The behemoth skeleton that has been looming over the north end of Brookings for many months will soon be the new location for the Oregon Department of Human Services (ODHS). The large building replaces the state agencies smaller, aging facilities scattered between Brookings and Gold Beach. The new 26,500-square-foot three stories tall building is scheduled to open this coming summer and will also house offices for services that are now in Gold Beach. ODHS spokesman Jake Sunderland said the Brookings location was chosen because the majority of the people in Curry County that ODHS works with and supports are in the Brookings area and currently often need to drive to Gold Beach for services. The Brookings ODHS building will be home to more than 70 ODHS staff members along with space for community partners and contracted services to serve the greater
Curry population, Sunderland said, who those partners and contractors will be has not been determined yet. ODHS describes the location as strategically located to deploy ODHS emergency response efforts during wildfires or other emergencies. People will be able to get support with their cash and food benefits, employment assistance, and domestic violence survivor supports. Space for child welfare parent visits, including a trauma informed indoor play area, is included in the design. Safety and security for staff and patrons will be improved, with modern security systems and protocols consistent with most agency facilities around the state, according to Sunderland. “The facility will solve a long-standing need to provide space for three main ODHS programs understaffed or not currently

Construction is well underway at the downtown site. staffed in the area, despite a majority of the population served for Curry County resides in and around Brookings,” Sunderland said. In the state agency’s recent estimates, the population served for Curry County saw approximately two-thirds living in the Brookings area. Projections see an increase in the aging population and expanding care facilities, requiring additional oversight and support from the state’s Aging and People with Disabilities program. “Beyond client population and safety, the new facility will also provide the agency with local compliance for accessibility and DAS facility requirements,” Sunderland added. “Connectivity and proximity to
civil resources will be improved with the facility as well.” Sunderland said the ODHS believes this new facility will be an economic driver in the greater Brookings area. “With increased property value and curb appeal, employment and local business, improved opportunity for locally contracted services, and more accessible supports from ODHS and community partners to those feeling economic strain,” he said. The Oregon Department of Human Services (ODHS) will be issuing additional food benefits for young children whose families received Supplemental Nutrition Assistance Program (SNAP) benefits between Sept. 1, 2022 and May 11, 2023. These additional food benefits will provide approximately $43 million in additional food assistance for 99,000 young children in Oregon. “We are grateful to have been able to provide more than a $1 billion in addition food benefits to children and students in Oregon since 2020,” ODHS SelfSufficiency Programs Director Claire Seguin said. “As communities continue to be affected by COVID19 and the rising cost of food, we know that many families are experiencing hardship and are struggling to get enough healthy food for themselves and their children. We encourage anyone who is struggling to meet their basic needs to contact our partners at 211, the Oregon Food Bank and their local Community

Anvil Fire evacuations lifted
STAFF REPORT Country Media, Inc. In conjunction with the Northwest Fire Team 12 and CFPA, Curry County Sheriff John Ward has removed the Level One Fire Evacuation Zone around the Anvil Fire east of Port Orford.
“Due to the end of fire season and the weather, we all feel comfortable with removing the fire evacuation zone.” Ward said. “Even though fire season is over, we ask that our community members stay informed and careful with controlled brush burns. This has been a
very long fire season and we have had to deal with several fires in our county.” Ward also expressed thanks to the community’s first responders. “Much thanks to all the Incident Management Teams, local and distant fire fighters, CFPA and our local timber owners of
private timber and tribal lands,” he said. “We all owe you all a great deal of thanks for fighting these fires and keeping our residents and their property safe.” The 22,170-acre Anvil Fire was approximately 80% containment as of Oct. 17.
Police, fire departments submit monthly activity report for October STAFF REPORT Country Media, Inc.
The following reports are from the week ending Oct. 13. Police Department Brookings Police Department officers handled 426 calls for service, conducted 40 traffic stops, and issued eight traffic citations. Of those traffic stops, 17 were for exceeding the posted limit or an unsafe driving violation in downtown Chetco Avenue. Dispatch received 594 total calls: 166 were to 9-1-1 and 18 were misuses
of 9-1-1. There were three medical transports from Pelican Bay State Prison this week into Brookings proper. School Resource Officer (SRO) Ray Branion attended the K-School sponsored movie night on Friday where “Finding Nemo” was projected on the building. Officers attended a onehour powerline safety course for first responders instructed by Coos-Curry Electric, then a two-hour bias/anti-discrimination class instructed by CIS. Brookings Police hosted both in the emergency operations center.

