Letters to the Editor A little disappointed I just received this week’s paper, and was very disappointed to see an article about a model train club in North Bend, not to take away from their club, I'm sure it's great. However we have a Wonderful model train club here in Brookings. A club that had a fantastic display over the Christmas season, including Mr. and Mrs. Claus. I'm sorry that the Pilot did not cover the event right here, in fact it was almost across the street from your ofﬁces. Sadly the Pilot is not what it was, it used to be involved with OUR community and it's people. Tony Parrish and his group selﬂessly work on this every year plus other events during the year. Exchanges don’t work As a veteran AIDS activist and journalist formerly with ACT-UP/San Francisco, I have followed policy debates over syringe exchanges for over two decades. The recent moral outrage about Curry County and the City of Brookings evicting a syringe exchange from the state-funded HIV Alliance based in Eugene is based upon the religion that syringe exchanges further their primary goal of limiting infectious disease. This is not true. The best study of syringe exchanges by Julie Bruneau of Montreal completed in 1999 found users of exchanges were more 10-22.5 times more likely to become HIV positive than non-users. These study results have been replicated in studies by Strathdee and Schecter. It has become a credo among "public health officials" that exchanges work, but this ignores the scientific data. To be honest "public health officials" are not in the business of stopping infectious disease because that would put them in the business of putting themselves out of business. Wolf hate on the rise in the West, with ranchers often in driver’s seat BY ADAM BRONSTEIN Guest Column

The wolf issue continues to heat up across the West, with states like Oregon, Idaho, Montana, and now Colorado, all getting a chance to show their preferred flavor of wolf management. Here in “progressive” Oregon, wolves are continuously being slaughtered by the Oregon Department of Fish and Wildlife, often with the help of the U.S. Department of Agriculture Wildlife Services. This state-sponsored killing (plus private poaching) has resulted in suppressed wolf numbers and a hampered recovery effort. Oregon finished 2022 with only an estimated three individuals added to the state’s meager wolf population on top of the 2021 census. As of the end of 2022, Oregon stands at a minimum count of 178 individual wolves. For context, a study by Dr. Bill Ripple of Oregon State University estimated that Oregon can naturally support a population of around 1,500 individuals. Wolf-hate has been on the rise across the West. Let’s consider Idaho where the climate has been extremely hostile particularly since 2011 when wolves were removed from the endangered species list and returned to state management. Beginning that year, and following every year since, first USDA Wildlife Services and then the Idaho Department of Fish and Game has killed wolves to boost elk numbers – even while Idaho’s department has been culling elk for crop depredations and sport harvests are at record highs. Escalating in 2021, Idaho passed a law allowing the killing of up to 90% of the state’s wolves, enabling hunters to use methods like

night-vision equipment and snowmobiles. The state’s Wolf Depredation Control Board has funneled bounty payments to private trappers who kill wolves and recently approved paying a private contractor to gun down wolves from the air. In just three years, since 2021 with expanded hunting and trapping seasons, about 1,000 wolves have been killed in the state. Like in Idaho, Oregon ranchers are in the driver’s seat when it comes to wolf management in the state, despite claims to the contrary. Disproportionate livestock industry inﬂuence over ODFW in Salem is too obvious to ignore, from the overzealous issuance of wolf kill permits to expanding mismanaged wolf-livestock compensation funds that make questionable payments to ranchers. A current effort underway seeks to compensate ranchers for “probable” livestock losses at 700% of the value per head. This would only incentivize false reporting. Forest Service land in Oregon is the best available habitat we have to

properly recover wolves in the state. There are only 285 livestock permittees who run cattle on U.S. Forest Service land on 411 allotments spanning 7,290,140 acres. This group represents just .00007% of Oregon’s population, but their private businesses impact an area equaling four Yellowstone National Parks. If not for these few ecologically harmful livestock operations, wolves would actually have a chance at recovery. As an example. livestock displace wolves’ natural prey (elk and deer) and eat their forage; forcing them onto private lands where the wolves follow. Such a small constituency cannot be allowed to dictate what happens to our public wildlife and management of our public lands when the majority of Oregonians want wolves to be recovered. On December 14, the state Wildlife Commission opted not to “open up” the Wolf and Conservation Management Plan to revision in the spirit of “working together,” and instead, voiced their desire to make the current plan somehow

current through “adaptive management.” In doing so, the Department is tossing aside a growing body of science that suggests lethal management is counterproductive when the goal is to maintain viable wolf populations and protect livestock. In short, more wolves killed destabilizes packs leading to more livestock conflicts. The failure to update the Wolf Plan with the latest science sends the message loud and clear that cows and sheep, not native wildlife, still rule the roost at Fish and Game. In order to achieve natural carrying capacities for wolves, the state government of Oregon must first reach social carrying capacity. Reforms are desperately needed at the federal and state level. For instance, the U.S. Forest Service must begin properly managing habitat and state Fish and Wildlife must stop killing wolves because it is scientifically indefensible. As long as livestock interests control the state wildlife commission, change will not come soon enough.

