Loeb Park trail has uncertain future LINDA PINKHAM The Pilot
Bill Vogel is worried that Oregon State Parks wants to permanently close the River View Nature Trail at Loeb Park, one of his favorite hikes. “They want to close this trail,” Vogel said. “They want it to go. It’s a pain to maintain, but we need a place to exercise,” he said. The Brookings resident, who is 78 years old, has helped maintain the trail over the past 20 years as a volunteer and uses it as a principal resource for personal exercise. The scenic trail takes off from Loeb Park, located about 10 miles up the North Bank Chetco River Rd., and follows the Chetco River for a little over a mile through groves of giant, 200-year-old myrtlewood trees, lush ferns, small creeks and river views. The trail ends near the Redwood Nature Trail Loop, which makes for a good workout with its elevation gains and length when added to the River View Trail’s out and back
distance, according to Vogel. The 320-acre park where both trails are located was acquired by the State in 1948 from Alfred A. Loeb to preserve the myrtlewood grove for public recreation. One of the small creeks along the trail caused a major problem resulting in the trail’s closure in early January, according to Dani Padilla, Park Manager at Harris Beach State Park. “Heavy rain and high water on the Chetco caused significant damage along several sections of the trail,” she said. “A county road culvert failed and washed away the (foot) bridge, along with eroding the edge of the trail, making it completely impassible.” Besides the culvert, two major landslides occurred east of where the culvert washed away. “Several large trees came down in the storm and caused root upheaval, which decreased the width of the trail down to less than one foot,” she said. The landslides have created a dangerous cliff edge along parts of the trail. More Trail, Page A2

For several reasons, the most important issues facing Brookings today are access to affordable medical care and treatment, as well as housing. Prior to the pandemic these were already well-known areas of concern and we have been in a county-wide
In my recent walks through Brookings neighborhoods, people are very concerned with COVID as a threat, as well as the many restrictions affecting businesses, schools and healthcare. I also hear many comments about transients, affordable housing, and access to health care. Some of these issues can be addressed as a city, and others are best treated as regional concerns.

Public Health Administrator Sherriè Ward was notified by Curry Health Network on Oct. 7 of one new case of COVID-19. This current case has been verified and confirmed by the Health Officer through lab results. Public Health has made contact with the individual, who is a Curry County resident that is home self-isolating, monitoring symptoms. Investigation and contact tracing is being conducted by Curry County Public Health. Public Health will reach out to anyone suspected of exposure to COVID-19. As of Oct. 10 the total verified number of positive cases
in Curry County is currently 33 with one of those considered presumptive, 28 recovered cases, 5 active cases, zero hospitalizations and zero deaths. Of the 33 Curry County cases, 23 of those have been reported from the Brookings area zip code, according to the Oregon Health Authority Weekly Report published on Oct. 7 that covers the week ending Oct. 4. Statewide totals are 35,634 cases with 583 deaths as of 12:01 a.m. on Oct. 7. Del Norte County Public Health has announced 160 confirmed cases with 14 active as of Oct. 7, which is up from 144 confirmed cases the previous week.

Lauri Dee Stokes, age 47, passed away on Tuesday, September 22, 2020 in San Antonio, Texas. Born on December 16, 1972 to Leonard Dale Wentz of Suisun City, California and Frances Ann Ziemba of Sac City, Iowa in Forrest Grove, Oregon. Lauri attended Portland State University, graduating with a degree in psychology in 1997. In 2005, she
moved to San Antonio with her family. Lauri was a Co-Founding member of Promontory Point swim team, an active member in Scouts with her children, and was affiliated with The Church of Latter-Day Saints, Stone Oak. Lauri was most happy spending time with her children. She enjoyed volunteering for their various school related activities. She married George Webster Whitehead, IV on November 2, 2019 in San Antonio, Texas. She was preceded in death by her father, Leonard Wentz. Lauri is survived by her husband, George Webster Whitehead, IV; four children, Madeline Nicole Stokes, Gavin David Stokes,