Firefighters responded to 13 calls for service: six were fire related, four were for medical aid, two were for public assistance, and one was for a motor vehicle collision. About 7,000 gallons of water were used from city fire hydrants. Currently, the department has 25 active firefighters and two active CERT members. The 2023 burn ban ended at noon Oct. 7 so burn permits will once again be available. Firefighters responded to Wilderness Retreat, 12 miles up Northbank Chetco River Road, for
a structure fire. The fire ultimately involved the house, an outbuilding, and approximately 2.3 acres of brush and trees. Brookings, Harbor, and Winchuck departments responded along with Coos Fire Protection Association. The Oregon State Fire Marshal’s Up-Staffing grant has enabled both Brookings and Harbor departments to have staff available to quickly respond to fires and mitigate fire damage. The Brookings Fire Department is actively seeking volunteers to join our essential community team. Information and the application can be found on the city’s website.

Our communities need to be prepared to take care of each other until assistance is available.

Kidtown’s nearly $500,000 renovations completed

A reconstruction project at a popular gathering spot at Brookings Azalea Park is compete. A celebration was planned Oct. 19 for the renovations of Brookings Kidtown. The nearly $500,000 renovations began Aug. 14 with construction crews removing the timbers that had formed Kidtown. The play area has been replaced with a new wooden
structure and improved with a soft and safe ADA accessible floor and an added covered picnic area. Although they aren’t new, 380 of the original fence boards engraved with the names of the original donors to Kidtown in 1995 were refinished by Brookings Mayor Ron Hedeskog and installed in the current structure. These fence boards, as well as most of the lumber used in the original structure, were Port Orford Cedar, and milled in Langlois.
City staff installed the pickets and Cascade Home Center employees repainted the original Dragon and Unicorn that will be installed in the new structure. In addition to the Kidtown upgrade, the parking lot has been resurfaced and improved, and a covered picnic area will be added soon. “A great community effort was put into building the first Kidtown, and the new one will continue this tradition with improvements and greater
accessibility,” Hedenskog said when the renovations began. Nature’s Coastal Holiday contributed $30,000 as part of the budget for the project. The volunteer community group has provided Brookings with the Festival of Lights each holiday season since 1997. The city also obtained grant funding for the renovations from the Oregon Parks Recreation Department. Playgrounds by Leathers was contracted by the city to build the project.

People used to live here for the relaxed, friendly atmosphere unlike what you might find in the big cities. Many moved here for the same reason. Since we moved here, we’ve seen that atmosphere deteriorate. When we got here it wasn’t unusual to have someone in the market ask us if we’d like to go ahead of them in line at the checkout and to hear them say, “No hurry Curry.” We haven’t heard that in several years. It’s been replaced by an impatient attitude with everyone in such a rush and little consideration for anyone else. Since we’ve been here, our car’s been hit twice in local parking lots by reckless drivers who didn’t even show the courtesy of leaving a note. People driving recklessly across lanes through parking lots like it’s an emergency. Driving around town, one often finds themself being tailgated by drivers who are far in excess of the city speed limit. Feeling bad is not a good idea if we want to feel good. It’s that simple sometimes. The possibility that lies within, “This is important to me, what does it need to thrive?” is limitless. I wouldn’t call this “personal development” per se, it’s simply coming from the direction of creating a positive outcome... preferably for everyone. Maybe we should coin it “positive direction thinking”. It’s not a magical tool, it’s just choosing a desired pocket on the pool table of outcomes.

