Police seize $204,000 worth of meth THE PILOT Curry County Sheriff’s Detectives obtained a search warrant on Oct. 21 for the home of fiftyone-year-old Charles Author Killian and forty-four-year-old Tamara Rachelle Gastonguay. The warrant affidavit was based on a several months long investigation into drug trafficking activity originating from their residence in Harbor Oregon. At approximately 1 p.m., the warrant was served by the Sheriff’s Office Patrol, Detective and K9 division as well as a member of the South Coast Interagency Narcotics Team (SCINT). Utilizing all three Sheriff’s Office K9s (Axel, Stryker and Nero) the search team was able

to quickly identify areas of the home and property that contained hidden narcotics. The search team was able to locate 2.5 pounds of methamphetamine (over 10,000 user doses) with an approximate street value of $204,000. Along with the methamphetamine, the search team seized a large amount of processed marijuana, cash, pack-

aging material, scales, suspected stolen items and a 2006 Harley Davidson Motorcycle suspected to have been used to transport the narcotics. Charles Killian and Tamara Gastonguay were not home at the time of the warrant service and are still outstanding. Probable cause exists for their arrest and arrest warrants are forthcoming. Members of the public with information on the whereabouts of Charles Killian or Tamara Gastonguay are encouraged to contact the Curry County Sheriff’s Office. $2 million grant will pay for emergency department in Brookings THE PILOT

GOLD BEACH - Curry Health Network (CHN) announced Oct. 23 that after more than one year, the organization has received the $2 million grant funds that Oregon’s Governor signed into law as HB5050 in Aug. 2019 to help open an emergency department in Brookings, Oregon. The funds were made available to the CHN for expenses directly related to the 24/7/365 Curry Medical Center-Emergen- Ginny Williams cy Care that opened in December. Volunteers carefully prepare a floating net pen on a beautiful sunny morning on Oct. 27 at the reservoir on Ferry Creek, which empties into the Chetco River. The pen will serve as a temporary home to some of the 35,000 hatchery salmon smolt each year that use the pen to acclimate before their final release into the river.

The smolt soon arrived on a large tanker truck and were flowed through a tube into the quiet pond where they can become familiar with their ancestral watershed. Once the fish arrived in the pen, it was towed out to the middle of the reservoir and fastened to piers. They are fed daily by volunteers with a higher quality food that contains more protein and fats. It takes about 300 pounds of food over the season to keep the

fish in the net pen. After about two weeks they are recaptured and released into the estuary of the river in several smaller batches. The ODFW and the South Coast Fishermen started the Ferry Creek net pen some eight or nine years ago, according to John Weber, ODFW Salmon and Trout Enhancement Program (STEP) biologist. “Because there is not a hatchery on the river that the

Returningyourballot Ballots were mailed to Curry County voters two weeks ago. It is too late to mail them back to guarantee they will arrive at the courthouse by election day. The county has three drop boxes where people can return their ballots. The official drop boxes are located at the Brookings and Port Orford city halls and at the Curry County Courthouse in Gold Beach. Through the morning of Oct. 29, a total of 11,842 voters in Curry County had returned their ballots, which is 63.4 percent of the county’s 18,907 registered voters, according to the county elections department. That gave Curry County the second highest rate of return in the state behind Benton County (65.2). Wallowa County in the northeastern corner of the state also had 63.4 percent. Coos County was at 56.6 percent. Statewide, 57.5 percent of voters had returned ballots, 1,695,010 voters in all.

“When I came in here three years ago, I just loved it,” she said. Bacin previously painted ceramics at a shop in Redding when she lived there. “I love painting ceramics. It’s a good place to come relax and paint.” Running a gallery and arts and crafts studio is a far cry from Bacin’s career, which was a corporate job as an auditor with an insurance company for more than twenty years. Spreadsheets no longer occupy her time. For Bacin, arts and crafts have always been her therapy. Over the past several years, she has served as a caregiver for her mother-in-law, her mother, and her husband. “I needed an outlet. I like painting the ceramics, and it is a craft, but it’s also really good therapy. I think all artwork is good therapy.” “You come in, buy a piece and paint it, and I dip it in glaze and fire it, and they turn out shiny and pretty,” Bacin said. Eventually she wants to have art classes, including an upcoming “sip and paint” class; kids events and classes and birthday and painting parties, but those will need to be COVID compliant. With COVID, she’s also going to start doing some “to go” kits. Some of the upcoming Thanksgiving decor, like a turkey, would be great for little kids, Bacin suggested. They would be able to take the few glaze colors needed home and paint their pieces, then bring them back to be fired. Prices for the ceramic pieces run from $5 or $6 for the Christmas ornaments to $30 to $35 for