How should the city address the current COVID-19/economic crisis? Oregon State Governor’s mandatory mask imposition and strict mandates for all businesses are a one size fits all approach and does not serve the people of Brookings. Our city population is less than 6,600 residents (2018). The continued limits placed on local businesses and freedoms of our residents have mis said. The local effort is sponsored by Vietnam Veterans of America, Chapter 757, Brookings. As of Sept. 30, the local effort has received donations to sponsor 221 wreaths, but the cemetery has 330 veteran graves. “It’s been very gratifying—the people of Brookings are just so generous,” Bemis said in a presentation to the Brookings City Council on Sept. 14. “It brightens my heart to see the outpouring of support that we have. We are just trying to hopefully, cover every grave site, and it’s possible.” Bemis’ goal to place wreaths on every veteran’s grave is ambitious. “No location on their first year has filled all their graves,” he said. “But we’re going to give it a try.” The mission of the

What do you feel the relationship should be between the city and the public? The City of Brookings personnel are public civil servants for the residents of Brookings and should have a responsive approach to the people’s needs. “We don’t know whether it’s even feasible to replace the trail or if other structures will be needed to shore it up. Basically the trees that were uprooted were what was holding the trail in place; now there’s nothing there. We need to assess the magnitude of the slide and geological challenges.” The trail traverses sections of sandy river loam. The Curry County Roads Department has already awarded the bid to McLennan Excavation, Inc. of Brookings for replacing the county’s culvert that failed on the North Bank Road. The culvert work should be complete within the next week or two. Curry County Roadmaster Richard Christensen assured that the replacement culvert work would be “trail friendly.” The culvert replacement will actually have a headwall that will allow trail users to walk across the top of it, according to Padilla. Last January, Padilla had put in a request for funding for archaeologists and engineering to get the construction going on repairing the park trail, but with the loss of lottery revenue and having to close camping facilities that generate revenue due to COVID, those plans were put on

hold. The Oregon Park system is not funded by taxes, but by camping and day-use fees, the Oregon Lottery, and a portion of state recreational vehicle registrations. Sixteen seasonal positions were not hired this year and three ranger vacancies remain unfilled because of a freeze on hiring. State Parks and Recreation simply doesn’t have the staff to open up all their parks and maintain them at proper levels, Padilla explained. State Parks already had a $22 million shortfall in the budget before the wildfires and wind storms hit up north, she said. “We really have to be cognizant now on how we spend our time and money.” Critical infrastructure needs, such as roads from the highway to even reach park lands, along with damage to power lines and sewer
lines are considered bigger infrastructure needs than a recreational trail in southern Oregon. Padilla doesn’t foresee her agency receiving any COVID relief funds from the state. However, they have applied for FEMA money to help pay for the infrastructure damage from fires and wind. Those funds reimburse expenses. Until then, State Parks won’t really know how the financial picture will end up. “To be honest, I don’t think we will be able to have anybody out to look at that trail for the next two years,” she said. “But we definitely want to restore the trail. This plan included holding weekly council meetings to better inform our community, due to the ever-changing climate of COVID. I feel we need to stay the course. The current council has done a great job with risk management. We shut the city down at the right time and slowly re-opened carefully. We limited exposures and there were no hospitalizations. Our restaurants and businesses have been able to re-open and run as efficiently as possible. I expect our transient lodging tax income to come in at under a 10 percent deficit.
What do you feel the relationship should be between the city and the public? The relationship should be open and transparent. As a public servant, it is important to be fair and impartial and represent everyone in Brookings equally.

