to explain this experience to others - this ability to love and be loved by God," he says. Now, he maintains a healing ministry and is a member of the Christian Science Board of Lectureship.

A new predator stalks the West By Pepper Trail The grizzly bear. The wolf. The cougar. These magnificent creatures, apex predators, how can we not admire them? People cross the world for the opportunity to see one in the wilds of Yellowstone or Alaska. There, we view them from a distance, free to indulge our awe in safety. It has been a long time since Americans lived in fear of wild beasts. But now that fear has returned. Fear felt not just in the woods, but also in cities and towns: Paradise, California; Talent, Oregon; and now in suburban Superior and Louisville in Colorado’s Boulder County. The dangerous predator we’re facing these days is wildfire, charging even out of grasslands to destroy our very homes. And no one is safe. As an ecologist, I know that predators are essential to the health of wildlife communities, keeping prey populations in check. They’re also a driving force in evolution, favoring the faster or stronger or smarter animals able to escape their attacks. Of course, civilization long ago freed us from the evolutionary pressure exerted by predators. But that freedom has come at a cost. When populations and ecosystems grow badly out of balance, there must come a correction. Humans and the environments we have created are not immune to this rule, and we must recognize that we have unleashed the fire-predator through our own choices. What choices? On the global scale, we have released vast amounts of carbon dioxide and other greenhouse gases into the atmosphere. This was done at first in ignorance, but for at least the past 30 years, it truly was a choice made in the face of increasingly desperate warnings. The resulting greenhouse effect has raised temperatures and decreased rain and snowpack throughout the West, contributing to “fire weather” like the hurricane-force winds that shockingly bore down on the suburbs of Denver in the dead of winter. We also made land-management choices that strengthened the threat of fire. First, we behaved as if we could banish fire from the landscape, suppressing all wildland fires everywhere, and ending the use of prescribed fire in forests as a management tool. This led to a huge build-up of flammable fuels. Second, industrial-scale logging eliminated over 90% of fire-resistant old-growth forests and replaced them with highly flammable tree plantations. Finally, we vastly expanded our human footprint, building houses right where the fire-predator likes to roam, at the brink of forests and grasslands. Reconciling ourselves to the depredations of wildfire requires that we take the long

Pepper Trail view – the really long view. The fuel-choked forests resulting from our (mis)management need to burn, and they will burn. The best we can do is to preserve the old forests that remain and manage younger forests to increase their resilience to moderate-intensity fire. It could be a century or more before a new forestland equilibrium is reached, one with lower fuel loads, better adapted to the high fire-frequency climate we have created. Meanwhile, what about us? Colorado’s Marshall Fire proved that wildfire is the one predator we can’t eliminate. Far from any forest, this was pushed through tinder-dry grasslands by howling winter winds and burned more than 1,000 suburban homes in a matter of hours. So, like any prey species, we must adapt as best we can. As individuals, we can create defensible space around our homes. We can get skilled at escaping wildfire by having evacuation plans ready. As a society, we can adopt sensible policies to limit sprawling development in fire-prone areas. Recent events prove that these include not just remote forestlands, but even grasslands near suburbs. Faced with predators, animals try to get into the center of the herd. We need to do the same, avoiding exposure to the fire-predator at the vulnerable edge. Finally, we can — we must — embark on an urgent global effort to end the burning of fossil fuels within the next few decades. If we do not, the West will face year-round fire weather, and a future at the mercy of fire. Yet there is reason for hope: the uniquely human capacity for rapid social and cultural evolution. Let’s harness that strength, and work toward the day when fire is a predator no more, but our powerful partner in the stewardship of the land. The hawk is back

The hawk is back. I saw it, perched on a fence, overlooking what I call my meadow, basically an empty lot located near Fred Meyers. Over the last four or five years, I noticed the number of small birds had fallen. I wondered where they were. On a walk out to Harris Beach, I noticed even the sea gulls seemed to be missing, and then I saw a hawk flying over 101 near Ransom Avenue. Mystery solved. The small birds have recently made a comeback. They love my meadow as much as I do. I have seen a hawk in my meadow before, and in fact, once had a sparrow suddenly land next to my feet, followed immediately by a hawk that landed on the ground a yard from the sparrow. The hawk seemed to be panting from the chase. The sparrow and I stood absolutely still, then after what seemed like a lifetime, the hawk flew away. I imagined the sparrow had a smile on its face. Earn my business I have lived in Brookings both as a youth, and moved back as an adult 15 years later. Things have certainly changed here. But some things don’t. If I want to shop locally for hardware, that means drive to Crescent City and pay Home Depot and tax over anything in Brookings. Let’s be honest, if I can wait, Amazon is always cheaper than Home Depot, Gold beach Lumber or Cascade Home Furnishings. I shopped locally (Cascade) mostly because I was lazy and procrastinating a job at home so I couldn’t wait. The item I purchased wasn’t cheap, and turned out to be the incorrect part, so I returned it. They offered a return to my card. I accepted not knowing it would be a week before I would get my money back. A week? That’s some 1992 Brookings excuse. Why should I shop locally if your business is going to run like one in the ’90s? I called days after the return on Friday and was told it wasn't their fault, it was a “bank issue.” I was given their “corporate number” but told they’re closed for the weekend. If you are willing to charge modern prices and then some (which you are) then you should be willing to modernize the handling of your patrons money. I’ll shop Amazon then. Who wouldn’t? They’ll refund you, you’ll reorder, and it will deliver to your doorstep before local