I was recently walking my dog down our street. It’s a nice neighborhood. We have wide streets with quiet neighbors who seem mostly friendly, though we don’t get to chat much these days. I looked at the horizon as the sun rose, overrun with redstreaked clouds, reminding me of the adage: “Red sky in morning, sailors take warning.” The new year may bring trouble, but it will also bring opportunity. America may be a political mess, and things are likely to get more volatile with elections. But we remain a nation full of good people. A new sign recently went up along the highway in Millersville, Maryland. It’s a historical marker. I don’t think many people noticed it. I might even be the only driver who has pulled over to read it. It detailed the story of an inn that once existed on adjacent land. A widow managed the inn for travelers in the 1700s when most inland travel was on horseback or by carriage. It could be a bumpy, bruising journey in bad weather. The widow offered guests respite for years, the sign stated,

likely a warm smile and equally warm hearth to call home for a night or two. The sign stated that George Washington found a place to lay his head at the inn during his travels to points north. Many might consider Washington to have been a great American — the father of our country. The widow innkeeper was an ordinary, unsung resident. She was not fit to embellish accounts of great battles or great accomplishments. Her inn must have looked pretty great to Washington after a long, hard ride on that rocky dirt road. Treks through the wilderness then were hard for the great and the ordinary alike. The widow was offering aid that was greatly appreciated by our first president and her other guests. In my experience, greatness — something many aspire to — is a burden and also an invitation to pride, something I can do without. At our finest, I’ve observed, our nation’s true strength is not in pride or in greatness. It lies in the humility, honesty, and hope of everyday people. Most of any great thing our nation has accomplished has come mainly from the collective toil, sweat and commitment of folks like the innkeeper. Our virtue has always been fueled by

ordinary folks doing extraordinary things, which far eclipses the ambitious few politicians who too often seek to turn that to their advantage. In 2024, we will be forced to answer questions together about our own collective journey. Do we convict a former president and then elect him? Re-elect an elderly man whose energy seems to be fading, just as challenges and growing decline seem common now? How we got here doesn’t matter as much as where we’ll be going together. There is goodness and strength in our union, whoever leads. The ﬁrst Sunday of Advent found my wife and I with no room to sit in a regular pew, so we went into the children’s room. Entering, one of our fellow Americans — a total stranger to me — burst in a full sprint across the carpet. Her 3-year-old legs carried her quickly to me, and she embraced me for no apparent reason. My heart ﬁlled with an unexpected but very welcome joy. The girl smiled, lingered for a bit, and then returned to Grandma. That hug made the end of a sour weekend sweet for me. My red-sky mood changed to a rising sun of possibilities. Whose America will the little girl inherit? The innkeeper’s? Or the

ambitious politicos’? It’s been said that a child is evidence of God’s opinion that the world should go on. The little girl and the forgotten widow don’t manifest greatness. They have and will change the world, though. The good they do is better than any greatness we might hitch our egos to. You won’t ﬁnd the widow or the little welcomer in the headlines or in our political leadership. But they are more real and more powerful than Trump, Biden and Washington combined. Daily virtues are eternal,

feel like I can facilitate that better.” ‘Facilitate’ became a common word in Hodges descriptions of his duties. To Hodges, the goal of city government should be to empower and enable the good work and ideas that are already present in the community. “Our community is our experts. How do we improve business downtown? Well, what do they see? How can we put people and business associations together? How can we as the city leadership facilitate that and make it easier for them.” Hodges said on the role of the council and mayor. “It isn’t necessarily the city council that has the best ideas, it’s the city council being able to put those ideas into action and support them that’s important.” To accomplish this, Hodges wants to bring Brooking’s residents into the fold. Increasing engagement across the board should always be a goal for local government, and Hodges understands that well. “I want to engage with the youth as well as the

elderly. I think we need to continue to keep improving and expanding the city infrastructure. Whether that’s police, or ﬁre, or social workers.” TRUST AND ACCOUNTABILITY Given the context of his appointment, and the lengthy drama that has played out in the council this year, Hodges spoke at length about rebuilding accountability with the community. “One thing that has changed over my progression through this roller-coaster ride we’ve been on has been the priority to really build trust,” said Hodges. “There’s been a lot of division in our city. That’s not new to me as Mayor, but it has become increasingly important through the months… It’s really a time to unite, rebuilding trust is huge on my priority list.” Rebuilding trust in concept is important, but the actionable steps to do so can be harder to enumerate at times. Hodges still tried his best to outline how he intends to do so. “We need to be much more open in session, to detail what’s going on. Use that forum appropri-