What do you feel are the most important issues facing the city? There are a few important issues facing the city. There is affordable housing, homelessness, Covid, and job opportunities that will sustain people throughout the year. However, I personally believe that the potential number one issue facing not only Gold Beach, but the rest of the nation is the anarchy that is now running rampant. This sickens me, and I believe that we have to stand up to it.
How would you try to address those issues? We are already doing what we can to encourage the construction of affordable housing. Homelessness is, and will continue to be a problem. I believe that the private sector is better able to handle it than government. Since logging was severely curtailed in the 1980s jobs have been difficult to come by. We have, in essence, been in a recession since then. The bright spot we have is the new Curry General Hospital. I would like to see our health care system continue to expand. BLM and Antifa have to be stopped.
What would you like to accomplish if elected? I have already accomplished much of what I started out to do. What I want to do now is keep Gold Beach, Curry County safe.
How should the city address the current COVID-19/economic crisis? COVID will run its course. What I am concerned with is people being afraid to live because of it. There are, in my estimation, three co-equal aspects of health. Physical, mental, and financial. The mental and financial have to be considered also when dealing with the virus. In short, we have to open things up as quickly as possible.
What do you feel are the most important issues facing the city? Adapting to change but staying the course of providing services to the residents. We are in uncertain times; we need a trusted leader to get us through; I believe I am that person.
How would you try to address those issues? Work with staff to utilize technology to hold meetings with the Council, Committees and even Town Halls.
What would you like to accomplish if elected? I would like to lead the Council into fulfilling their priorities. By giving each the ability to speak at every meeting. Personal goal is to continue expanding housing, and develop the Urban Renewal Agency into a tool to reduce the underutilized property in the district and stimulate economic development.
How should the city address the current COVID-19/economic crisis? It has been made clear by the Governor’s office the pandemic is a County Public Health function to manage. So the city’s part is to help residents and business survive and to hold the best open meetings possible given the restrictions by utilizing technology.
What do you feel the relationship should be between the mayor and the public? It should be a positive interaction. Gold Beach has a weak Mayor system, the position is more public relations than it is governmental. The Council holds the powers of the City. But the Mayor can assist residents and businesses in getting thier concerns on the agenda and brainstorm solutions. I am a problem solver and constant brainstormer, so this will be a forte of mine with the citizens.
What do you feel are the most important issues facing the city? Our housing crisis is growing every day. We live in one of the most beautiful places on earth and as people discover our slice of heaven, whether they have means or not, they want to live in our community. I’ve worked with people who live in poverty throughout my career here - the numbers are growing, people are falling into homelessness, while others purchase million dollar homes on the hill - I would like there to be a balance of “the right type of housing” in our community. Our front-line service workers can’t afford to live in Gold Beach due to the lack of affordable/subsidized housing. We need to promote and support development of housing for our service industry workers.
How would you try to address those issues? I would encourage the City to include “housing” as a critical piece of infrastructure. In addition to roads, sewer & public safety, housing should be considered a critical component to the health of our city. I am interested in the professional development of our police force. I would like to support implementation of required trainings for GBPD officers, Chief and Sergeant. Our world is changing. I feel it is imperative police departments maintain the highest level of training possible when its comes to working with people with mental illness, autism, developmental disabilities More Barker, Page A6

As a small town, our most important issue is to make sure our City operated infrastructure stays maintained, up-to-date, and be planning far enough ahead that we aren’t financially surprised by a system failure. We all want the water to flow, the toilets to flush, and our Police and Fire Departments have the tools and training to do their jobs as safely and efficiently as possible.
Legislating during a pandemic has been, and will continue to be, the biggest issue facing our Council. Virtual legislating makes the give-and-take interactions that are central to what we do much more difficult.

I plan on dealing with those just like any other issue or challenge that comes up in life. As issues arise, I will gather as much information as possible before forming my opinion, looking hard at pros and cons, through logical lenses on what helps maintain or improve life in Gold Beach.
It’s even more important to be engaged with our constituents and their problems. I am a returning City Councilor with six years of knowledge, experience, and established relationships. I feel confident that I can continue to effectively communicate with constituents and help in solving their problems.
What would you like to accomplish if elected? I am not an activist. I am not looking to rack up a bunch of accomplishments to put a proverbial feather in my cap. How would you try to address those issues? For starters, I’d develop a streamlined incentive packet/website for real estate developers and find ways to make development costs more affordable in part by reducing or deferring at least some SDC costs as they are quite cumbersome to developing when that money could be spent on more housing. I’d want our GB city council to work with the Curry County Workforce Housing Commission to help bring affordable, aesthetically pleasing housing to Gold Beach.

October is Bullying Prevention Month
Bullying prevention continues to be a major focal point for school districts, staff and parents, and the current COVID-19 pandemic adds a layer of complexity to bullying prevention. Traditional bullying that took place in hallways, after school, or on the bus may have been reduced in recent months as a result of school closures and social distancing guidelines; however, as students spend more time online, the risk of cyberbullying is a growing concern. In an online learning
environment, it may be more difficult for school staff to recognize potential bullying behaviors or signs that a student has been the victim of bullying. A 2018 study from Pew Research found that 59 percent of teens had experienced some form of cyberbullying. Examples include 42 percent offensive name-calling, 32 percent spreading false rumors and 25 percent receiving unsolicited explicit images. A new study from Comparitech found that