businesses even give you your money back to start again.

COVID is back Curry County is ending 2021 on a high note. On August 17, 2021, Curry County ranked number 1 in Oregon in daily new cases/100k, 9th in percent of positives and 14th in fully vaccinated citizens. We've moved to 34th in daily new cases/100k, though this last week transmissions have gone from around 3 per day since November 3rd to over 6.8 per day this last week. It is clear that COVID is zeroing in on the remaining 46% of unvaccinated Curry County citizens. Curry County data through October of this year show that Curry County is well ahead of Josephine for the top spot for moralities with Douglas County 3rd highest and Coos 4th, representing a pocket in the Southwest corner of Oregon. Of the 40 deaths we have had since the pandemic began, 70% of them have happened since August 13, 2021. My hope for this new year is that our citizens do what is necessary to stop this virus from mutating to stronger versions so that we can get back to a fairly normal life that will still consider protecting our elderly and vaccinated citizens. N95 masks, if worn for hours, can reduce blood oxygenation, which can lead to headaches or a loss of consciousness. Hypoxia can inhibit cells used to fight viral infections. Masks encourage the recycling of viruses and bacteria. They can become a hotbed for microbes to develop due to warm and humid conditions. Requiring the wearing of dehumanizing masks trains people to accept isolation and fear of each other. Forcing people to wear masks, is a mass conditioning process to train people to except totalitarian control. It stops individualism, hides expressions, and turns people into fearful zombies. The degree to which healthy people accept mandatory masks order is directly proportional to their level of misinformation, unfounded fear and willingness to be controlled by a tyrannical police state. Florida does require people to wear masks. It is interesting that progressives like AOC do not wear masks when they party in Florida. People are leaving blue states and migrating to red states. Anthony Fauci, funded gain of function research. He is a tool of Big Pharma. He promotes expensive vaccines, rather than inexpensive therapeutics.

YES votes 50.01% and NO votes 49.99%.* Currently we have high unemployment, high poverty, high taxes, high gas prices, and inflated food costs making it harder economically to exist.*While having fire protection is important, this tax was not thought out very well. This tax has no sunset clause. But it does have a cost of living increase built in. It also contains language to pay three (3) fire chiefs and one (1) captain all with six (6) figure incomes.* Many people did not receive their ballots including, unbelievably, Crescent City Harbor. The Harbor now has a lawsuit against the Fire District.* This was not passed by popular vote, but rather won by 1/4 of a vote equating to $17.80 after giving multi-family property owners weighted ballots! Instead of paying $74 per year per property, multi property owners get a reduced rate per property equaling $1,000 flat fee. In one instance that means a discount of over $8,130!* The Fire Protection District boats of going out on more calls, but the majority of those calls are not even fire related!* We have learned from the Citizen’s Oversight Committee that the $25 million dollar School Bond does not protect the taxpayer’s money. He was always surrounded by his children their spouses, and a "small herd" of grandchildren and great grandchildren. Leon was a proud Korean Army Veteran and Tolowa Dee-ni' Tribal elder. A quiet man with not much to say, but meant what he did say. He will be missed by each family member to include his surviving two sister and the rest of his tribe. Funeral arrangements are being handled by Wier’s Mortuary Chapel. Viewing 10am-2pm Funeral at 2pm, Friday January 14.