Larger pieces take more room in the kiln, which figures into the pricing. The 220-volt kilns run all night and can be unloaded the following day after they cool down. “It’s like running your clothes dryer all night, or leaving the oven on at 500 degrees overnight,” Bacin said. “While you can probably buy a coffee mug for much less, having a one-of-a-kind piece that you and your family members created and had fun making is priceless.” At the very front of the shop and in the windows facing the street, local artists and crafters have their work on display and for sale on consignment — from pottery to watercolors to felting kits to craft adorable critters. Glass beads made at the shop, bowl cozies, “floor fish” that keep spills from pet water dishes or a fridge water dispenser at bay with a swipe of your foot, whimsical aprons, are indicative of a wide range of creative expression. The main room of the shop has a cozy wood stove and colorful tables set six feet apart for groups and individuals to paint pottery pieces. As many as 24 people can safely work in the pottery painting space. During the week of Monday, Oct. 19, through Sunday, Oct. 25, OHA recorded 2,642 new cases of COVID-19 infection—up 14 percent from last week’s tally of 2,327 and the highest weekly tally recorded in Oregon to date. The Oregon Health Authority released its COVID-19 Weekly Report on Wednesday, Oct. 28. The number of Oregonians newly tested rose another 8.6 percent, to 31,448; the percentage of tests that were positive held steady at 6.5 percent. Across the state, COVID-19 has claimed the lives of 671 Oregonians and has a total of 43,228 confirmed and presumptive

cases as of Oct. 29. Curry County added two more COVID-19 cases since Oct. 21. One case reported by Curry Public Health on Oct. 22 was tested by an outside lab in Lane County. The individual is a North County Curry resident who tested positive after being admitted into the hospital for an unrelated medical condition. The second case in Curry County was reported by Curry Public Health on Oct. 26. The individual was tested at Curry General Hospital. As of Oct. 26, of the 58 cases in the county, 54 are now recovered cases, with three active cases and one death, county officials said.

Holiday Partnership Grants Available! Application Deadline: Nov. 2

The fish are flowed from the tanker truck into their temporary “Shangri-La” layover at the Ferry Creek Reservoir. plenty of volunteers were available because they are curious about this year’s run of fish with the low water and drought conditions. A volunteer noted that in another drought year in 1976, they didn’t get their brood stock until December. This year a number of fish that had been holding at Social Security Bar ran further up into the river with the last rain to find deeper, cooler waters. The hole has filled in more than it had the previous year. A few splashes indicated the presence of fish, so the boat was launched and an exploratory mission was launched. A pile of netting was staged on the front cowling of a small skiff. The net is about 300 feet long and varies from 7 to 18 feet deep, with floats on the top and a thick, leadcore line on the bottom. The skiff traveled upstream first to stir the fish up by revving the motor, guiding the boat in circles and creating wakes to drive the fish from hiding and chase them down into the part of the hole where they could successfully deploy the net. One end of the net was handed to volunteers and ODFW staff on the shore. The net was let out slowly as the boat made a wide arc in the river, until the other end of the net was handed off to more volunteers and staff on shore. People in waders surrounded the net as it was pulled in to keep fish from swimming under or jumping over the top. It’s a manual labor of love to haul in the net, especially when it is full of fish. On