Winter storms, especially wind and heavy rain events, can lead to damage of trails via erosion or fallen trees. We spend a lot of time cleaning up after storms to ensure trails are passable and safe. Winter weather also leads to less safe trail conditions overall, with wet and slick conditions present on trails throughout the winter months,” said Palmquist. A huge part of mitigating slippery conditions is proper footwear. Hikers should aim to wear the appropriate shoes and socks on the trail. This goes toward providing extra traction and helps with the all-important task of keeping feet warm and

MAKE PREPARATIONS It should surprise no one that doing the proper due diligence before any outing is always advisable. What starts as a clear-skied day can quickly turn toward the hazardous, with precipitation and wind affecting both footing and visibility. Therefore, always checking the day’s expected weather is a healthy habit any time of year. “Observing conditions and knowing your limits are very important this time of year. It’s more important than ever to be prepared for poor conditions by bringing sufﬁcient layers of clothing to stay warm and dry, as well as food and water,” Palmquist advised. It may be a good idea to bring other emergency items, such as a lighter or waterproof matches, or a lightweight blanket (a waterproof one

ADDRESSING RUMOR Hodges has not been immune to his own history coming to light in this regard. Hodges pleaded guilty to a third-degree charge for theft in 2016, after stealing opioids. Hodges, who is a registered nurse, had developed a dependency, which led to the slippery slope

of addiction. This is not something he shies away from, speaking to it directly at a council meeting on December 11th. “I want to address because I do have a history [of addiction], and because of that I’m a better person. It goes back to accountability, if I wasn’t held accountable, if I wouldn’t of had to go through the ﬁre and get to the bottom of myself I would probably be a statistic. I’d be dead on the street from popping pills. I take a lot of what I learned to this leadership role. We have to give people second chances but we need accountability as well.” Accountability will continue to be the main concern of a local government in rehabilitation mode. Hodge’s struggles can color what will be a difﬁcult road forward for the council, but they can also provide experience with making things right and rising from a dark place. “We need to be able to hold people accountable. Laws are there for a reason. Maybe laws, rules, regulations need to be updated or adjusted, but there are avenues to do that. We have got to get away from simply drawing a line in

How he will lead is yet to be seen, but he seems to understand what problems are facing the council, the city as a whole, and the individuals that make up that community. “There’s a lot of statistics right now, not just in Brookings but nationwide, about hopelessness. I feel like we need to give people hope. They seem to have settled for something less that they can be,” said Hodges. “I would love to get to a point where we can let people know they have a purpose, and as a community help ﬁnd what drives them. and even Medford, none of which had the same fit. I’ve been back in Coos Bay committedly since 1997. There are so many factors involved in why people eventually decide to settle where they do, either during or after their careers. And on this premise, even in a small town, you never know who is going to walk through your door on any given day. For the Oregon coast, the most obvious reasons to live here are the friendly people, the undeniable natural beauty and the open space with complete lack of crowding. There’s so much to be said for the absence of congestion. If you’ve spent any time stuck on I-5 around Portland these days (which always seems to have a multi-mile traffic jam in at least one direction) you really appreciate the beauty of an area where the biggest traffic delay is at the Dutch Brothers drive through. For me, the odd thing about not knowing who

is walking through my door, is that you frequently do not realize, often for many months or years into the medical relationship, who the person is you are actually seeing. Rather than just their medical history, what is their personal history? Who were they before they hit the Medicare roles and ended up in my ofﬁce. This especially came to mind with the passing of one of our patients who we’d known for probably a decade. And it wasn’t until one of my staff members decided to Google his name a few years back that we knew who we’d been caring for. Our patient was Captain Don Walsh. For those who never heard of Don Walsh, he was a Navy submarine pilot, the one who held the record for the deepest dive in history. Amazingly, his dive was completed over 60 years ago, to the deepest part of the ocean, a place called the Marianas trench to a depth of 35,813 feet. This was at a time where diving technology wasn’t nearly what it is today. Put in perspective that’s over 7 miles, straight