the biggest challenge in her life with a double lung transplant in January 2012. She demonstrated her strength by recovering quickly and continuing on with her adventures with Steve. Through thick and thin, Steve and Tricia were inseparable. After 8 good years of her transplant, Tricia’s health started to fail. Through it all, she stayed strong, never complaining… always keeping the faith. She was known by all (especially medical staff who cared for her) for her quick-witted sense of humor, making those around her laugh through the toughest of times. “Trish is the strongest person we have known” friends and family has always said, as she fought many battles, staring death in eye on many occasions, just to defeat it like a champ! Through the years, Steve never left Trish’s side, caring for her “through sickness and in health”. The love they had for each other was demonstrated one more time, as Steve held her hand, by her side comforting her, as she

took her next steps of her journey to home. Tricia lived a true love story. Tricia is survived by her husband of 27 years, Steve. Their 5 children Julie, Kim, Steve, Monte and Lisa, their 9 grandchildren Michael, Allen, Shelley, Aleia, Zach, Anthony, Anika, Maddy and William, her siblings (and spouses) Gary & Vicky Richichi, Kenny & Cindy Richichi, Vickie & Kelvin Beach, Christine Blasdell, Harriette Blasdell, and Tonya Blasdell, stepmother Janet Richichi, adopted mama Betty Mears, cousins Jeff, Racheal, Rhonda and Renee, 12 nieces/nephews, multitude of great nieces/ nephews as well as countless friends who came to think of her as family. She is preceded in death by her parents Frank and Barbara Terry, Richard Richichi Sr., her brother Richard “Moose” Richichi Jr., and her sister (in-law) Jeannie Blasdell. A celebration of life for Tricia will be held in Brookings, Oregon. Date and time to be determined.

Coastal ecosystem being destabilized by climate change, research shows By Steve Lundeberg Guest Article

Ecological communities on the Oregon coast are being subtly destabilized by the pressures of climate change despite giving an appearance of stress resistance, new research by Oregon State University shows. The findings are important because assessing and understanding how plants, animals and other life forms respond to a warming planet is critical to human welfare, lead author Bruce Menge said. The study published today in the Proceedings of the National Academy of Sciences shows that ecological communities in Oregon’s rocky intertidal zone have grown less stable for at least a decade though their structure – the organisms that comprise them – has basically stayed the same. The community destabilization arises from decreasing resilience – the ability to bounce back from disturbance. The findings suggest other ecological communities around the globe that project a look of stability actually wouldn’t appear that way upon close inspection of how their member organisms collectively react in the face of disruption. “Climate change is threatening to destabilize ecological communities,” said Menge, a professor of integrative biology at OSU who has been conducting research on the coast for four decades. “A possibility is that they’ll stop being persistently occupied, what we call basins of attraction, and move into other states.” Menge, postdoctoral researcher Sarah Gravem and colleagues in the College of Science looked at a total of six sites in three distinct

regions of Oregon’s low intertidal zone from 2011 to 2019. The regions are Cape Perpetua on the central coast, Cape Foulweather to the north and Cape Blanco to the south. At every site the scientists created five “disturbed plots,” each a half-meter square. Once a year those plots were cleared of all life forms big enough to be seen with the naked eye: limpets, mussels, sea anemones, barnacles, seagrass, sponges, snails, crabs, sea stars, etc. The plots were photographed regularly and from those pictures, researchers could gauge the amount of taxa on each plot. If the ecological communities surrounding the plots were stable, the plots would show steady recovery patterns following each clearing. That was not what happened, the researchers found. Generally, the disturbances caused communities to move toward structures dominated by bare space and “weedier” taxa like barnacles and filamentous algae. “And in all cases, over time the rates of recovery slowed and also became more variable,” Gravem said. “Increasing variation in key ecological processes can be a signal that an ecosystem is on the verge of a state shift. On the Oregon coast, the factors behind that increasing variation appear to be coming from changes in ocean currents and thermal disruptions like marine heat waves, which can alter growth, decrease colonization rates and kill organisms.” The research doesn’t necessarily indicate that the iconic rocky regions of Oregon’s shoreline are nearing an ecological tipping point where sudden, often irreversible ecosys-

tem changes happen. But the findings aren’t good news either, they say. “On land, extreme wildfires illustrate how gradual changes in temperature or rainfall can eventually lead to catastrophic events,” Menge said. “In the ocean environment, novel occurrences like marine heatwaves and disease epidemics are the new and acute threats being added to the gradual increases in water temperature and ocean acidification commonly associated with climate change.” The scientists say that although it’s difficult to predict exactly when a sudden ecosystem change will happen, systems nearing the brink of one may send out warning signals. Increasing variability of community structure is believed to be one of them, and another is the system recovering more and more slowly. “Resilient systems can quickly bounce back to their original configurations after a disturbance,” Gravem said. “Rocky intertidal systems are highly dynamic but Oregon’s has begun to show signs of losing its resilience, likely in response to unprecedented stresses related to acute warming events. Even the intact communities we studied alongside the cleared plots became more variable, which we believe to be a harbinger of instability and an early warning sign for community state change.” The National Science Foundation, the David and Lucile Packard Foundation, the Kingfisher Foundation and the Wayne and Gladys Valley Foundation supported this study.