This is where physics meets p s y c h o l o g y. Wherever I look on the road of life, my hands will unconsciously follow my focus. $41.4M awarded to Oregon Mass Timber modular housing STAFF REPORT Country Media, Inc.
2022, DLCD staff and a consulting team audited the development codes of five cities to identify local regulatory barriers to developing mass timber and modular housing. Starting this fall, the Code-UP project team will continue this work by providing additional jurisdictions with code audits, amendment recommendations, and community engagement services. Ten jurisdictions that have been selected to receive technical assistance this year: Chiloquin, Clatsop County, Creswell, Gates, Lincoln City, Mt. Vernon, Phoenix, Rufus, Sandy, and Talent. Consistent with the federal grant award, staff prioritized assistance to wildfire-affected and rural communities. DLCD is committed to assisting a total of thirty jurisdictions over the next five years through a model code funded by the grant and encourages communities to reach out with interest.
The U.S. Economic D e v e l o p m e n t Administration (EDA) has awarded the Oregon Mass Timber Coalition (OMTC) $41.4 million to develop and expand Oregon’s emerging Mass Timber industry. This grant through the Build Back Better Regional Challenge, is specifically focused on utilizing mass timber products in prefabricated, modular home construction. The Department of Land Conservation and Development (DLCD) is utilizing a portion of the funding through this grant to help cities update and modernize local development codes to encourage the use of mass timber modular housing through the Code-UP project. Wo r k i n g with a consulting team and the Department of Consumer and Business Services in

Douglas Lee Hutton In short, from start to finish, Doug was a great guy! Here’s the backstory… Douglas Lee Hutton, 73, of Brookings, Oregon, passed unexpectedly on September 1st, 2023. Doug was born to Chester Lee “Chet” and Joyce Lucinda Hutton on April 2nd, 1950, in Eugene, Oregon. He was the eldest of his siblings Jeff, Don, Chris, and Cindy and was often called the “rock” of the family through the years as the beloved older brother. In 1958, the family moved to Redwood Creek Ranch in California. Some of Doug and his siblings’ most treasured childhood memories were on this ranch with days filled with swimming, hunting, fishing, and roaming these 1,480 acres. Eventually, the family settled in Blue Lake, California. Doug attended Blue Lake Elementary School and was a 1968 graduate of Arcata High School-enlisting in the Coast Guard that same year. Throughout school, Doug enjoyed playing various sports such as basketball and baseball alongside his brothers on teams coached by his father Chet. He continued into his adult years playing on softball teams and was a great catcher. Later, Doug coached high school girls’ teams. Doug enjoyed golfing with friends and even made a ‘hole in one’ shot that made the newspaper on the 9th hole of the Lake Redding Golf course in June 1991. He also enjoyed horse races and quadding and snow skiing with his wife Linda. Doug’s early intrigue in cars developed into being a successful and sought-after car salesman. He had a knack for finding just the right rig for all kinds of lifestyles. His customers knew that he also cared about them as people, and many of them became friends. He never missed a day of work and was highly valued at “CDJR” (Chrysler Dodge Jeep Ram) in Brookings, OR, where he was a long-time resident. Doug enjoyed gardening and barbecuing great meals at home, was a solid Ducks fan, and loved his dogs. He never forgot a birthday and was always available to help people-giving good, solid advice about all kinds of things. He was appreciated for his sense of humor and authentic, down-to-earth ways. He will be greatly missed by his family and friends. Doug is survived by his wife Linda, daughter Heather, siblings Don (Vicki), Jeff (Carol), and Cindy (Matt) Hally, sister-in-law Joy (Chris) and several nieces and nephews. He is predeceased by his father Chet, his mother Joyce, his brother Chris, and stepfather James “Jim” Aitken. Ecclesiastes 3:1-8 “For everything there is a season, and a time for every matter under heaven...” A celebration of life is planned for some time in the Spring of 2024.

Stephen Donald James Pezzullo Our beloved Stephen Donald James Pezzullo was laid to rest at the age of 44 on August 28, 2023. He was a son, a brother, a father, a soldier, and a friend. He is survived by his wife Nikki Pezzullo and the special love they shared, mother Pamela Pezzullo, father Stephen and stepmother Angie Pierce, sisters Heather DeLuca and Rebecca Pezzullo, sons Jacob Darnell and Keagan Pezzullo, step-daughters Jaden Durham and Lexi Broderson, Mother-in-law Karrie Barreras, nephew Christian DeLuca, and niece Isabella DeLuca. Steve was no stranger to hard work, and he exemplified that in his service as a US Army Ranger Sergeant. His service included two tours in Afghanistan, and he was honored with numerous service medals and decorations. Throughout his honorable military career, he distinguished himself and brought great pride to his fellow soldiers and his country. He was often spoken of by his comrades as a leader, a mentor, and the first soldier on the front line. Steve loved life, working with wood, making old things new again, and spending time outdoors. He was strong, honest, and respectful. You could always count on him. We will miss Steve dearly and are grateful for his presence on this earth. Student loan borrowers are getting legal assistants from Oregon’s Attorney General. Ellen Rosenblum has joined a coalition of 23 attorneys general in filing an amicus brief with the U.S. Court of Appeals for the Fifth Circuit in the case Career Colleges and Schools of Texas v. U.S. Department of Education, et al. The amicus brief urges the court to uphold the U.S. Department of Education (USDOE)’s “Borrower Defense Rule.” Under the Rule, student loan borrowers who can show that the school they attended engaged in certain wrongful acts or omissions have a defense against repayment of their federal student loan debt through a process known as “borrower defense” to repayment. “The ‘borrower defense to repayment rule’ is extremely important for student loan borrowers who have been defrauded