this first pass, the net was hung up, and the fish that had been trapped quickly escaped. A second pass yielded no fish at all, but the third try was the lucky charm after repeating the stirring maneuver once more to drive the fish back down. While it wasn’t a record haul, it was good to send the fish hauling tanker truck back to the hatchery with 17 fish, seven females and 10 males. Those included 12 wild adult fish and five hatchery adult fish. A total of 24 jacks were released back over the net, and three hatchery jacks with tags were taken so their coded wire tags could be read to determine whether they had been raised in the net pen or released directly into the main stem of the river. Each year, 200,000 smolts are released and all of them have their adipose fins clipped, according to Richard Heap, board member and volunteer for ODFW’s Restoration and Enhancement Program. Of

those, 60,000 (30 percent) are tagged. “The significance of the tags that goes beyond looking at which hatchery programs work the best is that the Pacific Fishery Management Council (PFMC) has identified where these fish go in the ocean,” Heap said. “We know that our fish in the Chetco, Rogue, Elk, Hunter Creek, Pistol River and Winchuck are south-running fish. They go with the Klamath fish down by Fort Bragg and into the ocean out there. Everything else to the north of us, turns right.” The Sacramento River also turn right. The implications of where the fish go has to do with which salmon fisheries on the West Coast have an impact on endangered southern resident killer whales, which are dependent on Chinook salmon as a food source. Where the two overlap could lead to conservation measures. The PFMC is set to meet soon to make a decision, says Heap.

“Basically we were hoping that the fish would home into the mouth of Ferry Creek and maybe some of this bay traffic could harvest them,” Weber said. “All that effort is to keep those fish off the spawning areas with the native fish and get them caught. The goal of hatchery fish like this is for them to get them caught.” Weber says that some years the fish are more successful at homing to Ferry Creek than others and have produced a few more fish to harvest in the estuary than the ones that are released directly into the main stem. “More recently, we’ve found that the survival of these has been better,” he said. “That’s what’s prolonging the project and why we’re still doing it. We have two different tag codes in those coded wire tags. We’ve got this group, which is marked and identified as being released here, and we have the main stem fish, which go out with the other fish.” So it’s a research experiment. “We’re seeing a little higher survival, and that’s the biggest thing we’re seeing, and we’re not really sure what it is,” he said. “We feed them a little bit more down here. They get a little bit of time off that truck. It’s quite a haul from Elk River, an hour-and-ahalf drive. They get a little bit of time in here where they get another shot of food and then it’s a pretty quick trip to the river, and they go straight into the estuary instead of the river up there (above Social Security Bar).” “I can see another net pen down the road if this continues to look like this,” he said. They’ve also changed the timing to release them on incoming tides, which improves their dispersal into the estuary. The timing of the release also allows them to adjust to saltwater while the bay is expanding during the incoming tide. Because they are placed into the estuary in smaller groups, that also helps with having them disperse. They have been used to being in schools their entire lives. Good dispersal makes them less of a target by predators. “Little things like that can make a difference when you have predation,” he said. The bottom line for survival rates depends on ocean conditions, according to Weber. “So far, we keep on doing this every year. We’re putting out these smolt and all it really takes is that ocean to change to the right conditions to have really good survival.” This year, the prediction for La Nina to continue through 2020-21 bode well for good survival. “La Nina means that salmon runs are coming back,” he said. “You can put it on your calendar. History repeats itself.”

Kat Stone: Make Change to Make Progress We need a representative in Salem that will focus on the concerns Senate District 1 citizens have. Although we expect to get ignored by the northern part of the state, we get the same thing from current state senator. Our current representative spends little, if any, time here bothering to find out what we need. We can make change by voting for Kat Stone RN for Oregon Senate District 1. I know Kat Stone will bother to find out what we need here in Curry County because she already has. I’ve had more opportunities to share information with Kat about the challenges in our community than I have ever had with our current senator. She has visited our coastal areas many times during the past several months to learn more about us. Kat even watches Curry County Board of Commissioners meetings online to stay up on things happening here. Not only does Kat bother to find out what the people in SD1 face, she has a clear plan to address many critical issues. These include lack of affordable housing and homelessness, as well as making sure we have clean water and reduce the risk of urban wildfires. My Rep Needs to Show Up I am voting for Kat Stone for Oregon Senate District 1. One of the main reasons is that I need my representative to show up and represent me in Salem. Unfortunately that is not something our current State Senator is very good at. Not only was Heard part of the runaway Republicans, he has one of the worst attendance records of all Oregon legislators. This started way before the boycotts from his party. It started when he was a state representative. Not showing up is what Mr. Heard regularly does, plain and simple. It shows how little regard he really has for the people of the district and the honor the voters bestowed upon him. The main thing I want my state legislator to do is to go to Salem and represent me and others in this district. The job of a state senator is not rallying their base in public about “freedom,” instead of being the representative he signed up to be. That is a politician, not a representative.