Election 2020: Vote!
Ballots for the General Election will be mailed out to Curry County voters on Wednesday, Oct. 14. The deadline to mail state voter pamphlets is the same day. The last day to register to vote in the 2020 election is Tuesday, Oct. 13. Voters can register at the county clerk’s office or online at https://sos.oregon.gov/voting-elections/ Even if you don’t have an address or receive mail delivery where you live, you can still vote. Homeless U.S. citizens have a right to vote. While voters must provide a residence address on the voter registration form, this address may be any definable location in the county that describes their physical location. This could be a shelter, park, motor home, or other identifiable location. The mailing address of a person who is homeless or who resides where mail service is unavailable can be the office of the county clerk. The mailing address for the Curry County Clerk is 94235 Moore St., Suite 212, Gold Beach, OR 97444-97055. Voters can pick up their ballot at the county elections office, which is on the second floor of the Curry County Courthouse at 29821 Ellensburg Ave., 2nd Floor in Gold Beach. Make sure to remember to sign your ballot return envelope. If you forget, the county elections office will contact you to come in and sign within 14 days after the election. Once you have received and returned your ballot, you can use the My Vote! website to track its status.

Finally, a new survey from the Anti-Defamation League found that one in four Americans experience severe online harassment, so, unfortunately, online bullying is an issue for all ages. In order to address cyberbullying, students should be taught that if they wouldn’t say something to someone’s face, they shouldn’t
say it to them online, through texting, or posting in any other way. Parents and educators should let students know that it is okay to immediately report if they are being digitally harassed, cyberbullied, cyberstalked or if they have been approached by a predator. During this unprecedented time where kids are spending their days online, parents and educators should keep close tabs on all online interactions and encourage students to send screenshots or screen recordings
of any rule violations they see to help with investigating and takedowns of problematic or abusive content. It is important to monitor computer use. You want to respect your children’s privacy yet, your child’s safety may override these privacy concerns. Tell your child that you are not spying on them but you may review their online communications if you think there is reason for concern. Letters to the editor Sue Gold for County Commissioner In this year of crisis and uncertainty we are coming up on an election which is critical in many respects. Not the least of these is the economy and safety of our county and we need strong, respectful leadership as we move forward. Sue Gold has demonstrated knowledge, ability for leadership, and respect for community members and has demonstrated her ability to be an effective commissioner. She is not in the position to further her own desire for other public office or gain personal attention for her own political ambitions. She is thoughtful and thorough. I am not willing to rock the boat in these uncertain times to elect someone new in the position. Commissioner Gold has shown to be a steady captain and she has my vote. Reneè Kolen, County Clerk, Experienced and Trusted I have known Reneè Kolen for many years, starting with when I had my law office in Brookings, Oregon and continuing to the present day. During that time I have seen her modernize the County Clerk’s public records recording procedures, bringing the office from 1980s level technology up to 2020 standards, all the while working with a tight budget. The recording services provided by Reneè’s office are an asset to the public and everyone who works in the real estate industry, real estate brokers, title companies, lawyers, and mortgage brokers. I moved to Canada some years ago and continue to vote in U.S. elections through Curry County. Reneè and her staff have performed flawlessly in helping me continue to vote, answering any questions I have, tracking changes of address correctly, and always getting my ballot to me on time. Sue Gold for Commissioner The United States went off the gold standard in 1933 but Curry County has an opportunity to stay with the Gold standard and re-elect Commissioner Sue Gold this November. Gold has four years of experience and is the only commissioner I have had the most success in speaking with about a vicious dog problem in my neighborhood. She returns phone calls and emails from her constituents and is a good listener. Gold is honest, diligent, and well informed on all county issues and brings a modicum of balance to the three-person Board of Commissioners. Her expertise and fiscal carefulness (she is a former math teacher with the name “nickel nose” for watching how the money is spent) is much needed in a county with a barely existent tax base. Gold supports our County and State parks and the improvements that are and continue to be made