by profit-driven schools,” Rosenblum said. “Too many for-profit colleges and universities have misled and deceived our vulnerable students, persuading—sometimes coercing— them to take out loans to attend programs that provided them minimal educational value.” In April 2023, Career Colleges and Schools of Texas (CCST) filed a lawsuit challenging the rule and moved for a preliminary injunction against its implementation. The federal trial court initially denied the motion, but later granted it, pending CCST’s appeal. The amicus brief describes how states like Oregon regularly investigate and take enforcement action against
predatory postsecondary institutions to redress widespread and systemic unfair and deceptive practices. “CCST’s efforts to eliminate such critical protections for defrauded borrowers could have disastrous impacts on students in Oregon. We joined this brief to help ensure that won’t happen!” Rosenblum said. Timeline In April of 2021, the Oregon Attorney General, together with a bipartisan group of 25 state AGs, filed an application with the USDOE asking for the cancellation of federal student loan debt for thousands of former students, including an unspecified number of
Oregonians, who attended ITT Technical Institute. The now defunct forprofit school defrauded thousands of students by encouraging them to enroll and take out loans based on misleading information about the value of an ITT degree and empty promises of high-paying jobs after graduation. In August of 2022, the USDOE responded by forgiving or refunding $3.9 billion in federal student loan debt for 208,000 former students of ITT Technical Institute. In Oregon, that meant 2,090 Oregonians who borrowed to enroll at an ITT school between 2005 and 2016 had $39.9 million in student debt cancelled. Oregon is also joined by California, Colorado, Connecticut, Delaware, the District of Columbia, Hawaii, Illinois, Maine, Maryland, Michigan, Minnesota, Nevada, New Jersey, New Mexico, New York, North Carolina, Pennsylvania, Rhode Island, Vermont, Washington, and Wisconsin in filing this brief.
Oregon adds 8,100 jobs in September STAFF REPORT Country Media, Inc. Oregon’s seasonally adjusted nonfarm payroll employment rose by 8,100 jobs in September, following a revised decline of 700 jobs in August. September’s over-themonth job gains were largest in construction (+3,200 jobs); professional and business services (+2,200); and leisure and hospitality (+900). Most of the other major industries were relatively flat over the month, with none cutting more than 200 jobs. C o n s t r u c t i o n employment surged to another record high in September, gaining 3,200 jobs. At 119,900 jobs in September, construction is up 2,300 jobs, or 2.0%, since September 2022. Most of the gains in the past 12 months were in specialty trade contractors, which added 4,000 jobs. Meanwhile, construction of buildings had the same employment level as the prior year. Professional and business services grew at a moderate pace over the past year, adding 3,900 jobs, or 1.5%. This gain was led by management of companies and enterprises, which added 2,400 jobs, or 4.8%. Professional and