Politicians play games and thumb their noses at the process when it is convenient for them. Mr. Heard has proven he is part of that crowd. The Judge stated the lawsuit was defamatory, punitive, political, and unnecessary. This does not line up with her claim of integrity, accountability and responsibility. When I was a State Representative here in Oregon, we developed working relationships of trust. It was not easy. We had an obligation to our constituents to work together. We recognized that filing lawsuits against each other was not a way to promote working relationship. I contacted State Representative David Brock Smith (District 1) to see if Sue Gold had contacted him regarding SB1530, The Cap and Trade bill. He said no. Again Why? Representative Smith is known in Salem to be the most knowledgeable

Legislator on this subject. Why would Commissioner Gold support SB1530 that would cost the County and citizens thousands of dollars per year in additional fuel taxes. The citizens of Curry County have twice voted against having a County Administrator Commissioner Gold has insisted on hiring and having a County Administrator wasting another $100,000 plus. So hiring a County Administrator and the money spent for the lawsuits is costing Curry County a lot of money that could be better used for legitimate expenses. By the way, when I started in the State Legislature in 2001 my salary was around $1,200 a month. Sixteen years later it was around $1,800-$1,900 per month. That was for 5 days a week averaging about 60-65 hours a week and having to be away from home. Leave home on Sunday, drive 250 miles, and come back Friday night another 250 miles, to attend community functions on the weekend. It also cost me $50,000 plus per year in lost income to serve as a State Representative. It is time for a change. I believe it is time to vote for John Herzog. Brookings Fire Department Trick or Treating: The Brookings Fire & Rescue Department will be open for trick or treaters at the Station at 898 Elk Drive on Saturday, Oct. 31, from 2 p.m. until around 9 p.m. The Brookings Fire Department asks that due to the COVID-19 mandates that folks that come to the station wear approved masks, not just Halloween masks and groups maintain at least 6 feet of physical distancing.

THE PILOT Oregon Sea Grant’s Marine Education Program is offering a series of educational events this fall. In past years, these annual activities were held at the Hatfield Visitor Center in Newport. Due to the COVID shutdown, their educators have repackaged them into engaging virtual events.

Trunk or Treat at Harbor Fire: Harbor Rural Fire District is putting on a free Trunk or Treat event on Halloween, Saturday, Oct. 31 from 6 to 8 p.m. The event will offer an evening of costumes, fire trucks and safe trick or treating. All COVID-19 guidelines will be followed, so make sure to wear your “Halloween Mask.” Harbor Rural Fire District is located at 98069 W. Benham Lane in Harbor. Fall Homeschool Program Five classes are being offered for the fall homeschool program. In keeping with the family-focused theme, parents and guardians join their children in these activities. Drug Takeback day gets results On Saturday Oct. 24, the Curry County Sheriff’s Office participated in the National Prescription Drug Take Back day. “We collected approximately 35 pounds of unused, unwanted and/or expired medications,” said Sheriff John Ward. “This collection prevented these medications from potentially being misused and abused, or being improperly disposed of. Due to Covid-19 precautions, the only collection location was at the Sheriff’s Office lobby in Gold Beach.

They are making plans to bring collection locations to Harbor and Port Orford in the spring to assist in better covering the county with drop off locations. “We appreciate the continued support from the community in this event,” Ward said. The Curry County Sheriff’s Office wants to remind people that they can bring in unwanted medications to the Sheriff’s Office lobby in Gold Beach anytime throughout the year for disposal. You

may also contact your local pharmacy for medication disposal. Many have collection boxes, or are aware of resources to help. The only items that cannot be accepted are liquids, syringes, and sharps materials. People with these items are encouraged to contact Curry Transfer & Recycling for options on proper disposal.