at them including her efforts to keep them open. She is a true fiscal conservative; not a politician who hides behind that way of conducting business and does just the opposite. She pledged to take $10,000 a year in salary wanting the rest to go to a full time county administrator but was not successful since she is only one of three votes. She does much volunteer work which I applaud since that’s how things get done in Curry County and its three cities. Thank you to all the hundreds of volunteers. Vote for Kat Stone SD-1 Senator Dallas Heard’s response to the COVID pandemic has been dreadful. In the best of times many families in Southwestern Oregon struggle to make ends meet. But the COVID pandemic has made things worse. According to the Oregon Employment Department’s recent report, Douglas County residents have filed a total of 17,070 unemployment insurance claims since January, and those claims have increased by 1,462 between July and August. Coos County unemployment claims since
January totaled 4,412, and Curry County residents have filed 2,936 claims in the same period. All of these families, your friends and neighbors, deprived of their basic income, must somehow buy food and other basic necessities, pay rent or mortgage, and so on. In spite of this catastrophe, Senator Heard voted nay on three measures passed during Oregon’s special sessions that provided some relief. SB 1701 expanded unemployment benefits. HB 4202 included a moratorium on foreclosures. HB 4213 extended a moratorium on evictions. Worse, even as COVID cases surge in Oregon, Heard is actively opposing policies that will save people’s lives. At a rally in Douglas County, a maskless Heard spoke about “freedom and liberty,” and promoted “standing up to Kate Brown” and her prudent policies intended to protect all Oregonians. We, the people of SD-1, deserve better than this. Fortunately, we have an excellent choice. Kat Stone was born in Douglas County. Her first employment was as a mill worker. After that, she paid her own way through college and has been a registered nurse for thirty years. She is active in the community and serves on two local boards. As a member of the Democratic Party Gun Owners Caucus, she works to protect gun-owner rights. In short, Kat’s experience and policies are a perfect match for the district’s citizens. Felicity is the Kind of Leader Rural Oregon Needs Calla Felicity is not your typical politician. She doesn’t look the part, she doesn’t act the part and she is exactly what House District 1 and rural Oregon need representing them in Salem. Supporting Herzog Thankfully the election is upon us and we have the opportunity to elect a new face on the Board of Curry County Commissioners (BOC). I am supporting John Herzog in this election. Herzog is vying for the position currently held by Sue Gold. Gold has not served us well nor lived up to her campaign promises. When Gold ran four years ago she promised us that she was a problem solver and that she would serve as commissioner for $10,000 per year. I can not recall any problems that Gold has solved or even contributed to solving during her term. During her term the BOC has been paralyzed by argument and divisiveness. It seems Gold’s only goal was to oppose the Curry Health District Emergency Room in Brookings and close the hospital in Gold Beach. Regarding her promise to work for $10,000 a year Gold never told us that she would work only part time. During her first three years Gold worked, but a very few hours a week and only kicked it up after she filed for re-election. Also through July 2020 Gold has been paid an average of $78,000 per year in salary and benefits and this year will be paid over $90,000 in salary and benefits, which is a far cry from the $10,000 she promised. (Salary and benefit data comes from County budget posted on county web page.) Sue’s campaign slogan was “Go for the Gold.” I guess she did. Les Schwab Tires sold to Meritage Group Les Schwab Tire Centers – the nation’s highest-ranked, most customer-focused tire retailer – announced an agreement to sell the Company to family-owned investment firm Meritage Group, Les Schwab Chief Executive Officer Jack Cuniff said recently. “The decision to sell has always been about securing the long-term success of the Company,” Cuniff said. Meritage Group has a history of preserving culture and values while growing its companies with investment over time. This is a great fit, and aligns well with Les’ vision and all we have built together.” Les Schwab’s board of
directors and its shareholders, who are all relatives of founder Les Schwab, announced in December 2019 their decision to seek new ownership for the Company. They cited the complexities of operating a family-owned business with five generations of family members, as well as the Company’s strong position, as factors prompting the decision. The Schwab family shareholders said this week in a joint statement: “As our family grows and ages, it has been very important to us to remain committed and aligned behind our Grandfather’s vision. While it was hard to make the decision to sell the Company, we are very