The County proposes to amend Chapter 20.00 Residential Second Unit of Title 20 Non-Coastal Zoning to codify regulations related to Accessory Dwelling Units (ADUs) and Junior Accessory Dwelling Units (JADUs) as required under California State Law. The regulations include development standards such as the number of units permitted, location, setbacks, maximum floor area, height limit, lot coverage, privacy, and parking. New definitions are proposed to be added for terms used in the proposed amendment. The journey As we sat and had our lunches he told me the story of how he wound up here on a bicycle he built himself. He’d had “four proper good bikes” before but wanted one that would be right for the trip down the U.S., Central and South American Pacific coasts. This trip wasn’t his first trip to the states. “When I was a kid… I was 10-years-old,” he said. “I was here with my kindergarten friends and their parents. I was still playing with Hot Wheels. So the coolest thing back then was seeing all the cars and trying to find a Hummer. That was the game that we were playing.” About five years later, back in the U.S., now with his family, “two-and-a-half weeks… in Florida… I was looking for American cars, was happy to see them, and was looking for alligators,” he stated. Then there was a road trip around Los Angeles. “I flew to Los Angeles and we did a three-week road trip by car with my father, my brother,” he said.
“We called ourselves three and four half men because it was three dads and four sons. We rented two cars and then went all around Los Angeles.” Following that adventure he spent three weeks in a school exchange in Texas. Right after he finished high school Mader said he traveled abroad for nine months to New Zealand on buses and hitchhiking. “I realized that I’m really good at traveling and that it’s a lot of fun,” he said. “Now I’m coming back to [travel] again. It doesn’t feel like I’m starting a new trip or… something completely different. It’s more like [doing] something I’m really good at …[something] I really like, now it’s just doing it in a different way; instead of hitchhiking and traveling by bus and by train I’m cycling it, on my bike.” Path to discovery These trips were the beginnings of what has since become a primary driver for Mader — his path to discovery. “For me it’s about the experience, about doing something that I like, discovering the world and not about telling a great story afterwards,” he said. Benefits Continued from Page 1 Eligibility for P-EBT food benefits Families must have received SNAP benefits at any time between Sept. 1, 2022 and May 11, 2023. Children in the family who were age 5 and under at any time during this period are eligible to receive additional food benefits. Families will receive the additional food benefits for every month during this period that: • One or more children in their household were ages 5 and younger • The family was receiving SNAP benefits. Families will receive an extra $67 food benefit per child for every month between September 2022 and April 2023, and $30 for May 2023. Families can receive up to $566 in additional food benefits for each child who is eligible. How children will receive P-EBT food benefits Families who are currently receiving SNAP benefits received the P-EBT food benefits onto their EBT card on Oct. 17. Families who are no longer receiving SNAP benefits will receive a notice in the mail and the benefits will be deposited onto their existing EBT card associated with their household. The bicycle Paul Mader built. for a couple of years and in the beginning he wasn’t sure what route he would take. “So five years ago I was thinking about starting in Europe and then heading east, like going through the former Soviet republics and maybe China, because China is one of the most interesting countries there is at the moment,” he said. “But then I met an exgirlfriend, and I started learning Spanish and with learning Spanish South America and Central America makes a lot of sense. So I switched over to this route and then I started cycling and I thought, well, I don’t need to do the route by car. I can also just do it on my bike. One-and-a-half years later I’m here, and doing it by bike” Mader began this trip
after graduating from university with a teaching degree. He was working as a social worker with young adults who are doing their civil service. He described a special government program in Germany that seeks people with degrees in education and who helped those young adults during that year. “That was my job for a year,” he said. “Also working in a night shift in an orphanage and I didn’t spend a lot of money. So with within a year you can save money if you work at your job and are living on a small budget.” That savings got the now 28-year-old to Seattle about a month ago. “I was quite anxious and scared and was like, was like, okay, my hostel was
in downtown Seattle, the inner district, not the best area to be around,” he said. “Seattle was a massive city, [it] was loud. There were many homeless people. It was dark. I didn’t know a lot about Seattle and the West Coast so far.” This trip was starting off a bit differently for him than the others he’d been on. He described it from the beginning. “I flew in, I came in at like 9:30, 10 o’clock,” he said. “Then I did assemble my bike at the airport. And it was 11 or 12 when I, got on the train, but the train didn’t go all the way to the city center. So I got off the train at the last stop and had to go for another 20 minutes to my hostel.” While the train ride was uneventful, Mader said the closer he came to the city center the more homeless people he would see. “And then I was on the big street where the market is. Maybe heading inland around Eureka. He’s not certain much beyond that, other than a general direction. “The route isn’t planned” he told me. “There are ideas I would say. I decided to start in Seattle and then go on the coast, but I still don’t know where I’m gonna cross the border to Mexico. I do want to see the Sierra Nevada. I hope I can see parts of Arizona if I’m good. If I’m good on the bike, maybe I can make it to the Grand Canyon.”