down, or the same altitude ﬂown by commercial aircraft only in the other direction, and under the immense pressure of water. This feat was essentially the equivalent landing the space shuttle on the moon, the very ﬁrst time. This record stood for over 50 years until barely broken by movie director/adventurer James Cameron in 2012, during a dive project where Don was called up as Mr. Cameron’s principal advisor. Since his historic dive, Don remained active as a leading expert in oceanography, he was our American Jacques Cousteau. Even into his late 80’s Don was still travelling 20+ times per year to give lectures or advise groups in his area of expertise. He was recently called on for his opinion after the OceanGate submarine disaster involving the tourist group exploring the Titanic. It was a memorable interview, short and painfully accurate. Regardless of his accomplishments, Don remained a very humble person. When asked though, he had amazing stories and

was a great storyteller. His medical visits were always much longer than expected because I just wanted to listen to him. Which brings up the second point of this article, we never knew who he was or what he’d done until we brought it up. Other people who have come through the ofﬁce included an 80-year-old lady who was once the Harley drag racing national champion (and this at a time way before women were doing that kind of thing). It was hard to wrap my head around the fact that the elderly lady sitting in front of me once did this. For those who remember the Smothers Brothers, Tommie’s sister used to come in from time to time. We also see a retired rocket scientist who was instrumental in the design of the space shuttle, Silvester Stallone’s boxing trainer for the Rocky movies (I got a photo signed by Sly) and a member of the country’s original SWAT team who were involved in apprehending Patty Hearst after her bank robbery. We also see quite a few retired members of state and local congress and probably oth-

One of my favorite comedy routines is by comedian Brian Regan discussing Captain Sully on Letterman (Captain Sullenberger being the pilot who successfully landed the crippled passenger plane safely in the Hudson river, saving all on board). Google Brain’s routine, it’s worth it! The point of his sketch was that a true hero doesn’t go around telling the world that he is a hero. That’s so contrary to today’s approach, where individuals spout their personal “achievements” on every social media site, promoting just how special they are, who they know, what they’ve done and what they’re planning on doing. We are going through an era of self-promotion like we’ve never before seen. Another Regan routine describes a personality type he calls the “Me Monster” (also worth looking up). Social media has allowed an explosion of this species. Not everyone in the world is wired to be a leader, very few actually are. These days, your value isn’t measured by your actual achievements, but rather by the number of “followers” you have or views you’ve amassed. Often, those with all the followers, the new “leaders,” aren’t people who should be offering advice in the ﬁrst place. True leaders never bothered with followers; they were just followed because they were leaders. Then there’s one of my favorite terms, the inﬂuencers. Since when did we need to be told what to think? Can’t I make up my own mind based on

what’s been put in front of me? I guess not. Today we are fortunate to have this group of people, usually in their 20’s (yet somehow with more experience than the rest of us) who are there to help us decipher what’s of value in the world. The problem with this group is, they often do not distinguish the difference between celebrity and promotion vs. actual value. Most probably should not be influencing anyone. Oddly, the technology which has parabolically enabled this behavior allows people to remain far more connected, yet somehow, we are more alone now than ever before. The basis of our new society seems centered on personal isolation. Everything is on-line. We shop on (not at) Amazon, we don’t go to the bank, our restaurant food and even our groceries are ordered on an app and then delivered to the house. You don’t even meet the delivery person at the door like you would the pizza man, he/she just drops the package and sends you a text. Even work for most individuals is now done remotely from home. Society goes through cycles. If you’ve read the book The Fourth Turning, our current period is described as the unravelling phase, a troubled period of entropy, where individualism prevails over crumbling institutions. That sure sounds like today. Unfortunately, the final phase of this cycle historically isn’t pleasant, but does end in a rebirth and strengthening of the current society. Going back to the original point of this article. There are people in our world who have done amazing things. People whose achievements have shaped the planet we live on, often taking great personal risks to generate advancements or enact social and political change. Since this group doesn’t spout their achievements, you won’t know who they are if they walk through your door. They may be standing in line next to you at the Safeway checkout or visiting your place of business. The truly amazing individuals on this planet don’t waste time detailing their lives on social media. As in the Brian Regan routine, these are the true heroes, the real leaders. Ideally the example they set will influence others, just through their actions. But would they ever consider themselves “influencers”? I think just the word would nauseate them.

Complements have been abundant this year with the positive changes,” Kaufman said, addressing improvements to parks and public facilities, “And may I mention that the bathrooms are open in the summer, instead of the port-a-potties. Gold Beach visitor center is also open daily now… There’s new energy and it makes for happy visitors and happy employees.” Kaufman outlined staff turnover in key areas as a major challenge of 2023, while welcoming new figures to the positions of City Administrator, Public Works Director, and Police Chief. “We welcome these three new key staff members knowing that the learning curve is steep and they have high marks to reach,” Kaufman said, “but