SWOCF supports Nurse Grad program for Curry hospital Southwest Oregon Children’s Foundation (SWOCF) has invested over $270,000 in the communities of southwestern Oregon since it was founded in 2018. Curry Health Network is the latest beneficiary of the organization’s generosity in the form of a $24,000 donation in support of Curry General Hospital’s Nurse Grad program. SWOCF Board President Tim Tuttle and Executive Director Leslie Keating both recognized the effect the nationwide nursing shortage has on the small rural hospital located in Gold Beach and became aware that those in the community with an interest in a nursing profession often do not return to the area following their education and gaining experience. Then
Covid-19 surfaced. The Covid-19 pandemic re-energized the Nurse Grad program. The hospital moved to hire nursing students in their final term of school and developed plans to immediately integrate them into the workforce as soon as they became licensed. Four local students with demonstrated strong clinical skills and didactic excellence that had strong ties to the community were hired and partnered with experienced RNs as clinical preceptors and mentors. “Curry Health Network is profoundly grateful to SWOCF for this generous donation that sponsored one of these students and supported the extra expenses related to partnering them with the preceptors,” said Virginia Williams,
Chief Executive Officer of Curry Health Network (CHN). “All four students hired have successfully graduated and passed the State Board of Nursing examination, becoming fully licensed RNs,” said Meghan Brace, Chief Nursing Officer. “As a rural healthcare system, we strongly believe that the Nurse Grad program is an investment into our current and future workforce, and it encourages our local nursing students to stay in the area while at the same time receiving the critical mentorship of more experienced nurses. Our patients can only benefit by receiving care from RNs who are invested in our communities, and SWOCF’s sponsorship helped make it possible.”

What would you like to accomplish if elected? If I’m elected, I will continue to intentionally advocate for sustainable and sensible solutions in a cost-effective way. Not just around housing and medicine, but around business, tourism, youth and family enrichment, care for seniors and people with disabilities, and natural resources. These are diligent to protect that. Other priorities are well maintained streets, and emergency preparedness. For families, the city should corroborate with the school district and SWOCC to find education solutions for our children. On controversial issues, I believe in consensus-building through civil discourse.
What would you like to accomplish if elected? Some local leaders want Brookings to allow more homeless camping, and pro-

How should the city address the current COVID-19/economic crisis? Brookings residents are very compassionate people, but inviting more transients to our town is the wrong approach. We should keep the current ban on homeless camping. My experience has taught me that, often, the most compassionate approach is to direct people to where professional help is available, instead of keeping everyone ‘local.’ Major cities spend countless dollars to decrease homelessness, and their

In working with the public, city governments cities get worse. We should not repeat their mistakes. Of the Brookings voters I have interviewed, nobody desires to become a regional center for the homeless.
How should the city address the current COVID-19/economic crisis? The state governor determines most COVID rules, so our options as a city are limited. I supported the city council’s decision to ‘open Brookings’ this summer. Businesses and jobs were saved, and, thankfully, we had zero COVID hospitalizations and/or deaths. On the economy, I’m a big proponent of ‘buying local’ by supporting our Brookings merchants and service providers. Regarding issues like healthcare and affordable housing, we need to seek regional cooperation. Brookings is a small town in a
rural county… the taxpayers of Brookings should not be disproportionally burdened with solving large regional issues.
What do you feel the relationship should be between the city and the public? City councilors should represent ALL the residents and taxpayers of Brookings. I don’t have a social agenda, and I’m not a community activist. My approach to government is moderate/conservative. I believe in servant leadership, where the will of the people is more important than the personal agenda of a politician. As a city, we need to focus on keeping our town a safe haven where businesses succeed, tourists desire to return, and families and residents can enjoy the maximum quality of life.

DAD WANTS NEPHEW’S DEATH KEPT A SECRET FROM HIS KIDS DEAR ABBY: My husband’s nephew passed away last week. He was only 26, and it was a complete shock. No one realized he was using drugs. My husband is attending the funeral (a ninehour drive) and will be gone for four days. We have two children, ages 7 and 9, and because of the pandemic, we’ve decided I will stay home with them. I’m writing to you because my husband doesn’t want to tell our kids that their cousin has died -- ever. We don’t see his family often -- maybe once every few years -- but the kids remember their cousin, and I’m sure they will ask about him next time we visit. I think we need to tell them, but he is adamant they never know. Should I fill them in while
he’s gone or wait until he’s ready to break the news? -- FORTHCOMING IN MAINE DEAR FORTHCOMING: I do not recommend going behind your husband’s back with a parenting decision like this one. He may be trying to shield the children from the reality that not only old people but also young people are mortal.
